Illegal drug use, alcohol and aggressive crime among Mexican-American and white male arrestees in San Antonio

Neighborhood Crime Victimization, Drug use and Drug Sales: Results from the “Fighting Back” Evaluation

A fundamental premise of the “Fighting Back” program was the existence of a direct causal relationship between drug use and crime. Using data from the evaluation of the program and spatial hierarchical models, we examine whether drug use and the presence of visible drug sales lead to elevated levels of three types of crime: assault, burglary, and theft. Our analysis controls for neighborhood disadvantage, racial and Hispanic concentration, percent renter occupied, and population density. For crime victimization rates by neighborhood, we find that for burglary, neighborhood disadvantage, the presence of visible drug sales, and drug use are related to victimization. None of the control variables demonstrate a significant impact on burglary victimization. For assault, only neighborhood disadvantage and visible drug sales are statistically significant, and for theft, only visible drug sales influence the rate of criminal activity. Considering the Fighting Back intervention, there are no differences in changing crime patterns of reported burglary, assault, and theft from 1983 through 1995 and no differences in the pattern of changing crime victimization rates for 1997 to 1999 between the Fighting Back and comparison sites. Possible reasons for the lack of effects of drug use prevention programs in crime reduction and possible alternative strategies are also discussed.

Trends in Alcohol use, Cocaine use, and Crime: 1989–1998

The widespread belief that illicit drugs are closely associated with crime has contributed to America's “War on Drugs” and attendant increases in arrests, convictions, and prison populations. However, the links between alcohol and crime have received less attention from policy makers and the public despite consistent evidence that alcohol is more likely than other drugs to be associated with violence. This study explores the relationship between alcohol and cocaine use and crime from 1989–1998, based on findings from the Drug Use Forecasting/Arrestee Drug and Alcohol Monitoring Program and the Uniform Crime Reports Program. We examine correlations among cocaine use, alcohol use, property crime, and violent crime at the city level to determine if there is a consistent pattern across cities over time. The analyses show a wide variation across cities in the links between both alcohol and cocaine use and violent and property crime rates over the 10-year period. However, the association between the annual rates of alcohol use and violent crime is stronger than that of alcohol use and property crime. These associations for alcohol remain in multivariate analyses, including statistical controls for temporal autocorrelation, SES, and heroin use. Cocaine use, in contrast, is not closely associated with either property or violent crime rates in the multivariate analyses. The findings suggest that to reduce violent crime rates, policy makers need to focus on addressing the contribution of alcohol. Furthermore, given the variation found across sites, efforts to reduce the drug/alcohol-crime links need to be tailored to local patterns and problems.

Aggressive crime, alcohol and drug use, and concentrated poverty in 24 U.S. urban areas

The nexus between substance use and aggressive crime involves a complex interrelationship among mediating individual and community-level variables. Using multilevel logistic regression models, we investigate how community-level concentration of poverty variables mediate the predictive relationships among individual level social attachment variables and substance use on aggressive crime in a large national sample of male arrestees (N = 20,602) drawn from 24 U.S. urban areas. The findings support our hypothesis that individual social attachments to marriage and the labor force (education and employment) are the principal individual-level pathway mediating the substance abuse/aggression nexus. In the random intercept model, 3.17% of the variation not explained by the individual-level predictor variables is attributable to community-level variation in urban area female-headed households and households receiving welfare. This confirms our hypothesis that social structural conditions of an urban environment differentially expose persons to conditions that predict being arrested for an aggressive crime. Our findings tend to counter the cultural theorists who argue for an indigenous culture of violence in inner-city ghettos and barrios.

The drugs-violence nexus among Mexican-American gang members

This study examines hypotheses and builds models to help clarify the causal connections between drugs and violence outcomes among Mexican-American male gang members. The study uses cross-sectional data of 160 male gang members sampled from 26 gangs in a Southwestern city. A life-history /intensive interview using closed and open-ended questions and a violence risk psychometric test (PFAV) also employed 10 scenario questions to elicit self-produced accounts of the participant's last fight. Gang member participant's ages ranged from 14 to 25 years with a mean age of 18.5 years. The study concludes that drug use interacts with an individual gang member's risk for violence to affect violent behavior outcomes. Furthermore, an important situational variable explaining violent outcomes among respondents scoring high on the violence risk measure was whether the rival was using drugs that resulted in high intoxication levels. The study concludes that drugs have a modulating and mediating influence on violence that is conditioned by situational and individual level variables among members of these adolescent street gangs.

Gene-environment interplay in alcoholism and other substance abuse disorders: expressions of heritability and factors influencing vulnerability

Factors that confer predisposition and vulnerability for alcoholism and other substance abuse disorders may be described usefully within the gene-environment interplay framework. Thus, it is postulated that heritability provides a major contribution not only to alcohol but also to other substances of abuse. Studies of evoked potential amplitude reduction have provided a highly suitable and testable method for the assessment of both environmentally-determined and heritable characteristics pertaining to substance use and dependence. The different personal attributes that may co-exist with parental influence or exist in a shared, monozygotic relationship contribute to the final expression of addiction. In this connection, it appears that personality disorders are highly prevalent co-morbid conditions among addicted individuals, and, this co-morbidity is likely to be accounted for by multiple complex etiological relationships, not least in adolescent individuals. Co-morbidity associated with deficient executive functioning may be observed too in alcohol-related aggressiveness and crimes of violence. The successful intervention into alcohol dependence and craving brought about by baclofen in both human and animal studies elucidates glutamatergic mechanisms in alcoholism whereas the role of the dopamine transporter, in conjunction with both the noradrenergic and serotonergic transporters, are implicated in cocaine dependence and craving. The role of the cannabinoids in ontogeny through an influence upon the expression of key genes for the development of neurotransmitter systems must be considered. Finally, the particular form of behaviour/characteristic outcome due to childhood circumstance may lie with biological, gene-based determinants, for example individual characteristics of monoamine oxidase (MAO) activity levels, thereby rendering simple predictive measures both redundant and misguiding.

