Abstract
The study aims to describe the validation process of the Continuing Health Education Policy (PEPS) logical model in the Psychosocial Care Centers (CAPS) in Barreiras, Bahia, Brazil. In two rounds, this evaluability study on specialists distributed in the health training four-square model, including management, education/research, service, and social control, was conducted through the Delphi consensus technique. The items were consensual when they reached more than 80% of agreement among the participants, confirmed by the analysis of the median and the interval between the first and the third quartiles. The results reflect the validated logical model content in five technical components: Planning, Political Articulation, Coordination, Technical Qualification, and Live Work in Care Production. The structure and processes required to carry out the EPS actions at the CAPS and the expected results in the short, medium, and long terms were described in the logical model. Validating the operational aspect of the intervention contributes to organizing and adopting operability and fertility criteria in a formative assessment that aims to strengthen the practices of an educational policy in mental health toward comprehensive care.

Abstract
Background The COVID-19 pandemic in Brazil had a major impact on face-to-face permanent education for health (PEH) workplace learning groups in primary care. Aims The aim of the study was to explore how PEH groups in primary care changed during the COVID-19 pandemic. Methods A qualitative exploratory evaluation study was conducted with six key participants, who answered semi-structured questions in on-line interviews. Results The PEH groups rapidly and successfully implemented an online approach using social media. The role of the coordinator changed from being a facilitator to an information broker for navigating the large volume of conflicting information and misinformation. Conclusions The findings highlight the importance of being an agile organisation, with a 'bottom-up' approach to innovation, and the key role of having an information broker in rapidly changing and complex environments. An appreciation of the importance of the socio-technical system for technology implementation in an organisation was also highlighted, with the use of technologies that are familiar to members of the organisation.

Abstract
With syphilis cases on the rise, Brazil declared an epidemic in 2016. To address the consequent public health crisis, the Ministry of Health laid out a rapid response plan, namely, the "Syphilis No!" Project (SNP), a national instrument to fight the disease which encompasses four dimensions: (a) management and governance, (b) surveillance, (c) comprehensive care, and (d) strengthening of educommunication. In the dimension of education, the SNP developed the learning pathway "Syphilis and other Sexually Transmitted Infections (STIs)" to strengthen and promote Health Education. This pathway features 54 Massive Open Online Courses (MOOCs), delivered through the Virtual Learning Environment of the Brazilian Health System (AVASUS). This paper analyzes the impacts of the learning pathway "Syphilis and other STIs" on the response to the epidemic in Brazil, highlighting the educational process of the learning pathway and its social implications from the perspective of the United Nations' 2030 Agenda and its Sustainable Development Goals. Three distinct databases were used to organize the educational data: the learning pathway "Syphilis and other STIs" from AVASUS, the National Registry of HealthCare Facilities from the Brazilian Ministry of Health (MoH), and the Brazilian Occupation Classification, from the Ministry of Labor. The analysis provides a comprehensive description of the 54 courses of the learning pathway, which has 177,732 enrollments and 93,617 participants from all Brazilian regions, especially the Southeast, which accounts for the highest number of enrollees. Additionally, it is worth noting that students living abroad also enrolled in the courses. Data characterization provided a demographic study focused on the course participants' profession and level of care practiced, revealing that the majority (85%) worked in primary and secondary healthcare. These practitioners are the target audience of the learning pathway and, accordingly, are part of the personnel directly engaged in healthcare services that fight the syphilis epidemic in Brazil.

Abstract
This paper presents partial results of a research-intervention, through training of PHC work teams. Initial consultation was made in a group by HC professionals, and the osteopath then performed the consultation. The socialization and training of practical knowledge and techniques of the osteopathic approach was done between consultations. Multiprofessional teams from three health centers from Florianópolis, southern Brazil, participated in the training, and the process was audio and videorecorded, along with a final interview. Data was analyzed using the Grounded Theory. Apprehending the osteopathic knowledge was a triggering tool for reflective processes about care. Faced with the efficiency and resolution of this approach in practice, participants showed a willingness to transform their acts of care of patients and also their self-care. The professionals argue that the common understanding about self-regulating mechanisms and the inclusion of the tissue mobility in their anamnesis, including the stimulation of endogenous mechanisms, contributed to less protocol-based care, more appropriate care for each case, better multidisciplinary team work, the rational use of additional tests, medication, and surgical procedures.

