The Global Forest Health Crisis: A Public-Good Social Dilemma in Need of International Collective Action

Society is confronted by interconnected threats to ecological sustainability. Among these is the devastation of forests by destructive non-native pathogens and insects introduced through global trade, leading to the loss of critical ecosystem services and a global forest health crisis. We argue that the forest health crisis is a public-good social dilemma and propose a response framework that incorporates principles of collective action. This framework enables scientists to better engage policymakers and empowers the public to advocate for proactive biosecurity and forest health management. Collective action in forest health features broadly inclusive stakeholder engagement to build trust and set goals; accountability for destructive pest introductions; pooled support for weakest-link partners; and inclusion of intrinsic and nonmarket values of forest ecosystems in risk assessment. We provide short-term and longer-term measures that incorporate the above principles to shift the societal and ecological forest health paradigm to a more resilient state.

Underexplored and growing economic costs of invasive alien trees

The high ecological impacts of many invasive alien trees have been well documented. However, to date, we lacked synthesis of their economic impacts, hampering management actions. Here, we summarize the cost records of invasive trees to (I) identify invasive trees with cost information and their geographic locations, (II) investigate the types of costs recorded and sectors impacted by invasive trees and (III) analyze the relationships between categories of uses of invasive trees and the invasion costs attributed to these uses. We found reliable cost records only for 72 invasive trees, accumulating a reported total cost of $19.2 billion between 1960 and 2020. Agriculture was the sector with the highest cost records due to invasive trees. Most costs were incurred as resource damages and losses ($3.5 billion). Close attention to the ornamental sector is important for reducing the economic impact of invasive trees, since most invasive trees with cost records were introduced for that use. Despite massive reported costs of invasive trees, there remain large knowledge gaps on most invasive trees, sectors, and geographic scales, indicating that the real cost is severely underestimated. This highlights the need for further concerted and widely-distributed research efforts regarding the economic impact of invasive trees.

An Overview of Phytophthora Species on Woody Plants in Sweden and Other Nordic Countries

The genus Phytophthora, with 326 species in 12 phylogenetic clades currently known, includes many economically important pathogens of woody plants. Different Phytophthora species often possess a hemibiotrophic or necrotrophic lifestyle, have either a broad or narrow host range, can cause a variety of disease symptoms (root rot, damping-off, bleeding stem cankers, or blight of foliage), and occur in different growing environments (nurseries, urban and agricultural areas, or forests). Here, we summarize the available knowledge on the occurrence, host range, symptoms of damage, and aggressiveness of different Phytophthora species associated with woody plants in Nordic countries with a special emphasis on Sweden. We evaluate the potential risks of Phytophthora species to different woody plants in this geographical area and emphasize the increasing threats associated with continued introduction of invasive Phytophthora species.

Citizen science can enhance strategies to detect and manage invasive forest pests and pathogens

Incorporating a citizen science approach into biological invasion management strategies can enhance biosecurity. Many citizen science projects exist to strengthen the management of forest pest and pathogen invasions within both pre- and post-border scenarios. Besides the value of citizen science initiatives for early detection and monitoring, they also contribute widely to raising awareness, informing decisions about eradication and containment efforts to minimize pest and pathogen spread, and even finding resistant plant material for restoration of landscapes degraded by disease. Overall, many projects actively engage citizens in the different stages of forest pest and pathogen invasions, but it is unclear how they work together across all stages of the entire biological invasion process to enhance biosecurity. Here we provide examples of citizen science projects for each stage of the biological invasion process, discuss options for developing a citizen science program to enhance biosecurity, and suggest approaches for integrating citizen science into biosecurity measures to help safeguard forest resources in the future.

