Health, Well-Being and Energy Poverty in Europe: A Comparative Study of 32 European Countries

Evaluating the association between receipt of a winter fuel cash transfer and older people's care needs, quality of life, and housing quality: Evidence from England

BACKGROUND

Exposure to cold temperatures is known to be associated with deterioration of physical and mental health as well as poorer well-being in many countries. The Winter Fuel Payment, an unconditional direct cash transfer of value between £250-£300, was designed to help older people in England cover heating costs during the winter months, to counteract the particular vulnerability of older people to the effects of cold weather.

AIMS

We evaluated the impact of the Winter Fuel Payment scheme on subsequent prevalence of care needs such as being unable to eat or shower independently, quality of life and the likelihood of having cold-related housing conditions. We also explored the potential effects of the Winter Fuel Payment across different sub-samples (poorer/richer individuals, those living in newer/older properties, and in the North/South of England) to explore whether its benefits (if any) are spread equally across the eligible population.

DATA AND METHODS

We used a regression discontinuity design approach with age as running variable to analyse seven waves of a nationally representative sample, the English Longitudinal Study of Ageing, covering the period 2002/2003 to 2016/2017, and consisting of 24,651 observations.

RESULTS

The Winter Fuel Payment had no overall effect on the outcomes of interest (care needs, quality of life, and cold-related housing problems). However, the Payment increased quality of life for poorer individuals, for those living in Northern regions of England, and for those living in newer dwellings. The likelihood of living in a property with at least one cold-related housing problem also decreased for those living in newer properties.

CONCLUSIONS

Findings from this research provide important insights into the effectiveness of a winter cash transfer among the older population in England, and they are potentially relevant for other nations looking for strategies to deal with cold seasons and poorly insulated homes. In particular, this evaluation contributes to the 'universality versus targeting' policy debate and has implications for the development of energy-efficient policies.

Household energy poverty and trajectories of emotional and behavioural difficulties in children and adolescents: findings from two prospective cohort studies

PURPOSE

The aim of this study is to examine the association between household energy poverty (EP) and trajectories of emotional and behavioural difficulties during childhood.

METHODS

The Growing up in Ireland study is two nationally representative prospective cohorts of children. The Infant Cohort (n = 11,134) were recruited at age 9 months (9 m) and followed up at 3, 5, 7 and 9 years (y). The Child Cohort (n = 8,538) were recruited at age 9 y and followed up at 13 y and 17/18 y. EP was a composite of two relative measures of EP. Emotional and behavioural difficulties were repeatedly measured using the strengths and difficulties questionnaire (SDQ). Linear spline multilevel models were used, adjusted for confounders to examine the association between (1) EP (9 m or 3 y) and trajectories of emotional and behavioural difficulties from 3 to 9 y in the Infant Cohort and (2) EP at 9 y and the same trajectories from 9 to 18 y in the Child Cohort.

RESULTS

In adjusted analyses, EP at 9 m or 3 y of age was associated with higher total difficulties score at 3 y (0.66, 95% CI 0.41, 0.91) and 5 y (0.77, 95% CI 0.48, 1.05) but not at 7 y or 9 y. EP at 9 y was associated with higher total difficulties score at 9 y (1.73, 95% CI 1.28, 2.18), with this difference reducing over time leading to 0.68 (95% CI 0.19, 1.17) at 17/18 y.

CONCLUSIONS

Our study demonstrates a potential association between early life EP and emotional and behavioural difficulties that may be transient and attenuate over time during childhood. Further studies are required to replicate these findings and to better understand if these associations are causal.

Multidimensional energy poverty in Colombia: A department-level review from 2018 to 2022

This article aims to measure energy poverty in Colombia in its thirty-two departments and its capital city from 2018 to 2022, using a composite approach. To achieve this, a Multidimensional Energy Poverty Index (MEPI) was designed, according to the methodology proposed by Nussbaumer et al. (2012; 2013) [1,2]. Twenty-eight variables were used, which were distributed across seven dimensions, and recorded by the National Quality of Life Survey (ECV, Spanish acronym), administered by the National Administrative Department of Statistics (DANE) of Colombia. In addition, a nested weighting method was used to assign weights within the index. Subjective weights were given to the dimensions, and an entropy method was used for each of the component variables. The results show that energy poverty has an increasing trend in Colombia throughout the period, especially in the municipal capitals. There are significant differences between urban and rural areas in all territories, and the departments located in the most remote areas of the country have a higher energy poverty. This is consistent with the low population density, as well as with off-grid areas. The results obtained will allow decision makers to conduct a preliminary evaluation of the management and effects of the specific public policy programs and plans that have been implemented in the different territories of the country.

