It Is Not Easy Being Green: Recognizing Unintended Consequences of Green Stormwater Infrastructure

Impacts of a herring gull colony on runoff water quality from an urban green roof

Green infrastructure (GI) strategies, including green roofs, have become a common, decentralized, nature-based strategy for reducing urban runoff and restoring ecosystem services to the urban environment. In this study, we examined the water quality of incident rainfall and runoff from a green roof installed on top of the Jacob K. Javits Convention Center in New York City. Since the 2014 installation of this green roof, one of the largest in North America, a colony of nesting herring gulls grew to approximately 100 nesting pairs in 2018 and 150 nesting pairs in 2019. Water quality monitoring took place between September 2018 and October 2019. Except for phosphorus on some occasions, we found concentrations of nitrate, nitrite, chlorine, sulfate to be below federal drinking water standards. Levels of the fecal indicator bacteria (FIB), total coliform, E. coli, and Enterococcus, were consistently higher in runoff samples than rainwater, ranging from 150 to over 20,000 CFU/100 mL for E. coli and 100 to over 140,000 CFU/100 mL for total coliform. Quantitative polymerase chain reaction (qPCR) methods were used to search for potential opportunistic pathogens, including Legionella spp., Mycobacterium spp., Campylobacter spp., and Salmonella spp. Discovery of the presence of Catellicoccus marimammalium, a gull-associated marker in runoff water indicates that herring gulls are the likely source of contamination. Due to habitat loss, herring gulls, and other Larus gull species are increasingly nesting on urban roofs, both green (such as at the Javits Center) and conventional (such as on Rikers and Governors Islands). Habitat creation is one of the target ecosystem services desired from GI systems. Although the discharge from the green roof of the Javits Center is directed to the city's sewer system, this study demonstrates the need to treat runoff from green roofs with nesting gull populations if its intended use involves reuse or human contact.

Improving stormwater infiltration and retention in compacted urban soils at impervious/pervious surface disconnections with biochar

Urban development often results in compacted soils, impairing soil structure and reducing the infiltration and retention of stormwater runoff from impervious features. Biochar is a promising organic soil amendment to improve infiltration and retention of stormwater runoff. Soil at the disconnection between impervious and pervious surfaces represents a critical biochar application point for stormwater management from urban impervious features. This study tested the hypothesis that biochar would significantly improve water retention and transmission at four sites, where varying percentages (0%, 2%, and 4% w/w) of biochar were amended to soils between impervious pavement, and pervious grassed slopes. Field-saturated hydraulic conductivity (Ksat) and easily drainable water storage capacity were monitored at these sites for five months (two sites) and 15 months (two sites). At the end of the monitoring periods, the physical, chemical, and biological properties of each site's soil were assessed to understand the impact of biochar on soil aggregation, which is critical for improved soil structure and water infiltration. Results indicated that the field Ksat, drainable water storage capacity, and plant available water content (AWC) were 7.1 ± 3.6 SE, 2.0 ± 0.3 SE, and 2.1 ± 0.3 SE times higher in soils amended with 4% biochar, respectively, compared to the undisturbed soil. Factor analysis elucidated that biochar amendment increased the organic matter content, aggregate mean weight diameter, organo-mineral content, and fungal hyphal length while decreasing the bulk density. Across the 12 biochar/soil combinations, the multiple linear regression models derived from factor analysis described the changes in Ksat and AWC reasonably well with R2 values of 0.51 and 0.71, respectively. Using soil and biochar properties measured before biochar addition, two recent models, developed from laboratory investigations, were found helpful as screening tools to predict biochar's effect on Ksat and AWC at the four field sites. Overall, the findings illustrate that biochar amendment to compacted urban soils can significantly improve soil structure and hydraulic function at impervious/pervious surface disconnections, and screening models help to predict biochar's effectiveness in this context.

