Abstract
There is an assumption that with the disintegration of the Soviet Union, the Second World ceased to exist. Yet the demise of the Communist bloc as a geopolitical reality did not mean that it stopped exerting a defining influence over how people think and behave. This article examines how the postsocialist state in Kazakhstan deals with potential crises such as earthquakes and the extent to which the Soviet legacy still shapes intellectual debates, state structures, and civil society organisations in in that country. Drawing on fieldwork and interviews, this paper re-examines the Second World in its historical context and re-establishes it as a conceptual framework for considering disaster risk reduction in the former Soviet bloc. It argues that it is essential to pay attention to this legacy in Kazakhstan both in policy and practice if earthquake risk reduction is to be made more effective.

Abstract
Climate change-related extreme events such as floods have and will continue to present a great challenge to disaster risk management. There is a pressing need to develop a robust management strategy via enhancing the resiliency of the community, particularly in the context of complex urban environments, like Jakarta. Resilience is conceptualized within specific contexts and uniquely tailored to the targeted setting, yet research regarding the operational concept of a flood-resilient community in the context of Jakarta remains limited. This paper will elaborate this operational concept through understanding the desirable features and influential barriers of a flood-resilient community through the lenses of three main stakeholder groups: disaster risk reduction (DRR), climate change adaptation (CCA), and development. It will also discuss the ways in which the synergies that exist across these groups can be enhanced. Both quantitative and qualitative approaches were applied in this study, and multiple sources of data were used. The findings indicate that these groups share common views regarding the importance of human aspects being central to resilience building efforts. We argue there is an urgent need to shift the flood resilience building paradigm towards building community resilience from the people and to apply a collaborative governance approach to facilitate effective partnership between the actors involved.

Abstract
While much work has been invested in addressing the economic and technical basis of disaster preparedness, less effort has been directed towards understanding the cultural and social obstacles to and opportunities for disaster risk reduction. This paper presents local insights from five different national settings into the cultural and social contexts of disaster preparedness. In most cases, an early warning system was in place, but it failed to alert people to diverse environmental shocks. The research findings show that despite geographical and typological differences in these locations, the limitations of the systems were fairly similar. In Kenya, people received warnings, but from contradictory systems, whereas in the Philippines and on the island of Saipan, people did not understand the messages or take them seriously. In Bangladesh and Nepal, however, a deeper cultural and religious reasoning serves to explain disasters, and how to prevent them or find safety when they strike.

Abstract
Identifying and providing basic solutions using a collaborative approach in earthquake-stricken cities of Iran has not yet been addressed. This article focuses on an area of practice and views disaster risk management from the point of view of volunteer groups to illustrate how the main components of disaster risk management affect the strengthening of public participation. In this article, Buein Zahra, a small city in Iran, is considered as a high-risk earthquake zone. The basic components of risk management are identified, namely public awareness, knowledge, skills, enabling environment, organisational development and social participation. An assessment of these indicators was done, and multidimensional relationships were established between them to enable an increase in the capacity for public participation. Accordingly, the results indicate that a mere increase in public awareness and knowledge, as seen today, and an improvement in enabling environment, although affecting disaster risk reduction, cannot by themselves lead to real public participation. Organisational development and strengthening of crisis coping skills are two key components to improving participation during crises in the small cities of Iran. According to the results of this study, institutional capacity and unreal political commitment have caused inefficiency of public participation in earthquake preparedness.

Abstract
Recognition of projected increases in exposure to large-scale hazard events over the coming decades has identified a need to develop how disaster risk reduction and recovery are conceptualized and enacted. This paper discusses some strategies for pursing this goal in both disaster recovery and preparedness settings. The approaches discussed include understanding how communities learn from their hazardous experiences and transform these lessons into beliefs, relationships and capabilities that build future adaptive capacity. The paper draws on examples of transformative learning that illustrate how people can make fundamental shifts in how they think about, prepare for and respond to environmental challenge and change. Regarding transformation in pre-event settings, the paper first discusses why the addition of transformative strategies to disaster risk reduction programs is required. These include a need for rethinking socio-environmental relationships, increasing risk acceptance in the context of evolving hazardscapes, and countering beliefs regarding not preparing. The paper then offers strategies for motivating transformation and consolidating the outcomes of transformation in pre-event disaster risk reduction (DRR) strategies. A preliminary model that could inform the development of research questions on the development of transformative outcomes and their consolidation in enduring adaptive processes is presented.

Abstract
Currently, weather conditions and extreme weather are becoming more frequent and more intense. Along with climate change, the vulnerability of society and individual regions to the risk of various types of threats also increases. The objectives of “The Sendai Framework for Disaster Risk Reduction 2015–2030”, are the first global political frameworks of the United Nations program designed for the period post-2015. The original priority objectives of the Framework are: Understanding disaster risk, strengthening disaster risk governance to manage disaster risk, investing in disaster risk reduction for resilience, and enhancing disaster preparedness for effective response, and to “Build Back Better” in recovery, rehabilitation, and reconstruction. The provisions contained in the document are an essential step towards building global political coherence with an apparent reference to health, development, and climate change. The article is briefly reporting current Disaster Risk Reduction related programs and policies in Poland, contributions as part of The Sendai Framework for Disaster Risk Reduction implementation, and its challenges.

