Bacillus cereus sensu lato antimicrobial arsenal: An overview

The Bacillus cereus group contains genetically closed bacteria displaying a variety of phenotypic features and lifestyles. The group is mainly known through the properties of three major species: the entomopathogen Bacillus thuringiensis, the animal and human pathogen Bacillus anthracis and the foodborne opportunistic strains of B. cereus sensu stricto. Yet, the actual diversity of the group is far broader and includes multiple lifestyles. Another less-appreciated aspect of B. cereus members lies within their antimicrobial potential which deserves consideration in the context of growing emergence of resistance to antibiotics and pesticides, and makes it crucial to find new sources of antimicrobial molecules. This review presents the state of knowledge on the known antimicrobial compounds of the B. cereus group members, which are grouped according to their chemical features and biosynthetic pathways. The objective is to provide a comprehensive review of the antimicrobial range exhibited by this group of bacteria, underscoring the interest in its potent biocontrol arsenal and encouraging further research in this regard.

Risk assessment of Retithrips syriacus for the EU

Following a request from the European Commission, the EFSA Panel on Plant Health performed a quantitative risk assessment for the EU of Retithrips syriacus (Mayet) (Thysanoptera: Thripidae), a polyphagous thrips, regarded as a tropical/subtropical pest occurring in several countries of Africa, South America, Asia and in the EU in Cyprus. The current risk assessment focused on potential pathways for entry, the climatic conditions allowing establishment, the expected spread capacity and the impact considering a time horizon of 10 years (2023-2032). The Panel identified the import of cut roses, persimmons, table grapes, as well as plants for planting of the genera Acalypha and Terminalia from third countries and those of Persea americana (avocado) from Israel as the most relevant entry pathways to consider. Over the next 10 years, an annual median estimate of 95 (90% Certainty Range, CR, ranging from 13 to 1832) potential R. syriacus founder populations per year are expected to successfully transfer to a suitable host in the EU NUTS2 regions where the climatic conditions are predicted as suitable for establishment; this value drops to a median of 4.6 founder populations per year (90% CR: 1 every 1.9 years - 85.6 per year) after considering the actual probability of establishment of a potential founder population. The estimated number of founder population per year is mostly driven by the import of cut roses and plants for planting. If such founder populations were to establish, R. syriacus is estimated to spread at a median rate of 0.05 km/year (90% CR 0.02-2.30 km/year) after a median lag phase of 1.1 years (90% CR 0.3-3.3 years). The overall impact on yield (expressed as % of the total agricultural production) directly attributable to R. syriacus when considering: (i) the main R. syriacus hosts in the EU, (ii) the areas of the EU where establishment is possible, (iii) the current agricultural practices and (iv) the evidence of impact from the countries where the pest is established for a long time, was estimated at 0.065% as the median value of the uncertainty distribution (90% CR 0.001%-0.571%). Options for risk reduction are discussed, but the effectiveness was not quantified.

Pest categorisation of Crisicoccus seruratus

Following the commodity risk assessments of Acer palmatum plants grafted on A. davidii from China, in which Crisicoccus matsumotoi (Hemiptera: Pseudococcidae) was identified as a pest of possible concern, the European Commission requested the EFSA Panel on Plant Health to conduct a pest categorisation of C. matsumotoi for the territory of the European Union. Recent taxonomic revision of the genus Crisisoccus concluded that C. matsumotoi is a synonym of C. seruratus; therefore, the categorisation will use the current valid name C. seruratus. It is an insect pest native to Japan, feeding on species in 13 plant families. There are reports of its presence also in China and the Republic of Korea, but there is great uncertainty about the identity of the species for these records. Therefore, there is uncertainty about the species referred to as C. matsumotoi in the commodity risk assessments of A. palmatum. C. seruratus is a multivoltine species. It has three generations per year and overwinters as a nymph. The most important crops that may be affected by C. seruratus are figs (Ficus carica), grapes (Vitis spp.), nashi pears (Pyrus pyrifolia var. culta), persimmons (Diospyros kaki) and walnuts (Juglans regia). Plants for planting and fruits provide potential pathways for entry into the EU. Host availability and climate suitability suggest that the central, northern and some areas of southern EU countries would be suitable for the establishment of C. seruratus. The introduction of this mealybug would likely have an economic impact in the EU through yield reduction and fruit downgrading because of honeydew deposition and the consequent growth of sooty moulds. This insect is not listed in Annex II of Commission Implementing Regulation (EU) 2019/2072. Phytosanitary measures are available to reduce the likelihood of entry and spread of this species into the EU. C. seruratus satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Pest categorisation of Eulecanium giganteum

The EFSA Panel on Plant Health performed a pest categorisation of Eulecanium giganteum (Hemiptera: Coccidae), the giant eulecanium scale, for the territory of the European Union, following the commodity risk assessment of Acer palmatum plants from China, in which E. giganteum came to attention as a pest of possible concern. The pest is only known to be present in Asia, where it has been reported from China, India, Iran, Japan and eastern Russia (Primorsky Krai). The pest has not been reported within the EU. It is not listed in Annex II of Commission Implementing Regulation (EU) 2019/2072. It is polyphagous, feeding on broad-leaf trees and shrubs assigned to 41 genera in 22 plant families. Host plant species commonly found in the EU include apricot (Prunus armeniaca), elm (Ulmus spp.), grapevine (Vitis vinifera), maple (Acer spp.), oak (Quercus spp.), oriental plane (Platanus orientalis), pomegranate (Punica granatum), quince (Cydonia oblonga), silkworm mulberry (Morus alba), walnut (Juglans regia), and several ornamentals. Climatic conditions and availability of host plants in southern EU countries would most probably allow this species to successfully establish and spread. However, EU native natural enemies are anticipated to provide biological control and therefore reduce potential impacts. Phytosanitary measures are available to reduce the likelihood of entry and spread. E. giganteum satisfies all the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest, other than the criterion on impact which is a key uncertainty.

Pest risk assessment of African Leucinodes species for the European Union

Following a request from the European Commission, the EFSA Panel on Plant Health performed a quantitative risk assessment for the EU of African Leucinodes species (Lepidoptera: Crambidae), which are fruit and shoot borers, especially of eggplant type fruit. The assessment focused on (i) potential pathways for entry, (ii) distribution of infested imports within EU, (iii) climatic conditions favouring establishment, (iv) spread and (v) impact. Options for risk reduction are discussed, but their effectiveness was not quantified. Leucinodes spp. are widely distributed across sub-Saharan Africa but are little studied and they could be much more widespread in Africa than reported. Much African literature erroneously reports them as Leucinodes orbonalis which is restricted to Asia. The import of eggplant type fruit from sub-Saharan Africa consists of special fruit types and caters mostly to niche markets in the EU. The main pathway for entry is fruit of Solanum aethiopicum and exotic varieties of eggplant (S. melongena). CLIMEX modelling was used with two possible thresholds of ecoclimatic index (EI) to assess establishment potential. Climates favouring establishment occur mostly in southern Europe, where, based on human population, 14% of the imported produce is distributed across NUTS2 regions where EI ≥ 30; or where 23% of the produce is distributed where EI ≥ 15. Over the next 5 years, an annual median estimate of ~ 8600 fruits, originating from Africa, and infested with African Leucinodes spp. are expected to enter EU NUTS2 regions where EI ≥ 15 (90% CR ~ 570-52,700); this drops to ~ 5200 (90% CR ~ 350-32,100) in NUTS2 regions where EI ≥ 30. Escape of adult moths occurs mostly from consumer waste; considering uncertainties in pathway transfer, such as adult emergence, mate finding and survival of progeny, the annual median probability of a mated female establishing a founder population in NUTS regions where EI ≥ 15 was estimated to be 0.0078 (90% CR 0.00023-0.12125). This equates to a median estimate of one founder population ~ every 128 years (90% CR approximately one every 8-4280 years). Using an EI ≥ 30, the median number of founder populations establishing in the EU annually is 0.0048 (90% CR 0.0001-0.0739), equating to a median estimate of one founder population approximately every 210 years (90% CR approximately one every 14-7020 years). Under climate change for the period 2040-2059, the percent of infested produce going to suitable areas would be increased to 33% for EI ≥ 15 and to 21% for EI ≥ 30. Accordingly, the waiting time until the next founder population would be reduced to median estimates of 89 years for EI ≥ 15 (90% CR ~ 6-2980 years) and 139 years for EI ≥ 30 (90% CR 9-4655 years). If a founder population were to establish, it is estimated to spread at a rate of 0.65-7.0 km per year after a lag phase of 5-92 years. Leucinodes spp. are estimated to reduce eggplant yield by a median value of 4.5% (90% CR 0.67%-13%) if growers take no specific action, or 0.54% (90% CR between 0.13% and 1.9%) if they do take targeted action, matching previous estimates made during a risk assessment of L. orbonalis from Asia.

