The role of conservation in United States' agricultural policy from the Dust Bowl to today: A critical assessment

Historical evidence shows that environmental issues have been secondary to United States' agricultural policy since the first farm bill in 1933. The farm sector has undergone massive changes in technology and farming practices, but the environmental problems it causes have remained ancillary to productivist goals. Agri-environmental policy has continued to rely on subsidies and voluntary farmer participation, while combining environmental objectives with price and income support aims. The faith of agri-environmental programs is largely determined by what is desirable for safety net purposes, and in times of high crop and livestock prices and increased environmental pressures conservation is particularly underfunded. Additionally, monitoring and program assessment are poorly structured. This is particularly concerning today given the threats of climate change and agriculture's contribution to it. A major rethinking of these taxpayer-funded programs is necessary to improve their effectiveness. Programs should focus on environmental outcomes and monitoring and assessment should be strengthened.

Ecological challenges in the economic recovery of resource-depleted cities in China

The depletion of resource reserves will cause stagnation of socio-economic development in resource-based cities. The formation of new sources of economic growth in resource-depleted cities can profoundly change the structure of human activities and affect the environment. The Chinese government has established a list of resource-depleted cities in three batches since 2008 to support these cities in finding new sources of economic growth. The article analyzes the impact of the regeneration process of resource-based cities on ecosystem quality. The paper constructs an inter-city panel dataset covering 281 cities from 2003 to 2018. The article valued the habitat quality of Chinese cities. Habitat quality index and normalized vegetation index were used to measure the long-term and short-term ecological impacts of economic recovery in resource-based cities. Using a difference-in-difference technique, the results show that the central government's economic support for resource-based cities significantly improves the condition of urban ecosystems. However, the long-term ecological effects are still smaller than the short-term changes in ecosystems. The transmission path of support policies affecting the ecological quality of cities depends on the shift in industrial structure and economic scale at the provincial level. In addition, urban-rural differences, regional distribution, and resource endowment also significantly affect the ecological effects of supportive policies.

European road transport policy assessment: a case study for Germany

In the EU, the transport sector is the only sector with increasing GHG emissions compared to 1990. While harmful emissions have decreased due to successful regulation, transport performance, fossil fuel consumption and thus CO₂ emissions have continued to increase, despite powertrain efficiency improvements. Meaningful regulation, which can be market-based (MBI) and non-market-based (NMBI) by nature, is needed to meet climate targets. To understand the mechanisms, effects and limitations of MBI and NMBI, this study investigates and evaluates selected regulations in the German road transportation sector until 2020. Therefore, this study identifies, describes, and categorizes environmental policy instrument types. Based on this step, selected instruments in the road transportation sector are identified by their type and implemented policies are described and assessed. Furthermore, an assessment methodology is developed to evaluate and score target achievement, cost-efficiency and practical feasibility by linking the outcomes of instruments to its goals. Based on the findings of this assessment, conclusions and recommendations are developed and discussed. Finally, results and general properties of policies and their type of instruments are extrapolated, and general statements about market and non-market-based instruments in a broader context for future regulation and market designs are projected. The study discovers that fuel producers and distributors, vehicle manufacturers and sellers are directly regulated by non-marked-based instruments, despite the EU Emissions Trading Scheme (ETS). On the customer side, primarily market-based implemented except for low-emission zones, which are direct regulations. The study finds that holistic representation and realistic internalization of external effects in a market is complex and will never be complete. Still, sufficient representation can be enough to drive transformation in the transport sector. The CO₂ price itself is not sufficiently representing the consequential costs of climate change induced by road transport, but it helps to make low-carbon alternatives economically viable. Overall, the study finds that most implemented regulations in the German road transport sector were successful in relation to their goals.