Forest Insect Biosecurity: Processes, Patterns, Predictions, Pitfalls

The economic and environmental threats posed by non-native forest insects are ever increasing with the continuing globalization of trade and travel; thus, the need for mitigation through effective biosecurity is greater than ever. However, despite decades of research and implementation of preborder, border, and postborder preventative measures, insect invasions continue to occur, with no evidence of saturation, and are even predicted to accelerate. In this article, we review biosecurity measures used to mitigate the arrival, establishment, spread, and impacts of non-native forest insects and possible impediments to the successful implementation of these measures. Biosecurity successes are likely under-recognized because they are difficult to detect and quantify, whereas failures are more evident in the continued establishment of additional non-native species. There are limitations in existing biosecurity systems at global and country scales (for example, inspecting all imports is impossible, no phytosanitary measures are perfect, knownunknowns cannot be regulated against, and noncompliance is an ongoing problem). Biosecurity should be a shared responsibility across countries, governments, stakeholders, and individuals.

Invasive Insect Pests of Forests and Urban Trees in Russia: Origin, Pathways, Damage, and Management

Invasive alien insects cause serious ecological and economical losses around the world. Here, we review the bionomics, modern ranges (and their dynamics), distribution pathways, monitoring, and control measures of 14 insect species known to be important invasive and emerging tree pests in forest and urban ecosystems of Russia: Leptoglossus occidentalis (Hemiptera: Heteroptera: Coreidae), Halyomorpha halys (Hemiptera: Heteroptera: Pentatomidae), Corythucha arcuata (Hemiptera: Heteroptera: Tingidae), Agrilus fleischeri, A. mali, A. planipennis, Lamprodila (Palmar) festiva (Coleoptera: Buprestidae), Ips amitinus, Polygraphus proximus (Coleoptera: Curculionidae: Scolytinae), Cydalima perspectalis (Lepidoptera: Crambidae), Acrocercops brongniardella, Cameraria ohridella, Phyllonorycter issikii, and P. populifoliella (Lepidoptera: Gracillariidae). We identified three major scenarios of tree pest invasions in the country and beyond: (1) a naturally conditioned range expansion, which results in the arrival of a pest to a new territory and its further naturalization in a recipient region; (2) a human-mediated, long-distance transfer of a pest to a new territory and its further naturalization; and (3) a widening of the pest’s trophic niche and shift to new host plant(s) (commonly human-introduced) within the native pest’s range frequently followed by invasion to new regions.

Emerald ash borer intensifies harvest regimes on private land

Invasive forest insects have significant direct impacts on forest ecosystems and they are also generating new risks, uncertainties, and opportunities for forest landowners. The growing prevalence and inexorable spread of invasive insects across the United States, combined with the fact that the majority of the nation's forests are controlled by thousands of autonomous private landowners, raises an important question: To what extent will private landowners alter their harvest practices in response to insect invasions? Using a quasi-experimental design, we conducted a causal analysis to investigate the influence of the highly impactful emerald ash borer (EAB) on (1) annual probability of harvest; (2) intensity of harvest; and (3) diameter of harvested trees, for both ash and non-ash species on private land throughout the Midwest and mid-Atlantic regions of the United States. We found that EAB detection had a negative impact on annual harvest probability and a positive impact on harvest intensity, resulting in a net increase in harvested biomass. Furthermore, our estimates suggest that EAB detection will influence private landowners to harvest greater quantities of ash, relative to non-ash species. We also found that harvested trees in EAB-infested areas had smaller diameters, on average, compared with those unaffected by EAB. These results can help policymakers, forest managers, and extension programs to anticipate and better advise landowners and managers about their options and the associated outcomes for forests.

Urban environments have species-specific associations with invasive insect herbivores

Urban forests are critically important for providing ecosystem services to rapidly expanding urban populations, but their health is threatened by invasive insect herbivores. To protect urban forests against invasive insects and support future delivery of ecosystem services, we must first understand the factors that affect insect density across urban landscapes. This study explores how a variety of environmental factors that vary across urban habitats influence density of invasive insects. Specifically, we evaluate how vegetational complexity, distance to buildings, impervious surface, canopy temperature, host availability and density of co-occurring herbivores impact three invasive pests of elm trees: the elm leaf beetle (Xanthogaleruca luteola), the elm flea weevil (Orchestes steppensis) and the elm leafminer (Fenusa ulmi). Insect responses to these factors were species-specific, and all environmental factors were associated with density of at least one pest species except for distance to buildings. Elm leafminer density decreased with higher temperatures and was influenced by an interaction between vegetational complexity and impervious surface. Elm flea weevil density increased with greater host availability, and elm leaf beetle density increased with higher temperatures. Both elm leaf beetle and elm flea weevil density decreased with greater leafminer density, suggesting that insect density is mediated by species interactions. These findings can be used to inform urban pest management and tree care efforts, making urban forests more resilient in an era when globalization and climate change make them particularly vulnerable to attack.