Abstract
Effective adaptation action to climate change requires a balance between reducing vulnerabilities and managing risks. However, in most adaptation actions, risks such as greenhouse gas emissions, and those that impose negative externalities on global communities and ecosystems, are often overlooked. This article contextualises adaptation of maize stover (MS) as a dairy cattle feed among resource-poor farmers in western Kenya. In so doing, it attempts to establish the nexus between resource constraint and maladaptation to climate change. Simulation of methane emissions was carried out from secondary data and a survey of dairy cattle feeding strategies by resource-poor farmers. The level of greenhouse gas emissions in dairy feeding strategies is used as a measure and indicator of sustainability. Using disaster risk reduction principles, policymakers and community of practice in climate change action are encouraged to design and implement policies and strategies that take cognisance of poverty-maladaptation-environmental degradation nexus.

Abstract
The most important theoretical argument concerning decentralised participatory governance is that it can make a government more accountable for the needs of the governed. Key to this process are participatory spaces that act as mechanisms for dialogue between citizens and local government. However, within Cochabamba, a city in the centre of Bolivia, South America, 'at-risk' citizens engage minimally with disaster risk issues in participatory spaces, despite high levels of civic participation. This is because 'at-risk' populations view disasters as a private/household problem that is symptomatic of household error, rather than seeing them as a broader public problem due to wider structural inequalities. Consequently, they redistribute responsibility for disaster risk reduction towards households, which (re)produces the absolution of government authorities as guarantors of disaster risk reduction. This paper challenges the normative assumption that participatory spaces facilitate democratic deliberation of disaster risk reduction and the downward accountability of local government for disaster risk reduction.

Abstract
Humanitarian governance is usually understood according to the classic, Dunantist paradigm that accords central importance to international humanitarian agencies. However, this is increasingly paralleled by 'resilience humanitarianism' that focuses, among other things, on including national actors in humanitarian governance. This article views humanitarian governance as emerging through interactions between authorities, implementing agencies and communities. It is based on interactive ethnography in five countries by Partners for Resilience (PfR). Using the Theory of Change (ToC) tool, it analyses the various interpretations and priorities of actors involved in humanitarian problems, solutions and programme governance. For example, PfR had a 'software' focus, aiming to unlock communities' potential for resilience, whereas communities and authorities preferred to receive tangible 'hardware' support. The findings highlight the crucial role of local authorities in shaping humanitarian aid. This is especially pertinent in view of the international agenda to localise aid, which requires the understanding and support of national actors in order to responsibly protect the vulnerable.

Abstract
INTRODUCTION Disaster epidemiological studies indicate that Asia has the highest frequency of natural disasters. Rural communities are heavily impacted by natural disasters and have different healthcare needs to urban ones. Referencing Asian countries, this paper's objective is to provide an overview of health impacts and the current evidence for designing programmes and policies related to rural health emergency and disaster risk management (health-EDRM). SOURCES OF DATA This paper uses published English-only reports and papers retrieved from PubMed, Google Scholar, Embase, Medline and PsycINFO on rural disaster and emergency responses and relief, health impact and disease patterns in Asia (January 2000-January 2018). AREAS OF AGREEMENT Earthquakes are the most studied natural disasters in rural communities. The medical burden and health needs of rural communities were most commonly reported among populations of extreme age. Most of the existing research evidence for rural interventions was reported in China. There lacks published peer-reviewed reports of programme impacts on personal and community preparedness. AREAS OF CONTROVERSY There is a lack of evidence-based health-EDRM interventions to evaluate implementation effectiveness in rural areas despite vast volumes of health-related disaster literature. GROWING POINTS Climate change-related disasters are increasing in frequency and severity. Evidence is needed for disaster risk reduction interventions to address the health risks specific to rural populations. AREAS TIMELY FOR DEVELOPING RESEARCH To support global policy development, urgent evidence is needed on the intervention effectiveness, long-term health outcomes, local and cultural relevance as well as sustainability of health relief produced by Health-EDRM programmes in rural areas.

Abstract
INTRODUCTION Perception the risk of disasters, is mainly of universal and theoretical nature and is a means of achieving risk understanding/knowledge. In Sendai Framework, the focus is on increasing risk understanding plans in order to achieve community resilience. Therefore, to achieve greater public participation in planning for disaster risk reduction (DRR), this study was conducted primarily to clarify people's expectations from disaster risk management authorities in order to approach managers' and experts' views to people's views. MATERIALS AND METHODS This qualitative study was conducted through semi-structured interviews with 22 participants, who were selected using a purposive sampling technique, in three provinces of Iran. Data analysis was performed by qualitative content analysis using open coding, classifying, and abstracting. RESULTS By constant, comparison of data, classes, and subcategories were defined. Knowledge, beliefs, practical obligation, respect for human beings, endeavoring for systemic actions in terms of planning, implementation, and evaluation classes. In three more abstract categories, personal, interpersonal, and social commitments were defined. CONCLUSION At the preparatory stage, disaster managers need the maximum participation of people in DRR programs. They, in addition to understanding the importance of their managerial positions at individual levels and social interactions, are committed to reducing risk.

