Current Welfare Problems Facing Horses in Great Britain as Identified by Equine Stakeholders

"How long is life worth living for the horse?" A focus group study on how Austrian equine stakeholders assess quality of life for chronically ill or old horses

BACKGROUND

Quality of life (QoL) provides a comprehensive concept underpinning veterinary decision-making that encompasses factors beyond physical health. It becomes particularly pertinent when seeking responsible choices for chronically ill or old horses that emphasise their well-being and a good QoL over the extension of life. How different stakeholders use the concept of QoL is highly relevant when considering the complexity of these decisions in real-life situations.

METHODS

Seven focus group discussions (N = 39) were conducted to gain insights into how stakeholders assess and use equine QoL in veterinary care decisions for chronically ill and/or old horses. The discussions included horse owners (n = 17), equine veterinarians (n = 7), veterinary officers (n = 6), farriers (n = 4), and horse caregivers (n = 5). The combination of deductive and inductive qualitative content analysis of the group discussions focused on identifying both similarities and differences in the views of these groups regarding QoL for old and/or chronically ill horses.

RESULTS

Findings show agreement about two issues: the importance of the individuality of the horse for assessing QoL and the relevance of QoL in making decisions about veterinary interventions. We identified differences between the groups with respect to three issues: the time required to assess QoL, stakeholders' contributions to QoL assessments, and challenges resulting from those contributions. While owners and caregivers of horses emphasised their knowledge of a horse and the relevance of the time they spend with their horse, the veterinarians in the study focused on the differences between their own QoL assessments and those of horse owners. In response to challenges regarding QoL assessments and decision-making, stakeholders described different strategies such as drawing comparisons to human experiences.

CONCLUSIONS

Differences between stakeholders regarding equine QoL assessments contribute to challenges when making decisions about the care of chronically ill or old horses. The results of this study suggest that individual and collaborative reflection about a horse's QoL should be encouraged, for example by developing practicable QoL assessment tools that support relevant stakeholders in this process.

Biosecurity perceptions among Ontario horse owners during the COVID-19 pandemic

BACKGROUND

Disease outbreaks present a significant challenge to horse health and welfare and the economic stability of horse industries internationally. This is a particular concern in Ontario, Canada, where there have been frequent outbreaks of respiratory infectious diseases among horses. Despite these risks, there has been limited research on whether Ontario horse owners engage in biosecurity measures sufficient to mitigate risk of equine diseases, and whether current events such as the COVID-19 pandemic influence attitudes towards equine biosecurity practices.

OBJECTIVE

To explore Ontario horse owners' perceptions, attitudes and experiences relating to on-farm biosecurity during the COVID-19 pandemic.

STUDY DESIGN

Qualitative study using virtual semi-structured interviews.

METHODS

Participants (horse owners, frequent horse riders and part boarders) were recruited using social media snowball sampling where advertisements were shared by equine and veterinary organisations. Interviews were conducted virtually between June and September 2022 and were analysed using reflexive thematic analysis.

RESULTS

Three key themes relating to biosecurity perceptions among the 14 participants were identified. Participants relied on minimal preventative measures (such as vaccines) where perceived risk of disease was low, but implemented additional measures including quarantine and handwashing when perceived risk of disease was high. Participants' choice of biosecurity practices often mirrored those recommended by the barn manager. Moreover, participants felt that responsibility for biosecurity was not shared equally across horse owners, with more emphasis placed on those engaging in high-risk situations for disease spread. Despite experiencing biosecurity during the COVID-19 pandemic, horse owners were not consistently applying these practices to their horse care routines.

MAIN LIMITATIONS

The perspectives reported here are from a small sample of horse owners and may not be generalisable to all populations.

CONCLUSIONS

Our findings indicate that horse owners need improved access to and engagement with educational initiatives that emphasise the importance and purpose of all biosecurity measures.

The Easiest Becomes the Rule: Beliefs, Knowledge and Attitudes of Equine Practitioners and Enthusiasts Regarding Horse Welfare

Inadequate management conditions can impair the welfare of captive-bred horses. Understanding individuals' viewpoints and the factors influencing their decisions about adopting or avoiding certain practices may provide insights into their motivations and decision-making processes. This is particularly relevant in the equestrian community, where equine practitioners and enthusiasts often engage in harmful practices. We explored the beliefs, knowledge, and attitudes of equine practitioners and enthusiasts about horse welfare and the barriers that prevent them from employing better management practices that are essential to promoting horses' welfare. The study consisted of in-depth semi-structured interviews conducted in person with 31 individuals directly involved in the equestrian environment in Brazil. Responses were analyzed through thematic analysis with a data-driven deductive approach. Participants' beliefs, knowledge and attitudes to horse welfare were divided into three themes. The first theme, "Let the horse be a horse", captured participants' perceptions about how physical and mental aspects related to the nature and welfare of horses. The second theme, "Everyone does it like that", includes the social norms that influence decisions about the practices that impact on the welfare of the horses. The third theme, "Beyond utopia: how and why horses are managed the way they are", covered barriers that participants perceived as impediments to the use of best practices for the welfare of horses. While participants demonstrated awareness of welfare issues and acknowledged factors that negatively impact horses, there was a notable discrepancy between this knowledge and the implementation of improved management practices. This could be explained by several perceived barriers to implementing management practices that could enhance horse welfare, including lack of financial resources, limited physical space, shortage of qualified labor, time constraints, inadequate tools, and insufficient knowledge. Additionally, we identified deeply rooted social norms within the equestrian community and culturally established practices that limit approaches to horse welfare. Participants underscored the influence of these norms and different interpretations of "letting the horse be a horse" based on the horse's value and purpose. Concerning low-value horses, the primary justifications for stall housing and concentrated feeding were linked to elevated costs involved in spatial demands and labor; in contrast, for high-value horses used in performance and aesthetics, the arguments shifted to potential benefits to the horses' well-being. From an ethical perspective, ideally, individuals should refrain from owning horses if they cannot ensure the animals' welfare. Additionally, if the equestrian community neglects public attitudes towards animal welfare, it risks eroding its social license.

