Conservation performance of tropical protected areas: How important is management?

Rates of tree cover loss in key biodiversity areas on Indigenous Peoples' lands

Indigenous Peoples' lands (IPL) cover at least 38 million km2 (28.1%) of Earth's terrestrial surface. These lands can be important for biodiversity conservation. Around 20.7% of IPL intersect areas protected by government (PAs). Many sites of importance for biodiversity within IPL could make a substantial but hitherto unquantified contribution to global site-based conservation targets. Key Biodiversity Areas (KBAs) represent the largest global network of systematically identified sites of high importance for biodiversity. We assessed the effectiveness of IPL in slowing biodiversity loss inside and outside PAs by quantifying tree cover loss from 2000 to 2019 in KBAs at international and national levels and comparing it with losses at equivalent sites outside mapped IPL. Based on a matched sample of 1-km2 cells in KBAs inside and outside mapped IPL, tree cover loss in KBAs outside PAs was lower inside IPL than outside IPL. By contrast, tree cover loss in KBAs inside PAs was lower outside IPL than inside IPL (although the difference was far smaller). National rates of tree cover loss in KBAs varied greatly in relation to their IPL and PA status. In one half of the 44 countries we examined individually, there was no significant difference in the rate of tree cover loss in KBAs inside and outside mapped IPL. The reasons for this intercountry variation could illuminate the importance of IPL in meeting the Convention on Biological Diversity's ambition of conserving 30% of land by 2030. Critical to this will be coordinated action by governments to strengthen and enforce Indigenous Peoples' rights, secure their collective systems of tenure and governance, and recognize their aspirations for their lands and futures.

Administrative Level May Be the Key Factor to Improve Protection Effectiveness of Nature Reserves in China

Nature reserves (NRs) have been the backbone of biodiversity conservation and the construction of China’s ‘ecological-civilization’ since the 1950s. With over 11,800 protected areas (PAs) covering 18% of the country’s land area, Chinese NRs have made a great contribution to global biodiversity conservation. At this point, better protection effectiveness can be achieved by optimizing the management organization rather than expanding the area. We analyzed the management structure of Chinese NRs by looking at their ranks, the hierarchy of administrative organs, number of grass-root stations, manpower, and financial resources, among other variables. We found that the average number of staff employed and yearly financial input per km2 of Chinese NRs were both higher than the world and US averages. However, the range was extremely high, revealing great unbalance among different regions and ranks of NRs. In particular, the western part of China, which is less developed and features the least disturbed ecosystems, received less funding and staff resources than the developed east. A further analysis of the highest-ranked nature reserves, i.e., the national nature reserves (NNRs), showed that administrative organs of different hierarchical statuses (the lowest being Deputy family, the highest being Division level) could be in charge of them. Unexpectedly, we found that the amount of human and financial resources injected into NNRs was correlated with the level of their administration but dissociated from other important factors such as the reserve’s size or ecological value. Furthermore, the management organization was inadequate, with many NRs lacking key departments as defined by Chinese nature reserve regulations. We suggest that the administrative levels of management organization in NRs should be unified, and through the existing ecological transfer payments policy, strengthen the financial and staffing input in the western NRs of China. Moreover, the internal structure of NRs management should include all relevant departments with specific tasks and the creation of grass-root stations should be promoted without neglecting the capacity building to improve staff’s knowledge.

