Abstract
New eco-friendly thermal-casting ductile CPNC-concrete and CPNC-mortar materials have been developed without Portland-cement or water-use. It needs three hours for thermal synthesis. It contains 5%, 10% or 15% green natural nanoclay-polymer nanocomposite CPNC as a bonding-agent instead of Portland-cement for mixing with sand and crushed-stones by heating at 250 °C in electric ovens. CPNC is a dry powder consisting of 5% montmorillonite (MMT) nanoclay and 95% high-density polyethylene (HDPE). The study includes mixing, thermal synthesis, mechanical, fracture, and ductility property testing, and characterizations of the chemical composition, microstructure morphology and homogeneity using EDAX, SEM and XRD. It has new properties, such as a homogenous-microstructure with bonding, self-compaction abilities, no-cracks, ductility, good compressive and tensile strengths, and good fracture properties. It does not exhibit steel corrosion; it has rapid processing, no-water curing, low-density, no-shrinkage cracks, no-sudden failure, no-pollution utilizing a new manufacturing technique. CPNC-concrete is developed to stop the Portland-cement industry problems, to produce a clean and green environment without Portland-cement damage for human beings and to conserve drinking water. It has potential for different applications in construction, and it is suitable for 3D techniques with fast construction. Furthermore, this material requires new special codes for design and construction.

Abstract
Transfer of contaminants to and from the skin surface has been postulated to occur through a number of different pathways and compartments including: object(s)-to-skin, skin-to-skin, skin-to-clothing, skin-to-gloves, air-to-skin, skin-to-lips, and skin-to-saliva. However, many identified transfer pathways have been only minimally examined to determine the potential for measurable transfer. The purpose of this study was to quantitatively evaluate repeated transfer between different compartments using elemental metallic lead (Pb) in the solid form using a series of systematic measurements in human subjects. The results demonstrated that some transfer pathways and compartments are significantly more important than others. Transfer of Pb could not be measured from skin to cotton clothing or skin to laminate countertop surfaces. However, transfer was consistently measured for skin-to-skin and between the skin and the surface of nitrile gloves, suggesting the potential for significant transfer to or from these compartments in real-world exposure scenarios, and the importance of these pathways. With repeated contacts, transfer increased non-linearly between 1 and 5 contacts, but appeared to approach a steady state distribution among the compartments within 10 contacts. Consistent with other studies, relative to 100% transfer for a single contact, the quantitative transfer efficiency decreased with repeated contacts to 29% after 5 contacts and 11-12% after 10 contacts; for skin-to-skin transfer measurements, transfer efficiency after either 5 or 10 contacts was approximately 50% of the single contact transfer. These data are likely to be useful for refining current approaches to modeling of repeated contacts for dermal exposure and risk assessment.

Abstract
Contact dermatitis (CD) is commonly encountered in the pediatric population. Allergic and irritant are the two forms of CD and both cause significant clinical problems in children, but they are often underrecognized. The skin lesions in CD may be polymorphic and closely mimic other common pediatric skin diseases. The diagnosis usually requires patch testing after obtaining a detailed history and performing a physical examination. Metals, fragrances, and certain preservatives are the most common causative agents in children. This article discusses the pathophysiology, diagnosis, and management of this common skin condition in the pediatric population. [Pediatr Ann. 2021(5):e198-e205.].

Prevalence and Risk Factors of Sinus and Nasal Allergies among Tannery Workers of Kanpur City. SINUSITIS 2021. Abstract
India is greatly afflicted by sinusitis, which is a condition that involves inflaming sinuses (the air cavities in the nasal passage) in your nose, according to the National Institute of Allergy and Infectious Diseases (NIAID). The study’s objective was to evaluate the prevalence and risk factors of sinus and nasal allergies among tannery workers of Kanpur city. The study has used primary datasets obtained from a cross-sectional household study of tannery workers from the Jajmau area of Kanpur in northern India, which was conducted during January–June 2015 as part of a doctoral program. The study covered 286 tannery workers from the study area. Bivariate and logistic regression analysis was used to study the association between outcome variables (self-reported prevalence of sinus and nasal allergies) and predictor variables (socioeconomic and work-related characteristics). Results portray that a higher proportion of the tannery workers belong to economically and socially backward classes. Overall, 13.4 and 12.3% of sinus and nasal allergy prevalence have been reported by tannery workers, whereas tannery workers from the oldest age group were those who mainly suffered. A study found that the severity of nasal and sinus allergies increases with the increasing age and work duration in the tannery. Workers with low exposure to airborne dust were significantly more likely to develop sinus problems (OR = 4.16; p < 0.05) than those without exposure. Those tannery workers suffering from nasal allergy were more prone to develop sinus problems than those who were not suffering from nasal allergy. The risk factors responsible for these health hazards can be eliminated by improving the overall working conditions and ensuring necessary protective regulations for the tannery workers.

