Contributions of Smart City Solutions and Technologies to Resilience against the COVID-19 Pandemic: A Literature Review

Should we build a metaverse for the new capital of Indonesia?

Moving the capital of Indonesia from the Jakarta area to the island of Kalimantan is an inevitable necessity due to economic, political, socio-cultural and environmental factors, which require other areas of the archipelago to be developed. It has been decided that the green city and smart city concepts will be applied in the development of the new capital, using a state-of-the-art approach, including metaverse technology. The methodology employed in this study includes in-depth interviews, focus group discussions, direct field observations, and documentation. The findings of this research consist of an analysis of the readiness of IKN and its surrounding area for the implementation of metaverse technology in IKN. This paper examines whether metaverse technology is needed in the construction of the new capital city. If so, what are the needs for the development of the new capital's metaverse, and what are the advantages (and disadvantages) of using the metaverse. The results are expected to provide a more comprehensive view of the use of metaverse technology in the new capital.

Sustainable Smart Cities-Social Media Platforms and Their Role in Community Neighborhood Resilience-A Systematic Review

The COVID-19 pandemic took most communities off guard and has highlighted gaps in community preparedness and resilience in spite of the numerous technological advancements and the variety of available social media platforms that many relied on during lockdown periods. This served to emphasise the necessity for exploring the roles of social media and smart city technologies in mitigating pandemic impacts. In this systematic literature review, we examined twelve articles on social media usage and smart city technologies and their contributions to community resilience during COVID-19. The analysis focused on the use of social media platforms and smart city technologies during and after lockdown periods, examining their role in fostering community resilience. Results indicate that social media and smart city technologies were instrumental in helping communities adapt and recover from the pandemic. While past studies have examined community resilience, social media, or smart cities separately, there is limited literature collating insights on the three elements combined. We therefore argue that these technologies, employed collaboratively, enhance community resilience during crises. Nevertheless, further research is recommended, particularly on urban resilience and comparative analyses to deepen our understanding of the complex interplay between these variables.

On the post-pandemic travel boom: How capacity building and smart tourism technologies in rural areas can help - evidence from Iran

While there have been numerous studies investigating the impact of the COVID-19 pandemic on tourism, few research projects have examined the impact of the outbreak on using smart tourism technologies (STT), especially in developing countries. This study adopted thematic analysis, with data collected using in-person interviews. The participants for the study were selected using the snow-balling technique. We explored the process of developing smart technologies during the pandemic and its impact on smart rural tourism technology development upon travel restart. The subject was investigated by focusing on five selected villages in central Iran which have tourism dependent economies. Overall, the results indicated that the pandemic partially changed the government's resistance towards the fast development of smart technologies. Thus, the role of smart technologies in curbing the virus spread was officially recognized. This change of policy led to the implementation of Capacity Building (CB) programs to improve digital literacy and minimize the digital gap that exists between urban and rural areas in Iran. Implementing CB programs during the pandemic directly and indirectly contributed to the digitalization of rural tourism. Implementing such programs enhanced tourism stakeholders' individual and institutional capacity to gain access to and creatively use STT in rural area. The results of this study improve our understanding and knowledge of the impact of crises on the degree of acceptability and use of STT in traditional rural societies.

A new approach to COVID-19 data mining: A deep spatial-temporal prediction model based on tree structure for traffic revitalization index

The outbreak of the COVID-19 epidemic has had a huge impact on a global scale and its impact has covered almost all human industries. The Chinese government enacted a series of policies to restrict the transportation industry in order to slow the spread of the COVID-19 virus in early 2020. With the gradual control of the COVID-19 epidemic and the reduction of confirmed cases, the Chinese transportation industry has gradually recovered. The traffic revitalization index is the main indicator for evaluating the degree of recovery of the urban transportation industry after being affected by the COVID-19 epidemic. The prediction research of traffic revitalization index can help the relevant government departments to know the state of urban traffic from the macro level and formulate relevant policies. Therefore, this study proposes a deep spatial-temporal prediction model based on tree structure for the traffic revitalization index. The model mainly includes spatial convolution module, temporal convolution module and matrix data fusion module. The spatial convolution module builds a tree convolution process based on the tree structure that can contain directional features and hierarchical features of urban nodes. The temporal convolution module constructs a deep network for capturing temporal dependent features of the data in the multi-layer residual structure. The matrix data fusion module can perform multi-scale fusion of COVID-19 epidemic data and traffic revitalization index data to further improve the prediction effect of the model. In this study, experimental comparisons between our model and multiple baseline models are conducted on real datasets. The experimental results show that our model has an average improvement of 21%, 18%, and 23% in MAE, RMSE and MAPE indicators, respectively.

