Benefit-cost analysis of vaccination and preemptive slaughter as a means of eradicating foot-and-mouth disease

Approaches for disease prioritization and decision-making in animal health, 2000-2021: a structured scoping review

This scoping review identifies and describes the methods used to prioritize diseases for resource allocation across disease control, surveillance, and research and the methods used generally in decision-making on animal health policy. Three electronic databases (Medline/PubMed, Embase, and CAB Abstracts) were searched for articles from 2000 to 2021. Searches identified 6, 395 articles after de-duplication, with an additional 64 articles added manually. A total of 6, 460 articles were imported to online document review management software (sysrev.com) for screening. Based on inclusion and exclusion criteria, 532 articles passed the first screening, and after a second round of screening, 336 articles were recommended for full review. A total of 40 articles were removed after data extraction. Another 11 articles were added, having been obtained from cross-citations of already identified articles, providing a total of 307 articles to be considered in the scoping review. The results show that the main methods used for disease prioritization were based on economic analysis, multi-criteria evaluation, risk assessment, simple ranking, spatial risk mapping, and simulation modeling. Disease prioritization was performed to aid in decision-making related to various categories: (1) disease control, prevention, or eradication strategies, (2) general organizational strategy, (3) identification of high-risk areas or populations, (4) assessment of risk of disease introduction or occurrence, (5) disease surveillance, and (6) research priority setting. Of the articles included in data extraction, 50.5% had a national focus, 12.3% were local, 11.9% were regional, 6.5% were sub-national, and 3.9% were global. In 15.2% of the articles, the geographic focus was not specified. The scoping review revealed the lack of comprehensive, integrated, and mutually compatible approaches to disease prioritization and decision support tools for animal health. We recommend that future studies should focus on creating comprehensive and harmonized frameworks describing methods for disease prioritization and decision-making tools in animal health.

The Epidemiological and Economic Impact of a Potential Foot-and-Mouth Disease Outbreak in Austria

An outbreak of foot-and mouth disease (FMD) in an FMD-free country such as Austria would likely have serious consequences for the national livestock sector and economy. The objective of this study was to analyse the epidemiological and economic impact of an FMD outbreak in Austria in order to (i) evaluate the effectiveness of different control measures in two Austrian regions with different livestock structure and density, (ii) analyse the associated costs of the control measures and the losses resulting from trade restrictions on livestock and livestock products and (iii) assess the resources that would be required to control the FMD outbreak. The European Foot-and-Mouth Disease Spread Model (EuFMDiS) was used to simulate a potential FMD outbreak. Based on the epidemiological outputs of the model, the economic impact of the outbreak was assessed. The analysis of the simulations showed that the success of control strategies depends largely on the type of control measures, the geographical location, the availability of sufficient resources, and the speed of intervention. The comparison of different control strategies suggested that from an economic point of view the implementation of additional control measures, such as pre-emptive depopulation of susceptible herds, would be efficient if the epidemic started in an area with high livestock density. Depending on the chosen control measures and the affected region, the majority of the total costs would be attributable to export losses (e.g., each day of an FMD epidemic costs Austria € 9-16 million). Our analysis indicated that the currently estimated resources for surveillance, cleaning, and disinfection during an FMD outbreak in Austria would be insufficient, which would lead to an extended epidemic control duration. We have shown that the control of an FMD outbreak can be improved by implementing a contingency strategy adapted to the affected region and by placing particular focus on an optimal resource allocation and rapid detection of the disease in Austria. The model results can assist veterinary authorities in planning resources and implementing cost-effective control measures for future outbreaks of highly contagious viral diseases.