When concentrated disadvantage happens: Exploring the nexus of energy and internet insecurities among vulnerable households

Digital divide and energy insecurity are pervasive issues among underserved communities, issues that become prounoued during the COVID-19 lockdowns. These disparities underscore the critical need to address them promptly to narrow socio-economic gaps. Our study, based on an online survey of 2,588 respondents in the United Kingdom, explores how concentrated socio-economic disadvantage exacerbates insecurities relating to energy and internet access. Our findings reveal that marginalized groups including low-income households, women, renters, ethnic minorities, and individuals with lower educational attainment are disproportionately affected. Our research extends beyond financial implications to explore the broader social and psychological effects such as trust in utility and internet providers. The study also demonstrates how heightened burdens from energy and internet costs adversely affect the quality of indoor environments, underscoring the interconnected nature of these challenges. Based on these insights, we advocate for policy interventions that adopt comprehensive social justice frameworks to tackle these intersecting inequalities effectively.

Modeling the potential effects of rooftop solar on household energy burden in the United States

Policymakers at the federal and state level have begun to incorporate energy burden into equity goals and program evaluations, aiming to reduce energy burden below a high level of 6% for lower income households in the United States. Pairing an empirical household-level dataset spanning United States geographies together with modeled hourly energy demand curves, we show that rooftop solar reduces energy burden across a majority of adopters during our study period from a median of 3.3% to 2.6%. For low- and moderate-income adopters (at or below 80% and 120% of area median income, respectively), solar reduces median 2021 energy burden from 7.7% to 6.2%, and 4.1% to 3.3%, respectively. Importantly, solar reduces the rate of high or severe energy burden from 67% of all low-income households before adoption to 52% of households following adoption, and correspondingly from 21% to 13% for moderate-income households. Here, we show rooftop solar can support policy goals to reduce energy burden along with strategies such as weatherization and bill assistance.

The potential impact of digital economy on energy poverty in the context of Chinese provinces

This study focused on exploring the impact of the digital economy (DE) on energy poverty (EP) across Chinese provinces from 2004 to 2018, motivated by the critical need to understand how technological advancements in the digital sector influence energy accessibility and sustainability. Conducted against the backdrop of global digital transformation, the research aimed to dissect the nuanced ways in which the DE contributes to mitigating EP, employing dynamic panel threshold and indirect effect models to capture both the direct and nuanced, and intermediate effects of digital progress on energy deprivation. Key findings revealed a significant reduction in EP attributed to the advancements in DE, with the most notable improvements observed in Eastern China where strategic energy policies and management practices enhanced the positive impacts of digitalization. The study highlighted the DE's role in improving energy access, efficiency, and environmental sustainability, although it also pointed out the potential for regressive effects in areas with lower levels of technological advancement. These findings are of substantial value as they offer empirical evidence of the DE's capacity to alleviate EP, underlining the importance of integrating digital strategies into energy policy planning. The research provides critical insights for policymakers, stakeholders in the energy sector, and scholars interested in the synergies between digital innovation and energy security, suggesting that leveraging digital technologies could accelerate efforts towards achieving sustainable energy access and combating energy poverty in China and potentially in other contexts facing similar challenges.

Impacts of workplace automation on energy poverty: The new challenge of achieving SDG 7 in the context of technological revolution

This paper systematically examines how workplace automation impacts energy poverty from a demand-side perspective, revealing a new challenge for Sustainable Development Goal 7 (SDG 7) in the context of technological revolution. Our research demonstrates that workplace automation significantly increases household energy poverty. This finding is robust when using the instrumental variable approach to tackle endogeneity, as well as employing different automation and energy poverty measures, placebo tests, and machine learning methods for robustness checks. Automation's impact mechanism is that it reduces people's income and work-related social capital, thus exposing households to higher risks of energy poverty. Moreover, its consequences are more prominent for rural households, less educated people, non-migrants, those without labor contracts, non trade-union members, and out-of-system workers. Thus enhancing human capital, promoting free movement of workers, and providing better labor protection contribute to weakening the adverse impact of the technological shock. Meanwhile, we find that improving the price reasonability, stability, security and accessibility of energy supply can also mitigate the negative effects of workplace automation on household energy consumption. In the dual context of the fourth technological revolution promoting industrial automation as well as the increasing urgency to achieve SDG 7, findings of this paper have important policy implications.