Deploying geospatial visualization dashboards to combat the socioeconomic impacts of COVID-19

COVID-19 dashboards with geospatial data visualization have become ubiquitous. There is a growing sense of responsibility to report public health data pushing governments and community organizations to develop and share web-based dashboards. While a substantial body of literature exists on how these GIS technologies and urban analytics approaches support COVID-19 monitoring, their level of social embeddedness, quality and accessibility of user interface, and overall decision-making capabilities has not been rigorously assessed. In this paper, we survey 68 public web-based COVID-19 dashboards using a nominal group technique to find that most dashboards report a wealth of epidemiologic data at the state and county levels. However, these dashboards have limited emphasis on providing granular data (city and neighborhood level) broken down by population sub-groups. We found severe inadequacy in reporting social, behavioral, and economic indicators that shape the trajectory of the pandemic and vice versa. Our survey reveals that most COVID-19 dashboards ignore the provision of metadata, data download options, and narratives around visualizations explaining the data's background, source, and purpose. Based on these lessons, we illustrate an empirical experiment of building a dashboard prototype-the COVID-19 Economic Resilience Dashboard in Arizona. Our dashboard project demonstrates a model that can inform decision-making (beyond plain information sharing) while being accessible by design. To achieve this, we provide localized data, drill-down options by geography and sub-population, visualization narratives, open access to the data source, and accessible features on the interface. We exhibited the value of linking pandemic-related information with socioeconomic data. Our findings suggest a pathway forward for researchers and governments to incorporate more action-oriented data and easy-to-use interfaces as they refine existing and develop new information systems and data analytics dashboards.

Urban resilience to socioeconomic disruptions during the COVID-19 pandemic: Evidence from China

The COVID-19 pandemic and the associated restrictions have raised the awareness of building pandemic-resilient cities. Prior studies often evaluated the resilience of one type of urban system while lacking a comparison across various urban subsystems. This study fills this gap by measuring and comparing the adaptive resilience to the pandemic of various urban subsystems in Chinese cities. We propose a novel outcome measurement of the pandemic's socioeconomic impacts on cities, i.e., the citizens' complaints data, and use its temporal changes to measure cities' adaptive resilience to the pandemic. We find a wide range of urban subsystems were severely shocked by the pandemic, including the urban economy, construction-and-housing sector, welfare system, and education system. Different urban subsystems exhibit divergent degrees of adaptive resilience to the pandemic. Using cluster analysis, we also identify three types of cities with different patterns of adaptive resilience: cities whose general economies were the least resilient, cities whose construction-and-housing system was the least resilient, and cities that were mostly affected by restriction measures. Our findings contribute to the understanding of the pandemic's socioeconomic costs and help identify the divergent resilience of different urban subsystems so as to develop targeted policy interventions to improve cities' resilience to the pandemic.

Governance in the implementation of the UN sustainable development goals in higher education: global trends

Governance is a key component for implementing sustainable development (SD) initiatives in university teaching, research, and projects. This line of thinking also applies to implementing the United Nations (UN) sustainable development goals (SDGs). Despite the role of governance in guiding processes related to the SDGs, few studies have examined these relations in an integrative manner in higher education. To bridge this knowledge gap, this study assesses the connections between governance and implementing the SDGs at higher education institutions (HEIs). Specifically, it relies on two main methods. The first is a bibliometric analysis, where the literature on the topic has been analyzed. The second method uses case studies from a sample of universities. The combined dual approach has identified the extent to which governance issues influence how these organizations perceive and handle the SDGs. The study provides valuable recommendations that may assist HEIs in implementing the SDGs with a due emphasis on governance.

Impacts of the COVID-19 pandemic on the social sphere and lessons for crisis management: a literature review

The COVID-19 pandemic is the most difficult challenge that has affected humanity in recent decades. It has disrupted many features of development with domino effects in the social sphere. This study reviews the literature on the social effects of the COVID-19 pandemic and identifies the affected social areas that have undergone dramatic changes during the pandemic. We use inductive content analysis and thematic analysis to review the literature. The results show that there are seven major areas that have been negatively affected by the COVID-19 pandemic: health, social vulnerability, education, social capital, social relationships, social mobility, and social welfare. The literature has reported dramatic psychological and emotional effects, exacerbation of segregation and poverty, disruption in educational systems and formation of an information gap, as well as a declining trends of social capital among communities. We highlight some lessons that can be learned from the pandemic to enhance social resilience in future. Among others, to effectively respond to the pandemic and other potential future adverse events, governments should adopt fair policies, identify the required changes in the socially affected contexts and take necessary responsive actions, and adopt collaboratively designed approaches to increase social resilience.

