Marine and coastal ecosystem services on the science–policy–practice nexus: challenges and opportunities from 11 European case studies

A cumulative impact assessment on the marine capacity to supply ecosystem services

Ecosystem services link the status of biodiversity and its functioning to societal goods and benefits contributing to human wellbeing. As such, they can play a key role in preserving the environment and managing natural resources and ecosystems to conserve nature's contributions to people. Identification of the main threats acting on the natural environment, and how these may impact its capacity to supply ecosystem services, is fundamental to the maintenance of these services. To that end, we present a novel approach based on a cumulative impacts assessment that 1) covers all relevant human activities and their pressures, 2) links impacts to the biotic groups that make up biodiversity and 3) provides an estimation of the Service Supply Potential based on the functioning of these biotic groups. Key proxy metrics to estimate this Service Supply Potential were identified from a literature review and quantified using a food web model (Ecopath with Ecosim). In addition to this quantitative information, the assessment of the capacity to supply ecosystem services was supplemented with expert judgement-based information to reflect the societal preferences that drive the allocation of human capital and turn these services into societal goods and benefits. As a proof of concept, the method was applied to the North Sea ecosystem. Results showed that, overall, the capacity of the North Sea to supply Cultural ecosystem services was most threatened, with an average potential decline of 50 % compared to an undisturbed situation. This was followed by the Provisioning ecosystem services with 46 % and the Regulation & Maintenance with 38 %. The main anthropogenic threats (excluding climate change) to the North Sea capacity to supply ecosystem services come primarily from fishing contributing to 51 % of the overall threat. Of the remaining 18 sectoral activities another 23 % was contributed by mining, non-renewable energy, tourism, and agriculture.

Top ten priorities for global saltmarsh restoration, conservation and ecosystem service research

Coastal saltmarshes provide globally important ecosystem services including 'blue carbon' sequestration, flood protection, pollutant remediation, habitat provision and cultural value. Large portions of marshes have been lost or fragmented as a result of land reclamation, embankment construction, and pollution. Sea level rise threatens marsh survival by blocking landward migration where coastlines have been developed. Research-informed saltmarsh conservation and restoration efforts are helping to prevent further loss, yet significant knowledge gaps remain. Using a mixed methods approach, this paper identifies ten research priorities through an online questionnaire and a residential workshop attended by an international, multi-disciplinary network of 35 saltmarsh experts spanning natural, physical and social sciences across research, policy, and practitioner sectors. Priorities have been grouped under four thematic areas of research: Saltmarsh Area Extent, Change and Restoration Potential (including past, present, global variation), Spatio-social contexts of Ecosystem Service delivery (e.g. influences of environmental context, climate change, and stakeholder groups on service provisioning), Patterns and Processes in saltmarsh functioning (global drivers of saltmarsh ecosystem structure/function) and Management and Policy Needs (how management varies contextually; challenges/opportunities for management). Although not intended to be exhaustive, the challenges, opportunities, and strategies for addressing each research priority examined here, providing a blueprint of the work that needs to be done to protect saltmarshes for future generations.

Who is contributing where? Predicting ecosystem service multifunctionality for shellfish species through ecological principles

A key challenge in environmental management is determining how to manage multiple ecosystem services (ES) simultaneously, to ensure efficient and sustainable use of the environment and its resources. In marine environments, the spatial assessment of ES is lagging as a result of data-scarcity and modelling complexity. Applying mechanistic models to link ecological processes with ecosystem functions and services to assess areas of high ES potential can bridge this gap and accommodate assessments of functional differences between service providers. Here, we applied an ecosystem principles approach to assess ES potential for food provision, water quality regulation, nitrogen removal, and sediment stabilisation, provided by two estuarine bivalves (Austrovenus stutchburyi and Paphies australis) that differ in habitat association (broad and narrow distributions), to gain insight into the utility of these models for local-scale management. Maps of individual ES displayed differing patterns related to habitat associations of the species providing them, with variation in the quantities of services being delivered and locations of importance. Areas of importance for the provision of multiple services (number of services provided and their combined intensity per species) were assessed using hotspot analyses, which suggested that areas of high shellfish density at the harbour entrances were important for ES multifunctionality. A targeted management approach that includes environmental context, rather than a focus solely on the protection of high-density shellfish areas, is required to sustain the provision of individual ES.