Abstract
Chiefs are at the centre of household and community development efforts in most low-income countries around the world. Yet, researchers and scholars have paid limited attention to the institution of chieftaincy and to understanding its role in the management of climate change adaptation and disaster risk reduction. This paper draws on a micro ethnographic evaluation conducted in two predominantly rural districts of Malawi in southeast Africa to assess two different manifestations of elite control. In the first case, a resettlement programme was implemented where chiefs were co-opted and took the lead. In the second case, a food insecurity response programme was designed to exclude chiefs. The study finds that neither co-opting nor countering chiefs prevents elite capture. Rather, the majority of chiefs oscillate between malevolent and benevolent capture. The findings require that states focus on the cultural and political dimensions of rural life when designing climate change adaptation and disaster risk reduction programmes.

Abstract
The last 60 years have witnessed advanced technological innovation for disaster risk reduction (DRR) with the invention of high-resolution satellite imagery, digital cartography and modern engineering building techniques to high-yielding agricultural production. However, none have been highly satisfying in lessening the impact of disasters. The significant factor for the limited success of modern scientific society is that it views the world from a temporal perspective where humans are believed to be an active agent in modifying every natural possibility into opportunity. The very composite environmental system is simplified whilst extracting resources, resulting in resource depletion and environmental degradation, consequently opening the door for disaster. Technocratic science must recognise the need for a relational or holistic approach rather than believing in reductionist approaches alone whilst dealing with natural calamities. In this context, the knowledge of traditional societies is important to fill up the existing gaps created by the modern society. Traditional knowledge has different sets of ingredients to foster the development of the relational or holistic approach as it involves, interacts and interconnects humans, non-humans (animals and plants) and nature together, setting a perfect balance for sustainable development and DRR. It has vast undocumented observational data of changing natural phenomena, and in today's scenario of climate change and uncertainty, it can create a path for reliable adaptation measures from climate-induced disasters. Thus, a holistic approach is needed for comprehensive DRR measures where both scientific and traditional knowledge systems can work together. The main purpose of this article was to explore the effective ingredients of traditional knowledge in DRR and how this age-old wisdom can be offered a hand to its integration into and collaboration with scientific research and management for DRR. To fulfil the objectives, a theoretical desk study approach was followed by identifying relevant studies, highlighting traditional knowledge in DRR from empirical and grey literatures, archive materials, biblical stories and so on. This research highlights some of the good practices of traditional knowledge in DRR and the possible path of collaboration of two knowledge systems in DRR.

Abstract
INTRODUCTION Uganda remains seismically vulnerable to earthquakes, which constitute one of the most deadly naturally triggered disasters in the world. This is not surprising given the country's location in the East African Rift Valley System. METHOD This paper draws mainly on the authors' live event experience and some media reports to narratively outline the nature of a sizable earthquake, which measured a magnitude of 5.7 on the Richter scale that struck Uganda and other countries within the Lake Victoria Basin region on 10th September 2016 in the afternoon. RESULTS Rakai - a district in central region was the worst affected in Uganda. It witnessed the death of four people; 20 people were admitted to the hospital with injuries; a total of 590 people were affected; and serious structural damages mainly in buildings were reported, leaving many either razed to the ground or left with cracks. DISCUSSIONS Although this earthquake was less devastating in terms of injuries and fatalities compared to two previous earthquakes in Uganda, based on the Modified Mercalli Intensity Scale it was still considered to be severe. Therefore, this paper identified some proactive lessons as far as earthquake risk reduction in Uganda is concerned, which among others include: encouraging earthquake-resistant buildings; the safety of essential infrastructure; earthquake early warning systems supported by free global technologies; and the safety of rescue workers along with prioritizing the psychosocial needs of rescue teams. With all this in mind, the September 2016 earthquake should serve as a timely reminder that there is a real need for the proactive ex-ante earthquake preparedness rather than risking an expensive post-ante approach to responding to any future devastating earthquakes in Uganda.

Abstract
Risk assessment is a key component of public health interventions intended to prevent or reduce adverse health effects. Health risk assessments are widely used to guide public health programming, as well as multi-sectoral studies of environmental impact and developmental decision making. Analytical risk assessment is a well-validated tool that is routinely used among certain subsets of public health, including those for chemical, radiological, and microbiological risk assessment. However, this is not the case for risk assessments involving disasters in general, or more specifically, for public health emergencies involving environmental hazards (eg, technological, hydro-meteorological, and seismic).There remains a need for a reproducible, well-validated, disaster-related health risk assessment process that is suitable for accommodating the current gaps in certainty. This report is intended to offer a practical framework and nomenclature for assessing disaster-related health risk that is: (1) accurate; (2) based upon historical evidence; (3) quantifiable in public health terms; and (4) inclusive of uncertainty. Abstract
Extant research has explored the effect of natural hazards on the risk of armed conflict, but very few studies have examined how conflict dynamics affect disaster risk reduction (DRR), including climate change adaptation. This is surprising given the empirical evidence that indicates how often disasters and armed conflicts collide. To understand better the impact of armed conflict on DRR, this paper develops a conceptual typology that is based on rebel groups' territorial control and on the strength of informal institutions. It documents three main political orders amid conflict: rebel stability; informal stability; and fragmented landscape. These wartime political orders will have different effects on DRR and other development programmes, revealing the importance of desegregating armed conflict to facilitate tailor-made and more efficient interventions. The paper provides empirical evidence from Mali and the Philippines that illustrates the influence of these wartime political orders on DRR programmes.