Professional development in conservation: an effectiveness framework

Contemporary conservation professionals are part of a workforce focused on overcoming complex challenges under great time pressure. The characteristics of conservation work, and in particular the evolving demands placed on the workforce, mean that to remain effective these professionals need to enhance their skills and abilities continually. Currently, there are no sector-wide guidelines to promote systematic professional development that addresses both individual and organizational learning. This study builds upon existing knowledge from other sectors by examining professional development in conservation through an in-depth qualitative thematic analysis of interviews with 22 conservation professionals, resulting in an effectiveness framework for professional development in the conservation sector. Our findings indicate how individuals’ motivation to learn, proactivity, open-mindedness towards alternative information and views were considered preconditions for effective professional development. A balance between organizational goals and career ambitions was found essential to maintain this motivation to learn and vital for staff retention and preservation of institutional knowledge. Professional development plans may help distinguish between individual career aspirations and organizational objectives and aid a discussion between staff and management on how to balance the two. Leaders have the opportunity to remove barriers to effective professional development. We discuss solutions to overcome specific barriers, to promote an inclusive approach for diverse learners through provision of opportunities, effective learning design, and resource distribution for professional development. This effectiveness framework can be used by conservationists and conservation organizations to plan and decide on professional development.

Evaluating the utility of protected area status and conservation legislation in tropical forest conservation using satellite data: a case study of the great hornbill in Thailand

Preserving wildlife and their environment from anthropogenic activities requires identification and establishment of protected areas, and monitoring of their long-term effects on wildlife and habitat. Tropical forests are one of the most at-risk habitats and many tropical species have become extinct recently due to human activity. It is imperative to monitor habitat in protected areas and without in order to identify strategies and legislative policies that optimize conservation outcomes. To this end, I quantified habitat fragmentation for the great hornbill (Buceros bicornis) in Om Koi Wildlife Sanctuary, Thailand, pre- and post-establishment, within and outside the protected area, from 1973, 1985, and 1992, to assess the effectiveness of the protected area status, established in 1978, and a national logging ban, established in 1989, in preserving and restoring hornbill habitat. The results demonstrate that the establishment of Om Koi Wildlife Sanctuary did not decrease the rate of hornbill habitat fragmentation relative to areas outside the protected area. While the protected area had less fragmentation to begin with, protection status did not affect the rate of loss. Fragmentation increased significantly both inside and outside the protected area between the first and second time points (p < 0.05), after the protected area was first established. However, the national logging ban policy implemented in 1985 seems to have successfully halted the fragmentation of habitat within the protected area and surrounding unprotected areas, with all areas showing no significant change (p > 0.05). While not significant, the rate of fragmentation outside the protected area was greater. This suggests that the establishment of a protected area alone may not be sufficient to stop or reverse anthropogenic damage to endangered habitat and the species that utilize these environments. The incorporation of multiple strategies for management is likely needed to increase the ability of protected areas to preserve tropical forest species and habitats. The assessment of protected areas via satellite and ground-level data is an essential tool for evaluating the effectiveness of conservation strategies and improving outcomes.

Southeast Asian protected areas are effective in conserving forest cover and forest carbon stocks compared to unprotected areas

Protected areas aim to conserve nature, ecosystem services, and cultural values; however, they have variable success in doing so under high development pressure. Southeast Asian protected areas faced the highest level of human pressure at the turn of the twenty-first century. To estimate their effectiveness in conserving forest cover and forest carbon stocks for 2000–2018, we used statistical matching methods to control for the non-random location of protected areas, to compare protection against a matched counterfactual. We found Southeast Asian protected areas had three times less forest cover loss than similar landscapes without protection. Protected areas that had completed management reporting using the Management Effectiveness Tracking Tool (METT) conserved significantly more forest cover and forest carbon stocks than those that had not. Management scores were positively associated with the level of carbon emissions avoided, but not the level of forest cover loss avoided. Our study is the first to find that METT scores could predict the level of carbon emissions avoided in protected areas. Given that only 11% of protected areas in Southeast Asia had completed METT surveys, our results illustrate the need to scale-up protected area management effectiveness reporting programs to improve their effectiveness for conserving forests, and for storing and sequestering carbon.