Environmentally sustainable smart cities and their converging AI, IoT, and big data technologies and solutions: an integrated approach to an extensive literature review

There have recently been intensive efforts aimed at addressing the challenges of environmental degradation and climate change through the applied innovative solutions of AI, IoT, and Big Data. Given the synergistic potential of these advanced technologies, their convergence is being embraced and leveraged by smart cities in an attempt to make progress toward reaching the environmental targets of sustainable development goals under what has been termed "environmentally sustainable smart cities." This new paradigm of urbanism represents a significant research gap in and of itself. To fill this gap, this study explores the key research trends and driving factors of environmentally sustainable smart cities and maps their thematic evolution. Further, it examines the fragmentation, amalgamation, and transition of their underlying models of urbanism as well as their converging AI, IoT, and Big Data technologies and solutions. It employs and combines bibliometric analysis and evidence synthesis methods. A total of 2,574 documents were collected from the Web of Science database and compartmentalized into three sub-periods: 1991-2015, 2016-2019, and 2020-2021. The results show that environmentally sustainable smart cities are a rapidly growing trend that markedly escalated during the second and third periods-due to the acceleration of the digitalization and decarbonization agendas-thanks to COVID-19 and the rapid advancement of data-driven technologies. The analysis also reveals that, while the overall priority research topics have been dynamic over time-some AI models and techniques and environmental sustainability areas have received more attention than others. The evidence synthesized indicates that the increasing criticism of the fragmentation of smart cities and sustainable cities, the widespread diffusion of the SDGs agenda, and the dominance of advanced ICT have significantly impacted the materialization of environmentally sustainable smart cities, thereby influencing the landscape and dynamics of smart cities. It also suggests that the convergence of AI, IoT, and Big Data technologies provides new approaches to tackling the challenges of environmental sustainability. However, these technologies involve environmental costs and pose ethical risks and regulatory conundrums. The findings can inform scholars and practitioners of the emerging data-driven technology solutions of smart cities, as well as assist policymakers in designing and implementing responsive environmental policies.

Healthy Cities, A comprehensive dataset for environmental determinants of health in England cities

This paper presents a fine-grained and multi-sourced dataset for environmental determinants of health collected from England cities. We provide health outcomes of citizens covering physical health (COVID-19 cases, asthma medication expenditure, etc.), mental health (psychological medication expenditure), and life expectancy estimations. We present the corresponding environmental determinants from four perspectives, including basic statistics (population, area, etc.), behavioural environment (availability of tobacco, health-care services, etc.), built environment (road density, street view features, etc.), and natural environment (air quality, temperature, etc.). To reveal regional differences, we extract and integrate massive environment and health indicators from heterogeneous sources into two unified spatial scales, i.e., at the middle layer super output area (MSOA) and the city level, via big data processing and deep learning. Our data holds great promise for diverse audiences, such as public health researchers and urban designers, to further unveil the environmental determinants of health and design methodology for a healthy, sustainable city.

Are digital services the right solution for empowering smallholder farmers? A perspective enlightened by COVID-19 experiences to inform smart IPM

The COVID-19 pandemic, surprised many through its impact on the food systems, resulting in collapses in the food production value chains and in the integrated pest disease management sector with fatal outcomes in many places. However, the impact of COVID-19 and the digital experience perspective on Integrating Pest Management (IPM) is still yet to be understood. In Africa, the impact was devastating, mostly for the vulnerable smallholder farm households, who were rendered unable to access markets to purchase inputs and sell their produce during the lockdown period. By using a holistic approach the paper reviews different Information and Communications Technologies (ICTs), digitalization, and how this enhanced the capacity of smallholder farmers resilient, and inform their smart-IPM practices in order to improve food systems' amidst climate change during and in the post-COVID-19 period. Different digital modalities were adopted to ensure continuous food production, access to inputs and finances, and selling surplus production among others. This was largely possible by using ICTs to deliver these needed services digitally. The study shares contributions and capacity perspectives of ICTs for empowering smallholder farmers to boost the resilience of their food systems based on COVID-19 successful experiences. Thus digital solutions must be embraced in the delivery of extension service on pest management and good agronomic practices, money transfers for purchasing inputs, receiving payment for sold farm produce, and markets information exchange. These are key avenues through which digital solutions strategically supported smallholder-based food systems through the pandemic.

Towards building resilient cities to pandemics: A review of COVID-19 literature

With the global prevalence of COVID-19 disease, the concept of urban resilience against pandemics has drawn the attention of a wide range of researchers, urban planners, and policymakers. This study aims to identify the major dimensions and principles of urban resilience to pandemics through a systematic review focused on lessons learned from the COVID-19 pandemic and comparing different perspectives regarding resilient urban environments to such diseases. Based on the findings, the study proposes a conceptual framework and a series of principles of urban resilience to pandemics, consisting of four spatial levels: housing, neighborhoods, city, and the regional and national scales, and three dimensions of pandemic resilience: pandemic-related health requirements, environmental psychological principles, and general resilience principles. The findings show that resilient cities should be able to implement the pandemic-related health requirements, the psychological principles of the environment to reduce the stresses caused by the pandemic, and the general principles of resilience in the smart city context. This framework provides scholars and policymakers with a comprehensive understanding of resilience on different scales and assists them in making better-informed decisions.