Abstract
Resumo Tendo por base a relevância das políticas indutoras da formação para, com e no Sistema Único de Saúde (SUS), este artigo apresenta a experiência da participação do Curso de Graduação em Terapia Ocupacional da Universidade Federal do Rio de Janeiro no Pró-Saúde e no PET-Saúde, bem como indica as perspectivas e desafios que ainda se configuram. Trata-se de um relato de experiência a respeito de como, juntamente com outros cursos da universidade, o curso de terapia ocupacional se lançou ao desafio de rever sua matriz curricular, criando metodologias de ensino e aprendizagem que favorecessem uma formação profissional eticamente compromissada com o SUS e que reconhecessem o papel estratégico da Atenção Básica à Saúde (ABS) nos modos de pensar e agir em saúde. Nesse contexto, foi eleita uma unidade básica de saúde no entorno da Universidade que passou a receber estudantes de seis disciplinas obrigatórias remodeladas para promover maior integração ensino-serviço. Também foram desenvolvidas ações de extensão e projetos de pesquisa abarcando populações historicamente atendidas pela terapia ocupacional, mas com acesso limitado à ABS. Por fim, foi criada uma disciplina obrigatória sobre o tema. As iniciativas do curso de terapia ocupacional se configuraram como resistência a processos de captura dos modos de produção do cuidado pela lógica produtivista, insistindo na sensibilização dos atores, na visibilidade a seus modos de saber-fazer alinhados à perspectiva da integralidade, e na articulação da construção de terrenos férteis para a produção de saúde e convivência com e nas diferenças.

Abstract
OBJECTIVES to analyze how certified nurse-midwives identify preceptorship in a nursing-midwifery enhancing course conducted by the Universidade Federal Fluminense as a possibility of training to promote institutional support and intervention. METHODS a descriptive, exploratory research with qualitative approach. Six certified nurse-midwife preceptors from the Nursing-Midwifery Enhancing Course participated in the study in 2019. Two public maternity hospitals in Rio de Janeiro were settings of the research. Individual interview and thematic content analysis were used to collect and analyze data. RESULTS exchange of knowledge between preceptors and trainees encouraged learning and reflection stemming from delivery and birth, contributing to expansion of autonomy and professional leading role in training, health care, and management. FINAL CONSIDERATIONS collective meetings that promote work analysis and value the performance of certified nurse-midwives have led to intervention processes and institutional support in maternity hospitals in Rio de Janeiro, Brazil.

Abstract
Introduction: To train pharmacists working in the public health system, the Brazilian Ministry of Health developed a specialization course called Pharmaceutical Service and Access to Medicine Management (PSAMM) between 2010 and 2016. The course was free of charge and used e-learning as its main approach. In the end, 2,500 pharmacists were trained. The purpose of this study was to identify and analyze the strengths, weaknesses, opportunities, and threats of an in-service and e-learning course for pharmacists working in a public health system. Materials and Methods: Three workshops involving 67 participants were conducted at the conclusion of the course to analyze the perspective of the PSAMM course's faculty (tutors, regional coordinators, professors, and management committee) and students (pharmacists). Strengths, weaknesses, opportunities, and threats analysis and qualitative analysis methods were used. Results and Discussion: The strength dimension had the greatest number of items. The qualitative analysis resulted in six categories: the category “E-learning in continuing education” had the most cited items. Internal elements such as in-service hands-on activities directly related to the professionals' roles, course contents, faculty, and the methods to offer the course (the mixed methods and materials) were positively assessed. Nonetheless, external elements were considered critical for the course's outcomes such as investments in the infrastructure of pharmaceutical services, access to the internet, local managers' support for continuing education and innovation implementation, practice of interprofessional collaboration, and political stability. The continuing education course in the public health system was affected by internal elements such as its project and structure as well as external elements such as the sociopolitical scenario. Continuing education investment must be accompanied by infrastructure investment and coordination of services.