Mapping recreational ecosystem services from stakeholders' perspective in the Azores

Mapping and Assessment of Ecosystems and their Services (MAES) in Europe’s Outermost Regions (ORs) and Overseas Countries and Territories (OCTs) is still underdeveloped compared to the European mainland. Most of those territories are small islands for which Marine and Coastal Ecosystems (MCE) constitute a significant resource and provide important provisioning, regulating and cultural Ecosystem Services (ES). Understanding the cultural dimension of ecosystems and considering the cultural benefits and values associated with them, demands methodological plurality, flexibility and creativity. This study focused on two activities related to recreational ES (recreational fishing and recreational SCUBA diving) that are particularly relevant to São Miguel Island (Archipelago of the Azores, Portugal). Stakeholders were interviewed using SeaSketch, a participatory mapping tool in which they indicated where they conduct recreational fishing and scuba diving, the relative value of those areas, in terms of preference over other areas and their willingness to relinquish them for the purpose of conservation. Responses were aggregated and represented in maps showing key areas for the provision of recreational ES around São Miguel. This approach can be used in the Azorean Maritime Spatial Planning (MSP) process and other on-going conservation initiatives, to better understand the trade-offs between relevant socio-economic activities and to support negotiations between the government and groups of stakeholders.

Assessing the natural capital value of water quality and climate regulation in temperate marine systems using a EUNIS biotope classification approach

Using a natural capital framework to inform improvements to water quality and mitigation of climate change requires robust and spatially explicit ecosystem service data. Yet, for coastal habitats this approach is often constrained by a) sufficient and relevant habitat extent data and b) significant variability in baseline assessments used to quantify and value regulatory habitat services. Here, the European Nature Information System (EUNIS) habitat classification scheme is used to map seven key temperate coastal biotopes (littoral sediment, mat-forming green macroalgae, subtidal sediment, saltmarsh, seagrass, reedbeds and native oyster reefs) within the UK's Solent European Marine Site (SEMS). We then estimate the capacity of these biotopes to remove nitrogen (N) and phosphorus (P) and carbon (C), alongside monetary values associated with the resulting benefits. Littoral and sublittoral sediments (including those combined with macroalgae) were the largest contributors to total N, P and C removal, reflecting their large biotope area. However, our results also show considerable differences in relative biotope contributions to nutrient removal depending on how they are analysed and delineated over large spatial scales. When considered at a regional catchment level seagrass meadows, saltmarshes and reedbeds all had considerable N, P and C removal potential. Overall, we estimate that SEMS biotopes provide nutrient reductions and avoided climate damages equivalent to UK £1.1 billion, although this could be nearly £10 billion if water-treatment infrastructure costs and high carbon trading prices are utilised. Despite the variability in the final natural capital evaluations, the substantial regulatory value of N, P and C ecosystem services support a strong rational for restoring temperate coastal biotopes.

Using ecosystem-services assessments to determine trade-offs in ecosystem-based management of marine mammals

The goal of ecosystem-based management (EBM) is to support a sustainable and holistic multisectored management approach, and is recognized in a number of international policy frameworks. However, it remains unknown how these goals should be linked to assessments and management plans for marine fauna, such as mammals and fish stocks. It appears particularly challenging to carry out trade-off analyses of various ocean uses without a framework that integrates knowledge of environmental, social, and economic benefits derived from nonstationary marine fauna. We argue this gap can be filled by applying a version of the ecosystem-service approach at the population level of marine fauna. To advance this idea, we used marine mammals as a case study to demonstrate what indicators could operationalize relevant assessments and deliver an evidence base for the presence of ecosystem services and disservices derived from marine mammals. We found indicators covering common ecosystem service categories feasible to apply; examples of indicator data are already available in the literature for several populations. We encourage further exploration of this approach for application to marina fauna and biodiversity management, with the caveat that conceptual tensions related to the use of the ecosystem service concept itself needs to be addressed to ensure acceptance by relevant stakeholders.

Ecosystem services mapping and assessment for policy- and decision-making: Lessons learned from a comparative analysis of European case studies

This paper analyses and compares a set of case studies on ecosystem services (ES) mapping and assessment with the purpose of formulating lessons learned and recommendations. Fourteen case studies were selected during the EU Horizon 2020 “Coordination and Support Action” ESMERALDA to represent different policy- and decision-making processes throughout the European Union, across a wide range of themes, biomes and scales. The analysis is based on a framework that addresses the key steps of an ES mapping and assessment process, namely policy questions, stakeholder identification and involvement, application of mapping and assessment methods, dissemination and communication and implementation. The analysis revealed that most case studies were policy-orientated or gave explicit suggestions for policy implementation in different contexts, including urban, rural and natural areas. Amongst the findings, the importance of starting stakeholder engagement early in the process was confirmed in order to generate interest and confidence in the project and to increase their willingness to cooperate. Concerning mapping and assessment methods, it was found that the integration of methods and results is essential for providing a comprehensive overview from different perspectives (e.g. social, economic). Finally, lessons learned for effective implementation of ES mapping and assessment results are presented and discussed.