Experiences of Interdisciplinary Working from the Perspective of the Society of Master Saddlers Qualified Saddle Fitters

Horse owners seek the advice and support of a number of equestrian professionals in carrying out their duty of care for their animal. In some instances, these professionals form a multi-disciplinary team (MDT). The aim of this study was to explore the experiences of the Society of Master Saddlers' qualified saddle fitters (SMSQSFs) working with other professionals and to understand the nature of inter-disciplinary working from an SMSQSF perspective. Semi-structured, one-to-one online interviews with fourteen SMSQSFs were completed. Areas explored included the nature of the participant's client base; the frequency and nature of their interactions with other professionals; their perceptions of horse owner expectations of an MDT approach; and any benefits, challenges, and barriers to an MDT approach within an equestrian setting. Interviews were video and audio recorded (MS Teams), transcribed verbatim (Otter ai), and imported into qualitative data analysis software (NVivo, version 12). Data were analysed using thematic analysis. Six themes were identified: (1) effective communication; (2) multidisciplinary expectations; (3) horse welfare; (4) professionalism; (5) relationships; (6) working together. Communication was recognised as a crucial component of an effective MDT. Most participants valued and desired an MDT approach. They felt they had a key role to play within the equestrian MDT, not only in the prevention of deterioration in horse welfare but also in improving the functionality and performance of the horse-rider partnership. Effective MDT working was also seen as having benefits to SMSQSFs and other professional stakeholders alike, although time and financial constraints were identified as barriers to MTD working. The role of the horse owner within the MDT was unclear and potentially complex, and this and other factors such as the professional identity of the SMSQSF, personal relationships, and input from others outside of the MDT team were identified as challenges to effective MDT working. This present study found that SMSQSFs experience similar benefits and challenges to an MDT approach as seen in human healthcare settings. The role of the horse owner, communication, and professional recognition are indicated as pivotal to MDT effectiveness in achieving optimal saddle fit.

Finnish and Swedish riding school pupils' motivation towards participation in non-riding education

Many horse enthusiasts have insufficient knowledge about horse behavior and welfare (BW) and learning and human-horse communication (LC), which poses a risk for both horse welfare and human safety. The main objective of this study was to investigate why riding school pupils participate or do not participate in non-riding education in BW and LC, using Self-determination theory (SDT). SDT posits that the quality of motivation is related to the individual's basic psychological needs. A convenience sample of 568 riding school pupils from Finland and Sweden completed an online questionnaire. The results showed that forty percent of the riding schools offered education in BW, and thirty-two in LC. Twenty-seven percent of the respondents participated in education in BW, and twenty-five in LC at their riding school. The respondents were autonomously motivated to participate in education, i.e., they would participate because it is interesting and personally important. Perceived needs satisfaction at the riding school predicted autonomous motivation to participate. Education was offered to a greater extent in Swedish riding schools and Swedish respondents participated more often, as well as experienced more autonomous motivation, relatedness and competence satisfaction compared with Finnish respondents. To our knowledge, this study is the first to explore riding school pupils' motivation towards non-riding education.

A survey report on the donkey original breeding farms in China: Current aspects and future prospective

Introduction

The number of the large-scale donkey breeding farms in China has increased dramatically. However, information regarding the situation of a Chinese donkey population under large-scale donkey breeding farms is limited.

Methods

This survey report was conducted using questionnaires online to investigate the current situation of the donkey original breeding farms in China, in terms of donkey stock, local breeds, reproductive parameters, growth and lactation performance, and future perspectives. China has developed the donkey reserve system based on national, provincial and non-governmental (self-own) donkey original breeding farms.

Results

In the present study, a total of 38 donkey original breeding farms concentrated in Northern of China were studied, and 52% of them keep their donkeys with a stocking density of 100-500 donkeys. China is rich in various local donkey breeds, and 16 local donkey breeds including large-sized, medium-sized and small-sized breeds were collected in our survey. Dezhou donkey are prevalent with a percentage of more than 57% of the total donkeys, while the Cullen donkeys belong to small-sized donkey breeds are scare. The reproductive efficiency and donkey productivity were different across donkey farms, indicating potential differences in management and breeding practices between different donkey original breeding farms. The artificial insemination has been performed in these donkey farms with an average proportion of 73%. Regarding the donkey productivity, the national and provincial donkey original breeding farms showed a higher birthweight and fat content in donkey milk than self-own farms. Furthermore, our results indicate that the donkey breeds with different body size also have important influence on the reproduction parameters and donkey productivity, with the large-sized donkeys had better performance compared to the small-sized donkeys.

Discussion

In summary, our survey provided valuable baseline information on the situation of donkey population dynamics in the donkey original breeding farms. However, further study is required in the future to investigate the factors such as donkey health care, management and nutrition during breeding, fattening and lactation that influence donkey productivity under large-scale farm systems.

The Effect of Stabling Routines on Potential Behavioural Indicators of Affective State in Horses and Their Use in Assessing Quality of Life

Increasing interest in equine welfare has emphasised the need for objective and reliable behavioural indicators of horses’ affective state. However, research has yielded mixed results regarding behaviours suited for industry use largely because they are subject to anthropomorphic interpretation. Stabling is commonly used to manage domesticated horses despite research indicating that it can negatively impact horse welfare, but its effect on their affective state is yet to be quantified. Ten adult horses (11.8 ± 4.4 years) were observed either on a day- (DS) or night-stabling (NS) schedule over two consecutive 24 h periods. NS horses were kept confined for significantly longer (13.60 ± 0.04 h) than DS horses (7.73 ± 0.07; t7 = 5.70; p = 0.0004). Eight behaviours occurred significantly more often during NS than DS: forward ears (t7 = 3.32; p = 0.001), neutral ears (t7 = 3.47; p = 0.001), stepping forward (t7 = 2.62; p = 0.001), stepping laterally (t7 = 2.39; p = 0.001), sternal recumbency (t7 = 2.64; p = 0.001), yawning (t7 = 2.69; p = 0.001), non-nutritive chewing (t7 = 2.49; p = 0.001), and closing eyes (t7 = 2.71; p = 0.001). These behaviours may be candidates for indicators that can be used to determine the affective state in horses and subsequently be used to assess equine quality of life and to optimise individual horse welfare.

