Cat admissions to RSPCA shelters in Queensland, Australia: description of cats and risk factors for euthanasia after entry

Improving access to advanced veterinary care for rescued cats and dogs

OBJECTIVES

The objectives of this study were as follows: (1) to describe the AMC to the Rescue (AMCTTR) funding criteria and the application process; (2) to describe the distribution of species cared for through the program, the medical conditions treated in cats compared with those treated in dogs and the cost of that care; and (3) to define the successes and challenges of the program.

METHODS

The AMCTTR database was reviewed for applications submitted between 1 January 2020 and 31 December 2022. Data collected included the following: the date of application; rescue organization seeking financial support; species; age of pet at time of application; expenditures funded by AMCTTR; and the method by which the rescue organization learned about AMCTTR. The animals in the AMCTTR database were sorted into two groups: those accepted for funding and those that did not meet funding criteria. The Animal Medical Center (AMC) medical record system was searched for the total number of individual animals, species and age seen at AMC during the study period.

RESULTS

In total, 267 applications were reviewed and 190 applications from 134 cats, 52 dogs and four rabbits were accepted for advanced veterinary care funded by AMCTTR. Over the 3-year study period, US$612,564 were awarded and over half of those funds were awarded to cats. The average expenditure per animal during this time period was US$3224. The most common referrals to AMCTTR were made to ophthalmology, surgery and dentistry.

CONCLUSIONS AND RELEVANCE

The needs of cats differed from dogs in that feline applications were most commonly submitted for ophthalmology or dentistry. Expenditures per cat were less than per dog because dogs were referred for more expensive orthopedic surgery. The need for advanced veterinary care for rescue animals is enormous, especially for cats. Programs that subsidize advanced veterinary care increase access to that care.

Characteristics of cat semi-owners

OBJECTIVES

Unowned 'stray' domestic cats threaten wildlife, as well as create a community nuisance and contribute to high rates of euthanasia in animal shelters. These cats can experience poor welfare, contribute to the pet cat population and compromise attempts to control feral cats. However, many unowned domestic cats are cared for by semi-owners who do not consider they own these cats; therefore, semi-owners are a potentially important target population for human behaviour change interventions. The present study aimed to describe the characteristics of cat semi-owners and compare these with the general population of cat owners and non-cat owners to inform future cat management interventions.

METHODS

An online questionnaire open to all residents of New South Wales, Australia was developed and advertised. Respondents were asked 'do you care for other free-roaming or stray cats (not including the cats you own)?', whether they owned cats, about characteristics of their home and their agreement with 15 capability, social opportunity and motivation (COM) items relating to cat containment.

RESULTS

Questionnaire responses were received from 8708 people, including 588 semi-owners (7%). Semi-owners were significantly more likely to be female, live in urban areas, live in lower socioeconomic areas and rent their home. Most semi-owners also owned their own cats and owned more cats than non-semi-owners.

CONCLUSIONS AND RELEVANCE

Semi-owners of unowned 'stray' cats are a valuable potential target audience for human behaviour change interventions. Understanding that these semi-owners often have their own cats, might already be overwhelmed with cat-caring responsibilities and are disproportionately from lower socioeconomic backgrounds should guide intervention design. A nuanced approach is needed that prioritises the wellbeing of cats and semi-owners for semi-owners to 'buy in'. Any intervention should also recognise that semi-owners often face multiple, complex barriers to neutering or claiming ownership of the cats they care for, especially cost, and trust in the authorities.

Stray and Owner-Relinquished Cats in Australia-Estimation of Numbers Entering Municipal Pounds, Shelters and Rescue Groups and Their Outcomes

Access to comprehensive municipal pound, animal welfare shelters, and rescue group data for admissions and outcomes for stray and owner-relinquished cats in Australia is currently lacking. This hinders effective assessment of existing management strategies for domestic cats by animal management agencies. Our study aimed to estimate the numbers of cat admissions and intakes to Australian municipal council pounds, animal welfare organizations (excluding smaller animal welfare organizations thought to have annual cat intakes of less than 500), and animal rescue groups and their respective outcomes for 2018-2019 (pre-COVID). Unavailable municipal council data were imputed based on known data and council human populations. Only Victoria and New South Wales had publicly available municipal data, and only RSPCA had publicly available data in all states. We estimated a total of 179,615 (7.2/1000 human residents) admissions to pounds, shelters, and rescue groups in 2018-2019, with an estimated 5% reclaimed, 65% rehomed, and 28% euthanized. Reclaim rates were low across all the agencies. Councils operating their own pound had nearly double the euthanasia rate (estimated at 46%) compared to animal welfare organizations (25%). Rescue groups rehomed an estimated 35% of the total number of cats rehomed by all agencies. The upper quartiles of councils with intakes of >50 cats in Victoria and New South Wales had estimated euthanasia rates from 73% to 98%, and 67% to 100%, respectively. We recommend that comprehensive municipal pound, shelter, and rescue statistics be routinely calculated using standardized methods and made available publicly in a timely fashion. This would inform management strategies to optimize live outcomes and therefore reduce the negative mental health impacts on staff tasked with euthanizing healthy and treatable cats and kittens.

Attitudes and Beliefs of a Sample of Australian Dog and Cat Owners towards Pet Confinement

Most cats and dogs entering Australian animal shelters and municipal facilities are classed as strays, typically from low socio-economic areas. Contemporary practices increasingly focus on proactively reducing the number of stray animals, which requires further understanding of factors associated with straying animals, including pet confinement. Australian cat and dog owners (n = 2103) were surveyed to investigate attitudes towards four types of pet confinement and how these were influenced by social norms, demographics and concerns about pet quality of life and potential wildlife predation. Dog owners showed the strongest support for confining dogs to the owners’ property whenever unsupervised (98% agreement) and less support for confining dogs inside the house at night (54% agreement), and only 23% believed dogs had a negative impact on wildlife. Cat owners showed the strongest support for confining cats inside the house at night (89% agreement). Cat owners’ non-supportive attitudes towards cat confinement were partly because of higher concern for cat quality of life and lower concern about their cats’ predation behaviours, compared to non-cat owners. The findings provide valuable information to inform more effective strategies to reduce stray animals which would reduce shelter admissions, euthanasia, costs, nuisance issues, potential wildlife predation and negative mental health impacts of euthanasia on staff. Strategies to reduce strays include assisting low-income pet owners to install effective fencing and programs to increase identification. Informing cat owners about bedtime feeding is recommended to assist with night containment, and providing high-intensity free sterilization of owned and semi-owned cats targeted to areas of high cat impoundments is also recommended.

The morbidity and the spectrum of applied drugs in shelter cats in the Czech Republic

Maintaining appropriate living conditions and good health of the animals should be one of the main priorities of cat shelters. The aim of this study was to assess the morbidity of shelter cats on the basis of analysis of the shelter health records in terms of the nature and quantity of medicaments and other supportive products administered in two no-kill shelters in the Czech Republic. The subject of the study were the health records of 1,884 cats, which were admitted to the selected shelters from 1.1.2013 to 31.12.2021 and their stay in the shelter was terminated in the monitored period. More than half of all cats whose records were analyzed had at least one health record made during their stay in the shelter. The overall length of stay of cats in the shelter (regardless of the outcome) in which one or more health records were found was significantly longer compared to the length of stay of cats without any health records. The highest number of health records was found in kittens <6 months old. Antibiotics, antiparasitics, and complementary/protective substances were the most used among all administered drugs. Broad-spectrum antibiotics have been administered to cats most often. In terms of classification of antibiotics according to the active substance, the most used antibiotics were penicillins, tetracyclines, and fluoroquinolones. Antibiotics were mostly used to treat diseases related to the upper and lower respiratory tract and their symptoms and gastrointestinal problems. The findings of the study contribute to understanding health problems and approaches to treating the shelter cats.