Commodity risk assessment of Petunia spp. and Calibrachoa spp. unrooted cuttings from Kenya

The European Commission requested the EFSA Panel on Plant Health to evaluate the probability of entry of pests (likelihood of pest freedom at entry), including both regulated and non-regulated pests, associated with unrooted cuttings of the genera Petunia and Calibrachoa produced under physical isolation in Kenya. The relevance of any pest for this opinion was based on evidence following defined criteria, based on the methodology used for High-Risk Plants adapted for the specificity of this assessment. Fourteen EU-regulated pests (Bemisia tabaci, cowpea mild mottle virus, Liriomyza huidobrensis, Liriomyza sativae, Liriomyza trifolii, potato leafroll virus, potato spindle tuber viroid, Ralstonia pseudosolanacearum, R. solanacearum, Scirtothrips dorsalis, tomato mild mottle virus, tomato spotted wilt virus, tomato yellow leaf curl virus and Xanthomonas vesicatoria) and six EU non-regulated pests (Aleurodicus dispersus, pepper veinal mottle virus, Nipaecoccus viridis, Phenacoccus solenopsis, Tetranychus neocaledonicus and tomato yellow ring virus) fulfilled all relevant criteria and were selected for further evaluation. For these pests, the risk mitigation measures proposed in the technical dossier from Kenya were evaluated, taking into account the possible limiting factors. Additionally, an expert judgement is given on the likelihood of pest freedom, taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The estimated degree of pest freedom varies among the pests evaluated, with T. neocaledonicus being the pest most frequently expected on the imported cuttings. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9942 and 10,000 bags containing unrooted cuttings of Petunia spp. and Calibrachoa spp. per 10,000 would be free of T. neocaledonicus.

Commodity risk assessment of plants of 12 selected Prunus species from Moldova

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'High-risk plants, plant products and other objects'. This Scientific Opinion covers plant health risks posed by defoliated 1- or 2-year old bare root plants for planting (grafted or not) of 12 Prunus species (Prunus armeniaca, P. avium, P. canescens, P. cerasifera, P. cerasus, P. davidiana, P. domestica, P. dulcis, P. fontanesiana, P. persica, P. salicina, P. tomentosa) imported from Moldova, taking into account the available scientific information, including the technical information provided by the applicant country. The evaluation identified three EU-quarantine pests, Erwinia amylovora (protected zone quarantine pest), Xiphinema rivesi non-EU populations and Xanthomonas arboricola pv. pruni (protected zone quarantine pest), which were selected for further evaluation, based on defined criteria, including their presence in the applicant country. It should be noted that there is uncertainty regarding whether all relevant pests have been identified due to a limited number of scientific publications and pest surveys in Moldova. For the three selected pests, the risk mitigation measures proposed in the technical dossier from Moldova were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on it, including uncertainties associated with the assessment. The degree of pest freedom varies among the pests evaluated, with Erwinia amylovora being the pest most frequently expected on the imported plants. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9823 and 10,000 bundles (comprising 10-20 plants per bundle) out of 10,000 bundles would be free from E. amylovora.

Pest categorisation of Pyrrhoderma noxium

Following the commodity risk assessment of bonsai plants (Pinus parviflora grafted on Pinus thunbergii) from China performed by EFSA, the EFSA Plant Health Panel performed a pest categorisation of Pyrrhoderma noxium, a clearly defined plant pathogenic basidiomycete fungus of the order Hymenochaetales and the family Hymenochaetaceae. The pathogen is considered as opportunistic and has been reported on a wide range of hosts, mainly broad-leaved and coniferous woody plants, causing root rots. In addition, the fungus was reported to live saprophytically on woody substrates and was isolated as an endophyte from a few plant species. This pest categorisation focuses on the hosts that are relevant for the EU (e.g. Citrus, Ficus, Pinus, Prunus, Pyrus, Quercus and Vitis vinifera). Pyrrhoderma noxium is present in Africa, Central and South America, Asia and Oceania. It has not been reported in the EU. Pyrrhoderma noxium is not included in Commission Implementing Regulation (EU) 2019/2072. Plants for planting (excluding seeds), bark and wood of host plants as well as soil and other growing media associated with plant debris are the main pathways for the entry of the pathogen into the EU. Host availability and climate suitability factors occurring in parts of the EU are favourable for the establishment and spread of the pathogen. The introduction and spread of the pathogen into the EU are expected to have an economic and environmental impact in parts of the territory where hosts are present. Phytosanitary measures are available to prevent the introduction and spread of the pathogen into the EU. Pyrrhoderma noxium satisfies all the criteria that are within the remit of EFSA to assess for this species to be regarded as potential Union quarantine pest.

Pest risk assessment of Leucinodes orbonalis for the European Union

Following a request from the European Commission, the EFSA Panel on Plant Health performed a quantitative risk assessment of Leucinodes orbonalis (Lepidoptera: Crambidae), the eggplant fruit and shoot borer, for the EU. The assessment focused on potential pathways for entry, climatic conditions favouring establishment, spread and impact. Options for risk reduction are discussed but effectiveness was not quantified. L. orbonalis is a key pest of eggplant (aubergine/brinjal) in the Indian subcontinent and occurs throughout most of southern Asia with records mostly from India and Bangladesh. The main pathway of entry is fruit of solanaceous plants, primarily exotic varieties of eggplant, Solanum melongena and turkey berry, S. torvum. The trade in both commodities from Asia is small but nevertheless dwarfs the trade in other Solanum fruits from Asia (S. aethiopicum, S. anguivi, S. virginianum, S. aculeatissimum, S. undatum). Other Solanum fruits were therefore not further assessed as potential pathways. The trade in eggplant from Asia consists of special fruit types and caters mostly to niche markets in the EU, while most eggplant consumed in Europe is produced in southern European and northern African countries, where L. orbonalis does not occur. Using expert knowledge elicitation (EKE) and pathway modelling, the Panel estimated that approximately 3-670 infested fruit (90% certainty range, CR) of S. melongena or fruit bunches of S. torvum enter into regions of the EU that are suitable for L. orbonalis establishment each year. Based on CLIMEX modelling, and using two possible thresholds of ecoclimatic index (EI) to indicate uncertainty in establishment potential, climates favouring establishment occur mostly in southern Europe, where, based on human population, approximately 14% of the imported produce is distributed across NUTS2 regions where EI ≥ 30; or 23% of the produce is distributed where EI ≥ 15. Escape of adult moths occurs mostly from consumer waste. By analysing results of different scenarios for the proportion of S. melongena and S. torvum in the trade, and considering uncertainties in the climatic suitability of southern Europe, adult moth emergence in areas suitable for establishment is expected to vary between 84 individuals per year and one individual per 40 years (based on 90% CR in different scenarios). In the baseline scenario, 25% of the solanaceous fruit from Asia is S. torvum, 75% is S. melongena and EI ≥ 30 is required for establishment. After accounting for the chances of mating, host finding and establishment, the probability of a mated female establishing a founder population in the EU is less than 1 in 100,000 to about 1 event per 622 years (90% CR in baseline scenario). The waiting time until the first establishment is then 622 to more than 100,000 years (CR). If such a founder population were established, the moth is estimated to spread at a rate of 0.65-7.0 km per year after a lag phase of 5-92 years. The impact of the insect on the production of eggplant is estimated to be 0.67%-13% (CR) if growers take no specific action against the insect and 0.13%-1.9% if they do take targeted actions. Tomato (S. lycopersicum) and potato (S. tuberosum) are hosts of L. orbonalis, but the insect does not develop to maturity in tomato fruit, and it does not feed on potato tubers under field conditions; hence, damage to potato can only occur due to feeding on shoots. Tomato and potato are not preferred hosts; nevertheless, impact can occur if populations of L. orbonalis are high and preferred hosts are not available. The Panel did not assess this damage due to insufficient information.

Pest categorisation of Dendrolimus punctatus

The EFSA Panel on Plant Health performed a pest categorisation of Dendrolimus punctatus (Lepidoptera: Lasiocampidae), following a commodity risk assessment of bonsai Pinus parviflora grafted onto P. thunbergii from China, in which D. punctatus was identified as a pest of possible concern to the European Union (EU). D. punctatus, also known as the Masson pine caterpillar, is present in China, Taiwan, Vietnam, India and has recently spread to Japanese islands close to Taiwan. Larval feeding on the needles of Pinus elliottii, P. luchuensis, P. massoniana, P. merkusii and P. tabulaeformis causes important damage. D. punctatus larvae can also feed on P. armandii, P. echinata, P. latteri, P. parviflora, P. sylvestris var. mongolica, P. taeda, P. taiwanensis and P. thunbergii, but full development on these hosts is uncertain. The pest has three to five generations per year; winter is spent as larvae on branch tips, on tree trunks and in the soil. The females lay egg clusters on pine needles. Pupation occurs in cocoons attached to branches or needles. D. punctatus could enter the EU either as eggs, larvae or pupae in the foliage of plants for planting or cut branches, as larvae on wood with bark or as overwintering larvae in branches, crevices in the bark or in the litter of potted plants. However, Annex VI of 2019/2072 prohibits the introduction of D. punctatus hosts (Pinus spp.) from countries and areas where the pest occurs. There are climate zones where the pest occurs in Asia that also occur in the EU, though they are limited, which constitutes an uncertainty regarding establishment. The pest's main hosts are not grown in the EU. However, the fact that it attacks the North American Pinus echinata, P. elliottii and P. taeda in its Asian native area suggests a potential capacity to shift to pine species occurring in the EU territory. D. punctatus satisfies all the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest. Whether the Pinus commonly found in Europe could act as hosts is unknown but is fundamental, affecting the criteria of establishment and magnitude of impact.