Multidimensional energy poverty: A study of its measurement, decomposition, and determinants in Indonesia

This study estimated Indonesian households' Multidimensional Energy Poverty Index (MEPI) using Alkire-Foster's multidimensional poverty concept to capture the incidence, intensity, decomposition, and changes over time. The study used monetary and non-monetary variables to identify the availability, accessibility, affordability, consumption, and deprivation of modern energy services; and compared existing affordability indicators. Redundancy, robustness, and sensitivity tests were conducted with three weighting schemes and deprivation cut-offs. The study decomposed and determined household-head (HH) socio-economic, demographic, and geographic factors for MEP using the Logit, Probit, Tobit, and Heckman Selection models. The results show that the low-income and high cost (LIHC) was the most robust affordability indicator, followed by the ten percent rule (TPR). The complement-frequency weighting scheme gave the smallest and most robust MEPI compared to equal and principal component analysis (PCA) weighting. Three alternative deprivation cut-offs can show households as "vulnerable," "moderately," or "severely" energy poor. The MEP incidence decreased, but its intensity remained high and increased. Energy-poor households were averagely deprived of 55-60 % of all weighted indicators. The lack of modern cooking services was the primary cause. MEPI differed by geographical location and HH gender, education, business field, and employment status. Policies that boost education levels, raise household income, and increase the availability, accessibility, and affordability of modern cooking technology in the rural, hinterland, or non-coastal forested locations in the eastern islands of Indonesia may minimize the number of households experiencing MEP.

Cold, dark and malnourished: a cross-sectional analysis of the relationship between energy poverty and household burden of malnutrition in sub-Saharan Africa

OBJECTIVE

Energy poverty contributes to the general well-being of households; however, there is representational paucity on its role in household nutrition across sub-Saharan Africa (SSA). This study examined the influence of different domains of energy poverty and a Multidimensional Energy Poverty Index (MEPI) on household burden of malnutrition in SSA.

SETTING

Secondary data from the most recent Demographic and Health Survey conducted in 18 SSA countries were analysed.

DESIGN

A cross-sectional design was used to examine the relationship between household energy poverty and household burden of malnutrition.

METHODS

Different dimensions of household energy poverty and an MEPI were computed from the sources of energy used for cooking, lighting, entertainment and accessing information by households. Household burden of malnutrition was coded as a binary categorical dependent variable using indicators of undernutrition, overnutrition and anaemia among women of reproductive age (15-49 years) and children under five years in the household.

RESULTS

More than nine in ten households were energy poor in terms of cooking fuel and about three in four were energy poor in terms of lighting. Considering the various domains of energy poverty, lack of electricity for lighting, using biofuels, not owning a refrigerator/freezer, not owning a television/radio and not owning a mobile phone were associated with increased odds of a household experiencing undernutrition. Similarly, deprivation in these domains was associated with a lower likelihood of households experiencing overnutrition, the only exception being using biofuels. Overall, households that were most energy poor on the MEPI were more likely to be undernourished and double and triple burden malnutrition households but less likely to suffer from overnutrition.

CONCLUSION

These results highlight the complex and multifaceted nature of the relationship between energy poverty and household burden of malnutrition and provides guidance for appropriate interventions to address energy poverty and malnutrition in SSA.

Assessing the impact of energy and fuel poverty on health: a European scoping review

BACKGROUND

The burden of energy and fuel poverty (EFP) in Europe is increasing in the face of the cost-of-living crisis, the Russian invasion of Ukraine, the coronavirus disease 2019 (COVID-19) pandemic and the climate emergency. While the health impacts of EFP are often the driving reason for addressing it, EFP's association with health is poorly delineated. This review aims to scope the evidence of EFP's association with health in Europe.

METHODS

A scoping review based on Arksey and O'Malley's framework was conducted using search terms relevant to EFP, health and Europe. Five databases were searched, in addition to hand searching. Review selection was performed by two independent reviewers, and articles were thematically analyzed.