The Implications of Policies on the Welfare of Free-Roaming Cats in New Zealand

A lack of national legislation for cat management in New Zealand poses challenges for ensuring that practices are consistently humane and effective. In this paper, we review the current cat management policies in New Zealand and the implications they have on the welfare of free-roaming cats (from here on, referred to as 'cats'). Our review demonstrates that there are multiple policy mechanisms used to manage cats in New Zealand for a variety of reasons, including animal welfare, pest management, and nuisance, and that these different policies have both positive and negative implications for cat welfare. We provide context pertaining to New Zealanders' acceptance of current or future laws and regulations and compare the New Zealand policy landscape with other countries, with a particular emphasis on Australia, to identify potential directions and outcomes of increased regulation. We discuss the future of the regulatory environment in New Zealand, including the need to better understand the impact of policies on cats, people, and other animals in urban, rural, and wild spaces. We further discuss the need to better understand the cat-human relationship for future policy decisions and offer a solution based on national cat legislation.

Amelioration of Pet Overpopulation and Abandonment Using Control of Breeding and Sale, and Compulsory Owner Liability Insurance

Historical and current prevention measures for avoiding these problems, such as sanctions, taxes, or responsibility education, have failed to provide significant moderation or resolution. Globally, millions of pets are commercially and privately bred and abandoned annually, damaging biodiversity and ecosystems, and presenting road safety and public health risks, in addition to becoming victims of hardship, abuse, and illegal trafficking, especially in the case of exotic species. This article proposes a novel comprehensive management system for amelioration of overpopulation and abandonment of pets by using greater control of supply and demand of the pet market, highlighting the role of the compulsory owner liability insurance to prevent pet abandonment and all its associated costs. This system aims to act preventatively, through flexible protocols within the proposed management system to be applied to any pet and any country.

Abstract

Overpopulation and abandonment of pets are long-standing and burgeoning concerns that involve uncontrolled breeding and selling, illegal trafficking, overpopulation, and pet safety and well-being issues. Abandonment of pets creates numerous negative externalities and multimillion-dollar costs, in addition to severe consequences and problems concerning animal welfare (e.g., starvation, untreated disease, climatic extremes, uncertainty of rescue and adoption), ecological (e.g., invasive species and introduction of novel pathogens), public health and safety (e.g., risks to people from bites, zoonoses, or road hazards), and economic (e.g., financial burdens for governmental and nongovernmental organizations). These interwoven problems persist for several reasons, including the following: (1) lack of an efficient system for the prevention of abandonment and overpopulation, (2) lack of regulatory liability for pet owners, (3) lack of legal alternative to abandonment. This article proposes a novel comprehensive management system for amelioration of overpopulation and abandonment of pets aimed to tackle the current supply and demand dysfunction of the pet market and provide a legal alternative to abandonment.

A shift towards early-age desexing of cats under veterinary care in Australia

The global problem of unowned domestic cats, driven by their phenomenal reproductive success, carries significant economic, animal welfare and biodiversity costs. Desexing owned cats prior to puberty prevents unwanted litters that contribute to unowned cat populations. The prevalence and predictors of desexing, and the age at which surgery was carried out were investigated using anonymized electronic patient records in the VetCompass Australia database of cats presented to veterinary practices. Of 52,941 cats born between 2010 and 2017, 83.6% were desexed. Among 7463 desexed females, 21.5% had been desexed by 4 months of age, 59.8% by 6 months and 85.4% by 1 year. Sex, breed, location and socioeconomic indices significantly influenced desexing status and age at surgery. Cats born between 2010 and 2017 had greater odds of being desexed than cats born between 1995and 2009 at each age cut-off (≤ 4 months [OR 1.76, CI₉₅ 1.58-1.97], ≤ 6 months [OR 1.50, CI₉₅ 1.38-1.62] and ≤ 1 year [OR 2.33, CI₉₅ 2.11-2.57] p < 0.001). Most cats presented to veterinarians in Australia are desexed. Compared with cats born before 2010, cats born later are significantly younger at desexing but, even so, many cats would have reached sexual maturity before surgery. These findings will inform the design of front-line strategies promoting prepubertal desexing and they demonstrate, for the first time, a shift towards desexing younger cats.

The Effect of Name and Narrative Voice in Online Adoption Profiles on the Length of Stay of Sheltered Cats in the UK

A fundamental aim of shelters, pounds and other rescue facilities is to minimise the length of stay (LOS) of animals prior to rehoming, since a prolonged LOS in a shelter environment can be detrimental to behaviour, health and welfare and have a financial impact on the shelter. Previous research reveals that LOS is impacted by different factors relating to adopter preferences, to the animal (e.g., age, sex, breed, and colour), and to the shelter environment (e.g., cage placement, cage design and the provision of enrichment). This paper aimed to assess the impact of two immutable “static” factors (age and sex), and two easily changeable “dynamic” factors (cats’ names and whether the adoption description was written in the first or third person), on the LOS of cats rehomed from three charity shelters in the UK. The results demonstrated that age and sex both impacted LOS, with young cats and male cats rehomed fastest. The category of name did not affect LOS, but cats with a description written in the third person were rehomed quicker. This finding is important to shelters as it identifies a simple, no cost intervention that might save money and improve cat welfare by reducing LOS.

Abstract

A prolonged length of stay (LOS) in a rehoming shelter can be detrimental to cat behaviour, health and welfare. Research shows LOS is impacted by animal signalment, behaviour and personality, whether or not previously owned or a stray, and considerations such as cage placement, cage design and the provision of enrichment. A retrospective study was undertaken at a charity organisation that rehomes surrendered and stray cats from three UK shelters. Records from 2011 to 2015, relating to 4460 rehomed cats aged between 1.0 year and 20.1 years old, were analysed to investigate factors that might affect LOS. Univariate and multivariate analysis determined the effects of name, adoption description (first person vs. third person), age and sex on LOS. The final multivariate model demonstrated that age, sex and adoption description, but not name, had a significant effect on LOS. Younger cats, male cats and cats with adoption profiles written in the third person had a significantly shorter mean LOS. Survival curves conducted using a log-rank test and time-to-event analysis, using the dates of relinquishment and rehoming, revealed that cats with a third person description had a shorter LOS. Shelters should consider writing adoption descriptions in the third person to minimise LOS.