Commodity risk assessment of Ligustrum ovalifolium and Ligustrum vulgare plants from the UK

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'High risk plants, plant products and other objects'. This Scientific Opinion covers plant health risks posed by plants of the evergreen Ligustrum ovalifolium and the semi-evergreen Ligustrum vulgare imported from the United Kingdom (UK) as: (a) bare root plants and (b) plants in pots, taking into account the available scientific information, including the technical information provided by the UK. The category (a) 'bare root plants' includes bundles of 1- to 3-year-old bare root whips or transplants and single 1- to 7-year-old bare root plants. The category (b) 'plants in pots' includes bundles of 1- to 2-year-old cell grown plants (only L. vulgare) and 1- to 5-year-old plants in pots. All pests associated with the commodities were evaluated against specific criteria for their relevance for this opinion. Two EU quarantine pests, Bemisia tabaci and Scirtothrips dorsalis, and one pest not regulated in the EU, Diaprepes abbreviatus, fulfilled all relevant criteria and were selected for further evaluation. For the selected pests, the risk mitigation measures proposed in the technical dossier from the UK were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom considering the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. In the assessment of risk, the age of the plants was considered, reasoning that older trees are more likely to be infested mainly due to longer exposure time and larger size. The degree of pest freedom varies among the pests evaluated, with B. tabaci being the pest most frequently expected on the imported plants. The Expert Knowledge Elicitation indicated with 95% certainty that between 9915 and 10,000 per 10,000 bare root plants and plants in pots will be free from B. tabaci.

Commodity risk assessment of Cornus alba and Cornus sanguinea plants from the UK

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'high risk plants, plant products and other objects'. Taking into account the available scientific information, including the technical information provided by the applicant country, this Scientific Opinion covers the plant health risks posed by the following commodities: Cornus alba and Cornus sanguinea bare-root plants and rooted plants in pots up to 7 years old imported into the EU from the UK. A list of pests potentially associated with the commodities was compiled. The relevance of any pest was assessed based on evidence following defined criteria. Four EU quarantine pests (Meloidogyne fallax, Phytophthora ramorum (non-EU isolates), tobacco ringspot virus, and tomato ringspot virus) and one EU non-regulated pest (Discula destructiva), were selected for further evaluation. For the selected pests, the risk mitigation measures implemented in the technical dossier from the UK were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The degree of pest freedom varies among the pests evaluated, with P. ramorum being the pest most frequently expected on the imported C. alba and C. sanguinea plants. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9823 and 10,000 bare-root C. alba and C. sanguinea plants per 10,000 will be free from P. ramorum.

Pest categorisation of Garella musculana

The European Commission requested the EFSA Panel on Plant Health to conduct a pest categorisation of Garella musculana (Erschov) (Lepidoptera: Nolidae), following a commodity risk assessment of Juglans regia plants for planting from Türkiye, in which G. musculana was identified as a pest of possible concern to the European Union (EU). Commonly known as the Asian walnut moth, this pest is native to Central Asia and develops on shoots, buds and fruits of Juglans species such as the English walnut, J. regia and the black walnut, J. nigra. Other reported host plants, such as Prunus dulcis and Populus spp., still require confirmation. The pest was first recorded in the EU (Bulgaria) in 2016 and was then reported in Romania in 2018 and Italy in 2021. This moth completes from one to four generations per year depending on environmental conditions (from valley to mountain forests and orchards up to an altitude of 2100 m). Eggs are laid in groups of 2-3 on young nuts or on buds of 1-year-old shoots. Neonate larvae usually enter the young nut through the peduncle. After fully exploiting one nut, the larva continues feeding in another one. Development takes 25-40 days. Larvae of the autumn generation do not enter the nuts, and so feed only in the pericarp. Larvae also often feed inside 1-year-old shoots or leaf axils. Larvae develop within the host but exit to pupate under loose bark or in deep cracks of bark. The pest overwinters at the larval or pupal stages. Plants for planting, cut branches and infested nuts provide pathways for entry. Climatic conditions and availability of host plants in southern and central EU MSs have allowed this species to establish and spread in Bulgaria, Romania and Italy. Adults can fly and the pest could spread naturally within the EU. Impact on Juglans spp. cultivated for fruit, timber and ornamental purposes is anticipated. Phytosanitary measures are available to reduce the likelihood of entry and further spread of G. musculana. This species meets the criteria that are within the remit of EFSA to assess for this species to be regarded as a potential Union quarantine pest.

Preference of Pentalonia nigronervosa for infected banana plants tends to reverse after Banana bunchy top virus acquisition

Pentalonia nigronervosa Coquerel (Hemiptera: Aphididae) is the vector of the Banana Bunchy Top Virus (BBTV), the most serious viral disease of banana (Musa spp.) in the world. Before acquiring the virus, the vector is more attracted to infected banana plants in response to the increased emissions of volatile organic compounds (VOCs). Here, we test the hypothesis that BBTV acquisition directly modifies the preference of P. nigronervosa for infected banana plants, and that the change in preference results from the alteration of the organs linked to the VOC detection or to the behaviour of the vector. We found that the preference of P. nigronervosa for infected banana plants reverses after virus acquisition in dessert banana, while it remains similar between healthy and infected banana plants before and after the acquisition of BBTV. At the same time, aphids reared on infected bananas had smaller forewing areas and hind tibia length than aphids reared on healthy bananas, although the number of secondary rhinaria on the antennae was lower on dessert banana-reared aphids than plantain-reared aphids, this was not affected by the infection status of the aphid. These results support the "vector manipulation hypothesis-VMH" of pathogens to promote their spread. They have implications for the BBTV management.

Commodity risk assessment of Corylus avellana plants from the UK

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'High risk plants, plant products and other objects'. This Scientific Opinion covers plant health risks posed by plants of Corylus avellana imported from the United Kingdom (UK) as: (a) bundles of 1- to 2-year old whips or transplants, (b) bundles of 1- to 2-year old cell grown plants, (c) 1- to 7-year old bare root single plants and (d) up to 15-year old single plants in pots, taking into account the available scientific information, including the technical information provided by the UK. All pests associated with the commodity were evaluated against specific criteria for their relevance for this opinion. Two EU quarantine pests, Phytophthora ramorum (non-EU isolates) and Thaumetopoea processionea fulfilled all relevant criteria and were selected for further evaluation. For the selected pests, the risk mitigation measures implemented in the technical dossier from the UK were evaluated taking into account the possible limiting factors. For these pests an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. In the assessment of risk, the age of the plants was considered, reasoning that older trees are more likely to be infested mainly due to longer exposure time and larger size. The degree of pest freedom varies among the pests evaluated, with P. ramorum being the pest most frequently expected on the imported plants. The expert knowledge elicitation indicated with 95% certainty that between 9939 and 10,000 of the single plants in pots up to 15-year old will be free from P. ramorum (non-EU isolates).

Pest categorisation of Malacosoma parallela

The EFSA Panel on Plant Health performed a pest categorisation of Malacosoma parallela (Staudinger) (Lepidoptera: Lasiocampidae) for the territory of the European Union, following commodity risk assessments of Berberis thunbergii, Malus domestica, Prunus persica and P. dulcis plants for planting from Türkiye, in which M. parallela came to attention as of possible concern. M. parallela is commonly known as the mountain ring silk moth and is a polyphagous leaf-eating pest in west-central Asia, primarily feeding on deciduous trees and shrubs, and known to cause serious damage to Malus, Prunus, and Quercus species. It is found at a range of altitudes from 130 m to 3000 m although most common above 1000 m. It is a univoltine species. Eggs are laid in masses on twigs and branches in the summer and larvae hatch the following spring to feed on buds and fresh leaves. Host plants can be completely defoliated. Plants for planting and cut branches provide pathways for entry, especially if infested with egg masses. Host availability and climate suitability suggest that parts of the EU would be suitable for establishment. Adults can fly and the pest could spread naturally within the EU although adults only live for a few days. Faster and more extensive spread is therefore more likely via egg masses moved on plants for planting. The introduction of M. parallela into the EU could lead to outbreaks causing damage to deciduous trees and shrubs in forests and orchards. Phytosanitary measures are available to inhibit the entry and spread of this species. M. parallela satisfies all the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Commodity risk assessment of Petunia spp. and Calibrachoa spp. unrooted cuttings from Guatemala

