Factors associated with youth gang membership in low- and middle-income countries: a systematic review

Importance

There is no longitudinal evidence on risk factors for gang membership in low- and middle-income countries, despite organized crime groups posing major challenges, including high homicide rates in Latin America. Furthermore, adverse childhood experiences (ACEs) have been largely overlooked in gang-related research worldwide.

Objectives

To examine the associations of ACEs up to 15 years of age with past-year gang membership at 18 years of age and to compare crime and criminal justice involvement between gang members and non-gang members.

Design, Setting, and Participants

This cohort study assessed children from the 1993 Pelotas (Brazil) Birth Cohort-an ongoing population-based, prospective study. Assessments were undertaken perinatally (1993) and when the children were ages 11 (2004), 15 (2008), 18 (2011), and 22 (2015) years. All children born in 1993 were eligible (N = 5265), and 5249 (99.7%) were enrolled at birth. The study sample (N = 3794 [72.1%]) included those with complete data on ACEs. Data analyses were conducted from February to August 2024.

Exposures

Twelve ACEs were assessed up to 15 years of age via child self-report and/or maternal report, including physical neglect, physical abuse, emotional abuse, sexual abuse, domestic violence, maternal mental illness, parental divorce, ever being separated from parents, parental death, poverty, discrimination, and neighborhood fear. These experiences were examined using a single adversity approach, cumulative risk, and latent classes.

Main Outcomes and Measures

The main outcome was past-year gang membership at 18 years of age, assessed via self-report and analyzed using multivariate imputation.

Results

Of 3794 participants, 1964 (51.8%) were female and 1830 (48.2%) were male, and 703 (18.5%) were Black, 2922 (77.0%) were White, and 169 (4.5%) were coded as "other" race or ethnicity (no additional details are available to further disaggregate the other category). On the basis of the imputed data, 1.6% (SE, 0.2 percentage points) of participants reported gang membership at 18 years of age. Physical abuse (odds ratio [OR], 2.76; 95% CI, 1.27-5.98), emotional abuse (OR, 2.76; 95% CI, 1.51-5.02), domestic violence (OR, 3.39; 95% CI, 1.77-6.48), parental divorce (OR, 2.04; 95% CI, 1.17-3.54), and separation from parents (OR, 3.13; 95% CI, 1.54-6.37) were associated with an increased risk of gang membership. A dose-response association was observed, with 4 or more ACEs increasing the risk (OR, 8.86; 95% CI, 2.24-35.08). In latent class analysis, the class with child maltreatment and household challenges was associated with a higher risk of gang membership than the low-adversities class (OR, 7.10; 95% CI, 2.37-21.28). There was no robust evidence that children exposed to household challenges and social risks were at increased risk of gang membership (OR, 2.28; 95% CI, 0.46-11.25).

Conclusions and Relevance

In this prospective cohort study, ACEs, particularly child maltreatment and family conflict, were associated with gang involvement when examined individually, cumulatively, and as clusters in a high-crime environment in Brazil. These findings underscore the value of integrating the ACE framework into gang-related research and the potential to reduce gang-related crime by reducing ACEs.

PROTOCOL: Risk and strength factors that predict criminal conduct among under-represented genders and sexual minorities: A systematic review and meta-analysis

This is the protocol for a Campbell systematic review. The objective of this review is to synthesize the evidence to identify risk and strength factors that predict the criminal offending in underrepresented genders and sexual minorities.

"When I woke up I was so worried and ashamed, I thought it was a disease": Adolescent boys' transitions through puberty in Kenya

Growing evidence suggests a need for more focused attention on boys' experiences of puberty in sub-Saharan Africa to assure healthy transitions into young adulthood. Existing research remains limited on the masculinity norms shaping boys' maturation experiences in Kenya. To help fill this gap, we conducted a comparative case study using qualitative methodologies with 16-19-year-old male youth in rural and urban Kenya, and with adults interacting in boys' daily lives. Findings suggest that Kenyan boys experience shame, confusion and silence around changes happening in their bodies; face pressures from new societal expectations as they become young men; and have adolescent lives shaped by minimal supervision, increased peer pressures and engagement in more risky health behaviors. Additional research and targeted interventions on boys transitioning through puberty and early adolescence are needed to better understand their vulnerabilities and prevent or reduce their engagement in unsafe behaviors.

