The journey to reporting child protection violations in sport: Stakeholder perspectives

Sport is a context within which human and children's rights should be respected, promoted, and protected. Yet, research and high-profile cases demonstrate that this is not always the case. To understand the existence (or not) of reporting mechanisms for child protection violations in sport, as well as how existing reporting and response systems operate, the authors, with the support of the Centre for Sport and Human Rights, conducted research on current abuse disclosure and reporting pathways in sport. The purpose was two-fold: to describe global child protection systems and reporting mechanisms, and to identify major areas of stakeholder concern, in terms of effective case resolution, healing, and children's experiences along reporting pathways in sport. Two sources of evidence were tapped. First, a rapid evidence assessment consisting of a literature review and an exploratory survey with 112 global stakeholders was conducted. Second, focus group interviews informed by the evidence assessment were held with nine athletes with lived experiences of abuse in youth sport and 13 global human and children's rights experts primarily working outside of sport. Through this emergent research, a 'pathway' or 'journey' to incident reporting in sport was developed, summarized as 5 'Rs': Readiness, Recognition, disclosure and Reporting, Response, and Remedy, which are similar but not identical to existing trauma frameworks. Each stage of the reporting journey appears to be influenced by a range of contextual, organizational, relational, and individual factors. All told, the disclosure of child protection violations in sport is a complex and dynamic process where myriad factors interact to influence outcomes, including healing. Key recommendations include: (a) establishing a global Safety Net Environment in sport practice with varying applications from region to region, (b) building bridges with specific partner organizations to enhance child protection and safeguarding work in sport and (c) bringing safeguarding to unregulated sporting environments.

Motivation and Behaviour Change in Parkrun Participants in the Western Cape Province, South Africa

Mass participation events are promoted in South Africa as a positive public health initiative. Parkrun has grown to be one of the most popular. The present study identifies the motives of residents in the Western Cape Province to join parkrun and how their involvement influences future physical activity levels. Participants (N = 1787) completed a survey consisting of demographic history, parkrun participation history, motivations for participation, and physical activity-related behaviour changes associated with parkrun participation. The majority of participants were female (n = 952) and over 50 years of age (median = 50; IQR = 38-59). Along with health-related benefits, the provision of a safe and organised event was reported as a key motive to participate. The social connectedness developed by parkrun encouraged continued participation and promoted uptake of more physical activity. Close to half the participants reported increases in physical activity levels after joining parkrun, which demonstrates the benefit obtained from participation in structured mass participation events. With the large diversity in socioeconomic status in South Africa related to physical activity levels, parkrun provides a protected and engaging environment that provides opportunity for increased physical activity and potentially reducing the burden on the healthcare system.

Sport Administrators' Perspectives on Advancing Safe Sport

Numerous international high-profile cases of athlete abuses have led to efforts to advance what has been termed “Safe Sport.” Sport and coaching organisations are urgently designing and implementing policies, procedures and programmes to advance a culture of safe sport. However, we posit that these endeavours are occurring without a conceptual framework about what constitutes safe sport or how to achieve it. Without a consistent conceptual framework for safe sport, prevention and intervention initiatives may not be fully realised. As such, the purpose of the study was to explore sport administrators' perspectives of how to advance safe sport. Given the leadership positions sport administrators hold, understanding their perspectives may be helpful in informing a framework to guide the development and implementation of safe sport strategies. Using a constructivist grounded theory approach, semi-structured interviews were conducted with 13 sport administrators from different sport and coaching organisations to elicit views on how best to advance safe sport. The findings indicated that a multi-faceted approach embracing multiple advancement strategies was reportedly essential for progressing safe sport. Specifically, the sport administrators recommended that sport organisations establish a universal framework of safe sport, design and implement education, implement and enforce policies, establish independent monitoring and complaint mechanisms and conduct research to ensure that advancement strategies are current and applicable. The participants suggested that these advancement strategies are necessary to evolve sport from a culture that embraces hegemonic masculine narratives, interpersonal violence and controlling coach–athlete relationships, to a culture of sport that extends the safe sport focus beyond the prevention of harm to the promotion of positive values and human rights. The findings were interpreted through a safeguarding lens to propose a framework for achieving safeguarding sport, defined by the prevention of harm and the promotion of positive values in sport.