The European Commission requested the EFSA Panel on Plant Health to evaluate the probability of entry of pests (likelihood of pest freedom at entry), including both, regulated and non-regulated pests, associated with unrooted cuttings of the genera Petunia and Calibrachoa produced under physical isolation in Guatemala. The relevance of any pest for this opinion was based on evidence following defined criteria, based on the methodology used for high-risk plants adapted for the specificity of this assessment. Nineteen EU regulated pests (Bemisia tabaci, pepper golden mosaic virus, pepper huasteco yellow vein virus, tomato severe leaf curl virus, tomato yellow leaf curl virus, tomato spotted wilt virus, Liriomyza huidobrensis, Liriomyza sativae, Liriomyza trifolii, Bactericera cockerelli, Eotetranichus lewisi, Epitrix subcrinita, Epitrix cucumeris, Helicoverpa zea, Chloridea virescens, Spodoptera ornithogalli, Ralstonia solanacearum, Ralstonia pseudosolanacearum, Xanthomonas vesicatoria) and one EU non-regulated (Phenacoccus solenopsis) pest fulfilled all relevant criteria and were selected for further evaluation. For these pests, the risk mitigation measures proposed in the technical dossier from Guatemala were evaluated taking into account the possible limiting factors, and an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The limited and partially conflicting information provided in the dossier contributes to the wide estimates of pest freedom. The estimated degree of pest freedom varies among the pests evaluated, with Ralstonia spp. (R. solanacearum and R. pseudosolanacearum) being the pest most frequently expected on the imported cuttings. The expert knowledge elicitation indicated, with 95% certainty, that between 9916 and 10,000 bags containing unrooted cuttings per 10,000 would be free of Ralstonia spp.

Pest categorisation of Pratylenchus loosi

Following the EFSA commodity risk assessment of Malus domestica plants imported from Türkiye into the EU, the EFSA Panel on Plant Health performed a pest categorisation of Pratylenchus loosi (Nematoda: Pratylenchidae) for the EU. Pratylenchus loosi belongs to the order Rhabditida, subfamily Pratylenchidae. This nematode is not known to be present in the EU. The species is not included in the EU Commission Implementing Regulation 2019/2072. The pest occurs primarily in tropical, subtropical and warm temperate areas. It is widely distributed in Asian countries, with tea plants (Camellia sinensis) as the main host. The pest was reported from more than 60 plant species, but reports from hosts other than C. sinensis, e.g. citrus (Citrus spp.) and banana (Musa spp.), are associated with high uncertainty due to doubtful pest identification. Morphological and molecular methods are available for the identification of the pest. Pathways of entry are host plants for planting except seeds, as well as soil attached to plants for planting, machinery or footwear. Soil import to the EU is prohibited from third countries. The climatic preferences of P. loosi are compatible with the microclimatic conditions occurring in the areas of the EU where tea is grown outside. The impact of the nematode is primarily known for Asian countries, where it is a devastating pathogen on tea plants, but there is a key uncertainty on impacts on hosts other than tea. Considering the strong pathogenicity of the pest, its establishment in tea producing areas would have negative consequences for tea producers. Therefore, the Panel concludes that P. loosi satisfies all the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Pest categorisation of Pestalotiopsis microspora

Following an EFSA commodity risk assessment of bonsai plants (Pinus parviflora grafted on Pinus thunbergii) imported from China, the EFSA Plant Health Panel performed a pest categorisation of Pestalotiopsis microspora, a clearly defined plant pathogenic fungus of the family Pestalotiopsidaceae. The pathogen was reported on a wide range of monocotyledonous, dicotyledonous and gymnosperms, either cultivated or wild plant species, causing various symptoms such as leaf spot, leaf blight, scabby canker, fruit spot, pre- and post-harvest fruit rot and root rot. In addition, the fungus was reported as an endophyte on a wide range of asymptomatic plant species. This pest categorisation focuses on the hosts that are relevant for the EU and for which there is robust evidence that the pathogen was formally identified by a combination of morphology, pathogenicity and multilocus sequencing analyses. Pestalotiopsis microspora was reported in Africa, North, Central and South America, Asia and Oceania. In the EU, it was reported in the Netherlands. There is a key uncertainty on the geographical distribution of P. microspora worldwide and in the EU, because of the endophytic nature of the fungus, the lack of surveys, and because in the past, when molecular tools were not fully developed, the pathogen might have been misidentified as other Pestalotiopsis species or other members of the Pestalodiopsidaceae family based on morphology and pathogenicity tests. Pestalotiopsis microspora is not included in Commission Implementing Regulation (EU) 2019/2072. Plants for planting, fresh fruits, bark and wood of host plants as well as soil and other growing media associated with plant debris are the main pathways for the entry of the pathogen into the EU. Host availability and climate suitability in parts of the EU are favourable for the establishment and spread of the pathogen. The introduction and spread of the pathogen into the EU are expected to have an economic and environmental impact where susceptible hosts are grown. Phytosanitary measures are available to prevent the introduction and spread of the pathogen into the EU. Unless the restricted distribution in the EU is disproven, Pestalotiopsis microspora satisfies all the criteria that are within the remit of EFSA to assess for this species to be regarded as potential Union quarantine pest.

Pest categorisation of Pestalotiopsis disseminata

Following the commodity risk assessments of bonsai plants from China consisting of Pinus parviflora grafted on P. thunbergii performed by EFSA, the EFSA Plant Health Panel performed a pest categorisation of Pestalotiopsis disseminata, a clearly defined plant pathogenic fungus of the family Pestalotiopsidaceae. The pathogen has been reported on herbaceous, woody and ornamental plants causing symptoms such as leaf blight, shoot blight, seedling blight, pod canker, pre- and post-harvest fruit rot, and gummosis. Moreover, the fungus was reported as an endophyte on a wide range of asymptomatic hosts. The pathogen is present in Africa, North and South America, Asia, Europe and Oceania. It has been reported from the EU, with a restricted distribution (Portugal). There is a key uncertainty on the geographical distribution of P. disseminata in the EU and worldwide, because of the endophytic nature of the fungus, the lack of surveys and since the pathogen might have been misidentified based only on morphology and pathogenicity tests. The pathogen is not included in Commission Implementing Regulation (EU) 2019/2072. This pest categorisation focuses on those hosts that are relevant for the EU and for which there is robust evidence that the pathogen was formally identified by a combination of morphology, pathogenicity and multilocus sequence analysis. Plants for planting, fresh fruits, bark and wood of host plants as well as soil and other plant growing media are the main pathways for the entry of the pathogen into the EU. Host availability and climate suitability factors occurring in parts of the EU are favourable for the establishment of the pathogen. Despite the low aggressiveness observed in most reported hosts, and the fact that P. disseminata may colonise plants as an endophyte, its introduction and spread in the EU may have an economic and environmental impact (with a key uncertainty) where susceptible hosts are grown. Phytosanitary measures are available to prevent the introduction and spread of the pathogen. The Panel cannot conclude on whether P. disseminata satisfies all the criteria that are within the remit of EFSA to assess for this species to be regarded as potential Union quarantine pest, because of the key uncertainties on the restricted distribution in the EU and the magnitude of the impact.

Pest categorisation of Diaprepes abbreviatus

The EFSA Panel on Plant Health performed a pest categorisation of the citrus root weevil Diaprepes abbreviatus (L.) (Coleoptera: Curculionidae) for the European Union (EU) following the commodity risk assessment of Ligustrum delavayanum topiary grafted on L. japonicum plants from the UK in which D. abbreviatus was identified as a relevant non-regulated EU pest which could potentially enter the EU. This species is native to the Caribbean and was introduced to the continental USA in 1964, to Gran Canaria (Spain) in 2014 and to Madeira Island (Portugal) in 2018. It is a polyphagous insect, associated with more than 270 species in 60 plant families. Female D. abbreviatus can lay up to 5,000 eggs in clusters within leaves folded and glued together. Neonate larvae drop off the leaves onto the ground and enter the soil, where they feed on roots for several months. The mature larvae pupate in the soil. After emergence, adults usually stay on the first host plant they encounter and can move long distances on nursery stock. D. abbreviatus is not a regulated pest in the EU. It could enter and spread within the EU via the import and movement of host plants for planting, cut flowers and soil. Some host plants for planting (e.g. Vitis spp., Citrus spp.), and soil are prohibited from entering the EU from countries where this weevil is known to occur. The import of other host plants for planting and cut flowers is subject to phytosanitary certificate and that of soil attached to machinery is regulated. Host availability and climate suitability suggest that the southernmost coastal areas of southern EU MSs would be suitable for establishment of D. abbreviatus. Temporary establishment in greenhouses in other EU territories would be possible. The introduction of D. abbreviatus would likely cause impacts. Measures to prevent entry, spread and impact are available. D. abbreviatus satisfies all the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Pest categorisation of Lepidosaphes pineti, L. pini and L. piniphila

