Health risk assessment of dioxin emissions from municipal waste incinerators: the Neerlandquarter (Wilrijk, Belgium)

PCDD/F enviromental impact from municipal solid waste bio-drying plant

The present work indentifies some environmental and health impacts of a municipal solid waste bio-drying plant taking into account the PCDD/F release into the atmosphere, its concentration at ground level and its deposition. Four scenarios are presented for the process air treatment and management: biofilter or regenerative thermal oxidation treatment, at two different heights. A Gaussian dispersion model, AERMOD, was used in order to model the dispersion and deposition of the PCDD/F emissions into the atmosphere. Considerations on health risk, from different exposure pathways are presented using an original approach. The case of biofilter at ground level resulted the most critical, depending on the low dispersion of the pollutants. Suggestions on technical solutions for the optimization of the impact are presented.

Phase partitioning, concentration variation and risk assessment of polybrominated diphenyl ethers (PBDEs) in the atmosphere of an e-waste recycling site

The daytime and nighttime air samples were collected from an e-waste recycling site in Guiyu (GY) and its upwind and downwind direction sites in Chendian (CD) and Gurao (GR), respectively, during September and December 2005 to determine the phase partitioning, seasonal and diurnal variation of polybrominated diphenyl ethers (PBDEs). The three sites showed similar congener compositions with BDEs-28, -47, -99, -207 and -209 as the dominant congeners. The gas phase contribution ranged from 42.1% ± 17.1% of the total PBDEs in summer to 9.0% ± 8.6% in winter. Partitioning of PBDEs between gas and particulate phases was well correlated with the subcooled liquid vapor pressure (P(L)(0)) for all samples. Both Junge-Pankow adsorption model and K(OA)-based absorption model fitted well the PBDEs data in winter but overestimated the sorption of PBDEs in summer. The mean atmospheric concentrations of BDEs-47 (2748 pg m(-3) in summer and 6146 pg m(-3) in winter) and -99 (1656 pg m(-3) in summer and 4911 pg m(-3) in winter) in GY were much higher than those from other places around the world. Additionally, the time series of PBDEs in GY demonstrated a pronounced diurnal variation pattern, but not CD and GR, where PBDEs appeared partly associated with regional accumulation. Source characterization from local emissions may be the major factor controlling the diurnal variation of PBDEs in GY air. The risk assessment showed that the total daily intakes of BDE-99 in GY was 9.0-34.9 ng kg(-1)-bwd(-1), which is higher than the maximal allowed intake level (0.26 ng kg(-1)-bwd(-1)) with factors of 35-135, indicating possible health risk for GY residents with exposure to PBDEs.

Use of sewage sludge as secondary fuel in a cement plant: human health risks

Since 2008, sewage sludge is being used as alternative fuel in a cement plant placed in Vallcarca (Catalonia, Spain). To evaluate the temporal trend of the environmental levels of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) and a number of metals (As, Cd, Co, Cr, Cu, Hg, Mn, Ni, Pb, Sn, Tl, V, and Zn), as well as the potentially associated human health risks, samples of soil, herbage, and air were collected around the facility, after approximately one year of the permanent partial substitution of fuel. The temporal evolution of the pollutant levels was assessed by comparing the measured concentrations (2009) with those from samples collected in previous surveys (2003 and 2006) at the same sampling sites. The concentrations of PCDD/Fs in herbage and soil were 0.10 and 1.11 ng I-TEQ·kg⁻¹ dw, respectively, values very similar to those found in our previous surveys. For metals, although a clear tendency could not be observed, there were fluctuations through time. In this study, the levels of metals, which had not been analyzed in previous campaigns, were also determined in air, additionally to soil and vegetation. Airborne metal concentrations were similar to those found in other industrial areas worldwide. The human health risks for the population living around the cement plant were comparable to those obtained in previous studies, when petroleum coke was exclusively used as combustible, being in both cases tolerable according to the international standards.

Opening the research agenda for selection of hot spots for human biomonitoring research in Belgium: a participatory research project

BACKGROUND

In order to select priority hotspots for environment and health research in Flanders (Belgium), an open procedure was organized. Environment and health hotspots are strong polluting point sources with possible health effects for residents living in the vicinity of the hot spot. The selection procedure was part of the work of the Flemish Centre of Expertise for Environment and Health, which investigates the relation between environmental pollution and human health. The project is funded and steered by the Flemish government.

METHODS

The involvement of other actors than merely experts is inspired by the 'analytical-deliberative' approach of the National Research Council in the United States and the extended peer community approach. These approaches stress the importance of involving different expert- and social perspectives in order to increase the knowledge base on complex issues. In the procedure used in the project a combination of expert and stakeholder input was essential. The final decision was supported by a multi-criteria analysis of expert assessment and stakeholder advice.

RESULTS

The endeavour was challenging from the start because of the complicated ambition of including a diversity of actors, potential hotspots, concerns and assessment criteria, but nevertheless the procedure proved its value in both structuring and informing the decision-making process. Moreover the process gained the support of most actors participating in the process, even though the final selection could not satisfy all preferences.

CONCLUSIONS

Opening the research agenda exemplifies the value of inter- and transdisciplinary cooperation as well as the need for a well-structured and negotiated procedure that combines relevant factors and actors with pragmatism. The value of such a process also needs to prove itself in practice after the procedure has been completed: the tension between an ambition of openness on the one hand and a more closed attitude amongst experts on the other will continue to play a role even after closure.