Abstract
The study investigated the exposure of spray painters to organic solvents, toxic metals, and hexavalent chromium over 21 working days in 2017. The results found these concentrations of 12 VOCs to be below the short-term exposure limit (STEL) established by the US Occupational Safety and Health Administration (OSHA). The mass concentration of total particulate matter (PM) exposure to workers was 20.01 ± 10.78 mg/m3, which exceeds OSHA's permissible exposure level of 15 mg/m3. The mean concentration of the total metals for all particle sizes was 109.1 ± 12.0 μg/m3, and those for lead (496,017.0 ng/m3) and iron (252,123.8 ng/m3) were the highest of metal elements. Significantly, the mean concentrations of Pb and As exceeded OSHA's permissible exposure limits (PELs) of 0.05 and 0.01 mg/m3, respectively. The total hexavalent chromium concentration was 1163.01 ng/m3, and the individual particle sizes (PM1-2.5, PM1, and PM0.25) were strongly and positively correlated with the Cr(VI) concentrations for PM2.5. The study determined that approximately 56.14% of the hexavalent chromium inhaled during the spray-painting process was deposited in the upper respiratory system of the head airway region, followed by the alveolar and tracheobronchial regions, with fractions of 11.93 and 0.05%, respectively. Although the mean ratio of hexavalent chromium to total chromium was only 3.6% for all particle sizes, the cancer risk of the total particles in Cr(VI) (1.6 × 10-3) exceeded the acceptable risk value (10-6). The cancer risks of As and Cr(VI) associated with quasi-ultrafine particles, PM0.5-1, PM1-2.5, and PM> 2.5, also exceeded 10-6. Comparison of the carcinogenicity risk of VOCs and metals suggests that the adverse health effect of inhaled particles on spray-painting workers is more serious than that from VOC exposure.

Abstract
Risks of allergic contact dermatitis (ACD) from consumer products intended for extended (nonpiercing) dermal contact are regulated by E.U. Directive EN 1811 that limits released Ni to a weekly equivalent dermal load of ≤0.5 μg/cm2 . Similar approaches for thousands of known organic sensitizers are hampered by inability to quantify respective ACD-elicitation risk levels. To help address this gap, normalized values of cumulative risk for eliciting a positive ("≥+") clinical patch test response reported in 12 studies for a total of n = 625 Ni-sensitized patients were modeled in relation to observed ACD-eliciting Ni loads, yielding an approximate lognormal (LN) distribution with a geometric mean and standard deviation of GMNi = 15 μg/cm2 and GSDNi = 8.0, respectively. Such data for five sensitizers (including formaldehyde and 2-hydroxyethyl methacrylate) were also ∼LN distributed, but with a common GSD value equal to GSDNi and with heterogeneous sensitizer-specific GM values each defining a respective ACD-eliciting potency GMNi /GM relative to Ni. Such potencies were also estimated for nine (meth)acrylates by applying this general LN ACD-elicitation risk model to respective sets of fewer data. ACD-elicitation risk patterns observed for Cr(VI) (n = 417) and Cr(III) (n = 78) were fit to mixed-LN models in which ∼30% and ∼40% of the most sensitive responders, respectively, were estimated to exhibit a LN response also governed by GSDNi . The observed common LN-response shape parameter GSDNi may reflect a common underlying ACD mechanism and suggests a common interim approach to quantitative ACD-elicitation risk assessment based on available clinical data.