Population Characteristics of Cats Adopted from an Urban Cat Shelter and the Influence of Physical Traits and Reason for Surrender on Length of Stay

Reducing the amount of time that cats stay in a shelter environment (length of stay, LOS) promotes animal welfare by reducing illness and stress, as well as supporting more efficient use of shelter resources. Understanding the factors that might influence LOS supports evidence-based interventions aimed at improving the flow of animals through shelters. Whether the same factors affect LOS in shelters of different types and from different geographic regions is poorly understood. We studied cats adopted from an urban shelter in Sydney, Australia, and found that stray cats have a longer LOS than owner-relinquished cats, supporting the results of previous studies. Surprisingly, in contrast to the widely held view that black cats stay in shelters longer than white cats, the opposite was true here—overall, white cats stayed longer than black cats in the shelter, even when other factors such as age were taken into consideration. Shelters might consider analyzing their own data, where possible, to inform strategies to reduce LOS.

Abstract

Measures aimed at reducing the length of stay (LOS) of cats in shelters can promote animal welfare and more efficient use of resources. The extent to which variables shown to impact LOS are broadly applicable is unclear. The aim of this study was to describe a population of cats adopted from an urban shelter, and to analyze the association between potential predictor variables and LOS. A study cohort was identified retrospectively from shelter records (n = 2584), 48.8% of which were < 12 weeks old at admission, and 80.7% were stray. Among 445 cats relinquished by owners, reasons for surrender were primarily owner-related (87.2%). Overall, reason for surrender and coat color were significantly associated with LOS. Hazard ratios showed that all reasons for surrender for owner-relinquished cats were associated with a shorter LOS than stray cats and this association was significant (p < 0.05) for all except cat behavioral or medical reasons. In contrast to previous reports, white cats had a significantly (p < 0.05) longer LOS than black cats. This study highlights an important role for shelter-specific baseline data to inform and measure the effect of interventional studies aimed at improving animal welfare by reducing LOS in shelter-housed cats

Shelters Reflect but Cannot Solve Underlying Problems with Relinquished and Stray Animals-A Retrospective Study of Dogs and Cats Entering and Leaving Shelters in Denmark from 2004 to 2017

Data covering about 90% of the estimated intake of dogs and cats to Danish shelters from 2004 to 2017 were used to study the effects of tight control of dogs and of efforts to increase shelter services for unwanted or stray cats. During the period, there was a low and decreasing intake of dogs, while the annual proportion of euthanised dogs increased from 6% to 10%. The number of cats entering shelters increased by about 250%, while the annual proportion of euthanised cats increased from 15% to about 29%. At the same time, there seemed to be a decrease in the population of stray cats. The major increase in cat intake may be due to animal protection non-governmental organizations (NGOs) making it easier to relinquish cats into shelters. Dog shelters can successfully handle surplus animals because dogs are well controlled by owners and are tightly regulated. Cats are more difficult to confine, are often allowed to roam freely and are less regulated. Therefore, cat shelters cannot solve the problem of surplus cats on their own. It is argued that an economic analysis may serve as a point of departure for a discussion on better policy making for NGOs in charge of shelters.

Comparison of Outcome Data for Shelter Dogs and Cats in the Czech Republic

The aim of the study was to compare the length of stay of dogs and cats in the selected shelters in the Czech Republic. Abstract

Animal protection, which also comprises the subject of abandoned and stray animals, has become a pressing and widely discussed topic. The aim of this study was to compare dogs and cats from two shelters in a selected region of the Czech Republic, based on factors that affect the length of stay. The following factors were analyzed: outcome, sex, age, and purebred status. A total of 419 cats and 2580 dogs housed in the monitored shelters from 2013 to 2016 were included in the analysis. The results show that dogs (n = 1343; 52.1%) are returned to their owners significantly more often (p < 0.001) than cats (n = 10; 2.4%). Dogs stayed in the shelter significantly (p < 0.001) less time than cats regardless of the outcome (the median length of stay of dogs were 3 days, while that of cats was 51 days). Also the length of stay in the shelter until adoption is shorter in dogs than in cats (dogs: median 27 days; cats: median 53 days). Median length of stay tended to increase with the increasing age in both species. Monitored age categories of dogs and cats differed significantly (p < 0.05) in their median length of stay (LOS) until adoption. We found that purebred status does not affect the length of stay in the shelter until adoption, either in dogs or in cats. Overall, our results suggest that dogs are preferred over cats in the Czech Republic. Shelter operators should take into account this aspect affecting animal adoption. By targeted efforts and education of public, it is possible to mitigate the negative effects of favoring a certain category of animals over others.

A Case of Letting the Cat out of The Bag-Why Trap-Neuter-Return Is Not an Ethical Solution for Stray Cat (Felis catus) Management

Trap-Neuter-Return (TNR) programs, in which stray cats are captured, neutered and returned to the environment are advocated as a humane, ethical alternative to euthanasia. We review the TNR literature in light of current debate over whether or not there should be further TNR trials in Australia. We revisit the problems arising from stray cats living in association with human habitation and estimate how many stray cats would have to be processed through a scientifically-guided TNR program to avoid high euthanasia rates. We also identify 10 ethical and welfare challenges that have to be addressed: we consider the quality of life for stray cats, where they would live, whether the TNR process itself is stressful, whether TNR cats are vulnerable to injury, parasites and disease, can be medically treated, stray cats' body condition and diet, and their impacts on people, pet cats, and urban wildlife, especially endemic fauna. We conclude that TNR is unsuitable for Australia in almost all situations because it is unlikely to resolve problems caused by stray cats or meet ethical and welfare challenges. Targeted adoption, early-age desexing, community education initiatives and responsible pet ownership have greater promise to minimize euthanasia, reduce numbers rapidly, and address the identified issues.

Cat Colony Caretakers' Perceptions of Support and Opposition to TNR

Trap, neuter and return (TNR) is a non-lethal approach to urban cat management used effectively internationally to decrease urban cat numbers, but deemed illegal in Australia. We investigated perceived support and opposition to TNR experienced by respondents involved in TNR activities, as individuals or through organizations. TNR was initiated to reduce cat numbers, as a humane way to manage community cats, and to improve cat welfare. Many respondents sought permission from local authorities, and all received verbal permission. Perceived attitudes of stakeholders, for example authorities and neighbors, were polarized, with some supporting it and others antagonistic and threatening legal action. Respondents generally managed the colony themselves or with assistance from friends or family, and half obtained aid from a cat welfare agency. Some respondents received cash or food from stakeholders, subsidies for desexing and education on trapping. Complaints were most common from neighbors, and less from those working and living nearby the colony. Resolution was attempted with varying success, by face-to-meetings with complainants, educational flyers, cat deterrents, or relocating cats. Supportive stakeholders had similar motives to the respondents for supporting TNR, namely to reduce cat populations and improve cat welfare. These findings are important because they demonstrate the difficulty faced by individuals and organizations undertaking TNR in Australia. Given the reported effectiveness of well-managed TNR programs, and the lack of other acceptable methods for managing urban stray cats at a city level, it is recommended that TNR be legalized in Australia in urban and periurban areas to facilitate its implementation.

