Combating COVID-19 with charisma: Evidence on governor speeches in the United States

Using field and laboratory data, we show that leader charisma can affect COVID-related mitigating behaviors. We coded a panel of U.S. governor speeches for charisma signaling using a deep neural network algorithm. The model explains variation in stay-at-home behavior of citizens based on their smart phone data movements, showing a robust effect of charisma signaling: stay-at-home behavior increased irrespective of state-level citizen political ideology or governor party allegiance. Republican governors with a particularly high charisma signaling score impacted the outcome more relative to Democratic governors in comparable conditions. Our results also suggest that one standard deviation higher charisma signaling in governor speeches could potentially have saved 5,350 lives during the study period (02/28/2020-05/14/2020). Next, in an incentivized laboratory experiment we found that politically conservative individuals are particularly prone to believe that their co-citizens will follow governor appeals to distance or stay at home when exposed to a speech that is high in charisma; these beliefs in turn drive their preference to engage in those behaviors. These results suggest that political leaders should consider additional "soft-power" levers like charisma-which can be learned-to complement policy interventions for pandemics or other public heath crises, especially with certain populations who may need a "nudge."

Investigation of the predictive influence of personal and gubernatorial politics on COVID-19 related behaviors and beliefs

Given the varied emotional and behavioral responses to the COVID-19 pandemic across the United States, further attention to the personal and societal influences on such responses is necessary. We investigated the predictive influence of personal political affiliation and the congruity of personal and governor political affiliation on COVID-19 emotional and behavioral responses, with specific attention to the influence of intolerance of uncertainty (IU) on emotional response. These factors were assessed in two studies of adults in the United States (N = 480, N = 272). We utilized a series of hierarchical linear and logistic regressions to assess predictors of 4 outcomes: (1) trust in governor's response to the pandemic, (2) COVID-19 related worry, and the (3) usage and (4) perceived efficacy of protective health behaviors (e.g., wearing a mask). Across these studies, we found that IU predicted increased COVID-19 related worry. Further, age and personal political affiliation, but not concordance with governor affiliation, predicted COVID-19 behavioral responses. These findings are discussed in relation to the potential importance of linking health messaging to personal characteristics.

Do Governors Lead or Follow? Timing of Stay-at-Home Orders

I investigate the timing of the Stay-at-Home orders. I use daily Google search data to track early interest in the novel Coronavirus pandemic. I ask whether governors responded to heightened concern (i.e., following) or if their decisions are independent of citizen sentiment (i.e., leading). I show that Stay-at-Home orders were initiated sooner in states that saw early, heightened in the virus. This suggests that governors follow voters' opinions, preferences, and sentiments. Exploring potential heterogeneous effects, there is not a difference in the size of this effect between Republican and Democrat governors, nor is there a difference between those up for re-election in 2020 and those not. I do find that governor responsiveness is related to the state's economic freedom and the governor's approval rating just before the pandemic. In a novel environment without precedence, governors in the USA set policy in accord with voter preferences.

Turnover of environmental protection officials and transboundary water pollution

Considering the situation of the frequent turnover of Chinese environmental protection officials (EPOT), this paper analyzes its impact on transboundary water pollution. The results show that EPOT can reduce transboundary pollution. EPOT can reduce the concentration of DO by 0.261 and NH3-N by 0.167 in the downstream river. And the impact shows a first strong and then weak change over time. EPOT can restrain transboundary pollution by reducing the production of polluting enterprises and promoting public pollution reporting, and it aggravates transboundary pollution by reducing environmental law enforcement and collaborative governance. In addition, the impact of EPOT on transboundary pollution has a distance effect. Within the regulatory distance of 50 km, EPOT has strong inhibition on transboundary pollution. When the governor and the environmental protection official (EPO) change tenure at the same time, the inhibition of transboundary pollution is the strongest. In addition, EPOs from the central government and with working experience in environmental protection departments can control transboundary pollution better.

Hepatitis C virus screening and treatment in Irish prisons from a governor and prison officer perspective - a qualitative exploration

BACKGROUND

Prisons are a key location to access Hepatitis C Virus (HCV) infected people who inject drugs (PWID). Prison health care structures are complex and optimising health care delivery to this high need, marginalised and underserved population remains challenging. Despite international guidelines recommending that prisons are a priority location for HCV screening and treatment levels of prisoner engagement in HCV care remain low. Competing priorities between security and healthcare is a key feature of prison health care. A collaborative approach to health care delivery in prisons can maximise the benefits for prisoners, staff and the wider community.

AIM

To identify the barriers and enablers to HCV screening and treatment in Irish prisons and inform the implementation of a HCV screening program within the Irish Prison Services (IPS).

METHODS

Qualitative study using focus group methodology underpinned by grounded theory.

RESULTS

The following themes emerged from the analysis: priority of safety and security, staffing and resources, concerns about personal risk, lack of knowledge, concerns around confidentiality, prisoners' fear of treatment and stigma, timing of screening, use of peer workers, in-reach hepatology and fibroscanning services. The primary role of prison security is to ensure the safety of staff and prisoners with a secondary but important supporting role in health care delivery. Maintaining adequate staffing levels and the provision of training and education were seen as priorities and impacted on prison officers' fear for personal safety and risk of HCV transmission. Opt-out screening and peer support workers had high levels of support among participants.

CONCLUSION

Upscaling HCV management in prisons requires an in-depth understanding of all barriers and facilitators to HCV screening and treatment. Engaging prison officers in the planning and delivery of health care initiatives is a key strategy to optimising the public health opportunity that prisons provides.

Governors' priorities for public health and chronic disease prevention: a qualitative analysis of State of the State addresses

Governors use State of the State speeches to publicly outline state status, progress, and policy priorities. The purpose of this study was to qualitatively analyze the public health content of State of the State addresses from 2009 to 2013. Speech transcripts were collected and uploaded into NVivo10. Speeches were coded using a priori, general thematic codes followed by detailed sub-coding of public health text. Data was organized by emergent thematic patterns. From 2009 to 2013, 48 governors presented 72 speeches with public health messages. Framing current public health problems and outlining strategies were two of the three main themes that emerged. Problems were often framed using data or emphasizing economic costs. Governors outlined prevention strategies on tobacco, nutrition, or physical activity through increased funding, policies, or partnerships. Speech content provides information on priorities and trends and can be used to inform advocacy efforts. Future research should link these priorities to outcomes of legislation.
