Abstract
For quite some time, food systems scholars, public health workers, and food justice activists have recognized structural problems in the global food system that can cause food insecurity and inequitable access to nutritious foods. The COVID-19 pandemic and the accompanying disruption in food supply chains (FSCs) exposed these problems and raised questions about how community gardening and urban agriculture might offer some solutions. In this article, we examine the effects of the pandemic on the operations of community gardens in Central Florida and the attempts of these gardens to address the disruption in food supplies in their local communities. We do so by using data drawn from two research strategies employed by the members of University of South Florida's Urban Food Sovereignty Group: (1) a survey conducted in 2021 of 45 leaders of community gardens throughout the Central Florida region; and (2) participation in the meetings and activities of a coalition of community gardens based in Tampa, Florida, from 2019 to 2022. Results reveal that although most community gardens in Central Florida were forced to change their routines in various ways (e.g., limiting the number of workers or volunteers who could work at the garden at the same time, or delivering workshops and education programs online instead of in-person), some gardens were able to maintain their regular operations and even reported increases in their membership or participation during the pandemic. Many community garden leaders also recognized the positive effect that community gardening seemed to have on their gardeners' mental health, noting that their gardens became places of refuge for gardeners who sought safe, outdoor spaces, to relieve stress and interact with their neighbors. These same leaders also observed the effect of the pandemic on residents' access to quality food, and intensified their efforts to provide more fresh food to pantries and traditional emergency food outlets. Survey respondents also shared important lessons they learned from the pandemic by suggesting that community gardens establish clear emergency protocols, use existing resources more efficiently, continue their educational programs, and strengthen their communications and cooperation with other gardens and actors in local food supply chains in order to ensure food security. We conclude by suggesting that one of the best ways that local communities can avert future food crises and strengthen their resilience is to root themselves more firmly in the principles of food sovereignty so they can sustain themselves when commercial FSCs are disrupted.

Abstract
Basil crops are appreciated for their distinct flavour and appeal to various cuisines globally. Basil production is mainly implemented in controlled environment agriculture (CEA) systems. Soil-less cultivation (e.g., hydroponic) is optimal for producing basil, while aquaponics is another technique suitable for leafy crops such as basil. Shortening the production chain through efficient cultivation techniques reduces basil production's carbon footprint. While the organoleptic quality of basil demonstrably benefits from successive cuts, no studies have compared the impact of this practice under hydroponic and aquaponic CEA conditions. Hence, the present study evaluated the eco-physiological, nutritional, and productive performance of Genovese basil cv. Sanremo grown in hydroponic and aquaponic systems (combined with tilapia) and harvested consecutively. The two systems showed similar eco-physiological behaviour and photosynthetic capacity, which were on average 2.99 µmol of CO2 m-2 s-1, equal numbers of leaves, and fresh yields of on average 41.69 and 38.38 g, respectively. Aquaponics yielded greater dry biomass (+58%) and dry matter content (+37%), while the nutrient profiles varied between the systems. The number of cuts did not influence yield; however, it improved dry matter partitioning and elicited a differential nutrient uptake. Our results bear practical and scientific relevance by providing useful eco-physiological and productive feedback on basil CEA cultivation. Aquaponics is a promising technique that reduces chemical fertiliser input and increases the overall sustainability of basil production.