Investigating the Impact of Indemnity Waivers on the Length of Stay of Cats at an Australian Shelter

The practice of adopting animals from shelters with ‘indemnity waivers’ is becoming increasingly common. Indemnity waivers serve to limit the ongoing responsibility of a shelter to an animal with a pre-existing condition likely to involve veterinary treatment in the future, thereby allowing shelters to adopt out animals that may have been previously considered unsuitable for adoption and instead euthanased. However, there has been concern from some sectors of the sheltering community that indemnity waivers can lead to animals staying in shelters longer than necessary because with a waiver they become less desirable to the public. This research sought to examine if there was a link between the presence of indemnity waivers and increased lengths of stay (LOS) of cats at an Australian animal shelter. It examined data for 249 cats adopted from the Royal Society for the Prevention of Cruelty to Animals (RSPCA) Weston shelter located in the Australian Capital Territory (ACT), Australia over a period of six months in 2017. The results demonstrated that cats adopted with indemnity waivers were found to have a longer LOS than those adopted without waivers, however no particular waiver type was found to be responsible for this effect. This finding should encourage shelters to use indemnity waivers judiciously due to the impact on LOS.

Abstract

Due to resource limitations, animal shelters in Australia historically have focused on rehoming animals considered ‘highly adoptable’. Increasingly, animal shelters in Australia are rehoming animals with pre-existing medical and/or behavioural issues. These animals are often rehomed with an ‘indemnity waiver’ to transfer the responsibility of ongoing financial costs associated with these conditions from the shelter to the new owner. However, it is unknown what effect these indemnity waivers have on the length of stay (LOS) of animals prior to adoption. The current study used data collected from the Royal Society for the Prevention of Cruelty to Animals (RSPCA) Weston shelter located in the Australian Capital Territory (ACT), Australia in 2017 to investigate the effect of indemnity waivers on the LOS of cats. A restricted maximum likelihood model (REML) was used to determine the effect of breed, age, coat colour, presence of a waiver, waiver type (categorised into seven groups) and waiver number (no waiver, single waiver or multiple waivers) on LOS. In the final multivariate model, age, breed and waiver number were found to influence LOS. Young cats, purebred cats and cats adopted without a waiver were adopted fastest. This study is the first to report the effect of indemnity waivers on the adoptability of cats from shelters.

Attitudes and Practices of Australian Veterinary Professionals and Students towards Early Age Desexing of Cats

Globally, desexing is used to reduce/prevent overpopulation of cats. However, its effective use is hampered by widely held views that it should occur at around six months of age, whereas female cats can breed from four months of age. As a result, many cats may have an unplanned litter before they are desexed. In Australia, increasing numbers of municipalities are mandating desexing of cats by three months of age, before the traditional age of 4–6 months. Achieving this goal requires support from veterinary professionals, so we used online and face-to-face surveys to determine the preferred desexing ages for cats and rationale of 957 Australian veterinarians, veterinary nurses, veterinary science students, and veterinary nursing students. A complementary survey of 299 veterinary practice websites across Australia documented information provided about desexing cats. Vet nurses and nursing students were more conservative than vets or vet students, preferring to desex cats (especially females) after four months because of concerns about anaesthetic risk. Over half of surveyed websites provided no information about desexing cats or offered desexing without explaining why it was necessary or when to perform it. In Australia, the preferences and practices of some current/future veterinary professionals do not match changing cat legislation.

Surgical desexing of cats is typically carried out after six months of age (Mature Age Desexing, MAD); between 4–6 months (Traditional Age Desexing, TAD); or before four months (Early Age Desexing, EAD). We complemented existing surveys of veterinarians’ acceptance of EAD with online and face-to-face surveys, to ascertain the preferred desexing ages for cats and rationale of 957 Australian veterinarians, veterinary nurses, veterinary science students, and veterinary nursing students. A complementary survey of 299 veterinary practice websites across Australia documented any information provided about desexing cats. The most common reason for preferred desexing ages was reducing stray cat populations (30%); 78% of these respondents chose ages aligning with EAD. Vet nurses and nursing students were more conservative than vets or vet students, preferring to desex cats >4 months. Perceived anaesthetic risk was a major motivation, especially for nurses ≤5 years’ experience. Across 299 urban practices in Australian capital cities, 55% of surveyed websites provided no information about desexing cats or listed desexing without explaining why it was necessary, or when to perform it. Increasingly, Australian legislatures mandate desexing of cats by three months of age, so the practices of some current/future veterinary professionals do not match changing legislation.

Shelter housing for cats: Principles of design for health, welfare and rehoming

Practical relevance: Shelters and rehoming centres are a valuable tool in the population management and rehoming of cats. However, housing large numbers of a relatively asocial species in close proximity poses significant challenges. Well-designed accommodation enables improved standards of husbandry, as well as a better working environment for staff. This can have a significant benefit in expediting rehoming, as cats are healthier, and more likely to display natural behaviors and have positive interactions with potential adopters. Global importance: As cat overpopulation is such a widespread issue, cat shelters are common in many countries. This review will be of interest to those involved in the design and construction of cat shelters, and to those caring for the cats within them. The principles discussed also apply to boarding, breeding, research and hospitalization facilities. Challenges: Shelter housing poses substantial challenges in terms of maintaining positive health and wellbeing while sustaining adoption at an optimum rate. Disease control and biosecurity are typically facilitated by having a relatively barren, easily cleanable environment. However, this must be weighed against the provision of opportunities for cats to perform natural behaviors such as hiding, perching and interacting if they wish. A more enriched environment has also been shown to expedite adoption.

AIMS

This review, the first in a two-part series, discusses practical aspects of housing and shelter design for the health, welfare and adoption of shelter cats. Evidence base: There is a relatively small body of empirical evidence to inform shelter design recommendations. The recommendations in this article are based on a careful review of the available evidence, some of which has come from allied fields such as the care of experimental animals. Where evidence is not yet available, recommendations have been based on field experience and collective expert opinion.

Changes Associated with Improved Outcomes for Cats Entering RSPCA Queensland Shelters from 2011 to 2016

The aim of this study was to identify changes that contributed to the markedly improved live release of cats in Royal Society for the Prevention of Cruelty to Animals (RSPCA) Queensland shelters by comparing data from 2011 and 2016. Admission numbers were similar in these two years. The number and percentage euthanized decreased substantially from 58% in 2011 to 15% in 2016. The greatest contributor to this were marked increases in cats rehomed (i.e., adopted). The number of cats adopted doubled from 2011 to 2016, with over half the increase contributed by increased shelter adoptions, and the remainder achieved by increased off-site adoptions, largely through agreements with Petbarn stores. Improved outcomes were facilitated by nearly doubling the number of cats temporarily in foster care. Cats euthanized for behavioral reasons decreased by 85%, including a marked decrease in the number of euthanasias because the cat was deemed feral. Euthanasia of young kittens dramatically decreased. The number of cats reclaimed by their owner was similar in the two years and was only a small contributor to the numbers of cats released live. To achieve further improvements, programs that decrease intake for both stray and owned cats would be beneficial.