A Qualitative Exploration of UK Leisure Horse Owners' Perceptions of Equine Wellbeing

Human assessment of equine wellbeing is fundamental to ensuring the optimal care of domestic horses. However, terminology associated with wellbeing is still not fully defined and there are currently no validated quality of life (QoL) assessment tools. Furthermore, little is known about what equine wellbeing or QoL means to horse owners, or how their beliefs impact on the management decisions they make for their horse. This study sought to establish how UK leisure horse owners use wellbeing-related terminology by exploring their accounts within a focus group setting. Four online focus group discussions (FGD) were held and qualitative data were collected. FGDs involved a semi-structured discussion, followed by a group activity to compare seven equine wellbeing-related terms of interest introduced by the facilitator. The collected data were analysed using a constructivist grounded theory approach, and also by content analysis, to examine the frequency and subjective meaning of the terms of interest. The results showed that horse owners did not clearly delineate between different terms, rather, they used the terms in the context of their own assessments of their horse. The meanings assigned to what owners experienced with their horse were individual and subjective, shaped by past experiences, relationships with their animal, and peers or social groups. This individualised construction of equine wellbeing impacted on the meaning conveyed when using wellbeing-related terminology. In this study, we extend the literature on equine wellbeing terminology usage, and highlight differences between the academic literature and the real-world experiences of horse owners.

Perceptions of Fear and Anxiety in Horses as Reported in Interviews with Equine Behaviourists

Three key response themes emerged: caregivers are extremely poor at recognizing fear and anxiety in horses; some clients do recognise behavioural signs indicating fear and/or anxiety but only the overt signs (e.g., rearing, running away) rather than the more subtle signs (e.g., tension in face, subtle avoidance behaviours such as a hesitant gait); and fear and/or anxiety behaviour is often misinterpreted or mislabelled. This study has provided initial insights into the lack of recognition of fear and anxiety of horses by their caregivers in the United Kingdom, together with tried and tested approaches to conversations to change this.

Abstract

One of the key welfare concerns for horses in the United Kingdom is lack of recognition of fear in horses. This study aimed to gain an understanding of how well horse care givers recognise fear and/or anxiety in horses by interviewing equine behaviourists (who interact with large numbers of horse care givers and talk to them about this topic routinely). The experiences of Animal Behaviour and Training Council (ABTC)-registered equine behaviourists working with horse caregivers were examined, including the ability of clients to recognise fear and/or anxiety in horses, how clients respond when discussing fear as the reason for their horse’s behaviour, and what explanations the participants use to explain fear and anxiety. Semi-structured interviews were conducted with nine participants and analysed using thematic analysis before being written up to reflect the discussion points. When asked how well horse caregivers recognise fear and/or anxiety in horses, three key response themes emerged: caregivers are extremely poor at recognizing fear and anxiety in horses; some clients do recognise behavioural signs indicating fear and/or anxiety but only the overt signs (e.g., rearing, running away) rather than the more subtle signs (e.g., tension in face, subtle avoidance behaviours such as a hesitant gait); and fear and/or anxiety behaviour is often misinterpreted or mislabelled. These key themes recurred throughout several other interview questions. This study has provided initial insights into the lack of recognition of fear and anxiety of horses by their caregivers in the United Kingdom as well as tried and tested approaches to conversations to change this. Such synthesis of experience and techniques across the equine behaviour sector, together with the information gained regarding perception of equine caregivers, could be a valuable approach to improve the effectiveness of behaviour consultations and welfare initiatives.

The Welfare of Traveller and Gypsy Owned Horses in the UK and Ireland

Travellers and Gypsies are recognised ethnic groups in the UK and Ireland. Horse ownership is an important cultural tradition, however, practices associated with poor welfare are often perceived to be linked to these horse owning communities. Despite this, empirical studies on the welfare status of Traveller and Gypsy owned horses are lacking. To determine the welfare status of Traveller and Gypsy owned horses, 104 horses were assessed using a bespoke horse welfare protocol. This protocol assessed animal, resource and management-based measures. In addition, Qualitative Behaviour Assessment (QBA) identified horses’ emotional state. Results indicated that 81% of horses had an optimal body condition score, with no horse recorded as very thin/fat. The absence of limb conditions (95%), ocular (98%) and nasal (93%) discharges were evident in most horses, and 81% of horses responded positively to the voluntary animal approach test. The most commonly observed welfare issues were hoof neglect (27%), with hoof cracks/breakages (19%) being the most prevalent. QBA indicated that positive emotional states were more commonplace than negative. A relationship between QBA and other horse welfare measures was observed, e.g., improved mood was associated with better water availability. This research provides novel data in the under-researched area of the welfare of Traveller and Gypsy owned horses and counters perceptions of a poor welfare state in this group of horses.