RESULTS

Thirty-five articles published between January 2000 and March 2022 were included. The literature varied in definitions and measurements of EFP and in the health indicators examined. The review revealed a negative association between EFP and health, specifically, general unspecified poor health (9 articles), excess winter mortality (3 articles), communicable diseases (3 articles), non-communicable diseases (11 articles), mental health (15 articles) and well-being (12 articles). While women were reported to be at a higher risk of EFP than men, children and older adults were identified as particularly vulnerable to EFP's adverse health repercussions.

CONCLUSIONS

This scoping review illustrates a significant and complex association between EFP and various domains of health. Though heterogeneity across research makes it difficult to compare findings, our review supports the use of health as a justification to address EFP and urges public health to be more involved in EFP mitigation.

Energy poverty: an overlooked determinant of health and climate resilience in Canada

OBJECTIVE

Despite Canada being an important energy producer, not all Canadians can access or afford adequate levels of energy services at home to meet their needs, maintain healthy indoor temperatures, and live a decent life-a situation known as energy poverty. Depending on the measure, 6-19% of Canadian households face energy poverty. Health risks associated with energy poverty are documented in countries with milder climates. This study explores, for the first time in the Canadian context, the association between energy poverty and health.

METHODS

Cross-sectional data are from the 2018 Canadian Housing Survey. Analyses are conducted on a sample weighted to represent 14 million Canadian households. The associations between expenditure-based and self-reported measures of energy poverty and self-rated general and mental health were assessed using logistic regression models, adjusted for potential confounding variables.

RESULTS

The odds of rating one's general (OR: 1.48; 95%CI: 1.29, 1.70) and mental (OR: 1.21; 1.04, 1.41) health as poor are significantly higher for Canadian adults in households with a high share of energy expenditure to income. The likelihood of poor general and mental health was significantly higher for those dissatisfied with the energy efficiency of their dwelling, and with their ability to maintain a comfortable temperature both in the winter and in the summer.

CONCLUSION

Exposure to energy poverty is associated with significantly increased likelihood of poor general and mental health. Given the high proportion of Canadian households facing energy poverty, with demonstrated implications for population health, tackling energy poverty is essential for an equitable energy transition and for climate resilience.

Impact of financial decentralization on energy poverty and energy demand tendencies in Chinese settings

This study intends to test the connection between fiscal decentralization, energy demand dynamics, and energy poverty status from the context of China. The study has collected large datasets ranging from 2001 to 2019 to justify the empirical findings. The long-run analysis economic techniques were considered and applied for this. The results indicated that a 1% adverse change in energy demand dynamics causes 13% of energy poverty. Supportively, a 1% positive rise in energy supply to fulfill energy demand reduces energy poverty by 9.4% in the study context. Moreover, empirical findings show that a 7% rise in fiscal decentralization accelerates 19% fulfillment in energy demand and mitigates energy poverty up to 10.5%. We demonstrate that if enterprises can only alter their technology choices in the long run, the short-run reaction of energy demand must be less than the long-run response. Second, we demonstrate that the elasticity of demand approaches its long-run level exponentially at the rate defined by the capital depreciation rate and the economy's growth rate, using a putty-clay model with induced technical development. According to the model, it takes more than 8 years for half of the long-run impact of induced technological change on energy consumption to be realized in industrialized nations once the carbon price is implemented. This research document also gives multiple policy directions for policy developers.

Financial inclusion role on energy efficiency financing gaps in COVID-19 period: empirical outcomes of emerging nations

The structural imposed crises of the COVID-19 have halted the system of financial intermediation at large. By this, the energy sector needs huge financing for energy efficiency maximization in the COVID-19 crises. Thus, the current research aims to inquire the role of financial inclusion in filling the energy efficiency financing gaps for the period of COVID-19 outbreak. The governments of many countries are facing fiscal deficits and trying to survive under tight substantial fiscal limitations. So providing a cheap and efficient energy in modern times, under COVID-19 crises, is merely impossible for many economies because the main source of income for energy sector is the energy users, and having inefficient energy for consumption is raising energy poverty at large. Therefore, COVID-19 crises raised a wide energy financing gap in modern times that needs a fix. However, this research is suggesting the system to make financial inclusion structure as effective, to fill the energy financing gap, for post-COVID-19 time, and to develop a viable and sustainable financing option for energy sector in long-run perspective. This study also validated the empirical role of financial inclusion on energy poverty and energy efficiency, with historical data, to justify the significance of financial inclusion for energy financing gap fulfillment. More so, this paper is also recommending new policy implications for the stakeholders to utilize. We believe if the recommended policy recommendations are considered for practice, the energy financing gap in post-COVID-19 era would be mitigated, and there is a high probability to supply the efficient energy to the end users.