The polyphagous shot hole borer beetle: Current status of a perfect invader in South Africa

The polyphagous shot hole borer (PSHB) beetle is a recent invader in South Africa. Together with its fungal symbiont, Fusarium euwallaceae, it can rapidly kill highly susceptible host plants. Its impact is most profound in urban areas, but it has also been found infesting important forestry, agricultural crop and native species. Since its first detection in 2012, PSHB has spread to all but one province in the country. The beetle–fungus complex has several biological traits that enhance its anthropogenically mediated dispersal, establishment and survival in novel environments – factors that have likely facilitated its rapid spread across the country. We review the history of the PSHB invasion in South Africa, its taxonomic status and the reasons for its rapid spread. We highlight its potential impact and challenges for its management. Finally, we provide an updated distribution map and list of confirmed host plants in South Africa. Of the 130 plant species identified as hosts, 48 of these (19 indigenous and 29 introduced) are reproductive hosts able to maintain breeding PSHB populations. These reproductive hosts may succumb to beetle infestations and act as ‘pest-amplifiers’. The economic impact on urban forests, plantation forestry and agricultural crops may be severe, but the ecological impact of PSHB invasion in native ecosystems should not be underestimated.

Indigenous plants promote insect biodiversity in urban greenspaces

The contribution of urban greenspaces to support biodiversity and provide benefits for people is increasingly recognized. However, ongoing management practices favor vegetation oversimplification, often limiting greenspaces to lawns and tree canopy rather than multi-layered vegetation that includes under- and midstorey, and the use of nonnative species. These practices hinder the potential of greenspaces to sustain indigenous biodiversity, particularly for taxa like insects that rely on plants for food and habitat. Yet, little is known about which plant species may maximize positive outcomes for taxonomically and functionally diverse insect communities in greenspaces. Additionally, while cities are expected to experience high rates of introductions, quantitative assessments of the relative occupancy of indigenous vs. introduced insect species in greenspace are rare, hindering understanding of how management may promote indigenous biodiversity while limiting the establishment of introduced insects. Using a hierarchically replicated study design across 15 public parks, we recorded occurrence data from 552 insect species on 133 plant species, differing in planting design element (lawn, midstorey, and tree canopy), midstorey growth form (forbs, lilioids, graminoids, and shrubs) and origin (nonnative, native, and indigenous), to assess (1) the relative contributions of indigenous and introduced insect species and (2) which plant species sustained the highest number of indigenous insects. We found that the insect community was overwhelmingly composed of indigenous rather than introduced species. Our findings further highlight the core role of multi-layered vegetation in sustaining high insect biodiversity in urban areas, with indigenous midstorey and canopy representing key elements to maintain rich and functionally diverse indigenous insect communities. Intriguingly, graminoids supported the highest indigenous insect richness across all studied growth forms by plant origin groups. Our work highlights the opportunity presented by indigenous understory and midstorey plants, particularly indigenous graminoids, in our study area to promote indigenous insect biodiversity in urban greenspaces. Our study provides a blueprint and stimulus for architects, engineers, developers, designers, and planners to incorporate into their practice plant species palettes that foster a larger presence of indigenous over regionally native or nonnative plant species, while incorporating a broader mixture of midstorey growth forms.