Progress in Grassland Cover Conservation in Southern European Mountains by 2020: A Transboundary Assessment in the Iberian Peninsula with Satellite Observations (2002–2019)

Conservation and policy agendas, such as the European Biodiversity strategy, Aichi biodiversity (target 5) and Common Agriculture Policy (CAP), are overlooking the progress made in mountain grassland cover conservation by 2020, which has significant socio-ecological implications to Europe. However, because the existing data near 2020 is scarce, the shifting character of mountain grasslands remains poorly characterized, and even less is known about the conservation outcomes because of different governance regimes and map uncertainty. Our study used Landsat satellite imagery over a transboundary mountain region in the northwestern Iberian Peninsula (Peneda-Gerês) to shed light on these aspects. Supervised classifications with a multiple classifier ensemble approach (MCE) were performed, with post classification comparison of maps established and bias-corrected to identify the trajectory in grassland cover, including protected and unprotected governance regimes. By analysing class-allocation (Shannon entropy), creating 95% confidence intervals for the area estimates, and evaluating the class-allocation thematic accuracy relationship, we characterized uncertainty in the findings. The bias-corrected estimates suggest that the positive progress claimed internationally by 2020 was not achieved. Our null hypothesis to declare a positive progress (at least equality in the proportion of grassland cover of 2019 and 2002) was rejected (X2 = 1972.1, df = 1, p < 0.001). The majority of grassland cover remained stable (67.1 ± 10.1 relative to 2002), but loss (−32.8 ± 7.1% relative to 2002 grasslands cover) overcame gain areas (+11.4 ± 6.6%), indicating net loss as the prevailing pattern over the transboundary study area (−21.4%). This feature prevailed at all extents of analysis (lowlands, −22.9%; mountains, −17.9%; mountains protected, −14.4%; mountains unprotected, −19.7%). The results also evidenced that mountain protected governance regimes experienced a lower decline in grassland extent compared to unprotected. Shannon entropy values were also significantly lower in correctly classified validation sites (z = −5.69, p = 0.0001, n = 708) suggesting a relationship between the quality of pixel assignment and thematic accuracy. We therefore encourage a post-2020 conservation and policy action to safeguard mountain grasslands by enhancing the role of protected governance regimes. To reduce uncertainty, grassland gain mapping requires additional remote sensing research to find the most adequate spatial and temporal data resolution to retrieve this process.

Strictly protected areas are not necessarily more effective than areas in which multiple human uses are permitted

The International Union for Conservation of Nature (IUCN) classifies protected areas into six categories, ranging from strict nature reserves to areas where multiple human uses are permitted. In the past, many researchers have questioned the effectiveness of multiple-use areas, fueling an unresolved debate regarding their conservation value. The literature so far has been inconclusive: although several studies have found that strictly protected areas are more effective, others have found the opposite, and yet others that the two types do not differ. To help resolve this debate, we reviewed the literature on protected areas and conducted our own analysis using > 19 000 terrestrial protected areas worldwide. We found that the differences between strictly protected areas and areas in which multiple human uses are permitted are often small and not statistically significant. Although the effectiveness of protected areas worldwide varies, other factors, besides their assigned IUCN category, are likely to be driving this pattern.

A Business Case for Marine Protected Areas: Economic Valuation of the Reef Attributes of Cozumel Island

Tourism to Cozumel Island generates USD 762 million annually in local economic activity, and 111 visitors stay in local hotels for each inhabitant. The island’s coast is its principal attraction, yet water quality and reef health are threatened. This paper studies the link between the local economy and management of Arrecifes de Cozumel National Park, using a choice experiment to assess the economic value visitors assign to underwater visibility, biodiversity, and visitor congestion in reef areas. We found that, on average, tourists are willing to pay USD 190 per visit to avoid a projected decrease in biodiversity, USD 120 per visit to prevent a projected decline in visibility, and USD 98 to avoid high congestion during reef visits. We find high heterogeneity in willingness to pay estimates, which may be useful for targeting both conservation and marketing efforts. On the other hand, increasing the reef access fee from USD 2 to USD 6 could fully fund effective protected area management, with no substantial effect on visitors’ consumer surplus. Results suggest that a conservation surcharge could be added to all tours, with little impact on visitation, and that significantly increasing private sector collaboration and government spending on conservation would be good economic choices.

