Detection and extinguishment approaches for municipal solid waste landfill fires: A mini review

Municipal solid waste (MSW) management is getting more attention in the present scenario. Even though various technologies like incineration, gasification, pyrolysis and waste-to-energy plants have been developed, landfills are still the major disposal option for MSW management. MSW at landfill creates issues that are highlighted at a global level like the fire at Deonar dumping site in Mumbai, India was visible and captured by the space satellites, leading to environmental pollution. Detection and extinguishment of landfill fires at surface and sub-surface in their early stages are the major concern. Thermal imaging camera can be used to know solar radiation effect by identifying the hotspots during the day and the night time for understanding aerobic degradation effect on the surface fire. Sub-surface gas concentrations and its combinations affecting the temperature gradient can be studied for a better understanding of sub-surface fires in their early stages. The use of class 'A' foams with water, which reduces the surface tension of water, can be carried out for landfill fire extinguishment. The application of water in the form of water fog will extract a large amount of heat and block the availability of oxygen for the fire. This mini review presents the sources of fuel, heat, oxidant for landfill fire and its development process, associated pollution on air, water, land and human health due to landfill fire and methods for its extinguishment possibilities.

Atmospheric Concentrations and Health Implications of PAHs, PCBs and PCDD/Fs in the Vicinity of a Heavily Industrialized Site in Greece

Background: Thriassion Plain is considered the most industrialized area in Greece and thus a place where emissions of pollutants are expected to be elevated, leading to the degradation of air quality. Methods: Simultaneous determination of polycyclic aromatic hydrocarbons (PAHs), polychlorinated dibenzo-p-dioxins/dibenzofurans (PCDD/Fs), and polychlorinated biphenyls (PCBs) was performed in PM10 samples. SPSS statistical package was employed for statistical analysis and source apportionment purposes. Cancer risk was estimated from total persistent organic pollutants’ (POPs) dataset according to the available literature. Results: POPs concentrations in particulate matter were measured in similar levels compared to other studies in Greece and worldwide, with mean concentrations of ΣPAHs, ΣPCDD/Fs, dioxin like PCBs, and indicator PCBs being 7.07 ng m−3, 479 fg m−3, 1634 fg m−3, and 18.1 pg m−3, respectively. Seasonal variations were observed only for PAHS with higher concentrations during cold period. MDRs, D/F ratios, and principal component analysis (PCA) highlighted combustions as the main source of POPs’ emissions. Estimation of particles’ carcinogenic and mutagenic potential indicates the increased toxicity of PM10 during cold periods, and cancer risk assessment concludes that 3 to 4 people out of 100,000 may suffer from cancer due to POPs’ inhalation. Conclusions: Increased cancer risk for citizens leads to the necessity of chronic POPs’ monitoring in Thriassion Plain, and such strategies have to be a priority for Greek environmental authorities.

Mapping polychlorinated dibenzo-p-dioxins/dibenzofurans in soils around Pugu municipal dump site in Dar es Salaam, Tanzania: Implications on dermal and soil ingestion exposure for people in the peripheral

Experimental data on the contribution of a dump site in Tanzania as a point source of the 17 possible congeners of PCDD/Fs to the environment is presented. Dry and wet season samples were collected around Pugu municipal dump site followed by GCxGC-TOFMS analysis. The dominant congeners were OctaCDD, 1,2,3,4,6,7,8-HepCDF; 1,2,3,4,6,7,8-HeptaCDD and 1,2,4,7-PeCDD. The concentrations of the congeners expressed as TEQ WHO₂₀₀₅ ranged from 11.69 to 48.97 pg/g with a mean of 29.44 pg/g for the dry season and TEQ WHO₂₀₀₅ 4.13-85.82 pg/g with a mean of 41.51 pg/g for the wet season. These levels were speculated high enough to accumulate in free-range chickens and cause harmful effects to humans that consumed them especially residents around Pugu dump site. Exposure of people to PCDD/Fs through dermal absorption and soil ingestion were estimated using the VLIER-HUMAAN Mathematical model. Exposure through dermal absorption was estimated to be 1.2 × 10^-4 and 9.8 × 10^-6 ng TEQ/kg day for children and adults respectively while through soil ingestion via consumption of contaminated foods and other sources was 0.0045 and 0.27 ng TEQ/kg day for children and adults respectively. These values however were well below the WHO tolerable daily intake. Generally, there was no significant variation for total PCDD/Fs in the dry and wet season (α = 0.08). Strong positive correlation (r = 0.94) between total PCDD/Fs and organic matter content was observed during the wet season.