Abstract
OBJECTIVE to create an animated infographic on the concept of Permanent Health Education according to the National Policy and its main differences compared to continuing education and health education. METHOD a methodological study that analyzed context and knowledge gaps with a literature review and brainstorming; synthesized knowledge into a concept map; built and validated a script; created a didactic design; and produced infographic media. 18 representatives from the Center for Permanent Education and Humanization participated in the stages of context analysis and synthesis of knowledge, and six specialists participated in the validation of the script. RESULTS through the combination of texts, images, audios, animations and transitions, the concepts, principles and legal journey of the Permanent Education policy were presented with examples from daily work and, at the end, the difference compared to continuing education and health education is presented. The specialist on the theme evaluated the infographic positively as it has clear information that meet the needs of the target audience; favors learning; and is able to circulate in the scientific environment. CONCLUSION the infographic includes content on Permanent Health Education as it represents the daily work scenario and encourages reflection by the health care workers.

Abstract
OBJECTIVE To analyze the obstacles and challenges faced by managers and coordination professionals in their practices in municipal coordinating centers. METHODS An exploratory descriptive study with a qualitative focus, applied in 40 managers and coordination professionals, from September 2017 to November 2018, with semi-structured interviews, resulting in two categories of analysis: limiting factors and factors that facilitate the management and operationalization of the Brazilian Unified Health System (SUS) coordinating sector. RESULTS Analyzing the statements, we found evidence of the following limiting factors: failure in the criteria of referral, unavailability of beds, high demand, systemic difficulties in relation to the coordinating system, procedures of difficult scheduling and execution, increased repressed demand for elective procedures and difficulties in the flow of information between primary care and coordination. In the category of facilitating factors, the most significant possibilities were: expansion of the capability to know the user’s reality, improvement in primary care and increase in health financial resources, health training and education and restructuring, in addition to reorganizing internal coordinating procedures. CONCLUSION The limiting factors of coordination show the need to promote actions that offer all SUS users full access to health services.

Abstract
Resumo O estudo analisou o processo de trabalho de profissionais de um Núcleo Ampliado de Saúde da Família na Atenção Básica na implantação de atividades educativas coletivas de promoção da alimentação adequada e saudável. Foi utilizado o método de abordagem qualitativa, com base em um estudo-piloto de um ensaio comunitário controlado e randomizado, com a participação de seis profissionais. As entrevistas seguiram roteiro semiestruturado. A análise de conteúdo foi empregada para desvelar significados das falas dos participantes. Emergiram três categorias: integração da equipe como eixo propulsor do processo de trabalho; educação libertadora e comprometimento como eixos norteadores para a implantação das atividades coletivas de alimentação saudável; e desafios à implementação das atividades educativas de alimentação saudável. Os resultados demonstram que a metodologia de grupo proposta pelo Ministério da Saúde é uma boa estratégia para a organização e condução do processo de trabalho. Ademais, favoreceu a integração de forças de trabalho de profissionais de distintas categorias, resultando no fortalecimento da equipe no exercício da interdisciplinaridade e na criação de espaços coletivos de trocas, de cuidado e de empoderamento dos indivíduos assistidos.

Abstract
Objective: analyze professional implication with the support of humanization and articulators of permanent education in health as a tool of Permanent Education in Health. Method: this is an interventional study of qualitative approach, based on the theoretical reference of Institutional Analysis. Thirty-five humanization supporters and/or permanent education articulators participated in this study. Semi-structured interviews, monthly meetings, restitution meetings and a daily logbook were used as tools for data production. The material was analyzed according to the principles of the study reference and the results were presented according to the ideological, organizational and libidinal dimensions of professional implication. Results: this study identified a contradiction when finding a professional profile for the development of support and articulation; feelings of discouragement, pessimism and optimism in the development of these roles; influences of the nursing profession on the development of support and articulation; length of professional service; and the absence/presence of desire in such development. Conclusion: the analysis of professional implication consisted of a powerful tool generating training processes. It allowed learning and reflection of the practice through analysis of the actions performed by the professionals, generating changes in the conception of work in health.