Abstract
The global increase in the frequency and severity of natural hazards and extreme climatic events necessitates more efficient global and national strategies to reduce the likelihood and impact of traumatic consequences for disaster-affected populations. The recent inclusion of mental health in the Sendai Framework for Disaster Risk Reduction marks a pivotal point in the recognition of the significant burden of disasters on mental health, and a global commitment to reducing its impacts. Nevertheless, effective agreement implementation and efforts to reduce disaster mental health risks are facing significant challenges. These include a lack of clarity about the conceptual interlinkages and place of disaster risk reduction principles within the field of disaster mental health, which is traditionally marked by a prevailing recovery orientation, and the need for effective translation into disaster mental health policy and practice. Therefore, this study drew on data from interviews with European disaster mental health and risk reduction experts in order to appraise the merit and implications of a global disaster risk reduction policy for advancing population mental health in the context of disaster. Study findings outline existing opportunities, challenges, and key strategies for the integration of disaster risk reduction within disaster mental health policy and practice.

Abstract
Little is known about children's experiences and involvement in disaster preparation and recovery, in particular in low- and middle-income countries. Eliciting community members' perspectives on the 2015 floods in Tamil Nadu, India, may generate useful insights for improving services in low-resource settings. This qualitative study aimed to understand how children in Chennai experienced the floods, as reported by the adults in their community, and to explore children's involvement in disaster preparedness, response and recovery efforts as reported from the adults' perspective. We conducted in-depth, semi-structured interviews (N = 48) with family members (n = 36), and with staff of non-governmental organizations (NGOs) (n = 12) who actively participated in relief and recovery efforts. We also conducted two focus group discussions (n = 14) with NGO staff about a year after the 2015 South Indian floods in Chennai, India. Six broad themes regarding children's experiences and behaviours during and after the floods emerged: (1) unexpectedness of the floods; (2) children's safety - barriers and facilitators; (3) parents' reactions - helplessness, fear and pride; (4) children's reactions - helping hands, fun and fear; (5) barriers to a return to 'normal'; and (6) a determination to be prepared for next time. Children and families were deeply impacted by the floods, in part owing to a lack of preparation, as perceived by the study participants. It was also clear from the data analysis that caste and socioeconomic status played an important role in the families' ability to evacuate safely. Helplessness on the part of the parents was apparent, as was children's concern over recurrence of the flood. Similarly, gender appeared to affect child safety, recovery and other outcomes such as continued education. Priorities for future efforts involve the development and evaluation of child-centred education about flood awareness, child participation and safety.

Abstract
Resilience has received increased attention among both practitioners and scholars in recent years. Child resilience has received notable attention in disaster risk reduction (DRR) during the creation of the Sendai Framework 2015-2030 to improve child protection in the event of disasters. As resilience is a subjective concept with a variety of definitions, this study evaluates its different factors and determinates in the existing research to clarify the path for the near future and objective research. A systematic literature review was conducted by searching and selecting the peer-reviewed papers published in four main international electronic databases including PubMed, SCOPUS, WEB OF SCIENCE, and PsycINFO to answer the research question: "What are the criteria, factors or indicators for child resilience in the context of a natural disaster?" The process was based on PRISMA guidelines. In total, 28 papers out of 1838 were selected and evaluated using thematic analysis. The results are shown in two separate tables: one descriptive and the other analytical. Two main themes and five subthemes for criteria for child resilience in a disaster have been found. The factors found cover the following areas: mental health, spiritual health, physical, social behavior, and ecological, and as well as environmental. The majority of the included studies mentioned the scattered criteria about children resilience without any organized category. Although this concept is multifactorial, additional research is needed to develop this study and also observe other kinds of disasters such as human-made disasters.