The EFSA Panel on Plant Health performed a pest categorisation of Lepidosaphes pineti Borchsenius the pine oyster scale, Lepidosaphes pini (Maskell) the Oriental pine scale and Lepidosaphes piniphila Borchsenius (Hemiptera: Diaspididae) for the EU, following a commodity risk assessment of dwarfed Pinus parviflora grafted onto P. thunbergii from China in which the three Lepidosaphes species were identified as pests of possible concern to the EU. All three species are native to Asia. L. pineti is only known from China; L. piniphila occurs in China, Japan and Malaysia; and L. pini is present in China, Japan, South Korea, Taiwan, and has been introduced to the USA. All three species feed primarily on Pinus spp., including several important forestry and ornamental trees, and L. pineti and L. pini have adapted to feed on North American species of pine. L. pineti also feeds on Torreya grandis; L. pini on Abies sp., Cunninghamia lanceolata, Cycas spp., Podocarpus spp., Taxus sp. and Torreya sp.; and L. piniphila on Podocarpus spp. and T. grandis. All developmental stages occur on the foliage. Host plants for planting and cut branches with foliage could provide pathways into the EU. However, prohibitions on the import of Pinus close the main pathway. Certain dwarfed Pinus spp. from Japan are provided with a derogation for entry into the EU. The main hosts (Pinus spp.) occur throughout the EU in climate zones that match those where the three Lepidosaphes species occur in Asia. If any of the three Lepidosaphes species were to enter the EU, conditions in most of the EU are conducive to establishment. Following establishment, impacts on pines by L. pineti and L. pini would be expected. There are no published reports of L. piniphila causing damage to pine. L. pineti and L. pini satisfy the criteria that are within the remit of EFSA to assess for them to be regarded as potential Union quarantine pests. L. piniphila does not satisfy the criteria, as there is no evidence that it is harmful; however, there is a key uncertainty regarding whether it is synonymous with a closely related species, L. pitysophila, which is recorded as a pest of pine in China.

Pest categorisation of Mimela testaceipes

The EFSA Panel on Plant Health performed a pest categorisation of Mimela testaceipes (Coleoptera: Scarabaeidae), the striated chafer, for the EU, following a commodity risk assessment of dwarfed Pinus parviflora grafted onto P. thunbergii from China in which M. testaceipes was identified as a pest of possible concern to the EU. M. testaceipes occurs in Japan, northeast China, Far East Russia, South Korea and very likely North Korea. Adults are recognised pests feeding on and damaging the needles of Japanese cedar (Cryptomeria japonica), Japanese cypress (Chamaecyparis obtusa) and Japanese larch (Larix leptolepis) which are important forestry trees where the pest currently occurs. It has adapted to feed on the needles of Pinus species introduced into its native area, such as P. taeda, which is native to southeastern USA although M. testaceipes is not regarded as a significant pest of pines. Larvae are reported to cause root damage to grasses, as well as conifers. Eggs are usually laid in grassy soils by females that develop on conifer species. Larvae develop in the soil feeding on the roots of grasses or conifer hosts. Larvae overwinter in the soil and take 2 or 3 years to develop. In principle soil, host plants for planting and cut branches with foliage could provide pathways into the EU. However, prohibitions on the import of soil and hosts such as Chamaecyparis, Larix and Pinus regulate such pathways into the EU. Nevertheless, certain dwarfed Pinus spp. from Japan are provided with a derogation for entry into the EU. In addition, the host C. japonica is unregulated and could also provide a pathway. Hosts occur in the EU in climate zones that match those where M. testaceipes occurs in Asia. If M. testaceipes were to enter the EU, conditions in central and northern EU are conducive to establishment. Following establishment, impacts on Japanese cedar, Japanese cypress and Japanese larch would be expected; it is possible that M. testaceipes could adapt to feed on Pinus and Larix species growing in Europe. M. testaceipes satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

The aphid Pentalonia nigronervosa (Hemiptera: Aphididae) takes advantage from the quality change in banana plant associated with Banana bunchy top virus infection

Viral diseases can change plant metabolism, with potential impacts on the quality of the plant's food supply for insect pests, including virus vectors. The banana aphid, Pentalonia nigronervosa Coquerel, is the vector of the Banana bunchy top virus (BBTV), the causal agent of Banana bunchy top disease (BBTD), the most devastating viral disease of bananas in the world. The effect of BBTV on the life-history traits and population dynamics of P. nigronervosa remains poorly understood. We therefore studied the survival rate, longevity, daily fecundity per aphid, tibia length, population growth, and winged morph production of a P. nigronervosa clone grown on healthy or infected, dessert, or plantain banana plants. We found that daily fecundity was higher on infected banana than on healthy banana plants (plantain and dessert), and on plantain than on dessert banana plants (healthy and infected). Survival and longevity were lower on infected dessert bananas than on other types of bananas. In addition, virus infection resulted in a decrease in aphid hind tibia length on both plant genotypes. The survival and fecundity table revealed that the aphid net reproduction rate (Ro) was highest on plantains (especially infected plantain), and the intrinsic growth rate (r) was highest on infected plants. Finally, the increase of aphids and alate production was faster first on infected plantain, then on healthy plantain, and lower on dessert banana (infected and uninfected). Our results reinforce the idea of indirect and plant genotype-dependent manipulation of P. nigronervosa by the BBTV.

Pest categorisation of Pochazia shantungensis

The EFSA Panel on Plant Health performed a pest categorisation of Pochazia shantungensis (Hemiptera: Auchenorrhyncha: Ricaniidae) for the EU following commodity risk assessments of Malus domestica, Prunus persica, P. dulcis and Robinia pseudoacacia plants for planting from Türkiye in which P. shantungensis was identified as a pest that could potentially enter the EU. The native range of P. shantungensis is China (Shaanxi, Shandong and Zhejiang provinces), but around 2010, the species entered the Republic of Korea and rapidly spread. Small and localised populations were also recently found in Türkiye (Marmara) and southern Russia (Krasnodyarskiy kray). Within the EU, a few individuals have been recorded in Italy (Pistoia province, Tuscany), in one locality in southern France (Alpes-Maritimes), in the Netherlands (Western Netherlands) and in one garden in Germany (Baden-Württemberg) where it was eradicated. P. shantungensis is not listed in Annex II of Commission Implementing Regulation (EU) 2019/2072. It is polyphagous, feeding on plants belonging to more than 200 species including many crop and ornamental plants. Economically important hosts in the EU include apple (M. domestica), citrus (Citrus spp.), walnut (Castanea sp.) and ornamentals such as hibiscus (Hibiscus spp.) and camellia (Camellia japonica), as well as forest trees, mostly deciduous. In the Republic of Korea, the species has one generation per year. It overwinters as eggs and goes through five nymphal instars. Its impact is due to oviposition obstructing the vascular system of its hosts, depletion of the host resources and egestion of honeydew promoting the development of sooty moulds. Plants for planting constitute the main pathway for entry into the EU and for spread. Climatic conditions in southern EU countries and host plant availability in those areas would allow establishment and spread. The introduction of P. shantungensis is expected to have an economic impact in the EU through the reduction in yield, quality and commercial value of fruits and ornamental plants. Phytosanitary measures are available to reduce the likelihood of entry and further spread. P. shantungensis meets the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Guidance on protocol development for EFSA generic scientific assessments

EFSA Strategy 2027 outlines the need for fit-for-purpose protocols for EFSA generic scientific assessments to aid in delivering trustworthy scientific advice. This EFSA Scientific Committee guidance document helps address this need by providing a harmonised and flexible framework for developing protocols for EFSA generic assessments. The guidance replaces the 'Draft framework for protocol development for EFSA's scientific assessments' published in 2020. The two main steps in protocol development are described. The first is problem formulation, which illustrates the objectives of the assessment. Here a new approach to translating the mandated Terms of Reference into scientifically answerable assessment questions and sub-questions is proposed: the 'APRIO' paradigm (Agent, Pathway, Receptor, Intervention and Output). Owing to its cross-cutting nature, this paradigm is considered adaptable and broadly applicable within and across the various EFSA domains and, if applied using the definitions given in this guidance, is expected to help harmonise the problem formulation process and outputs and foster consistency in protocol development. APRIO may also overcome the difficulty of implementing some existing frameworks across the multiple EFSA disciplines, e.g. the PICO/PECO approach (Population, Intervention/Exposure, Comparator, Outcome). Therefore, although not mandatory, APRIO is recommended. The second step in protocol development is the specification of the evidence needs and the methods that will be applied for answering the assessment questions and sub-questions, including uncertainty analysis. Five possible approaches to answering individual (sub-)questions are outlined: using evidence from scientific literature and study reports; using data from databases other than bibliographic; using expert judgement informally collected or elicited via semi-formal or formal expert knowledge elicitation processes; using mathematical/statistical models; and - not covered in this guidance - generating empirical evidence ex novo. The guidance is complemented by a standalone 'template' for EFSA protocols that guides the users step by step through the process of planning an EFSA scientific assessment.