Risks of introduction and economic consequences associated with African swine fever, classical swine fever and foot-and-mouth disease: A review of the literature

African swine fever (ASF), classical swine fever (CSF) and foot-and-mouth disease (FMD) are considered to be three of the most detrimental animal diseases and are currently foreign to the U.S. Emerging and re-emerging pathogens can have tremendous impacts in terms of livestock morbidity and mortality events, production losses, forced trade restrictions, and costs associated with treatment and control. The United States is the world's top producer of beef for domestic and export use and the world's third-largest producer and consumer of pork and pork products; it has also recently been either the world's largest or second largest exporter of pork and pork products. Understanding the routes of introduction into the United States and the potential economic impact of each pathogen are crucial to (a) allocate resources to prevent routes of introduction that are believed to be more probable, (b) evaluate cost and efficacy of control methods and (c) ensure that protections are enacted to minimize impact to the most vulnerable industries. With two scoping literature reviews, pulled from global data, this study assesses the risk posed by each disease in the event of a viral introduction into the United States and illustrates what is known about the economic costs and losses associated with an outbreak.

Impacts of Pathogen Introduction Risk on Importer Behavior and Gains from Trade in the Livestock Industry

Trade eliminates geographic barriers, allowing for novel exchange of goods and services, but also creates pathways for the unintentional spread of infectious pathogens such as foot and mouth disease. In the absence of trade regulation, a producer's choice of import origin depends on relative prices and costs associated with trading partners. This paper develops a framework for exploring importer behavior in a non-regulated economy, allowing for price and risk heterogeneity among potential import sources. In the model, importers determine the risk of introducing foot and mouth disease to home soil and choose import volumes using risk and market data. When importers consider the possibility of unreported or undetected outbreaks, they choose to import from multiple sources to minimize risk and simultaneously create gains from trade over the regulated outcome. Our results have implications for the development of import and inspection policies that could be specifically designed to target highest risk imports of livestock.

Distribution of cow-calf producers' beliefs regarding gathering and holding their cattle and observing animal movement restrictions during an outbreak of foot-and-mouth disease

The voluntary cooperation of producers with disease control measures such as movement restrictions and gathering cattle for testing, vaccination, or depopulation is critical to the success of many disease control programs. A cross-sectional survey was conducted in Texas in order to determine the distribution of key beliefs about obeying movement restrictions and gathering and holding cattle for disease control purposes. Two questionnaires were developed and distributed to separate representative samples of Texas cow-calf producers, respectively. The context for each behavior was provided through the use of scenarios in the questionnaire. Belief strength was measured using a 7-point Likert-like scale. Producers surveyed were unsure about the possible negative consequences of gathering and holding their cattle when requested by authorities, suggesting a key need for communication in this area during an outbreak. Respondents identified a lack of manpower and/or financial resources to gather and hold cattle as barriers to their cooperation with orders to gather and hold cattle. Producers also expressed uncertainty about the efficacy of movement restrictions to prevent the spread of foot-and-mouth disease and concern about possible feed shortages or animal suffering. However, there are emotional benefits to complying with movement restrictions and strong social expectations of cooperation with any movement bans put in place.

An Integrated Epidemiological and Economic Analysis of Vaccination against Highly Pathogenic Porcine Reproductive and Respiratory Syndrome (PRRS) in Thua Thien Hue Province, Vietnam

The purposes of this study are to assess pig farmers' preference for highly pathogenic porcine reproductive and respiratory syndrome (PRRS) vaccine, and estimate the cost and benefit of PRRS vaccination in Vietnam. This study employed an integrated epidemiological and economic analysis which combined susceptible-infectious-recovered (SIR) model, choice experiment (CE) and cost-benefit analysis (CBA) together. The result of SIR model showed the basic reproduction number (R0) of PRRS transmission in this study is 1.3, consequently, the optimal vaccination percentage is 26%. The results of CE in this study indicate that Vietnam pig farmers are showing a high preference for the PRRS vaccine. However, their mean willingness to pay is lower than the potential cost of PRRS vaccine. It can be considered to be one of the reasons that the PRRS vaccination ratio is still low in Vietnam. The results of CBA specified from the whole society's point of view (Social perspective), the benefits of PRRS vaccination are 2.3 to 4.5 times larger than the costs. To support policy making for increasing the PRRS vaccination proportion, this study indicates two ways to increase the vaccination proportion: i) decrease vaccine price by providing a subsidy, ii) provide compensation of culling only for PRRS vaccinated pigs.