Sources of variation in nutrient loads collected through street sweeping in the Minneapolis-St. Paul Metropolitan Area, Minnesota, USA

Excess non-point nutrient loading continues to impair urban surface waters. Because of the potential contribution of tree litterfall to nutrient pollution in stormwater, street sweeping is a promising management tool for reducing eutrophication in urban and suburban regions. However, nutrient concentrations and loads of material removed through street sweeping have not been well characterized, impeding the development of pollution reduction credits and improvement of models for stormwater management. We evaluated the role of canopy cover over streets, street sweeper type, season, and sweeping frequency in contributing to variation in concentrations and loads of nitrogen (N), phosphorus (P), and solids recovered in street sweepings, using analyses of samples collected during regular street sweeping operations in five cities in the Minneapolis-St. Paul Metropolitan Area, Minnesota, USA. We expected that nutrient concentrations and loads would be highest in seasons and places of higher tree litterfall. We also expected that regenerative-air sweepers would recover higher loads compared to mechanical broom sweepers. Total N and P concentrations in sweepings increased most strongly with canopy cover in June, October, and November. Total N and P recovered in street sweepings similarly increased with canopy cover in June, October, and November, and peaked in early summer and autumn, times of high litterfall. In contrast, total dry mass in sweepings was greatest in early spring, following winter snowmelt. However, nutrient loads and concentrations did not differ between sweeper types. Our results add to growing evidence of the importance of street trees in contributing nutrient pollution to urban surface waters. Street sweeping focused on high-canopy streets during early summer and autumn is likely an effective management tool for stormwater nutrient pollution.

Leveraging green infrastructure for efficient treatment of reclaimed water

Global water scarcity necessitates creative, yet practical, solutions to meet ever-growing demand. Green infrastructure is increasingly used in this context to provide water in environmentally friendly and sustainable ways. In this study, we focused on reclaimed wastewater from a joint gray and green infrastructure system employed by the Loxahatchee River District in Florida. The water system consists of a series of treatment stages for which we assessed 12 years of monitoring data. We measured water quality after secondary (gray) treatment, then in onsite lakes, offsite lakes, landscape irrigation (via sprinklers), and ultimately in downstream canals. Our findings show gray infrastructure designed for secondary treatment, integrated with green infrastructure, achieved nutrient concentrations nearly equivalent to advanced wastewater treatment systems. For example, we observed a dramatic decline in mean nitrogen concentration from 19.42 mg L^-1 after secondary treatment to 5.26 mg L^-1 after spending an average of 30 days in the onsite lakes. Nitrogen concentration continued to decline as reclaimed water moved from onsite lakes to offsite lakes (3.87 mg L^-1) and irrigation sprinklers (3.27 mg L^-1). Phosphorus concentrations exhibited a similar pattern. These decreasing nutrient concentrations led to relatively low nutrient loading rates and occurred while consuming substantially less energy and producing fewer greenhouse gas emissions than traditional gray infrastructure-at lower cost and higher efficiency. There was no evidence of eutrophication in canals downstream of the residential landscape whose sole source of irrigation water was reclaimed water. This study provides a long-term example of how circularity in water use can be used to work toward sustainable development goals.

Effects of landscape characteristics, anthropogenic factors, and seasonality on water quality in Portland, Oregon

Urban areas often struggle with deteriorated water quality because of complex interactions between landscape factors and climatic variables. However, few studies have considered the effects of landscape variables on water quality at a sub-500-m scale. We conducted a spatial statistical analysis of six pollutants for 128 water quality stations in four watersheds around Portland, Oregon, using data from 2015 to 2021 for the wet season at two microscales (100 m and 250 m buffers). E. coli was associated with land cover, soil type, topography, and pipe length, while lead variations were best explained by topographic variables. Developed land cover and impervious surface explained variations in nitrate, while orthophosphate was associated with mean elevation. Models for zinc included land cover and topographic variables in addition to pipe length. Spatial regression models better explain variations in water quality than ordinary least squares models, indicating strong spatial autocorrelation for some variables. Our findings provide valuable insights to city planners and researchers seeking to improve water quality in metropolitan areas by manipulating city landscapes.

Green infrastructure drainage of a commercial plaza without directly connected impervious areas: a case study

A paired-catchment study of two adjacent commercial areas in northern Sweden, one with Green Infrastructure (GI) storm drainage and the other with a conventional storm sewer system, served to evaluate the hydrological performance of both drainage systems and demonstrate advantages of GI. The GI catchment avoided directly connected impervious areas by diverting runoff from a parking lot to a cascade of three infiltration features, a fractured rock strip draining onto a sloping infiltration area, followed by a collector swale. Both catchments were monitored over 4 years by measuring rainfall, runoff and, in the vicinity of the swale, soil water content and groundwater levels. For frequent storms, the median GI efficiencies in reducing runoff volumes and peak flows, and extending peak flow lags, were 96, 99 and 60%, respectively, compared to conventional drainage. The storm rainfall depth, initial soil water content, increases in intra-event soil water storage and groundwater levels had statistically significant effects on either runoff volume or peak flow reductions. No effects were found for storm rainfall intensity and duration, antecedent dry days, and initial groundwater levels. The study demonstrated that GI drainage can be successfully applied even in the challenging environment of a subarctic climate.