Abstract
This paper describes the experience of the School for the Improvement of the Unified Health System in the Federal District of Brazil (EAPSUS, acronym in Portuguese), which, together with the Superior School of Health Sciences and Technical School of Health of Brasília, is maintained by the Health Sciences Teaching and Research Foundation (FEPECS, acronym in Portuguese). This group of schools works jointly to provide health education in the Federal District. EAPSUS is responsible for the education of staff at the Department of Health of the Federal District of Brazil, using Pedagogy of Problematization as its theoretical frame of reference. It seeks to tailor teaching and learning to the needs of health services, building health professionals' capacity to examine practice reflectively and construct alternative actions. EAPSUS adopts a unique approach as a government school, developing contextualized educational actions. Education is a key component of an ambitious design that aligns concepts, guiding principles, and instruments with the strategic planning of the centers and the Federal District Health Plan. FEPECS conforms to the logic of a public health school, given that it provides higher education, professional education, and promotes the professional development of SUS staff and administrators in the Federal District.

Abstract
OBJECTIVE To analyze the difficulties encountered by nurses when providing care to people with psychiatric comorbidity in the general emergency unit and their suggestions for improving the care of these patients. METHOD This is a qualitative, descriptive, and exploratory study conducted with twelve nurses at a general hospital in southern Brazil, in 2016. Information was collected during an interview and the results were evaluated using content analysis. RESULTS Data interpretation led to two categories: Difficulties of nurses when providing care to people with psychiatric comorbidity and Nurses' suggestions to improve care for people with psychiatric comorbidity. The first category is related to the physical structure and material resources of the service, overcrowding, and lack of preparation of the team and professionals who provide psychiatric consultations. In the second category, the workers suggested a care flow chart, psychiatric consultations, and team training. CONCLUSIONS We must transcend the fragmentation of care from the education years of health professionals, emphasize the need for training, and make greater investments in health education.

Abstract
Motivational interviewing (MI) is an approach that uses dialogue about behavioral change to encourage a constructive relationship between professionals and patients. The aim of this study was to evaluate the maintenance of basic MI skills in the daily practice of dentists and oral health technicians (OHTs) after a training course and for two years of follow-up in the context of primary health care (PHC). A randomized community trial, from September 2012 to September 2014, was conducted at the Community Health Service of Conceição Hospital Group in Porto Alegre, RS, Brazil. The experimental group consisted of all 41 dentists and OHTs who received an intensive eight-hour training course in basic MI principles; the control group consisted of 31 dentists and OHTs who did not receive MI training. The follow-up assessments were at one and two years using three instruments validated for MI. In the one- and two-year follow-ups, improvement was maintained in responses with a statistically significant difference for use of open questioning, reflective listening, and total percentage of correct answers (p<0.001), with a large effect size (ES=1.12). On the Helpful Responses Questionnaire, the participants continued using open questioning and reflective listening (p<0.001), maintaining an increase in the percentage of responses compatible with MI (p<0.001). Likewise, the effect size remained large (ES=1.33) over time. These results suggest that the training course with dentists and OHTs of the PHC oral health staff was effective over the two-year follow-up in enabling them to act in the spirit and techniques of MI.

Abstract
Resumo O artigo tem como objetivo analisar os principais documentos do Ministério da Saúde, publicados entre os anos de 2010 a 2014, que orientam o trabalho do Núcleo Ampliado de Saúde da Família (NASF) e discorrem sobre suas diretrizes. Para tanto, utilizou-se da técnica de análise documental. Foram analisados os seguintes documentos: Políticas Nacional da Atenção Básica, promulgada em 2012, Cadernos da Atenção Básica nº 27 e nº 39. A análise dos dados foi realizada com base na análise de conteúdo. Os resultados foram categorizados da seguinte forma: as diretrizes do NASF como guia do processo de trabalho; metodologia e ferramentas de trabalho; e a normativa para organização do trabalho. Verificou-se que o trabalho do NASF permite a realização de diversas ações a partir das necessidades das equipes de Saúde da Família (eSF) e do território. Além disto, observou-se que as normativas do NASF propõem uma lógica de organização do trabalho em saúde, pautada em uma atuação conjunta, construída por meio de interação e pactuação estabelecidas entre as equipes NASF, as eSF, os gestores, a comunidade e os demais equipamentos sociais existentes do território.