Impact of stakeholders influence, geographic level and risk perception on strategic decisions in simulated foot and mouth disease epizootics in France

Comparison of control strategies against animal infectious diseases allows determining optimal strategies according to their epidemiological and/or economic impacts. However, in real life, the choice of a control strategy does not always obey a pure economic or epidemiological rationality. The objective of this study was to analyze the choice of a foot and mouth disease (FMD) control strategy as a decision-making process in which the decision-maker is influenced by several stakeholders (government, agro-food industries, public opinion). For each of these, an indicator of epizootic impact was quantified to compare seven control strategies. We then determined how, in France, the optimal control strategy varied according to the relative weights of stakeholders and to the perception of risk by the decision-maker (risk-neutral/risk-averse). When the scope of decision was national, whatever their perception of risk and the stakeholders' weights, decision-makers chose a strategy based on vaccination. This consensus concealed marked differences between regions, which were connected with the regional breeding characteristics. Vaccination-based strategies were predominant in regions with dense cattle and swine populations, and in regions with a dense population of small ruminants, combined with a medium density of cattle and swine. These differences between regions suggested that control strategies could be usefully adapted to local breeding conditions. We then analyzed the feasibility of adaptive decision-making processes depending on the date and place where the epizootic starts, or on the evolution of the epizootic over time. The initial conditions always explained at least half of the variance of impacts, the remaining variance being attributed to the variability of epizootics evolution. However, the first weeks of this evolution explained a large part of the impacts variability. Although the predictive value of the initial conditions for determining the optimal strategy was weak, adaptive strategies changing dynamically according to the evolution of the epizootic appeared feasible.

The economic impacts of foot and mouth disease - what are they, how big are they and where do they occur?

Although a disease of low mortality, the global impact of foot and mouth disease (FMD) is colossal due to the huge numbers of animals affected. This impact can be separated into two components: (1) direct losses due to reduced production and changes in herd structure; and (2) indirect losses caused by costs of FMD control, poor access to markets and limited use of improved production technologies. This paper estimates that annual impact of FMD in terms of visible production losses and vaccination in endemic regions alone amount to between US$6.5 and 21 billion. In addition, outbreaks in FMD free countries and zones cause losses of >US$1.5 billion a year. FMD impacts are not the same throughout the world: FMD is highly contagious and the actions of one farmer affect the risk of FMD occurring on other holdings; thus sizeable externalities are generated. Control therefore requires coordination within and between countries. These externalities imply that FMD control produces a significant amount of public goods, justifying the need for national and international public investment. Equipping poor countries with the tools needed to control FMD will involve the long term development of state veterinary services that in turn will deliver wider benefits to a nation including the control of other livestock diseases.

Evaluation of the benefit of emergency vaccination in a foot-and-mouth disease free country with low livestock density

Foot-and-mouth disease (FMD) is highly contagious and one of the most economically devastating diseases of cloven-hoofed animals. Scientific-based preparedness about how to best control the disease in a previously FMD-free country is therefore essential for veterinary services. The present study used a spatial, stochastic epidemic simulation model to compare the effectiveness of emergency vaccination with conventional (non-vaccination) control measures in Switzerland, a low-livestock density country. Model results revealed that emergency vaccination with a radius of 3 km or 10 km around infected premises (IP) did not significantly reduce either the cumulative herd incidence or epidemic duration if started in a small epidemic situation where the number of IPs is still low. However, in a situation where the epidemic has become extensive, both the cumulative herd incidence and epidemic duration are reduced significantly if vaccination were implemented with a radius of 10 km around IPs. The effect of different levels of conventional strategy measures was also explored for the non-vaccination strategy. It was found that a lower compliance level of farmers for movement restrictions and delayed culling of IPs significantly increased both the cumulative IP incidence and epidemic duration. Contingency management should therefore focus mainly on improving conventional strategies, by increasing disease awareness and communication with stakeholders and preparedness of culling teams in countries with a livestock structure similar to Switzerland; however, emergency vaccination should be considered if there are reasons to believe that the epidemic may become extensive, such as when disease detection has been delayed and many IPs are discovered at the beginning of the epidemic.