Dynamic associations between temporal behavior changes caused by the COVID-19 pandemic and subjective assessments of policymaking: A case study in Japan

To design effective policies against COVID-19, there is a need for more evidence-based research. However, associations between actual policies and temporal behavior changes have remained underexplored. To fill this important research gap, a nationwide retrospective life-oriented panel survey on individuals' behavior changes from April to September 2020 was implemented in Japan. Reliability of information sources, risk perceptions, and attitudes toward policymaking were also investigated. Valid data were collected from 2643 respondents residing in different parts of the country. Risks were reported about general infections and public transport use. Attitudes toward policymaking were mainly about policymaking capacity and PASS-LASTING based policy measures. A dynamic structural equation model (DSEM) was developed to quantify dynamic associations between individuals' behavior changes over time and subjective assessments (i.e., attitudes) of policymaking. Survey results revealed that behavior changes are mostly characterized by avoidance behaviors. Modeling estimation results showed a statistically-significant sequential cause-effect relationship between accumulated behavior changes in the past, subjective factors, and the most recent behavior changes. The most recent behavior changes are mostly affected by accumulated behavior changes in the past. Effects of subjective assessments of policymaking on the most recent behavior changes are significant but moderate. Among attitudes toward policymaking, attitudes toward policymaking capacity are more influential than willingness to follow PASS-LASTING based policy measures. High risks of using public transport are found to significantly influence the most recent behavior changes, together with other risk perception factors. Insights into effective COVID-19 policymaking are summarized.

Assessing the effectiveness of the Italian risk-zones policy during the second wave of COVID-19

On 4 November 2020 the Italian government introduced a new policy to address the second wave of COVID-19. Based on a battery of indicators, the 21 administrative regions of Italy were assigned a risk level among yellow, orange, red, and, starting on 6 November 2020, different type of restrictions were applied accordingly. This event represents a natural experiment that allows the evaluation of the effects of non-pharmaceutical interventions, free from those nuisance factors affecting cross-national studies. In this work, we extract the daily growth rate of new cases, hospitalizations and patients in ICU from official data using an unobserved components model and assess how the different restrictions had different impacts in reducing the speed of spread of the virus. We find that all the three packages of restrictions have an effect on the speed of spread of the disease, but while the mildest (yellow) policy leads to a constant number of hospitalizations (zero growth rate), the strictest (red) policy is able to halve the number of accesses to regular wards and intensive care units in about one month. The effects of the intermediate (orange) policy are more volatile and seem to be only slightly more effective than the milder (yellow) policy.

Energy Poverty and Low Carbon Just Energy Transition: Comparative Study in Lithuania and Greece

EU has set ambitious commitment to achieve low carbon energy and economy transition up to 2050. This low carbon transition means sustainable energy development path based on renewable energy sources and first of all should address the energy poverty vulnerability and justice issues. The main goal of the paper is to develop indicators framework for assessing low carbon just energy transition and to apply this framework for analysis how climate change mitigation policies in households targeting enhancement of energy renovation of residential buildings and promotion of the use of micro-generation technologies and other policies are affecting household's energy poverty and vulnerability in selected countries: Lithuania and Greece. This framework allows to assess three main dimensions of sustainable energy development: environmental, social and economic. The paper provides policy recommendations how to deal with just low carbon energy transition which means addressing energy poverty issues during moving to 100% renewables in power generation based on performed case studies.

An integral approach to address socio-ecological systems sustainability and their uncertainties

The analysis of the sustainability should be addressed with a holistic approach that facilitates an integral analysis of the social, economic, institutional and environmental factors and their interactions characterizing complex socio-ecological systems (SES). Nevertheless, despite the increasing acknowledgment about the need for such systemic approaches, their application in real SES are less frequent than desirable. Among the difficulties behind this, the need for a new conceptual perspective concerning the relationships between science and the management of real SES, as well as the lack of tools to manage the inherent complexity of such systems should be emphasized. In this work, we further discuss these difficulties and propose an integral methodological framework for the assessment of SES sustainability, with the following key components: i) The hierarchical definition of sustainability goals and indicators. ii) A dynamic system model taking into account the key socio-economic and environmental factors and their interactions, in which the most representative indicators and their sustainability thresholds are integrated. iii) The analysis of vulnerabilities to exogenous drivers (scenario analysis) and the exploration of available management and planning options (policy assessment). iv) An uncertainty assessment concerning system behavior and model outcomes to guide decisions for an improved sustainability in complex SES. The whole framework highlights the need to integrate a participative approach, above all at the initial and final steps. In this work, these components are exemplified by means of their application to a real socio-ecological system: Fuerteventura island (The Canary Islands, Spain).