Champing at the Bit for Improvements: A Review of Equine Welfare in Equestrian Sports in the United Kingdom

Equestrian sports, including racing (e.g., flat, steeple-chasing, harness or donkey derby); show-jumping; cross-country; dressage; polo; polocrosse; endurance; carriage driving; vaulting and hunting; are hugely popular in the UK, and they involve a significant number of people, both as participants and spectators, and tens of thousands of equids. In this paper, we discuss animal welfare as a complex and disputed issue, clarifying what the term means and how it can be measured. We review many aspects of welfare risk to equids used for sport, addressing issues encountered throughout their lives, including housing, feeding, veterinary intervention, shoeing, handling, training, breeding and equipment. This is followed by a unique exploration of the institutions and social processes influencing equine welfare. The institutional components comprise the rules of competition, the equids, attributes of the stakeholders and the space where participants strive to achieve a common purpose. We endeavour to untangle the most significant elements that create barriers or provide opportunities for equine welfare improvement. We expose the challenges faced by a broad range of stakeholders with differing ethics, attitudes and values. Evidently, there are many welfare risks to which equids used in sports continue to be exposed. It is also evident that significant improvements have occurred in recent times, but there remains a barrier to reducing the risks to an acceptable level. We conclude with recommendations regarding a process for change, involvement of stakeholders and management of knowledge to improve equine welfare that involves identifying and prioritising the risk factors and ultimately leading to interventions, further research and/or education.

Exploring the key attributes of former racehorses considered to have the potential for a successful second career in horseball

The British horseracing industry is committed to safeguarding the welfare of racehorses throughout their racing careers and beyond. Former racehorses who do not retire to a stud career and are suitable for second careers are often retrained to compete in other equestrian sports. Horseball is a growing discipline, which proactively supports retraining of racehorses (RoR) that could offer a suitable second career for former racehorses. This study explored the key attributes that horseball competitors look for in a potential former racehorse to promote a successful career in the sport. Participants voluntarily completed an online, 18 question survey (SurveyMonkey®), distributed through horseball related communication channels (Facebook™, Instagram™ and the British Horseball Association). Horseball competitors were asked (a) what key physical and behavioural characteristics they considered necessary for a successful horseball horse and (b) whether they would consider competing a former racehorse. A total of 45 horseball competitors completed the survey representing a margin of error of ±13% at the 95% confidence interval for the UK horseball population (n=200). Most respondents celebrated former racehorses’ suitability for horseball competition; 73.72% (n=32) had already owned and competed a former Thoroughbred racehorse in horseball and 97.78% (n=44) would consider purchasing and competing one in the future. Former racehorses were recognised to possess key performance attributes: agility, temperament, and speed suitable for a successful second career in competitive horseball. However, injuries that impeded former racehorse performance; lameness and other chronic injuries, were deemed as detrimental to success in competitive horseball. Further work in collaboration with racehorse rehoming stakeholders is required to produce guidelines to identify specific behavioural and physical characteristics which could predict the suitability of former racehorses for successful second careers across equestrian disciplines.

How Happy Are Equine Athletes? Stakeholder Perceptions of Equine Welfare Issues Associated with Equestrian Sport

The international governing body for equestrian sports, the Fédération Equestre Internationale (FEI), states that the welfare of the horse must be paramount and never subordinated to competitive or commercial influences. However, there is growing unease about welfare issues from both within and outside the sport. The aim of this study was to understand stakeholder perceptions of current welfare issues within equestrian sport, determine whether there is scope for change, and explore attitudes towards welfare assessment. Participants (n = 48) from equestrian sport (n = 38) and animal welfare research (n = 10) attended a workshop that included welfare-related presentations and focus group sessions. The focus group sessions were recorded, anonymised and analysed using thematic analysis. Conflict between the demands of competition and the needs of the horse was identified as a key welfare challenge. Although the physical health of equine athletes is closely monitored, horses' psychological needs are sometimes overlooked. Participants recognised that improving competition practices may not be as impactful as improving the general management and training of horses. The term "quality of life" was considered preferable to "welfare", which had negative connotations. Participants appreciated the idea of incorporating formal welfare assessments into their training and competition plans but stated that existing tools are rarely used and are not deemed feasible for real-life conditions.

Detecting Welfare in a Non-Verbal Species: Social/Cultural Biases and Difficulties in Horse Welfare Assessment

There is a paradox about the welfare of horses in the domestic situation: on the one hand, horses are beloved partners for most owners, but on the other hand, scientific studies are converging to show that there is a high prevalence of welfare problems. There seems to be a mismatch between theoretical knowledge and field applications. In this review, we aim at disentangling the possible factors explaining such a paradox. Among them, we consider the impact of anthropomorphic and cultural biases, popular beliefs, but also overexposure to horses with compromised welfare state, which can change owners’ representation of what is a “normal” horse, on the undervaluation of horse welfare state. We suggest that, rather than simply having knowledge on what should be done, identifying the horse welfare state using validated animal-based indicators is essential to identify and promote best practices.

Abstract

Horses were domesticated for more than 5000 years and have been one of the most emblematic species living alongside humans. This long-shared history would suggest that horses are well known and well understood, but scientific data raise many concerns about the welfare state of most domestic horses suggesting that many aspects have been largely misunderstood. In the present review, we will examine some of the possible human factors that may explain the huge prevalence of welfare problems, despite horses being of special importance to humans. First of all, as horses are non-verbal, current management practices rely upon what one thinks is good for them, which opens the way to subjective interpretations and projections, based on one’s own subjective experience but probably still more on cultural/social norms and influences, traditions and beliefs. The lack of recognition, identification, or even the misinterpretation of signals are other potential reasons for welfare issues. Lastly, the over-exposure to animals with expressions of compromised welfare may lead to lower sensitivity of owners/professionals. That is why we lastly suggest that instead of simply providing information on what to do, we should promote validated visible indicators that leave less room for personal interpretation.

