Sustainable Agri-Food Systems: Environment, Economy, Society, and Policy

Agri-food systems (AFS) have been central in the debate on sustainable development. Despite this growing interest in AFS, comprehensive analyses of the scholarly literature are hard to find. Therefore, the present systematic review delineated the contours of this growing research strand and analyzed how it relates to sustainability. A search performed on the Web of Science in January 2020 yielded 1389 documents, and 1289 were selected and underwent bibliometric and topical analyses. The topical analysis was informed by the SAFA (Sustainability Assessment of Food and Agriculture systems) approach of FAO and structured along four dimensions viz. environment, economy, society and culture, and policy and governance. The review shows an increasing interest in AFS with an exponential increase in publications number. However, the study field is north-biased and dominated by researchers and organizations from developed countries. Moreover, the analysis suggests that while environmental aspects are sufficiently addressed, social, economic, and political ones are generally overlooked. The paper ends by providing directions for future research and listing some topics to be integrated into a comprehensive, multidisciplinary agenda addressing the multifaceted (un)sustainability of AFS. It makes the case for adopting a holistic, 4-P (planet, people, profit, policy) approach in agri-food system studies.

Building resilient food system amidst COVID-19: Responses and lessons from China

CONTEXT

The COVID-19 pandemic continues to spread over the world and has heightened concerns over global food security risks. As the first country hit by COVID-19, China has adopted a series of stringent mitigation policies to contain the spread of virus. This has led to food system disruptions due to restrictions on labor and interruption of transport, processing, retailing, and input distribution.

OBJECTIVE

The objective of this contribution is to report evidence for initial impacts and resilience of China's food system amid the COVID-19 pandemic and to discuss government's responses as well as long-term efforts that promoted resilience.

METHODS

We reviewed a range of publications, government released reports and official information, blogs, and media articles, and whenever possible, we complemented this qualitative information with quantitative data from China's National Bureau of Statistics and finally empirical data obtained from a simulation study.

RESULTS AND CONCLUSIONS

We identified China's earlier responses in each key food system activities including ensuring effective logistics of agricultural products and inputs, supporting production and processing, matching supply with demand, and mitigating consumer's income loss. In particular, innovative information and communications technology (ICT) applications along the food system had been highlighted. Coupled with China's long-term efforts in investing in agriculture, building emergency response systems, and adopting governor's responsibility mechanisms, there has been little panic in the food system with largely sufficient supplies and stable prices. In the second quarter of 2020, after registered negative growth in the first quarter, primary agriculture grew by 3.4% and the negative growth of livestock production was narrowed significantly by 8.7 percentage points. Food prices rose by a modest 0.6% and returned to normal after a surge in February 2020.

SIGNIFICANCE

We expect that China's experiences on building resilient food systems could improve understanding of the challenges posed by COVID-19 from a retrospective perspective and provide lessons to other countries that are experiencing disruptions in the food systems worldwide. The lessons are also important for strengthening the resilience of food systems over longer time horizons.

COVID-19 and food security: Panel data evidence from Nigeria

This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to examine the implication of the COVID-19 pandemic on household food security and labor market participation outcomes in Nigeria. To examine these relationships and implications, we exploit spatial variation in exposure to COVID-19 related infections and lockdown measures, along with temporal differences in our outcomes of interest, using a difference-in-difference approach. We find that households exposed to higher COVID-19 case rates or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that the spread of the pandemic is associated with significant reductions in labor market participation. For instance, lockdown measures are associated with 6-15 percentage points increase in households' experience of food insecurity. Similarly, lockdown measures are associated with 12 percentage points reduction in the probability of participation in non-farm business activities. These lockdown measures have limited implications on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food security. These findings can help inform immediate and medium-term policy responses, including social protection policies aiming at ameliorating the impacts of the pandemic.

Future foods for risk-resilient diets

Future foods, such as microalgae, mycoprotein and mealworm, have been suggested as nutritious and sustainable dietary options. Here we consider one of the most profound, yet neglected, benefits of future foods farming systems-their potential to provide essential nutrition in the face of systemic disturbances-and discuss major barriers to realizing this prospect.

Seafood businesses' resilience can benefit from circular economy principles

Seafood is expected to become increasingly important in future food systems and healthy diets. This transition will require the seafood sector to adapt business practices to respond to environmental and social challenges while increasing resilience. Here, we develop the circular economy-resilience framework for business models (CERF-BM) and, through exploring the current literature, apply this framework to business models in the seafood sector. We find that the majority of business models incorporate elements of circular economy and resilience in a limited way. The reviewed business models often fail to consider other supply chain actors and, instead, focus on the business itself and its customers. The CERF-BM helps to elucidate this disconnect through assessing business models against company-level actions towards circularity in combination with systems-level resilience mechanisms. To reap the synergies between the circular economy and resilience mechanisms, seafood businesses could extract more value from organic waste and dematerialize their business models.