Abstract
Even assuming a heroic rush towards carbon reduction and adaptation, some regions of the world will be hammered hard by climate impacts. Thus, a global consensus now sees the need for a supplemental plan to deal with the kind of harms that cannot be avoided-what Parties call 'loss and damage'. For a loss-and-damage plan to work, it must be capable of carrying the load, the load being whatever minimal standards that morality and political consensus require. But if residual risk climbs too high, it will fall short of even the most basic expectations. The Paris Agreement calls for holding the rise in global average temperature to 'well below 2°C above pre-industrial levels', while working to limit the increase to 1.5°C. How much difference is in that half-degree? From the point of view of residual risk, quite a lot. According to a 2016 study published by the European Geosciences Union, a jump from 1.5°C to 2°C could produce outsize impacts, particularly in tropical latitudes. That difference could mark the line between a plan that is politically and morally defensible and one that is not. Abstract
The Inverse Care Law is principally concerned with the effect of market forces on health care which create inequities in access to health services through privileging individuals who possess the forms of social capital that are valued within health care settings. The fields of disaster risk reduction need to consider the ways in which inequities, driven by economic and social policy as well as institutional decision-making, create vulnerabilities prior to a disaster, which are then magnified post disaster through entrenched structural differences in access to resources. Drawing on key principles within the Inverse Care Law, the Inverse Response Law refers to the idea that people in lower socio-economic groups are more likely to be impacted and to experience disparities in service provision during the disaster response and recovery phase. In a market model of recovery, vulnerable groups struggle to compete for necessary services creating inequities in adaptive capacity as well as in social and wellbeing outcomes over time. Both the Inverse Care Law and the Inverse Response Law focus on the structural organisation of services at a macro level. In this article, the Inverse Care Law is outlined, its application to medical treatment following disasters considered and an explanation of the Inverse Response Law provided. Case studies from recent disasters, in London, New Zealand, Puerto Rico and Mexico City are examined in order to illustrate themes at work relating to the Inverse Response Law.

Abstract
Climate change and climate-sensitive disasters significantly impact health. Linking Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) is essential for addressing these ever present, complex and increasing risks. Recent calls have been made to build these links in health. However, there is a need to clearly articulate why linking DRR and CCA is important in health. Furthermore, little is known about how DRR and CCA should be linked in health. By extensively examining relevant literature, this review presents the current state of knowledge of linking DRR and CCA in health. This includes the potential for maximising conceptual synergies such as building resilience, and reducing vulnerability and risk. Additionally, technical and operational synergies are identified to link DRR and CCA in health, including: policy, Early Warning Systems, vulnerability and risk assessment, health systems strengthening, infrastructure resilience, disaster preparedness and response, and health impact pathways. Public health actors have a central role in building these links due to their expertise, work functions, and experience in addressing complex health risks. The review concludes with recommendations for future research, including how to better link DRR and CCA in health; and the opportunities, challenges and enablers to build and sustain these links.

Abstract
Community resilience has grown in importance in national disaster response and recovery efforts. However, measurement of community resilience, particularly the content and quality of relationships aimed at improving resilience, is lacking. To address this gap, we used a social network survey to measure the number, type, and quality of relationships among organizations participating in 16 coalitions brought together to address community resilience in the Los Angeles Community Disaster Resilience project. These coalitions were randomized to one of two approaches (community resilience or preparedness). Resilience coalitions received training and support to develop these partnerships and implement new activities. Both coalition types received expert facilitation by a public health nurse or community educator. We also measured the activities each coalition engaged in and the extent to which partners participated in these activities at two time points. We found that the community resilience coalitions were initially larger and had lower trust among members than the preparedness communities. Over time, these trust differences dissipated. While both coalitions grew, the resilience community coalitions maintained their size difference throughout the project. We also found differences in the types of activities implemented by the resilience communities; these differences were directly related to the trainings provided. This information is useful to organizations seeking guidance on expanding the network of community-based organizations that participate in community resilience activities.

Abstract
Disasters and climate change have significant implications for human health worldwide. Both climate change and the climate-sensitive hazards that result in disasters, are discussed in terms of direct and indirect impacts on health. A growing body of literature has argued for the need to link disaster risk reduction and climate change adaptation. However, there is limited articulation of the commonalities between these health impacts. Understanding the shared risk pathways is an important starting point for developing joint strategies for adapting to, and reducing, health risks. Therefore, this article discusses the common aspects of direct and indirect health risks of climate change and climate-sensitive disasters. Based on this discussion a theoretical framework is presented for understanding these commonalities. As such, this article hopes to extend the current health impact frameworks and provide a platform for further research exploring opportunities for linked adaptation and risk reduction strategies.

Abstract
After the Great East Japan Earthquake and the subsequent Fukushima Daiichi Nuclear Power Station accident in 2011, there was a strong demand to promote disaster preparedness approaches and health checkups for the prevention of lifestyle diseases. This study examined the yearly change in the percentage of those who prepared for disasters and who utilized health checkups in Fukushima Prefecture, and identified the factors governing disaster preparedness and utilization of health checkups. We used the public opinion survey from 2011 to 2015 (n = 677–779 each year) on prefectural policies that is conducted every year by the Fukushima Prefecture government Public Consultation Unit. We found that the percentage of those who prepare for disasters decreased, while that for health checkups did not significantly change. With regard to disaster preparedness, experiences of disaster enhance disaster preparedness, while bonds with other local people help to maintain preparedness. For health checkups, familiarity with the welfare service was the most important factor governing such consultations. The findings suggest that social capital should be promoted in order to improve disaster preparedness. The findings also suggest that residents’ accessibility to medical and welfare services is also important in promoting the utilization of health checkups.