Improving Equine Welfare through Human Habit Formation

This paper explores the potential for interventions to develop pro-animal welfare habitual behaviours (PAWHBs) in people to improve the lives of animals. Human behavioural research indicates that opportunities exist to deliver lasting change through developing positive habitual behaviours. The routine nature of many equine care and management practices lends itself to habit formation and maintenance. This proof-of-concept paper aims to evaluate a theory-based intervention of developing and maintaining a PAWHB in people caring for equines. Qualitative research methods were used. A 30 day PAWHB intervention (PAWHBInt) of providing enrichment to an equine by scratching them in a consistent context linked to an existing routine behaviour was undertaken. Participants (n = 9) then engaged in semi-structured interviews that were analysed using thematic analysis, where the participants self-reported the outcomes they observed during the intervention. The study findings suggest that the PAWHBInt had a positive impact on human behaviour and habit formation. The research helps to address the dearth of evidence regarding the application of habit theory to equine welfare interventions and emphasised linking a desired new behaviour to an existing routine behaviour when developing PAWHBs. The research also highlights the role of mutual benefit for human and equine, and emotion in providing feedback and potential reward, supporting the link to the cue-routine-reward principle of habit theory.

Evaluation of the Feasibility, Reliability, and Repeatability of Welfare Indicators in Free-Roaming Horses: A Pilot Study

Animal welfare assessment is an essential tool for maintaining positive animal wellbeing. Validated welfare assessment protocols have been developed for farm, laboratory, zoo, and companion animals, including horses in managed care. However, wild and free-roaming equines have received relatively little attention, despite populations being found worldwide. In the UK, free-roaming ponies inhabit areas of Exmoor, Dartmoor, and New Forest, England, and Snowdonia National Park in Wales, amongst others. Visitors and local members of the public who encounter free-roaming ponies occasionally raise concerns about their welfare, as they are not provided with additional food, water, or shelter. In this study, we evaluated the feasibility, reliability, and repeatability of welfare indicators that can be applied to a population of free-roaming Carneddau Mountain ponies to address such concerns. Our findings indicate that many of the trialed indicators were successfully repeated and had good levels of inter-assessor reliability. Reliable and repeatable welfare indicators for free-roaming and semi free-roaming ponies will enable population managers and conservation grazing schemes to manage the welfare of free-roaming horses and ponies.

Abstract

Validated assessment protocols have been developed to quantify welfare states for intensively managed sport, pleasure, and working horses. There are few protocols for extensively managed or free-roaming populations. Here, we trialed welfare indicators to ascertain their feasibility, reliability, and repeatability using free-roaming Carneddau Mountain ponies as an example population. The project involved (1) the identification of animal and resource-based measures of welfare from both the literature and discussion with an expert group; (2) testing the feasibility and repeatability of a modified body condition score and mobility score on 34 free-roaming and conservation grazing Carneddau Mountain ponies; and (3) testing a prototype welfare assessment template comprising 12 animal-based and 6 resource-based welfare indicators, with a total of 20 questions, on 35 free-roaming Carneddau Mountain ponies to quantify inter-assessor reliability and repeatability. This pilot study revealed that many of the indicators were successfully repeatable and had good levels of inter-assessor reliability. Some of the indicators could not be verified for reliability due to low/absent occurrence. The results indicated that many animal and resource-based indicators commonly used in intensively managed equine settings could be measured in-range with minor modifications. This study is an initial step toward validating a much-needed tool for the welfare assessment of free-roaming and conservation grazing ponies.

Equine Management in UK Livery Yards during the COVID-19 Pandemic-"As Long As the Horses Are Happy, We Can Work Out the Rest Later"

Approximately 60% of the UK's leisure horses are kept at livery yards under the management and oversight of a livery yard owner or manager (LYO/M), yet their role has received little research attention. This study used the COVID-19 pandemic as a lens through which to view LYO/Ms' decisions around equine care and management at a time when changes to usual practice were necessary. Qualitative research methods were used. Up to 3 interviews were conducted with 24 different LYO/Ms over nine months (n = 48). Discussion threads from open-access UK discussion fora were also analysed. All data were anonymised and analysed using a Grounded Theory methodology. Prior to the pandemic, equine care and management practices varied greatly across yards, and yard cultures were a product of LYO/Ms' construction of good equine care, their business model, and the need to balance human and equine contentment. The role of the LYO/M was to maintain an equilibrium between those interlinked factors. During the pandemic, LYO/Ms adopted new measures designed to influence the movement of horse owners and other people on yards to minimise the risk of COVID-19 transmission. During this time, LYO/Ms reported prioritising equine wellbeing by limiting change to equine routines and management wherever possible. Instead of altering equine management, there was an expectation that the lives of humans would be moulded and re-shaped to fit with the government COVID-19 guidelines. These results highlight the importance of routines, traditions and cultures in each individual yard. Maintaining the standard of care for the horse was prioritised regardless of who provided that care.

The Usefulness of Mesenchymal Stem Cells beyond the Musculoskeletal System in Horses

The main target of mesenchymal stem cell therapy in horses has long been the locomotor system, because these athletic animals commonly suffer from tendon and joint lesions. Originally, mesenchymal stem cells were thought to act by just differentiating into the cells of the injured tissue. However, these cells are also able to regulate and stimulate the body’s own repair mechanisms, opening the door to many applications in inflammatory and immune-mediated disorders in both animals and humans. In horses, beyond their traditional application in the musculoskeletal system, these cells have been studied for ophthalmologic pathologies such as corneal ulcers or immune-mediated processes, and for reproductive disorders such as endometritis/endometrosis. Their potential has been explored for equine pathologies very similar to those affecting people, such as asthma, metabolic syndrome, aberrant wound healing, or endotoxemia, as well as for equine-specific pathologies such as laminitis. Current evidence is still preliminary, and further research is needed to clarify different aspects, although research performed so far shows the promising potential of mesenchymal stem cells to treat a wide variety of equine pathologies, some of which are analogous to human disorders. Therefore, advancements in this path will be beneficial for both animals and people.

