Abstract
Traditional contact tracing is one of the most powerful weapons people have in the battle against a pandemic, especially when vaccines do not yet exist or do not afford complete protection from infection. But the effectiveness of contact tracing hinges on its ability to find infected people quickly and obtain accurate information from them. Therefore, contact tracing inherits the challenges associated with the fallibilities of memory. Against this backdrop, digital contact tracing is the "dream scenario"-an unobtrusive, vigilant, and accurate recorder of danger that should outperform manual contact tracing on every dimension. There is reason to celebrate the success of digital contact tracing. Indeed, epidemiologists report that digital contact tracing probably reduced the incidence of COVID-19 cases by at least 25% in many countries, a feat that would have been hard to match with its manual counterpart. Yet there is also reason to speculate that digital contact tracing delivered on only a fraction of its potential because it almost completely ignored the relevant psychological science. We discuss the strengths and weaknesses of digital contact tracing, its hits and misses in the COVID-19 pandemic, and its need to be integrated with the science of human behavior.

Abstract
An awareness of antecedents of acceptance of digital contact tracing (DCT) can enable healthcare authorities to design appropriate strategies for fighting COVID-19 or other infectious diseases that may emerge in the future. However, mixed results about these antecedents are frequently reported. Most prior DCT acceptance review studies lack statistical synthesis of their results. This study aims to undertake a systematic review and meta-analysis of antecedents of DCT acceptance and investigate potential moderators of these antecedents. By searching multiple databases and filtering studies by using both inclusion and exclusion criteria, 76 and 25 studies were included for systematic review and meta-analysis, respectively. Random-effects models were chosen to estimate meta-analysis results since Q, I 2, and H index signified some degree of heterogeneity. Fail-safe N was used to assess publication bias. Most DCT acceptance studies have focused on DCT related factors. Included antecedents are all significant predictors of DCT acceptance except for privacy concerns and fear of COVID-19. Subgroup analysis showed that individualism/collectivism moderate the relationships between norms/privacy concerns and intention to use DCT. Based on the results, the mean effect size of antecedents of DCT acceptance and the potential moderators may be more clearly identified. Appropriate strategies for boosting the DCT acceptance rate can be proposed accordingly.

Abstract
PurposeThe lockdown of schools to control the spread of Coronavirus Disease 2019 (COVID-19) has adversely affected elementary and secondary school students in China. However, little evidence is available that documents their perceptions toward the use of e-learning under the pandemic context. This study aims to explore (1) the underlying determinants influencing the students' intentions to continue e-learning and (2) the role that the COVID-19 pandemic plays in this decision. This study extends the expectation–confirmation model (ECM) through a mixed-methods study.Design/methodology/approachThis study uses a mixed-methods approach. Phase 1 draws conclusions and extracts significant elements related to e-learning during the pandemic by analyzing students' user reviews from platforms. Based on the findings, the authors identify the relevant variables and develop an extended ECM by integrating attitudes and the perceived threat of COVID-19. In Phase 2, the research model is empirically validated using data collected from 36,920 elementary and secondary school students in China. This study uses a mixed-methods approach. Phase 1 draws conclusions and extracts significant elements related to e-learning during the pandemic by analyzing students' user reviews from platforms. Based on the findings, the authors identify the relevant variables and develop an extended ECM by integrating attitudes and the perceived threat of COVID-19. The perceived threat of COVID-19 indirectly influences their intention to continue.Originality/valueThe study extends the ECM with a mixed-methods study to understand students' perceptions toward e-learning during the COVID-19 pandemic. This study can be helpful in related studies in the context of COVID-19-related diseases or other novel scenarios.