Energy poverty and its impacts on health and education: a systematic review

Purpose

People with energy poverty are denied the modern energy services such as cooking, lighting, heating, cooling and communication. These needs are all crucial to maintaining an acceptable level of living standards. This paper aims to examine the effects of energy poverty on health and education.

Design/methodology/approach

This systematic review was conducted using the 2009 Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA) guidelines. The ScienceDirect, Scopus and Google Scholar databases were used to search the studies conducted between 2012 and 2022. Studies included in this review were searched with some combinations of keywords and saved in Mendeley Desktop for review and referencing. Of 1,745 articles retrieved after removing the duplicates from the databases, 22 met the inclusion criteria.

Findings

Out of the total 22 studies reviewed, six were conducted in Asia, six in Europe, four in Africa, three in developing countries and one each in North America, Australia and at global level. Results indicated that impacts of energy poverty on health and education were negative. Efforts should be made to improve the economic conditions of the population in order to allow them access to energy services to achieve higher levels of living.

Practical implications

As this systematic review excludes non-peer-reviewed literature, case studies, reports and theses, and only includes studies published between 2012 and 2022 in English language only, consequently, it may not provide an exhaustive overview of the literature on topic.

Originality/value

To the best of the authors’ knowledge, this is the first systematic review to investigate the relationship between energy poverty, health and education conducted here. The search methodologies involve systematic searches of databases and other manual searches. Considering the wide inclusion criteria, this review is useful as a general overview of the issues and identifies particular gaps in the existing evidence.

Chronic energy poverty in China: measurement and estimation with a new approach

Energy poverty has multidimensional and dynamic nature and is hard to measure quantitatively. This paper combines AF double-cut-off method, and the duration analysis approach to develop both the CUEP index and CMEP index and utilizes the Cox proportional hazard model to check the role of energy efficiency in poverty alleviation. Results are based on data in the China Health and Retirement Longitudinal Study (CHARLS) from 2011 to 2018. The findings suggest that 75.887% of households are deprived of CUEP, and nearly 50% of the residents are suffering from CMEP in China. Additionally, nearly 33.546% of the households are deprived only in the dimension of affordability, and there is an obvious overlap between the incidence of two indexes, of which 42.372% of the households simultaneously suffer from deprivation in affordability, accessibility, and availability. Finally, the improvement in energy efficiency reduces the duration of energy poverty and increases the state transition of energy poverty. The presented concept and approach could be expanded to investigate energy poverty in other developing countries and assist policymakers to assess the benefits of energy policies.

How do energy prices and climate shocks affect human health? Insights from BRICS

The presented work analyzes the energy prices, climate shock, and health deprivation nexus in the BRICS economies for the period 1995-2020. Panel ARDL-PMG technique is used to reveal the underexplored linkages. The long-run estimates of energy prices are observed to be negatively significant to the health expenditure and life expectancy model, whereas, positively significant to the climate change model. These findings suggest that energy prices significantly reduce health expenditures and life expectancy and, thus, increase the death rate in the BRICS economies. The long-run country-wise estimate of energy prices is found negatively significant in case of Brazil, India, China, and South Africa. Alongside, the group-wise significance of CO2 emissions is discovered to be negatively, positively, and insignificant in the cases of life expectancy, death rate, and health expenditure models, respectively. Besides, country-wise long-run estimate of CO2 emissions witnesses negative significance for Russia, India, China, and South Africa.

Role of housing in blood pressure control: a review of evidence from the Smart Wellness Housing survey in Japan