Abstract
Little research has been done on the relationships between chromium exposure, skin barrier function, and other hygienic habits in cement workers. Our purpose was to investigate chromium-induced skin barrier disruption due to cement exposure among cement workers. One hundred and eight cement workers were recruited in this study. Urinary chromium concentration was used to characterize exposure levels. The biological exposure index was used to separate high and low chromium exposure. Transepidermal water loss (TEWL) was used to assess the skin barrier function. TEWL was significantly increased in workers with high chromium exposure levels than those with low chromium exposure levels ( p = 0.048). A positive correlation was also found between urinary chromium concentration and TEWL ( R = 0.28, p = 0.004). After adjusting for smoking status and glove use, a significant correlation between urinary chromium concentrations and TEWL remained. Moreover, workers who smoked and had a high chromium exposure had significantly increased TEWL compared to nonsmokers with low chromium exposure ( p = 0.01). Skin barrier function of cement workers may have been disrupted by chromium in cement, and smoking might significantly enhance such skin barrier perturbation with chromium exposure. Decreased chromium skin exposure and smoking cessation should be encouraged at work.

Abstract
Cement and concrete are products used widely in the construction sector, with a traditional perception that any hazards that they have are limited to dermatitis in a small number of workers. In some cases, employers and builders do not think that concrete is a chemical. However, contact dermatitis is one of the most frequently reported health problems among construction workers. A review of the available literature suggests that cement has constituents that produce both irritant contact dermatitis and corrosive effects (from alkaline ingredients such as lime) and sensitization, leading to allergic contact dermatitis (from ingredients such as chromium). These findings indicate that cement and concrete should be treated as hazardous materials, and that workers handling such products should reduce exposure wherever possible. Initiatives to reduce the chromium content of cement have been shown to be successful in reducing the incidence of allergic dermatitis, although the irritant form remains.

Abstract
Background: Inhalation of dusts and fumes arising during the manufacture of sodium dichromate from chrome ore, chromic acid mist emitted during electroplating, and skin contact with chromate produce hazards to workers. Objectives: (1) To elucidate the prevalence of skin and mucous membrane disorders among the workers engaged in the sodium dichromate manufacturing industry and chrome plating industry. (2) To know the relationship of prevalence with the duration of exposure to chrome mist, dust, and fumes. Settings and Design: A cross-sectional study was conducted among all the workers engaged in sodium dichromate manufacturing and chrome plating from several industries situated near the Delhi-Haryana border in the districts of Faridabad and Sonepat of Haryana, India from January 01, 2014 to December 31, 2014. Materials and Methods: All the workers available from the concerned industries for the study were interviewed and medically examined after obtaining their informed consent. A total of 130 workers comprising 66 workers from the sodium dichromate manufacturing industry and 64 workers from the chrome plating industry were examined on a pretested schedule. Statistical Analysis: Descriptive statistical methods (proportions, relative risk, and Chi-square test of significance with P value analyzed using Epi Info version 7). Results: All the workers were found to be males and of the adult age group. Out of the total examined, 69.69% and 56.22% of the workers had disorders of the nasal mucous membrane in the sodium dichromate manufacturing industry and the chrome plating industry, respectively. 42.42% and 28.22% of the workers had perforation of the nasal septum in the sodium dichromate manufacturing industry and chrome plating industry, respectively. 6.06% and 3.12% workers had skin ulcers in the sodium dichromate manufacturing industry and chrome plating industry, respectively. Nasal irritation and rhinorrhea were the most commonly found symptoms in both the processes. 48.48% and 90.52% of the workers were using hand gloves in the sodium dichromate manufacturing and chrome plating industry, respectively. Only 27.27% and 37.50% of the workers were using masks in the sodium dichromate manufacturing industry and chrome plating industry, respectively. No worker was using protective clothing or barrier cream in the sodium dichromate manufacturing industry. 40.65% and 12.50% workers were using protective clothing and barrier cream in the chrome plating industry. Conclusion: Workers engaged in sodium dichromate manufacturing and chrome plating are at a great risk of skin and mucous membrane disorders including chrome holes and nasal septum perforation. Protective measures and awareness of the management and workers about the exposure hazards and safeguarding against them will be useful public measures to prevent these occupational hazards among workers engaged in these processes.

