"Boiling Water but There's No Pop-Off Valve": Health Care Provider Perceptions of the Effects of COVID-19 on Intimate Partner Violence

This study sought to understand the effects of COVID-19, including movement-related restrictions such as shelter-in-place, quarantine, and isolation orders, on intimate partner violence (IPV) from the perspective of health care providers (HCPs) working at a public hospital in Atlanta, Georgia. From November 2020 to May 2021, we conducted 12 interviews. Three themes emerged: (1) HCPs perceived that COVID-19 movement-related restrictions likely exacerbated IPV; (2) HCPs encountered many practice-oriented and community barriers in IPV care provision during COVID-19; and (3) HCPs suggested process and partnership improvements for IPV response. These findings can inform future pandemic preparedness including improved communication, improved IPV screening and follow-up, and strengthened hospital-community partnerships.

Informal modes of social support among residents of the rural American West during the COVID-19 pandemic

During the first year of the COVID-19 pandemic, federal spending to government safety net programs in the U.S. increased dramatically. Despite this unparalleled spending, government safety nets were widely critiqued for failing to fully meet many households' needs. Disaster research suggests that informal modes of social support often emerge during times of disruption, such as the first year of the pandemic. However, use of formal government programs and informal support are rarely examined relative to each other, resulting in an incomplete picture of how households navigate disaster impacts and financial shocks. This study compares estimates of informal social support to formal government program use in the rural U.S. West, drawing on data from a rapid-response survey fielded during the summer of 2020 and the 2021 Annual Social and Economic Supplement of the Current Population Survey (CPS-ASEC). We find that informal social support systems were, on aggregate, used almost as extensively as long-standing government programs. Our findings highlight the critical role of person-to-person assistance, such as sharing financial resources, among rural households during a disruptive disaster period. Routine and standardized data collection on these informal support behaviors could improve future disaster research and policy responses, especially among rural populations.

A disaster's disparate impacts: analysing perceived stress and personal resilience across gender and race

This research sought to identify differences in perceived stress and personal resilience across gender, race, and different types of stressors (such as rent or mortgage stress) among a sample of United States residents experiencing the COVID-19 pandemic. It used a cross-sectional, convenience sampling design for primary survey data collected over 10 weeks starting in April 2020 (n=374). Independent t-tests and binary logistic regression were performed to determine statistically significant differences between gender and race for perceived stress and personal resilience and to pinpoint key contributing factors. Results indicate women exhibited higher levels of stress, with non-IPV (intimate partner violence) reporting women evidencing higher levels of resilience than IPV reporting women. Racial minority women were more likely to experience nutritional stress, whereas White women were more likely to worry about rent or mortgage stress. These findings provide insight into disparate impacts across vulnerable populations at the start of a crisis with implications for improving pre- and post-disaster interventions.

Physical health caregiver, mental wellness supporter, and overall well-being advocate: Women's roles towards animal welfare during the COVID-19 emergency response

Women's health-specific contributions in emergency response stages pertain primarily to family and community-based rescue and support-focused roles. As disasters affect both human beings and their animal co-inhabitants, comprehensive literature exploring women's contributions towards companion animal welfare in emergency response settings remains sparse. COVID-19-triggered public health mitigation strategies caused diverse challenges relating to veterinary medical service access, thus establishing a platform for a nuanced exploration of gendered roles vis-a-vis animal health and well-being during the initial COVID-19 emergency response period. This project employs a semi-structured interview approach to qualitatively investigate the roles, responsibilities, and experiences of twelve people, eleven of whom self-identify as women, who cared for animal co-inhabitants while seeking veterinary medical services during the COVID-19 emergency response in Metro Vancouver, British Columbia, Canada. This research identifies three primary animal welfare-related roles that woman companion animal guardians (WCAGs) assumed during the COVID-19 emergency response period: 1) Companion animal physical health caregiver, spanning from nuclear to extended families and into the community; 2) Companion animal mental wellness supporter, associated with human-animal interactions in family/household, community, and veterinary clinic settings; 3) Companion animal holistic well-being advocate, utilizing various strategies at family, community, and societal levels. Understanding gender-specific animal welfare contributions in an emergency response setting narrows knowledge gaps and provides WCAGs and animal welfare-related public, private, and not-for-profit sectors with evidence-based strategies for emergency response planning improvements, supporting healthy and sustainable human-animal bonds in the current COVID-19 pandemic and future extreme events.

Natural disasters and perinatal mental health: what are the impacts on perinatal women and the service system?

Aim

The perinatal period is characterised by radical change across multiple domains. When it coincides with natural disasters, women and families need targeted support to mitigate the impacts on their birthing and early parenting experiences. Disaster planning in Australia has paid scant attention to the needs of this group. This study aimed to explore rural maternal and child health nurses’ perceptions of how women receiving postnatal care during times of disaster manage mental health and wellbeing issues.