Environmental and human exposure to persistent halogenated compounds derived from e-waste in China

Various classes of persistent halogenated compounds (PHCs) can be released into the environment due to improper handling and disposal of electronic waste (e-waste), which creates severe environmental problems and poses hazards to human health as well. In this review, polybrominated diphenyl ethers (PBDEs), polybrominated biphenyls (PBBs), tetrabromobisphenol A (TBBPA), polybrominated phenols (PBPs), polychlorinated biphenyls (PCBs), polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs), polybrominated dibenzo-p-dioxins and dibenzofurans (PBDD/Fs), and chlorinated polycyclic aromatic hydrocarbons (ClPAHs) are the main target contaminants for examination. As the world's largest importer and recycler of e-waste, China has been under tremendous pressure to deal with this huge e-waste situation. This review assesses the magnitude of the e-waste problems in China based on data obtained from the last several years, during which many significant investigations have been conducted. Comparative analyses of the concentrations of several classes of toxic compounds, in which e-waste recycling sites are compared with reference sites in China, have indicated that improper e-waste handling affects the environment of dismantling sites more than that of control sites. An assessment of the annual mass loadings of PBDEs, PBBs, TBBPA, PBPs, PCDD/Fs, and ClPAHs from e-waste in China has shown that PBDEs are the dominant components of PHCs in e-waste, followed by ClPAHs and PCDD/Fs. The annual loadings of PBDEs, ClPAHs, and PCDD/Fs emission were estimated to range from 76,200 to 182,000, 900 to 2,000 and 3 to 8 kg/year, respectively. However, PCDD/Fs and ClPAHs should not be neglected because they are also primarily released from e-waste recycling processes. Overall, the magnitude of human exposure to these toxics in e-waste sites in China is at the high end of the global range.

Atmospheric distribution of polychlorinated dibenzo-p-dioxins, dibenzofurans and dioxin-like polychlorinated biphenyls around a steel plant area, northeast China

Air monitoring of polychlorinated dibenzo-p-dioxins (PCDDs), polychlorinated dibenzofurans (PCDFs), and dioxin-like polychlorinated biphenyls (PCBs) was carried out in June 2008 and January 2009 to investigate the concentrations, profiles and estimating potential inhalation risks to the local residents around a steel plant area in northeast China. The air concentrations and WHO-TEQs of PCDD/Fs ranged 94-4944fgm(-3) (average 1352fgm(-3)) and 3-247fgm(-3) (average 81fgm(-3)), respectively. The WHO-TEQ concentrations of dioxin-like PCBs ranged 1-18fgm(-3) (average 5fgm(-3)), contributing to 3.6-26% of the total TEQ. Higher PCDD/F concentrations were observed in the winter, whereas higher dioxin-like PCB concentrations were found in the summer. The seasonal trend can be related to the significant correlation between the concentrations of dioxins and the reciprocal of temperature (positive for PCDD/Fs, P<0.01; negative for dioxin-like PCBs, P=0.05). A significant positive correlation (P<0.0001) was found between the concentration of total suspended particulate (TSP) and PCDD/F concentrations, but not for PCB congeners. Although the steel plant sites showed higher dioxin levels than the residential and background areas, the PCDD/F levels in the atmosphere of the steel plant area was at a relatively low level. The results from this study provides further aid in evaluating the impact of steel plants as PCDD/Fs emission sources to the ambient air in China.

Exposure to heavy metals and PCDD/Fs by the population living in the vicinity of a hazardous waste landfill in Catalonia, Spain: health risk assessment

Most fly ashes produced in municipal waste incinerators of Catalonia (Spain) are deposited in a hazardous waste landfill (HWL) placed in Castellolí (Barcelona). This facility means a concern for the population living nearby. In response to this, we performed a probabilistic study focused on assessing human health risks derived from environmental exposure to heavy metals and polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) around the HWL. Concentrations of various metals and PCDD/Fs were determined in soil and air samples collected at the HWL, and in 4 locations around it. Health risks were evaluated according to the distance from the sampling locations to the HWL (near and far-sites). In general terms, metal and PCCD/F levels were relatively low in air and soil samples. However, concentrations of PCDD/Fs, as well as those of some metals, were found to be relatively higher in the HWL and Castellolí (the nearest village) samples than in those collected far away, resulting in a slight increase of exposure to those pollutants. Anyhow, the current concentrations of metals and PCDD/Fs suggest that it is highly unlikely that there are any additional non-carcinogenic and carcinogenic risks for the population living near the HWL.

Risk assessment of PCDD/Fs levels in human tissues related to major food items based on chemical analyses and micro-EROD assay

Nine groups of food items (freshwater fish, marine fish, pork, chicken, chicken eggs, leafy, non-leafy vegetables, rice and flour) and three types of human samples (human milk, maternal serum and cord serum) were collected for the analysis of PCDD/Fs. Results of chemical analysis revealed PCDD/Fs concentrations (pg g(-1) fat) in the following ascending order: pork (0.289 pg g(-1) fat), grass carp (Ctenopharyngodon idellus) (freshwater fish) (0.407), golden thread (Nemipterus virgatus) (marine fish) (0.511), chicken (0.529), mandarin fish (Siniperca kneri) (marine fish) (0.535), chicken egg (0.552), and snubnose pompano (Trachinotus blochii) (marine fish) (1.219). The results of micro-EROD assay showed relatively higher PCDD/Fs levels in fish (2.65 pg g(-1) fat) when compared with pork (0.47), eggs (0.33), chicken (0.13), flour (0.07), vegetables (0.05 pg g(-1) wet wt) and rice (0.05). The estimated average daily intake of PCDD/Fs of 3.51 pg EROD-TEQ/kg bw/day was within the range of WHO Tolerable Daily Intake (1-4 pg WHO-TEQ/kg bw/day) and was higher than the Provisional Tolerable Daily Intake (PMTL) (70 pg for dioxins and dioxin-like PCBs) recommended by the Joint FAO/WHO Expert Committee on Food Additives (JECFA) [Joint FAO/WHO Expert Committee on Food Additives (JECFA), Summary and conclusions of the fifty-seventh meeting, JECFA, 2001.]. Nevertheless, the current findings were significantly lower than the TDI (14 pg WHO-TEQ/kg/bw/day) recommended by the Scientific Committee on Food of the Europe Commission [European Scientific Committee on Food (EU SCF), Opinions on the SCF on the risk assessment of dioxins and dioxin-like PCBs in food, 2000.]. However, it should be noted that micro-EROD assay overestimates the PCDD/Fs levels by 2 to 7 folds which may also amplify the PCDD/Fs levels accordingly. Although the levels of PCDD/Fs obtained from micro-EROD assay were much higher than those obtained by chemical analysis by 2 to 7 folds, it provides a cost-effective and rapid screening of dioxin levels in food and human samples.