Alternative Seafood Networks During COVID-19: Implications for Resilience and Sustainability

Export-oriented seafood trade faltered during the early months of the COVID-19 pandemic. In contrast, alternative seafood networks (ASNs) that distribute seafood through local and direct marketing channels were identified as a “bright spot.” In this paper, we draw on multiple lines of quantitative and qualitative evidence to show that ASNs experienced a temporary pandemic “bump” in both the United States and Canada in the wake of supply chain disruptions and government mandated social protections. We use a systemic resilience framework to analyze the factors that enabled ASNs to be resilient during the pandemic as well as challenges. The contrast between ASNs and the broader seafood system during COVID-19 raises important questions about the role that local and regional food systems may play during crises and highlights the need for functional diversity in supply chains.

Cross-national analysis of food security drivers: comparing results based on the Food Insecurity Experience Scale and Global Food Security Index

The second UN Sustainable Development Goal establishes food security as a priority for governments, multilateral organizations, and NGOs. These institutions track national-level food security performance with an array of metrics and weigh intervention options considering the leverage of many possible drivers. We studied the relationships between several candidate drivers and two response variables based on prominent measures of national food security: the 2019 Global Food Security Index (GFSI) and the Food Insecurity Experience Scale’s (FIES) estimate of the percentage of a nation’s population experiencing food security or mild food insecurity (FI<mod). We compared the contributions of explanatory variables in regressions predicting both response variables, and we further tested the stability of our results to changes in explanatory variable selection and in the countries included in regression model training and testing. At the cross-national level, the quantity and quality of a nation’s agricultural land were not predictive of either food security metric. We found mixed evidence that per-capita cereal production, per-hectare cereal yield, an aggregate governance metric, logistics performance, and extent of paid employment work were predictive of national food security. Household spending as measured by per-capita final consumption expenditure (HFCE) was consistently the strongest driver among those studied, alone explaining a median of 92% and 70% of variation (based on out-of-sample R2) in GFSI and FI<mod, respectively. The relative strength of HFCE as a predictor was observed for both response variables and was independent of the countries used for model training, the transformations applied to the explanatory variables prior to model training, and the variable selection technique used to specify multivariate regressions. The results of this cross-national analysis reinforce previous research supportive of a causal mechanism where, in the absence of exceptional local factors, an increase in income drives increase in food security. However, the strength of this effect varies depending on the countries included in regression model fitting. We demonstrate that using multiple response metrics, repeated random sampling of input data, and iterative variable selection facilitates a convergence of evidence approach to analyzing food security drivers.

Urban Food Systems: A Bibliometric Review from 1991 to 2020

The increase of urbanization is affecting the urban food system (UFS) in many areas, primarily production, processing, and consumption. The upgrading of the urban food consumption structure not only puts forward higher food production requirements, but also poses a challenge to resource consumption and technological innovation. Considerable case or review studies have been conducted on UFS, but there is no bibliometric review attempting to provide an objective and comprehensive analysis of the existing articles. In this study, we selected 5360 research publications from the core Web of Science collection from 1991 to 2020, analyzing contributions of countries, institutions, and journals. In addition, based on keyword co-occurrence and clustering analyses, we evaluated the research hotspots of UFS. The results show that global research interest in UFS has increased significantly during these three decades. The USA, China, and the UK are the countries with the highest output and closest collaborations. UFS research involves multiple subject categories, with environmental disciplines becoming mainstream. Food security, food consumption, and food waste are the three main research areas. We suggest that food sustainability and resilience, food innovation, and comparative studies between cities should be given more attention in the future.

Academy of Nutrition and Dietetics: Revised 2020 Standards of Professional Performance for Registered Dietitian Nutritionists (Competent, Proficient, and Expert) in Sustainable, Resilient, and Healthy Food and Water Systems

Current systems of food production and consumption are challenged by factors such as natural resource constraints, relative unaffordability of nutrient-dense foods, persistent social inequities, and high rates of diet-related disease. Registered dietitian nutritionists (RDNs) play a critical role in protecting the health of current and future populations by advancing sustainable, resilient, and healthy food and water systems. By definition, such systems can meet current dietary needs without jeopardizing the ability to meet the needs of future generations; can withstand or adapt to disturbances over time; and can equitably facilitate disease prevention and well-being for all individuals. This area of practice within nutrition and dietetics requires recognition of the complex interrelationships among indiviudal health and economic, environmental, and social domains of food and nutrition, and allows RDNs to bring unique expertise to diverse interprofessional teams. The Revised 2020 Standards of Professional Performance for RDNs (Competent, Proficient, and Expert) in Sustainable, Resilient, and Healthy Food and Water Systems update the 2014 standards and cover the following 6 standards of professional performance: Quality in Practice, Competence and Accountability, Provision of Services, Application of Research, Communication and Application of Knowledge, and Utilization and Management of Resources. Within each standard, specific indicators provide measurable action statements that illustrate how the RDN can apply the principles of sustainable food systems to a variety of practice settings. The indicators describe 3 skill levels (ie, competent, proficient, and expert) for RDNs in this focus area.