Subject and methods

Eight female maternal and child health nurses (MCHNs) were recruited through purposive sampling across two rural regions of Victoria, Australia. A qualitative design using an online survey followed by in-depth interviews, was underpinned by intersectional feminist theory. Thematic analysis was applied to qualitative data.

Results

Three overarching themes: context of practice, impact of disasters on mothers, and impact of disasters on services were identified. Isolation for mothers was highlighted, necessitating increased provision of emotional support, at a time when service providers themselves were under strain.

Conclusion

Natural disasters exacerbate stressors on perinatal rural women and can impede their access to formal and informal supports, jeopardizing mental health outcomes. Targeted investment in rural perinatal services to enable proactive planning and implementation of disaster strategies is urgently needed to reduce the impact of natural disasters on rural perinatal women and their families.

Queer and present danger: understanding the disparate impacts of disasters on LGBTQ+ communities

LGBTQ+ communities comprise 16 million individuals in the United States, yet this population is often rendered invisible within disaster policies. Bias in federal disaster response programmes, a lack of recognition of LGBTQ+ families, and the prevalence of faith-based organisations in disaster relief services together heighten the risks that LGBTQ+ individuals face. This paper describes the ways in which this reality combines with the contextual vulnerability of LGBTQ+ communities, whereby existing inequalities and marginalisation are exacerbated during disasters and in their aftermath. As a result, the immediate trauma of a disaster, such as physical injury or the loss of loved ones or possessions, is compounded in multiple ways for LGBTQ+ individuals, making them less likely to benefit from disaster relief services. To address these inequalities, the paper concludes with a set of policy recommendations to inform prevention, mitigation, and recovery planning, as well as to reduce the impacts of disasters on LGBTQ+ individuals.

Flood resilience in paired US-Mexico border cities: a study of binational risk perceptions

Disastrous floods in the twin cities of Nogales, Arizona, USA, and Nogales, Sonora, Mexico (collectively referred to as Ambos Nogales) occur annually in response to monsoonal summer rains. Flood-related hazards include property damage, impairment to sewage systems, sewage discharge, water contamination, erosion, and loss of life. Flood risk, particularly in Nogales, Sonora, is amplified by informal, "squatter" settlements in the watershed floodplain and associated development and infrastructure. The expected increase in precipitation intensity, resulting from climate change, poses further risk to flooding therein. We explore binational community perceptions of flooding, preferences for watershed management, and potential actions to address flooding and increase socio-ecological resilience in Ambos Nogales using standardized questionnaires and interviews to collect data about people and their preferences. We conducted 25 semi-structured interviews with local subject matter experts and gathered survey responses from community members in Ambos Nogales. Though survey response was limited, expected frequencies were high enough to conduct Chi-squared tests of independence to test for statistically significant relationships between survey variables. Results showed that respondents with previous experience with flooding corresponded with their level of concern about future floods. Additionally, respondents perceived greater flood-related risks from traveling across town and damage to vehicles than from inundation or damages to their homes or neighborhoods. Binationally, women respondents felt less prepared for future floods than men. On both sides of the border, community members and local experts agreed that Ambos Nogales lacks adequate preparation for future floods. To increase preparedness, they recommended flood risk education and awareness campaigns, implementation of green infrastructure, additional stormwater infrastructure (such as drainage systems), enhanced flood early warning systems, and reduction of flood flows through regulations to reduce the expansion of hard surfaces. This study contributes systematic collection of information about flood risk perceptions across an international border, including novel data regarding risks related to climate change and gender-based assessments of flood risk. Our finding of commonalities across both border communities, in perceptions of flood risk and in the types of risk reduction solutions recommended by community members, provides clear directions for flood risk education, outreach, and preparedness, as well as measures to enhance cross-border cooperation.

Where is my home?: Gendered precarity and the experience of COVID-19 among women migrant workers from Delhi and National Capital Region, India

With growing interest in the lives of individuals and communities during the COVID-19 pandemic, there is consensus among scholars, academicians, and policy makers that the pandemic has had unequal impacts on different sections of the society. The dominant idea that "we are in this together" needs to be critically unpacked to understand the differential impact of the same pandemic on people with varied vulnerabilities. The concept of "intersectional vulnerability" has been key to understanding the unequal distribution of the pandemic risk. Using a gendered intersectional lens, this paper aims to understand the lived experiences of migrant women workers during the pandemic and their narratives of gendered inequality. Through a narrative study in Delhi and the National Capital Region (NCR), India, from May to October 2020, this study brings out stories of precarity faced by five migrant women while battling the social, psychological, and economic effects of the pandemic. Loss of livelihood, home, savings, and prospects of a better future shape the narratives of these women. The pandemic exacerbated the already precarious positions of these women by creating a situation where-(a) patriarchal structures were further reinforced, and (b) losing gender solidarity and companionship through lockdown and social distancing.