Abstract
BACKGROUND To contain the spread of SARS-CoV-2, contact-tracing (CT) mobile apps were developed and deployed to identify and notify individuals who have exposure to the virus. However, the effectiveness of these apps depends not only on their adoption by the general population but also on their continued use in the long term. Limited research has investigated the facilitators of and barriers to the continued use of CT apps. OBJECTIVE In this study, we aimed to examine factors influencing the continued use intentions of CT apps based on the health belief model. In addition, we investigated the differences between users and nonusers and between the US and UK populations. METHODS We administered a survey in the United States and the United Kingdom. Respondents included individuals who had previously used CT technologies and those without experience. We used the structural equation modeling technique to validate the proposed research model and hypotheses. RESULTS Analysis of data collected from 362 individuals showed that perceived benefits, self-efficacy, perceived severity, perceived susceptibility, and cues to action positively predicted the continued use intentions of CT apps, while perceived barriers could reduce them. We observed few differences between the US and UK groups; the only exception was the effect of COVID-19 threat susceptibility, which was significant for the UK group but not for the US group. Finally, we found that the only significant difference between users and nonusers was related to perceived barriers, which may not influence nonusers' continued use intentions but significantly reduce experienced users' intentions. CONCLUSIONS Our findings have implications for technological design and policy. These insights can potentially help governments, technology companies, and media outlets to create strategies and policies to promote app adoption for new users and sustain continued use for existing users in the long run.

Abstract
We conducted a systematic literature review on the ethical considerations of the use of contact tracing app technology, which was extensively implemented during the COVID-19 pandemic. The rapid and extensive use of this technology during the COVID-19 pandemic, while benefiting the public well-being by providing information about people's mobility and movements to control the spread of the virus, raised several ethical concerns for the post-COVID-19 era. To investigate these concerns for the post-pandemic situation and provide direction for future events, we analyzed the current ethical frameworks, research, and case studies about the ethical usage of tracing app technology. The results suggest there are seven essential ethical considerations-privacy, security, acceptability, government surveillance, transparency, justice, and voluntariness-in the ethical use of contact tracing technology. In this paper, we explain and discuss these considerations and how they are needed for the ethical usage of this technology. The findings also highlight the importance of developing integrated guidelines and frameworks for implementation of such technology in the post- COVID-19 world. Abstract
East and Southeast Asian countries have recorded significant success in dealing with the COVID-19 pandemic. They have employed more effective crisis management strategies than countries in many other parts of the world. This article examines in detail the experiences of two of Asia’s pandemic success stories—South Korea and Vietnam—to identify the ways in which they responded to COVID-19 and how they related to state effectiveness. The lessons learned from the analysis of South Korean and Vietnamese crisis management include: the importance of preparedness and decisive action; the need for flexibility to cope with changing circumstances; that there are alternative crisis management strategies to reach the same desired outcomes; and that crisis management is best served by securing unity of purpose among government, citizens, civil society and the private sector. State effectiveness is a foundation for such features of successful crisis management.

Abstract
As the COVID-19 pandemic expanded over the globe, governments implemented a series of technological measures to prevent the disease's spread. The development of the COVID Tracing Application (CTA) was one of these measures. In this study, we employed bibliometric and topic-based content analysis to determine the most significant entities and research topics. Additionally, we identified significant privacy concerns posed by CTAs, which gather, store, and analyze data in partnership with large technology corporations using proximity measurement technologies, artificial intelligence, and blockchain. We examined a series of key privacy threats identified in our study. These privacy risks include anti-democratic and discriminatory behaviors, politicization of care, derogation of human rights, techno governance, citizen distrust and refusal to adopt, citizen surveillance, and mandatory legislation of the apps' installation. Finally, sixteen research gaps were identified. Then, based on the identified theoretical gaps, we recommended fourteen prospective study strands. Theoretically, this study contributes to the growing body of knowledge about the privacy of mobile health applications that are embedded with cutting-edge technologies and are employed during global pandemics.

Impact of Digital Inequality on the COVID-19 Pandemic: Evidence from European Union Countries. SUSTAINABILITY 2022. Abstract
One of the consequences of the COVID-19 pandemic is the relationship between social distancing measures and increased use of the Internet, electronic services, and digital devices. How does digital inequality in the context of social distancing affect the COVID-19 pandemic? In this article, we assessed the impact of existing digital inequality as the cause of the changing number of cases of COVID-19 in the EU. We assessed the relationship between the increase in COVID-19 cases between the first and second waves in 2020 and the presence of digital inequality in Internet use and digital skills across sociodemographic factors: gender, age, education, generation, marital status, and place of residence. We applied the ordinary least squares method to data from the 2019 Eurobarometer survey, which reveals the digital maturity of EU citizens, and from the European Center for Disease Prevention and Control in 2020, which tracks COVID-19 cases. We found that the strongest relationship between the number of COVID-19 cases and digital inequality is related to Internet use rather than digital skills. The digital divide by age, between generations, and the geographic digital divide in Internet use show a strong positive relationship with the changing incidence of COVID-19 cases. The gender digital gap shows a negative relationship for both Internet use and digital skills, indicating the social role of women in households in the pandemic, caring for children and the elderly. A negative relation was also found in digital inequality by marital status for digital skills, which reflects preferences regarding living alone during the pandemic. These findings prove the importance of universal access to the Internet for older people and those living in rural areas. The results can contribute to policies aimed at reducing digital inequalities in the face of the ongoing COVID-19 pandemic.