Mapping wild seafood potential, supply, flow and demand in Lithuania

While member states have made a great effort into mapping ecosystem services (ES) in Europe, much work is still needed, especially in the marine domain. Difficulties in understanding the ecological functioning of marine ecosystem services (MES), together with the lack of administrative and technical resources, calls for the development of new assessment approaches. Even for the well-studied MES, the provision of wild seafood, few studies focus on mapping and mostly in a qualitative way by applying expert-based methods. This study aims to quantitatively map MES by developing new methodological frameworks for each of the components of the cascade model for wild seafood provision. The results showed a high potential of wild seafood provision in coastal areas, contrasting with offshore areas of the Exclusive Economic Zone (EEZ). Wild seafood is mainly supplied in the central part of the EEZ and is influenced by biological (e.g. sediments) and anthropogenic (e.g. shipping) factors. The flow was mapped using the location of first buying companies, restaurants, hotels, and supermarkets showing that the highest values were located in the urban areas. The coastal zone has a high flow as a consequence of the high density of fish selling points. The demand was mapped using the population density, number of tourists, and the fish consumption per capita; showing a high demand for fish products in urban as coastal areas. A validation step for the developed potential and supply, the analysis of the limitations and methodological considerations for all components, highlights the future data needs; showing decision-makers where to direct efforts. Mapping all components of wild seafood provision is critical to understand dynamics, the trade-offs associated, and its role in the socio-economic dimensions of coastal communities. This information can then be integrated into decision-making by showing the advantages in achieving a sustainable provision of wild seafood.

The Elusive Quest for Valuation of Coastal and Marine Ecosystem Services

Coastal and marine ecosystem (CME) services provide benefits to people through direct goods and services that may be harvested or enjoyed in situ and indirect services that regulate and support biological and geophysical processes now and in the future. In the past two decades, there has been an increase in the number of studies and journal articles designed to measure the economic value of the world’s CME services, although there is significantly less published research than for terrestrial ecosystems. This article provides a review of the literature on valuation of CME services along with a discussion of the theoretical and practical challenges that must be overcome to utilize valuation results in CME policy and planning at local, regional, and global scales. The review reveals that significant gaps exist in research and understanding of the broad range of CME services and their economic values. It also raises questions about the validity of aggregating ecosystem services as independent components to determine the value of a biome when there is little understanding of the relationships and feedbacks between ecosystems and the services they produce. Finally, the review indicates that economic valuation of CME services has had a negligible impact on the policy process in four main regions around the world. An alternative direction for CME services research would focus on valuing the world’s CME services in a wealth accounting framework.

Participatory coastal management through elicitation of ecosystem service preferences and modelling driven by "coastal squeeze"

The Baixo Vouga Lagunar (BVL) is part of Ria de Aveiro coastal lagoon in Portugal, which is classified as a Special Protection Area under the European Habitats and Birds Directives. This part of the system, corresponding to the confluence of the Vouga River with the lagoon, is very important culturally and socioeconomically for the local communities, taking place several human activities, especially agriculture. To prevent salt water intrusion from the Ria de Aveiro into agriculture fields, a floodbank was initiated in the 90's. In frame of ongoing changes in Ria de Aveiro hydrodynamics, the existing floodbank will be now extended, introducing further changes in the ecological dynamics of the BVL and its adjacent area. As a consequence, the water level in the floodbank downstream side is expected to rise, increasing the submersion period in tidal wetlands, and leading to coastal squeeze. The aim of this study is to apply an ecosystem based-management approach to mitigate the impacts on biodiversity resulting from the management plan. To do so, we have modelled the implications of the changes in several hydrological and environmental variables on four saltmarsh species and habitats distribution, as well as on their associated ecosystem services, both upstream and downstream of the floodbank. The ecosystem services of interest were prioritized by stakeholders' elicitation, which were then used as an input to a spatial multi-criteria analysis aimed to find the best management actions to compensate for the unintended loss of biodiversity and ecosystem services in the BVL. According to our results, the main areas to be preserved in the BVL were the traditional agricultural mosaic fields; the freshwater courses and the subtidal estuarine channels. By combining ecology with the analysis of social preferences, this study shows how co-developed solutions can support adaptive management and the conservation of coastal ecosystems.

Tackling challenges for Mediterranean sustainable coastal tourism: An ecosystem service perspective

Coastal tourism is a growing industry sector in the Mediterranean Basin. This and the other human activities occurring along the coastline share space and resources, leading to conflicts for divergent uses. Moreover, the overexploitation of natural resources degrades and depletes coastal habitats, with negative feedback effects for all human activities. Hence, both tourism and the other human activities have to consider their dependence on coastal ecosystem services, and act at technical and policy level to reach a compromise that preserves natural resources in the long term. Here we provide a conceptual framework illustrating the complex relationships and trade-offs among threats from coastal tourism and from other human activities and coastal ecosystem services, with a focus on cultural ones. We discuss the negative feedbacks on tourism development and provide examples of geospatial analysis on cumulative threats generated by other human activities and affecting tourism itself. The proposed conceptual framework and the threat analysis aim at highlighting the negative feedback effects of human driven threats on the development of Mediterranean coastal tourism, through an ecosystem service perspective. Both tools provide valuable insight for supporting decision makers and planners in achieving integrated coastal management, with a focus on sustainable tourism.

