“Our Laws Have Not Caught up with the Technology”: Understanding Challenges and Facilitators in Investigating and Prosecuting Child Sexual Abuse Materials in the United States

BACKGROUND

Despite acknowledging the detrimental impact of child sexual abuse material (CSAM) exposure on the mental and physical well-being of investigators and forensic examiners, there is a need for comprehensive exploration into the complex relationship between CSAM exposure, its various dimensions, mental health (i.e., anxiety, depression, and PTSD), and burnout, as well as the presence of positive attitudes towards the job.

OBJECTIVE

To understand how CSAM exposure, mental health and burnout interconnect and cluster within distinct networks of police investigators and forensic examiners.

PARTICIPANTS AND SETTING

Police investigators and forensic examiners from across the United States who were exposed to CSAM as part of their professions (N = 470).

METHODS

Participants, recruited through connections with the National Criminal Justice Training Center, completed an anonymous online survey.

RESULTS

The network analysis revealed differences in centrality between investigators and forensic examiners, particularly in their associations with exposure factors and mental health variables. Edges invariance tests showed differences in the strength of these associations, with some factors being more strongly linked to PTSD avoidance symptoms among investigators and others among forensic examiners. Stability analyses suggested potentially greater heterogeneity among investigators, while both groups displayed high stability in other centrality indices.

CONCLUSIONS

This study contributes to our comprehension of the distinct experiences and challenges faced by CSAM investigators and forensic examiners, and specifically the nuanced disparities between CSAM investigators and forensic examiners in terms of their exposure to CSAM content and the associated mental health factors. These insights highlight the imperative need for tailored support mechanisms and interventions that can effectively address the unique challenges encountered by individuals working tirelessly in this critical field.

Correlates of intimate relationship satisfaction among investigators of child sexual abuse material

Introduction

This study investigates correlates of intimate relationship satisfaction among investigators of child sexual abuse material (CSAM). Previous research has shown that exposure to CSAM content can negatively impact investigators' emotional wellbeing, but little is known about its association with their intimate relationships.

Methods

The study included 500 participants who were police investigators, forensic examiners, and other professionals connected with the criminal justice system in the United States that are exposed to CSAM as part of their profession. The study collected data through an anonymous survey administered via the Qualtrics online survey system.

Results

The findings reveal that higher levels of depressive symptoms and post-traumatic stress disorder are associated with lower relationship satisfaction among CSAM investigators. Additionally, group connectedness is positively related to relationship satisfaction for both men and women. Parent investigators also reported lower relationship satisfaction, suggesting unique challenges faced by this subgroup. Exposure to varying types of CSAM content was not significantly related to lower relationship satisfaction. This study highlights the association between depressive symptoms and PTSD with relationship satisfaction among CSAM investigators, emphasizing the role of group connectedness in promoting positive outcomes for both male and female investigators.

Discussion

Recognizing the association between depressive symptoms and PTSD with relationship satisfaction can guide interventions and support services for investigators, promoting group connectedness and addressing mental health concerns to enhance resilience and effectiveness in combating child exploitation.

A Global Outlook on Child Sexual Abuse and Sexually Explicit Material Online During COVID-19: Trends and Interdisciplinary Prevention Methods

This scoping review investigates the impact of COVID-19 on global and national trends in online child sexually explicit material (CSEM) trafficking and production in addition to online child sexual abuse (OCSA). Globally, CSEM consumption increased dramatically during the pandemic, as well as trafficking of self-generated material. The hypothesized reasons for the increase in OCSA and CSEM that guided this review included stay-at-home orders, COVID-19-related precautions, technology use increase, economic instability, and lack of available victim and legal resources. Current global and national law enforcement procedures to prevent the proliferation of online sexual abuse are reviewed with suggestions for preventing further increases in CSEM production, distribution, and consumption at the micro and macro levels.