Polybrominated dibenzo-p-dioxins/ dibenzofurans and polybrominated diphenyl ethers in soil, vegetation, workshop-floor dust, and electronic shredder residue from an electronic waste recycling facility and in soils from a chemical industrial complex in eastern China

The formation and release of polybrominated dibenzo-p-dioxins and dibenzofurans (PBDD/Fs) from the incineration of electronic wastes (e-waste) that contain brominated flame retardants (BFRs) are a concern. However, studies on the determination of PBDD/Fs in environmental samples collected from e-waste recycling facilities are scarce. In this study, 11 2,3,7,8-substituted PBDD/Fs and 10 polybrominated diphenyl ether (PBDE) congeners were determined in electronic shredder waste, workshop-floor dust soil, and leaves (of plants on the grounds of the facility) from a large-scale e-waste recycling facility and in surface soil from a chemical-industrial complex (comprising a coke-oven plant, a coal-fired power plant, and a chlor-alkali plant) as well as agricultural areas in eastern China. Total PBDD/F concentrations in environmental samples were in the range of 113-818 pg/g dry wt (dw) for leaves, 392-18500 pg/g dw for electronic shredder residues, 716-800000 pg/g dw for soil samples, and 89600-pg/g dw for workshop-floor dust from the e-waste recycling facility and in a range from nondetect (ND) to 427 pg/g dw in soil from the chemical-industrial complex. The highest mean concentrations of total PBDD/Fs were found in soil samples and workshop-floor dust from the e-waste recycling facility. The dioxin-like toxic equivalent (measured as TEQ) concentrations of PBDD/Fs were greater than the TEQs of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) reported in our previous study for the same set of samples. The concentrations of PBDFs were several orders of magnitude higher than the concentrations of PBDDs in samples from the e-waste facility or from soil from the chemical-industrial complex. A significant correlation was found between the concentrations of sigmaPBDD/Fs and sigmaPBDEs (r = 0.769, p < 0.01) and between sigmaPBDD/Fs and the previously reported sigmaPCDD/F concentrations (r = 0.805, p < 0.01). The estimated daily human intakes of TEQs contributed by PBDD/Fs via soil/dust ingestion and dermal exposures in e-waste recycling facilities were higher than the intakes of TEQs contributed by PCDD/ Fs, calculated in our previous study.

Polychlorinated dibenzo-p-dioxins, dibenzofurans and polychlorinated biphenyls levels in human breast milk from different regions of Turkey

Human breast milk offers the optimal nutrition for all infants and have been widely used in biomonitoring programs to assess human exposure to lipophylic environmental contaminants such as polychlorinated dibenzo-p-dioxins (PCDD), polychlorinated dibenzofurans (PCDF) and polychlorinated biphenyls (PCB). There are no previous reports from Turkey on chemically determined levels of PCDDs, PCDFs, and PCBs in human breast milk expressed as World Health Organization (WHO) toxic equivalents (TEQ). To get an overview of the levels of these contaminants in Turkish human milk, samples from 51 Turkish women living in the Ankara, Istanbul, Antalya, Kahramanmaraş, and Afyon provinces were analyzed by high resolution gas chromatography/high resolution mass spectrometry (HRGC/HRMS) throughout 2007. The mean concentrations of WHO(PCDD/F-)TEQ and WHO(PCB-)TEQ of all samples from the five regions were 7.5 and 3.1 pg g(-1) on a lipid basis, respectively. PCDD/F concentrations ranged between 0.78 and 29.3 pg WHO-TEQ g(-1) fat (1.7 and 36.2 pg WHO-TEQ g(-1) fat, respectively, including PCB). Of the five studied locations, the lowest levels of sigmaTEQs (PCDD/F+PCB) were found in the Afyon (6.8 pg WHO-TEQ g(-1) fat) and the highest in the Antalya (15.6 pg WHO-TEQ g(-1) fat) province. The results have been discussed in terms of regions and PCDD/F and PCBs for which analyses had been made. The mean levels of PCDD/Fs and PCBs in Turkish human milk are comparable to that found in other countries.

Cost-benefit analysis of using sewage sludge as alternative fuel in a cement plant: a case study

BACKGROUND, AIM, AND SCOPE

To enforce the implementation of the Kyoto Protocol targets, a number of governmental/international institutions have launched emission trade schemes as an approach to specify CO(2) caps and to regulate the emission trade in recent years. These schemes have been basically applied for large industrial sectors, including energy producers and energy-intensive users. Among them, cement plants are included among the big greenhouse gas (GHG) emitters. The use of waste as secondary fuel in clinker kilns is currently an intensive practice worldwide. However, people living in the vicinity of cement plants, where alternative fuels are being used, are frequently concerned about the potential increase in health risks. In the present study, a cost-benefit analysis was applied after substituting classical fuel for sewage sludge as an alternative fuel in a clinker kiln in Catalonia, Spain.

MATERIALS AND METHODS

The economical benefits resulting in the reduction of CO(2) emissions were compared with the changes in human health risks due to exposure to polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) and carcinogenic metals (As, Cd, Co, and Cr) before and after using sewage sludge to generate 20% of the thermal energy needed for pyro-processing. The exposure to PCDD/Fs and metals through air inhalation, soil ingestion and dermal absorption was calculated according to the environmental levels in soil. The carcinogenic risks were assessed, and the associated cost for the population was estimated by considering the DG Environment's recommended value for preventing a statistical fatality (VPF). In turn, the amount of CO(2) emitted was calculated, and the economical saving, according to the market prices, was evaluated.