Which management measures lead to better performance of China's protected areas in reducing forest loss?

Protected areas (PAs) are considered essential for biodiversity conservation, and concerns about the effectiveness of PAs in terms of reducing deforestation are growing. However, few studies have identified the management measures that best reduce deforestation within existing PAs. Here, we carried out 10-year (from 2007 to 2016) field surveys and obtained a database of 10 management measures of 227 PAs mainly protecting forest ecosystems in China. We examined the contributions of the above 10 management measures in relation to the effectiveness of 227 PAs in reducing deforestation. Our results indicated that 52.68% of PAs had positive effects related to reducing deforestation (E > 0, P < 0.05), while 16.52% of PAs had negative effects (E < 0, P < 0.05). The most important management measures affecting the effectiveness of PAs in reducing deforestation were funding, infrastructure, and scientific research and monitoring. Thus, our study provides evidence indicating that improved funding and scientific research benefit the effectiveness of PAs. The findings have global implications for guiding PAs to take explicit measures to improve the outcomes of biodiversity conservation.

Durable Freshwater Protection: A Framework for Establishing and Maintaining Long-Term Protection for Freshwater Ecosystems and the Values They Sustain

Long-term protection is needed to secure threatened freshwater ecosystems and the social and biodiversity values they provide. In the face of existing and future pressures, current approaches to freshwater protection are often inadequate for maintaining ecosystem values into the future. While terrestrial and marine ecosystem protection are well recognized and have area-based protection goals in global conventions, freshwater ecosystem characteristics have remained poorly represented in these goals. Freshwater ecosystems are commonly secondary or unaddressed components of area-based terrestrial protection. The design and management for terrestrial-based protection are generally inadequate for addressing freshwater ecosystem processes and attributes critical for maintaining their natural patterns and the values they provide to people and nature. Given that freshwater-dependent species are declining at a faster rate than marine and terrestrial species, and the reliance and use of freshwater ecosystems by people living around such areas, approaches to protect them must balance the needs of people and nature and accommodate these complexities.

Global correlates of terrestrial and marine coverage by protected areas on islands

Many islands are biodiversity hotspots but also extinction epicenters. In addition to strong cultural connections to nature, islanders derive a significant part of their economy and broader wellbeing from this biodiversity. Islands are thus considered as the socio-ecosystems most vulnerable to species and habitat loss. Yet, the extent and key correlates of protected area coverage on islands is still unknown. Here we assess the relative influence of climate, geography, habitat diversity, culture, resource capacity, and human footprint on terrestrial and marine protected area coverage across 2323 inhabited islands globally. We show that, on average, 22% of terrestrial and 13% of marine island areas are under protection status, but that half of all islands have no protected areas. Climate, diversity of languages, human population density and development are strongly associated with differences observed in protected area coverage among islands. Our study suggests that economic development and population growth may critically limit the amount of protection on islands.

Islands have disproportionate importance for biodiversity conservation, yet they may be underrepresented in protected areas. Here the authors assess how climate, geography, habitat diversity, and socio-economic conditions explain terrestrial and marine protected area coverage on inhabited islands and in the surrounding seas globally.

Assessing the effectiveness of a national protected area network for carnivore conservation

Protected areas (PAs) are essential to prevent further biodiversity loss yet their effectiveness varies largely with governance and external threats. Although methodological advances have permitted assessments of PA effectiveness in mitigating deforestation, we still lack similar studies for the impact of PAs on wildlife populations. Here we use an innovative combination of matching methods and hurdle-mixed models with a large-scale and long-term dataset for Finland's large carnivore species. We show that the national PA network does not support higher densities than non-protected habitat for 3 of the 4 species investigated. For some species, PA effects interact with region or time, i.e., wolverine densities decreased inside PAs over the study period and lynx densities increased inside eastern PAs. We support the application of matching methods in combination of additional analytical frameworks for deeper understanding of conservation impacts on wildlife populations. These methodological advances are crucial for preparing ambitious PA targets post-2020.