Assessment of the air pollution emission reduction effect of the coal substitution policy in China: an improved grey modelling approach

In recent years, the Chinese government has proposed a policy to replace coal use with natural gas and electricity in the northern region to reduce the air pollution caused by the large consumption of coal. In order to assess the air pollution reduction effect of the coal substitution policy in Liaoning Province, this paper proposes a data grouping grey model with a fractional order accumulation (FDGGM (1,1)). The empirical analysis results show that the new grey model can predict the monthly coal consumption more accurately than the traditional DGGM (1,1) model. The MAPEs of the training set in the FDGGM(1,1) and DGGM(1,1) models are 4.58% and 5.48%, and the MAPEs of the test set are 23.89% and 33.78%, respectively. And the policy achieves a great success based on the FDGGM(1,1) model. During the policy implementation period (from January 2015 to December 2018), the coal consumption in Liaoning Province decreased by 27.2501 million tons, while the emissions of CO2, SO2 and NOx fell by 0.714, 0.2316 and 0.2017 million tons, respectively. The results also provide a necessary support to the further implementation of the coal substitution policy.

The state of water quality strategies in the Mississippi River Basin: Is cooperative federalism working?

There is consensus that the Clean Water Act (CWA) has generally been effective in addressing point source pollution in the US. There is also consensus that non-point source (NPS) pollution, particularly from agriculture, remains a problem. The potential for the CWA framework to affect change is unclear, due to the limited power of the US federal government in addressing NPS, the contentiousness surrounding it, and the lack of funding to implement plans that have been developed. States are critical in improving water quality in the U.S. In the Mississippi River Basin, State-level Nutrient Reduction Strategies are the vehicle chosen by the Environmental Protection Agency to improve water quality. We develop an assessment of the twelve Mississippi River states' strategies. We consider three issues: whether there is science-based support for a choice, with a focus on NPS; if and how updates on progress are available; and whether there is alignment of funding and abatement priorities. We find that the use of best science is limited, the role of livestock in pollution and its abatement is ignored, and the development of Numeric Nutrient Criteria is stalled. Further, several states have not reported on their progress, and there has been little additional funding for pollution reduction. This analysis can inform broader discussions on decentralized approaches to address water quality.

Taking stock of Roma health policies in Spain: Lessons for health governance

Roma health inequities are a wicked problem. Despite concerted efforts to reduce them under the Decade of Roma Inclusion initiative, the health gap between Roma and non-Roma populations in Europe persists. To address this problem, the European Commission devised the National Roma Integration Strategies (NRIS). This paper provides a critical assessment of the implementation of the NRIS' health strand (NRIS-H) in Spain and proposes an evaluation tool to monitor Roma health policies - the Roma Health Integration Policy Index (RHIPEX). It also makes recommendations to promote Roma health governance. To achieve these goals, four community forums, 33 stakeholder interviews and a scoping review were conducted. Results show that the NRIS-H implementation is hindered by lack of political commitment and poor resource allocation. This has a negative impact on Roma's entitlement to healthcare and on their participation in decision-making processes, jeopardising the elimination of the barriers that undermine their access to healthcare and potentially contributing to reproduce inequalities. These unintended effects point out the need to rethink Roma health governance by strengthening intersectional and intersectoral policies, enabling transformative Roma participation in policymaking and guaranteeing shared socio-political responsibility and accountability.

Application of four-dimension criteria to assess rigour of qualitative research in emergency medicine

Background

The main objective of this methodological manuscript was to illustrate the role of using qualitative research in emergency settings. We outline rigorous criteria applied to a qualitative study assessing perceptions and experiences of staff working in Australian emergency departments.

Methods

We used an integrated mixed-methodology framework to identify different perspectives and experiences of emergency department staff during the implementation of a time target government policy. The qualitative study comprised interviews from 119 participants across 16 hospitals. The interviews were conducted in 2015–2016 and the data were managed using NVivo version 11. We conducted the analysis in three stages, namely: conceptual framework, comparison and contrast and hypothesis development. We concluded with the implementation of the four-dimension criteria (credibility, dependability, confirmability and transferability) to assess the robustness of the study,

Results

We adapted four-dimension criteria to assess the rigour of a large-scale qualitative research in the emergency department context. The criteria comprised strategies such as building the research team; preparing data collection guidelines; defining and obtaining adequate participation; reaching data saturation and ensuring high levels of consistency and inter-coder agreement.