In the hands of a few: Disaster recovery committee networks

When disaster strikes, urban planners often rely on feedback and guidance from committees of officials, residents, and interest groups when crafting reconstruction policy. Focusing on recovery planning committees after Japan's 2011 earthquake, tsunami, and nuclear disasters, we compile and analyze a dataset on committee membership patterns across 39 committees with 657 members. Using descriptive statistics and social network analysis, we examine 1) how community representation through membership varied among committees, and 2) in what ways did committees share members, interlinking members from certain interests groups. This study finds that community representation varies considerably among committees, negatively related to the prevalence of experts, bureaucrats, and business interests. Committee membership overlap occurred heavily along geographic boundaries, bridged by engineers and government officials. Engineers and government bureaucrats also tend to be connected to more members of the committee network than community representatives, giving them prized positions to disseminate ideas about best practices in recovery. This study underscores the importance of diversity and community representation in disaster recovery planning to facilitate equal participation, information access, and policy implementation across communities.

Another disaster: Access to abortion after Hurricane Harvey

The devastating effects of natural hazards uncover and exacerbate social inequalities, yet reproductive health outcomes are often overlooked. Despite a small but growing literature on gender and disaster-related impacts, there are no studies to date to our knowledge on the intersection of abortion and disasters, which is important because abortion is common in the U.S. and is a critical component of comprehensive reproductive healthcare yet is routinely inaccessible due to a lack of health insurance coverage and other policy barriers. This is a qualitative case study of 8 individuals who required abortion services in Texas at the time of Hurricane Harvey. The study sample comes from caller data from a local Texas abortion fund. We present caller demographics, which reveal nonwhite patients in later trimesters struggling economically. Callers display a need for funding, particularly for travel, and were affected by interpersonal and sexual violence. We conclude with policy and research implications for disaster planners, domestic violence organizations, state and federal officials, and health insurers.

Mortality From Forces of Nature Among Older Adults by Race/Ethnicity and Gender

Older adults are especially vulnerable to disasters due to high rates of chronic illness, disability, and social isolation. Limited research examines how gender, race/ethnicity, and forces of nature-defined here as different types of natural hazards, such as storms and earthquakes-intersect to shape older adults' disaster-related mortality risk. We compare mortality rates among older adults (60+ years) in the United States across gender, race/ethnicity, and hazard type using the Centers for Disease Control and Prevention's Wonder database. Our results demonstrate that older adult males have higher mortality rates than females. American Indian/Alaska Native (AI/AN) males have the highest mortality and are particularly impacted by excessive cold. Mortality is also high among Black males, especially due to cataclysmic storms. To address disparities, messaging and programs targeting the dangers of excessive cold should be emphasized for AI/AN older adult males, whereas efforts to reduce harm from cataclysmic storms should target Black older adult males.

By the light of the corona (virus): revealing hegemonic masculinity and the double bind for men in responding to crises

This paper explores how masculinity may help us understand the varying ways political leaders are responding to the coronavirus crisis. By focusing directly on masculinity as a social process, this analysis contributes to the broader literature on gender and leadership, unpacking the gendered double bind that leaders who identify as men must navigate in acknowledging and responding to risks. I examine the responses of Justin Trudeau and Donald Trump suggesting that their respective struggles to acknowledge and respond to the public health threat were not simply the result of a lack of available information to inform rational policy decisions. Acknowledging risk and taking measures to prevent rather than 'fight' are not culturally neutral, they are coded as feminine and 'weak'. Clearly, the delay in the response and subsequent spread of the virus in North America was not inevitable, other jurisdictions were able to respond more quickly. The masculinity double bind may have been one of the factors that undermined a prompt response in the increasingly macho context of North America.

Women's experiences across disasters: a study of two towns in Texas, United States

Gender, although gaining attention, remains under-researched in disaster risk reduction protocols and response and recovery efforts. This study examines women's experiences of two disasters in small towns in the United States, utilising qualitative interviews with residents of Granbury and West, Texas, during the first year of disaster recovery. Granbury was struck by an EF-4 tornado on 15 May 2013, whereas an explosion occurred at a local fertiliser facility in West on 17 April 2013. The paper explores how women's experiences of inter-gender power dynamics in decision-making, the prioritisation of childcare, and women's participation in the community affect their post-disaster recovery. Previous research highlights different forms of human response and recovery vis-à-vis 'natural' and technological disasters, with less attention paid to gender differences. The results point to the persistent, and similar, effect of gender stratification on women's experiences across different types of disasters in the US and the continued importance of gender-sensitive disaster policies and programmes.