RESULTS

The use of sewage sludge as a substitute of conventional energy meant a probability cancer decrease of 4.60 for metals and a cancer risk increase of 0.04 for PCDD/Fs. Overall, a net reduction of 4.56 cancers for one million people can be estimated. The associated economical evaluation due to the decreasing cancer for 60,000 people, the current population living near the cement plant, would be of 0.56 million euros (US$ 0.83 million). In turn, a reduction of 144,000 tons of CO(2) emitted between 2003 and 2006 was estimated. Considering a cost of 20 euros per ton of CO(2), the global saving would be 2.88 million euros (US$ 4.26 million).

DISCUSSION

After the partial substitution of the fuel, the current environmental exposure to metals and PCDD/Fs would even mean a potential decrease of health risks for the individuals living in the vicinity of the cement plant. The total benefit of using sewage sludge as an alternative fuel was calculated in 3.44 million euros (US$ 5.09 million). Environmental economics is becoming an interesting research field to convert environmental benefits (i.e., reduction of health risks, emission of pollutants, etc.) into economical value.

CONCLUSIONS

The results show, that while the use of sewage sludge as secondary fuel is beneficial for the reduction in GHG emissions, no additional health risks for the population derived from PCDD/F and metal emissions are estimated.

RECOMMENDATIONS AND PERSPECTIVES

Cost-benefit analysis seems to be a suitable tool to estimate the environmental damage and benefit associated to industrial processes. Therefore, this should become a generalized practice, mainly for those more impacting sectors such as power industries. On the other hand, the extension of the study could vastly be enlarged by taking into account other potentially emitted GHGs, such as CH(4) and N(2)O, as well as other carcinogenic and non-carcinogenic micropollutants.

Environmental monitoring of PCDD/Fs and metals in the vicinity of a cement plant after using sewage sludge as a secondary fuel

In 2005, the partial substitution (20%) of fossil fuel by sewage sludge was tested in a Spanish cement plant. In order to establish the environmental impact for the surroundings, in 2006, the levels of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) and heavy metals (As, Cd, Co, Cr, Cu, Hg, Mn, Ni, Pb, Sn, Tl, V, and Zn) were monitored in soil and vegetation samples collected near the cement plant. The temporal trends in the pollutant levels were studied by comparing the concentrations with those obtained in a previous survey (2003) in the same sampling sites. Very slight changes of the PCDD/F concentrations in both monitors were registered in the period 2003-2006 (0.17-0.15 and 0.94-1.10 ng I-TEQ kg(-1) dw in herbage and soil, respectively). In turn, there was a notable heterogeneity in the evolution of metal levels, which varied according to each particular element. Anyhow, the current levels of organic and inorganic pollutants are in the low part of the range in comparison with other zones impacted by cement plants, as well as industrial and urban areas worldwide. The human health risks derived from the exposure to PCDD/Fs and metals were also assessed. Although the cancer risks due to PCDD/Fs slightly increased, a reduction of the total carcinogenic risks, including metals, was noted. In conclusion, there were not observed impact changes for the environmental and the local population as a consequence of using sewage sludge as secondary fuel.

Modeling the exposure of children and adults via diet to chemicals in the environment with crop-specific models

Exposure to chemicals via diet is a major uptake pathway for many compounds but is often estimated in a rather generic way. We use a new model framework (NMF) with crop-specific models to predict the dietary intake by 4-5-year-old children and 14-75-year-old women of three environmental compounds from their background concentrations in soil and air. Calculated daily intakes of benzo(a)pyrene and 2,3,7,8-TCDD are in good agreement with measured results from diet studies. The major source of both compounds in human diet is deposition from air. Inhalation of air and ingestion of soil play a minor role. Children take up more than twice the amount than adults per kg bodyweight, due to higher consumption per kg bodyweight. Contrary, the methods for indirect human exposure suggested in the Technical Guidance Document (TGD) for chemical risk assessment in the EU lead to overprediction, due to unrealistic consumption data and a false root model.

Concentrations, profiles, and estimated human exposures for polychlorinated dibenzo-p-dioxins and dibenzofurans from electronic waste recycling facilities and a chemical industrial complex in Eastern China

Environmental pollution arising from electronic waste (e-waste) disposal and recycling has received considerable attention in recent years. Treatment, at low temperatures, of e-wastes that contain polyvinylchloride and related polymers can release polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs). Although several studies have reported trace metals and polybrominated diphenyl ethers (PBDEs) released from e-waste recycling operations, environmental contamination and human exposure to PCDD/Fs from e-waste recycling operations are less well understood. In this study, electronic shredder waste and dust from e-waste facilities, and leaves and surface soil collected in the vicinity of a large scale e-waste recycling facility in Taizhou, Eastern China, were analyzed for total PCDD/ Fs including 2,3,7,8-substituted congeners. We also determined PCDD/Fs in surface agricultural soils from several provinces in China for comparison with soils from e-waste facilities. Concentrations of total PCDD/Fs were high in all of the matrices analyzed and ranged from 30.9 to 11400 pg/g for shredder waste, 3460 to 9820 pg/g dry weight for leaves, 2560 to 148000 pg/g dry weight for workshop-floor dust, and 854 to 10200 pg/g dry weight for soils. We also analyzed surface soils from a chemical industrial complex (a coke-oven plant, a coal-fired power plant, and a chlor-alkali plant) in Shanghai. Concentrations of total PCDD/Fs in surface soil (44.5-531 pg/g dry wt) from the chemical industrial complex were lower than the concentrations found in soils from e-waste recycling plants, but higher than the concentrations found in agricultural soils. Agricultural soils from six cities in China contained low levels (3.44-33.8 pg/g dry wt) of total PCDD/Fs. Profiles of dioxin toxic equivalents (TEQs) of 2,3,7,8-PCDD/Fs in soils from e-waste facilities in Taizhou differed from the profiles found in agricultural soils. The estimated daily intakes of TEQs of PCDD/ Fs via soil/dust ingestion and dermal exposure (2.3 and 0.363 pg TEQ/kg bw/day for children and adults, respectively) were 2 orders of magnitude higher in people at e-waste recycling facilities than in people at the chemical industrial site (0.021 and 0.0053 pg TEQ/kg bw/day for children and adults, respectively), implying greater health risk for humans from dioxin exposures at e-waste recycling facilities. The calculated TEQ exposures for e-waste workers from dust and soil ingestion alone were 2-3 orders of magnitude greater than the exposures from soils in reference locations.