Assessment of the probability of introduction of Thaumatotibia leucotreta into the European Union with import of cut roses

Following a request from the European Commission, the EFSA Panel on Plant Health performed a quantitative pest risk assessment to assess whether the import of cut roses provides a pathway for the introduction of Thaumatotibia leucotreta (Lepidoptera: Tortricidae) into the EU. The assessment was limited to the entry and establishment steps. A pathway model was used to assess how many T. leucotreta individuals would survive and emerge as adults from commercial or household wastes in an EU NUTS2 region climatically suitable in a specific season. This pathway model for entry consisted of three components: a cut roses distribution model, a T. leucotreta developmental model and a waste model. Four scenarios of timing from initial disposal of the cut roses until waste treatment (3, 7, 14 and 28 days) were considered. The estimated median number of adults escaping per year from imported cut roses in all the climatically suitable NUTS2 regions of the EU varied from 49,867 (90% uncertainty between 5,298 and 234,393) up to 143,689 (90% uncertainty between 21,126 and 401,458) for the 3- and 28-day scenarios. Assuming that, on average, a successful mating will happen for every 435 escaping moths, the estimated median number of T. leucotreta mated females per year from imported cut roses in all the climatically suitable NUTS2 regions of the EU would vary from 115 (90% uncertainty between 12 and 538) up to 330 (90% uncertainty between 49 and 923) for the 3- and 28-day scenarios. Due to the extreme polyphagia of T. leucotreta, host availability will not be a limiting factor for establishment. Climatic suitability assessment, using a physiologically based demographic modelling approach, identified the coastline extending from the northwest of the Iberian Peninsula through the Mediterranean as area suitable for establishment of T. leucotreta. This assessment indicates that cut roses provide a pathway for the introduction of T. leucotreta into the EU.

Commodity risk assessment of Quercus petraea plants from the UK

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'High-risk plants, plant products and other objects'. This Scientific Opinion covers plant health risks posed by plants of Quercus petraea imported from the UK as: (a) bundles of 1- to 2-year-old whips and seedlings, (b) 1- to 7-year-old bare root plants for planting and (c) less than 1- to 15-year-old plants in pots, taking into account the available scientific information, including the technical information provided by the UK. All pests associated with the commodity were evaluated against specific criteria for their relevance for this opinion. Two EU quarantine pests, Cronartium quercuum and Phytophthora ramorum (non-EU isolates), two protected zone quarantine pests, Cryphonectria parasitica and Thaumetopoea processionea, and four pests not regulated in the EU, Coniella castaneicola, Meloidogyne mali, Phytophthora kernoviae and Trinophylum cribratum, fulfilled all relevant criteria and were selected for further evaluation. For the selected pests, the risk mitigation measures included in the technical dossier from the UK were evaluated taking into account the possible limiting factors. For these pests an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. In the assessment of risk, the age of the plants was considered, reasoning that older trees are more likely to be infested mainly due to longer exposure time and larger size. The degree of pest freedom varies among the pests evaluated, with C. castaneicola being the pests most frequently expected on the imported plants. The Expert knowledge elicitation indicated with 95% certainty that between 9,711 and 10,000 per 10,000 less than 1- to 15-year-old plants in pots will be free from C. castaneicola.

Pest categorisation of Didesmococcus unifasciatus

The EFSA Panel on Plant Health performed a pest categorisation of Didesmococcus unifasciatus (Hemiptera: Sternorrhyncha: Coccidae) for the EU following commodity risk assessments of Malus domestica (apple), Prunus dulcis (almond) and P. persica (peach) plants for planting from Türkiye in which D. unifasciatus was identified as a pest that could potentially enter the EU. It was first described in Uzbekistan and is widely distributed in Central and Western Asia, including Türkiye (where it was recently reported as limited to the Hakkari and Diyarbakir regions in the Asian part of the country). It has not been reported within the EU. It is not listed in Annex II of Commission Implementing Regulation (EU) 2019/2072. It completes one generation per year; a female lays between 1,500 and 2,400 eggs. It feeds on several important fruit trees of the family Rosaceae (e.g. P. dulcis, M. domestica), as well as Ficus carica and Ulmus sp. Most of its hosts are widely cultivated in the EU. Woody plants for planting and cut branches are the main potential pathways for entry of D. unifasciatus into the EU. Climatic conditions and availability of host plants would likely allow this species to establish and spread in southern parts of the EU. Just as in other invaded areas, the presence of many of its natural enemies in the EU is likely to prevent the scale from becoming an economic or environmental pest. Nevertheless, phytosanitary measures are available to reduce the likelihood of entry and spread. Considering the weight of evidence, D. unifasciatus does not meet all the criteria that are within the remit of EFSA to assess for this species to be regarded as a potential Union quarantine pest.

Commodity risk assessment of Malus domestica plants from Bosnia and Herzegovina

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'High-risk plants, plant products and other objects'. This Scientific Opinion covers plant health risks posed by bare root plants of Malus domestica grafted on rootstocks of either Malus domestica or Malus sylvestris imported from Bosnia and Herzegovina (BIH), taking into account the available scientific information, including the technical information provided by Bosnia and Herzegovina. All pests associated with the commodities were evaluated against specific criteria for their relevance for this opinion. One protected zone quarantine pest, Erwinia amylovora, fulfilled all relevant criteria and was selected for further evaluation. For E. amylovora, special requirements are specified in Commission Implementing Regulation (EU) 2019/2072. Based on the information provided in the Dossier, these specific requirements for E. amylovora are not met.

Commodity risk assessment of Quercus robur plants from the UK

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as 'High-risk plants, plant products and other objects'. This Scientific Opinion covers plant health risks posed by plants of Quercus robur imported from the UK as: (a) bundles of 1- to 2-year-old whips and seedlings, (b) 1- to 7-year-old bare root plants for planting and (c) less than 1- to 15-year-old plants in pots, taking into account the available scientific information, including the technical information provided by the UK. All pests associated with the commodity were evaluated against specific criteria for their relevance for this opinion. Two EU quarantine pests, Cronartium quercuum and Phytophthora ramorum (non-EU isolates), two protected zone quarantine pests, Cryphonectria parasitica and Thaumetopoea processionea and four pests not regulated in the EU, Coniella castaneicola, Meloidogyne mali, Phytophthora kernoviae and Trinophylum cribratum, fulfilled all relevant criteria and were selected for further evaluation. For the selected pests, the risk mitigation measures included in the technical dossier from the UK were evaluated taking into account the possible limiting factors. For these pests an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. In the assessment of risk, the age of the plants was considered, reasoning that older trees are more likely to be infested mainly due to longer exposure time and larger size. The degree of pest freedom varies among the pests evaluated, with C. castaneicola being the pest most frequently expected on the imported plants. The expert knowledge elicitation indicated with 95% certainty that between 9,711 and 10,000 per 10,000 less than 1- to 15-year-old plants in pots will be free from C. castaneicola.

Pest categorisation of Setoptus parviflorae

The EFSA Plant Health Panel performed a pest categorisation of Setoptus parviflorae (Acari: Eriophyoidea: Phytoptidae) for the European Union (EU). This mite is not listed in Annex II of Commission Implementing Regulation (EU) 2019/2072. It is known to occur in the Nanjing Botanical Garden (China) on Pinus parviflora. This is its only known host plant and location. The mite occurs on the needles and in the needle sheaths. Details about its life cycle are mostly unknown. Plants for planting, including dwarfed plants, of P. parviflora are the main potential pathway for entry into the EU. However, plants of the genus Pinus other than fruit and seeds are mostly prohibited from entering the EU (Commission Implementing Regulation (EU) 2019/2072). The host, P. parviflora, can be found in temperate-zone gardens and arboreta, and is a popular tree for bonsai in the EU. Although the Köppen-Geiger climate type Cfa (humid subtropical), which occurs in Nanjing, can be found in the EU, the growing conditions of P. parviflora at the Nanjing Botanical Garden were not reported. This adds uncertainty about where in the EU this mite could establish, most probably on ornamental P. parviflora. There is no evidence of impact of S. parviflorae. Measures to prevent entry and spread are available. S. parviflorae does not satisfy all the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest, as there is no evidence of impact.