Food system resilience and COVID-19 – Lessons from the Asian experience

The impact of the COVID-19 pandemic on the food system has exposed the vulnerabilities of the supply chain, although the extent of disruption varies widely, globally and in Asia. However, food systems in Asia have been proven relatively resilient when compared with other regions. This paper considers the immediate effects of the COVID-19 pandemic on the food system, particularly in Asia, and initial responses of governments and global agencies to manage the crisis. A major focus of the paper is on the outlook for food system resilience in a post-COVID-19 environment and likely long-term effects of the pandemic. There is always a possibility of such shock events occurring in the future, hence it seems prudent to look at lessons that may be learned from the responses to the current pandemic.

A rapid assessment framework for food system shocks: Lessons learned from COVID-19 in the Indo-Pacific region

The frequency and severity of shocks to food systems is accelerating globally, exemplified by the current COVID-19 outbreak. In low- and middle-income countries, the impacts have exacerbated existing food system vulnerabilities and poverty. Governments and donors must respond quickly, but few tools are available that identify interventions to build food system resilience, or emerging opportunities for transformation. In this paper we reflect on the application of a systems-based rapid assessment which we applied across 11 Indo-Pacific countries in May-July 2020. Our approach was shaped by three design parameters: the integration of key informants' perspectives engaged remotely within the countries, applicability to diverse food systems and COVID-19 experiences across the region, and the consideration of food systems as complex systems. For the rapid assessment we adopted an analytical framework proposed by Allen and Prosperi (2016). To include a development lens, we added the analysis of vulnerable groups and their exposure, impacts, recovery potential and resilience, and pro-poor interventions. We concluded that the framework and approach facilitated integration and triangulation of disparate knowledge types and data to identify priority interventions and was sufficiently flexible to be applied across food systems, at both national, sub-national and commodity scales. The step-wise method was simple and enabled structured inquiry and reporting. Although the systems concepts appeared more easily transferrable to key informants in some countries than others, potentially transformational interventions were identified, and also some risks of maladaptation. We present a refined framework that emphasises analysis of political, economic and institutional drivers of exposure and vulnerability, the constraints that they pose for building recovery potential and resilience, and trade-offs amongst winners and losers inherent in proposed interventions.

Transformation of the Food Sector: Security and Resilience during the COVID-19 Pandemic

The ongoing COVID-19 pandemic has resulted in a new era in the efficacy of the food supply chain, while the consequences of this new era on humanity, the economy, and the food sector are still under examination. For example, food security is one vital aspect of food systems which is directly affected. This review summarizes food security during epidemics and pandemics before moving on to panic buying, food shortages, and price spikes observed during the current crisis. The importance of food resilience, together with the need for addressing issues related to food loss and food waste, is underlined in the review towards food security and sustainable development. As a result, the pandemic has shown that our food systems are fragile. Since the global population and urbanization will grow in the coming decades, pandemics will likely occur more often, and climate change will intensify. Consequently, there is a need to ensure that our food systems become more sustainable and resilient. To that end, we have highlighted the need to develop contingency plans and mitigation strategies that would allow a more rapid response to extreme events (e.g., disasters from climate change) and transform the food sector by making it more resilient.

Increasing City Resilience through Urban Agriculture: Challenges and Solutions in the Global North

Cities, which now host the majority of the global population, are vulnerable to environmental and socio-economic disturbances, which are likely to increase in number and severity in the near future. Urban agriculture (UA) could help increase the resilience of cities to a range of pressures and acute shocks by improving food security and public health, building social capital, and promoting circular economies. However, comprehensive assessments of its potential are still lacking. Here, we use a systematic review of the literature on UA in the global North to identify factors that determine its success in providing resilience benefits, explore challenges that can limit this, and develop a conceptual model to highlight the ways in which it could be enhanced through research, policy, and practice. We define the success of UA in increasing city resilience as determined by five factors, which in turn depend on the amount of institutional and public support for UA, the presence of a sufficient knowledge base, communication and collaboration among different actors, and resourcefulness in finding alternative ways to use space and other resources efficiently. We close with a discussion of specific directions for research and practice based on the conceptual model developed here.

Towards Post-Pandemic Sustainable and Ethical Food Systems

The current global COVID-19 pandemic has led to a deep and multidimensional crisis across all sectors of society. As countries contemplate their mobility and social-distancing policy restrictions, we have a unique opportunity to re-imagine the deliberative frameworks and value priorities in our food systems. Pre-pandemic food systems at global, national, regional and local scales already needed revision to chart a common vision for sustainable and ethical food futures. Re-orientation is also needed by the relevant sciences, traditionally siloed in their disciplines and without adequate attention paid to how the food system problem is variously framed by diverse stakeholders according to their values. From the transdisciplinary perspective of food ethics, we argue that a post-pandemic scheme focused on bottom-up, regional, cross-sectoral and non-partisan deliberation may provide the re-orientation and benchmarks needed for not only more sustainable, but also more ethical food futures.