Abstract
Evaluation ideally plays an important role in determining the value and impact of community food system initiatives and movements, providing recommendations for informed decision-making, learning, and programmatic adjustments. Given that community food system work is characterized by critical praxis rooted in deconstructing dominant epistemologies and addressing social and systemic injustices—including discourses and practices from agroecology, food justice, and food sovereignty movements—simple, technical-rationalist approaches to evaluation are inadequate and inappropriate. In parallel with recent developments in critical food system work, the field of evaluation has evolved toward more critical and transformative approaches—including Culturally Responsive and Equitable Evaluation, indigenous evaluation, feminist evaluation, all generally regrouped within the framework of the transformative evaluation paradigm. At the nexus of these trends, to meet the rising demand for critical evaluative thinkers ready to grapple with the complex, dynamic, and contested questions of community food system praxis evaluation, there is a need to equip emerging evaluators with the requisite knowledge of evaluation approaches. To be ready to be critically reflective evaluators, in food system praxis and beyond, the next generation of emerging evaluators must engage fruitfully and in practically wise ways with the complex and contested aspects of critical food system work. Reflecting on the burgeoning literature on evaluator education and evaluation capacity building (ECB), and given the centrality of critical praxis and transformation in both food system work and evaluation alike, we posit that transformative learning theory has a potential role to play in preparing evaluators to meet these challenges. As such, the purpose of this conceptual paper is to highlight the intersections between critical evaluation approaches and critical food system praxis, and propose transformative learning theory as one way to help emerging evaluators prepare to meaningfully grasp and engage with the complexities manifest at this nexus of critical food evaluation praxis.

Abstract
This paper focuses on the research pathway related to the drafting of a strategic Agri-Food Plan of Rome. The paper highlights the theoretical background and investigates the strategic vision and actions, as well as the role played by the Covid-19 Pandemic by changing priorities. The merging between two strands of study is identified: urban food strategies and sustainability in the debate on post Covid-19 food planning studies and the analysis of local agri-food systems for economic development. This work shows that in the case of urban and metropolitan areas around the Mediterranean, agriculture, the cultural dimension of food, logistics, research and innovation, and tourism marketing can be included within a single planning and policy tool. In the case of Rome, the place-based approach allowed us to consider the specificities of social and spatial contexts with interactions of market drivers with public institutions. This approach may constitute a promising path of research for the future of sustainable planning, particularly in Mediterranean cities. The results have interesting policy implications that should be more explicitly considered in addressing urban agendas, and in particular, the role of food to promote local development by integrating economic, social, and environmental and spatial values at a regional scale.

Abstract
The ongoing COVID-19 pandemic has exposed the fragility of current food systems to feed populations around the world. Particularly in urban centers, consumers have been confronted with this vulnerability, highlighting reliance on just-in-time logistics, imports and distant primary production. Urban food demand, regional food supply, land use change, and transport strategies are considered key factors for reestablishing resilient landscapes as part of a sustainable food system. Improving the sustainability of food systems in such circumstances entails working on the interrelations between food supply and demand, rural and urban food commodity production sites, and groups of involved actors and consumers. Of special significance is the agricultural land in close proximity to urban centers. Calling for more holistic approaches in the sense of inclusiveness, food security, citizen involvement and ecological principles, this article describes the use of a new decision support tool, the Metropolitan Foodscape Planner (MFP). The MFP features up-to-date European datasets to assess the potential of current agricultural land use to provide food resources (with special attention to both plant- and animal-based products) and meet the demand of city dwellers, and help to empower citizens, innovators, companies, public authorities and other stakeholders of regional food systems to build a more regionalized food supply network. The tool was tested in the context of the food system of the Copenhagen City Region in two collaborative workshops, namely one workshop with stakeholders of the Copenhagen City Region representing food consultancies, local planning authorities and researchers, and one in-person workshop masterclass with MSc students from the University of Copenhagen. Workshop participants used the tool to learn about the impacts of the current food system at the regional and international level with regard to the demand-supply paradigm of city-regions. The ultimate goal was to develop a participatory mapping exercise and test three food system scenarios for a more regionalized and sustainable food system and, therefore, with increased resilience to crises. Results from this implementation also demonstrated the potential of the tool to identify food production sites at local level that are potentially able to feed the city region in a more sustainable, nutritious and way.