Focal Concerns and Police Decision Making in Sexual Assault Cases: A Systematic Review and Meta-Analysis

Sexual assault and case attrition at the arrest stage are serious problems in the United States. Focal concerns have increasingly been used to explain police decision making in sexual assault cases. Because of the popularity of the focal concerns perspective and potential to inform evidence-based training, a systematic review and meta-analysis are needed to condense the literature. In this study, we assess the overall strength of the relationship between focal concerns variables and police decisions to arrest in cases of sexual assault. Our assessment of the effects of focal concerns variables on arrest decision making in sexual assault cases followed the systematic review protocols provided by the Campbell Collaboration of Systematic Reviews. Specifically, we used the Campbell Collaboration recommendations to search empirical literature and used meta-analysis to evaluate the size, direction, and strength of the impact of focal concerns variables on arrest decisions. Our search strategy detected 14 eligible studies and 79 effect sizes. The meta-analysis found several robust and statistically significant correlates of arrest. In fact, each focal concerns concept produced at least one robust arrest correlate. Overall, focal concerns offers a strong approach for explaining police decisions in sexual assault cases. Although practical concerns and resource constraints produced the strongest arrest correlates, results show the importance of additional case characteristics in officers' decision to arrest.

Organized crime groups: A systematic review of individual-level risk factors related to recruitment

Background

Studies from multiple contexts conceptualize organized crime as comprising different types of criminal organizations and activities. Notwithstanding growing scientific interest and increasing number of policies aiming at preventing and punishing organized crime, little is known about the specific processes that lead to recruitment into organized crime.

Objectives

This systematic review aimed at (1) summarizing the empirical evidence from quantitative, mixed methods, and qualitative studies on the individual-level risk factors associated with the recruitment into organized crime, (2) assessing the relative strength of the risk factors from quantitative studies across different factor categories and subcategories and types of organized crime.

Methods

We searched published and unpublished literature across 12 databases with no constraints as to date or geographic scope. The last search was conducted between September and October 2019. Eligible studies had to be written in English, Spanish, Italian, French, and German.

Selection Criteria

Studies were eligible for the review if they: Reported on organized criminal groups as defined in this review.Investigated recruitment into organized crime as one of its main objectives.Provided quantitative, qualitative, or mixed methods empirical analyses.Discussed sufficiently well-defined factors leading to recruitment into organized crime.Addressed factors at individual level.For quantitative or mixed-method studies, the study design allowed to capture variability between organized crime members and non-members.

Data Collection and Analysis

From 51,564 initial records, 86 documents were retained. Reference searches and experts' contributions added 116 additional documents, totaling 202 studies submitted to full-text screening. Fifty-two quantitative, qualitative, or mixed methods studies met all eligibility criteria. We conducted a risk-of-bias assessment of the quantitative studies while we assessed the quality of mixed methods and qualitative studies through a 5-item checklist adapted from the CASP Qualitative Checklist. We did not exclude studies due to quality issues. Nineteen quantitative studies allowed the extraction of 346 effect sizes, classified into predictors and correlates. The data synthesis relied on multiple random effects meta-analyses with inverse variance weighting. The findings from mixed methods and qualitative studied were used to inform, contextualize, and expand the analysis of quantitative studies.

Results

The amount and the quality of available evidence were weak, and most studies had a high risk-of-bias. Most independent measures were correlates, with possible issues in establishing a causal relation with organized crime membership. We classified the results into categories and subcategories. Despite the small number of predictors, we found relatively strong evidence that being male, prior criminal activity, and prior violence are associated with higher odds of future organized crime recruitment. There was weak evidence, although supported by qualitative studies, prior narrative reviews, and findings from correlates, that prior sanctions, social relations with organized crime involved subjects, and a troubled family environment are associated with greater odds of recruitment.