Landfill Impacts on the Environment— Review

Waste management (WM) is a demanding undertaking in all countries, with important implications for human health, environmental preservation, sustainability and circular economy. The method of sanitary landfilling for final disposal of waste remains a generally accepted and used method but the available scientific evidence on the waste-related environmental and health effects is not conclusive. Comparative studies of various WM methods (landfilling, incineration, composting etc.) show that among the municipal solid waste (MSW) treatment and disposal technological options, sanitary landfilling or open dumping is popular in most countries because of the relative low cost and low-technical requirement. The European Union (EU) Directive on waste landfills has introduced specific goals for reducing the volume of disposed waste and very strict requirements for landfilling and landfill sites. Evaluation of the impact of landfills on the environment is a crucial topic in the literature and has received increased attention recently, given growing environmental concerns. The main goal of this survey was to conduct a comprehensive assessment of possible impacts of MSW landfills on the environment. The main conclusion of the overall assessment of the literature is that the disposal of MSW in landfills entails a number of environmental risks but with respect to the current situation and rich style of living adopted in industrially developed countries, the idea of WM systems functioning without landfilling—at least in the foreseeable future within one generation—seems to be somewhat unreal. The results also provided important information of landfills as a source of environmental risk. Results of this research may have an important impact on landfill management and the disposal of waste. From the literature review, it is evident that even if high levels of waste avoidance, reuse and recycling are achieved, some waste materials will always need to be forwarded for disposal.

Determination of ignition temperature of municipal solid waste for understanding surface and sub-surface landfill fire

Open dumping of municipal solid waste (MSW) is a common practice in India which leads to a number of problems like non-uniform compaction, slope failure, percolation of water during rainy seasons, abrupt leachate generation and stability issues. It also leads to various other issues, such as manual scavenging and deliberate waste burning. During the waste degradation process, an enormous amount of heat and landfill gases (LFGs) like carbon dioxide (CO₂) and methane (CH₄) are generated. Biological and chemical reactions happening at the surface and inside the landfill contribute to the heat generation. Initiation of waste ignition is a major cause of spontaneous landfill fire. The risk posed by landfill fires is high in India as most of the landfills are non-engineered. The present study aims to determine the ignition temperature of waste dumped at Bhandewadi dumpsite located at Nagpur, India which will enable a better understanding of the initiation of fires in non-engineered landfill (surface and sub-surface fires), especially in Indian condition. The results of the present study showed that ignition temperature is directly proportional to the moisture content of MSW for its values ranging from 5 to 55% by mass. The correlation of smoldering time (Ts) and ignition time (Ti) of MSW with its age under gradual temperature rise in a muffle furnace (i.e., 3 °C/min) were also studied and it was found that Ts and Ti are directly proportional to the age of MSW and the values ranged from 23 to 34 min for Ts and 27 to 48 min for Ti.

Monitoring polychlorinated dibenzo-p-dioxins/dibenzofurans and dioxin-like polychlorinated biphenyls in Africa since the implementation of the Stockholm Convention-an overview