Vaccination against foot-and-mouth disease: do initial conditions affect its benefit?

When facing incursion of a major livestock infectious disease, the decision to implement a vaccination programme is made at the national level. To make this decision, governments must consider whether the benefits of vaccination are sufficient to outweigh potential additional costs, including further trade restrictions that may be imposed due to the implementation of vaccination. However, little consensus exists on the factors triggering its implementation on the field. This work explores the effect of several triggers in the implementation of a reactive vaccination-to-live policy when facing epidemics of foot-and-mouth disease. In particular, we tested whether changes in the location of the incursion and the delay of implementation would affect the epidemiological benefit of such a policy in the context of Scotland. To reach this goal, we used a spatial, premises-based model that has been extensively used to investigate the effectiveness of mitigation procedures in Great Britain. The results show that the decision to vaccinate, or not, is not straightforward and strongly depends on the underlying local structure of the population-at-risk. With regards to disease incursion preparedness, simply identifying areas of highest population density may not capture all complexities that may influence the spread of disease as well as the benefit of implementing vaccination. However, if a decision to vaccinate is made, we show that delaying its implementation in the field may markedly reduce its benefit. This work provides guidelines to support policy makers in their decision to implement, or not, a vaccination-to-live policy when facing epidemics of infectious livestock disease.

The value of animal movement tracing: a case study simulating the spread and control of foot-and-mouth disease in California

The purpose of this study was to estimate the benefits of an electronic animal tracing system and an improved paper-based system in terms of the potential spread of foot-and-mouth disease (FMD) if introduced in California. A spatial, stochastic simulation model and data for California were used to simulate FMD outbreaks originating from a dairy herd as the index case (IC). Descriptive statistics of the simulated FMD outbreak extent and duration were examined to determine the benefit of an electronic system or paper-based tracing systems of varying efficacies. According to the simulations, an electronic tracing system would reduce the median number of infected premises (IPs) by 8-81%, depending on size of the IC herd compared with the results expected from identifying IPs based on clinical signs alone. The benefit also varied by IP herd type, e.g. ≥ 50% for sheep farms, goat farms and calf and heifer raising operations and ≤ 20% for swine and beef premises. The electronic system simulated a decrease in the median duration from at least 200d to 42d, if the IC were a small dairy and from 110d to 45d if the IC were a large dairy. The impact of an introduction of FMD in California could be reduced substantially even without an electronic system, if paper-based tracing were more efficient; however, these benefits are far less than those that could be realized from an electronic animal identification system. Results show that substantial benefits, in terms of fewer IPs and infected animals and reduced epidemic duration, may be realized as a result of an efficient electronic animal identification system, compared with a paper-based animal tracing system; however, until then, an improvement in the current system, especially regarding the ability to trace movements the day prior to a premises being diagnosed with FMD, may be highly beneficial.

An economic evaluation of preclinical testing strategies compared to the compulsory scrapie flock scheme in the control of classical scrapie