Household Food Dynamics and Food System Resilience Amid the COVID-19 Pandemic: A Cross-National Comparison of China and the United States

The COVID-19 pandemic is a “perfect storm” that is testing the resilience and functional stability of the food system, as it ultimately affects household food dynamics and consumer food experiences. This cross-national survey-based study examined in real time how the COVID-19 pandemic impacted food-centric matters in 1,732 Chinese and 1,547 U.S. households during the stay-at-home directives. Both cohorts reported increased efficiency in the use of food, families spending more time cooking and eating together, and more prudent use of food with less waste. Food purchasing patterns shifted from frequent trips to the store to dramatic increases in online ordering. A small proportion (2% U.S. and 11% Chinese respondents) reported clinically significant weight gains of &gt;4.5 kg. Household food security weakened, with large increases in people worrying about or experiencing food shortage. Collective grocery-shopping experiences by survey respondents indicated that the functional stability of food supply systems remained steady; all food types were somewhat available, except for noticeably higher prices widely reported by the Chinese cohort. This study offers insights into food system resilience when facing the pandemic and sheds light on future food patterns as well as long-term questions for additional research about how people make decisions and food behavioral changes at times of crisis.

The importance of food systems and the environment for nutrition

Global and local food system transformation is necessary in order to ensure the delivery of healthy, safe, and nutritious foods in both sustainable and equitable ways. Food systems are complex entities that affect diets, human health, and a range of other outcomes including economic growth, natural resource and environmental resiliency, and sociocultural factors. However, food systems contribute to and are vulnerable to ongoing climate and environmental changes that threaten their sustainability. Although there has been increased focus on this topic in recent years, many gaps in our knowledge persist on the relation between environmental factors, food systems, and nutritional outcomes. In this article, we summarize this emerging field and describe what innovative nutrition research is needed in order to bring about food policy changes in the era of climate disruption and environmental degradation.

Crop insurance: A barrier to conservation adoption?

Midwest corn producers face inherent risks in their daily operations and incorporate risk-management strategies to reduce uncertainty; among these, crop insurance has dominated the agricultural landscape for decades. Previous research on conservation adoption has primarily examined the impact of individual-level characteristics on adoption, yet little is known about the impact of external factors, such as crop insurance. Using a mixed-methods approach, we conducted semi-structured interviews and a multi-state survey to determine if crop insurance requirements limit cover crops and/or conservation tillage adoption for Midwest corn producers. Our findings indicate that crop insurance requirements are not a barrier to adoption. Rather, crop insurance and conservation practices serve unique - not contradictory - roles in Midwest producers' operations and are used simultaneously. Future research should continue to identify and seek solutions for external barriers to broadly increase adoption rates.

Growing and Eating Food during the COVID-19 Pandemic: Farmers’ Perspectives on Local Food System Resilience to Shocks in Southern Africa and Indonesia

The COVID-19 outbreak forced governments to make decisions that had adverse effects on local food systems and supply chains. As a result, many small-scale food producers faced difficulties growing, harvesting, and selling their goods. This participatory research examines local small-scale farmers’ challenges as farmers but also as consumers and their coping strategies during the month of April and one week in June 2020. The study was initiated and conceptualized in collaboration with small-scale farmer members of an existing research network in selected urban and rural areas in South Africa, Mozambique, Zimbabwe, and Indonesia. Participants co-designed the research, collected and uploaded data through digital survey tools, and contributed to data analysis and interpretation. A common observation across regions is that the measures imposed in response to COVID-19 highlighted and partly exacerbated existing socio-economic inequalities among food system actors. Strict lockdowns in Cape Town, South Africa, and Masvingo, Zimbabwe, significantly restricted the production capacity of small-scale farmers in the informal economy and created more food insecurity for them. In Maputo, Mozambique, and Toraja and Java, Indonesia, local food systems continued to operate and were even strengthened by higher social capital and adaptive capacities.

Stockpiling as resilience: Defending and contextualising extra food procurement during lockdown

During the U.K.‘s lockdown in response to the COVID-19 pandemic, both food shortages and stockpiling were well-publicised events. The U.K's food system has struggled and lockdown shortages are part of an ongoing trend of anxiety around the food system. Analysis of 19 interviews with people responsible for food procurement within households reveals that while shortages were often experienced for a number of weeks, stockpiling did not take the form of buying large quantities. Instead, modest extra procurement is a more appropriate description of food procurement during lockdown. This article maps six resilience strategies utilised by households in the U.K. during lockdown, of which extra procurement was just one.

The role of reducing food waste for resilient food systems

Food waste undermines long-term resilience of the global food system by aggravating ecosystem damage. The global community must therefore work to reduce the amount of food that gets wasted. However, we should be mindful of some potential conflicts between food waste reduction and food system resilience. Over-production and over-supply are a contributing cause of waste, yet they also provide resilience in the form of redundancy. In this paper, we examine individual interventions designed to minimise food waste by scoring their impact on different aspects of resilience. We find that there are strong synergistic elements and interventions that support short- and long-term resilience, such as improved storage, which reduces the need to provide a constant flow of 'surplus food' and replaces it with a stock of 'spare' food. Some interventions carry a risk of trade-offs due to possible losses of redundancy, and investment lock-in that may reduce the ability of farmers to adapt by changing what and where they farm. Trade-offs do not mean that those interventions should not be pursuit, but they should be recognised so that can be adequately addressed with complimentary actions. This review underlines the necessity of food-systems thinking and joined-up policy.