Polychlorinated dibenzo-p-dioxin (PCDDs), polychlorinated dibenzofurans (PCDF), and dioxin-like polychlorinated biphenyl (dl-PCB) are groups of toxic compounds released into the environment as unintentional by-products of combustion. They persist, bioaccumulate through the food chain, and cause adverse health effects. This review attempts to collate available information on the release of PCDD/Fs and dl-PCBs and other critical data relevant to their monitoring in Africa during the existence of the Stockholm Convention (SC). Much as the implementation of the SC may be lagging, literature showed that there has been encouraging efforts that have been made with respect to PCDDs/Fs and dl-PCBs monitoring in Africa. Results from a global monitoring study showed that PCDD/Fs released to air in Africa stood at 18-532 fg WHO₉₈ TEQ/M³ while dl-PCBs were 7-278 fg WHO₉₈ TEQ/m³. In human milk, the total concentration of PCDD/Fs, i.e., WHO 2005 TEQ LB has been reported to range from 0.5 ng/g fat to 12 ng/g fat. Fourteen laboratories in Africa participated in inter-laboratory assessments of persistent organic pollutants (POPs) with two specifically for PCDD/Fs analysis. This shows that some efforts are being made to boost capacity in Africa. Levels of PCDDs/Fs and dl-PCBs in clay consumed by pregnant women have been reported in Cameroon, Democratic Republic of Congo (DRC), Nigeria, Zimbabwe, Ĉote d'Ivoire, and Uganda with a maximum concentration of 103 pg TEQ/g. This finding was very significant since women are the most impacted through exposure to POPs, a fact that is acknowledged by the SC.

Effect of solid waste landfill organic pollutants on groundwater in three areas of Sicily (Italy) characterized by different vulnerability

The aim of this study was to obtain information on the presence and levels of hazardous organic pollutants in groundwater located close to solid waste landfills. Eighty-two environmental contaminants, including 16 polycyclic aromatic hydrocarbons (PAHs), 20 volatile organic compounds (VOCs), 29 polychlorinated biphenyls (PCBs), 7 dioxins (polychlorinated dibenzo-p-dioxins, PCDDs) and 10 furans (polychlorinated dibenzofurans, PCDFs) were monitored in areas characterised by different geological environments surrounding three municipal solid waste landfills (Palermo, Siculiana and Ragusa) in Sicily (Italy) in three sampling campaigns. The total concentrations of the 16 PAHs were always below the legal threshold. Overall, the Fl/Fl + Py diagnostic ratio revealed that PAHs had a petrogenic origin. VOC levels, except for two notable exceptions near Palermo landfill, were always below the legal limit. As concerns PCB levels, several samples were found positive with levels exceeding the legal limits. It is worth noting that the % PCB distribution differs from that of commercial compositions. In parallel, some samples of groundwater containing PCDDs and PCDFs exceeding the legal threshold were also found. Among the 17 congeners monitored, the most abundant were the highest molecular weight ones.

The impact of a landfill fire on ambient air quality in the north: A case study in Iqaluit, Canada

A large landfill fire occurred in Iqaluit, Canada in spring/summer 2014. Air quality data were collected to characterize emissions as well as potential threats to public health. Criteria pollutants were monitored (PM2.5, O3, NO2) along with dioxins/furans, polycyclic aromatic hydrocarbons, and volatile organic compounds. Median daily dioxin/furan concentrations were 66-times higher during active burning (0.2 pg/m(3) Toxic Equivalency Quotient (TEQ)) compared to after the fire was extinguished (0.003 pg/m(3) TEQ). Other pollutants changed less dramatically. Our findings suggest that airborne concentrations of potentially harmful substances may be elevated during landfill fires even when criteria air pollutants remain largely unchanged.

Priority persistent contaminants in people dwelling in critical areas of Campania Region, Italy (SEBIOREC biomonitoring study)