Diversity of Phytophthora Species Detected in Disturbed and Undisturbed British Soils Using High-Throughput Sequencing Targeting ITS rRNA and COI mtDNA Regions

Disease outbreaks caused by introduced Phytophthora species have been increasing in British forests and woodlands in recent years. A better knowledge of the Phytophthora communities already present in the UK is of great importance when developing management and mitigation strategies for these diseases. To do this, soils were sampled in “disturbed” sites, meaning sites frequently visited by the public, with recent and new plantings or soil disturbances versus more “natural” forest and woodland sites with little disturbance or management. Phytophthora diversity was assessed using high-throughput Illumina sequencing targeting the widely accepted barcoding Internal Transcribed Spacer 1 (ITS1) region of rRNA and comparing it with the mitochondrial cytochrome c oxidase I (COI) gene. Isolation of Phytophthora was run in parallel. Nothophytophthora spp. and Phytophthora spp. were detected in 79 and 41 of the 132 locations of the 14 studied sites when using ITS or COI, respectively. A total of 20 Phytophthora amplicon sequence variants (ASVs) were assigned to known Phytophthora species from eight clades (1a, 2, 2b, 3a, 5, 6b, 7a, 8b, 8c, 8d, 10a, and 10b) and 12 ASVs from six clades (1a, 2c, 3a, 3b, 6b, 7a, 8b, 8c, and 8d) when using ITS or COI, respectively. Only at two locations were the results in agreement for ITS, COI, and isolation. Additionally, 21 and 17 unknown Phytophthora phylotypes were detected using the ITS and COI, respectively. Several Phytophthora spp. within clades 7 and 8, including very important forest pathogens such as P. austrocedri and P. ramorum, were identified and found more frequently at “disturbed” sites. Additionally, eight ASVs identified as Nothophytophthora spp. were detected representing the first report of species within this new genus in Britain. Only three species not known to be present in Britain (P. castaneae, P. capsici, and P. fallax) were detected with the ITS primers and not with COI. To confirm the presence of these or any potential new Phytophthora species, sites should be re-sampled for confirmation. Additionally, there is a need to confirm if these species are a threat to British trees and try to establish any eradication measures required to mitigate Phytophthora spread in Britain.

A Research Agenda for Urban Biodiversity in the Global Extinction Crisis

Rapid urbanization and the global loss of biodiversity necessitate the development of a research agenda that addresses knowledge gaps in urban ecology that will inform policy, management, and conservation. To advance this goal, we present six topics to pursue in urban biodiversity research: the socioeconomic and social–ecological drivers of biodiversity loss versus gain of biodiversity; the response of biodiversity to technological change; biodiversity–ecosystem service relationships; urban areas as refugia for biodiversity; spatiotemporal dynamics of species, community changes, and underlying processes; and ecological networks. We discuss overarching considerations and offer a set of questions to inspire and support urban biodiversity research. In parallel, we advocate for communication and collaboration across many fields and disciplines in order to build capacity for urban biodiversity research, education, and practice. Taken together we note that urban areas will play an important role in addressing the global extinction crisis.

Tree health in South Africa: Retrospect and prospect

South Africa is a country with very limited natural forest cover. Consequently, the timber and fibre needs of the country cannot be provided for from indigenous forest. It is largely for this reason that South Africa initially developed a highly productive plantation forest industry, which today makes a substantial contribution to the local economy. These plantations are based on non-native species of Eucalyptus, Pinus and Australian Acacia. In the early years of establishment, South African plantations were relatively free of pest and pathogen problems. But, over time, an increasing number of insects, fungi and bacteria have emerged as serious threats to the sustainability of the forestry industry. Numerous native pests and pathogens, especially insects, have adapted to these introduced tree species to cause damage or disease. The problem is compounded by the accidental introduction of non-native pests and pathogens, and this has been at a rapidly increasing rate over the past three decades. Some of these introduced pests and pathogens also threaten the fitness and even the survival of many indigenous South African tree species. Fortunately, South Africa has developed an impressive knowledge base and range of integrated management options to deal with these problems. This development was first driven by government programmes, and in more recent years by public–private partnerships between industry, universities and government. It is clear from the pattern of emergence of pests and pathogens in recent years that South Africa will deal with an increasing number of these problems and a continuously changing tree health environment. This requires robust investment in both quarantine and mitigation mechanisms to protect the country’s biodiversity as well as to ensure the sustainability of its wood and fibre industries.