Pest categorisation of Hoplolaimus galeatus

The EFSA Panel on Plant Health performed a pest categorisation of Hoplolaimus galeatus (Nematoda: Hoplolaimidae) for the EU. H. galeatus belongs to the order Rhabditida, subfamily Hoplolaiminae. This nematode is not reported from the EU and is not included in the EU Commission Implementing Regulation 2019/2072. It is widely distributed in the USA and is also reported from South America, Africa, Asia and Australia. The identity of H. galeatus is clearly defined and methods for its identification are available. H. galeatus is polyphagous and natural hosts include barley, wheat, rye, red and white clover, alfalfa, cabbage, pine, spruce, oak, apple, grapevine, as well as various ornamental plants and turf grasses. These hosts are grown over vast areas of the EU. The climate of the EU is suitable for the establishment of H. galeatus. Pathways of entry are host plants for planting except seeds, but also soil as a contaminant. Soil import to the EU is prohibited and special requirements apply to import of machinery for agricultural/forestry purposes from third countries. Impact of the nematode is best known for North American plant species. The nematode has been reported to damage cotton, maize, soybean, pine, oak and turfgrass. Many of the hosts represent a considerable economic and environmental value to the EU. Therefore, the Panel concludes that H. galeatus satisfies all the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Complete Genome Sequencing of Three Clade-1 Xanthomonads Reveals Genetic Determinants for a Lateral Flagellin and the Biosynthesis of Coronatine-Like Molecules in Xanthomonas

Evolutionarily, early-branching xanthomonads, also referred to as clade-1 xanthomonads, include major plant pathogens, most of which colonize monocotyledonous plants. Seven species have been validly described, among them the two sugarcane pathogens Xanthomonas albilineans and Xanthomonas sacchari, as well as Xanthomonas translucens, which infects small-grain cereals and diverse grasses but also asparagus and pistachio trees. Single-gene sequencing and genomic approaches have indicated that this clade likely contains more, yet-undescribed species. In this study, we sequenced representative strains of three novel species using long-read sequencing technology. Xanthomonas campestris pv. phormiicola strain CFBP 8444 causes bacterial streak on New Zealand flax, another monocotyledonous plant. Xanthomonas sp. strain CFBP 8443 has been isolated from common bean, and Xanthomonas sp. strain CFBP 8445 originated from banana. Complete assemblies of the chromosomes confirmed their unique phylogenetic position within clade 1 of Xanthomonas. Genome mining revealed novel genetic features, hitherto undescribed in other members of the Xanthomonas genus. In strain CFBP 8444, we identified genes related to the synthesis of coronatine-like compounds, a phytotoxin produced by several pseudomonads, which raises interesting questions about the evolution and pathogenicity of this pathogen. Furthermore, strain CFBP 8444 was found to contain a second, atypical flagellar gene cluster in addition to the canonical flagellar gene cluster. Overall, this research represents an important step toward better understanding the evolutionary history and biology of early-branching xanthomonads.

Pest categorisation of Blissus insularis

The EFSA Panel on Plant Health performed a pest categorisation of Blissus insularis (Hemiptera: Heteroptera: Blissidae) for the European Union (EU) territory. B. insularis, known in the US as the southern chinch bug, primarily feeds on St. Augustine grass (Stenotaphrum secundatum, Poaceae, subfamily Panicoideae). This is a lawn grass grown in warm, tropical and subtropical regions of the world and which is widely grown in the southern US and also used in southern EU as a lawn and amenity grass. Adults and nymphs aggregate to feed at the base of the grass. B. insularis occurs in the southern continental US, Hawaii, Guam, Mexico, Central and South America, and across the Caribbean. In the EU, B. insularis was first detected in Portugal in 2019, where following a national survey, it has now been found in 10 municipalities across the central and southern parts of the country. The pathway for entry into Portugal is unknown. B. insularis is not a regulated pest in the EU. It could further enter and spread within the EU via the import and movement of host plants for planting. S. secundatum is vegetatively propagated because seed is largely sterile. Many Poaceae plants for planting are prohibited from entering the EU, other than some ornamental perennial grasses. Whether S. secundatum is considered an ornamental grass within phytosanitary legislation is not clear. Host availability and climate suitability suggest that southern EU regions extending from the Atlantic coast of Portugal through the Mediterranean would be suitable for B. insularis establishment. The introduction of B. insularis to such areas of the EU would likely cause impacts to St. Augustine grass, as already seen in Portugal. Measures to prevent further entry and spread are available. Options to reduce the impact of established populations are also available. B. insularis satisfies all the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Pest categorisation of Euzophera semifuneralis

The EFSA Panel on Plant Health performed a pest categorisation of Euzophera semifuneralis (Lepidoptera: Pyralidae), the American plum borer for the EU. This insect is native to North America, reported from the United States, Canada and Mexico. Out of its native range it is only present in Türkiye. It has not been reported in the EU and is not listed in Annex II of Commission Implementing Regulation (EU) 2019/2072. It can complete from one up to three generations per year in its native range and is polyphagous, feeding on 22 genera in 16 plant families. Host plant species commonly found in the EU include black walnut (Juglans nigra), mulberry (Morus alba, M. nigra), olive (Olea europaea), almond (Prunus dulcis), apricot (P. armeniaca), peach (P. persica), plum (P. domestica), sweet cherry (P. avium), apple (Malus domestica), pear (Pyrus communis) and pomegranate (Punica granatum). E. semifuneralis is generally known as pest of trees affected by mechanical injuries, frost or canker diseases. The pest is also known to vector the fungus Ceratocystis fimbriata which is not known to occur in the EU. Climatic conditions and availability of host plants in some EU countries would allow this species to establish and spread. Impact in cultivated hosts including apples, plums, mulberries, almond, olive and ornamental broadleaf trees is anticipated. Phytosanitary measures are available to reduce the likelihood of entry and spread. E. semifuneralis meets the criteria that are within the remit of EFSA to assess for this species to be regarded as a potential Union quarantine pest.

Pest categorisation of the avocado sunblotch viroid

The EFSA Panel on Plant Health conducted a pest categorisation of the avocado sunblotch viroid (ASBVd) for the EU. The identity of ASBVd, a member of the genus Avsunviroid (family Avsunviroidae) is clearly defined and detection and identification methods are available. The pathogen is not included in the EU Commission Implementing Regulation 2019/2072. ASBVd has been reported in Australia, Ghana, Guatemala, Israel, Mexico, Peru, South Africa, USA (California, Florida) and Venezuela. In the EU, it has been reported in Greece (Crete Island) and Spain. The pathogen could establish in the EU wherever avocado (Persea americana) is grown. The only known natural host of ASBVd is avocado to which it causes the severe 'avocado sunblotch' disease, characterised by white, yellow, red or necrotic depressed areas or scars on the fruit surface, bleached veins and petioles of the leaf, and rectangular cracking patterns in the bark of the old branches. Fruit yield and quality are severely diminished. ASBVd infects under experimental conditions a few more species in the family Lauraceae. The viroid is naturally transmitted at an extremely high rate by seeds (up to 100% in asymptomatically infected trees), but with a low efficiency by pollen (only to the produced seeds), and possibly through root grafts. Plants for planting, including seeds, and fresh avocado fruits were identified as the most relevant pathways for further entry of ASBVd into the EU. Avocado crops are cultivated in southern EU countries. Should the pest further enter and establish in the EU, impact on the production of avocado is expected. Phytosanitary measures are available to prevent entry and spread of the viroid in the EU. ASBVd fulfils the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

On the use of antibiotics to control plant pathogenic bacteria: a genetic and genomic perspective

Despite growing attention, antibiotics (such as streptomycin, oxytetracycline or kasugamycin) are still used worldwide for the control of major bacterial plant diseases. This raises concerns on their potential, yet unknown impact on antibiotic and multidrug resistances and the spread of their genetic determinants among bacterial pathogens. Antibiotic resistance genes (ARGs) have been identified in plant pathogenic bacteria (PPB), with streptomycin resistance genes being the most commonly reported. Therefore, the contribution of mobile genetic elements (MGEs) to their spread among PPB, as well as their ability to transfer to other bacteria, need to be further explored. The only well-documented example of ARGs vector in PPB, Tn5393 and its highly similar variants (carrying streptomycin resistance genes), is concerning because of its presence outside PPB, in Salmonella enterica and Klebsiella pneumoniae, two major human pathogens. Although its structure among PPB is still relatively simple, in human- and animal-associated bacteria, Tn5393 has evolved into complex associations with other MGEs and ARGs. This review sheds light on ARGs and MGEs associated with PPB, but also investigates the potential role of antibiotic use in resistance selection in plant-associated bacteria.

Pest categorisation of Coleosporium asterum, C. montanum and C. solidaginis

The EFSA Plant Health Panel performed a pest categorisation of Coleosporium asterum (Dietel) Sydow & P. Sydow, Coleosporium montanum (Arthur & F. Kern) and Coleosporium solidaginis (Schwein.) Thüm, three basidiomycete fungi belonging to the family Coleosporiaceae, causing rust diseases on Pinus spp. (aecial hosts) and on Asteraceae (telial hosts). Coleosporium asterum was described on Aster spp. in Japan and has been reported from China, Korea, France and Portugal. Coleosporium montanum is native to North America, has been introduced to Asia and has been reported from Austria on Symphyotrichum spp. Coleosporium solidaginis has been reported on Solidago spp. from North America, Asia and Europe (Switzerland and Germany). There is a key uncertainty about these reported distributions, due to the until recently accepted synonymy between these fungi and the lack of molecular studies. The pathogens are not listed in Annex II of Commission Implementing Regulation (EU) 2019/2072, an implementing act of Regulation (EU) 2016/2031, or in any emergency plant health legislation. There are no reports of interceptions of C. asterum, C. montanum or C. solidaginis in the EU. The pathogens can further enter into, establish in and spread within the EU via host plants for planting, other than seeds and host plant parts (e.g. cut flowers, foliage, branches), other than fruits. Entry into and spread within the EU may also occur by natural means. Host availability and climate suitability in the EU are favourable for the establishment of the pathogens in areas where host plants in the Asteraceae and Pinaceae co-exist. Impacts can be expected on both aecial and telial hosts. Phytosanitary measures are available to reduce the risk of further introduction and spread of the three pathogens in the EU. Coleosporium asterum, C. montanum and C. solidaginis satisfy the criteria that are within the remit of EFSA to assess for these species to be regarded as Union quarantine pests, but a key uncertainty exists about their EU distribution.