To investigate if protracted living in degraded environments of the Caserta and Naples provinces (Campania Region, Italy) had an impact on exposure of local people, highly toxic persistent contaminants were measured in blood, blood serum, and human milk of a large number of healthy donors. Sampling was carried out from 2008 to 2009. Blood was collected from over 850 20-64-year old donors; by pooling, 84 blood and 84 serum samples were obtained. Milk was donated by 52 mothers: specimens were pooled into six samples. Polychlorodibenzodioxins (PCDDs), polychlorodibenzofurans (PCDFs), and polychlorobiphenyls (PCBs, dioxin-like (DL) and non-dioxin-like (Σ6PCBs)), arsenic (As), cadmium (Cd), mercury (Hg), and lead (Pb) were measured in serum (organic biomarkers) and blood (metals); these chemicals and polybromobiphenyl ethers (Σ9PBDEs) were analyzed in milk. PCDD+PCDF, DL-PCB, TEQTOT, and Σ6PCB concentration ranges (medians) in serum were 6.26-23.1 (12.4), 3.42-31.7 (11.5), 10.0-52.8 (23.9) pgTEQ97/g fat, and 55.5-647 (219) ng/g fat, respectively, while in milk concentration ranges were 5.99-8.77, 4.02-6.15, 10.0-14.2 pgTEQ97/g fat, and 48.7-74.2 ng/g fat. Likewise, As, Cd, Hg, and Pb findings in blood spanned 2.34-13.4 (5.83), 0.180-0.930 (0.475), 1.09-7.60 (2.60), 10.2-55.9 (28.8) μg/L, respectively; only Pb could be measured in milk (2.78-5.99 μg/L). Σ9PBDE levels in milk samples were 0.965-6.05 ng/g fat. Biomarkers' concentrations were found to be compatible with their current values in European countries and in Italy, and consistent with an exposure primarily determined by consumption of commercial food from the large distribution system. Based on relatively higher biomarker values within the hematic biomonitoring database, the following municipalities were flagged as possibly deserving attention for health-oriented interventions: Brusciano and Caivano (As), Giugliano (Hg), Pianura (PCDDs+PCDFs), and Qualiano-Villaricca (As, Hg). The analysis of samples' qualitative variability indicated that biomarker composition was sensitive at municipality level, a feature that can potentially drive interventions for future local risk assessment and/or management measures.

Influence of a municipal waste landfill on the spatial distribution of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDDs/Fs) in the natural environment

The paper presents the influence of a municipal waste landfill on the pollution of soil, plants and groundwater by polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDDs/Fs). Analysis of their migration in the environment was made in relation to the direction of groundwater flow in the study area. Determination of PCDDs/Fs was performed by isotope dilution high resolution chromatography/tandem mass spectrometry (ID-HRGC/MS-MS) on a Thermo Scientific GCQ-1100/Trace2000 system equipped with an Xcalibur data acquisition and analysis software. The content in soil was in the range of 0.04-27.3pg I-TEQg(-1) of soil dry mass and decreased with depth. Similar values were obtained for plants: in Solidago virgaurea L. there were 0.13-1.9pg I-TEQg(-1) dry mass and in grass from the Family Poaceae - 0.12-3.18pg I-TEQg(-1) dry mass. The concentration in groundwater reached 1.16-6.6pg I-TEQdm(-3); the highest concentration was obtained in water samples collected from a ditch collecting leachates from the landfill. The study has shown that the analyzed object is not responsible for PCDDs/Fs emission to the environment. The increased concentration of these compounds in the topsoil may be influenced by processes linked with waste management (transportation and unloading) and other localized sources of low emission located beyond the landfill.

Infant dietary exposure to dioxins and dioxin-like compounds in Greece

The dietary exposure of infants to polychlorinated dibenzo dioxins and furans (PCDD/Fs) and dioxin like polychlorinated biphenyls (dl-PCBs) is an issue of great social impact. We investigated for the first time the dietary intake of these compounds in infants living in Greece. We included in our study two age groups: 0-6 months, when infants are fed exclusively by human milk and/or formula milk, and 6 to 12 months, when solid food is introduced to nutrition. We took into consideration analytical results for PCDD/Fs and dl-PCBs concentrations in the most popular infant formulae in the Greek market, previous data for mother milk concentrations of PCDD/Fs and dl-PCBs from Greece, and finally analytical data for fat-containing food products from the Greek market. In the first study group, it was found than in infants exclusively fed by breast milk, the calculated sum of PCDD/Fs and dioxin-like PCBs (60.3-80.4 TEQ pg/kg body weight) was significantly higher than that of infants that consume a combination of human milk and formula (31.2-41.6 TEQ pg/kg body weight). In the second study group, separate daily intake estimations were performed for babies receiving human milk (estimated total daily intake 19.76-24.95 TEQ pg/kg body weight) and formula milk (estimated total daily intake 1.60-2.24 TEQ pg/kg body weight). The risks of this exposure should not be overestimated because nursing is restricted to a limited period of human life and besides, the potential consumption of higher levels of dioxin-like compounds is fully compensated by the significant benefits of breast-feeding.