Harmonising the fields of invasion science and forest pathology

Invasive alien species are widely recognised as significant drivers of global environmental change, with far reaching ecological and socio-economic impacts. The trend of continuous increases in first records, with no apparent sign of saturation, is consistent across all taxonomic groups. However, taxonomic biases exist in the extent to which invasion processes have been studied. Invasive forest pathogens have caused, and they continue to result in dramatic damage to natural forests and woody ecosystems, yet their impacts are substantially underrepresented in the invasion science literature. Conversely, most studies of forest pathogens have been undertaken in the absence of a connection to the frameworks developed and used to study biological invasions. We believe this is, in part, a consequence of the mechanistic approach of the discipline of forest pathology; one that has been inherited from the broader discipline of plant pathology. Rather than investigating the origins of, and the processes driving the arrival of invasive microorganisms, the focus of pathologists is generally to investigate specific interactions between hosts and pathogens, with an emphasis on controlling the resulting disease problems. In contrast, central to the field of invasion science, which finds its roots in ecology, is the development and testing of general concepts and frameworks. The lack of knowledge of microbial biodiversity and ecology, speciation and geographic origin present challenges in understanding invasive forest pathogens under existing frameworks, and there is a need to address this shortfall. Advances in molecular technologies such as gene and genome sequencing and metagenomics studies have increased the “visibility” of microorganisms. We consider whether these technologies are being adequately applied to address the gaps between forest pathology and invasion science. We also interrogate the extent to which the two fields stand to gain by becoming more closely linked.

Public Preferences and Willingness to Pay for Invasive Forest Pest Prevention Programs in Urban Areas

Invasive forest pests can cause environmental and economic damage amounting to billions of dollars (US) in lost revenues, restoration and response costs, and the loss of ecosystem services nationwide. Unfortunately, these forest pests do not stay confined to wildland forest areas and can spread into suburban and urban areas, imposing significant costs on local governments, homeowners, and management agencies. In this study, a contingent valuation experiment is used to estimate Florida residents’ willingness to pay (WTP) a monthly utility fee that would protect urban forests from invasive pests by implementing a monitoring and prevention program for their early detection and eradication. On average, the respondents are WTP US $5.44 per month to implement the surveillance program, revealing an aggregate WTP in the order of US $540 million per year. The results also reveal that respondents are sensitive to the scope of the program, with higher rates of participation and higher WTP for a program that is more effective at preventing forest pest invasions.

Association of Phytophthora with Declining Vegetation in an Urban Forest Environment

Urban forests consist of various environments from intensely managed spaces to conservation areas and are often reservoirs of a diverse range of invasive pathogens due to their introduction through the nursery trade. Pathogens are likely to persist because the urban forest contains a mixture of native and exotic plant species, and the environmental conditions are often less than ideal for the trees. To test the impact of different land management approaches on the Phytophthora community, 236 discrete soil and root samples were collected from declining trees in 91 parks and nature reserves in Joondalup, Western Australia (WA). Sampling targeted an extensive variety of declining native trees and shrubs, from families known to be susceptible to Phytophthora. A sub-sample was set aside and DNA extracted for metabarcoding using Phytophthora-specific primers; the remaining soil and root sample was baited for the isolation of Phytophthora. We considered the effect on the Phytophthora community of park class and area, soil family, and the change in canopy cover or health as determined through sequential measurements using remote sensing. Of the 236 samples, baiting techniques detected Phytophthora species from 24 samples (18 parks), while metabarcoding detected Phytophthora from 168 samples (64 parks). Overall, forty-four Phytophthora phylotypes were detected. Considering only sampling sites where Phytophthora was detected, species richness averaged 5.82 (range 1-21) for samples and 9.23 (range 2-24) for parks. Phytophthora multivora was the most frequently found species followed by P. arenaria, P. amnicola and P. cinnamomi. While park area and canopy cover had a significant effect on Phytophthora community the R² values were very low, indicating they have had little effect in shaping the community. Phytophthora cinnamomi and P. multivora, the two most invasive species, often co-occurring (61% of samples); however, the communities with P. multivora were more common than those with P. cinnamomi, reflecting observations over the past decade of the increasing importance of P. multivora as a pathogen in the urban environment.