Abstract

This retrospective study of cat admissions to RSPCA Queensland shelters describes changes associated with improved outcomes ending in live release in 2016 compared to 2011. There were 13,911 cat admissions in 2011 and 13,220 in 2016, with approximately 50% in both years admitted as strays from the general public or council contracts. In contrast, owner surrenders halved from 30% to 15% of admissions. Percentages of admissions ending in euthanasia decreased from 58% to 15%. Only 5% of cat admissions were reclaimed in each of these years, but the percentage rehomed increased from 34% to 74%, of which 61% of the increase was contributed by in-shelter adoptions and 39% from non-shelter sites, predominately retail partnerships. The percentage temporarily fostered until rehoming doubled. In 2011, euthanasias were most common for medical (32% of all euthanasias), behavioral (36%) and age/shelter number (30%) reasons, whereas in 2016, 69% of euthanasias were for medical reasons. The number of young kittens euthanized decreased from 1116 in 2011 to 22 in 2016. The number of cats classified as feral and euthanized decreased from 1178 to 132, in association with increased time for assessment of behavior and increased use of behavior modification programs and foster care. We attribute the improved cat outcomes to strategies that increased adoptions and reduced euthanasia of young kittens and poorly socialized cats, including foster programs. To achieve further decreases in euthanasia, strategies to decrease intake would be highly beneficial, such as those targeted to reduce stray cat admissions.

Application of a Protocol Based on Trap-Neuter-Return (TNR) to Manage Unowned Urban Cats on an Australian University Campus

In Australia, management of the unowned urban cat population is a continuing challenge. This is because the numbers of cats culled in trap-and-kill programs are inadequate to balance the breeding rate of the remaining cats, and also because of immigration of sexually active cats from surrounding areas in a “vacuum” effect into areas where culling has been applied. In contrast, programs based on management of cat reproduction, such as trap-neuter-return (TNR), supplemented by rehoming of socializable cats and kittens, have been shown to produce significant reductions in free-living cat populations. However, evidence is lacking that these approaches are effective in an Australian context. In this paper, we document a nine-year TNR program on an Australian university campus, supplemented by rehoming, that reduced a free-living cat population from 69 to 15 cats, while also rehoming 19 campus-born kittens and managing a further 34 immigrant cats that either joined the resident colony (n = 16), were rehomed (n = 15), or died/disappeared (n = 3). Subsequent institutional support for the program was strong because of a reduction in complaints from campus staff and students, the minimal institutional costs, and the improved health status of the remaining cats, all of which are desexed, microchipped, registered and fed on a daily basis.

Abstract

In August 2008, the University of New South Wales (UNSW) in Sydney, Australia, commenced a trap-neuter-return (TNR) program to manage the population of approximately 69 free-roaming unowned urban cats on its Kensington campus. The goals of the program included an ongoing audit of cats on campus, stabilization of cat numbers through TNR, and a subsequent reduction in cat numbers over time while maintaining the health of remaining campus cats. Continuation of the TNR program over nine years resulted in a current population, as of September 2017, of 15 cats, all desexed (78% reduction). Regular monitoring of the cats through a daily feeding program identified a further 34 cats that immigrated on to campus since initiation of the program; these comprised 28 adult cats (16 unsocialized, 12 socialized) and six solitary kittens. In addition, 19 kittens were born on campus, 14 of which were born to immigrant pregnant females. Unsocialized adult immigrants were absorbed into the resident campus population. Where possible, socialized adult immigrants, solitary kittens, and campus-born kittens were removed from campus through rehoming. Overall, reasons for reductions in the cat population (original residents, immigrants, campus-born kittens; n = 122) included rehoming or return to owner (30%), death/euthanasia (30%) and disappearance (29%). This successful animal management program received some initial funding from the university to support desexing, but was subsequently funded through donations, and continues with the university’s approval and support.

Characteristics of Cats Admitted to Czech Shelters

The aim of this study was to describe the numbers and characteristics of cats entering Czech shelters. Records of sheltered cats were collected from three cat shelters situated in different regions of the Czech Republic from 2011 to 2015. A total of 2170 cat admissions were analyzed in this study. Significantly (p < .001) greater numbers of females (56%) were admitted. Most cats (60%) were admitted when they were aged younger than six months. Cats with dark coat colors prevailed (73%), cats with medium-shade colors followed (20%), and light-colored cats were the rarest (7%). The greatest numbers of cats were admitted in summer (36%), followed by autumn (33%). The fewest cats were admitted in winter (14%). Adoption was the most common outcome for admitted cats (65%), followed by unassisted death (22%) and euthanasia (11%) due to health reasons. Only 2% of cats were reclaimed from the shelters by their original caretakers. The length of stay ranged from 0 days to 1736 days with a median of 45 days. These findings may help shelter operators define optimal strategies and operational plans.

Email Reminders Increase the Frequency That Pet Owners Update Their Microchip Information

Abstract

Stray animals with incorrect microchip details are less likely to be reclaimed, and unclaimed strays are at increased risk of euthanasia. A retrospective cohort study was performed using 394,747 cats and 904,909 dogs registered with Australia’s largest microchip database to describe animal characteristics, determine whether annual email reminders increased the frequency that owners updated their information, and to compare frequencies of microchip information updates according to pet and owner characteristics. More than twice as many dogs (70%) than cats (30%) were registered on the database; the most numerous pure-breeds were Ragdoll cats and Staffordshire Bull Terrier dogs, and the number of registered animals per capita varied by Australian state or territory. Owners were more likely (p < 0.001) to update their details soon after they were sent a reminder email, compared to immediately before that email, and there were significant (p < 0.001) differences in the frequency of owner updates by state or territory of residence, animal species, animal age, and socioeconomic index of the owner’s postcode. This research demonstrates that email reminders increase the probability of owners updating their details on the microchip database, and this could reduce the percentages of stray animals that are unclaimed and subsequently euthanized.

Search Methods Used to Locate Missing Cats and Locations Where Missing Cats Are Found

A least 15% of cat owners lose their pet in a five-year period and some are never found. This paper reports on data gathered from an online questionnaire that asked questions regarding search methods used to locate missing cats and locations where missing cats were found. The most important finding from this retrospective case series was that approximately one third of cats were recovered within 7 days. Secondly, a physical search increased the chances of finding cats alive and 75% of cats were found within a 500 m radius of their point of escape. Thirdly, those cats that were indoor-outdoor and allowed outside unsupervised traveled longer distances compared with indoor cats that were never allowed outside. Lastly, cats considered to be highly curious in nature were more likely to be found inside someone else’s house compared to other personality types. These findings suggest that a physical search within the first week of a cat going missing could be a useful strategy. In light of these findings, further research into this field may show whether programs such as shelter, neuter and return would improve the chances of owners searching and finding their missing cats as well as decreasing euthanasia rates in shelters.

Abstract

Missing pet cats are often not found by their owners, with many being euthanized at shelters. This study aimed to describe times that lost cats were missing for, search methods associated with their recovery, locations where found and distances travelled. A retrospective case series was conducted where self-selected participants whose cat had gone missing provided data in an online questionnaire. Of the 1210 study cats, only 61% were found within one year, with 34% recovered alive by the owner within 7 days. Few cats were found alive after 90 days. There was evidence that physical searching increased the chance of finding the cat alive (p = 0.073), and 75% of cats were found within 500 m of the point of escape. Up to 75% of cats with outdoor access traveled 1609 m, further than the distance traveled by indoor-only cats (137 m; p ≤ 0.001). Cats considered to be highly curious were more likely to be found inside someone else’s house compared to other personality types. These findings suggest that thorough physical searching is a useful strategy, and should be conducted within the first week after cats go missing. They also support further investigation into whether shelter, neuter and return programs improve the chance of owners recovering missing cats and decrease numbers of cats euthanized in shelters.