Abstract
Opaque value chains as well as environmental, ethical and health issues and food scandals are decreasing consumer trust in conventional agriculture and the dominant food system. As a result, critical consumers are increasingly turning to community-supported agriculture (CSA) to reconnect with producers and food. CSA is often perceived as a more sustainable, localized mode of food production, providing transparent production or social interaction between consumers and producers. This enables consumers to observe where their food is coming from, which means CSA is considered suitable for building trust in food (production). However, it remains unclear how exactly members' trust in 'their' farmers is built. To determine the factors that predict members' trust in CSA and its farmers, and the importance of these factors when compared to each other, we conducted a quantitative study among CSA members in Germany and applied a multiple regression model (n = 790). The analysis revealed that trust in CSA and its farmers is influenced by "reputation", "supply of information", "direct social interaction" and the "duration of CSA membership". Other factors such as the "certification status of the CSA farm" and "attitudes toward organic certification" did not significantly predict trust. We conclude that producers' willingness to be transparent already signals trustworthiness to CSA members and is more important to members than formal signals. Other actors within the food system could learn from CSA principles and foster a transition toward a more regionalized value-based food system to help restore agriculture's integrity. Abstract
The COVID-19 pandemic has rapidly disrupted the household behavior in all areas and also those related to eating and daily food. Research carried out shows there have been significant changes compared to pre-COVID levels in the way consumers plan their food purchases. Based on the results of empirical data and emerging information such as ad hoc reports and analysis of academic literature, the authors aim to understand the effect of COVID-19 on agricultural and extra-agricultural activities in diversified Italian farms. More specifically, due to their importance at a national level, the focus of the analysis is represented by the agritourism, how they have reacted to the challenges posed by the pandemic, and towards which evolutionary lines they are orienting themselves to face the next future challenges. Empirical data for this study were collected through the use of a questionnaire survey, managed by the research team. The survey, conducted online during summer 2021, was designed by using a random stratified sampling for which the farms are characterized by a certain heterogeneity of the activities carried out (i.e., hospitality, processing of products, renewable energy production, etc.). The research activity covered the entire Italian territory and the number of responding farms with agritourism activities is equal to 77 (a 17.5% response rate). The results highlight the importance of farm with agritourism activities in dealing with COVID-19 crisis and policy implications in terms of support for the competitiveness of farms, exchange of knowledge, and innovations among farmers that should be taken into consideration to target the next rural development policy at the EU, the national and regional level. At the same time, the sample reaction methods to the pandemic and the changing business strategies highlight a certain resilience of Italian farms with agritourism activities, thus showing their ability to adapt.

Abstract
Geographically explicit datasets reflecting local management of crops are needed to help improve direct nitrous oxide (N2O) emission inventories. Yet, the lack of geographically explicit datasets of relevant factors influencing the emissions make it difficult to estimate them in such way. Particularly, for local peri-urban agriculture, spatially explicit datasets of crop type, fertilizer use, irrigation, and emission factors (EFs) are hard to find, yet necessary for evaluating and promoting urban self-sufficiency, resilience, and circularity. We spatially distribute these factors for the peri-urban agriculture in the Metropolitan Area of Barcelona (AMB) and create N2O emissions maps using crop-specific EFs as well as Tier 1 IPCC EFs for comparison. Further, the role of the soil types is qualitatively assessed. When compared to Tier 1 IPCC EFs, we find 15% more emissions (i.e. 7718 kg N2O-N year-1) than those estimated with the crop-specific EFs (i.e. 6533 kg N2O-N year-1) for the entire AMB. Emissions for most rainfed crop areas like cereals (e.g. oat and barley) and non-citric fruits (e.g. cherries and peaches), which cover 24% and 13% of AMB's peri-urban agricultural area respectively, are higher with Tier 1 EF. Conversely, crop-specific EFs estimate higher emissions for irrigated horticultural crops (e.g. tomato, artichoke) which cover 33% of AMB's peri-urban agricultural area and make up 70% of the total N2O emissions (4588 kg N2O-N year-1 using crop-specific EFs). Mapping the emissions helps evaluate spatial variability of key factors such as fertilizer use and irrigation of crops but carry uncertainties due to downscaling regional data to represent urban level data gaps. It also highlighted core emitting areas. Further the usefulness of the outputs on mitigation, sustainability and circularity studies are briefly discussed.