The Characteristics of Virtual Child Sexual Abuse Material Offenders and the Harms of Offending: A Qualitative Content Analysis of Print Media

Child sexual abuse material (CSAM) has become a global problem. With technological advancements, a sub-type of material has emerged: virtual child sexual abuse material (VCSAM). Despite the far-reaching harms of this material, little is known about VCSAM offenders. Research has found some disconnect between the perceived harmfulness of VCSAM and legislative definitions, compared with CSAM. Given the media's influential ability to shape public perceptions, this exploratory study aimed to: (1) identify the characteristics of VCSAM offenders and (2) explore whether the harms of VCSAM are represented in this reporting. For the most up-to-date data, the search spanned 1 January 2019 to 23 September 2022. Of the 160 newspaper articles that appeared, 25 met the inclusion criteria. Four themes emerged from the qualitative content analysis: (1) VCSAM is a form of CSAM, (2) potential for escalation in offending from viewing VCSAM, (3) offenders have preferences in specific types of VCSAM (with the sub-theme: written stories and documents are VCSAM too), and (4) offenders "didn't know" the material was illegal. Overall, these findings were positive; how cases were reported may broadly educate the public about VCSAM offending, with articles signifying the harms of this offending. The current findings have the potential to contribute to prevention and intervention efforts, with utility in policymaking, criminal justice, media, and psychology disciplines.

"I do not remember… You are reminding me now!": Children's difficult experiences during forensic interviews about online sexual solicitation

BACKGROUND

Forensic interviews for children who have undergone online sexual solicitation (OSS) constitute a unique setting compared to other forms of child sexual abuse (CSA). In these cases, the interviewer holds concrete evidence of the abuse in the form of pictures or texts. During the interview, interviewers use these materials to advance the data collection regarding the abuse, a practice that may significantly influence the child's wellbeing.

OBJECTIVE

The current study aims to explore children's experiences during forensic interviews concerning OSS.

PARTICIPANTS AND SETTING

The sample included 20 Jewish children in Israel who were referred to and participated in a forensic investigation.

METHODS

A thematic qualitative methodology was used to analyze the children's narratives.

RESULTS

The findings demonstrate the children's difficulties when confronted with materials related to the abuse. The children detailed the different ways the interview challenged their wellbeing, including visualizing and verbalizing the abuse, new insights, and being videotaped.

CONCLUSIONS

The findings in the current study emphasized the intrinsic challenges that children face in OSS forensic interviews resulting from the tension between the interviewer's need to collect details about the abuse and the child's desire to forget it. Practical ramifications pertaining to these threats to the child's wellbeing, future recommendations, and limitations of the study will be discussed.

Swedish and Norwegian Police Interviewers' Goals, Tactics, and Emotions When Interviewing Suspects of Child Sexual Abuse

As the suspect interview is one of the key elements of a police investigation, it has received a great deal of merited attention from the scientific community. However, suspect interviews in child sexual abuse (CSA) investigations is an understudied research area. In the present mixed-methods study, we examine Swedish (n = 126) and Norwegian (n = 52) police interviewers' self-reported goals, tactics, and emotional experiences when conducting interviews with suspected CSA offenders. The quantitative analyses found associations between the interviewers' self-reported goals, tactics, and emotions during these types of suspect interviews. Interviewers who reported experiencing more negative emotions were more likely to employ confrontational tactics. Specifically, anger was positively associated with the goal of obtaining a confession and with aggressive tactics like raising one's voice and emphasizing the seriousness of the crime. Frustration and disgust displayed similar patterns. Somewhat contrasting these quantitative results, the thematic analysis identified a strong consensus that emotions should not and do not affect the police interviewers' work. Furthermore, the police interviewers described a range of strategies for managing emotions during the interview and for processing their emotional reactions afterwards. The present findings highlight the relevance of emotional processes in CSA suspect interviews and provide an initial exploration of the potentially complex relationship between the goals, tactics, and emotional experiences of police interviewers who question CSA suspects.

This will undoubtedly affect the development, evolution, and understanding of law. This Special Issue has become this window into the new challenges of law in relation to new technologies.