Attitudes of Veterinary Teaching Staff and Exposure of Veterinary Students to Early-Age Desexing, with Review of Current Early-Age Desexing Literature

Abstract

Approximately 50% of cats admitted to Australian shelters are kittens, and 26% of dogs are puppies, and, particularly for cats, euthanasia rates are often high. Cats can be pregnant by 4 months of age, yet the traditional desexing age is 5–6 months, and studies in Australasia and Nth America reveal that only a minority of veterinarians routinely perform early age desexing (EAD) of cats or dogs, suggesting they are not graduating with these skills. This study aimed to describe the attitudes of veterinary teaching staff in Australian and New Zealand universities towards EAD, and to determine if these changed from 2008 to 2015. It also aimed to identify students’ practical exposure to EAD. Most (64%) of the 25 participants in 2015 did not advocate EAD in their teaching and, in their personal opinion, only 32% advocated it for cats. Concerns related to EAD cited by staff included anesthetic risk, orthopedic problems, hypoglycemia, and, in female dogs, urinary incontinence. Those who advocated EAD cited benefits of population control, ease of surgery and behavioral benefits. Only three of the eight universities provided a majority of students with an opportunity to gain exposure to EAD procedures before graduation, and in two of these, most students had an opportunity to perform EAD. In conclusion, most veterinary students in Australia and New Zealand are not graduating with the knowledge or skills to perform EAD, and have little opportunity while at university to gain practical exposure. Welfare agencies could partner with universities to enable students to experience EAD.

Using Free Adoptions to Reduce Crowding and Euthanasia at Cat Shelters: An Australian Case Study

Waiving adoption fees to encourage adoptions and reduce euthanasias of healthy adult cats in crowded shelters is controversial because of concerns that people attracted to free adoptions may be less responsible owners. An extremely busy kitten season in 2015 left no shelter or foster vacancies for incoming cats at Western Australia’s largest cat shelter. Instead of euthanasing healthy cats, the shelter held a three day adoption-drive where cats ≥1 year were free. Public response to the event was extremely high (weekly adoptions increased >5-fold). Post-adoption surveys were carried out and results compared with surveys of cat adopters who paid normal-fees during non-promotional periods. No differences were found between free and normal-fee adopter demographics, cat demographics, cat fate post-adoption, incidence of medical and behavioural issues, and likelihood of attaching collars, registering with local councils or allowing cats to roam freely. Mixed-media promotion of the adoption-drive attracted more first-time adopters compared with normal-fee adopters. Overall, we found no evidence for adverse outcomes associated with free adoptions. Animal shelters should not be dissuaded from occasional free adoption-drives during overflow periods.

Abstract

Many healthy adult cats are euthanised annually in shelters, and novel approaches are required to reduce euthanasia rates. Waiving adoption fees is one such approach. However, concerns that less responsible owners will be attracted to free events persist among welfare groups. We evaluated evidence for differences in cat fate, health, and adherence to husbandry legislation via a case-study of a free adoption-drive for cats ≥1 year at a Western Australian shelter. Post-adoption outcomes were compared between free adopters and a control group of normal-fee adopters. The free adoption-drive rehomed 137 cats, increasing average weekly adoptions by 533%. First-time adopters were a significantly larger portion of the free cohort, as a result of mixed-media promotions. Both adopter groups selected cats of similar age; sex and pelage. Post-adoption, both groups retained >90% cats, reporting near identical incidences of medical and behavioural problems. Adopters did not differ in legislative compliance regarding fitting collars, registering cats, or allowing cats to roam. The shelter reported satisfaction with the adoption-drive, because in addition to relieving crowding of healthy adults, adoption of full-fee kittens increased 381%. Overall, we found no evidence for adverse outcomes associated with free adoptions. Shelters should not be dissuaded from occasional free adoption-drives during overflow periods.

Relationship between sources of pet acquisition and euthanasia of cats and dogs in an animal shelter: a pilot study

OBJECTIVE

Approximately 140,000 unwanted dogs and cats are culled in Australia annually. There is a paucity of information linking sources of pet acquisition with subsequent euthanasia, which may inform evidence-based strategies to reduce euthanasia rates. This pilot study aimed to determine whether there is a higher risk of euthanasia related to the source of acquisition for pets surrendered to an animal shelter.

METHODS

Data for 5391 dogs and 5581 cats surrendered to one Queensland shelter between January 2006 and December 2009 were analysed.

RESULTS

The main sources of acquisition for owner-surrendered dogs were 'shelter' and 'pet shop' and for owner-surrendered cats were 'own litter' and 'shelter'. Euthanasia rates for different sources varied. For adult dogs, acquisition through newspaper advertisements was associated with the highest euthanasia rate. Adult cats obtained as gifts (from friend or family member) had the highest euthanasia rate. For junior cats, the overwhelming source was the owner's own litter (68% of intake) and only kittens acquired as strays were at significantly higher risk of euthanasia. For both dogs and cats, animals acquired from shelters had lower rates of euthanasia than most other sources, which suggests that shelter-sourced animals may be considered a preferred source for pet acquisition to assist in reducing the number of adoptable pets euthanased.

CONCLUSION

There was evidence from the study animal shelter that the risk of euthanasia was related to acquisition source. These findings should be confirmed by prospective studies, which should also investigate the interaction between acquisition source and other factors, using larger data sets from a variety of shelters.

Characteristics and Outcomes of Dogs Admitted into Queensland RSPCA Shelters

Abstract

Over 200,000 stray and surrendered dogs are admitted to shelters and municipal facilities in Australia each year, and approximately 20% are euthanized. Contemporary, comprehensive data on the characteristics and outcomes of dogs entering shelters are required to reduce shelter admissions and euthanasia. However, there are currently limited up-to-date data published on dog admission into shelters. A retrospective single cohort study was conducted to describe the characteristics and outcomes of the dog population entering Royal Society for Prevention of Cruelty to Animals, Queensland (RSPCA-QLD) shelters in 2014 (n = 11,967). The majority of dog admissions were strays from the public (24%) or from municipal councils (34%). Just over a quarter of admissions were puppies, 18% of adults (>6 months) were desexed, and the majority of admissions were crossbred dogs (92%). The majority of owner surrenders (86%) were due to human-related reasons. Most dogs were reclaimed (32%) or adopted (43%) and aggression was the most common reason for euthanasia of adult dogs (45%). Low-cost or free desexing and identification programs targeted to areas and breeds contributing to high intake, and increased support services for owners at risk of surrendering their dog, should be trialed to determine their cost effectiveness in reducing shelter admissions and euthanasia.

