Scientific Opinion on the safety and efficacy of selenium compounds (E8) as feed additives for all animal species: sodium selenite (coated granulated preparation), based on a dossier submitted by Doxal Italia S.p.A

Consumer safety of feed additives containing selenium

Following a request from the European Commission, EFSA was asked to deliver a scientific opinion on the safety for the consumer of products from animals fed diets with feed additives containing selenium as an active substance. Based on the limited data set available and the several uncertainties, the FEEDAP Panel concluded that the use of organic selenium at the currently maximum authorised use level of 0.2 mg supplemented selenium from organic sources/kg complete feed (within a maximum of 0.5 mg total selenium/kg complete feed) leads to an exceedance of the UL for all the population categories (except elderly and very elderly), suggesting a concern for consumer safety. It was not possible to conclude on the safety of the currently maximum use level of 0.5 mg total selenium/kg complete feed for all consumer categories. Additional data from studies specifically designed to measure deposition of selenium in tissues and products from animal origin resulting from the use of the different sources of selenium would be required to perform a proper risk assessment.

Safety and efficacy of a feed additive consisting of inactivated selenised yeast (Saccharomyces cerevisiae CCTCC M 2022402) for all animal species (Phytobiotics Futterzusatzstoffe GmbH)

Following a request from the European Commission, EFSA was asked to deliver a scientific opinion on the safety and efficacy of the selenised yeast (inactivated) Saccharomyces cerevisiae CCTCC M 2022402 (Plexomin® Se 3000, available in two forms: 'granules' and 'micro') as a nutritional feed additive for all animal species. Based on a tolerance-efficacy trial, the FEEDAP Panel concluded that the additive is safe for chickens for fattening at proposed conditions of use and this conclusion can be extrapolated to all animal species. In the absence of deposition data in all animal species and products, the FEEDAP Panel cannot conclude on the safety for the consumer. Plexomin® Se 3000 (granules) is dust-free; therefore, the exposure through inhalation is unlikely. Plexomin® Se 3000 (micro) presents a risk by inhalation. Both forms of the additive (granules and micro) are considered as respiratory sensitisers. Due to the lack of data, no conclusions can be drawn on the dermal and eye irritation potential of Plexomin® Se 3000 (granules). Plexomin® Se 3000 (micro) is not irritant to the skin and the eyes. No conclusions can be drawn on the potential of both forms of the additive to be dermal sensitisers. The use of the additive in animal nutrition is considered safe for the environment. The additive is an efficacious source of selenium in feedingstuffs for all animal species.

Safety and efficacy of sodium selenate as feed additive for ruminants

Following a request from the European Commission, EFSA was asked to deliver a scientific opinion on the safety and efficacy of sodium selenate as a nutritional feed additive for ruminants, when used via an intraruminal bolus in ruminants. The EFSA Panel on Additives and Products or Substances used in Animal Feed (FEEDAP) Panel concludes that based on (i) the estimation of the release of selenium from the bolus, (ii) the similarities in bioavailability with sodium selenite, (iii) the experience with the use of boluses in ruminant nutrition and (iv) the wide margin of safety compared with the maximum tolerable levels of selenium in ruminants, the additive is safe for ruminants. The use of sodium selenate by bolus administration providing a selenium intake not exceeding that resulting from the maximum authorised EU level of total selenium in feed presents no concerns for consumer safety. The additive does not pose a risk to users by inhalation and is considered as non‐corrosive but irritant for the skin and the eyes. The FEEDAP Panel considers the additive as a skin sensitiser and respiratory sensitiser. The additive under assessment, in its intended use as complementary feed for ruminants in the form of boluses, is a substitute for other authorised selenium additives and will not further increase the environmental burden of selenium. Based on two studies submitted in cattle and sheep and studies from the literature, the FEEDAP Panel concludes that sodium selenate delivered by a bolus to ruminants is an efficacious source of selenium in meeting the animals’ requirements. The Panel posed some recommendations regarding the use of the bolus, especially in small size ruminants. The Panel also posed a remark, concerning the zinc content of the bolus from which the additive is delivered.

Long-Term Supplementation of Laying Hen Diets with Various Selenium Sources as a Method for the Fortification of Eggs with Selenium

The following study focuses on a comparison of the effectiveness of egg content enrichment with selenium (Se) via application of sodium selenite (Na-selenite), selenium-enriched yeast (Se-Yeast), or selenomethionine (Se-Met) in laying hen diets. Two hundred sixteen laying hens were divided into four treatments, each comprising eighteen replications, and each with three hens per cage. Animals were fed a basal diet without Se supplementation (control: selenium content 0.058 mg/kg), with the addition of Na-selenite, Se-Yeast, or Se-Met in amounts equivalent to 0.3 mg/kg of added selenium. The egg quality, the selenium content in eggs after the third and the fifth months of using Se supplementation, and the selenium level in the liver were determined. Enrichment of egg content with selenium was the most effective (382 μg/kg) via application of dietary Se-Met. Application of Na-selenite and Se-Yeast led to a similar effect on Se-accretion in egg content (255.9 and 258.9 μg/kg, respectively). Additionally, the calculated average Se concentration in one fresh egg was also higher in eggs from hens that received selenium additives in their diet and was far higher, almost three times higher for Se-Met addition, than the concentrations in controls. Se-accretion in the liver wet tissue was greater following application of Se-Yeast in the diet than following other treatments. These results indicate that the use of selenomethionine in the laying hen diet is the best method of enriching eggs with this micronutrient. In turn, the eggs obtained in this way can be an excellent source of highly bioavailable selenium in the human diet.