Abstract

The differentiation ability of mesenchymal stem cells (MSCs) initially raised interest for treating musculoskeletal injuries in horses, but MSC paracrine activity has widened their scope for inflammatory and immune-mediated pathologies in both equine and human medicine. Furthermore, the similar etiopathogenesis of some diseases in both species has advanced the concept of “One Medicine, One Health”. This article reviews the current knowledge on the use of MSCs for equine pathologies beyond the locomotor system, highlighting the value of the horse as translational model. Ophthalmologic and reproductive disorders are among the most studied for MSC application. Equine asthma, equine metabolic syndrome, and endotoxemia have been less explored but offer an interesting scenario for human translation. The use of MSCs in wounds also provides a potential model for humans because of the healing particularities in both species. High-burden equine-specific pathologies such as laminitis have been suggested to benefit from MSC-therapy, and MSC application in challenging disorders such as neurologic conditions has been proposed. The available data are preliminary, however, and require further development to translate results into the clinic. Nevertheless, current evidence indicates a significant potential of equine MSCs to enlarge their range of application, with particular interest in pathologies analogous to human conditions.

Prioritisation of animal welfare issues in the UK using expert consensus

BACKGROUND

The welfare of all animals under human management is an area of consistent public concern, but strategies to improve welfare may vary across species. In this study, expert consensus, using a modified Delphi approach, was used to prioritise welfare issues of farmed and companion animals in the UK.

METHODS

The study involved 117 experts, divided between eight species groups. Experts were recruited from a broad range of disciplines. Two rounds of online surveys were conducted using the online survey tool, and the final round was an in-person workshop with a subsection of experts (n=21). The experts agreed that welfare issues should be ranked considering three categories: (1) severity, (2) duration and (3) perceived prevalence.

RESULTS

A comprehensive list of welfare issues was generated for each species by discussion boards (cats, rabbits and horses) or by literature review (dogs, pigs, poultry, cattle and small ruminants). In the first online survey, the experts scored each welfare issue using the three categories (severity, duration and prevalence) on a 6-point Likert scale, where 1=never/none and 6=always/high. Lists of welfare issues were reduced to 25 per cent-59 per cent of the total number, by determining mean ranks from expert ratings. In round 2, experts were asked whether they agreed or disagreed with the rankings. In the final stage, during the workshop, the top-ranking welfare issues for animals were determined for individual animals (considering the greatest severity and duration, in the expert's opinion) and for perceived prevalence.

CONCLUSIONS

Overall, prioritised welfare issues included lack of knowledge of welfare needs, social behaviour issues, problem behaviours, inappropriate diet and environment, lack of veterinary care, consequences from breeding decisions, poor pain management, delayed euthanasia and chronic ill health. The Delphi process resulted in consensus on the most significant welfare challenges of animals in the UK and can help to guide future research and education priority decisions.

Determining a Welfare Prioritization for Horses Using a Delphi Method

Horses are used for a wide range of different purposes and may be vulnerable to a large number of different welfare issues, some of which are unique to equines, such as responses to being ridden or trained. Compared to farmed livestock, their welfare has received less attention, but concern for their welfare is increasing. Welfare issues can arise from the environments in which animals are kept, how they are treated by their human caregivers and their health. To determine which of the issues are most important and may need the greatest attention in terms of research effort or owner education, we used a process of eliciting expert opinion. Through a series of surveys and ranking of issues, we determined that, in the opinion of equine experts, the most important issues for horses were poor disease prevention, issues arising when old or sick horses are not promptly euthanized, lack of owner knowledge of welfare needs of horses, fear and stress involved in horse use, inability of owners to recognize pain behaviour, obesity and inadequate feeding practices. Prioritizing different welfare issues can help to focus attention on the most pressing or severe issues causing the greatest amount of suffering.

Abstract

Equine welfare issues are receiving increasing attention in the UK, but welfare problems can arise from a wide range of causes. In order to identify the most important welfare concerns for horses, we used a Delphi method with 19 equine welfare experts. An initial list of 84 equine welfare issues was generated using an online discussion board and NVivo thematic analysis. Subsequently, experts ranked these welfare issues for perceived prevalence, severity and duration of suffering associated with each issue on a 6-point Likert scale. All issues with a mean score of 3 or above (n = 37) were included in subsequent rounds. Finally, a subset of experts attended a two-day workshop to determine the final priority list of welfare issues. The welfare issues perceived to be most prevalent were lack of biosecurity, delayed euthanasia, lack of owner knowledge of equine welfare needs, fear and stress from use, and obesity. The issues considered to cause greatest suffering for individual horses were delayed euthanasia, lack of recognition by owners of pain behaviour, large worm burdens, obesity and being fed unsuitable diets for equine feeding behaviour. These outcomes can help to focus research and education interventions on the most pressing welfare issues for horses.

On-Farm Welfare Assessment of Horses: The Risks of Putting the Cart before the Horse

Although the question of animal welfare has been an important source of concern in the scientific community for several decades, many aspects are still under debate. On-farm assessments have to be rapid, acceptable to farmers and safe for both the assessors and animals. They are thus very demanding, with multiple decisions to make, such as the choice of appropriate indicators, sampling methods and scoring. Research has moved from resource-based to animal-based criteria, which reflects the subjective welfare state of an animal rather than relying upon external indices. In the present review, we describe two major (i.e., the most frequently/recently tested or disseminated) protocols: one in low-/middle-income countries, and the other in high-income countries, for on-farm assessments of horses, using animal-based resources; we evaluate their strengths and limitations, and then we compare their results with those obtained by various other studies. We propose lines of improvement, particularly in view of public dissemination, and offer suggestions for further refinement or new protocols. We emphasize the high risks of putting the cart before the horse, i.e., proposing protocols that rely upon indicators and sampling methods that need to be refined, as this could lead to under-evaluation (or less likely over-evaluation) of current welfare problems. Because welfare is a subjective experience, the true representation of an individual's actual welfare status has to be evaluated by using objective assessment tools (that are validated and have a scientific basis) used by well-trained observers.