Abstract
Background: Millions of children are affected by disasters every year. Children need not be passive victims, however, but instead may contribute to disaster risk reduction activities. Objective: This paper provides a theoretical foundation for children's involvement in disaster risk reduction activities. Method: The paper reviews and analyses the literature on children's participation, on their developmental capacity to participate, and on disaster risk reduction activities involving children. Results: Participation yields numerous potential benefits for children, including enhanced personal development and skills, self-efficacy, and interpersonal relationships, and for communities through improved social connections and networks and disaster preparedness. Conclusions: Children are resources to be cultivated and mobilized for disaster preparedness, response, recovery, and resilience. Attention is needed to identify approaches to appropriately enlist, engage, and involve children in disaster risk reduction activities; to promote these efforts; and to evaluate these approaches.

Abstract
Myanmar is a country in political and economic transition. Facing a wide-variety of natural hazards and ongoing conflict, the country's under-developed infrastructure has resulted in high disaster risk. Following the devastation of Cyclone Nargis in 2008 and increased global focus on disaster management and risk reduction, Myanmar has begun development of national disaster policies. Myanmar's Action Plan for Disaster Risk Reduction addressed multiple stages of disaster development and has made progress towards national projects, however, has struggled to implement community-based preparedness and response initiatives. This article analyses Myanmar's disaster strategy, though the use of a disaster development framework and suggests areas for possible improvement. In particular, the article aims to generate discussion regarding methods of supporting objective evaluation of risk reduction initiatives in developing countries. Abstract
Community resilience is a key concept in the National Health Security Strategy that emphasizes development of multi-sector partnerships and equity through community engagement. Here, we describe the advancement of CR principles through community participatory methods in the Los Angeles County Community Disaster Resilience (LACCDR) initiative. LACCDR, an initiative led by the Los Angeles County Department of Public Health with academic partners, randomized 16 community coalitions to implement either an Enhanced Standard Preparedness or Community Resilience approach over 24 months. Facilitated by a public health nurse or community educator, coalitions comprised government agencies, community-focused organizations and community members. We used thematic analysis of data from focus groups (n = 5) and interviews (n = 6 coalition members; n = 16 facilitators) to compare coalitions’ strategies for operationalizing community resilience levers of change (engagement, partnership, self-sufficiency, education). We find that strategies that included bidirectional learning helped coalitions understand and adopt resilience principles. Strategies that operationalized community resilience levers in mutually reinforcing ways (e.g., disseminating information while strengthening partnerships) also secured commitment to resilience principles. We review additional challenges and successes in achieving cross-sector collaboration and engaging at-risk groups in the resilience versus preparedness coalitions. The LACCDR example can inform strategies for uptake and implementation of community resilience and uptake of the resilience concept and methods.

Abstract
How do disasters shape local government legitimacy in relation to managing climate- and disaster-related risks? This paper looks at how local authorities in Central Vietnam perceive their social contract for risk reduction, including the partial merging of responsibilities for disaster risk management with new plans for and investments in climate change adaptation and broader socioeconomic development. The findings indicate that extreme floods and storms constitute critical junctures that stimulate genuine institutional change. Local officials are proud of their strengthened role in disaster response and they are eager to boost investment in infrastructure. They have struggled to reinforce their legitimacy among their constituents, but given the shifting roles of the state, private sector, and civil society, and the undiminished emphasis on high-risk development models, their responsibilities for responding to emerging climate change scenarios are increasingly nebulous. The past basis for legitimacy is no longer valid, but tomorrow's social contract is not yet defined.

Abstract
It is a frightening reality for some people to be caught up in the midst of a disaster, alone and vulnerable due to their relative size, shape or weight. A literature search failed to find any empirical reports of data specific to body mass index (BMI) in disaster situations. A handful of largely anecdotal reports described situations in which people categorised as morbidly obese were negatively impacted in disasters because of their size and/or weight. While a small number of toolkits and training resources were found, there remains a paucity of research in relation to obesity and emergency planning or disaster risk reduction. This is somewhat surprising, considering the concern about increasing levels of obesity globally. Research is urgently needed to prioritise and address the specific considerations of people with morbid obesity and how communities plan, prepare, respond, and recover from disasters and public health emergencies.

Abstract
The islands of Fiji, in the Western Pacific, are exposed to a wide range of natural hazards. Tropical storms and associated floods are recurring natural phenomena, but it has been regularly alleged that Fijians lack preparation, over-rely on state assistance in post-disaster situations or engage in risky behaviours that aggravate the negative impact of floods. Risk reduction strategies, which are now implemented by government authorities and international organisations, heavily promote the principle of 'community preparedness'. Both community awareness programmes and capacity-building programmes are conducted throughout the country in the most vulnerable communities. This paper analyses how the inhabitants of Lomanikoro village, in the low areas of the Rewa Delta, perceive and manage existing flood risks. It examines social and cultural factors that contribute to shape risk response locally-in particular, why villagers may be reluctant to adopt some recommended preparedness measures and resettle in higher, safer zones.