Phosphorus removal, metals dynamics, and hydraulics in stormwater bioretention systems amended with drinking water treatment residuals

Drinking water treatment residuals (DWTRs) are a promising media amendment for enhancing phosphorus (P) removal in bioretention systems, but substantial removal of dissolved P by DWTRs has not been demonstrated in field bioretention experiments. We investigated the capacity of a non-amended control media (Control) and a DWTR-amended treatment media (DWTR) to remove soluble reactive P (SRP), dissolved organic P (DOP), particulate P (PP), and total P (TP) from stormwater in a two-year roadside bioretention experiment. Significant reductions m SRP, PP and TP concentrations and loads were observed in both the Control and DWTR media. However, the P removal efficiency of the DWTR cells were greater than those of the Control cells for all P species, particularly during the second monitoring season as P sorption complexes likely began to saturate in the Control cells. The difference in P removal efficiency between the Control and DWTR cells was greatest during large storm events, which transported the majority of dissolved P loads in this study. We also investigated the potential for DWTRs to restrict water flow through bioretention media or leach heavy metals. The DWTRs used in this study did not affect the hydraulic performance of the bioretention cells and no significant evidence of heavy metal leaching was observed during the study period. Contrasting these results with past studies highlights the importance of media design in bioretention system performance and suggests that DWTRs can effectively capture and retain P without affecting system hydraulics if properly incorporated into bioretention media.

A Data-Driven Approach to Stormwater Quality Analysis in Two Urban Catchments

The StormTac Web model, representing a low-complexity conceptual model (LCCM), was applied to two urban catchments featuring stormwater quality controls, a stormwater pond or a biofilter. The model calculates annual average runoff from annual precipitation and land-use specific volumetric runoff coefficients and baseflows (in storm sewers), which are multiplied by the corresponding mean stormwater quality constituent concentrations obtained from the recently upgraded StormTac Database, to yield constituent loads. The resulting runoff loads pass through the stormwater quality control facilities (a stormwater pond or a biofilter) where treatment takes place and its efficacy is described by “reduction efficiencies”. For the four selected stormwater quality constituents (TP, Cu, Zn, TSS) and two study catchments, a 201-ha residential Ladbrodammen and an 8.2-ha Sundsvall traffic corridor, the compositions of stormwater entering and leaving the control facilities were calculated by StormTac Web and compared against the measured data. In general, the calculated concentrations were smaller than the measured ones, and these differences were reduced, but not eliminated in all cases, by considering uncertainties in both calculated and measured data. Uncertainties in calculated values consisted of two components, a flow component (assumed as 20%) and a concentration component, which was assumed equal to the relative standard error (RSE) of the data in the StormTac Database. Explanations of differences in calculated and measured stormwater data were discussed with respect to temporal changes and trends in environmental practices and stormwater quality monitoring and enhancement by treatment.

Socio-ecological drivers of multiple zoonotic hazards in highly urbanized cities

The ongoing COVID-19 pandemic is a stark reminder of the devastating consequences of pathogen spillover from wildlife to human hosts, particularly in densely populated urban centers. Prevention of future zoonotic disease is contingent on informed surveillance for known and novel threats across diverse human-wildlife interfaces. Cities are a key venue for potential spillover events because of the presence of zoonotic pathogens transmitted by hosts and vectors living in close proximity to dense human settlements. Effectively identifying and managing zoonotic hazards requires understanding the socio-ecological processes driving hazard distribution and pathogen prevalence in dynamic and heterogeneous urban landscapes. Despite increasing awareness of the human health impacts of zoonotic hazards, the integration of an eco-epidemiological perspective into public health management plans remains limited. Here we discuss how landscape patterns, abiotic conditions, and biotic interactions influence zoonotic hazards across highly urbanized cities (HUCs) in temperate climates to promote their efficient and effective management by a multi-sectoral coalition of public health stakeholders. We describe how to interpret both direct and indirect ecological processes, incorporate spatial scale, and evaluate networks of connectivity specific to different zoonotic hazards to promote biologically-informed and targeted decision-making. Using New York City, USA as a case study, we identify major zoonotic threats, apply knowledge of relevant ecological factors, and highlight opportunities and challenges for research and intervention. We aim to broaden the toolbox of urban public health stakeholders by providing ecologically-informed, practical guidance for the evaluation and management of zoonotic hazards.