Abstract
Although all chromite ore processing residue (COPR) sites near residential neighborhoods in Jersey City, New Jersey have undergone remediation, recent studies found widespread, but low levels of hexavalent chromium (Cr(+6)) in house dust both in Jersey City and in communities with no known sources of Cr(+6). This study was designed as a follow-up to determine whether there is an association between current Cr(+6) levels in house dust and urinary chromium concentrations in young children. Dust samples (N=369) were collected from 123 homes. The median Cr(+6) concentration was 3.3 μg/g (mean±SD 5.2±7.5) and the median Cr(+6) loading was 1.1 μg/m(2) (1.9±3.1). These levels were not elevated compared with previously reported levels in background communities (median concentration=3.5 μg/g; median loading=2.8 μg/m(2)). Urinary chromium concentrations were measured in spot urine samples collected from 150 children, ages 3 months to 6 years. The median uncorrected urinary chromium concentration was 0.19 μg/l (0.22±0.16). Current urinary chromium concentrations were significantly lower than those previously reported before and during remediation (t-test; P<0.001). Urinary chromium concentrations were not significantly higher in homes with high (75th or 90th percentile) Cr(+6) dust levels (concentration or loading) compared with other homes. Multiple linear regression was used to examine the relationship between Cr(+6) levels (concentration and loading) in house dust and urinary chromium concentrations (uncorrected and specific gravity corrected). Contrary to pre-remediation studies, we did not find a positive association between Cr(+6) levels in house dust and urinary chromium concentrations. The findings indicate that current Cr(+6) levels in house dust are not positively associated with children's chromium exposure as measured by urinary chromium, and the children's exposure to Cr(+6) in house dust is below the level that could be identified by urine sampling.

Abstract
During much of the twentieth century, Jersey City, New Jersey was the leading center of chromate production in the United States. Chromate production produced huge volumes of chromium ore-processing residue containing many parts per million of hexavalent chromium. Starting in the 1990s, we undertook a series of studies to identify exposed populations, sources and pathways of exposure and the effectiveness of remediation activities in Jersey City. These studies revealed the effectiveness and success of the remediation activities. The sequence of studies presented here, builds on the lessons learned from each preceding study and illustrates how these studies advanced the field of exposure science in important ways, including the use of household dust as a measure of exposure to contaminants originating in the outdoor environment; development of effective and reproducible dust sampling; use of household dust to track temporal changes in exposure; understanding of the spatial relationship between sources of passive outdoor particulate emissions and residential exposure; use of focused biomonitoring to assess exposure under conditions of large inter-individual variability; and utility of linking environmental monitoring and biomonitoring. For chromium, the studies have demonstrated the use of Cr(+6)-specific analytical methods for measuring low concentrations of Cr(+6) in household dust and understanding of the occurrence of Cr(+6) in the background residential environment. We strongly recommend that environmental and public health agencies evaluate sites for their potential for off-site exposure and apply these tools in cases with significant potential as appropriate. This approach is especially important when contamination is widespread and/or a large population is potentially exposed. In such cases, these tools should be used to identify, characterize and then reduce the exposure to the off-site as well as on-site population. Importantly, these tools can be used in a demonstrable and quantifiable manner to provide both clarity and closure to concerned stakeholders.