Cost-benefit is rarely combined with nonlinear dynamic models when evaluating control options for infectious diseases. The current strategy for scrapie in Great Britain requires that all genetically susceptible livestock in affected flocks be culled (Compulsory Scrapie Flock Scheme or CSFS). However, this results in the removal of many healthy sheep, and a recently developed pre-clinical test for scrapie now offers a strategy based on disease detection. We explore the flock level cost-effectiveness of scrapie control using a deterministic transmission model and industry estimates of costs associated with genotype testing, pre-clinical tests and the value of a sheep culled. Benefit was measured in terms of the reduction in the number of infected sheep sold on, compared to a baseline strategy of doing nothing, using Incremental Cost Effectiveness analysis to compare across strategies. As market data was not available for pre-clinical testing, a threshold analysis was used to set a unit-cost giving equal costs for CSFS and multiple pre-clinical testing (MT, one test each year for three consecutive years). Assuming a 40% within-flock proportion of susceptible genotypes and a test sensitivity of 90%, a single test (ST) was cheaper but less effective than either the CSFS or MT strategies (30 infected-sales-averted over the lifetime of the average epidemic). The MT strategy was slightly less effective than the CSFS and would be a dominated strategy unless preclinical testing was cheaper than the threshold price of £6.28, but may be appropriate for flocks with particularly valuable livestock. Though the ST is not currently recommended, the proportion of susceptible genotypes in the national flock is likely to continue to decrease; this may eventually make it a cost-effective alternative to the MT or CSFS.

Synthesized Population Databases: A Geospatial Database of US Poultry Farms

The pervasive and potentially severe economic, social, and public health consequences of infectious disease in farmed animals require that plans be in place for a rapid response. Increasingly, agent-based models are being used to analyze the spread of animal-borne infectious disease outbreaks and derive policy alternatives to control future outbreaks. Although the locations, types, and sizes of animal farms are essential model inputs, no public domain nationwide geospatial database of actual farm locations and characteristics currently exists in the United States. This report describes a novel method to develop a synthetic dataset that replicates the spatial distribution of poultry farms, as well as the type and number of birds raised on them. It combines county-aggregated poultry farm counts, land use/land cover, transportation, business, and topographic data to generate locations in the conterminous United States where poultry farms are likely to be found. Simulation approaches used to evaluate the accuracy of this method when compared to that of a random placement alternative found this method to be superior. The results suggest the viability of adapting this method to simulate other livestock farms of interest to infectious disease researchers.

Modeling the spread and control of foot-and-mouth disease in Pennsylvania following its discovery and options for control

In this paper, we simulate outbreaks of foot-and-mouth disease in the Commonwealth of Pennsylvania, USA - after the introduction of a state-wide movement ban - as they might unfold in the presence of mitigation strategies. We have adapted a model previously used to investigate FMD control policies in the UK to examine the potential for disease spread given an infection seeded in each county in Pennsylvania. The results are highly dependent upon the county of introduction and the spatial scale of transmission. Should the transmission kernel be identical to that for the UK, the epidemic impact is limited to fewer than 20 premises, regardless of the county of introduction. However, for wider kernels where infection can spread further, outbreaks seeded in or near the county with highest density of premises and animals result in large epidemics (>150 premises). Ring culling and vaccination reduce epidemic size, with the optimal radius of the rings being dependent upon the county of introduction. Should the kernel width exceed a given county-dependent threshold, ring culling is unable to control the epidemic. We find that a vaccinate-to-live policy is generally preferred to ring culling (in terms of reducing the overall number of premises culled), indicating that well-targeted control can dramatically reduce the risk of large scale outbreaks of foot-and-mouth disease occurring in Pennsylvania.

Epidemic and economic impacts of delayed detection of foot-and-mouth disease: a case study of a simulated outbreak in California

The epidemic and economic impacts of Foot-and-mouth disease virus (FMDV) spread and control were examined by using epidemic simulation and economic (epinomic) optimization models. The simulated index herd was a ≥2,000 cow dairy located in California. Simulated disease spread was limited to California; however, economic impact was assessed throughout the United States and included international trade effects. Five index case detection delays were examined, which ranged from 7 to 22 days. The simulated median number of infected premises (IP) ranged from approximately 15 to 745, increasing as the detection delay increased from 7 to 22 days. Similarly, the median number of herds under quarantine increased from approximately 680 to 6,200, whereas animals slaughtered went from approximately 8,700 to 260,400 for detection delays of 7-22 days, respectively. The median economic impact of an FMD outbreak in California was estimated to result in national agriculture welfare losses of $2.3-$69.0 billion as detection delay increased from 7 to 22 days, respectively. If assuming a detection delay of 21 days, it was estimated that, for every additional hr of delay, the impact would be an additional approximately 2,000 animals slaughtered and an additional economic loss of $565 million. These findings underline the critical importance that the United States has an effective early detection system in place before an introduction of FMDV if it hopes to avoid dramatic losses to both livestock and the economy.