COVID-19 Effects on Livestock Production: A One Welfare Issue

The COVID-19 pandemic highlights that we exist in a global community. From a single city, it spread to 188 countries across the world and infected 30 million people by September 18, 2020. Decades of modeling pandemics predicted potential consequences, but COVID-19's impact on the food supply chain, and specifically livestock production was unexpected. Clusters of cases among workers in meat processing plants evolved quickly to affect human, animal, and environmental welfare in several countries. In processing plants, the hygiene focus is on product quality and food safety. Because of their close proximity to one another, COVID-19 spread rapidly between workers and the lack of sick leave and health insurance likely resulted in workers continuing to work when infectious. In the United States (U.S.) many processing plants shut down when they identified major outbreaks, putting pressure especially on pig and poultry industries. At one point, there was a 45% reduction in pig processing capacity meaning about 250,000 pigs per day were not slaughtered. This resulted in longer transport distances to plants in operation with extra capacity, but also to crowding of animals on farm. Producers were encouraged to slow growth rates, but some had to cull animals on farm in ways that likely included suffering and caused considerable upset to owners and workers. Carcass disposal was also associated with potential biosecurity risks and detrimental effects on the environment. Hence, this is a One Welfare issue, affecting human, animal, and environmental welfare and highlighting the fragility of intensive, high-throughput livestock production systems. This model needs to be re-shaped to include the animal, human, and environmental elements across the farm to fork chain. Such a One Welfare approach will ensure that food production systems are resilient, flexible, and fair in the face of future challenges.

Increasing Resilience of the UK Fresh Fruit and Vegetable System to Water-Related Risks

The many economic, regulatory and environmental pressures on growing, processing, distributing and retailing UK-produced fresh fruit and vegetables (FF&V) are managed by a complex set of actors before reaching the consumer. Much of this production takes place in the driest parts of the country which are characterised as “water scarce”. While physical risk is a key component of water-related risks to growers, different actors in the system face other types of risk, such as supply chain risks, food safety risks, reputational risks and/or regulatory risks. In this paper we reveal how different types of actors in the UK FF&V system perceive and frame water-related risks, what risk management strategies they employ and how they envision a FF&V system more resilient to water-related risks. Using interviews with actors from across the system, as well as governmental and nongovernmental actors influencing the system, we unpack the complex nature of the FF&V system. This provides insights into the different ways system actors assemble around water-risk and highlights that, if resilience-building activities at the individual actor level are not coordinated, there is a high risk that they are undermining overall system resilience.

Coexistence of supply chains in a city's food supply: a factor for resilience?

The objective of this article is to propose and test an approach to characterise a city's supply system and analyse its resilience. Anchored in economic and network sociology, the approach has been enriched by contributions from management sciences and geomatics, which have made it possible to conceptualise a city's supply system as a network that is both social and spatialised, structured by operators and circulating differentiated products. Tested in the city of Montpellier, a signatory of the Milan Pact, this research was based on the production of primary data from a variety of sellers and suppliers. While confirming the complementarity between short and long supply chains, the results show more broadly how the articulation of three spatialised markets favours the resilience of the city's supply, even if it is also a source of vulnerability. Therefore, these results make an original contribution to the intersection of research on the resilience of urban supply and on coexistence in food systems, while also calling for further research.

Stakeholder Perceptions of Policy Tools in Support of Sustainable Food Consumption in Europe: Policy Implications

Transitioning agri-food systems towards increased sustainability and resilience requires that attention be paid to sustainable food consumption policies. Policy-making processes often require the engagement and acceptance of key stakeholders. This study analyses stakeholders’ solutions for creating sustainable agri-food systems, through interviews with a broad range of stakeholders including food value chain actors, non-governmental organizations, governmental institutions, research institutions and academic experts. The study draws on 38 in-depth, semi-structured interviews conducted in four European countries: France, Iceland, Italy and the UK, as well as three interviews with high-level EU experts. The interviewees’ solutions were analysed according to a five-category typology of policy tools, encompassing direct activity regulations, and market-based, knowledge-based, governance and strategic policy tools. Most of the identified solutions were located in the strategic tools category, reflecting shared recognition of the need to integrate food policy to achieve long-term goals. Emerging solutions—those which were most commonly identified among the different national contexts—were then used to derive empirically-grounded and more universally applicable recommendations for the advancement of sustainable food consumption policies.