Prioritization of Farm Animal Welfare Issues Using Expert Consensus

Prioritization of animal welfare issues can help identify which areas most require research funding and raise awareness of best practices. A modified Delphi method was used to obtain expert opinion on the highest priority welfare issues for UK farmed livestock. Fifty-eight UK-based experts were recruited onto the study, with a minimum of 3 years experience of working with either cattle, pigs, poultry, or small ruminants (12-16 experts per group). Experts were chosen to represent a broad range of opinions. Two rounds of surveys were conducted online using Online Survey, and the final round was an in-person workshop with 21 experts. In the first survey, experts were provided with a comprehensive list of species-specific welfare issues derived from the literature. Participants were asked to score each welfare issue, for (i) severity, (ii) duration, and (iii) prevalence on a 6-point Likert scale. The results of the first survey were reviewed and the welfare issues which scored a neutral-to-high response (scores 3-6) were carried forward. In round 2, participants were asked whether they agreed or disagreed with the rankings that were made from the results of round 1. The final stage of the process was a workshop, which consisted of a combination of group exercises and discussions, to reach the final consensus. Welfare priority lists were divided into two categories: severity/duration, and prevalence, to identify the priority welfare issues affecting individual animals and the population, respectively. Across all farmed species common concerns were inadequate or inappropriate nutrition, inability of stockpeople to recognize or treat welfare issues (such as pain or behavioral problems), lameness, chronic or endemic health issues, euthanasia and mortality and morbidity of neonates. Specific concerns related to behavioral restriction and damaging or abnormal behavior in pigs, poultry and dairy animals, inadequate housing for pigs and poultry, consequences of breeding decisions in pigs and poultry, and lack of access to veterinary care in sheep and beef. This Delphi process resulted in consensus on the most significant welfare challenges faced by UK livestock species and can help to guide future research and education priority decisions.

Demographic Factors Associated with Prince Edward Island Horse Farm Owner Awareness of the Code of Practice for the Care and Handling of Equines

The objectives of this study were to determine the proportion of owners of horse farms in Prince Edward Island (PEI), Canada that were aware of the Code of Practice for the Care and Handling of Equines (CODE) and determine demographic factors associated with awareness. A questionnaire was completed by owners at fifty horse farms. In total, 38% of the farm owners were unaware of the CODE, 48% were aware, but were not familiar with its content and only 14% used the CODE when making decisions on caring for their horses. Owners of private stables were more aware of the CODE than owners of boarding stables. The CODE awareness varied between the three PEI counties and was weakly associated with the number of horses owned by the farm owner. These results will be used to direct educational efforts and further research into CODE awareness and compliance for horses in PEI.

A Study of Traveller Horse Owners' Attitudes to Horse Care and Welfare Using an Equine Body Condition Scoring System

Traveller horses are often perceived to be exposed to poor welfare due to Travellers' traditional way of horsemanship. However, few studies have investigated Traveller horse welfare. Hence, the present study aims to explore Traveller horse owners' attitudes to horse care and welfare. Semi-structured interviews and discussion groups examined 14 Irish Traveller horse owners' attitudes and approach to horse ownership. Additionally, a body condition scoring (BCS) instrument was assessed for its accuracy and ease of use when applied by Traveller horse owners. Additionally, the BCS system was used to assess 18 horses. Results show that Travellers have a good understanding of horses' natural behaviours and environment, which is reflected in their management practices. However, barriers to improved welfare are land availability, since landowners are often reluctant to lease to Travellers, and the impoundment of horses as a consequence of fly grazing, under the Control of Horses Act 1996 (Ireland). Furthermore, Travellers regarded the BCS as a useful tool, but would require training to apply the scoring successfully. The results suggest that attitudes and management practices are favourable, but Travellers have limited means to overcome barriers. Therefore, it is necessary to increase capacity building and assist with the acquisition of land.

Living the 'Best Life' or 'One Size Fits All'-Stakeholder Perceptions of Racehorse Welfare

British horseracing industry stakeholders were asked to discuss their perceptions of racehorse welfare. From the discussions held with stakeholders eight different areas that would have an effect on welfare were pinpointed, with health as the most important. Two strands ran through all eight identified areas. These were health-related factors and the horse-human relationship. In their view, to live the ‘best life’ possible a horse in training should be treated as an individual whereas a ‘one size fits all’ approach best fitted a life lived where minimum welfare standards were in place. Participants highlighted some of the challenges racehorses face in terms of welfare together with any innovative or uncommon practices they had seen used. Health was seen as the most important challenge to welfare as well as being the most innovative, for instance, the continued growth in specialised veterinary treatments. The results from this study can be combined with practical animal welfare evidence to produce the first British racehorse welfare assessment tool.

Abstract

The purpose of the study was to explore the perceptions held by British racing industry stakeholders of factors influencing racehorse welfare. Ten focus groups were held across the UK with a total of 42 stakeholders from a range of roles within racehorse care including trainers, stable staff and veterinarians. Participants took part in three exercises. Firstly, to describe the scenarios of a ‘best life’ and the minimum welfare standards a horse in training could be living under. Secondly, to identify the main challenges for racehorse welfare and thirdly, to recall any innovative or uncommon practices to improve welfare they had witnessed. Using thematic analysis, eight themes emerged from the first exercise. Two strands, factors that contribute to maintaining health and the horse-human relationship ran through all eight themes. Across all themes horses living the ‘best life’ were perceived as being treated as individuals rather than being part of a ‘one size fits all’ life when kept under minimum welfare standards. Health was both perceived as the main challenge to welfare as well as one open to innovative practices such as improved veterinary treatments. Data obtained, informed by the knowledge and expertise of experienced stakeholders, combined with practical animal welfare science will be used to develop the first British racehorse welfare assessment protocol.