Abstract
BACKGROUND We assessed the health effects of hexavalent chromium groundwater contamination (from tanneries and chrome sulfate manufacturing) in Kanpur, India. METHODS The health status of residents living in areas with high Cr (VI) groundwater contamination (N = 186) were compared to residents with similar social and demographic features living in communities having no elevated Cr (VI) levels (N = 230). Subjects were recruited at health camps in both the areas. Health status was evaluated with health questionnaires, spirometry and blood hematology measures. Cr (VI) was measured in groundwater samples by diphenylcarbazide reagent method. RESULTS Residents from communities with known Cr (VI) contamination had more self-reports of digestive and dermatological disorders and hematological abnormalities. GI distress was reported in 39.2% vs. 17.2% males (AOR = 3.1) and 39.3% vs. 21% females (AOR = 2.44); skin abnormalities in 24.5% vs. 9.2% males (AOR = 3.48) and 25% vs. 4.9% females (AOR = 6.57). Residents from affected communities had greater RBCs (among 30.7% males and 46.1% females), lower MCVs (among 62.8% males) and less platelets (among 68% males and 72% females) than matched controls. There were no differences in leucocytes count and spirometry parameters. CONCLUSIONS Living in communities with Cr (VI) groundwater is associated with gastrointestinal and dermatological complaints and abnormal hematological function. Limitations of this study include small sample size and the lack of long term follow-up.

Abstract
BACKGROUND/PURPOSE Occupational dermatitis among cement workers is a major occupational health concern. The two most important occupational hazards for cement workers are irritant and allergic cement contact dermatitis. The objective of this study was to investigate the severity of occupational cement contact dermatitis and the common allergens among cement workers in Taiwan. METHODS A total of 97 cement workers from the Cement Workers' Association of Tainan City and County participated in this study. A structured questionnaire was used to evaluate the demographic data and work-related activities of these cement workers. A complete skin examination was conducted, and skin manifestations were assessed by a dermatologist. Allergens from European Standard Tray (Chemotechnique Diagnostic AB, Sweden) with a total of 25 substances were used for patch testing. RESULTS Our results showed that 65 out of 97 cement workers were suffering from occupational cement hand contact dermatitis. The most affected skin area was the hand. Thickening of the dorsal surface of the hand, especially around the metacarpophalangeal joint area, and hyperkeratosis of the palm were the major skin manifestations. The results of the patch test showed that 24 out of 97 were allergic to potassium dichromate, nine were allergic to thiuram mix, nine were allergic to fragrance mix and seven were allergic to cobalt chloride. The final diagnosis, based on the results of the skin examination and the patch test, showed that 43 of 97 cement workers had irritant cement contact dermatitis and 22 had allergic cement contact dermatitis. CONCLUSION We conclude that occupational cement hand dermatitis among cement workers is an important and severe issue in Taiwan, and the most common allergens among cement workers are potassium dichromate, thiuram mix, fragrance mix and cobalt chloride. The high positive rate of chromium hypersensitivity among cement workers reflects the urgency to regulate the addition of ferrous sulfate to cement in Taiwan.

Abstract
Contact dermatitis in pediatric population is a common but (previously) under recognized disease. It is usually divided into the allergic and the irritant forms. The diagnosis is usually obtained with the patch test technique after conducting a thorough medical history and careful physical examination but patch testing in infants may be particularly difficult, and false-positive reactions may occur. This study also provides an overview of the most common allergens in pediatric population and discusses various therapeutic modalities.

Abstract
In a cross-sectional study, a random sample of 197 male workers drawn from different sections of 10 leather tanneries in Kanpur were selected for the assessment of health risks. A control group comprising of 117 male subjects belonging to a similar age group and socioeconomic strata, who never had any occupational exposure in the leather tanneries, were also examined for the comparison purpose. The findings revealed a significantly higher prevalence of morbidity among the exposed workers in contrast to that observed in the controls (40.1% vs. 19.6%). The respiratory diseases (16.7%) were mainly responsible for a higher morbidity among the exposed workers whereas the gastrointestinal tract problems were predominant in the control group. The urinary and blood samples collected from the exposed group showed significantly higher levels of chromium, thereby reflecting the body burden of Cr in the exposed workers as a result of a high concentration of environmental Cr at the work place.

