Abstract
Sociological research emphasizes that personal networks offer social resources in times of need and that this capacity varies by the social position of those involved. Yet rarely are sociologists able to make direct comparisons of such inequalities. This study overcomes this methodological challenge by examining network activation among residents of two unequal neighborhoods severely devastated by Hurricane Katrina. Results indicate that local network capacities of Lower Ninth Ward residents relative to those of the more affluent Lakeview neighborhood dissipated before, during, and after the disaster to erode the life chances of individual residents and the neighborhood they once constituted.

Abstract
This article presents a new rationale for imposing restrictions on child labor. In a standard overlapping generation model where parental altruism results in transfers that children allocate to consumption and education, the Nash-Cournot equilibrium results in suboptimal levels of parental transfers and does not maximize the average level of utility of currently living agents. A ban on child labor decreases children's income and generates an increase in parental transfers bringing their levels closer to the optimum, raising children's welfare as well as average welfare in the short run and in the long run. Moreover, the inability to work allows children to allocate more time to education, and it leads to an increase in human capital. Besides, to increase transfers, parents decrease savings and hence physical capital accumulation. When prices are flexible, these effects diminish the positive welfare impact of the ban on child labor.

Abstract
Placement instability remains a vexing problem for child welfare agencies across the country. This study uses child welfare administrative data to retrospectively follow the entire placement histories (birth to age 17.5) of 474 foster youth who reached the age of majority in the state of Illinois and to search for patterns in their movement through the child welfare system. Patterns are identified through optimal matching and hierarchical cluster analyses. Multiple logistic regression is used to analyze administrative and survey data in order to examine covariates related to patterns. Five distinct patterns of movement are differentiated: Late Movers, Settled with Kin, Community Care, Institutionalized, and Early Entry. These patterns suggest high but variable rates of movement. Implications for child welfare policy and service provision are discussed.

Abstract
Despite its centrality to contemporary inequality, working poverty is often popularly discussed but rarely studied by sociologists. Using the Luxembourg Income Study (2009), we analyze whether an individual is working poor across 18 affluent democracies circa 2000. We demonstrate that working poverty does not simply mirror overall poverty and that there is greater cross-national variation in working than overall poverty. We then examine four explanations for working poverty: demographic characteristics, economic performance, unified theory, and welfare generosity. We utilize Heckman probit models to jointly model the likelihood of employment and poverty among the employed. Our analyses provide the least support for the economic performance explanation. There is modest support for unified theory as unionization reduces working poverty in some models. However, most of these effects appear to be mediated by welfare generosity. More substantial evidence exists for the demographic characteristics and welfare generosity explanations. An individual's likelihood of being working poor can be explained by (a) a lack of multiple earners or other adults in one's household, low education, single motherhood, having children and youth; and (b) the generosity of the welfare state in which he or she resides. Also, welfare generosity does not undermine employment and reduces working poverty even among demographically vulnerable groups. Ultimately, we encourage a greater role for the welfare state in debates about working poverty.

Abstract
This study examines the role of individual- and family-level factors in predicting the length of shelter stays for homeless families. Interviews were conducted with all families exiting one of six emergency family shelters in Worcester, Massachusetts, between November 2006, and November 2007. Analyses, using an ordinary least squares regression model, find that families with a positive alcohol or drug screen in the year prior stay 85 days longer than those without a positive screen; families leaving shelter with a housing subsidy stay 66 days longer than those leaving without a subsidy. Demographic factors, education, employment, health, and mental health are not found to predict shelter stay duration. Consistent with prior research, housing resources relate to families' time in shelter; with the exception of a positive substance abuse screen, individual-level problems are not related to their time in shelter. Efforts to expand these resources at the local, state, and national levels are a high priority.