Health and Body Conditions of Riding School Horses Housed in Groups or Kept in Conventional Tie-Stall/Box Housing

We compared welfare indicators of riding school horses in group housing and tie-stalls/boxes. Of a total of 207 health conditions in 158 horses, tie-stall/box horses tended to have more small skin lesions at the saddling and girth sites, and in commissures of the lips. Tie-stall/box horses had had more respiratory problems and colic, possibly because of not having similar access to outdoor movement and water as group-housed horses. Many horses in both housing systems were above optimal weight. We conclude that group-housed riding school horses have better health and that all riding school horses would benefit from independent feed advice to maintain a healthy weight.

Abstract

We compared welfare measures of horses among Swedish riding schools (RS) during winter where horses were kept either in group housing (n = 8) or in tie-stalls/boxes (n = 8), Health data for six previous months were obtained for all horses at each RS from their records. Ten horses per RS were examined, with the exception of one where only 8 horses were examined. Health conditions and body condition score (BCS) using the Henneke scale were recorded and management factors were quantified (health check routines, feeding, housing-related risk factors, time outside). RS-recorded health data (for 327 horses in total) revealed that lameness was the most common issue in both systems. Respiratory problems and colic were significantly more common in tie-stall/box horses. The percentage of horses with respiratory problems (mean ± SEM) was 5.8 ± 1.4 in tie-stall/box systems and 1.1 ± 0.8 in group housing (F = 8.65, p = 0.01). The percentage with colic was 2.38 ± 0.62 in tie-stall/box systems and 0.38 ± 0.26 in group housing (F = 8.62, p = 0.01). Clinical examination of 158 horses revealed 207 conditions in these horses, the most common being minor skin injuries in areas affected by tack (i.e., saddle and bridle, including bit). Such injuries tended to be more prevalent in horses housed in tie-stalls/boxes (1.8 ± 0.6) than in group housing (0.5 ± 0.3) (F=3.14, p = 0.01). BCS was similar between systems (tie-stall/box 6.2 ± 0.1, group 6.3 ± 0.1), but the average BCS exceeded the level that is considered optimal (BCS 4–6). In conclusion, we found that Swedish RS horses are generally in good health, particularly when group-housed. However, 25%–32% were overweight. Riding schools would thus benefit from having an independent feeding expert performing regular body condition scoring of all horses and advising on feeding regimens.

An exploration of industry expert perception of Canadian equine welfare using a modified Delphi technique

The diversity of sectors that comprise the equine industry makes reaching a consensus regarding welfare issues a challenge. To allow for productive discussion, equine professionals (n = 34) chosen to represent the diverse specializations from across Canada were surveyed using the Delphi technique—a survey technique employing multiple, iterative “rounds” to consolidate viewpoints—to gather and consolidate information regarding areas of welfare concern in the Canadian equine industry. Only participants who completed the prior round could participate in subsequent rounds. In the first round, respondents were asked to identify examples of welfare issues. Qualitative analysis was used to sort and group answers based on their similarities. Participants identified 12 welfare issues best addressed at the individual horse level, and an additional 12 welfare issues best addressed at the industry level. In the second (n = 24) and third (n = 14) rounds, welfare issues, solutions, and potential motives were consolidated based on order ranking. Themes of “ignorance” and “lack of knowledge” identified throughout all three rounds were cited as both potential risks to welfare as well as motives leading to poor welfare situations. Responses in this study suggest that in order to improve the welfare of equids in the Canadian industry, equine professionals propose that a greater effort is required to help educate industry members and stakeholders such that, through daily routine care and management, higher standards of welfare can be attained.

An Exploration of Industry Expert Perception of Equine Welfare Using Vignettes

Abstract

As part of a larger Delphi survey project, equine professionals (n = 14) were presented with twelve short scenarios in which a horse’s welfare could be compromised. They were asked to rank each scenario (with 0 indicating no welfare concerns and 5 indicating a situation where immediate intervention was necessary), provide justification for their ranking, and give examples of what might have been the motivation behind the scenario. The wide range within vignette scores demonstrated the diversity of opinion even among a relatively small group of equine professionals. Qualitative analysis of responses to vignettes suggested that respondents typically ranked situations higher if they had a longer duration and the potential for greater or longer-lasting consequences (e.g., serious injury). Respondents were also the most sensitive to situations in which the horse’s physical well-being (e.g., painful experience) was, or could be, compromised. Financial reasons, ignorance, and human convenience were also areas discussed as potential motivators by survey respondents. Overall, responses from the vignettes allowed for a picture of welfare perception based on personal values.

How to minimise the incidence of transport-related problem behaviours in horses: a review

This review aims to provide practical outcomes on how to minimise the incidence of transport-related problem behaviours (TRPBs) in horses. TRPBs are unwanted behaviours occurring during different phases of transport, most commonly, a reluctance to load and scrambling during travelling. TRPBs can result in injuries to horses and horse handlers, horse trailer accidents, disruption of time schedules, inability to attend competitions, and poor performance following travel. Therefore, TRPBs are recognised as both a horse-related risk to humans and a human-related risk to horses. From the literature, it is apparent that TRPBs are common throughout the entire equine industry, and a YouTube keyword search of ‘horse trailer loading’ produced over 67,000 results, demonstrating considerable interest in this topic and the variety of solutions suggested. Drawing upon articles published over the last 35 years, this review summarises current knowledge on TRPBs and provides recommendations on their identification, management, and prevention. It appears that a positive human-horse relationship, in-hand pre-training, systematic training for loading and travelling, appropriate horse handling, and the vehicle driving skills of the transporters are crucial to minimise the incidence of TRPBs. In-hand pre-training based on correct application of the principles of learning for horses and horse handlers, habituation to loading and travelling, and self-loading appear to minimise the risk of TRPBs and are therefore strongly recommended to safeguard horse and horse-handler health and welfare. This review indicates that further research and education with respect to transport management are essential to substantially decrease the incidence of TRPBs in horses.