New Approaches in Urban Forestry to Minimize Invasive Species Impacts: The Case of Xiongan New Area in China

China is implementing an extensive urban forestry plan in Xiongan New Area (XNA), a new city in Hebei province. The city has been designated to serve Beijing’s noncapital functions and promote the integration of the broader Beijing–Tianjin–Hebei city-region. As part of a green initiative to minimize environmental impacts and its carbon footprint, a massive urban forestry system has been planned on an unprecedented scale, expected to cover over 600 km² by 2030. Using science to inform policy, one major goal is to simultaneously minimize impacts of invasive species, while making urban forests more resilient to potential invasive species threats. In this review, we introduce these urban forestry plans such as basic concepts and principles for afforestation, tree species to be planted, delineation of existing pests already established, and expected forest invasive species of concern threatening the new area. Finally, we introduce a framework for invasive pest management strategies in XNA based on a “big data” approach and decision system to minimize impacts of invasive species. This new approach to urban forestry has the potential to become an exemplary global model for urban forestry planning, one that integrates research activities focused on forest health surveys and monitoring with sustainable forestry management. Finally, we provide an overview of the forest health policy required for the design of an unprecedentedly large new urban forest from initial planning to full implementation of an integrated forest management program.

Urban trees facilitate the establishment of non-native forest insects

Cities, due to the presence of ports and airports and the high diversity of trees in streets, parks, and gardens, may play an important role for the introduction of invasive forest pests. We hypothesize that areas of urban forest facilitate the establishment of non-native forest pests. Based on scientific literature and a pan-European database on non-native species feeding on woody plants, we analysed where the first detections occurred in European countries. We collected site data for 137 first detections in Europe and 508 first European country-specific records. We also estimated the percentage of tree cover and suitable habitat (green areas with trees) in buffers around detection points. The large majority of first records (89% for first record in Europe and 88% for first records in a European country) were found in cities or suburban areas. Only 7% of the cases were in forests far from cities. The probability of occurrence decreased sharply with distance from the city. The probability to be detected in urban areas was higher for sap feeders, gall makers, and seed or fruit feeders (>90%) than for bark and wood borers (81%). Detection sites in cities were highly diverse, including public parks, street trees, university campus, arboreta, zoos, and botanical gardens. The average proportion of suitable habitat was less than 10% in urban areas where the species were detected. Further, more than 72% of the cases occurred in sites with less than 20% of tree cover. Hotspots of first detection were identified along the coastal regions of the Mediterranean and Atlantic, and near industrial areas of central Europe. We conclude that urban trees are main facilitators for the establishment of non-native forest pests, and that cities should thus be intensely surveyed. Moreover, as urban areas are highly populated, the involvement of citizens is highly recommended.

The value of sentinel plants for risk assessment and surveillance to support biosecurity

Effective surveillance for early detection of invasive alien species in natural ecosystems, or on valued plants found in modified areas, could prevent potentially devastating and costly impacts (whether environmental, economic or cultural) of new invasions on the invaded country. Surveillance technologies are often constrained by a range of factors. Determining which species present a significant risk before they reach the border is an effective strategy to minimize the possibility of invasion and/or the impact of invasion. Surveillance of sentinel plants provides an important tool to strengthen biosecurity programs assisting with i) detecting and identifying insect pests, nematodes and plant diseases that could potentially invade uncolonized countries, and ii) developing pest risk analysis profiles to eliminate or mitigate the risk of arrival. This review examines some of the challenges and opportunities provided by sentinel plant research and discusses the factors that could affect the success of their use for biosecurity risk assessment and surveillance in the New Zealand context.