Levels of dioxins and furans in urban surface soil in Trondheim, Norway

A study was conducted on polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) in surface soil in order to determine the concentration levels and possibly distinguishing between known and potential sources. The concentration levels are low (0.16-14 ng I-TEQ kg(-1)). The results show a clear pattern where the highest concentration levels were found in the oldest parts of the city. A number of sources were recognised in the soil samples through congener profiles, not all of them active, although similar congener profiles make it extremely difficult to distinguish between different sources. Estimations show that the municipal solid waste incinerator (MSWI) and domestic wood burning are the largest PCDD/F pollution sources within the area.

Health risk assessment of air emissions from a municipal solid waste incineration plant--a case study

A health risk assessment of long-term emissions of carcinogenic and non-carcinogenic air pollutants has been carried out for the municipal solid waste incinerator (MSWI) of the city of Taranto, Italy. Ground level air concentrations and soil deposition of carcinogenic (Polychlorinated Dibenzo-p-Dioxins/Furans and Cd) and non-carcinogenic (Pb and Hg) pollutants have been estimated using a well documented atmospheric dispersion model. Health risk values for air inhalation, dermal contact, soil and food ingestion have been calculated based on a combination of these concentrations and a matrix of environmental exposure factors. Exposure of the surrounding population has been addressed for different release scenarios based on four pollutants, four exposure pathways and two receptor groups (children and adults). Spatial risk distribution and cancer excess cases projected from plant emissions have been compared with background mortality records. Estimated results based on the MSWI emissions show: (1) individual risks well below maximum acceptable levels, (2) very small incremental cancer risk compared with background level.

The PCDD/F and PBDD/F pollution in the ambient atmosphere of Shanghai, China

Rapid economic growth in the last two decades in Shanghai has had a great adverse influence on its air quality. Therefore, the atmospheric pollutants of Shanghai have received much concern. In this study, concentrations of 2,3,7,8-substituted PCDD/Fs and PBDD/Fs congeners were measured in the ambient air of four districts in Shanghai. The mean atmospheric concentrations (TEQs) of total 2,3,7,8-PCDD/Fs and 2,3,7,8-PBDD/Fs were 8031 fg m(-3) (497.1 fg I-TEQ m(-3)) and 1358 fg m(-3) (304.1 fg I-TEQ m(-3)) for Jiading District, 5308 fg m(-3) (289.0 fg I-TEQ m(-3)) and 709 fg m(-3) (146.9 fg I-TEQ m(-3)) for Zhabei District, 4014 fg m(-3) (144.4 fg I-TEQ m(-3)) and 1239 fg m(-3) (256.9 fg I-TEQ m(-3)) for Pudong District, 3348 fg m(-3) (143.2 fg I-TEQ m(-3)) and 699 fg m(-3) (148.4 fg I-TEQ m(-3)) for Huangpu District, respectively. Our results showed that almost all the PCDD/Fs and PBDD/Fs congeners were partitioned into the particulate phase except the lower chlorinated or brominated ones. The logarithm of the gas/particle partitioning coefficient K(p) has good linear correlation with that of the sub-cooled vapor pressure p(L). Concentrations of PCDD/Fs and PBDD/Fs were both positively correlated to elemental carbon in all districts except Pudong District, suggesting elemental carbon could be a good indicator for dioxins' air pollution. It is intensively suggested that more detailed and deeper studies about PBDD/Fs should be carried out due to their relatively high atmospheric concentrations in Shanghai.

Severe PCDD/F and PBDD/F pollution in air around an electronic waste dismantling area in China

The presence of chlorinated and brominated compounds in electronic waste (EW) results in the formation of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) and polybrominated dibenzo-p-dioxins and dibenzofurans (PBDD/Fs) during the EW dismantling process. In this study, we investigated the dioxins present in ambient air around the EW dismantling area Guiyu in Guangdong, China. Atmospheric PCDD/F (tetra to octa) abundances and toxic equivalent (TEQ) values were 64.9-2365 pg/m3 and 0.909-48.9 pg of W-TEQ/m3, respectively; these are the highest documented values of these compounds found in ambient air in the world. PBDD/Fs (eight 2,3,7,8-substituted congeners) were also found at high pollution levels (concentrations of 8.124-61 pg/m3 and 1.6-2104 pg of I-TEQ/m3). Profiles of the 2,3,7,8-PCDD/F homologues in the air of Guiyu differed from typical urban air patterns reported in the literature, and the concentration of homologues increased with the chlorination degree of 2,3,7,8-PCDD/Fs except for OCDF. The severe dioxin pollution present in Guiyu substantially influences the adjacent area of Chendian, where atmospheric PCDD/F and 2,3,7,8-PBDD/F levels are higher than those of common urban areas in the world. Our tentative inhalation risk assessment showed that residents in Guiyu are at a high risk of exposure to dioxins. The total PCDD/F intake doses far exceed the WHO 1998 tolerable daily intake limit of 1-4 pg of W-TEQ kg(-1) day(-1).