Food Retail Network Spatial Matching and Urban Planning Policy Implications: The Case of Beijing, China. LAND 2022. Abstract
Food is the core of urban daily life and socio-economic activities but is rarely the focus of urban planning. The spatial layout of food retail outlets is important for optimizing the urban food system, improving land resource allocation, and encouraging healthy food consumption. Based on food retail POI data, this study employed kernel density estimation, road network centrality, spatial autocorrelation analysis, and locational entropy to analyze the spatial characteristics of supermarkets, produce markets, and small stores in an urban center in Beijing, and explored street coupling and supply-demand matching. The results indicated that within the study area: (1) supermarkets had an obvious “core-periphery” distribution, produce markets had a polycentric distribution, and small stores had a relatively uniform distribution; (2) road network centrality indices revealed a differentiated multi-core-edge distribution; (3) streets with high locational entropy values for supermarkets and produce markets were mostly concentrated in the central area, whereas the matching distribution of small stores was relatively balanced. From the perspective of urban planning, policy implications are proposed based on spatial and social equity, urban-rural differences, population structure and distribution status, and a resilient supply chain. The study findings have practical significance for guiding the development of urban food systems in a healthy, just, and sustainable direction, as well as rational urban land planning.

Abstract
In response to the negative effects caused by structures of the dominant agricultural system and new market opportunities, increasing food supply structures have re-emerged in the urban-rural context of industrialized countries in recent years. These food supply structures often accompany new forms of hybrid cooperation models, including actors and institutions that have not shared resources previously. They form new alliances for sustainable transformation in the agri-food sector. Simultaneously, discourse has arisen in science and practice about the sustainability potential of such hybrid cooperation, referring to a lack of critical systematization and the necessity for creating an assessment concept. From the latter, one could draw conclusions about the transformative potential of such cooperation models and their potential to serve as blueprints for other regions. In this conceptual paper, a classification approach derived from social enterprise literature is elaborated, extended, and evaluated, to design a classification of new hybrid cooperation models that allow comparisons between regions and are sensitive to their dynamics. We show in an application how the classification approach, considering the dimensions “actors”, “resources”, and “actions”, serves to discover patterns in the development of short food-supply chain practices, identifying individual transition paths and, thus, making statements about their sustainability and challenges.

Abstract
The concept of the city-region food system is gaining attention due to the need to improve food availability, quality and environmental benefits, for example through sustainable agri-food strategies. The COVID-19 pandemic has reinforced the importance of coherent and inclusive food governance, especially regarding food resilience, vulnerability and justice. Given that evidence from good practices is relatively sparse, it is important to better understand the role of different types of cities, regions and household characteristics. The paper's aim is to describe, analyze and attempt to explain (sub-national) regional variations of household food behavior before and during the first wave of COVID-19 in 2020 using a city-region food system perspective. Informed by the literature, comprehensive survey data from 12 countries across Europe is used to describe the pre-pandemic landscape of different household food behaviors across comparable regional types. We examine how a specific economic and social shock can disrupt this behavior and the implications for city-region food systems and policies. Conclusions include the huge disruptions imposed on income-weak households and that the small city scale is the most resilient. Proposals are made that can strengthen European city-region food system resilience and sustainability, especially given that future shocks are highly likely.

Abstract
The safety of the food we consume has a direct impact on individual and population health and affects the economic growth of the region where food safety is practised and enhanced. The central goal of the European Commission’s Food Safety policy is to ensure a high level of protection of human health covering the whole supply chain. In recent years, great attention has been paid to food testing and the application of metrological tools to support food safety. The global food market and national and international food safety regulations have created a huge demand for the measurement traceability and comparability of analytical results that are independent of time or space boundaries. This review provides an overview of the European food safety policy and regulation, with a focus on the measurement-related elements of the European Union (EU) food law. It also highlights how the application of analytical techniques, with particular reference to separation approaches, and metrological tools can ensure the control of certain contaminants that nowadays represent the main challenges for food safety (e.g., mycotoxins, nanoparticles, emerging and process contaminants). METROFOOD-RI-Infrastructure for promoting metrology in food and nutrition is therefore described in this context. This European research infrastructure has been developed and is being implemented in the frame of the European Strategy Forum on Research Infrastructures (ESFRI) to support metrology in food and nutrition and establish a strategy allowing reliable and comparable analytical measurements in food across the entire process line, from primary producers to consumers, and making data findable, accessible, interoperable, and reusable (FAIR).