Abstract
Prior to the creation of Temporary Assistance for Needy Families, federal legislation primarily positioned mothers in the private sphere of parenting and men in the public sphere of work. Welfare reform changed this citizenship construction dramatically, requiring mothers to work but failing to acknowledge their caretaking responsibilities. This article presents a discourse and content analysis of the welfare reform debate that directly referenced citizenship. Findings suggest that legislators emphasized paid work as a citizenship activity while rarely portraying parenting as such. Furthermore, legislators' endorsement of paid work as a duty of citizenship, and the manner in which they paired this endorsement with the minimizing of parenting as such a duty, may have further diminished the perception of parenting as a valuable citizenship activity. Welfare reform may have been possible because the heretofore recognized citizenship work of mothering was largely ignored in the congressional debate.

Abstract
This article investigates the individual and contextual roles of race on welfare sanctions: benefit cuts for failing to comply with work or other behavioral requirements under the Temporary Assistance for Needy Families program. Using six years of federal administrative data, I advance previous welfare research by providing a nationally representative analysis of participant-, county-, and state-level predictors of welfare sanctioning. Using theories of racial classification, racialized social systems, and racial threat as guiding frameworks, I find that black and Latina women are at a greater risk of being sanctioned than white women. Further, although odds of a sanction are slightly reduced for black women living in counties with greater percentages of blacks, the opposite holds for Latinas, who are at an increased risk of being sanctioned in counties with greater percentages of Latinos.

Abstract
Few studies have examined the impact of government support and policies on immigrant services within ethnic enclaves. This paper seeks to address this gap and examines the structure and challenges of ethnic community based organizations (CBOs) that serve low income immigrant populations and the impact of government support and policies on these CBOs. The study utilized case study and ethnographic methodologies and examined 2 Chinese and 2 Vietnamese CBOs in the San Francisco Bay Area. The findings show that ethnic CBOs critically depend on government fiscal support for survival. In exchange for fiscal support, ethnic CBOs represent public assistance and legitimacy interests for government in immigrant communities. However, culturally proficient and community leadership resources of ethnic CBOs can serve as bargaining chips to secure government funding, reduce compliance to government demands, and advance immigrant community interests. Nevertheless, in times of government fiscal crisis, ethnic CBOs and immigrant services tend to be most vulnerable to budget cuts due to lack of political voice. In sum, government-community collaboration through ethnic CBOs has a central role to play in facilitating and strengthening health and human services for rapidly growing, culturally diverse immigrant populations. These collaborative efforts in immigrant services are vital to cultivating healthy immigrant human capital and multicultural communities across the United States.

Abstract
This final rule revises and clarifies requirements for the management, distribution, and use of donated foods in the National School Lunch Program and other child nutrition programs, in the Nutrition Services Incentive Program, and by charitable institutions. In response to an audit by the USDA Office of Inspector General, the rule establishes specific requirements to ensure that recipient agencies in child nutrition programs receive the benefit and value of all donated foods received and provided to food service management companies to conduct the food service. The rule also incorporates legislative changes affecting the distribution of donated foods in the Nutrition Services Incentive Program, and reduces reporting and administrative requirements for donated foods provided to charitable institutions. Lastly, the rule restructures and revises regulatory provisions in a plain language format to make them easier to read and understand.

Abstract
This final rule applies to the Temporary Assistance for Needy Families (TANF) program and requires States, the District of Columbia and the Territories (hereinafter referred to as the "States") to use the "benefiting program" cost allocation methodology in U.S. Office of Management and Budget (OMB) Circular A-87 (2 CFR part 225). It is the judgment and determination of HHS/ACF that the "benefiting program" cost allocation methodology is the appropriate methodology for the proper use of Federal TANF funds. The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 gave federally-recognized Tribes the opportunity to operate their own Tribal TANF programs. Federally-recognized Indian tribes operating approved Tribal TANF programs have always followed the "benefiting program" cost allocation methodology in accordance with OMB Circular A-87 (2 CFR part 225) and the applicable regulatory provisions at 45 CFR 286.45(c) and (d). This final rule contains no substantive changes to the proposed rule published on September 27, 2006.

Abstract
Both "welfare culture" arguments and structural explanations of poverty suggest that attitudes may have an effect on work and welfare outcomes. However, most scholars only examine objective behaviors and characteristics despite the fact that values are an underlying mechanism in explanations of the transmission of welfare and work behavior. Using data from a survey of recent welfare recipients in Louisiana and structural equation methods, we analyze causal relationships among family background, socioeconomic characteristics, attitudes, and two outcomes--TANF participation and employment. We find some support for the intergenerational transmission of welfare but not through values; we find no evidence that under the TANF system, values inhibit work.

