Narrativization of human population genetics: Two cases in Iceland and Russia

Using the two cases of the Icelandic Health Sector Database and Russian initiatives in biobanking, the article criticizes the view of narratives and imaginaries as a sufficient and unproblematic means of shaping public understanding of genetics and justifying population-wide projects. Narrative representations of national biobanking engage particular imaginaries that are not bound by the universal normative framework of human rights, promote affective thinking, distract the public from recognizing and discussing tangible ethical and socioeconomic issues, and harm trust in science and technology. In the Icelandic case, the presentation of the project in association with national imaginaries concealed its market identity and could lead to the commodification of biodata. In the Russian case, framing in terms of "genetic sovereignty" and "civilizational code" offers pretexts for state securitization. Adherence to normative framework of human rights and public discussion of genetics in an argumentative and factual mode can counter these trends.

Legal perceptions of forensic DNA profiling

A forensic biologist is usually involved in the criminal justice system process somewhere between the police and the legal system, interacting in a practical context regularly and extensively with both. Forensic DNA research and development commonly involves initiatives that encroach into the neighbouring domains of the law enforcement or legal agencies. Despite this level of association, establishing meaningful cross-disciplinary communication and understanding within the justice system remains a challenge. As an example, there is an abundance of literature relating to forensic DNA profiling in legal and criminological periodicals. Such journals are perhaps outside the regular reading of forensic scientists and much of the legal discussion appears to go unnoticed. This situation is understandable; however, it is also undesirable particularly as forensic DNA developments are intertwined with significant changes in legislation and contentious issues of privacy, civil liberty and social justice. This paper attempts to address this shortcoming directly by summarising - from the viewpoint of a forensic scientist - some of the discussion in the legal literature. In particular the review focuses on discussion raising ideological and ethical concerns. Awareness of these views is of relevance to forensic science. It assists us to accurately place DNA evidence into context and to develop its role in achieving the broader criminal justice system objectives. Understanding the discussion also provides a way to enter the debate and communicate at an appropriate level the true potential of DNA to the legal community.

“Iceland Inc.”?: On the ethics of commercial population genomics

A detailed analysis of the Icelandic commercial population-wide genomics database project of deCODE Genetics was performed for the purpose of providing ethics insights into public/private efforts to develop genetic databases. This analysis examines the moral differences between the general case of governmental collection of medical data for public health purposes and the centralized collection planned in Iceland. Both the process of developing the database and its design vary in significant ways from typical government data collection and analysis activities. Because of these differences, the database may serve the interests of deCODE more than it serves the interests of the public, undermining the claim that presumed consent for this data collection and its proprietary use is ethical. We believe that there is an evolving consensus that informed consent of participants must be secured for population-based genetics databases and research. The Iceland model provides an informative counterexample that holds key ethics lessons for similar ventures.

Yin-yang genetics, or the HSD deCODE controversy

Iceland has attracted world-wide attention because of a controversy surrounding the Icelandic Health Sector Database Act of 1998 and the genomics company deCODE Genetics. The controversy concerns limits to state power, bioethics and regulation of research, and civil liberties. Understanding it necessitates paying attention to the yin-yang-like character of deCODE; it is international or Icelandic, what is the relation between the HSD and deCODE, will the HSD engulf the Icelandic nation as a whole?

Uses of Evolutionary Theory in the Human Genome Project

▪ Abstract  The Human Genome Project (HGP) originally sought to sequence the human genome but excluded studies on genetic diversity. Now genetic diversity is a major focus, and evolutionary theory provides needed analytical tools. One type of diversity research focuses on complex traits. This is often done by screening genetic variation at candidate loci functionally related to a trait followed by gene/phenotype association tests. Linkage disequilibrium creates difficulties for association tests, but evolutionary analyses using haplotype trees can circumvent these problems and result in greater statistical power, better disease risk prediction, the elimination of some polymorphisms as causative, and physical localization of causative variation when combined with an analysis of recombination. The HGP also now proposes to map over 100,000 single nucleotide polymorphisms to test for gene/phenotype associations through linkage disequilibrium in isolated human populations affected by past founder or bottleneck events. This strategy requires prior knowledge of recent human evolutionary history and current population structure, but other evolutionary considerations dealing with disequilibrium and nonrandom mutation pose difficulties for this approach. Studies on population structure also focus upon traits of medical relevance, and an understanding of the evolutionary ultimate cause for the predisposition of some populations to certain diseases is a useful predictor for shaping public health policies. Studies on the genetic architecture of common traits reveal much epistasis and variation in norms of reaction, including drug response. Because of these interactions, context dependency and sampling bias exist in disease association studies that require population information for effective use. Overall, the population thinking of evolutionary biology is an important counterweight to naive genetic determinism in applying the results of the HGP to issues of human health and well-being.