Abstract
The home garden is a unique human-nature interspace that accommodates a diverse spectrum of plant species and provides multiple services to households. One of the most important roles of home gardens is to shelter the agricultural plant diversity that provides for diverse and healthy nutrition, especially in rural communities. While tropical home gardens have received wide recognition due to their provisional function for the local communities, temperate and especially European home gardens have been discussed less frequently as a source of subsistence. The main objectives of the current study were to document plant species grown in Bulgarian rural home gardens and to explore related local knowledge and cultural practices that influence food plant diversity, its selection and preservation. Field work was focused on settlements situated in eight provinces in South and North-West Bulgaria. Participants representing 65 home gardens were approached through semi-structured interviews. Home gardens were found to harbor 145 cultivated and semi-cultivated plant taxa, used as food, medicinal and aromatic plants and as animal fodder. Members of the Rosaceae family were most numerous. The largest part of the garden area was occupied by vegetable crops of Solanaceae and Cucurbitaceae. In 63.1% of the studied households, the food growing area comprised more than 2/3 of the total size of the garden. Most preferred crops reflected the social and cultural importance of food self-provisioning, especially in the rural areas. The provisional role of the home gardens in regard to preparation of traditional foods and the driving forces for seed saving are discussed.

Abstract
The COVID-19 outbreak forced national governments to the adoption of social distancing and movement limitation measures aimed to reduce the diffusion of the virus and to mitigate its highly disruptive impact on the healthcare systems. Reduced income, job insecurity, distribution system interruptions, product shortages, localized price hikes, and time availability resulted in changes in food-related behaviors of households, including food waste generation. Although the significant progress achieved in the understanding of the multidimensional determinants of food losses and waste, no study has been considering the role of uncertainty generated by exogenous generalized shocks on consumer behavior. Building on an original and nationally representative survey, this work aims to investigate the impact of the measures introduced to contain the outbreak of COVID-19 on the main behavioral factors underpinning household food waste generation. The study develops a theoretical model introducing uncertainty validated through a Structural Equations Modelling approach. Results showed that during the quarantine period declared household food waste decreased, with more than half of the respondents reporting to waste less. The model suggested that the amount of material and non-material resources that consumers can dedicate to food-related activities represents the most influential factor for the generation of household food waste and that uncertainty is significantly affecting the drivers and indirectly influencing the self-declared values of food waste. Results suggest several potential policy implications, of which the most relevant being related to the importance of stimulating improvements in food management opportunities at home.

Abstract
In the context created by the COVID-19 pandemic, the aim of the research in this article is to highlight how the consumer experience is constructed, starting from the consumer’s attitudes—which we consider to be implicitly positive—and from the formation of habits of using mobile applications for food supply. Data were collected from 610 people—users of applications for food delivery in urban areas—in the spring of 2021, using a quantitative type of research in the form of a field survey based on questionnaire completion; for the model validation, we used confirmatory factor analysis. The online questionnaire link was sent out in April 2021, followed by the consumers’ completion of the questionnaire in the same month. The proposed theoretical model highlights the influence of variables that are specific for technology acceptance models on the perceived utility and development of implicit attitudes based on it, as well as the habits of using the application. The results of the research validate the proposed model, showing that attitudes in the form of an implicit-type attitudes developed in time are influencing habits and aid the development of a certain usage behavior depicted by a consumption experience that has specific content. Our paper contributes to a better understanding of the consumer experience development process within the context of technology acceptance in the field of food delivery services, emphasizing the importance of satisfying hedonic motivations as an integral part of the compensatory mechanisms determined by the effects of the pandemic.