Assessment of PCDD/F risk after implementation of emission reduction at a MSWI

Municipal solid waste incinerators (MSWIs) have been shown to be important sources of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs). The emission of PCDD/Fs by MSWIs is a controversial subject in human health risk assessment. In this study the effect of a MSWI on a residential area was assessed before and after the installation of an additional treatment system for flue gas. This additional treatment system resulted in a dramatic decrease in PCDD/F concentrations in stack flue gas samples by 99.98%, while the concentrations in air decreased by approximately 50% (36,500 and 0.75 pg I-TEQ m(-3) for air in 1999; 3.5 and 0.38 pg I-TEQ m(-3) in 2002; 1.6 and 0.076 pg I-TEQ m(-3) in 2005 for stack gas and air, respectively). Considering the congener distributions of PCDD/Fs between stack flue gas and air samples, the study area seemed to have been contaminated by other urban sources as well as the MSWI. ISC3 model results support the conclusion that this incinerator became only a minor contributor to the study area after installation of the supplementary systems. This resulted from both proper MSWI operation using modern technology and additional sources of contaminants in this region. Finally, PCDD/F uptake by humans through inhalation of contaminated air was estimated. Assuming that inhalation exposure contributes 10% of total exposure, total exposure was lower than WHO guidelines. These results confirm that proper operation and maintenance of the incinerator led to a reduction in emissions and potential health impacts of PCDD/Fs.

Health risk assessment of background PCDD/F exposure levels in Kocaeli, Turkey

An estimation and assessment of the polychlorinated dibenzo-p-dioxins and polychlorinated dibenzo furans (PCDD/Fs) exposure levels for the people living in Kocaeli, the most industrialized area of Turkey, are presented. The information is based on the results of PCDD/F analyses in the samples collected from various environmental media and the multimedia exposure assessment methodology. Exposure scenarios were constructed on a site-specific basis by combining the exposure pathways appropriate to the area, and the activity patterns of the people living in Kocaeli. The model showed that the exposure levels of PCDD/Fs were in the range of 3.7-13.1 pg I-TEQ.kg-1 bw for adult receptors, which are higher than the recommended TDI value of 2 pg TEQ.kg-1 bw. The PCDD/F intakes for rural receptors were estimated to be three times higher than those for urban and semi-urban receptors due mainly to the consumption of locally grown foods. The assessment of the contributions of various exposure pathways to the total exposure and the sensitivity analysis performed based on a probabilistic approach indicated that PCDD/F intakes for adult receptors are directly proportional to the locally grown fraction of plant groups consumed.

Health risk analysis of PCDD/F emissions from MSW incineration: comparison of probabilistic and deterministic approaches

Incremental lifetime health risks due to polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/F) emitted from municipal waste incineration (MSWI) facilities were evaluated for resident population in the area of the plant. Risk assessment was performed through a multipathway combined probabilistic/deterministic approach for analyzing the effects of uncertainty and intrinsic variability of the main PCDD/F emission related parameters on final predicted values. Exposure through direct inhalation of contaminated air, soil ingestion, soil dermal contact and diet were considered, with the propagation of the variability of input parameters throughout the evaluation performed with Monte Carlo simulation techniques. The application to a case study representative of two different technological scenarios (modern facilities equipped with BAT - Best Available Technology - and older incinerators) in a location site typical of Northern Italy situation results in median values of the maximum individual excess risk on the order of 10(-9) and 10(-7) for most recent and older plant configurations, respectively. Corresponding ratios for the 90th and 10th percentile values are around 7 and 9. Individual risk estimates derived for the same scenarios from conventional deterministic approaches, where large conservative assumptions are normally adopted for compensating the lack of knowledge about uncertainty, are essentially comparable with maximum values resulting from the probabilistic approach, thus leading to situations with extreme and very low probabilities of occurrence. PCDD/F health risks from MSWI emissions might thus result largely overestimated if real emission characteristics are not properly considered in the assessment procedure. Sensitivity analysis for identifying the contribution of different input parameters on final predicted risk variance indicates, for the area considered in the simulation, a prevailing influence of PCDD/F stack concentration, with exposures arising from soil deposition phenomena substantially negligible: this latter result further points out the requirements for a very careful identification of base input data values for PCDD/F stack concentrations, at least for those situations where plants are located nearby urban areas.

A battery of DNA effect biomarkers to evaluate environmental exposure of Flemish adolescents

The present paper deals with the evaluation of a battery of genotoxicity biomarkers in healthy Flemish adolescents and their relation with common pollutants occurring in their life environment. DNA damage as reflected by the comet assay appeared to be most sensitive to ozone (partial r(2) = 0.102, p < 0.00001), and to a lesser extent to ortho-cresol (partial r(2) = 0.055; p = 0.001) and 1-hydroxy-pyrene (1-OH-pyrene, partial r(2) = 0.031; p = 0.013). 8-hydroxy-deoxyguanosine (8-OHdG) was only related to ortho-cresol (r(2) = 0.069; p < 0.007). Interestingly, the comet assay results and urinary 8-OHdG concentrations were positively correlated with a Pearson r = 0.21 (p = 0.003, N = 200). Logistic regression models revealed significant relations between chromatid breaks and 1-OH-pyrene (relative risk (RR): 1.58; p = 0.008), and t,t-muconic acid (RR: 1.71; p = 0.014). There was no correlation between micronucleus formation or occurrence of chromosomal or chromatid breaks on the one hand and comet or 8-OHdG results on the other hand. Thus, in this study the comet assay on whole blood samples and urine 8-OHdG measurements especially appeared sensitive biomarkers for assessing the genetic effects of environmental pollutants to which adolescents may be exposed.

Exposure to polychlorinated biphenyls in residents near a chemical factory in Italy: the food chain as main source of contamination

High levels of PCBs were recently found in soil, food and some farmers living close to a chemical factory which until the 1980s had produced polychlorinated biphenyls (PCBs) in Brescia, North Italy. We performed a survey on a random sample of subjects aged 20-79 years living in various areas of the town with different levels of soil pollution to investigate factors associated with increased levels of PCB in serum (24 congeners were tested). Total PCB values were closely related to age (Spearman r=0.68; p<0.0001). The 166 consumers of locally produced food had higher PCB levels than non-consumers (median=1143 versus 719; 95th centile=9301 versus 2635ng/g lipid) with the highest levels among consumers of food produced in the most contaminated area close to the factory (median=2551; 95th centile=33464ng/g lipid). A dose-effect relationship between consumption of food produced in this area and PCB blood levels was observed (Spearman r=0.52, p=0.0014). Consumers of only plant food produced in this area had higher levels of PCB than non-consumers (median=1100; 95th centile=10,800ng/g lipid). Three subjects who had worked at the factory in the past showed high PCB levels. Distribution of PCB congeners did not differ between consumers of locally produced food and non-consumers, apart from PCB 209 which was found at high levels in former factory workers and was more common among consumers of food produced in the polluted area. In conclusion, we found high serum PCB levels in humans living in a highly polluted area in an industrialized town in Italy, due mainly to consumption of food produced in polluted areas.