Conceptual frameworks linking agriculture and food security

Many conceptual frameworks have been developed to facilitate understanding and analysis of the linkages between agriculture and food security. Despite having usefully guided analysis and investment, these frameworks exhibit wide diversity in perspectives, assumptions and application. This Review Article examines this diversity, providing an approach to assess frameworks and suggesting improvements in the way they are specified and applied. Using criteria-based systems modelling conventions, we evaluate 36 frameworks. We find that many frameworks are developed for the purpose of illustration rather than analysis and do not clearly indicate causal relationships, tending to ignore the dynamic (stability) dimensions of agriculture and food security and lacking clear intervention points for improving food security through agriculture. By applying system modelling conventions to a widely used framework, we illustrate how such conventions can enhance the usefulness of a framework for overall illustration purposes, delineate hypotheses on agriculture-food security links and examine potential impacts of interventions.

Rapid tool based on a food environment typology framework for evaluating effects of the COVID-19 pandemic on food system resilience

The coronavirus disease 2019 (COVID-19) and associated mitigation measures are highlighting resiliency and vulnerability of food systems with consequences for diets, food security, and health outcomes. Frameworks and tools are called for to evaluate impacts of the COVID-19 pandemic as well as identify entry points for implementing preparedness efforts. We support it is critical to adopt a food environment typology framework based on the different types of food environments that people have access to in order to examine how their relationship with food environments shift with disruptions such as COVID-19 and, ultimately impact diets and food security. Here, we provide an overview of applying a food environment typology framework for developing and implementing a rapid tool to evaluate the effects of COVID-19 on interactions people have with their food environments. This tool was developed on the basis of a preliminary case study with smallholder farmers in China that generated a set of key hypotheses. We modified the tool in order to be applicable to diverse contexts in low-, middle-, and high-income countries. Other researchers can implement the rapid tool presented here during times of COVID-19 as well as other disruptions towards identifying barriers and opportunities for enhancing food system resilience.

Resilience of local food systems and links to food security - A review of some important concepts in the context of COVID-19 and other shocks

The objective of this review is to explore and discuss the concept of local food system resilience in light of the disruptions brought to those systems by the 2020 COVID-19 pandemic. The discussion, which focuses on low and middle income countries, considers also the other shocks and stressors that generally affect local food systems and their actors in those countries (weather-related, economic, political or social disturbances). The review of existing (mainly grey or media-based) accounts on COVID-19 suggests that, with the exception of those who lost members of their family to the virus, as per June 2020 the main impact of the pandemic derives mainly from the lockdown and mobility restrictions imposed by national/local governments, and the consequence that the subsequent loss of income and purchasing power has on people's food security, in particular the poor. The paper then uses the most prominent advances made recently in the literature on household resilience in the context of food security and humanitarian crises to identify a series of lessons that can be used to improve our understanding of food system resilience and its link to food security in the context of the COVID-19 crisis and other shocks. Those lessons include principles about the measurement of food system resilience and suggestions about the types of interventions that could potentially strengthen the abilities of actors (including policy makers) to respond more appropriately to adverse events affecting food systems in the future.

Quality Labels as Drivers of Peri-Urban Livestock Systems Resilience

Livestock farming systems have an important role in the territorial systems of the Mediterranean, but in the last twenty years the sector has undergone serious changes with an important decrease in the number of farms. The purpose of this study is to show the contribution of a local food certification to the resilience of peri-urban livestock farming system and of its food supply chain at territorial level. The focus is on the “Carne Bovina di Pisa” project, a private label promoted by the local livestock producers’ association, with the purpose of preserving biodiversity and provide farmers with an opportunity to strengthen their local marketing power. The case study is the peri-urban area of Pisa (Tuscany, Italy), representative of the urbanized Mediterranean coastal plains with high urban pressure on agricultural land and increasing agricultural abandonment in the peri-urban area. The analysis is based on the qualitative analysis of interviews to stakeholders and the quantitative figures about the changes in livestock system. Results show that the label has positively sustained both the resilience of farming systems and the local food supply chains.

Assessing the Resilience and Sustainability of a Hazelnut Farming System in Central Italy with a Participatory Approach

European agriculture is facing increasing economic, environmental, institutional, and social challenges, from changes in demographic trends to the effects of climate change. In this context of high instability, the agricultural sector in Europe needs to improve its resilience and sustainability. Local assessments and strategies at the farming system level are needed, and this paper focuses on a hazelnut farming system in central Italy. For the assessment, a participatory approach was used, based on a stakeholder workshop. The results depicted a system with a strong economic and productive role, but which seems to overlook natural resources. This would suggest a relatively low environmental sustainability of the system, although the actual environmental impact of hazelnut farming is controversial. In terms of resilience, we assessed it by looking at the perceived level of three capacities: robustness, adaptability, and transformability. The results portrayed a highly robust system, but with relatively lower adaptability and transformability. Taking the farming system as the focal level was important to consider the role of different actors. While mechanisation has played a central role in enhancing past and present system resilience, future improvements can be achieved through collective strategies and system diversification, and by strengthening the local hazelnut value chain.