Displacement of Racially and Ethnically Minoritized Groups after the Installation of Stormwater Control Measures (i.e., Green Infrastructure): A Case Study of Washington, DC

Stormwater control measures (SCMs) (i.e., green infrastructure) are advantageous methods of stormwater management. However, studies suggest that urban greening may be associated with gentrification, displacing racially/ethnically minoritized groups due to increased housing costs and loss of feelings of belonging. We studied displacement of racially/ethnically minoritized groups after SCM installation in Washington, DC. We compared the change in percentage of persons in racial/ethnic groups at the Census block group level with varying levels of SCM installation (i.e., area-weighted SCM count at 300 m buffer). We stratified findings by SCM type, pre-installation income, and SCM size. DC installed a higher density of SCMs in areas with a higher percentage of Black and/or Hispanic/Latino residents. Nonetheless, findings suggest SCM installation is associated with displacement of Black residents. The percentage of residents who are Black decreased by 2.2% [95% Confidence Interval: 1.7, 2.7] and 4.1% [95% Confidence Interval: 3.4, 4.8] after low and high levels of SCM installation, respectively. In turn, the change in percentage of residents who are White increased with increasing levels of SCM installation. Compared to ecological studies on SCMs, studies about social impacts are scarce. This research intends to help optimize SCM installations so more residents can enjoy their health, economic, and ecological benefits.

Managing Stormwater by Accident: A Conceptual Study

Stormwater-driven road salt is a chronic and acute issue for streams in cold, urban environments. One promising approach for reducing the impact of road salt contamination in streams and adjacent aquifers is to allow “accidental wetlands” to flourish in urban areas. These wetlands form naturally as a byproduct of human activities. In this study, we quantified the ability of an accidental wetland in northwestern North Carolina, USA, to reduce the timing and peak concentration of road salt in a stream. Monitoring suggests that flow and transport processes through the wetland reduce peak concentrations and delay their arrival at the adjacent stream. We expand these findings with numerical simulations that model multiple meltwater and summer storm event scenarios. The model output demonstrates that small accidental wetland systems can reduce peak salinities by 94% and delay the arrival of saltwater pulses by 45 days. Our findings indicate that accidental wetlands improve stream water quality and they may also reduce peak temperatures during temperature surges in urban streams. Furthermore, because they find their own niche, accidental wetlands may be more effective than some intentionally constructed wetlands, and provide opportunities to explore managing stormwater by letting nature take its course.

Contamination of Urban Stormwater Pond Sediments: A Study of 259 Legacy and Contemporary Organic Substances

Stormwater ponds improve water quality by facilitating the sedimentation of particles and particulate contaminants from urban runoff. Over time, this function entails the accumulation of contaminated sediments, which must be removed periodically to maintain a pond's hydraulic and treatment capacity. In this study, sediments from 17 stormwater sedimentation facilities from four Swedish municipalities were analyzed for 259 organic substances likely to be found in the urban environment. A total of 92 substances were detected in at least one sample, while as many as 52 substances were detected in a single sample. A typical profile of urban contamination was identified, including polychlorinated biphenyls, polycyclic aromatic hydrocarbons, organotins, aliphatic hydrocarbons, phthalates, aldehydes, polybrominated diphenyl ethers, perfluorinated substances, and alkylphenols. However, levels of contamination varied greatly between ponds, influenced heavily by the dilution of urban pollutants and wear particles from other sources of particles such as eroded soil, sand, or natural organic matter. For 22 of 32 samples, the observed concentrations of at least one organic substance exceeded the regulatory threshold values derived from toxicity data for both sediment and soil.