Conclusion

Based on the findings, the proposed framework satisfied the four-dimension criteria and generated potential qualitative research applications to emergency medicine research. We have added a methodological contribution to the ongoing debate about rigour in qualitative research which we hope will guide future studies in this topic in emergency care research. It also provided recommendations for conducting future mixed-methods studies. Future papers on this series will use the results from qualitative data and the empirical findings from longitudinal data linkage to further identify factors associated with ED performance; they will be reported separately.

REDD+ and climate smart agriculture in landscapes: A case study in Vietnam using companion modelling

Finding land use strategies that merge land-based climate change mitigation measures and adaptation strategies is still an open issue in climate discourse. This article explores synergies and trade-offs between REDD+, a scheme that focuses mainly on mitigation through forest conservation, with "Climate Smart Agriculture", an approach that emphasizes adaptive agriculture. We introduce a framework for ex-ante assessment of the impact of land management policies and interventions and for quantifying their impacts on land-based mitigation and adaptation goals. The framework includes a companion modelling (ComMod) process informed by interviews with policymakers, local experts and local farmers. The ComMod process consists of a Role-Playing Game with local farmers and an Agent Based Model. The game provided a participatory means to develop policy and climate change scenarios. These scenarios were then used as inputs to the Agent Based Model, a spatially explicit model to simulate landscape dynamics and the associated carbon emissions over decades. We applied the framework using as case study a community in central Vietnam, characterized by deforestation for subsistence agriculture and cultivation of acacias as a cash crop. The main findings show that the framework is useful in guiding consideration of local stakeholders' goals, needs and constraints. Additionally the framework provided beneficial information to policymakers, pointing to ways that policies might be re-designed to make them better tailored to local circumstances and therefore more effective in addressing synergistically climate change mitigation and adaptation objectives.

Essential components in developing public policy to control viral hepatitis: lessons from Taiwan

BACKGROUND

Over 500 million people are estimated to be infected with chronic viral hepatitis with an increasing burden resulting from the infections. In 2010, the World Health Organization recommended national governments develop effective strategies to reduce the global impact of viral hepatitis. Taiwan, to support the implementation of the world's first national vaccination program, developed the first of a series of 5-year national strategies in 1982. Our study sought to identify the essential constituents of the strategic response to chronic viral hepatitis in Taiwan, which could then be used by other governments to inform best practice in strategy development.

METHODS

Semistructured qualitative interviews were conducted with key participants involved in the national response to viral hepatitis in Taiwan (n = 26) and a review of the literature.

RESULTS

The development of a national strategic response is one of several factors in reducing the burden of viral hepatitis in Taiwan. Other critical factors are effective health services, a prioritization of disease prevention, government funding of science and technology, and sustained advocacy informed by a rigorous evidence base. While there has been significant policy, structural and financial commitment to reduce the burden of related to viral hepatitis, essential challenges remain.

CONCLUSIONS

Taiwan's viral hepatitis policy response focuses on clinical interventions and would be strengthened by a broader involvement of interdisciplinary stakeholders, including people with viral hepatitis, and stronger coordination between the policy and government agencies responsible for their implementation.

Environmental potentials of policy instruments to mitigate nutrient emissions in Chinese livestock production

To minimize negative environmental impact of livestock production, policy-makers face a challenge to design and implement more effective policy instruments for livestock farmers at different scales. This research builds an assessment framework on the basis of an agent-based model, named ANEM, to explore nutrient mitigation potentials of five policy instruments, using pig production in Zhongjiang county, southwest China, as the empirical filling. The effects of different policy scenarios are simulated and compared using four indicators and differentiating between small, medium and large scale pig farms. Technology standards, biogas subsidies and information provisioning prove to be the most effective policies, while pollution fees and manure markets fail to environmentally improve manure management in pig livestock farming. Medium-scale farms are the more relevant scale category for a more environmentally sound development of Chinese livestock production. A number of policy recommendations are formulated as conclusion, as well as some limitations and prospects of the simulations are discussed.