Surrendered and Stray Dogs in Australia-Estimation of Numbers Entering Municipal Pounds, Shelters and Rescue Groups and Their Outcomes

There is no national system for monitoring numbers of dogs entering municipal council pounds and shelters in Australia, or their outcomes. This limits understanding of the surrendered and stray dog issue, and prevents the evaluation of management strategies. We aimed to estimate these in 2012-2013. Dog intake and outcome data were collected for municipal councils and animal welfare organizations using annual reports, publications, primary peer-reviewed journal articles, websites and direct correspondence. More comprehensive data were obtained for New South Wales, Victoria, South Australia and Australian Capital Territory, whereas it was necessary to impute some or all data for Western Australia, Northern Territory, Queensland and Tasmania, as data were incomplete/unavailable. A refined methodology was developed to address the numerous limitations of the available data. An estimated national total of 211,655 dog admissions (9.3 admissions/1000 residents) occurred in 2012-2013. Of these admissions, the numbers where the dog was reclaimed, rehomed or euthanized were estimated as 4.4, 2.9 and 1.9/1000 residents, respectively. Differences in outcomes were evident between states, and between municipal councils, welfare organizations and rescue groups. This study emphasizes the need for an ongoing standardized monitoring system with appropriate data routinely collected from all municipal councils, animal welfare organizations and rescue groups in Australia. Such a system would only require data that are easily collected by all relevant organizations and could be implemented at relatively low cost. This could facilitate ongoing evaluation of the magnitude of the surrendered and stray dog problem, and allow assessment of strategies aiming to reduce numbers of admissions and euthanasia.

Trap-Neuter-Return Activities in Urban Stray Cat Colonies in Australia

Urban stray cats in Australia are poorly regarded because of wildlife predation and nuisance behaviors. However, current methods of population control via low level culling are ineffective. Effective control requires culling 30% to 50% of the population every six months, which is prohibitive for municipalities. Overseas, trap, neuter and return is frequently used to control urban cat numbers, and reduce nuisance behaviors, but is considered illegal in many Australian jurisdictions. An anonymous questionnaire was used to gather data on trap, neuter and return of urban stray cats in Australia. Respondents were mostly middle-aged women, and more participated as individuals than with organizations. Colony size decreased from a median of 11.5 cats to 6.5 cats over 2.2 years, through adoptions and desexing a median of 69% of the colony. Cats were fed once or twice daily, and provided with prophylactic health care. Programs were largely funded by private sources, with some funding by animal welfare organizations. We conclude that trap, neuter and return associated with high desexing rates in colonies, and adoption of kittens and friendly adults substantially reduces colony size, and improves the welfare of cats and kittens. This model is cost-effective for municipalities, and should be legalized in Australia.

Abstract

Trap, neuter and return (TNR) describes a non-lethal approach to the control of urban stray cat populations. Currently, in Australia, lethal control is common, with over 85% of cats entering some municipal pounds euthanized. No research has been published describing TNR activities in Australia. Adults involved with TNR in Australia were invited to participate. Data from 53 respondents were collected via an anonymous online questionnaire. Most respondents were females 36 to 65 years of age, and slightly more participated in TNR as individuals than as part of an organization. Respondents generally self-funded at least some of their TNR activities. The median number of colonies per respondent was 1.5 (range 1 to over 100). Median colony size declined from 11.5 to 6.5 cats under TNR over a median of 2.2 years, and the median percent reduction was 31%; this was achieved by rehoming cats and kittens and reducing reproduction. A median of 69% of cats in each colony were desexed at the time of reporting. Most respondents fed cats once or twice daily, and at least 28% of respondents microchipped cats. Prophylactic healthcare was provided to adult cats and kittens, commonly for intestinal parasites (at least 49%), and fleas (at least 46%); vaccinations were less common. Time-consuming activities for respondents were feeding (median 4 h/week) and locating resources (median 1.1 h/week). These findings indicate that TNR, when involving high desexing rates within colonies, adoption of kittens and friendly adults, and ongoing oversight by volunteer caretakers, can reduce cat numbers over time, improve health and welfare of cats and kittens, and is largely funded by private individuals and organizations.

Rates of death and euthanasia for cats in no-kill shelters in the Czech Republic

Successful reduction of death and euthanasia rates requires the determination of factors related to death and euthanasia of cats in shelters. In the period from 2011 to 2015, 474 cats died and 240 had to be euthanized for health reasons in the three cat shelters monitored in our study. Altogether, death was the ultimate outcome for 33% of the cats admitted in the shelters. Out of the cats that died, 67.3% cats died within the first month and 95.4% within 6 months of admission to the shelter. Similarly, 65.0% of all euthanized cats were euthanized within the first month and 88.3% were euthanized within 6 months of admission. Since the majority of mortalities occurred shortly after admission, they more probably resulted from the cats’ poor condition at the time of admission rather than from the shelter’s environment. Females and cats younger than 6 months were at an increased risk of mortality. Autumn and summer were the seasons with the majority of fatalities. In general, the number of cats that died was almost double the number of cats that were euthanized; this suggests that attempts to cure cats were favoured over euthanasia, even in cases of serious health problems. In the fields of cat welfare and veterinary healthcare, the results enable increased attention to be focused on the determined risk factors and thus are an important prerequisite for a successful solution to the problem of the high number of deaths and instances of euthanasia of cats in shelters.

Assessment of domestic cat personality, as perceived by 416 owners, suggests six dimensions

Understanding individual behavioral differences in domestic cats could lead to improved selection when potential cat owners choose a pet with whom to share their lives, along with consequent improvements in cat welfare. Yet very few attempts have been made to elicit cat personality dimensions using the trait-based exploratory approaches applied previously, with some success, to humans and dogs. In this study, a list of over 200 adjectives used to describe cat personality was assembled. This list was refined by two focus groups. A sample of 416 adult cat owners then rated a cat they knew well on each of 118 retained words. An iterative analytical approach was used to identify 29 words which formed six personality dimensions: Playfulness, Nervousness, Amiability, Dominance, Demandingness, and Gullibility. Chronbach's alpha scores for these dimensions ranged from 0.63 to 0.8 and, together, they explained 56.08% of the total variance. Very few significant correlations were found between participant scores on the personality dimensions and descriptive variables such as owner age, cat age and owner cat-owning experience, and these were all weak to barely moderate in strength (r≤0.30). There was also only one significant group difference based on cat sex. Importantly, however, several cat personality scores were moderately (r=0.3-0.49) or strongly (r≥0.5) correlated with simple measures of satisfaction with the cat, attachment, bond quality, and the extent to which the cat was perceived to be troublesome. The results suggest that, with further validation, this scale could be used to provide a simple, tick-box, assessment of an owner's perceptions regarding a cat's personality. This may be of value in both applied and research settings.

Reasons People Surrender Unowned and Owned Cats to Australian Animal Shelters and Barriers to Assuming Ownership of Unowned Cats

Most cats surrendered to nonhuman animal shelters are identified as unowned, and the surrender reason for these cats is usually simply recorded as "stray." A cross-sectional study was conducted with people surrendering cats to 4 Australian animal shelters. Surrenderers of unowned cats commonly gave surrender reasons relating to concern for the cat and his/her welfare. Seventeen percent of noncaregivers had considered adopting the cat. Barriers to assuming ownership most commonly related to responsible ownership concerns. Unwanted kittens commonly contributed to the decision to surrender for both caregivers and noncaregivers. Nonowners gave more surrender reasons than owners, although many owners also gave multiple surrender reasons. These findings highlight the multifactorial nature of the decision-making process leading to surrender and demonstrate that recording only one reason for surrender does not capture the complexity of the surrender decision. Collecting information about multiple reasons for surrender, particularly reasons for surrender of unowned cats and barriers to assuming ownership, could help to develop strategies to reduce the number of cats surrendered.