Municipal Pathways in Response to COVID-19: A Strategic Management Perspective on Local Public Administration Resilience

This paper aims to understand the different resilience pathways local governments may take during moments of crisis, specifically focusing on the COVID-19 pandemic. Through survey responses from local administrations in Wallonia, Belgium, we consider how varied contexts led to different strategic resilience pathways. These pathways range from static (i.e., no strategy) to innovative change. Our findings highlight that digital technology solutions may play a role in supporting resilience across the different pathways. Therefore, we adapt strategic public management literature to suggest propositions for future research to test the specific role that digital technologies play in supporting resilience within local administrations.

Has smart city transition elevated the provision of healthcare services? Evidence from China's Smart City Pilot Policy

This paper endeavors to identify the causal effects between the smart city transition and the provision of healthcare services while uncovering potential pathways of influence. This study first constructs a logical analytical framework and posits five hypotheses for examination. Subsequently, leveraging the quasi-natural experiment of the China Smart City Pilot Policy (CSCPP), empirical tests are conducted utilizing a Difference-in-Differences (DD) two-way fixed effects model. The findings suggest that the CSCPP has significantly enhanced the provision of healthcare services. Even after addressing the formidable challenges of endogeneity, sample self-selection, and spatial spillovers, the conclusion remains robust. Mechanism tests indicate that the CSCPP primarily operates through two avenues: augmenting human resources and institutional services. Heterogeneity tests reveal that the efficacy of CSCPP is heightened in cities boasting administrative approval service centers, experiencing diminished financial constraints, and exhibiting elevated healthcare provision levels and situated in the eastern region. The theoretical and empirical analysis of this paper demonstrates that smart city transitions can facilitate the enhancement of healthcare services. The potential contribution of this paper is to enrich the conceptualization of governance frameworks for smart city transition while providing empirical evidence from China.

Effects of the built environment and human factors on the spread of COVID-19: A systematic literature review

Soon after its emergence, COVID-19 became a global problem. While different types of vaccines and treatments are now available, still non-pharmacological policies play a critical role in managing the pandemic. The literature is enriched enough to provide comprehensive, practical, and scientific insights to better deal with the pandemic. This research aims to find out how the built environment and human factors have affected the transmission of COVID-19 on different scales, including country, state, county, city, and urban district. This is done through a systematic literature review of papers indexed on the Web of Science and Scopus. Initially, these databases returned 4264 papers, and after different stages of screening, we found 166 relevant papers and reviewed them. The empirical papers that had at least one case study and analyzed the effects of at least one built environment factor on the spread of COVID-19 were selected. Results showed that the driving forces can be divided into seven main categories: density, land use, transportation and mobility, housing conditions, demographic factors, socio-economic factors, and health-related factors. We found that among other things, overcrowding, public transport use, proximity to public spaces, the share of health and services workers, levels of poverty, and the share of minorities and vulnerable populations are major predictors of the spread of the pandemic. As the most studied factor, density was associated with mixed results on different scales, but about 58 % of the papers reported that it is linked with a higher number of cases. This study provides insights for policymakers and academics to better understand the dynamic roles of the non-pharmacological driving forces of COVID-19 at different levels.

Personal privacy VS. public safety: A hybrid model of the use of smart city solutions in fighting the COVID-19 pandemic in Moscow

Technological advancements and big data have brought many improvements to smart city infrastructure. During the COVID-19 outbreak, smart city technologies were considered one of the most effective means of fighting the pandemic. The use of technology, however, implies collecting, processing personal data, and making the collected data publicly available which may violate privacy. While some countries were able to freely use these technologies to fight the pandemic, many others were restricted by their privacy protection legislation. The literature suggests looking for an approach that will allow the effective use of smart city technologies during the pandemic, while complying with strict privacy protection legislation. This article explores the approach applied in Moscow, Russia, and demonstrates the existence of a hybrid model that might be considered a suitable tradeoff between personal privacy and public health. This study contributes to the literature on the role of smart city technologies during pandemics and other emergencies.

A SWOT analysis of smart governance applications amid the COVID-19 pandemic

Smart governance technologies are emergent information and communication technologies (ICT), which amid the COVID-19 pandemic have been widely used to govern COVID’s impacts. However, very few studies have provided insight into the strengths, weaknesses, opportunities, and threats (SWOT) of smart governance technologies under COVID-19. This prevents the widespread usage of smart governance technologies across cities and countries and impedes their usefulness during emergencies. This study combines knowledge of emergency management theory and planning support systems (PSS) to frame the functional usefulness of smart governance technologies in handling practical tasks amid the COVID-19 state of emergency into a task-technology fit model. By employing qualitative content analysis to collect views and insights from the international news-based cases (n= 69), we identify SWOT of smart governance technologies under COVID-19. Results indicate that usefulness of smart governance technologies is reflected in task-handling in the ex-post emergency phases of response (e.g., provide e-health service, tracing and tracking) and recovery (e.g., improve e-government services, enhance collaboration for renewal), whereas few applications focus on tasks in the ex-ante emergency phases of mitigation (e.g., hazard analysis, vulnerability assessment) and preparedness (e.g., planning, training and exercises). Main findings lead to a conclusion that hidden capacities of smart governance technologies can be fully achieved if policy makers and practitioners can focus on the full range of tasks and demands before, amid, or after emergencies and identify collaborative opportunities for technological development.