Abstract
O sistema educacional superior na área da saúde vem sendo desafiado constantemente pelas mudanças contemporâneas pautadas pelas novas formas de organização e operacionalização da atenção integral à saúde da população. Este estudo tem como objetivo analisar e discutir alternativas à formação acadêmica em saúde, tomando como ponto de partida a experiência de implantação parcial da modalidade do regime de ciclos, na Universidade Federal da Bahia. Com base nas culturas humanísticas, artísticas e científicas, o Bacharelado Interdisciplinar em Saúde (BIS) oferece uma formação interdisciplinar de primeiro ciclo, que possibilita ao estudante situar-se frente à configuração atual do mercado de trabalho para as distintas profissões da área, bem como desenvolver competências e habilidades necessárias à atenção integral em saúde. O BIS, pautado numa postura colaborativa, prepara o estudante para o trabalho em equipe interdisciplinar. Também discute a proposta da educação interprofissional (EIP) como uma opção mais efetiva de formação para o cuidado integral em saúde, no segundo ciclo da formação. almejado pela EIP. Como continuidade para os cursos de segundo ciclo, sugere-se a inclusão da EIP na formação em saúde.

Abstract
This study evaluates the effectiveness of an 18-month-long course in Family Health. The course was offered in two modalities, distance education and face-to-face learning. Dependent variables were as follows: self-regulation of learning, procrastination, the perception of self-efficacy, and academic performance. The course was attended by 27 health professionals (i.e., physicians, nurses, and dentists) working in the Brazilian Unified Health System. The investigation followed a quasi-experimental design. Participants in the two modalities achieved similar academic performance; and globally no statistically significant differences were found regarding the study variables. Findings, notwithstanding their importance for professional training in health, are preliminary and further research is needed on the effectiveness of training modalities distance education and face-to-face learning (e.g., focus groups, interviews, online monitoring). The educational implications of this study are discussed and analyzed considering specificities and differences of each modality.

Abstract
Abstract Objectives: To investigate students' conceptions of technical courses on pediatric patient safety; to investigate situations that favour the insecure care in pediatric units and to elaborate a booklet, in order to contribute to the teaching of the safety in the nursing care to the hospitalized child and to the health education to the workers of pediatric units. Method: Qualitative study based on symbolic interactionism. The data were collected in 2015, through a questionnaire to students from technical schools, complemented by systematic observation in two hospital units, located in the northwest of Rio Grande do Sul and treated by the thematic analysis. Results: Failures were reported in drug administration and hand hygiene, among others. To improve safety was suggested adequate organization of the work and higher workload of clinical practice. Conclusion and implications for the practice: Continuing education and more practical classes can help in the construction of knowledge to safe attendance.

Abstract
Resumo: Este estudo objetivou compreender e analisar como os processos de educação permanente são vivenciados pelos profissionais dos Núcleos de Apoio à Saúde da Família (NASF) e das equipes de saúde da família (EqSF). Buscou ainda compreender como o apoio matricial, como estratégia de educação permanente, estava incorporado ao trabalho desses profissionais. Estudo de casos múltiplos, com abordagem qualitativa, realizado em seis municípios da Região Sudoeste da Bahia, Brasil, que contavam com NASF do tipo I. Foram realizadas entrevistas semiestruturadas com 43 profissionais do NASF e 40 com médicos e enfermeiros das equipes apoiadas. As entrevistas foram categorizadas e analisadas por meio da técnica da análise de conteúdo temática. Os resultados evidenciaram que as ações de educação permanente são insuficientes e inadequadas, com oferta de treinamentos esporádicos desenvolvidos por meio de metodologia tradicional de ensino. Evidencia-se a não institucionalidade da educação permanente como política nos municípios estudados. A formação sobre o apoio matricial e o processo de trabalho do NASF mostrou-se frágil para ambos os grupos, o que interfere na função de apoio e na gestão do cuidado. Foi evidenciada a diminuta atuação dos NASF como promotores de educação permanente para as equipes apoiadas.