Planning for the progressive control of foot-and-mouth disease worldwide

In the wake of on-going successful programmes for global eradication of rinderpest and the current effort to contain the spread of avian influenza, the progressive world-wide control of FMD must be regarded as a major contribution to the international public good. FMD is the single most animal disease constraint to international trade in animal products. Its control is relevant, on the one hand, to protecting the livestock industries of industrialised countries and, on the other, to the livelihoods and income generation of developing countries, where, as a general rule, FMD continues to be endemic. The strategy that is advocated in this paper is one that is based on progressive risk reduction of FMD in the context of progressive market access of livestock commodities from developing countries. It is suggested that FMD control should be linked to improvement in livelihoods of livestock dependent communities in the FMD endemic settings. It is expected that this in turn will lead to increasing demand for effective national veterinary services and disease surveillance. This strategy has also taken lessons from the global rinderpest eradication programme and regional FMD control programmes in Europe and South America. The strategy that is advocated for the progressive control of FMD in the endemic settings is based on a seven stage process within a horizon of about 30 years, namely: (1) Assessing and defining national FMD status; (2) instituting vaccination and movement control; (3) suppressing virus transmission to achieve absence of clinical disease; (4) achieving freedom from FMD with vaccination in accordance with the OIE standards; (5) achieving freedom from FMD without vaccination in accordance with the OIE standards; (6) extending FMD free zones; and (7) maintaining FMD Freedom. Concomitant with progressive FMD control, there needs be the encouragement of such risk reduction measures as in-country commodity processing in order to encourage regulated trade in livestock commodities without unduly increasing the risk of disease spread. Finally, the progressive control of FMD should also be seen as part of reducing the overall, world-wide threat of infectious diseases to human health and economic development.

Simulation modelling as a tool for evaluating surveillance programmes for detection of the Asian honeybee mite ( Varroa destructor ) in the South Island of New Zealand

AIM

To use a simulation model of the spread of the Asian honeybee mite (Varroa destructor) amongst apiaries, to evaluate a series of detection surveillance programmes for the South Island of New Zealand.

METHODS

Five potential incursion sites into the South Island were selected. A stochastic spatial simulation model, Varroa_ sim, was adapted to simulate spread of the mite from these sites as a series of silent-phase propagating epidemics. The study population comprised all apiaries in the South Island registered in the Ministry of Agriculture and Forestry's (MAF's) apiary database in 2003. Six different surveillance programmes were simulated to try and detect the mite. Three of these were the actual multi-stage sampling plans conducted during the autumn (March-May) of 2001, 2002 and 2003, and the other three involved simple random sampling with sampling fractions equivalent to the actual numbers of apiaries tested in each of those years. The relative performances of the different surveillance plans were evaluated in terms of their ability to detect the mite early before it had spread too far and whilst there might still be a chance of eradication.

RESULTS

There were 13,798 registered apiaries in the South Island with valid map coordinates in the apiary database at the time of the study. The model generated 50 epidemics against which the various surveillance programmes were evaluated. The actual surveillance programmes conducted during the autumn of 2001 and 2002 generally performed fairly well in detecting the mite. The programme conducted in autumn 2003 detected the mite reasonably well in high-risk areas, but was very poor in low-risk areas. The simple random sampling strategies performed surprisingly well, and their relative rankings were proportional to the sampling fractions employed.