Waste incineration--how big is the health risk? A quantitative method to allow comparison with other health risks

OBJECTIVE

To assess the health risk from a medium-sized waste incinerator and develop a single comparable figure to quantify overall risk.

METHOD

We used a prospective health risk assessment utilizing US Environmental Protection Agency Human Health Risk Assessment Protocol (HHRAP) for Hazardous Waste Combustion Facilities and UK coefficients for the impact of sulphur dioxide and particulates. Calculations were based on a resident population of 25,398 living within 5.5 km of the site.

RESULTS

Anxiety, employment, noise, occupational risks, road accidents, and reduced use of landfill were all considered to have a potential, but unquantifiable, effect on health. Stack emissions over 25 years in a population of 25,398 within 5.5 km of the stack would result in an additional 0.018 cancers, 0.46 deaths brought forward due to sulphur dioxide and 0.02 deaths due to fine particles. The overall risk of dying due to emissions in any one year was 2.49 x 10(-7) or 1 in 4 million.

CONCLUSION

To facilitate better public understanding of the comparative risk of incinerator emissions, we propose a simple method of deriving a single annual risk figure allowing comparison with the risk of dying from other causes with which the public is more familiar.

Long-term study of environmental levels of dioxins and furans in the vicinity of a municipal solid waste incinerator

From 1975 to 2004, a municipal solid waste incinerator (MSWI) was operating in Montcada (Barcelona, Catalonia, Spain). Because of the potential health risks derived from emission of pollutants by the facility, especially polychlorinated dibenzo-p-dioxins (PCDDs) and dibenzofurans (PCDFs), a long-term monitoring program focused on measuring the environmental levels of PCDD/Fs near the facility, and to assess the health risks for the population living in the neighborhood, was established between 1996 and 2002. A total number of 111 soil and 121 herbage samples were analyzed for PCDD/Fs during this period. Human health risks for the individuals living near the MSWI (500 and 1,000 m) were also assessed before (1998) and after modernization (2000) of the facility. It included PCDD/F inhalation, dermal contact, soil and dust ingestion, and food intake. All these data are here summarized. The environmental levels of PCDD/Fs showed that the MSWI was not the main responsible of the atmospheric pollution by these compounds. In turn, human health risks for the population living in the vicinity of the facility after introduction of a modern technology were negligible in comparison with the dietary PCDD/F exposure.

Environmental impact and human health risks of polychlorinated dibenzo-p-dioxins and dibenzofurans in the vicinity of a new hazardous waste incinerator: a case study

The purpose of this study was to assess the environmental impact of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) in the vicinity of a new hazardous waste incinerator (HWI) 4 years after regular operation of the facility. A double approach was carried out. The PCDD/F congener profiles corresponding to environmental samples, soil and herbage, collected before the HWI (baseline) and 4 years after starting regular operations, as well as PCDD/F profiles of air emission samples, were compared. The potential health risks (carcinogenic and noncarcinogenic) due to PCDD/F exposure were assessed for adults and children living in the neighborhood of the facility. Human exposure to PCDD/Fs was mainly due to dietary food intake. Comparisons between the PCDD/F congener profiles corresponding to the baseline and current surveys, as well as data concerning the human health risk assessment, indicate that the HWI in question does not cause additional risks to the environment orto the population living in the vicinity of the facility.

Evaluation of PCDD/F levels in ambient air and soils and estimation of deposition rates in Kocaeli, Turkey

PCDD/F analyses were made in soil and ambient air samples taken from Kocaeli, an industrialized area of Turkey. Results showed that the levels of PCDD/F pollution are comparable to the levels observed in the various urban areas in the world. PCDD/F concentrations in surface soils ranged between 0.4 and 4.27 pg I-TEQ kg(-1) with a geometric mean of 0.76 pg I-TEQ kg(-1), while those in ambient air were between 23 and 563 f gm(-3), with geometric mean of 82.0 f gm(-3). Ambient air PCDD/F concentration in the city center was about 10 times higher than those in the rural area. Combustion activities present in the area were assessed to be the most significant source of the PCDD/F pollution based on the congener and homologue profiles and statistical analysis of the data. The deposition rate modeling of USEPA was applied and the deposition rates were determined in the range between 7.6 and 66.3 ng I-TEQ m(-2)year(-1) with a geometric mean of 15.9 ng I-TEQ m(-2)year(-1). The rates were higher than the recommended deposition rates in relation to the tolerable daily intake (TDI) range of PCDD/Fs for humans. The deposition velocities computed were also found to be high in both low and highly chlorinated PCDD/Fs, and this was attributed to the vapor phase deposition of volatile PCDD/Fs, and the scavenging effect of the precipitation on the particle-bound PCDD/Fs.

Health risk assessment of PCDD/F emissions from a hazardous and medical waste incinerator in Turkey

A multimedia risk assessment procedure was conducted to determine the fate and transport of polychlorinated dibenzo-p-dioxin and polychlorinated dibenzofuran (PCDD/F) emissions from the Izmit Hazardous and Medical Waste Incinerator (IZAYDAS) in Turkey and their potential health risks. Congener concentrations in ambient air and their deposition rates were determined by an air dispersion model (ISCST3). Their transfer to some plant groups and animal tissues was predicted by food chain modeling. Exposure scenarios were produced based on three receptor groups (urban, semiurban, and rural) and five subgroups determined according to ages. Daily intakes of PCDD/Fs via exposure pathways were determined based on three different emission scenarios for each group and subgroup. Estimated incremental PCDD/F doses caused by the incinerator emissions in central-tendency scenario were computed as between 2.31 x 10(-6) and 0.008 pg TEQ kg(-1) bodyweight (bw) day(-1) on average for all the receptors other than infants in all the settings, while the range was 3.01 x 10(-5)-0.081 pg TEQ kg(-1) bw day(-1) for infants. Sensitivity analysis showed that the consumption of vegetal products and their locally grown fractions are the most significant parameters in the exposure to PCDD/Fs in the area.