Pest categorisation of Diplodia bulgarica

The EFSA Plant Health Panel performed a pest categorisation of Diplodia bulgarica, a clearly defined plant pathogenic fungus of the family Botryosphaeriaceae. The pathogen affects Malus domestica, M. sylvestris and Pyrus communis causing various symptoms such as canker, twig blight, gummosis, pre- and post-harvest fruit rot, dieback and tree decline. The pathogen is present in Asia (India, Iran, Türkiye) and in non-EU Europe (Serbia). Concerning the EU, the pathogen is present in Bulgaria and widespread in Germany. There is a key uncertainty on the geographical distribution of D. bulgarica worldwide and in the EU, because in the past, when molecular tools were not available, the pathogen might have been misidentified as other Diplodia species (e.g. D. intermedia, D. malorum, D. mutila, D. seriata) or other members of the Botryosphaeriaceae family affecting apple and pear based only on morphology and pathogenicity tests. Diplodia bulgarica is not included in Commission Implementing Regulation (EU) 2019/2072. Plants for planting, other than seeds, fresh fruits, and bark and wood of host plants as well as soil and other plant-growing media carrying plant debris are the main pathways for the further entry of the pathogen into the EU. Host availability and climate suitability factors are favourable for the further establishment of the pathogen in the EU. In the areas of its present distribution, including Germany, the pathogen has a direct impact on cultivated hosts. Phytosanitary measures are available to prevent the further introduction and spread of the pathogen into the EU. Diplodia bulgarica satisfies the criteria that are within the remit of EFSA to assess for this species to be regarded as potential Union quarantine pest.

All pests associated with the commodities were evaluated against specific criteria for their relevance for this opinion. Two quarantine pests (tobacco ringspot virus and tomato ringspot virus), one protected zone quarantine pest (Erwinia amylovora) and four non-regulated pests (Colletotrichum aenigma, Meloidogyne mali, Eulecanium excrescens and Takahashia japonica) that fulfilled all relevant criteria were selected for further evaluation. For Erwinia amylovora, special requirements are specified in Commission Implementing Regulation (EU) 2019/2072. Based on the information provided in the dossier, these specific requirements for E. amylovora are met. For the remaining six pests, the risk mitigation measures proposed in the technical Dossier from the UK were evaluated, taking into account the possible limiting factors. For these pests, expert judgement is given on the likelihood of pest freedom, taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The degree of pest freedom varies among the pests evaluated, with scales (Eulecanium excrescens and Takahashia japonica) being the pests most frequently expected on the imported bundles of bare root plants or rooted cell grown young plants. The expert knowledge elicitation indicated with 95% certainty that between 9,976 and 10,000 bundles (one bundle consisting of 5-15 plants for bare root plants or 25-50 plants for cell grown young plants) per 10,000 would be free from the above-mentioned scales.

Pest categorisation of Nilaparvata lugens

The EFSA Panel on Plant Health performed a pest categorisation of Nilaparvata lugens (Hemiptera: Delphacidae), the brown planthopper, for the European Union. N. lugens is widespread in Asia where it is native; it also occurs in Oceania where it is naturalised. N. lugens is not known to be present in the EU and is not listed in Annex II of Commission Implementing Regulation (EU) 2019/2072. It is a monophagous species and a major pest of rice (Oryza sativa). High populations of planthoppers cause leaves to initially turn orange yellow before becoming brown and dry and this is a condition called 'hopperburn' that kills the plant. N. lugens can also transmit plant viruses. It can complete 12 generations per year in tropical areas, where it resides year-round. N. lugens can undertake long-distance migration of up to 500 km from tropical areas to form transient populations in sub-tropical and temperate areas but due to low temperatures and absence of rice plants during the winter it does not establish in such areas. Entry to the EU via migration is unlikely given the distance from tropical rice growing areas. A possible but unlikely potential pathway is the import of infested rice seedlings, although we have no evidence that such trade exists. In the EU, rice is mainly planted from seed; when transplanted, it is sourced locally. N. lugens is very unlikely to survive year-round in the EU due to unsuitable climate and lack of hosts during the winter. Consequently, the pest is very unlikely to become established in the EU territory. Nevertheless, there are measures available to further reduce the likelihood of entry, establishment and spread of N. lugens within the EU. N. lugens does not satisfy the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Pest categorisation of coconut cadang-cadang viroid

The EFSA Panel on Plant Health updated its 2017 pest categorisation of coconut cadang cadang viroid (CCCVd) for the EU territory due to new data on its host range. The identity of CCCVd, a member of the genus Cocadviroid (family Pospiviroidae), is established and detection and identification methods are available. It is included as a quarantine pest for the EU in the Commission Implementing Regulation (EU) 2019/2072. CCCVd has been reported from the Philippines and Malaysia. It is not known to be present in the EU. The host range of CCCVd is restricted to Arecaceae species (palms), in particular, coconut palm (Cocos nucifera) to which it causes a lethal disease. Oil palm (Elaeis guineensis) and buri palm (Corypha utan) are other natural hosts of CCCVd. Palm species of several genera, including Phoenix spp. and other species grown and/or cultivated in the EU, have been identified as potential hosts. The viroid is naturally transmitted at low rate by seeds and pollen and possibly by additional not yet identified natural transmission means. It can be transmitted through vegetative propagation applied to some palm species. Plants for planting including seeds of its hosts have been identified as the main entry pathway of CCCVd. Potential hosts of CCCVd are present in the EU, therefore establishment is possible. Should the pest establish in the EU, an impact is expected, with uncertainty on its magnitude. The Panel identified the susceptibility of palm species grown in the EU as a key uncertainty potentially affecting the conclusion of this pest categorisation. Nevertheless, the pest satisfies the criteria that are within the remit of EFSA to assess for this viroid to be regarded as potential Union quarantine pest.

Pest categorisation of Takahashia japonica

The EFSA Panel on Plant Health performed a pest categorisation of Takahashia japonica (Hemiptera: Sternorrhyncha: Coccidae), the Asian string cottony scale, for the EU. This insect is native to Japan, and it is now established in many countries in Asia. It was first recorded in the EU (Italy) in 2017 and has also been found in Croatia. It is not listed in Annex II of Commission Implementing Regulation (EU) 2019/2072. It is polyphagous, feeding on broad-leafed trees and shrubs assigned to 25 genera belonging to 17 families. Host plant species commonly found in EU include maple (Acer spp.), alder (Alnus japonica), silkworm mulberry (Morus alba), black mulberry (Morus nigra), quince (Cydonia oblonga), walnut (Juglans regia), cherry plum (Prunus cerasifera), apple (Malus domestica) and citrus (Citrus sp.). Climatic conditions and availability of host plants in southern and central EU countries have allowed this species to establish and spread. Impact in cultivated hosts including citrus, mulberries, quinces, apples, plums, forest trees, as well as ornamental plants, is anticipated. Phytosanitary measures are available to reduce the likelihood of entry and further spread. T. japonica meets the criteria that are within the remit of EFSA to assess for this species to be regarded as a potential Union quarantine pest.

Pest categorisation of Solenopsis invicta

The EFSA Panel on Plant Health performed a pest categorisation of Solenopsis invicta Butler (Hymenoptera: Formicidae) the red imported fire ant, for the EU territory. S. invicta is native to central South America and has spread to North and Central America, East Asia and Australia where it is recognised as a major invasive species causing serious environmental impacts to biodiversity and harming horticultural crops such as cabbage, eggplant and potatoes. It can girdle and kill young citrus trees. S. invicta is not listed as a Union quarantine pest in Annex II of Commission Implementing Regulation (EU) 2019/2072. However, the European Scientific Forum on Invasive Alien Species lists S. invicta as a species of Union concern (Commission Implementing Regulation (EU) 2022/1203). Like other ant species, S. invicta is a social insect commonly creating colonies in the soil. Long-distance spread in the Americas has been attributed to nests being carried in soil accompanying plants for planting, or simply in soil alone. S. invicta could enter the EU via conveyances carrying a wide range of goods if the conveyance is contaminated with soil or has been in close contact with soil, and with plants for planting in soil or growing media. Climatic conditions in large parts of the southern EU are suitable for establishment and spread would occur when mated females disperse to form new colonies. If S. invicta established in the EU, losses to horticultural crops would be expected in addition to losses to biodiversity. The impacts of S. invicta go beyond plant health with the ant attacking new-born, hatching, weak or sick animals. Stings can cause allergic reactions in humans and are a public health issue. However, such factors are outside the scope of a pest categorisation. S. invicta satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.