Abstract
Hexavalent chromium causes two types of dermatological toxicities: allergic contact dermatitis (ACD) and skin ulcers. This report reviews the etiology, prevalence, pathology, dose-response, and prognosis of both of these reactions. Reports in the literature indicate that repeated exposure to hexavalent chromium in concentrations of 4-25 ppm can both induce sensitization and elicit chromium ACD. Exposure to 20 ppm hexavalent chromium can cause skin ulcers in nonsensitized people. The prevalence of chromium sensitivity in cement workers, exposed to 10-20 ppm hexavalent chromium for years, is approximately 4-5%. Chromium ACD can be a chronic debilitating disease, perhaps because chromium is ubiquitous in foods and in the environment and is difficult to avoid. Due to the high rates of sensitization in populations chronically exposed to chromium and the chronic nature of chromium ACD, some investigators recommend reducing the hexavalent chromiumconcentrations in consumer products, such as detergents, to less than 5 ppm.

Abstract
Stainless steel factories are known to release particles into the atmosphere. Such particulate matter contains significant amounts of heavy metals or toxic inorganic compounds and organic pollutants such as, for example, Cr(VI) and polycyclic aromatic hydrocarbons (PAHs). The investigation of Cr(VI) and PAHs is often complicated by the associated matrix. Organic and inorganic pollutants present in stainless steel dust particles have been investigated with the same laser microprobe mass spectrometer according to two original methodologies. These analytical methods do not require time-consuming pretreatment (extraction, solubilization) or preconcentration steps. More specifically, experiments are conducted with a Fourier transform ion cyclotron resonance mass spectrometer coupled to an ArF (193 nm) or a tripled frequency Nd-YAG (355 nm) laser. Experiments at 355 nm allow the nature of the most frequently occurring Cr(III)/Cr(VI) compounds in dust particles to be identified. Examination of PAHs at 193 nm is assisted by the formation of pi-complexes with 7,7',8,8'-tetracyanoquinodimethane to prevent their evaporation in the mass spectrometer during analysis and to ensure an increase in sensitivity.

Abstract
X-ray spectromicroscopy has been successfully applied to determine the evolution of the Cr oxidation state in Portland cement during leaching experiments. To our knowledge, this is the first study that demonstrates the possibility to study the chromium oxidoreduction phenomena in cement materials at natural Cr concentration (approximately 60 ppm) and at the micron scale. Line scans of Cr for Cr(VI) doped (2000 ppm) and undoped samples indicate that the altered layer (0-1000 microm from the surface) is characterized by a lower amount of Cr as compared to the core part, whereas an accumulation appears in the intermediate region (1000-1300 microm). This Cr-rich interface could correspond to an accumulation of ettringite (3CaO x Al2O3 x 3CaSO4 x 32H2O) as reported by previous works. This mineral exhibits the property to incorporate Cr(III) and Cr(VI) by replacement of aluminum and sulfate, respectively, in the structure. The most surprising result concerns the evolution of the Cr(VI)/Cr(tot) ratio along the line spectra, which is constant from the altered layer to the core (both for doped and undoped samples). This means thatthe same amounts of Cr(VI) and Cr(tot) are released during leaching. Even for the undoped sample, Cr(VI) was detected in the altered layer at 40 microm from the surface. This result is not in perfect agreement with literature, which usually states that Cr(VI) is mainly leached out. Although this result must be confirmed, it clearly indicates that Cr(VI) may be less mobile than predicted by models. An attempt is made to identify potential Cr(VI) fixation phases.

Abstract
Hexavalent chromium [Cr(VI)] elicits allergic contact dermatitis (ACD) among previously sensitized individuals, and some regulatory agencies have suggested the need for Cr(VI) soil standards that are protective of this health end point. To assess the cost effectiveness of implementing ACD-based standards, it is necessary to understand the prevalence of Cr(VI) sensitivity in the general population. More than 30 published studies from 1950 to 1997 were reviewed to determine the prevalence of Cr(VI) sensitivity. No random survey of the general United States (U.S.) population has been performed to date, but the prevalence of Cr(VI) sensitization among North American clinical cohorts (e.g., patients of dermatological clinics) was reported to be 1% in 1996. The prevalence of Cr(VI) sensitivity among the general U.S. population is estimated to be 0.08%. This estimate was calculated by dividing the current U.S. clinical prevalence estimate (1%) by the ratio of Cr(VI) sensitization in clinical vs general populations in The Netherlands (12). A retrospective cost/benefit analysis for sites in Jersey City, New Jersey, suggests that remediation of soils to protect against elicitation of ACD in sensitized individuals is not a cost-effective use of public health resources.