Abstract
PurposeThe purpose of this paper is to investigate the impact of e-government usage on citizen engagement during the COVID-19 crisis in China, in relation to the mediating role of how citizens perceive the government. A model was also proposed to explain the relationship between e-government usage during the COVID-19 crisis and the mediating role that different perceptions of government play in influencing citizens level of engagement.Design/methodology/approachThe research model was tested empirically through a survey conducted online with 866 research participants, comprising of Chinese citizens from three large cities, which include Hefei, Shanghai and Nanjing.FindingsThe results in structural equation modeling showed that e-government usage has a significant positive influence on citizens' perception about trust in government, government transparency and government reputation but not significant influence on citizens' engagements. However, an indirect relationship was found out in the mediation analysis. There was also a significant relationship between the different perceptions of government. Mediation analysis showed that all the different perceptions of government mediate the relationship between e-government usage and citizens' engagements during the COVID-19 crisis. The single mediation pathways were found to be most effective mediators, identifying citizens' perception about trust in government to be the most effective mediator.Originality/valueThis study filled the gap in literature by examining how e-government usage by Chinese citizens during the COVID-19 crisis helped influence their attitude and behavior. Specifically, this study is one of the first to integrate citizens' usage of e-government and citizens' engagement through the different citizens' perceptions of government such as trust in government, transparency of government and government reputation in a non-liberal country.

Abstract
Purpose
The global pandemic has had a considerable effect on organisations’ performance and development and on the daily lives of the general population. This study aims to analyse the recent literature on the topics of Covid-19 and sustainability and proposes to rethink and redefine sustainability with the intersection of human health as a fourth sustainable pillar.
Design/methodology/approach
Using the Scopus and ISI Web of Science databases, 119 articles were analysed in detail and classified according to concepts and principles for achieving sustainable development, based on the Brundtland Report, 1987.
Findings
The results indicate a high number of publications in the social dimension, with a relevant proportion of studies in the health sector. This study allows us to conclude that all sectors of society are being affected by the pandemic. However, the enormous tension and the immediate impact felt by the health sector during the pandemic reflect directly on the population, and there are clear signs that in the medium and long term, instability and uncertainty in the environmental, economic and social dimensions will remain. In national health systems, monitoring, innovating in human resource management and investing in information technology can ensure organizations’ reliability and sustainability. The conclusion involves the suggestion of introducing health as a new pillar for sustainability to consolidate the basis and structure of the United Nations’ Sustainable Development Objectives. The use of fundamental concepts is necessary and must be aligned to reassess the results obtained in studies, in comparison with observational data.
Practical implications
The implications arising from the inclusion of health as a fourth pillar of sustainability are diverse. The need to build a new theoretical and conceptual framework for sustainability derives from the fact that health reflects the concern of many postulants in this field of practices. The determining or conditioning conditions of the observed effects of the pandemic by COVID-19, whether situated simply as factors and/or economic, environmental or social reflexes that precede them, requires a conceptual development that allows its approach, as a complex object, whose determinations are subject to variable degrees of uncertainty and diversity.
Originality/value
This study aims to redefine the concept of sustainability, considering that health has become a public health emergency of international interest. Health affects the supply chain, cash flow, interferes with the educational format and interrupts the workforce’s routine, among other aspects, showing the true nature of its importance and its impact in all spheres (economic, environmental and social).