Drugs of abuse and the elicitation of human aggressive behavior

The drug-violence relationship exists for several reasons, some direct (drugs pharmacologically inducing violence) and some indirect (violence occurring in order to attain drugs). Moreover, the nature of that relationship is often complex, with intoxication, neurotoxic, and withdrawal effects often being confused and/or confounded. This paper reviews the existing literature regarding the extent to which various drugs of abuse may be directly associated with heightened interpersonal violence. Alcohol is clearly the drug with the most evidence to support a direct intoxication-violence relationship. The literatures concerning benzodiazepines, opiates, psychostimulants, and phencyclidine (PCP) are idiosyncratic but suggest that personality factors may be as (or more) important than pharmacological ones. Cannabis reduces likelihood of violence during intoxication, but mounting evidence associates withdrawal with aggressivity. The literature on the relationship between steroids and aggression is largely confounded, and between 3,4-methylenedioxymethamphetamine (MDMA) and aggression insufficient to draw any reasonable conclusions. Conclusions and policy implications are briefly discussed.

Gender differences in the association of alcohol intoxication and illicit drug abuse among persons arrested for violent and property offenses

PURPOSE

To explore the associations between violent and other crimes, and alcohol intoxication and recent use of cocaine, marijuana, and other drugs among men and women arrestees and examine gender differences in these relationships.

METHODS

We conducted a secondary analysis of 1998 using Arrestee Drug Abuse Monitoring (ADAM) system data using a sample of 9242 male and 2594 women arrested for violent and property offenses in 35 cities. Logistic regression was used to predict arrest for a violent offense (rather than a property crime) from drug- and alcohol-related, and other variables.

RESULTS

Both gender and alcohol intoxication are significantly related to arrest for a violent offense. However, the intoxication effects (in the absence of cocaine) are more than three times as great for female (Exp(beta) = 5.59) as male arrestees (Exp(beta) = 1.74), while the combined effects of alcohol and cocaine predict a property offense for women but are insignificant for men.

IMPLICATIONS

To achieve further reductions in violent crime, intervention strategies need to focus on reducing alcohol intoxication as well as illicit drug use. Research on the role of alcohol on women's aggression and violence also is suggested.

Chronic Drug Use and Crime

This paper used bivariate and multivariate analyses to estimate the relationships between chronic drug use and various measures of criminal activity. The data for these analyses were derived from the 1993 (1) and 1995 (2) National Household Surveys on Drug Abuse (NHSDA). Measures of criminal justice system contact and criminal activity included ever arrested, arrested during the previous year, commission of a predatory crime (e.g., assault, fighting) during the previous year, and commission of a property crime (e.g., theft, property damage, car theft, breaking and entering) during the previous year. The analysis was conducted separately for males, females, and age groups, and it distinguished between chronic drug users, nonchronic drug users, and nondrug users. The results consistently showed a significant linear relationship between criminal activity and frequency of drug use. These findings have implications regarding the potential reduction in predatory and property crime that could occur from a decrease in drug use. Significant differences in criminal behavior between chronic drug users and other cohorts may signal a critical need to develop targeted interventions for this particular type of drug user.

Crack cocaine use in rural migrant populations: living arrangements and social support

Correlates of crack cocaine use were studied among a targeted sample of migrant workers and their sexual partners (n = 571) in rural Southern Florida. Employment among men and recent drug-user treatment among men and women are positively related to crack use, as is involvement in crime and prostitution. Among women but not men, living with children is negatively related to crack use. Drug use and HIV prevention programs should intervene with individuals and their families and social groups. Migrant workers and their sexual partners also need effective drug-user treatment with long-term relapse prevention services.

A comparison of alcohol, drugs, and aggressive crime among Mexican-American, black, and white male arrestees in Texas

Few comparative studies exist examining the relationship between substance abuse and aggressive behavior under different social conditions. We studied the relationship between aggressive crime and substance abuse among Mexican-American, black and white male arrestees in Dallas, Houston, and San Antonio, Texas using existing 1992 Drug Use Forecasting (DUF) data. The aim of the analysis was to predict the outcome of aggressive crime from drug and alcohol-related and ethnic group variables within the total male sample (n = 2,364). Results indicated that ethnicity was significantly related to aggressive crime. Mexican-American arrestees were more likely to be arrested for aggressive crimes than either blacks or whites. Drug and alcohol use effects were found across all ethnic groups. In general, the subgroup which drank frequently and tested positive for drug use was less likely to be charged with aggressive crimes than the other subgroups. The psychopharmacological influence of alcohol as a disinhibitor and drugs as a inhibitor provides one explantation of the results. Specific ethnic subcultural and ecological influences also affect the outcome. Our study strongly indicates the heterogeneous character of the drug using population in relation to aggression. The variability between subculturally defined subgroups requires detained ethnographic field studies in the future to describe the contexts of substance use and aggressive behavior.