The role of data platforms in COVID-19 crisis: a smart city perspective

Purpose

The Covid-19 pandemic has profoundly affected urban communities, generating the need for an immediate response from local governance. The availability of urban data platforms in some smart cities helped the relevant actors to develop various solutions in an innovative and highly contextual way. The purpose of this paper is to explore the role of data platforms in smart cities in the context of the Covid-19 crisis.

Design/methodology/approach

A total of 85 studies were identified using the Clarivate Analytics Web of Science electronic library. After applying exclusion and inclusion criteria, 61 publications were considered appropriate and reasonable for the research, being read in-depth. Finally, only 52 studies presented relevant information for the topic and were synthesized following the defined research questions. During the research, the authors included in the paper other interesting references found in selected articles and important information regarding the role of data in the fight against Covid-19 in smart cities available on the Internet and social media, with the intention to capture both academic and practical perspectives.

Findings

The authors' main conclusion suggests that based on their previous expertise in collecting, processing and analyzing data from multiple sources, some smart cities quickly adapted their data platforms for an efficient response against Covid-19. The results highlight the importance of open data, data sharing, innovative thinking, the collaboration between public and private stakeholders, and the participation of citizens, especially in these difficult times.

Practical implications

The city managers and data operators can use the presented case studies and findings to identify relevant data-driven smart solutions in the fight against Covid-19 or another crisis.

Social implications

The performance of smart cities is a social concern since the population of urban communities is continuously growing. By reviewing the adoption of information technologies-based solutions to improve the quality of citizens' life, the paper emphasizes their potential in societies in which information technology is embedded, especially during a major crisis.

Originality/value

This research re-emphasizes the importance of collecting data in smart cities, the role of the diversity of their sources and the necessity of citizens, companies and government synergetic involvement, especially in a pandemic context. The existence of smart solutions to process and extract information and knowledge from large data sets was essential for many actors involved in smart cities, helping them in the decision-making process. Based on previous expertise, some smart cities quickly adapted their data platforms for an efficient response against Covid-19. The paper analyzes also these success cases that can be considered models to be adopted by other municipalities in similar circumstances.

An overview and thematic analysis of research on cities and the COVID-19 pandemic: Toward just, resilient, and sustainable urban planning and design

Since early 2020, researchers have made efforts to study various issues related to cities and the pandemic. Despite the wealth of research on this topic, there are only a few review articles that explore multiple issues related to it. This is partly because of the rapid pace of publications that makes systematic literature review challenging. To address this issue, in the present study, we rely on bibliometric analysis techniques to gain an overview of the knowledge structure and map key themes and trends of research on cities and the pandemic. Results of the analysis of 2,799 articles show that research mainly focuses on six broad themes: air quality, meteorological factors, built environment factors, transportation, socio-economic disparities, and smart cities, with the first three being dominant. Based on the findings, we discuss major lessons that can be learned from the pandemic and highlight key areas that need further research.

Community resilience to pandemics: An assessment framework developed based on the review of COVID-19 literature

The COVID-19 outbreak in 2019 and the challenges it posed to communities around the world, demonstrated the necessity of enhancing the resilience of communities to pandemics. In this regard, assessment frameworks can play an essential role and guide resilience-building efforts. However, the lack of a comprehensive assessment framework has led to a focus on sectoral evaluation. This study aims to propose an integrated framework for assessing the pandemic resilience of communities. For this purpose, we rely on a systematic review of literature indexed in major academic databases. We have thoroughly analyzed a total number of 115 related documents to extract relevant criteria. Findings show that many criteria and factors affect community resilience to pandemics. By inductive content coding in MAXQDA software, we have categorized these criteria into five dimensions of Institutional, Social, Economic, Infrastructural, and Demographic. Good leadership and management, insurance and governmental support, planning and preparation, expertise and labor, and available equipment and technologies are the most important institutional criteria. Communication and collective identity, mutual support, public safety and protection, public awareness, and social justice are the influential social criteria. Economic sustainability and resource availability are criteria of economic resilience. Sufficiency of services, public spaces, housing tenure, and transportation system are the main criteria related to the built environment and infrastructural dimension. Finally, demographic resilience includes physical health, psychological well-being, life quality, and hygiene. Based on these criteria, this study develops an integrated evaluation framework that researchers can implement along with conventional assessment and ranking methods to determine the level of community resilience to pandemics.