The need and potential of biosensors to detect dioxins and dioxin-like polychlorinated biphenyls along the milk, eggs and meat food chain

Dioxins and dioxin-like polychlorinated biphenyls (DL-PCBs) are hazardous toxic, ubiquitous and persistent chemical compounds, which can enter the food chain and accumulate up to higher trophic levels. Their determination requires sophisticated methods, expensive facilities and instruments, well-trained personnel and expensive chemical reagents. Ideally, real-time monitoring using rapid detection methods should be applied to detect possible contamination along the food chain in order to prevent human exposure. Sensor technology may be promising in this respect. This review gives the state of the art for detecting possible contamination with dioxins and DL-PCBs along the food chain of animal-source foods. The main detection methods applied (i.e., high resolution gas-chromatography combined with high resolution mass-spectrometry (HRGC/HRMS) and the chemical activated luciferase gene expression method (CALUX bioassay)), each have their limitations. Biosensors for detecting dioxins and related compounds, although still under development, show potential to overcome these limitations. Immunosensors and biomimetic-based biosensors potentially offer increased selectivity and sensitivity for dioxin and DL-PCB detection, while whole cell-based biosensors present interpretable biological results. The main shortcoming of current biosensors, however, is their detection level: this may be insufficient as limits for dioxins and DL-PCBs for food and feedstuffs are in pg per gram level. In addition, these contaminants are normally present in fat, a difficult matrix for biosensor detection. Therefore, simple and efficient extraction and clean-up procedures are required which may enable biosensors to detect dioxins and DL-PCBs contamination along the food chain.

Polychlorodibenzodioxin and -furan (PCDD and PCDF) and dioxin-like polychlorobiphenyl (DL-PCB) congener levels in milk of grazing sheep as indicators of the environmental quality of rural areas

An observational study was set up to evaluate how the quality of the environment may influence the levels of of PCDDs, PCDFs, and DL-PCBs in sheep's milk. Seven farms under natural and anthropogenic pressures were considered, along with an inventory of the surrounding regular and natural sources of emissions. Analysis by HRGC-HRMS revealed the highest cumulative levels (2.1 pg of WHO(1998)-TE/g fat) in one organic and one conventional farm, each close to a relevant bushfire. Their pattern was characterized by a noticeable contribution (24%) from mono-ortho-PCB congeners to the cumulative WHO-TE. For the other farms, close to potential anthropogenic sources, the levels recorded in milk ranged from 0.7 to 1.3 pg of WHO-TE/g fat. The health and reproductive indicators were in all herds within the physiological range. Results suggest the environmental quality in extensive farming system should be eligible as a food safety factor, also for organic productions.

Toxic emissions from open burning

This review compiled the data from recent actual and simulation studies on toxic emissions from open burning and categorized into sources, broadly as biomass and anthropogenic fuels. Emission factors, in mass of pollutant per mass of material being burned, and actual concentrations, in mass of pollutant per unit volume have been compared based on source classifications. In addition to gaseous emissions, this review presents the updated data on emissions to air in the form of particulate matter, and emissions to soil and water environment. Data from forest fires, accidental fires such as vehicle fires, house fires, and unintentional landfill fires are included in this review as well as combustion involving traditional and recreational activities.