Ecosystem-based management planning across aquatic realms at the Ria de Aveiro Natura 2000 territory

Ria de Aveiro represents a coastal territory, in which its natural capital, mostly classified under a Natura 2000 network of protected areas, is of paramount importance for the regional and national economy, supporting harbour activities and maritime traffic, agriculture, commercial fisheries, aquaculture, manufacturing, tourism, sports and recreational activities. Current and foreseen changes connected to human activities, namely land and water uses and potential conflicts, in frame of environmental policies, sustainable economic development and human well-being require the implementation of ecosystem-based management (EBM) planning processes considering the connectivity across marine, transitional, freshwater, and terrestrial domains. The main objective is to elaborate on the co-development of the EBM planning process across the three water domains, all characterized by high biodiversity and by the wide range of services provided by ecosystems and their abiotic components, for the mitigation of impacts from the management plan under implementation. The approach used follows a stepwise procedure in frame of resilience principles, considering the analysis of the relationship between the social and ecological components and on how these can be connected through risk assessment and a spatial multi-criteria analysis based on the delivery of ecosystem services. Stakeholders' perception matched the ecosystem services provisioning risk assessment and supported the planning EBM response that consist in saltmarshes and seagrasses meadows restoration programs. Compliance of the proposed measures is achievable regarding policies (policy targets and policy instruments) and feasibility (scientific and technological knowledge and financial resources). The EBM response can support the Vouga estuary management plan and regional smart specialization (RIS3 Centro).

A simple spatial typology for assessment of complex coastal ecosystem services across multiple scales

This paper aims to present and demonstrate the applicability of a methodology to characterise supply and demand for ecosystem services (ES) on the basis of spatial properties and interdependence, and economic properties of ES. The typology is demonstrated to support inclusion of ES flow in social-ecological systems management. Ria de Aveiro coastal lagoon, Portugal, is used as a showcase for the proposed spatial typology for ecosystem services assessment across multiple scales. To address the proposed objective a four-step methodology was developed: i) choice of the management area and definition of the boundaries of the system to be governed; ii) assessment and classification of ES produced or consumed within the management area, where supply or demand of an ES may be endogenous, exogenous or partially exogenous/endogenous; iii) mapping of production and consumption areas covering the major categories of ES (biotic and abiotic provisioning services, regulating and maintenance services, and cultural services) and major types of spatial relationships, which may be independent; interdependent, dependent or controlling; and iv) spatial characterisation of the ES production and benefits based on excludability and rivalness of ES. In Ria de Aveiro from the variety of ES and their spatial relationships we highlight interdependencies between the Lagoon and other locations outside the management area. This approach shows that the proposed methodology can support the understanding of these interrelationships and improve these connections by, identifying inherent transactions and key-actors.

Mapping and assessment of cultural ecosystem services of Latvian coastal areas

Mapping of cultural ecosystem services (CES) in marine and coastal areas is still recognised as a conceptually and technically challenging task, due to the difficulties in establishing a link between the biophysical features of the coastal ecosystem and the supply of services such as recreation and tourism, bird watching and enjoyment of other assets of nature. This was also one of the major challenges in ecosystem service mapping for the Maritime Spatial Plan for Internal Waters, Territorial Waters and Economic Exclusive Zone of the Republic of Latvia. Suitability of the coastal areas for marine tourism and leisure activities was chosen as an indicator to map the CES – physical and experiential interactions. The method involved the compilation of field data from a survey of visitors at the beach and on coastal infrastructure, serving as the input for the multi-criteria assessment of CES. Four criteria were applied to assess the suitability of the coastal areas for marine tourism and leisure activities: i) accessibility; ii) proximity to densely populated areas; iii) suitability of the area for a particular (niche) tourism or leisure activity; and iv) recreational use. The selected criteria provide an overall assessment framework, which integrates the ecosystem service potential, benefiting areas, flow and demand aspects. The CES mapping and assessment results were applied to the maritime spatial planning for proposing areas of priority for tourism development, as well as assessing the impacts of the proposed solutions for other uses of the sea. The Latvian approach for mapping of the cultural services in coastal areas was selected as the ESMERALDA case study and examined at the stakeholder workshop in Prague, September 2016.
