Strategies to detect trace methamphetamine contamination on hard surfaces: Assessing realistic performance of commercially available presumptive tests and a laboratory-based LC-MS/MS method

Recreational methamphetamine production and heavy use can result in dwelling contamination that is difficult to detect. First responders and public health officials may use commercially available trace methamphetamine detection (presumptive) test kits to understand apparent and hidden dangers in impacted dwellings. Here, we assessed the limit of detection (LOD) of several commercially available presumptive test kits using simulated contaminated hard surfaces. Pyrex petri dishes were spiked with aliquots of methanolic methamphetamine solutions to reach desired simulated contamination levels. Commercially available presumptive tests were conducted according to manufacturer instructions and using included sample preparation materials, when available. Additionally, a laboratory-based liquid chromatography-triple quadrupole mass spectrometer (LC-MS/MS) trace methamphetamine quantification method was developed and validated using the EZSTATSG2 tool. For the LC-MS/MS method, samples were collected using 2-ply alcohol prep pads and methamphetamine was extracted using a 1:1 (v:v) methanol: water solution. Most presumptive tests considered were able to detect trace levels of methamphetamine extracted from hard surfaces, with LOD ranging from 0.10-15.00 μg/sample. Comparatively, the laboratory-based LC-MS/MS LOD was 0.05 μg/sample and limit of quantitation was 0.10 μg/sample. The LC-MS/MS method may be useful when the presence of dust or other contaminants interferes with presumptive test interpretation or reliability. Costs of presumptive tests varied from several dollars to tens of dollars, which is included alongside LOD results to aid stakeholders in identifying which test(s) are the best fit for purpose. Therefore, first responders, public health officials, and other stakeholders have several options for assessing trace methamphetamine contamination.

Lessons from the implementation of residential methamphetamine contamination policies in New Zealand

INTRODUCTION

Methamphetamine contamination of housing has been discussed as a significant issue in New Zealand. However, scientific evidence to determine a threshold level at which health harms occur is inconclusive, resulting in conflicting and changing guidance. The initial strong precautionary policy, with significant unintended impacts on vulnerable public housing tenants, dramatically changed following a scientific review. This study explores the policy response to residential methamphetamine contamination in New Zealand over the past decade.

METHODS

Thematic analysis of semi-structured interviews with 13 key stakeholders involved in policy development/implementation, including those from government, industry, residential housing and academic sectors.

RESULTS

Consistent application of a methamphetamine contamination threshold for housing has been problematic due to legislative and regulatory gaps. Stakeholders in the residential sector have been influenced by perceptions of methamphetamine contamination as a health risk, political views on drug use, media coverage and the testing industry's business practices. Public housing tenants have faced disadvantages when resolving methamphetamine contamination disputes. The testing industry's participation in committees shaping the regulatory response presents a possible conflict of interest. Wide media coverage heightened public anxiety about the problem but may also have stimulated policy changes to alleviate unintended consequences of the precautionary approach.

DISCUSSION AND CONCLUSIONS

New Zealand's fragmented policy response to residential methamphetamine contamination is likely rooted in the lack of scientific evidence, with some key actors further exacerbating the response. Future policy development should seek to produce overarching regulation that guides the whole sector while balancing powers of the stakeholders involved.

A Review of Methods Used to Detect Methamphetamine from Indoor Air and Textiles in Confined Spaces

Methamphetamine manufacture, use, and the resulting contamination is a significant issue that affects public health, the environment, and the economy. Third-hand exposure to methamphetamine can result in adverse health risks for individuals and first responders. Such exposures can result from the inhalation of airborne residues or from contact with contaminated objects. This review was conducted to determine the current methods used for methamphetamine extraction from indoor air and porous fabric materials. Dynamic solid phase microextraction (SPME) and sorbent sampling tubes have been applied to extract airborne methamphetamine residues from contaminated properties. SPME and solvent extraction have been applied to sample clothing and textiles for methamphetamine detection. This review demonstrates that there is limited literature on the detection of methamphetamine from indoor air and clothing. Supplementary and consistent methods to detect methamphetamine from air and porous surfaces should be developed and published to allow better assessment of the environmental risk to public health caused by third-hand exposure to methamphetamine.

Overview of Current Practices in the Methamphetamine Testing and Decontamination Industry: An Australian Case Study

To better protect public health from third-hand exposure to methamphetamine, it is important to understand the techniques and current practices used within the methamphetamine testing and decontamination industry in Australia. A survey was conducted focusing on business owners that advertised testing and/or remediation services online. They were also invited to participate in a follow-up phone interview upon completion. The survey demonstrated that testing and decontamination methods were highly varied, which was expected for an industry with no regulation. Most companies offered methamphetamine testing and remediation which could be a conflict of interest. Participants also shared personal experiences, including the conduct of other industry members, demonstrating both poor practice and/or the competitive nature of the business. Participating business owners were following Australian guidelines to the best of their ability, and many are advocates for regulation to be implemented within the industry. This would address the inconsistencies between companies and establish trust for industry members and the public. It would also provide significant public health protection, which is currently lacking. A more consistent approach to the testing and remediation of methamphetamine contamination, aided by regulation, would address the significant risk to public health caused by third-hand exposure to methamphetamine.

Nitrosamine formation from the reaction of methamphetamine with gaseous nitrous acid

Methamphetamine is the most commonly seized amphetamine-type stimulant (ATS) worldwide. Chemical residues associated with the use or manufacture of methamphetamine can persist in the air and surfaces in a property for over 5 years and potentially pose risks to the health and safety of the public. When a house is tested for contamination, the test focuses on the presence of surface methamphetamine residue; however, other hazardous chemicals may also be present, including methamphetamine precursors and reaction products. As little has been reported about the ageing of the methamphetamine inside dwellings, there is currently large uncertainty regarding its fate and/or degradation products in such environments. If the indoor reactivity of methamphetamine is similar to that of nicotine-derived third-hand smoke, the production of a carcinogenic nitrosamine is an expected result. Thus, this proof-of-concept study investigated the reaction of methamphetamine with the common gaseous indoor oxidant nitrous acid (HONO) and monitored the fate of the resulting reaction products in simulated laboratory experiments to further understand the potential health risks associated with contaminated properties. Surface methamphetamine residue was observed to decrease with an exponential decay with an upper limit of 2.38 ± 0.5 × 10^-3 min^-1 upon exposure to HONO gas (5.7 ppmv, 0.25 L min^-1 ). N-nitrosomethamphetamine (NMA), a suspected human mutagen and carcinogen, was detected to have a steady-state formation over the sampling time frame, with a surface area concentration of 0.87 μg/100 cm² , suggesting that the risks to public health for properties contaminated with methamphetamine may be currently underestimated.