CONCLUSIONS

This study showed the value in using a spatial simulation model to generate plausible silent-phase epidemics, against which detection surveillance programmes could be evaluated, in ways that would otherwise not be possible.

A dynamic, optimal disease control model for foot-and-mouth-disease:

A dynamic optimization model was used to search for optimal strategies to control foot-and-mouth disease (FMD) in the three-county region in the Central Valley of California. The model minimized total regional epidemic cost by choosing the levels of depopulation of diagnosed herds, preemptive depopulation, and vaccination. Impacts of limited carcass disposal capacity and vaccination were also examined, and the shadow value, the implicit value of each capacity, was estimated. The model found that to control FMD in the region, (1) preemptive depopulation was not optimal, (2) vaccination, if allowed, was optimal, reducing total cost by 3-7%, (3) increased vaccination capacity reduced total cost up to US$119 per dose, (4) increased carcass disposal capacity reduced total cost by US$9000-59,400 per head with and without vaccination, respectively, and (5) dairy operations should be given preferential attention in allocating limited control resources.

Temporal and Spatial Distributions of Foot-and-Mouth Disease Under Three Different Strategies of Control and Eradication in Colombia (1982–2003)

Outbreaks of foot-and-mouth disease (FMD) from January 1982 through December 2003 were used to examine variations in serotype- and species-specific risk for three control programmes in Colombia: (1982-1983) vaccination, using an aluminium hydroxide, saponin adjuvant, required but not enforced; (1984-1996) vaccination, using an oil double-emulsion adjuvant, required but not enforced; and (1997-2003) enforced vaccination, using an oil double-emulsion adjuvant, restricted animal movement enforced, and slaughter of infected animals. Hypotheses were tested for trend, cyclicity and seasonality in FMD occurrence, and for species- and serotype-specific differences in morbidity and case-fatality. The spatial density of outbreaks was estimated by kernel smoothing. The frequency of outbreaks decreased most between 1984 and 1996 (p < 0.01) for serotype A and between 1997 and 2003 (p < 0.01) for serotype O. Outbreaks occurred in cycles of 3-4 years for both serotypes (p < 0.05). Morbidity was not significantly different in pigs from that in cattle for serotype A-associated outbreaks (p = 0.314), but was higher in pigs than in cattle (p = 0.019) for serotype O-associated outbreaks. For both serotypes, case-fatality was higher for pigs than for cattle (p < 0.009). Temporal variation in FMD incidence provided insight into the expected evolution of FMD control for countries with similar conditions and where FMD is endemic.

A dynamic, optimal disease control model for foot-and-mouth disease: I. Model description

A dynamic optimization model was developed and used to evaluate alternative foot-and-mouth disease (FMD) control strategies. The model chose daily control strategies of depopulation and vaccination that minimized total regional cost for the entire epidemic duration, given disease dynamics and resource constraints. The disease dynamics and the impacts of control strategies on these dynamics were characterized in a set of difference equations; effects of movement restrictions on the disease dynamics were also considered. The model was applied to a three-county region in the Central Valley of California; the epidemic relationships were parameterized and validated using the information obtained from an FMD simulation model developed for the same region. The optimization model enables more efficient searches for desirable control strategies by considering all strategies simultaneously, providing the simulation model with optimization results to direct it in generating detailed predictions of potential FMD outbreaks.

Models of foot-and-mouth disease

During the 2001 foot-and-mouth disease outbreak in the UK, three very different models were used in an attempt to predict the disease dynamics and inform control measures. This was one of the first times that models had been used during an epidemic to support the decision-making process. It is probable that models will play a pivotal role in any future livestock epidemics, and it is therefore important that decision makers, veterinarians and farmers understand the uses and limitations of models. This review describes the utility of models in general before focusing on the three foot-and-mouth disease models used in 2001. Finally, the future of modelling is discussed, analysing the advances needed if models are to be successfully applied during any subsequent epidemics.
