Social incentives as nudges for agricultural knowledge diffusion and willingness to pay for certified seeds: Experimental evidence from Uganda

A transition from low-input subsistence farming in Sub-Saharan Africa will require the use of yield-increasing agricultural technologies. However, in developing countries, most farmers continue to rely heavily on pest-infested and disease-infected recycled seed from own or local sources leading to low yields. This study used a field experiment to examine the effect of a social incentive combined with goal setting on the diffusion of agricultural knowledge and uptake of quality certified seed by farmers. We relaxed the seed access and information/knowledge constraints by introducing improved varieties of sweetpotato in the study villages and providing training to carefully selected progressive farmers who were then linked to co-villagers. We find that social incentives combined with goal setting reduced the likelihood of the trained progressive farmers reaching out to co-villagers to share information and discuss farming. Further, social incentive combined with goal setting had no significant effect on knowledge and experimentation by progressive farmers, and on willingness to pay for improved seed - as elicited through auctions, our proxy for experimentation, by co-villagers. These findings suggest that the combination of goal setting and public recognition acted to crowd-out diffusion effort. We conclude that social incentive combined with goal setting by established progressive farmers already enjoying a certain degree of public recognition is not sufficient to induce effort in learning and experimentation with agricultural innovations. These results have implications for design of policy and extension services to promote adoption of agricultural technologies with proven food and nutrition security benefits in developing countries.

A randomised controlled trial to test the effects of fish aggregating devices (FADs) and SBC activities promoting fish consumption in Timor-Leste: A study protocol

Timor-Leste is one of the world’s most malnourished nations where micronutrient-deficient diets are a contributing factor to the prevalence of child stunting, currently estimated to be 45.6% of children under five. Fish are an important source of nutrients and one that may assist the country’s predominantly rural population of agriculturalists to exit poverty and malnutrition. However, a small national fishing fleet producing low catch volumes places fish out of reach of most inland and upland populations where it is needed most. Fish consumption is very low in rural, inland areas compared to coastal, regional, and global averages. This study is a one-year, partially masked, cluster-randomized controlled trial among families living in rural, inland Timor-Leste. We aim to test and compare the effects of two treatments, alone and in combination, on the frequency and volume of household fish consumption in rural, inland areas as a proxy for improved dietary diversity and micronutrient intake. Treatment 1 is the installation of nearshore, moored fish aggregating devices (FADs) to improve catch rates with existing fishing gears. Treatment 2 is a social and behaviour change (SBC) activity to promote fish consumption. Villages in inland communities will be randomized to receive treatment 1, treatment 2, both treatments, or neither treatment. Data will be collected at baseline (prior to the rollout of the treatments) and endline. Our study will determine the impact of an improved supply of fish, along with nutrition-oriented SBC activities, on the fish purchasing and consumption practices of rural, inland households. Findings from this study are urgently needed by Small Island Developing States to guide policy and investment decisions on how best to improve households’ diets using locally available, nutrient-dense foods such as fish. Investments such as these are needed to break the cycle of malnutrition. This trial is registered at clinicaltrials.gov (NCT04729829).

Experimental and survey-based data on willingness to pay for seafood safety and environmental sustainability certification in Nigeria

Aquatic foods, including fish, are a substantial component of animal source foods globally, and make a critical nutritional contribution to diets in many contexts. In the global North, concern among consumers and regulators over the safety and environmental sustainability of seafood, particularly in developed nations, has led to the development of increasingly stringent seafood safety standards. While such standards may constitute regularity, logistical, and economic barriers to participation in export markets by small-scale producers, they have in other contexts catalysed upgrades to production and post-harvest handling practices within value chains associated with both capture fisheries and aquaculture. The health burden of foodborne illnesses is a major concern in developing countries. As incomes rise, consumers in developing countries are increasingly willing to pay a premium for safer and environmentally sustainable foods. However, there is little empirical evidence on consumers' willingness to pay for seafood safety in developing countries, particularly in sub-Saharan Africa. Data on demand for seafood safety and environmental sustainability certification in African countries are largely unavailable in the public domain. In this paper, we describe data collected in Lagos State, Nigeria in October and November 2019. Experiments in the form of Becker-DeGroote-Marschak (BDM) auction mechanism, and post experiment surveys were conducted with 200 fish consumers in fish markets. These data can be used to assess whether consumers' demand for safe and healthy seafood from local markets can be harnessed to generate positive economic returns to producers.

Nutrition and food security impacts of quality seeds of biofortified orange-fleshed sweetpotato: Quasi-experimental evidence from Tanzania

This study examined the nutrition and food security impacts of a project that was designed to improve availability of disease-free planting materials of biofortified orange-fleshed sweetpotato (OFSP) in rural Tanzania. Difference-in-difference and matching techniques were employed to estimate causal effects using panel data. Participation in the project increased agronomic and nutritional knowledge of households, raised uptake rate for OFSP varieties, and improved food security status. Effects on nutrition are, however, weak. These results suggest that timely access to quality seeds accompanied by a transfer of skills is important to reduce barriers to adoption of biofortified crops with resulting positive effects on the welfare of rural households. Adequate promotion of both agronomic and nutrition aspects of the technologies may enhance nutrition effects.

Survey-based data on food security, nutrition and agricultural production shocks among rural farming households in northern Uganda

Climate change, degradation of natural resources, conflict or civil war, diseases and poverty are among the key threats that impact agriculture, human nutrition, food security and food safety among rural households in developing countries. Sustainability of food systems and livelihoods will thus crucially depend on not only the ability to accommodate or recover from these threats but also to tap into opportunities for strengthening long-term capabilities. One approach to enhancing resilience to enhance food security and nutrition is building an evidence base to better understand the various types of smallholders, threats to agriculture production and the associated risks to food security and nutrition and household food preferences. Unfortunately, such data in many African countries is still unavailable or has not been shared publicly. In this paper, we describe data that were collected in Nwoya district, Northern Uganda in December 2017. These data can be used to assess the relationship between resilience of farm households to climatic risks and their food and nutrition security.

Farm-level and community aggregate economic impacts of adopting climate smart agricultural practices in three mega environments

Recent studies highlight a growing concern over the limited adoption of climate smart agricultural (CSA) practices despite their potential benefits on adaptation, mitigation and productivity. Literature indicates several factors behind the lack of adoption including socio-demographic and economic conditions, agro-ecological scales and the nature of the practices. This paper examines to what extent and under which conditions such factors influence the adoption of CSA practices at farm, household and community level across three study sites in different continents: Vietnam, Nicaragua and Uganda. While cost benefit analysis (CBA) is employed to assess the farm-level profitability of CSA practices, the aggregate community impact disaggregated by different groups of farmer typologies with specific socio-economic features is derived from the adoption rate estimated by the relative advantage of practices and the income level of each group. Our main findings show great variation of farm-profitability of CSA practices across scales. Similar practices could generate different profitability depending on crop typologies, input access and prices, household types and local context. Regarding the aggregate profitability of CSA practices at regional scale, we found that under particular conditions, relevant factors of adoption matter to the adoption pattern and thereby affects the ranking. Such conditions include (i) high income inequality, (ii) large profitability gap of prioritized CSA practices, and (iii) large proportion of cost and benefit of the practices in the level of income. This study contributes to enhancing the prioritization process of CSA practices and provides practical guidance for research and policy to tailor the investment to appropriate end-users to assure the greatest impact for the community.