Growing intergenerational resilience for Indigenous food sovereignty through home gardening

As a community-based participatory research project designed to promote health and wellbeing, Growing Resilience supports home gardens for 96 primarily Eastern Shoshone and Northern Arapaho families in the Wind River Reservation, located in Wyoming. Through analysis of data from two years of qualitative fieldwork, including stories told by 53 gardeners and members of the project's community advisory board in talking circles and through our novel sovereign storytelling method, we investigated if and how these participants employ relationships, knowledge, and practices across generations through home gardening. We find that participants describe home gardening within present, past, future, and cross-generational frames, rooted in family relationships and knowledge shared across generations. Our analysis of these themes suggests that gardening provides families a means to transmit resilience across generations or, as we call it here, intergenerational resilience. We conclude by discussing intergenerational resilience as a culturally specific mechanism of social-ecological community resilience that may be particularly relevant in Indigenous movements for food sovereignty.

National general truck drivers' strike and food security in a Brazilian metropolis

OBJECTIVE

We analysed the impact of the national general truck drivers' strike on the availability, variety and price of foods sold by a food supply centre.

DESIGN

Descriptive study using secondary data to examine the percentage change in the mean price of fruits, vegetables and eggs before, during and after the strike. The strike in Brazil lasted 10 d from 21 to 30 May 2018. The drivers were on strike in order to make diesel oil tax-free and to obtain better working conditions.

SETTING

The food supply centre, named CEASA-Minas Grande BH, was located in the metropolitan area of a Brazilian city.

PARTICIPANTS

We examined twenty types of foods.

RESULTS

After 10 d, there was a ~30 % reduction in the availability of all types of foods and prices increased. Foods with the highest price increases included cabbage (233·3 %), potatoes (220·0 %), papaya (160·0 %) and oranges (78·6 %). At the end of the strike, we observed reductions in the price of eggs, fruits, vegetables, roots and tubers; however, some foods remained more expensive than before the strike, including chayote (203·2 % higher), cucumber (66·7 % higher) and potatoes (60·0 % higher).

CONCLUSIONS

The general truck drivers' strike was correlated with a reduction in the availability of food and, consequently, increases in price and possibly restrictions on access. The strike demonstrated the dependence of metropolises on road transportation and the conventional market. We speculate that initiatives aiming to shorten the food supply chain and promote food sovereignty and resilience of the supply circuits could be important.

Regenerative Food Systems to Restore Urban-Rural Relationships: Insights from the Concepción Metropolitan Area Foodshed (Chile)

Cities, in recent years, have seen their functional and metabolic relationships with their agrarian hinterland being either broken off completely or substantially damaged. Within this context, Local Food Systems (LFS) can play a key role in restoring the supply relationships under regenerative assumptions. This paper analyses LFS within the Concepción Metropolitan Area (CMA) as a representative case of Metropolitan Areas in Chile. The aim of the paper is to evaluate whether LFS are regenerating sustainable rural-urban relationships, and to accomplish this goal, foodsheds have been used as a methodological tool to both characterise and represent food traceability. For this purpose, three quantitative foodshed indicators have been applied and three qualitative spatial analytical categories of the Regenerative Food Systems (RFS) defined to decode the behaviour of LFS in the CMA. The proposed method has been successful as an initial exploratory attempt to characterize the regenerative potential of RFS. The results highlight that LFS in the CMA are certainly restoring relationships between the city and its surrounding farmland by establishing new and renewed supply linkages. Further, the application of this method has shed light on some key aspects that show how an LFS is being converted into a potential RFS.

A Path From Sustainable Nutrition to Nutritional Sustainability of Complex Food Systems

Integration of nutritional and sustainable aspects is a complex task tackled by a few scientific concepts. They include multiple dimensions and functions of food systems trying to provide solutions for harmonic co-evolution of humanity and planet Earth. "Nutritional Sustainability" is differentiated from other concepts which combine nutrition and sustainability as it not only sets environmental sustaining capacity as a baseline level for balanced nutrition, but also aims for the search of food system driving nodes. It does not aim for the support of solutions of producing enough or more food for increasing population (sustainable nutrition), neither does it contradict other similar concepts [sustainable nutrition security, nutritional life cycle assessment (LCA)]. However, it calls for more definite estimation of the carrying capacity of the environment on personal, local, and national levels for the development of more efficient solutions of nutrition balanced in the limits of environmental carrying capacity. The review is providing a few examples of advances in nutritional science (personalized nutrition, nutrigenetics), food technology (personalized food processing, food ecodesign), and food complex systems (artificial intelligence and gut microbiome), which have a great potential to progress sustainable food systems with Nutritional Sustainability set as a guiding concept.

Diversity, Disparity and Territorial Resilience in the Context of the Economic Crisis: An Analysis of Rural Areas in Southern Spain

This paper analyses territorial resilience in rural Andalusia, Spain, after the impact of the recent economic crisis and identifies the factors associated with the highest recovery rates in different contexts and territories. To this end, we developed a methodology that incorporates the heterogeneity and diversity of rural territories and uses composite indices calculated using Data Envelopment Analysis (DEA) in order to measure levels of resilience and identify the factors that impact recovery in rural counties. The results reveal how different aspects of economic, social, human, and natural capital promote resilient territorial dynamics in rural Andalusia. These results provide useful information for political decision-makers in the design of public policies, especially at a time like the present when the EU is immersed in debate on the reform of rural development policies for the next programming period beyond 2020.