Abstract Objective: To analyze the implementation of the rapid HIV test in the Family Health Strategy (FHS) from the perspective of nurses. Method: A qualitative study was performed with 13 FHS nurses between March and June 2015 using a semi-structured interview. The data were analyzed by symbolic cartography and Bardin's thematic analysis. Results: The nurses projected to the center of the map: lack of test kits, insufficient time for training, speed of the test result and excessive activities. In the periphery, they placed aspects related to the physical space, the lack of participation of other professionals in the training, the ease of performing the test and breaking the news of positive HIV diagnoses. Conclusion and implications for practice: An adequate supply of test kits, tests more widely available to the entire population and training of other members of the FHS team are required. This study supports improvements in the nursing practice of rapid HIV testing.

Abstract
Objective To identify actions of nurse facilitators of a permanent healthcare education centre of a teaching hospital. Methods A single case study with a qualitative approach conducted with eight nurses from a hospital in the state of Rio Grande do Sul, Brazil. The data were generated through document analysis, systematic observation, and a focus group from April to September 2013. Results The study produced the following categories: powerful strategies to promote permanent healthcare education actions from facilitating nurses and limitations for the development of these actions. Conclusions The establishment of a permanent nursing education centre can trigger the Permanent education actions of nurses in teaching hospitals.

Abstract
METHOD This was a quasi-experimental study carried out among nurses stationed in municipal care units in the interior of São Paulo State. Data were collected during the course of a pedagogical workshop that used low-fidelity simulation training. RESULTS The study included 42 nurses, mostly female with over 15 years of experience. After low-fidelity simulation training, nurses showed a significant increase (p<0.05) in confidence related to nursing care in urinary retention. The lowest self-attributed scores during the activity were related to the objective assessment of urinary retention. CONCLUSION Low-fidelity simulated training is an effective resource for the development of nurses with respect to nursing care in urinary retention. OBJETIVO Avaliar o nível de autoconfiança de enfermeiros na assistência de enfermagem na retenção urinária antes e após atividade simulada de baixa fidelidade. MÉTODO Estudo quase-experimental realizado junto aos enfermeiros lotados nas unidades de atendimento de município do interior do estado de São Paulo. Os dados foram coletados durante a realização de uma oficina pedagógica que contou com atividade simulada de baixa fidelidade. RESULTADOS Participaram do estudo 42 enfermeiros, a maioria do sexo feminino e com mais de 15 anos de atuação. Após o treino simulado de baixa fidelidade os enfermeiros demonstraram aumento significativo (p < 0,05) na autoconfiança relacionada à assistência de enfermagem na retenção urinária. Os menores escores autoatribuídos durante a atividade foram relacionados à avaliação objetiva da retenção urinária. CONCLUSÃO A simulação de baixa fidelidade é um recurso efetivo no aprimoramento de enfermeiros no que diz respeito à assistência de enfermagem na retenção urinária.

Abstract
RESUMO Objetivou-se analisar a qualidade da Atenção Básica pelas Equipes de Saúde da Família. Utilizaram-se dados da Autoavaliação para Melhoria do Acesso e da Qualidade da Atenção Básica e do Sistema de Informação da Atenção Básica. Foi analisado o padrão de qualidade conforme equipe urbana/rural, composição profissional e cadastro de agravos/doenças por equipe. Ao todo, 75 equipes participaram deste estudo, das quais, 44% alcançaram padrão satisfatório. Observou-se que equipes mais bem classificadas têm maiores médias de médicos e dentistas (p<0,05) e que o menor cadastro de pessoas com agravos/doenças não representou melhor qualidade da Atenção Básica. Nota-se, também, que a avaliação de serviços a partir da equipe é importante para a gestão em saúde.

Abstract
OBJECTIVE To analyse how primary healthcare workers perceive the impact of the Health Channel Mines courses in their work process. METHOD This is a descriptive exploratory qualitative study conducted with 38 professionals working in primary health care units of three municipalities in the state of Minas Gerais, Brazil. Data were collected in 2014 by means of semi-structured interviews and subjected to thematic content analysis. RESULTS Data analysis revealed the following three categories: interest in training and its contribution to professional practice; factors that alter professional practices; and proposals for improvement. CONCLUSION The study data demonstrated that the Mines Health Channel courses cannot single-handedly change professional practices. Continued and refresher education resources that enable the exchange and articulation of knowledge between the various specialities are needed to transform professional practices.