Depletion study of PCDD/Fs and dioxin-like PCBs concentrations in contaminated home-produced eggs: preliminary study

Dioxins (PCDD/Fs) and polychlorinated biphenyls (PCBs) are ubiquitous environmental contaminants. The contamination of food products with dioxins and PCBs is a well studied issue, because food is generally considered the major source of dioxin intake for humans. In Italy, the Regional Monitoring Plan (part of the national residue monitoring plan) used in the field for 2009 has also included the control of environmental pollutants in small egg producers. Following an irregular result, 12 laying hens were transferred into a laboratory controlled environment. Eggs were collected for 60 days and they were weekly analysed for the evaluation of dioxins, dioxin-like PCBs (DL-PCBs), and non-dioxin-like PCBs (NDL-PCBs, six congeners) levels. The dioxins and PCBs contents were determined, according to EPA methods, by gas chromatography ic determination coupled with high resolution mass spectrometry (HRGC-HRMS). The content of PCDD/Fs, DL-PCBs and NDL-PCBs was evaluated weekly by mean from week to week. The concentration of dioxins was lower than DL-PCBs (2.5 pg TEQ g(-1) of fat against 4.5 pg TEQ g(-1) of fat), but we observed the same depletion trend for both pollutants. On the opposite, NDL-PCBs had a different course: we noted there was an increase between weeks 6 and 7, but the mean levels remained very low (about 20 ng g(-1) of fat). The dioxins, and sum of dioxin and DL-PCBs concentration were below the fixed European limits (i.e. 3 pg TEQ g(-1) of fat for dioxins and 6 pg TEQ g(-1) of fat for sum of dioxins and DL-PCBs), beginning from the 3rd week of trial.

Determination of PCDD/F, dioxin-like PCB and PAH levels in olive and olive oil samples from areas affected by the fires in summer 2007 in Greece

During the summer of 2007, a series of massive forest fires broke out in several areas across Greece. The main sources of PCDD/Fs and dioxin-like PCBs in Greece are considered to be the uncontrolled combustion of municipal solid waste in open landfills and accidental fires in forest, rural and industrial areas. Combustion may also lead to the formation of PAHs, which are fat soluble substances of considerable toxicity. The objective of this study was to investigate PCDD/F, dioxin-like PCB and PAH contamination of olive oil produced in fire-affected areas. Olive oil is a very significant agricultural product of Greece. Samples for this study were collected from all affected oil producing areas after the fire and 1year later. PCDD/Fs, dioxin-like PCBs and PAHs were at normal levels in all samples analysed.

High levels of polychlorinated dibenzo-dioxins/furans and dioxin like-PCBs found in monitoring investigations of sheep liver samples from Lower Saxony, Germany

In this study, the occurrence of 17 toxicologically-relevant polychlorinated dibenzo-dioxins and furans (PCDD/PCDFs) and 12 dioxin-like polychlorinated biphenyls (dl-PCBs) was investigated in livers of sheep from Lower Saxony, Germany. The aim of the monitoring was to get a state-wide picture on the contamination level of sheep liver samples. Seventy two out of 77 investigated sheep liver samples exceeded the European maximum tolerance level for PCDD/PCDFs of 6.0 pg WHO-PCDD/F-TEQ g(-1) fat with measured average, median and maximum values of 23.9, 18.3 and 161 pg WHO-PCDD/F-TEQ g(-1) fat, respectively. Seventy-one samples also exceeded the cumulative maximum tolerance level of 12.0 pg WHO-PCDD/F-PCB-TEQ g(-1) fat set in the EU for the sum of PCDD/PCDFs and dl-PCBs in livers of sheep and derived products. Average, median and maximum measured values were 42.9, 33.9 and 204 pg WHO-PCDD/F-PCB-TEQ g(-1) fat, respectively. In the meat of the sheep only low amounts of PCDD/Fs or dl-PCBs were detected that never exceeded the respective maximum tolerance levels. The results did not show any significant differences in contamination between female or male sheep. Also no correlation was found between the age of the animals and the burden of their livers with PCDD/PCDFs or dl-PCBs. Health risks from the casual consumption of sheep livers are almost unlikely but can also not be excluded for individuals frequently consuming sheep livers with average contamination levels. Almost no difference was observed in the burden of contamination of sheep liver samples between rural and municipal areas or between areas located near or apart from waterways. In conclusion, the results yielded a picture of a varying but high level of contamination of sheep livers most likely caused by physiological differences compared to other animal species and by the ubiquitous environmental contamination primarily assignable to historic dioxin and PCB sources.