Assessing the role of CAP for more sustainable and healthier food systems in Europe: A literature review

Today, the European food system is characterized by unhealthy dietary trends, environmentally unsustainable production, and a dependency on an ageing farming population. The ongoing reform of the Common Agricultural Policy (CAP) represents an opportunity to redress these issues. This literature review highlights trends in how academic and grey literature have received CAP attempts in addressing the (i) environmental issues, (ii) nutritional outcomes, and (iii) rural livelihoods. Additionally, future policy and research directions relating to the CAP have been identified from the selected literature. The reviewed literature varies in approach and perspective. In particular, since the environment and rural development are already part of the CAP, the reviewed studies analyze and propose improvements to existing mechanisms. While for nutrition, the reviewed studies assessed possible policy strategies for integrating this sphere within the CAP, highlighting both the complexity of this task as well as its potential benefits. Despite these differences, a clear commonality emerged from the policy recommendations: the CAP should promote the European Union (EU) policy integration and multi-disciplinary and participatory research as key strategies to meet food system sustainability targets.

The Challenge of Food Systems Research: What Difference Does It Make?

Recent discussions on the results of food security programs devote key attention to complex interactions between policy interventions and business innovation for improving nutrition outcomes. This shift from linear approaches of food and nutrition security towards a more interlinked and nested analysis of food systems dynamics has profound implications for the design and organization of research and innovation processes. In this article we outline our experience with interdisciplinary and interactive processes of food systems analysis at different scale levels, paying systematic attention to three critical system interfaces: intersections with other systems, interactions within the food system, and incentives for food system innovations (the so-called: 3I approach). We discuss the importance of these interfaces for leveraging food system adaptation and managing food system transformation. We also provide illustrative examples of the relevance of food systems analysis for the identification of appropriate and effective programs for reinforcing the resilience, responsiveness and inclusiveness of novel food and nutrition programs.

Assessing Sustainable Food and Nutrition Security of the EU Food System—An Integrated Approach

Steering the EU food system towards a sustainability transformation requires a vast and actionable knowledge base available to a range of public and private actors. Few have captured this complexity by assessing food systems from a multi-dimensional and multi-level perspective, which would include (1) nutrition and diet, environmental and economic outcomes together with social equity dimensions and (2) system interactions across country, EU and global scales. This paper addresses this gap in food systems research and science communication by providing an integrated analytical approach and new ways to communicate this complexity outside science. Based on a transdisciplinary science approach with continuous stakeholder input, the EU Horizon2020 project ‘Metrics, Models and Foresight for European SUStainable Food And Nutrition Security’ (SUSFANS) developed a five-step process: Creating a participatory space; designing a conceptual framework of the EU food system; developing food system performance metrics; designing a modelling toolbox and developing a visualization tool. The Sustainable Food and Nutrition-Visualizer, designed to communicate complex policy change-impacts and trade-off questions, enables an informed debate about trade-offs associated with options for change among food system actors as well as in the policy making arena. The discussion highlights points for further research related to indicator development, reach of assessment models, participatory processes and obstacles in science communication.

Assessing food system vulnerabilities: a fault tree modeling approach

BACKGROUND

Food system function is vulnerable to disruption from a variety of sources. Disruption of the processes required for food provision may result in decreases in food security in affected communities. Currently, there are few tools that quantitatively predict or analyze food system vulnerabilities to contribute to food system resilience analysis. This work presents a prototype version of one such tool, a fault tree, which can be used conceptually and for future modeling work. Fault tree analysis is an engineering tool used to illustrate basic and intermediate factors that can cause overall system failures.

METHODS

The fault tree defines food system functioning as food security at the community level and maps the components of the food system onto three main tenets of food security - accessibility, availability, and acceptability. Subtrees were populated using a top down approach guided by expertise, extant literature, and 36 stakeholder interviews.

RESULTS

The food system is complex, requiring 12 subtrees to elaborate potential failures. Subtrees comprising accessibility include physical accessibility of the vending point and economic accessibility among community members. Food availability depends on the functioning of the food supply chain, or, in the case of individuals who rely on donated food, the food donation system. The food supply chain includes processing, wholesale operations, distribution systems, and retail center subtrees. Elements of acceptability include the medical appropriateness, nutritional adequacy, and cultural acceptability of food. Case studies of the effects of Winter Storm Jonas of 2016 and the 2013-2017 California drought in Baltimore City illustrate the utility of the fault tree model.

CONCLUSION

FTA of potential routes to food system failure provides a tool that allows for consideration of the entirety of the food system; has potential to provide a quantitative assessment of food system failure and recovery; and is able to capture short-term and long-term hazards in a single framework. This systems modeling approach highlights an extensive list of vulnerability points throughout the food system, and underscores the message that reducing food system vulnerabilities requires action at all levels to protect communities from the risks of short-term and long-term threats to food security.