Abstract
The past decade has seen the rapid proliferation of theory, literature, and research, in the field of tourism disaster and crisis management, however very few empirical studies of destination recovery consider the pre-crisis context, or extend beyond a particular crisis catalyst and subsequent return to “business as usual”. As a longitudinal case study, the island destination of Bali provides insight into tourism crisis vulnerability, particularly in relation to issues of unplanned development and host community over-dependence on tourism revenue. Furthermore, the experience of two separate targeted terrorist attacks on the island reveals a number of challenges and tangible lessons for stakeholders engaged in destination disaster management and crisis recovery. While the restoration of consumer confidence and arrival numbers are often considered to be indicators of successful tourism recovery, the broader disaster management literature advocates for proactive vulnerability reduction premised in sustainable development and comprehensive, integrated disaster risk reduction.

Abstract
In the spring of 2009, the Fargo, North Dakota, metropolitan area had 5 days to lay millions of sandbags to avoid devastation from record flooding of the Red River of the North. The community was able to successfully mitigate the flooding and escape potentially catastrophic economic, physical, and mental health consequences. We hypothesized that Fargo flood protection efforts reflected the community resilience factors proposed by Norris, Stevens, Pfefferbaum, et al. (2008): citizen involvement in mitigation efforts, effective organizational linkages, ongoing psychosocial support, and strong civic leadership in the face of rapidly changing circumstances. This community case report utilizes an extensive review of available sources, including news reports, government documents, research articles, and personal communication. Results demonstrate that Fargo's response to the threat of catastrophic flooding was consistent with Norris et al.'s (2008) factors of community resilience. Furthermore, success in 2009 carried over into future flood prevention and response efforts, as well as a structured approach to building psychological resilience. This case study contributes to the literature on community resilience by describing a community's successful efforts to avert a potentially catastrophic disaster.

Abstract
The need for high quality and timely disaster research has been a topic of great discussion over the past several years. Recent high profile incidents have exposed gaps in knowledge about the health impacts of disasters or the benefits of specific interventions—such was the case with the 2010 Gulf Oil Spill and recent events associated with lead-contaminated drinking water in Flint, Michigan, and the evolving health crisis related to Zika virus disease. Our inability to perform timely research to inform the community about health and safety risks or address specific concerns further heightens anxiety and distrust. Since nearly all disasters, whether natural or man-made, have an environmental health component, it is critical that specialized research tools and trained researchers be readily available to evaluate complex exposures and health effects, especially for vulnerable sub-populations such as the elderly, children, pregnant women, and those with socioeconomic and environmental disparities. In response, the National Institute of Environmental Health Science has initiated a Disaster Research Response Program to create new tools, protocols, networks of researchers, training exercises, and outreach involving diverse groups of stakeholders to help overcome the challenges of disaster research and to improve our ability to collect vital information to reduce the adverse health impacts and improve future preparedness.

Abstract
In contrast to continental nations, the world's 52 small island developing states (SIDS) are recognized as a collective of countries that experience disproportionate challenges for sustainable development related to their geography, small size, and physical isolation. These same states also face elevated risks for disaster incidence and consequences particularly in the realms of climate change, sea level rise, natural disasters (tropical cyclones, earthquakes, tsunamis, volcanoes), and marine hazardous materials spills. Cyclone Winston's direct impact on Fiji in 2016 and Cyclone Pam's landfall over Vanuatu in 2015 provide case examples illustrating the special vulnerabilities of the SIDS.

Abstract
UNLABELLED Introduction The aim of disaster reduction education (DRE) is to achieve behavioral change. Over the past two decades, many efforts have been directed towards this goal, but educational activities have been developed based on unverified assumptions. Further, the literature has not identified any significant change towards disaster preparedness at the individual level. In addition, previous research suggests that change is dependent on multiple independent predictors. It is difficult to determine what specific actions DRE might result in; therefore, the preamble of such an action, which is to have discussions about it, has been chosen as the surrogate outcome measure for DRE success. This study describes the relationship of the perceived entity responsible for disaster education, disaster education per se, sex, and country-specific characteristics, with students discussing disasters with friends and family as a measure of proactive behavioral change in disaster preparedness. METHODS A total of 3,829 final year high school students participated in an international, multi-center prospective, cross-sectional study using a validated questionnaire. Nine countries with different levels of disaster exposure risk and economic development were surveyed. Regression analyses examined the relationship between the likelihood of discussing disasters with friends and family (dependent variable) and a series of independent variables. RESULTS There was no statistically significant relationship between a single entity responsible for disaster education and discussions about potential hazards and risks with friends and/or family. While several independent predictors showed a significant main effect, DRE through school lessons in interaction with Family & Charity Organizations had the highest predictive value. CONCLUSIONS Disaster reduction education might require different delivery channels and methods and should engage with the entities with which the teenagers are more likely to collaborate. Abstract
Background The Third UN World Conference on Disaster Risk Reduction recommended the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, which aims to achieve substantial risk reduction and to avoid various disaster-associated losses, including human lives and livelihoods, based on the lessons from the implementation of the Hyogo framework. However, the recommendations did not lay enough stress on the school and the Safe School Concept, which are the core components of a disaster response. Objective To raise the issue of the importance of schools in disaster response. Results For human capacity building to avoid the damage caused by natural disasters, we should focus on the function of schools in the community and on school health framework. Schools perform a range of functions, which include being a landmark place for evacuation, acting as a participatory education hub among communities (students are usually from the surrounding communities), and being a sustainable source of current disaster-related information. In 2007, the Bangkok Action Agenda (BAA) on school education and disaster risk reduction (DRR) recommended the integration of DRR into education policy development, the enhancement of participatory mechanisms to improve DRR education, and the extension of DRR education from schools to communities. Based on our discussion and the recommendations of the BAA, we suggest that our existing challenges are to construct a repository of disaster-related lessons, develop training materials based on current information drawn from previous disasters, and disseminate the training to schools and communities. Conclusions Schools linked with school health can provide good opportunities for DRR with a focus on development of school health policy and a community-oriented participatory approach.