Despite high numbers of cats admitted to animal shelters annually, there is surprisingly little information available about the characteristics of these cats. In this study, we examined 195,387 admissions to 33 Australian RSPCA shelters and six friends of the RSPCA groups from July 2006 to June 2010. The aims of this study were to describe the numbers and characteristics of cats entering Australian RSPCA shelters, and to describe reasons for cat surrender. Data collected included shelter, state, admission source, age, gender, date of arrival, color, breed, reproductive status (sterilized or not prior to admission), feral status and surrender reason (if applicable). Most admissions were presented by members of the general public, as either stray animals or owner-surrenders, and more kittens were admitted than adults. Owner-related reasons were most commonly given for surrendering a cat to a shelter. The most frequently cited owner-related reason was accommodation (i.e., cats were not allowed). Importantly, although the percentage of admissions where the cat was previously sterilized (36%) was the highest of any shelter study reported to date, this was still lower than expected, particularly among owner-surrendered cats (47%). The percentage of admissions where the cat was previously sterilized was low even in jurisdictions that require mandatory sterilization.

Prevalence of desexed cats in relation to age in a convenience sample of Western Australian cats

BACKGROUND

Desexing percentages for pet cats in Australia are nearly 95%, but the high numbers of unwanted kittens surrendered to animal shelters suggest that many pet cats breed before the owners consider desexing, or that the mothers of many of these kittens are stray or feral.

METHODS AND RESULTS

A convenience sample of Western Australian pet cats of known age presented for microchipping (584 in 2012 and 316 in 2013) found that younger cats were less likely to be desexed. In 2012, 93.2% of cats aged ≥2 years were desexed compared with 49.4% of cats <2 years old, with the data for 2013 being 97.4% and 28%, respectively.

CONCLUSION

If these results are reflected nationally, desexing of prepubescent cats up to 4 months old could significantly reduce the numbers of unwanted kittens born to pet cats.

Cat Ownership Perception and Caretaking Explored in an Internet Survey of People Associated with Cats

People who feed cats that they do not perceive they own (sometimes called semi-owners) are thought to make a considerable contribution to unwanted cat numbers because the cats they support are generally not sterilized. Understanding people’s perception of cat ownership and the psychology underlying cat semi-ownership could inform approaches to mitigate the negative effects of cat semi-ownership. The primary aims of this study were to investigate cat ownership perception and to examine its association with human-cat interactions and caretaking behaviours. A secondary aim was to evaluate a definition of cat semi-ownership (including an association time of ≥1 month and frequent feeding), revised from a previous definition proposed in the literature to distinguish cat semi-ownership from casual interactions with unowned cats. Cat owners and semi-owners displayed similar types of interactions and caretaking behaviours. Nevertheless, caretaking behaviours were more commonly displayed towards owned cats than semi-owned cats, and semi-owned cats were more likely to have produced kittens (p<0.01). All interactions and caretaking behaviours were more likely to be displayed towards cats in semi-ownership relationships compared to casual interaction relationships. Determinants of cat ownership perception were identified (p<0.05) and included association time, attachment, perceived cat friendliness and health, and feelings about unowned cats, including the acceptability of feeding unowned cats. Encouraging semi-owners to have the cats they care for sterilized may assist in reducing the number of unwanted kittens and could be a valuable alternative to trying to prevent semi-ownership entirely. Highly accessible semi-owner “gatekeepers” could help to deliver education messages and facilitate the provision of cat sterilization services to semi-owners. This research enabled semi-ownership to be distinguished from casual interaction relationships and can assist welfare and government agencies to identify cat semi-owners in order to develop strategies to address this source of unwanted cats.

Problems Associated with the Microchip Data of Stray Dogs and Cats Entering RSPCA Queensland Shelters

A lack of published information documenting problems with the microchip data for the reclaiming of stray animals entering Australian shelters limits improvement of the current microchipping system. A retrospective study analysing admission data for stray, adult dogs (n = 7258) and cats (n = 6950) entering the Royal Society for the Prevention of Cruelty to Animals (RSPCA) Queensland between January 2012 and December 2013 was undertaken to determine the character and frequency of microchip data problems and their impact on outcome for the animal. Only 28% of dogs and 9% of cats were microchipped, and a substantial proportion (37%) had problems with their data, including being registered to a previous owner or organisation (47%), all phone numbers incorrect/disconnected (29%), and the microchip not registered (14%). A higher proportion of owners could be contacted when the microchip had no problems, compared to those with problems (dogs, 93% vs. 70%; cats, 75% vs. 41%). The proportion of animals reclaimed declined significantly between microchipped animals with no data problems, microchipped animals with data problems and non-microchipped animals-87%, 69%, and 37%, respectively, for dogs and 61%, 33%, and 5%, respectively, for cats. Strategies are needed to increase the accuracy of microchip data to facilitate the reclaiming of stray dogs and cats.

Determinants of Cat Choice and Outcomes for Adult Cats and Kittens Adopted from an Australian Animal Shelter

The percentage of adult cats euthanized in animal shelters is greater than that of kittens because adult cats are less likely to be adopted. This study aimed to provide evidence to inform the design of strategies to encourage adult cat adoptions. One such strategy is to discount adoption prices, but there are concerns that this may result in poor adoption outcomes. We surveyed 382 cat adopters at the time of adoption, to assess potential determinants of adopters' cat age group choice (adult or kitten) and, for adult cat adopters, the price they are willing to pay. The same respondents were surveyed again 6-12 months after the adoption to compare outcomes between cat age groups and between adult cats in two price categories. Most adopters had benevolent motivations for adopting from the shelter and had put considerable thought into the adoption and requirements for responsible ownership. However, adult cat adopters were more likely to have been influenced by price than kitten adopters. Adoption outcomes were generally positive for both adult cats and kittens and for adult cats adopted at low prices. The latter finding alleviates concerns about the outcomes of "low-cost" adoptions in populations, such as the study population, and lends support for the use of "low-cost" adoptions as an option for attempting to increase adoption rates. In addition, the results provide information that can be used to inform future campaigns aimed at increasing the number of adult cat adoptions, particularly in devising marketing strategies for adult cats.

Age, breed designation, coat color, and coat pattern influenced the length of stay of cats at a no-kill shelter

Adoption records from the Tompkins County Society for the Prevention of Cruelty to Animals, an open-admission, no-kill shelter in New York State, were examined to determine if various physical attributes influenced the length of stay (LOS) of cats and kittens. Similar reports from other no-kill shelters have not been published. LOS averaged 61.2 days for cats and kittens combined and ranged from less than 1 day to 730 days. Based on mixed models that accounted for lack of independence among attributes, younger, lighter-colored cats were generally adopted more quickly than older, more darkly colored cats, but yellow-colored cats had the greatest LOS. Coat color did not influence LOS for kittens. Coat patterning and breed designation influenced LOS in both cats and kittens. Male cats and kittens had a shorter LOS than female cats and kittens, respectively. Studies from traditional shelters also demonstrated the importance of physical characteristics to adopters. Given adopter preferences for companion animals with certain characteristics, methods to reduce the LOS for cats with the longest potential residences at the shelter require continued development.