Abstract
Throughout history, urban agriculture practitioners have adapted to various challenges by continuing to provide food and social benefits. Urban gardens and farms have also responded to sudden political, economic, ecological, and social crises: wartime food shortages; urban disinvestment and property abandonment; earthquakes and floods; climate-change induced weather events; and global economic disruptions. This paper examines the effects on, and responses by, urban farms and gardens to the COVID-19 pandemic. The paper is based on data collected in the summer of 2020 at the onset of the pandemic when cities were struggling with appropriate responses to curb its spread. It builds on an international research project (FEW-meter) that developed a methodology to measure material and social benefits of urban agriculture (UA) in five countries (France, Germany, Poland, UK and USA) over two growing seasons, from a Food-Energy-Water nexus perspective. We surveyed project partners to ascertain the effects of COVID-19 on those gardens and farms and we interviewed policy stakeholders in each country to investigate the wider impacts of the pandemic on UA. We report the results with respect to five key areas: (1) garden accessibility and service provision during the pandemic; (2) adjustments to operational arrangements; (3) effects on production; (4) support for urban farms and gardens through the pandemic; and (5) thoughts about the future of urban agriculture in the recovery period and beyond. The paper shows that the pandemic resulted in multiple challenges to gardens and farms including the loss of ability to provide support services, lost income, and reductions in output because of reduced labor supply. But COVID-19 also created several opportunities: new markets to sell food locally; more time available to gardeners to work in their allotments; and increased community cohesion as neighboring gardeners looked out for one another. By illustrating the range of challenges faced by the pandemic, and strategies to address challenges used by different farms and gardens, the paper illustrates how gardens in this pandemic have adapted to become more resilient and suggests lessons for pandemic recovery and longer-term planning to enable UA to respond to future public health and other crises.

Abstract
The main objective of this study is to contribute a framework and to provide an overview of potential key factors, policies, and barriers associated with the integration of rooftop urban agriculture (RUA), building on stakeholders' perspectives in four European cities (Barcelona, Berlin, Bologna, and Paris). The research was developed in two phases, namely, a workshop and a survey of stakeholders involved in RUA from the four cities. Education, environmental, research, technological innovation, food production, and social factors play an important role in implementing RUA. Productive spaces, cultural values, social cohesion, social rural-urban links, and the high cost of urban land are highlighted as factors that “promote” RUA. In contrast, the cost of water and pollution are major contextual factors that constrain RUA. Policies related to food trade and urban planning are those that most limit RUA development. Major architectural and technical barriers related to the limits on building heights, historical buildings, a lack of specific building codes, building design and roof accessibility were identified. The high cost of infrastructure and policies that prohibit RUA product sales emerged as economic constraints. Major differences among the cities studied included the perceived effect of urban policies on RUA diffusion as well as the perceived relevance of economic and pollution factors. This study revealed that extensive dissemination and the development of appropriate information about RUA are needed. The creation of new regulations, as well as modifications to urban and building codes to support RUA, is also envisaged. This approach will consider a more flexible land-use policy that allows agriculture to take place in cities as well as marketing frameworks for RUA products. For future studies, it would be useful to apply the framework developed in this study to a larger sample. A study is also needed to confirm hypothetical differences between cities.

Abstract
The production of food within cities through urban agriculture can be considered as a nature-based solution and is argued to be an important response to the current COVID-19 pandemic as well as to climate change and other urban challenges. However, current research on urban agriculture is still fragmented, calling for a systematic and integrative assessment of different forms of urban agriculture and the drivers and constraints for their effective realization. In this context, the Special Issue presents conceptual and empirical research articles from around the world on the impact and implementation potential of various types of urban agriculture. The studies of this Special Issue cover a broad range of impact and implementation dimensions, asssessment methods and geographical backgrounds that can support future studies to develop a systemic perspective on urban food production.