Smart Cities after COVID-19: Building a conceptual framework through a multidisciplinary perspective

This study provides theoretical grounds for planning smart cities using multidisciplinary approaches, offering insightful suggestions to researchers and policy- and decision-makers. Its main purpose is to contribute to the debate on the new connotations of the smart city paradigm in the context of the COVID-19 pandemic. It will emphasize how the Internet of Things and related technologies will collaborate to develop an antivirus-built environment against future pandemics. In this context, the study proposes a conceptual framework that provides a futuristic vision of prevention control, contingency planning, and measures against future risks. Although a smart city ecosystem improves citizens’ lives, building it may involve design, implementation, and operational challenges that must be addressed.

The Impact of the COVID-19 Pandemic on the Perception of Globalization and Consumer Behavior

The main purpose of this article was to identify the impacts of globalization and information and communication technologies on the consumer behavior of a young population aged 18–34 before and during the COVID-19 pandemic. The research was conducted using the CAWI (computer-assisted web interview) method using convenient sampling involving students of the University of Warsaw. The survey was carried out in three stages: in March 2020, December 2020 and November 2021. The last cycle of research enabled the authors to examine the changes in consumer behavior trends nearly two years after the outbreak of the COVID-19 pandemic in Poland and compare them with the tendencies that could be observed in March 2020 and December 2020. The findings from all survey questionnaires indicate that the behavior of respondents is generally consistent with consumer trends established and described in several reports concerning the impact of the COVID-19 pandemic on people’s perception of globalization and consumer behavior. The main observation in terms of online purchases was that the growth itself was not very significant, but the frequency of purchases over the Internet increased. A similar trend could be observed in the case of using social media. Research of this scope was carried out in Poland for the first time, which proves the originality and value of this paper.

The Metaverse as a Virtual Form of Smart Cities: Opportunities and Challenges for Environmental, Economic, and Social Sustainability in Urban Futures

Data infrastructures, economic processes, and governance models of digital platforms are increasingly pervading urban sectors and spheres of urban life. This phenomenon is known as platformization, which has in turn given rise to the phenomena of platform society, where platforms have permeated the core of urban societies. A recent manifestation of platformization is the Metaverse, a global platform project launched by Meta (formerly Facebook) as a globally operating platform company. The Metaverse represents an idea of a hypothetical “parallel virtual world” that incarnate ways of living and working in virtual cities as an alternative to smart cities of the future. Indeed, with emerging innovative technologies—such as Artificial Intelligence, Big Data, the IoT, and Digital Twins—providing rich datasets and advanced computational understandings of human behavior, the Metaverse has the potential to redefine city designing activities and service provisioning towards increasing urban efficiencies, accountabilities, and quality performance. However, there still remain ethical, human, social, and cultural concerns as to the Metaverse’s influence upon the quality of human social interactions and its prospective scope in reconstructing the quality of urban life. This paper undertakes an upper-level literature review of the area of the Metaverse from a broader perspective. Further, it maps the emerging products and services of the Metaverse, and explores their potential contributions to smart cities with respect to their virtual incarnation, with a particular focus on the environmental, economic, and social goals of sustainability. This study may help urban policy makers to better understand the opportunities and implications of the Metaverse upon tech-mediated practices and applied urban agendas, as well as assess the positives and negatives of this techno-urban vision. This paper also offers thoughts regarding the argument that the Metaverse has disruptive and substantive effects on forms of reconstructing reality in an increasingly platformized urban society. This will hopefully stimulate prospective research and further critical perspectives on the topic.

Management of Smart and Sustainable Cities in the Post-COVID-19 Era: Lessons and Implications

Nowadays, the concept of smart sustainable governance is wrapped around basic principles such as: (i) transparency, (ii) accountability, (iii) stakeholders’ involvement, and iv) citizens’ participation. It is through these principles that are influenced by information and communication technologies (ICT), Internet of Things (IoT), and artificial intelligence, that the practices employed by citizens and their interaction with electronic government (e-government) are diversified. Previously, the misleading concepts of the smart city implied only the objective of the local level or public officials to utilize technology. However, the recent European experience and research studies have led to a more comprehensive notion that refers to the search for intelligent solutions which allow modern sustainable cities to enhance the quality of services provided to citizens and to improve the management of urban mobility. The smart city is based on the usage of connected sensors, data management, and analytics platforms to improve the quality and functioning of built-environment systems. The aim of this paper is to understand the effects of the pandemic on smart cities and to accentuate major exercises that can be learned for post-COVID sustainable urban management and patterns. The lessons and implications outlined in this paper can be used to enforce social distancing community measures in an effective and timely way, and to optimize the use of resources in smart and sustainable cities in critical situations. The paper offers a conceptual overview and serves as a stepping-stone to extensive research and the deployment of sustainable smart city platforms and intelligent transportation systems (a sub-area of smart city applications) after the COVID-19 pandemic using a case study from Russia. Overall, our results demonstrate that the COVID-19 crisis encompasses an excellent opportunity for urban planners and policy makers to take transformative actions towards creating cities that are more intelligent and sustainable.