Green Infrastructure Planning Principles: An Integrated Literature Review

Green infrastructure is a strategically planned network of natural and semi-natural areas, including green and blue spaces and other ecosystems, designed and managed to deliver a wide range of ecosystem services at various scales. Apart from the ecological functions, green infrastructure, as a planning tool, contributes to social and economic benefits, leading to the achievement of sustainable, resilient, inclusive and competitive urban areas. Despite recent developments, there is still no consensus among researchers and practitioners regarding the concept of green infrastructure as well as its implementation approaches, which makes it often difficult for urban planners and other professionals in the field to develop a robust green infrastructure in some parts of the world. To address this issue, an integrative literature review was conducted to identify which green infrastructure planning principles should be acknowledged in spatial planning practices to promote sustainability and resilience. As a result of this literature review, the most common eight green infrastructure planning principles were selected—connectivity, multifunctionality, applicability, integration, diversity, multiscale, governance, and continuity. These principles intend to promote and simplify the development and use of green infrastructure by different academic and implementation organizations and provide a more defined model for sustainable landscape management in order to help practitioners and decision makers during the conceptualization and planning of green infrastructure.

Mitigation of Urban Pluvial Flooding: What Drives Residents’ Willingness to Implement Green or Grey Stormwater Infrastructures on Their Property?

As a consequence of climate change, the impact of pluvial flooding is expected to increase in the next decades. Despite citizens’ poor knowledge, several types of stormwater infrastructure can be implemented to mitigate the impact of future events. This paper focuses on the implementation of green and grey stormwater interventions (i.e., with or without vegetation) on private properties. Framed by the Protection Motivation Theory, a survey-based case study analysis, carried out in a pluvial flooding-prone area of the Veneto Region (Italy), highlights the main factors driving people’s willingness to implement these interventions. The analysis shows that the implementation of grey stormwater infrastructures is driven by the perceived threat and the amount of past pluvial flooding damage (i.e., the direct experience as a proxy of prior knowledge) while the implementation of green stormwater infrastructures is driven also by additional factors (awareness of these interventions, age and education level of the citizens). Based on these results, lack of knowledge on innovative stormwater interventions represents a critical barrier to their implementation on private properties, and it confirms the need for specific dissemination and information activities.

Comprehensive Assessment of Water Sensitive Urban Design Practices based on Multi-criteria Decision Analysis via a Case Study of the University of Melbourne, Australia

Water sensitive urban design (WSUD), as a typical green stormwater infrastructure (GSI), contains various facilities to decrease the urbanization impacts and enhance the values of amenity, ecosystem, and livability in Australia. Although WSUD has developed over 30 years, existing studies for WSUD performances have sometimes ignored its economic and social benefits, and there is still a lack of an integrated framework to optimize the GSI combinations based on various criteria in a site. This paper aims to utilize “score-rank-select” strategy to comprehensively assess WSUD combination scenarios from functional, economic, social, and environmental aspects, by taking the University of Melbourne (Parkville campus) as a case study. In detail, multi-criteria decision analysis (MCDA) was used for weight determination and scenario comparison. The results showed that scenario 4 with 52% green WSUD facilities had the highest assessment score (0.771) among the five scenarios, while the final score (0.758) of scenario 5 was lower than scenario 4 although its green facility proportion reached 69%. The trade-off relation between the proportion of grey and green WSUD facilities was further demonstrated. Additionally, this paper strongly recommends that the MCDA-based comprehensive assessment framework described here can be generally promoted for the water sector to solve the decision-making problems. The use of such a framework can further promote sustainable development by helping water managers to make informed and inclusive decisions involving a variety of factors.

Identification and Pre-Assessment of Former Watercourses to Support Urban Stormwater Management

The application of blue and green infrastructure in urban stormwater management has attracted increasing interest in recent years. At the same time, one can observe a heavy modification of urban watercourses by land reclamation measures aiming at canalizing, straightening, and draining existing water systems at many places around the world. In the context of sustainable urban development, the question arises, whether the reactivation of former watercourses could be an additional option to support urban stormwater management. This article introduces a process to identify former watercourses and to pre-assess their suitability to support urban stormwater management considering different hydraulic functionalities and stormwater related criteria. To prove the practicability of the approach, it was applied in a case study. Our investigations revealed that the reactivation of former watercourses can provide additional opportunities towards more nature-based and sustainable stormwater management in the urban fabric.