Authors' Conclusions

The available evidence is generally weak, and the main limitations were the number of predictors, the number of studies within each factor category, and the heterogeneity in the definition of organized crime group. The findings identify few risk factors that may be subject to possible preventive interventions.

Cognitive and behavioral radicalization: A systematic review of the putative risk and protective factors

Background

Two of the most central questions in radicalization research are, (1) why do some individuals radicalize when most of those from the same groups or exposed to similar conditions do not? and (2) why do radicalized individuals turn to radical violence while the majority remain inert? It has been suggested that the answer to both questions lie in the cumulative and interactive effects of a range of risk factors. While risk assessment and counter-radicalization take a risk-protective factor approach, there is widespread debate as to what these factors are and which are most important.

Objectives

This review has two primary objectives.1) To identify what the putative risk and protective factors for different radicalization outcomes are, without any predeterminations.2) To synthesize the evidence and identify the relative magnitude of the effects of different factors.The review's secondary objectives are to:1) Identify consistencies in the estimates of factors across different radicalization outcomes.2) Identify whether any significant heterogeneity exists within factors between (a) geographic regions, and (b) strains of radicalizing ideologies.

Search Methods

Over 20 databases were searched for both published and gray literature. In order to provide a more comprehensive review, supplementary searches were conducted in two German and one Dutch database. Reference harvesting was conducted from previous reviews and contact was made with leading researchers to identify and acquire missing or unpublished studies.

Selection Criteria

The review included observational studies assessing the outcomes of radical attitudes, intentions, and/or radical behaviors in OECD countries and which provided sufficient data to calculate effect sizes for individual-level risk and protective factors.

Data Collection and Analysis

One-hundred and twenty-seven studies, containing 206 samples met the inclusion criteria and provided 1302 effect sizes pertaining to over 100 different factors. Random effects meta-analyses were carried out for each factor, and meta-regression and moderator analysis were used to explore differences across studies.

Results

Studies were primarily cross-sectional, with samples representing 20 countries OECD countries. Most studies examined no specific radicalizing ideology, while others focussed on specific ideologies (e.g., Islamist, right-wing, and left-wing ideologies). The studies generally demonstrated low risk of bias and utilized validated or widely acceptable measures for both indicators and outcomes. With some exceptions, sociodemographic factors tend to have the smallest estimates, with larger estimates for experiential and attitudinal factors, followed by traditional criminogenic and psychological factors.

Authors' Conclusions

While sociodemographic factors are the most commonly examined factors (selective availability), they also tend to have the smallest estimates. So too, attitudinal and even experiential factors, do not have effect sizes of the magnitude that could lead to significant reductions in risk through targeting by interventions. Conversely, traditional criminogenic factors, as well as psychological factors tend to display the largest estimates. These findings suggest the need to broaden the scope of factors considered in both risk assessment and intervention, and this review provides much needed evidence for guiding the selection of factors.

Gang membership, gender, and sexual behavior in and outside a romantic relationship

Prior research consistently finds that gang youth, compared to nongang youth, are more involved in risky behaviors such as violence and drug sales. Less attention has been given to comparisons in sexual behavior. While research demonstrates that gang membership is associated with risky sex and many gang members indicate that sex is a motivation for joining a gang, prior research is limited in its ability to account for self-selection into a gang, variations in involvement across gender, and different forms of sexual activity. This research addresses these limitations by using Add Health data and propensity score matching to examine the relationship between gang membership and sexual behavior inside and out of a romantic relationship as well as how this relationship differs by gender. While findings indicate that gang membership increases the likelihood of sexual intercourse, nonromantic sex, and the number of nonromantic sex partners, no unique gender differences were identified.
