The role of public policy in reducing moped and scooter injuries in South Carolina

INTRODUCTION

Mopeds and electric scooters have grown in popularity in recent years. A South Carolina (SC) law was passed on November 19, 2018, aimed to regulate mopeds and scooters. This study aims to evaluate whether this SC law was associated with a decrease in the moped injury rate in a Level 1 Trauma Center.

METHODS

A retrospective review of trauma registry data was used to identify a cohort of patients 14 years and older who came to a Level 1 trauma center for a moped/scooter accident between January 2014 - December 2022. The proportion of moped injuries before and after the passing of the law was calculated. The chi-square test and Wilcoxon Rank Sum test were used to compare differences in proportions for categorical factors and continuous factors, respectively.

RESULTS

A total of 350 moped injury cases were identified. There was a significant decrease in the moped injury rate after the passing of the 2018 SC law (0.9 % vs 1.8 %, p<0.001). Additionally, those treated post-law implementation were significantly older (47.4 vs 43.2 years, p = 0.013) and more likely to be male (95.5 % vs 87.9 %, p = 0.025) than those treated pre-law. Patients treated post-law were significantly more likely to be uninsured (45.1 % vs 42.7 %, p = 0.009) and less likely to have commercial (16.2 % vs 20.1 %, p = 0.009), or government (29.7 % vs 35.6 %, p = 0.009) health insurance compared to those treated pre-law. There was no significant difference between the two groups in Glascow Coma Scale, Injury severity score, Trauma Injury Severity Score, or rate of fatalities.

CONCLUSION

After the implementation of a SC law, we found that the local proportion of injuries due to moped and scooter accidents was significantly lower than pre-law proportions. These findings suggest that public policies aimed at increasing regulations for mopeds may decrease the rate of injury, but not severity, from moped use.

Two-photon gateway in one-atom cavity quantum electrodynamics

Single atoms absorb and emit light from a resonant laser beam photon by photon. We show that a single atom strongly coupled to an optical cavity can absorb and emit resonant photons in pairs. The effect is observed in a photon correlation experiment on the light transmitted through the cavity. We find that the atom-cavity system transforms a random stream of input photons into a correlated stream of output photons, thereby acting as a two-photon gateway. The phenomenon has its origin in the quantum anharmonicity of the energy structure of the atom-cavity system. Future applications could include the controlled interaction of two photons by means of one atom.

Trapping and observing single atoms in a blue-detuned intracavity dipole trap

A single atom strongly coupled to a cavity mode is stored by three-dimensional confinement in blue-detuned cavity modes of different longitudinal and transverse order. The vanishing light intensity at the trap center reduces the light shift of all atomic energy levels. This is exploited to detect a single atom by means of a dispersive measurement with 95% confidence in 10 micros, limited by the photon-detection efficiency. As the atom switches resonant cavity transmission into cavity reflection, the atom can be detected while scattering about one photon.

Large velocity capture range and low temperatures with cavities

There are interesting modifications to the Doppler force when atoms strongly couple to an optical cavity. In particular, there is the possibility to increase the velocity capture range while maintaining a final temperature close to the Doppler limit. The mechanism is based on the multiple absorption emissions of each cavity photon. A previously reported counterintuitive Doppler effect is clarified.