Recovery Measures for the Tourism Industry in Andalusia: Residents as Tourist Consumers

The pandemic caused by the coronavirus continues to test barriers around the world. In this sense, the tourism industry has become the sector most affected by the crisis with more than 900 million euros in losses. Recovery will require a great effort, especially in countries where the sector accounts for a large share of the economy and employment. This study analyzes the perceptions and proposals of the residents of the autonomous community of Andalusia. A total of 658 surveys were conducted during the closure. A quantitative and qualitative thematic analysis was carried out using SPSS and NVivo Pro programs. The findings provide significant insights into the economic recovery of society after the pandemic. The Andalusians have opted for local tourism so that the residents become the consumers of the tourist products of their territory. The deployment of new technologies and marketing campaigns should provide the basic strategies for structural changes and innovations. The residents demand a united Europe and disagree with the statements of some political leaders. The conclusions have practical and theoretical implications for tourist destinations.

Knowledge Trajectories on Public Crisis Management Research from Massive Literature Text Using Topic-Clustered Evolution Extraction

Current research has ignored the hiddenness and the stochasticity of the evolution of public crisis management research, making the knowledge trajectories still unclear. This paper introduces a combined approach, LDA-HMM, to mine the hidden topics, present the evolutionary trajectories of the topics, and predict the future trends in the coming years to fill the research gaps. We reviewed 8543 articles in WOS from 1997 to 2021, extracted 39 hidden topics from the text using the LDA; 33 remained by manual labeling. The development of the topics over the years verifies that the topics are co-evolving with the public crisis events. The confusion and transition features indicate that most topics are confused or transferred to the others. The transition network and the direction of the topics show that six main transfer paths exist, and in the evolution process, the topics have become more focused. By training the HMM, we predict the trends in the next five years; the results show that the heat of the topic that focuses on traditional crisis issues will decrease while the focus on non-traditional issues will increase. We take the average error to test this model’s prediction effect by comparing it with the other approaches, concluding that it is better than the others. This study has practical implications for preventing crisis events, optimizing related policies, and grasping key research areas in the future.

Assessing Urban Policies in a COVID-19 World

The aim of this study was to identify how the literature analyzes (identifies, evaluates, forecasts, etc.) the relationship between health issues and urban policy in relation to the COVID-19 pandemic. Four main levels were identified in these cases: (1) direct demands for changes in health care, (2) social issues, (3) spatial organization and (4) redefining the tasks of public authority in the face of identified challenges. The basic working method used in the study assumed a critical analysis of the literature on the subject. The time scope of the search covered articles from January 2020 to the end of August 2021 (thus covering the period of three pandemic waves). Combinations of keywords in the titles were used to search for articles. The health perspective pointed to the need for urban policies to develop a balance between health and economic costs and for coordination between different professionals/areas. A prerequisite for such a balance in cities is the carrying out of social and spatial analyses. These should illustrate the diversity of the social situations in individual cities (and more broadly in urban areas, including, sometimes, large suburbs) and the diversity's relationship (both in terms of causes and consequences) to the severity of pandemics and other health threats.

Can Digital Transformation Promote the Rapid Recovery of Cities from the COVID-19 Epidemic? An Empirical Analysis from Chinese Cities

Background: Digital transformation has become a key intervention strategy for the global response to the COVID-19 epidemic, and digital technology is helping cities recover from the COVID-19 epidemic. However, the effects of urban digital transformation on the recovery from the COVID-19 epidemic still lack mechanism analyses and empirical testing. This study aimed to explain the theoretical mechanism of urban digital transformation on the recovery from the COVID-19 epidemic and to test its effectiveness using an empirical analysis. Methods: This study, using a theoretical and literature-based analysis, summarizes the impact mechanisms of urban digital transformation on the recovery of cities from the COVID-19 epidemic. A total of 83 large- and medium-sized cities from China are included in the empirical research sample, covering most major cities in China. The ordinary least squares (OLS) method is adopted to estimate the effect of China’s urban digitalization level on population attraction in the second quarter of 2020. Results: The theoretical analysis found that urban digital transformation improves the ability of cities to recover from the COVID-19 epidemic by promoting social communication, collaborative governance, and resilience. The main findings of the empirical analysis show that the digital level of a city has a significant positive effect on urban population attraction (p < 0.001). Conclusions: A positive relationship was found between urban digital transformation and the rapid recovery of cities from the COVID-19 epidemic. Digital inventions for social communication, collaborative governance, and urban resilience are an effective way of fighting the COVID-19 emergency.