Abstract
Earth's climate is changing and national and international decision-makers are recognizing that global health security requires urgent attention and a significant investment to protect the future. In most locations, current data are inadequate to conduct a full assessment of the direct and indirect health impacts of climate change. All states require this information to evaluate community-level resilience to climate extremes and climate change. A model that is being used successfully in the United Kingdom, Australia, and New Zealand is recommended to generate rapid information to assist decision-makers in the event of a disaster. The model overcomes barriers to success inherent in the traditional ''top-down'' approach to managing crises and recognizes the capacity of capable citizens and community organizers to facilitate response and recovery if provided the opportunity and resources. Local information is a prerequisite for strategic and tactical statewide planning. Time and resources are required to analyze risks within each community and what is required to prevent (mitigate), prepare, respond, recover (rehabilitate), anticipate, and assess any threatening events. Specific requirements at all levels from state to community must emphasize community roles by focusing on how best to maintain, respond, and recover public health protections and the infrastructure necessary for health security.

Abstract
With the UN-led celebration of the International Year of Youth from August 2010 to August 2011 there has been a renewed interest in young people and the vital role they can play in important issues, such as disaster risk reduction (DRR). This study aims to examine the potential of science clubs as a vehicle for youth participation in DRR in the Philippines. A questionnaire survey was conducted to obtain quantitative and qualitative data. A total of 658 science club members from different provinces of the Philippines participated in the survey. The result of the survey is used to explain how the major barriers to youth participation in DRR can be overcome. Through science clubs, the youth can become a link between their school, home and community and can contribute to spreading knowledge about disaster prevention, preparedness and response learned inside and outside the classroom.

Abstract
Few studies have explored the relationships between nation-building, disaster risk reduction and climate change adaptation. Focusing on small island developing states, this paper examines nation-building in Timor-Leste, a small island developing state that recently achieved independence. Nation-building in Timor-Leste is explored in the context of disaster risk reduction, which necessarily includes climate change adaptation. The study presents a synopsis of Timor-Leste's history and its nation-building efforts as well as an overview of the state of knowledge of disaster risk reduction including climate change adaptation. It also offers an analysis of significant gaps and challenges in terms of vertical and horizontal governance, large donor presence, data availability and the integration of disaster risk reduction and climate change adaptation for nation-building in Timor-Leste. Relevant and applicable lessons are provided from other small island developing states to assist Timor-Leste in identifying its own trajectory out of underdevelopment while it builds on existing strengths.

Abstract
This paper contains a critical exploration of the social dimensions of the science-humanitarian relationship. Drawing on literature on the social role of science and on the social dimensions of humanitarian practice, it analyses a science-humanitarian partnership for disaster risk reduction (DRR) in Padang, Sumatra, Indonesia, an area threatened by tsunamigenic earthquakes. The paper draws on findings from case study research that was conducted between 2010 and 2011. The case study illustrates the social processes that enabled and hindered collaboration between the two spheres, including the informal partnership of local people and scientists that led to the co-production of earthquake and tsunami DRR and limited organisational capacity and support in relation to knowledge exchange. The paper reflects on the implications of these findings for science-humanitarian partnering in general, and it assesses the value of using a social dimensions approach to understand scientific and humanitarian dialogue.

Abstract
Infectious diseases have had a decisive and rapid impact on shaping and changing health policy. Noncommunicable diseases, while not garnering as much interest or importance over the past 20 years, have been affecting public health around the world in a steady and critical way, becoming the leading cause of death in developed and developing countries. This article discusses emergent issues in global health related to noncommunicable diseases and conditions, with focus on defining the unique epidemiologic features and relevant programmatic, health systems, and policy responses concerning noncommunicable chronic diseases, mental health, accidents and injuries, urbanization, climate change, and disaster preparedness.

The reconceptualization of security has been triggered by the end of the Cold War, by the process of globalization, and by the gradual transition from the Holocene to the Anthropocene phase of earth history (Brauch 2008, 2009, chap. 1 by Brauch/Oswald Spring above). From a philosophical perspective, in the contemporary security discussion the “dual moment of prevention and compensation of genuinely social and technical uncertainties” (Makropoulos 1995: 745–750) becomes decisive.