Abstract
The COVID-19 pandemic has resulted in compulsion and encouragement of actions that have enabled changes to occur globally that have then been adapted to current conditions. For their highly dense populations, it is difficult to control the spread of the virus in cities. As a result, activities that draw large crowds together so that people can access public services are inevitable. Several cities that have been declared as smart cities in Indonesia have made a breakthrough by making use of information and communication technology (ICT)-based applications. This can be of great help for societies during pandemics. ICT has been able to help citizens perform various activities from home with the help of applications. This study aims to identify various applications that support the implementation of the concept of a smart city. This applies particularly to those applications that are based on ICT that can tackle the unique conditions of the COVID-19 pandemic and make recommendations regarding future developments. The data collected for this study were analyzed using secondary sources obtained from various clusters of literature, the internet, and social media. In addition, primary data was gathered from discussion forums. This paper employs a qualitative approach with qualitative descriptive data analysis techniques and hierarchical cluster analysis. Qualitative descriptive analysis was utilized to explore the conditions of smart cities, the regional conditions of the pandemic, and smart city applications more generally. The results show that during the COVID-19 pandemic, cities and regions, including the 100 smart cities in Indonesia, have developed many innovative solutions through ICT-based applications that can help people maintain an active social life and access public services. In the future, when everything is allegedly back to normal, cities need to implement the use of various ICT-based applications to increase efficiency in their planning and management. Therefore, it has become increasingly necessary to improve people’s digital literacy and to develop a type of ICT infrastructure that enables more people to access the internet.

Abstract
Digital contact tracing applications (CTAs) have been one of the most widely discussed technical methods of controlling the COVID-19 outbreak. The effectiveness of this technology and its ethical justification depend highly on public acceptance and adoption. This study aims to describe the current knowledge about public acceptance of CTAs and identify individual perspectives, which are essential to consider concerning CTA acceptance and adoption. In this scoping review, 25 studies from four continents across the globe are compiled, and critical topics are identified and discussed. The results show that public acceptance varies across national cultures and sociodemographic strata. Lower acceptance among people who are mistrusting, socially disadvantaged, or those with low technical skills suggest a risk that CTAs may amplify existing inequities. Regarding determinants of acceptance, eight themes emerged, covering both attitudes and behavioral perspectives that can influence acceptance, including trust, privacy concerns, social responsibility, perceived health threat, experience of and access to technologies, performance expectancy and perceived benefits, and understanding. Furthermore, widespread misconceptions about the CTA function are a topic in need of immediate attention to ensure the safe use of CTAs. The intention-action gap is another topic in need of more research.

Framing Twitter Public Sentiment on Nigerian Government COVID-19 Palliatives Distribution Using Machine Learning. SUSTAINABILITY 2021. Abstract
Sustainable development plays a vital role in information and communication technology. In times of pandemics such as COVID-19, vulnerable people need help to survive. This help includes the distribution of relief packages and materials by the government with the primary objective of lessening the economic and psychological effects on the citizens affected by disasters such as the COVID-19 pandemic. However, there has not been an efficient way to monitor public funds’ accountability and transparency, especially in developing countries such as Nigeria. The understanding of public emotions by the government on distributed palliatives is important as it would indicate the reach and impact of the distribution exercise. Although several studies on English emotion classification have been conducted, these studies are not portable to a wider inclusive Nigerian case. This is because Informal Nigerian English (Pidgin), which Nigerians widely speak, has quite a different vocabulary from Standard English, thus limiting the applicability of the emotion classification of Standard English machine learning models. An Informal Nigerian English (Pidgin English) emotions dataset is constructed, pre-processed, and annotated. The dataset is then used to classify five emotion classes (anger, sadness, joy, fear, and disgust) on the COVID-19 palliatives and relief aid distribution in Nigeria using standard machine learning (ML) algorithms. Six ML algorithms are used in this study, and a comparative analysis of their performance is conducted. The algorithms are Multinomial Naïve Bayes (MNB), Support Vector Machine (SVM), Random Forest (RF), Logistics Regression (LR), K-Nearest Neighbor (KNN), and Decision Tree (DT). The conducted experiments reveal that Support Vector Machine outperforms the remaining classifiers with the highest accuracy of 88%. The “disgust” emotion class surpassed other emotion classes, i.e., sadness, joy, fear, and anger, with the highest number of counts from the classification conducted on the constructed dataset. Additionally, the conducted correlation analysis shows a significant relationship between the emotion classes of “Joy” and “Fear”, which implies that the public is excited about the palliatives’ distribution but afraid of inequality and transparency in the distribution process due to reasons such as corruption. Conclusively, the results from this experiment clearly show that the public emotions on COVID-19 support and relief aid packages’ distribution in Nigeria were not satisfactory, considering that the negative emotions from the public outnumbered the public happiness.
