Mental Experiences in Wild Animals: Scientifically Validating Measurable Welfare Indicators in Free-Roaming Horses

The mental experiences of animals are what characterises their welfare status. The Five Domains Model for assessing welfare aligns with the understanding that physical and mental states are linked. Following measurement of indicators within each of the four physical/functional Domains (1. Nutrition; 2. Physical environment; 3. Health; and 4. Behavioural interactions), the anticipated negative or positive affective consequences (mental experiences) are cautiously inferred and assigned to Domain 5. Those inferences derive credibility from validated knowledge of the underlying systems of physiology, neurophysiology, neuroethology and affective neuroscience. Any indicators used for assessing welfare need to be scientifically validated. This requires, firstly, evidence of the links between a measurable/observable indicator and the physical/functional impact (in Domains 1 to 4), and secondly, a demonstrable relationship between the physical/functional impact and the mental experience it is inferred the indicators reflect (in Domain five). This review refers to indicators of physical/functional states in Domains 1 to 4, which have been shown to be measurable in free-roaming wild horses, and then evaluates the scientific evidence linking them to inferred mental experiences in Domain 5. This is the first time that the scientific evidence validating a comprehensive range of welfare indicators has been synthesised in this way. Inserting these indicators into the Five Domains Model enables transparently justifiable assessment and grading of welfare status in free-roaming horses.

Developing evaluation capacities in integrated care projects: Lessons from a scientific support mission implemented in Belgium

The capacity of self-assessment, to learn from experience, to make information-based decisions, and to adapt over time are essential drivers of success for any project aiming at healthcare system change. Yet, many of those projects are managed by healthcare providers' teams with little evaluation capacity. In this article, we describe the support mission delivered by an interdisciplinary scientific team to 12 integrated care pilot projects in Belgium, mobilizing a set of tools and methods: a dashboard gathering population health indicators, a significant event reporting method, an annual report, and the development of a sustainable "learning community." The article provides a reflexive return on the design and implementation of such interventions aimed at building organizational evaluation capacity. Some lessons were drawn from our experience, in comparison with the broader evaluation literature: The provided support should be adapted to the various needs and contexts of the beneficiary organizations, and it has to foster experience-based learning and requires all stakeholders to adopt a learning posture. A long-time, secure perspective should be provided for organizations, and the availability of data and other resources is an essential precondition for successful work.

[IMPROVING THE QUALITY OF WORK OF MEDICAL WORKERS AND THE LEVEL OF ASSISTANCE TO THE POPULATION AS A NECESSARY CONDITION FOR MINIMIZING DEATHS IN THE COVID-19 PANDEMIC]

The article considers the key factors that negatively affect the quality of work of medical workers and the quality of medical care to the population in the context of the COVID-19 pandemic, which in practice leads to additional deaths from a new coronavirus infection. There are two key reasons that can have a negative impact on the quality of work of medical workers and lead to an increase in the death rate of the population: 1) lack of relevant scientific support; 2) lack of qualified psychological support. The first reason does not allow to increase the professional competence of medical workers, the second reason leads to their professional deformation and emotional burnout. To solve the problem, it is proposed to use modern information and communication technologies: 1) creation of a rapidly updated database and an online system for sharing experience in COVID-19 treatment, centrally accessible to all Russian health workers; 2) creation of a remote psychological support service, also centrally accessible to all Russian health workers.