Abstract
Investigators used a Lioy-Weisel-Wainman sampler to analyze the chromium content in house-dust samples obtained from households near chromium waste sites in Hudson County, New Jersey. Chromium concentrations in dust (microg/g)-indicative of non-background source contributions-were significantly higher in Jersey City homes than in control homes outside of Hudson County (228 and 111 microg/g, respectively; p < .001). Chromium dust loadings on surfaces (ng/cm2), representing the amount of chromium available for contact and a direct measure of exposure potential, were also higher in Jersey City homes than in control homes (31 ng/cm2 and 14 ng/cm2, respectively; p = .008). Near some of the sites, investigators found elevated chromium dust loads more frequently in homes occupied by at least one household member who had elevated urine chromium, as determined in a separate screening project, than in homes occupied by members whose urine chromium was not elevated. Individuals with elevated urine chromium levels were found less frequently in homes in which good housekeeping practices were evident than in homes absent such practices.

Abstract
Risk assessment involves establishing scientifically defensible dose-response relationships for end points of concern. For Cr(VI)-contaminated soils, this includes conducting dose-response assessments for blood, liver, and kidney toxicity following oral exposure; lung cancer following inhalation exposure; and allergic contact dermatitis following dermal exposure. This dose-response information is then integrated with a site-specific exposure assessment (or default assumptions) in order to develop a site-specific (or generic) soil criterion within the framework of a comprehensive risk characterization. Risk managers develop cleanup standards designed to protect against all possible adverse effects, taking into account these site-specific (or generic) criteria and other factors such as technical feasibility, cost-benefit analyses, and socio-political concerns. Recently a push for cost-benefit analyses of environmental decisions has occurred, further supporting the need for risk assessors to prepare a comprehensive risk characterization, with its attendant uncertainties. These risk assessment and management issues are brought to the forefront by risk assessors and risk managers dealing with Cr(VI)-contaminated soils. This article offers a review and analysis of the risk characterization of Cr(VI)-contaminated soils, showing that the differing toxicities with route of exposures do not necessarily lead to different characterizations or risk. Soil concentrations in the range of 130 to 450 ppm appear to protect against noncancer toxicity from oral exposure, cancer toxicity from inhalation exposure, and allergic contact dermatitis from dermal exposure.

Abstract
Over the past 60 years, dose-response patch test studies by various methods have been conducted in an attempt to identify the minimum elicitation threshold (MET) concentration of hexavalent chromium (Cr(VI)) that produces an allergic response in Cr(VI) sensitive subjects. These data are not adequate, however, to provide an accurate estimate of the MET because of the variability in the patch testing techniques and the variability in diagnostic criteria used. Furthermore, the data were not reported in terms of mass of allergen per surface area of skin (mg Cr/cm2-skin), which is necessary for conducting occupational or environmental health risk assessments. Thus the purpose of this study was to determine the MET (mg allergen/cm2) for Cr(VI) and trivalent chromium (Cr(III)) by patch testing techniques. A patch test method that delivers a controlled amount of allergen per surface area of skin was used. A group of 54 Cr(VI) sensitised volunteers were patch tested with serial dilutions of Cr(VI) and Cr(III) to determine the cumulative response rate at several concentrations. The results indicate that the 10% MET for Cr(VI) based on the cumulative response was 0.089 micrograms Cr(VI)/cm2-skin. Only one of the 54 volunteers may have responded to 33 micrograms Cr(III)/cm2-skin, otherwise Cr(III) was unable to produce allergic contact dermatitis in these highly sensitive volunteers. Two supplemental studies were also conducted to assess whether the surface area of the patch and the concentration of Cr(VI) in the patch (related to patch thickness) were likely to influence the results. The data from these studies were used to assess the risk of developing allergic contact dermatitis due to contact with Cr(VI) and Cr(III) in soil. The findings indicated that soil concentrations at least as high as 450 ppm Cr(VI) and 165,000 ppm Cr(III) should not pose an allergic contact dermatitis hazard for at least 99.99% of the people in the community who might be exposed.