Congener-specific intake fractions for PCDDs/DFs and Co-PCBs: modeling and validation

Intake fractions (iFs) for emissions to air, water, and soil for 17 PCDDs/DFs and 12 Co-PCBs were calculated with a level III multimedia model and a food-chain exposure model in succession. The two integrated models were tested by comparing the predicted and measured concentrations in the environment and by comparing intakes through food. Measurement-based iFs were also calculated and compared with the model-based iFs. The air concentrations predicted by the fate model were close to the median of the observed concentrations, whereas the predicted soil and water concentrations were one-third to one-tenth the observed concentrations. This difference was large in case of PCDDs and Co-PCBs, which was explained by the past pollution such as commercial PCB products and PCDD impurities in chloronitrofen (CNP) and pentachlorophenol (PCP). For fish, the predicted and observed exposures agreed well each other. For meat and milk, the predicted exposures were about 10 times the observed exposures for PCDDs/DFs, whereas the predicted and observed values agreed well for Co-PCBs. When the model was modified to consider feeding of fish meal to livestock and geographic bias in feed-grass production, the predicted congener profile was comparable to the measured profile. The comparison also suggested that chickens should be modeled separately from other terrestrial livestock. The model-based iFs for air emission of OCDD and 2378-TCDD were 0.001% and 0.1%, respectively. The iFs of most Co-PCBs were higher than those of PCDDs/DFs. These iF differences suggest the importance of the fate factor in assessing emissions of the 29 congeners.

Open dumping site in Asian developing countries: a potential source of polychlorinated dibenz-p-dioxins and polychlorinated dibenzofurans

Open landfill dumping areas for municipal wastes in Asian developing countries have recently received particular attention with regard to environmental pollution problems. Because of the uncontrolled burning of solid wastes, elevated contamination by various toxic chemicals including dioxins and related compounds in these dumping sites has been anticipated. In this study, concentrations of polychlorinated dibenzo-p-dioxins (PCDDs), polychlorinated dibenzofurans (PCDFs), and coplanar polychlorinated biphenyls (PCBs) were determined in soils from dumping sites in the Philippines, Cambodia, India, and Vietnam. Residue concentrations of PCDD/Fs and coplanar PCBs in dumping site soils were apparently greater than those in soils collected in agricultural or urban areas far from dumping sites, suggesting that dumping sites are potential sources of PCDD/Fs and related compounds. Observed PCDD/F concentrations in soils from dumping sites in the Philippines and Cambodia were comparable or higher than those reported for dioxin-contaminated locations in the world (e.g., near the municipal waste incinerators and open landfill dumping sites). Homologue profiles of PCDD/Fs in dumping site soils from the Philippines and, to a lesser extent, from Cambodia and India reflected patterns of samples representing typical emissions, while profiles of agricultural or urban soils were similar to those of typical environmental sinks. This result suggests recent formation of PCDD/Fs in dumping site areas and that open dumping sites are a potential source of dioxins in Asian developing countries. Uncontrolled combustions of solid wastes by waste pickers, generation of methane gas, and low-temperature burning can be major factors for the formation of dioxins in dumping sites. Elevated fluxes of PCDD/Fs to soils in dumping sites were encountered in the Philippines, Cambodia, India, and Vietnam-Hanoi, and these levels were higher than those reported for other countries. Considerable loading rates of PCDD/Fs in the dumping sites of these countries were observed, ranging from 20 to 3900 mg/yr (0.12-35 mg TEQ/yr). PCDD/F concentrations in some soil samples from the Philippines, Cambodia, India, and Vietnam-Hanoi exceeded environmental guideline values, suggesting potential health effects on humans and wildlife living near these dumping sites. The estimated intakes of dioxins via soil ingestion and dermal exposure for children were higher than those for adults, suggesting greater risk of dioxin exposure for children in dumping sites. To our knowledge, this is the first comprehensive study on PCDD/Fs contamination in open dumping sites of Asian developing countries. On the basis of the result of this study, we have addressed a new environmental issue that open dumping sites are potential sources of PCDD/Fs and related compounds, and dioxin contamination in dumping sites may become a key environmental problem in developing countries.

Human health risks of dioxins for populations living near modern municipal solid waste incinerators

Although incineration is an effective way of treating municipal solid waste (MSW), in many countries the potential health risks associated with stack emissions, particularly those of polychlorinated dibenzo-p-dioxins (PCDDs) and dibenzofurans (PCDFs), have become a cause of great controversy and concern. Given the interest and importance of this controversy, in the present paper a series of experimental data corresponding to a number of surveys made in the vicinity of three MSW incinerators (MSWIs) of Catalonia (Spain) are reviewed. In recent months, an adaptation to the EU legislation on pollutant emissions from the stack was carried out in these facilities. We assessed whether the pronounced reductions in the atmospheric PCDD/PCDFs emissions parallel the concurrent decreases in environmental matrices collected in the vicinity of the MSWIs. In comparison with other PCDD/PCDFs emission sources in the areas under direct influence of the MSWIs, the health risks from current emissions of PCDD/PCDFs by these incinerators would be of low significance for populations living in the neighborhood. For such populations, the daily intake of PCDD/PCDFs from direct and indirect (diet) exposure are currently within the rank recommended by the WHO as the maximum daily exposure to PCDD/PCDFs for non-carcinogenic adverse effects.