Abstract
Despite a high prevalence of domestic violence among welfare clients, most studies of the implementation of the Family Violence Option (FVO) under welfare reform find that women rarely receive domestic violence services in welfare offices. This study reviews findings from current research on the factors that improve the likelihood that women will reveal their domestic violence experiences to service personnel, and uses the guidelines drawn from this review to evaluate domestic violence screening practices in welfare offices using 782 transcribed interviews between welfare workers and clients from 11 sites in four states. The analysis found that only 9.3% of case encounters involved screening for domestic violence. Screening rates differed by state, interview type, and length of worker employment. Qualitative analysis of the interviews showed that the majority of screening by workers was routine or consisted of informing clients of the domestic violence policy without asking about abuse. Only 1.2% of the interviews incorporated at least two of the procedures that increase the likelihood of disclosure among domestic violence survivors, suggesting deeply inadequate approaches to screening for abuse within the context of welfare offices, and a need for improved training, protocol, and monitoring of FVO implementation.

Abstract
This final rule implements changes to the Temporary Assistance for Needy Families (TANF) program required by the Deficit Reduction Act of 2005 (DRA) (Pub. L. 109-171). The DRA reauthorized the TANF program through fiscal year (FY) 2010 with a renewed focus on work, program integrity, and strengthening families through healthy marriage promotion and responsible fatherhood. On June 29, 2006, ACF published an interim final rule implementing the required statutory changes with a 60-day comment period that ended on August 28, 2006. We have considered all comments received during this period and made necessary changes as reflected in this final rule.

Abstract
Using a telephone survey, this study examined the experiences of 100 foster mothers who receive aid through Temporary Assistance for Needy Families (TANF). Foster mothers reported numerous difficulties with TANF, including frequent sanctions and case closings, limited work and training opportunities, and pervasive material hardships. Foster children exhibited high levels of emotional and behavior problems. The data suggest that lack of access to child care and pressure to become self-sufficient may contribute to a decreased pool of foster mothers.

Abstract
In the immediate aftermath of Hurricane Katrina in August 2005, many oral historians throughout the nation began to consider the role their methodology could serve in documenting the storm and its aftermath. Interviewing so soon after such a traumatic event creates new considerations for oral history as an approach to recording experience. The problems and possibilities of oral history as such a moment initiated a vibrant discussion on H-Oralhist and at professional meetings in the fall of 2005. This article reflects on many of the topics raised in that dialogue, including issues of historical distance, objectivity, reflection, and emotional trauma. The piece also offers an early review of the work of the Center for Oral History and Cultural Heritage at the University of Southern Mississippi to document the impact of Hurricane Katrina in Mississippi.

Abstract
This article examines the employment and child care responses of families participating in 10 experimental welfare reform programs conducted in the United States between 1989 and 2002. For the programs analyzed, child care use increases by about the same amount as the increase in employment. Most of the increased child care comprises informal care by a relative, particularly care by a sibling or a grandparent. Although there are significant differences in the child care responses across the various programs tested, there are no significant differences in the impacts for persons leaving welfare versus persons staying on welfare.

Abstract
Expansion of health care coverage has risen to the top of the legislative agenda in California. One question within the health care reform debate is whether expanding health insurance to all Californians will attract new undocumented immigrants who would come primarily for those benefits. A review of studies on immigration and public benefits suggests that the net attraction of any major expansion of health insurance in California would be minor in comparison to the existing attractions of jobs, family and other factors. This policy brief reviews research studies on undocumented immigration and public benefits, with specific attention to health insurance benefits. Because so few studies examine the migration of undocumented immigrants for health benefits, we also review two directly related areas of inquiry: (1) the relationship between public benefits offered by a state and the destination choice of legal immigrants to the United States; and (2) the migration of low-income citizens across state lines in response to public benefits offered by states.