Transitioning from Wired City to Super City: a review of selected 'Smart City' case studies

The contemporary technological advancements of the twenty-first century are introducing paradigm shifts in every aspect of life. The "Smart City" concept has also brought the latest emerging technologies and their applications to the urban areas. The integration of Nano-technological devices collecting and transmitting data coupled with the availability and penetration of high-speed internet will only raise this potential by providing an easy way to receive and send real-time data more swiftly. The devices could also be connected with each other via the internet under the Internet of Things (IoT), making it possible to establish the machine to machine (M2M) communication between them. This large amount of urban Big Data can also deploy machine learning assisted techniques to ensure robust and precise urban analysis for getting significant insights and desired simulations ensuring the proper deployment as well as utilization of the phenomenon of Urban Intelligence. As the cities are entitled to become "Smart" in due course of time, these Information and Communication Technologies (ICTs) will play a major role in improving the efficiency and effectiveness of urban services and management. Due to their highly versatile and adaptable nature, these technologies can be linked with different components of Smart City thereby enhancing the efficiency and capability of the existing urban systems. This paper discusses the emerging concept of the Internet of Things (IoT) and other associated technologies within the context of contemporary urban scenarios through relevant case studies. It further presents crucial insights based on the influence of these technologies as well as their associated challenges while also exploring the implications of the concepts like 'Super City' on the cities of tomorrow.

Toward integrated smart city: a new model for implementation and design challenges

In smart city architecture, information and communication technologies are used to improve living standards and its management by citizens and government. Most researchers have divided this structure into six main components: smart people, the smart government, smart environment, smart transportation, smart economy, and smart life. Due to the connection between smart cities and the challenges resulting from their implementation and especially its integration, there exists no perfect solution for the concept of an integrated smart city so far according to our studies. Some more general concepts such as security, ICT infrastructure, and knowledge are not seen integrative in these structures. Therefore, it seems that new sub-components and general extra-components should be added to the existing models to form an integrated structure in such a way that the executive projects are located in their proper place in this structure and create and guarantee the integration of the smart city. Therefore, the requirements engineering of the smart city can also be explained more precisely. This study presents a model of an integrated graph in such a way that besides maintaining and improving the model of the smart city and existing models, it will fully cover the integration and requirements engineering and methodologies of the smart city in the future. The present paper offers an upgraded model of a six-component smart city structure as a flexible integrated dynamic graph so that beside maintaining the features of existing smart city models, it ensures its integrity, dynamism, flexibility and performance and prevents the failure of smart operations. Due to its flexibility, adaptability and localization, the proposed model presented in this paper can create an integrated solution and facilitating the life cycle of executive systems and enable governments and communities to predict and prevent sudden events such as natural disasters, pandemics like Covid-19 and the like as well as managing and leading their target community in the best way.

An evaluative model for assessing pandemic resilience at the neighborhood level: The case of Tehran

The spread of the COVID-19 virus, which has caused abundant mortalities in human settlements, has drawn the attention of urban planners and policy-makers to the necessity of improving resilience to future pandemics. In this study, a set of indicators related to pandemic resilience were identified and used to develop a composite multi-dimensional pandemic resilience index for Tehran's neighborhoods. The physical, infrastructural, socio-economic, and environmental dimensions of pandemic resilience were defined considering the conditions of 351 neighborhoods through the exploratory factor analysis method. Accordingly, the pandemic resilience (PR) score of the neighborhoods was calculated. Furthermore, the Pearson correlation analysis was used to validate the PR scores by examining the correlation between the neighborhood PR scores and the number of confirmed cases. For this purpose, we used a sample consisting of 43,000 confirmed COVID-19 patients in the first five months of its spread. The test shows a statistically significant negative correlation between neighborhoods' resilience score and the cumulative number of confirmed patients in the neighborhoods (r= -.456, P<0.001). This study also tries to develop a new model to better understand health determinants of pandemic resilience. The proposed model can inform planners and policymakers to take appropriate measures to create more pandemic-resilient urban neighborhoods.

Smart City and Crisis Management: Lessons for the COVID-19 Pandemic

COVID-19 shocked cities around the world and revealed the vulnerability of urban lives and functions. Most cities experienced a catastrophic disturbance that has lasted for a long time. Planning plays a critical role in responding efficiently to this crisis and enabling rapid functional recovery in the post-disaster era. Cities that have implemented digitalization initiatives and programs are likely to have more capacity to react appropriately. Specifically, digitalized cities could ensure the well-being of their residents and maintain continuity of urban functions. This research aims to analyze the role of technology in crisis management in the last two decades and provide appropriate policy recommendations for dealing with the COVID-19 pandemic. Systematic literature review and subjective content analysis are employed to investigate the effects of technology on community well-being and making cities more resilient in past crises. This study shows that different technology-driven policies and actions enable crisis management, enhance community well-being, and increase urban resilience. Technology has enhanced coping and recovery capacities by increasing participation and social connectedness, enhancing physical and mental health and maintaining the functionality of education and economic systems. These have been achieved through various solutions and technologies such as social media, telehealth, tracking and monitoring systems, sensors and locational applications, teleworking systems, etc. These solutions and technologies have also been used during the COVID-19 pandemic to enhance community well-being and sustain urban functions. However, technology deployment might have adverse effects such as social exclusion, digital divide, privacy and confidentiality violation, political bias and misinformation dissemination, and inefficient remote working and education. It is suggested that to mitigate these side effects, policymakers should liberate the process of digitalization, increase the accessibility to digital services, and enhance digital literacy.