Forewarned is forearmed: harmonized approaches for early detection of potentially invasive pests and pathogens in sentinel plantings

The number of invasive alien pest and pathogen species affecting ecosystem functioning, human health and economies has increased dramatically over the last decades. Discoveries of invasive pests and pathogens previously unknown to science or with unknown host associations yet damaging on novel hosts highlights the necessity of developing novel tools to predict their appearance in hitherto naïve environments. The use of sentinel plant systems is a promising tool to improve the detection of pests and pathogens before introduction and to provide valuable information for the development of preventative measures to minimize economic or environmental impacts. Though sentinel plantings have been established and studied during the last decade, there still remains a great need for guidance on which tools and protocols to put into practice in order to make assessments accurate and reliable. The sampling and diagnostic protocols chosen should enable as much information as possible about potential damaging agents and species identification. Consistency and comparison of results are based on the adoption of common procedures for sampling design and sample processing. In this paper, we suggest harmonized procedures that should be used in sentinel planting surveys for effective sampling and identification of potential pests and pathogens. We also review the benefits and limitations of various diagnostic methods for early detection in sentinel systems, and the feasibility of the results obtained supporting National Plant Protection Organizations in pest and commodity risk analysis.

Metabarcoding reveals a high diversity of woody host-associated Phytophthora spp. in soils at public gardens and amenity woodlands in Britain

Forests and woodlands worldwide are being severely impacted by invasive Phytophthora species, with initial outbreaks in some cases occurring on host trees located in public parks and gardens. These highly disturbed sites with diverse planting practices may indeed act as harbours for invasive Phytophthora pathogens which are particularly well adapted to surviving in soil. High throughput Illumina sequencing was used to analyse Phytophthora species diversity in soil samples collected from 14 public garden/amenity woodland sites in northern Britain. Bioinformatic analyses revealed some limitations to using internal transcribed spacer as the barcode region; namely reporting of false positives and ambiguous species matches. Taking this into account, 35 distinct sequences were amplified across the sites, corresponding to 23 known Phytophthora species as well as twelve oomycete sequences with no match to any known Phytophthora species. Phytophthora pseudosyringae and P. austrocedri, both of which cause serious damage to trees and are regarded as fairly recent introductions to Britain, were the two most abundant Phytophthora species detected. There was no evidence that any of the detected Phytophthora species were more associated with any one type of host, healthy or otherwise. This study has demonstrated the ubiquity and diversity of Phytophthora species endemic in highly managed, extensively planted soil environments in Britain. Suggested improvements to the methodology and the practical implications of the findings in terms of mitigating Phytophthora spread and impact are discussed.

Post-Border Forest Biosecurity in Australia: Response to Recent Exotic Detections, Current Surveillance and Ongoing Needs

Assessing exotic pest response and eradication programs can identify factors that will lead to increased pest detection and provide information for prioritizing and enhancing future eradication attempts. We review the forest-related insect and pathogen detections and responses in Australia between 1996 and 2017. Thirty-four detections of new exotic forest species were made in this timeframe; seventeen each of insects and pathogens. Twenty-nine of the species are now established in mainland Australia and another in the Torres Strait. Four of the established species cause high impact, and three of these were subject to failed eradication programs. Two of the four established high-impact species were not previously recognised as threats; indeed, 85% of all new detections were not considered high-priority risks. Only one forest pest has been successfully eradicated, suggesting a lower success rate of Australian forest eradication programs than the world average. Most of these exotic pests and pathogens were not detected early enough to attempt eradication, or they were not deemed a significant enough pest to warrant an eradication attempt. Early detection is key to successful eradication. We discuss current surveillance programs in Australia and the methods (general, specific), locations (urban, regional, amenity, plantation, nursery, native forest), and surveillance type (public, industry, ad-hoc researcher, forest health surveillance, high-risk site surveillance, pest-specific trapping) that detections were made under. While there has been an increase in detections using specific surveillance since 2010, there remains a need for a structured national approach to forest biosecurity surveillance, preparedness, and responses.