Current countermeasures for preventing hypertension emphasize only improvements to lifestyle. Recently, improving life environment has attracted attention, in parallel with publication of the WHO Housing and health guidelines. We quantitatively evaluated the relationship between housing thermal environment and blood pressure (BP) in a real-world setting. We conducted a nationwide, prospective intervention study-the Smart Wellness Housing survey-in Japan, as a non-randomized controlled trial. The intervention was the retrofitting of thermal insulation in houses. Participant recruitment was done by construction companies in all 47 prefectures of Japan. Measurements of home BP and indoor temperature at 1.0 m above the floor in the living room, changing room, and bedroom were taken for 2 weeks before and after the intervention each winter (November-March) of FY 2014-2019. As of July 2022, over 2500 households and 5000 participants were registered in the database. We found that (1) about 90% of Japanese lived in cold homes (minimum indoor temperature <18 °C), (2) indoor temperature was non-linearly associated with home BP, (3) morning systolic BP (SBP) was more sensitive than evening SBP to changes in indoor temperature, (4) SBP was influenced by indoor temperature change particularly in older participants and women, (5) unstable indoor temperature was associated with large BP variability, and (6) insulation retrofitting intervention significantly reduced home BP, especially in hypertensive patients. We proposed that the BP reduction effect of the life-environment is comparable to that achievable by lifestyle.

Studying corporate liquidity and regulatory responses for economic recovery in COVID-19 crises

Many enterprises across the European Union (EU) have been hampered by the massive spread of COVID-19. It has severely impacted revenues and financial flows, potentially leading to an increase in corporate insolvency. This study investigates the influence of this new coronavirus on the solvency status of businesses in EU Member States. Several stress scenarios were constructed for non-financial listed enterprises. The results reveal a gradual surge in the possibility of default, a rise in loan repayment, and coverage being refused. According to our findings, the solvency profiles of all firms are deteriorating. Industries, such as mining, mass production, and retail, are the most susceptible to a drop in sales income and market capitalization. Before COVID-19, previous research had looked at policy options for maintaining solvency. Our data imply that a tax delay is adequate if there is a slight deterioration in the economic outlook. There should be hybrid assistance through loans and equity for even a slight deterioration in the state of an economy. This research will benefit policymakers, corporate executives, and creditors.

Energy Poverty and Personal Health in the EU

The aim of this paper is to assess the impact of energy poverty on health in the EU-27 countries for the period from 2003-2020 using Panel Autoregressive Distributed Lag models and generalized ridge regressions. Arrears on utility bills exerts positive long-run effects on capacity to keep the home adequately warm, current health expenditures, and self-perceived health as bad or very bad, but a negative long-run influence on energy import dependency. In the long-term, the population being unable to keep their home adequately warm positively affects self-perceived health as bad and very bad and negatively influences number of cooling days. Current health expenditure has a long-run influence on self-perceived health as bad and very bad and the number of heating days. Positive short-run impacts were observed for energy import dependency, arrears on utility bills, and number of heating days on current health expenditure and the population unable to keep their home adequately warm. People at risk of poverty or social exclusion in different zones had a significant impact on energy poverty indicators. A separate analysis is made for those EU states with the highest energy import dependency and the implications of the results are discussed.

Energy poverty assessment in the Belt and Road Initiative countries: based on entropy weight-TOPSIS approach

The Belt and Road Initiative (BRI) countries are mainly developing countries with severe energy poverty. This study combines the entropy weight and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method to measure energy poverty at the household, enterprise, and national levels in 82 BRI countries. This study aims to investigate and discuss how to encourage BRI countries to develop effective decision-making mechanisms for developing more targeted supply-side solutions to domestic energy poverty. A geographic information system (GIS) is also used to construct spatial distribution maps to assess energy poverty. The findings show that countries in South Asia, Southeast Asia, and North Africa have the highest levels of energy poverty, while countries in West Asia and Europe have the lowest. East Timor, Tonga, and Equatorial Guinea are of the most extremely lowest. The assessment methodology used in this paper focuses not only on the energy poverty faced by households, but also on the overall energy supply and service situation at the enterprise and national levels. These perspectives are likely to influence policy making and help the governments in addressing domestic energy poverty more effectively from the supply side.

A comprehensive urban programme to reduce energy poverty and its effects on health and wellbeing of citizens in six European countries: study protocol of a controlled trial

Background

Nearly 11% of the European population is affected by energy poverty. Energy poverty is defined by the European Commission (2016) as the inability to afford basic energy services to guarantee a decent standard of living. Energy poverty is considered a complex, multidimensional problem that affects environment, housing, urban development, and health. Living in energy poverty conditions is associated with poorer human health and wellbeing. Hence, the WELLBASED intervention programme aims to design, implement and evaluate a comprehensive urban programme, based on the social-ecological model, to reduce energy poverty and its effects on the citizens’ health and wellbeing in six European urban study sites: Valencia, Spain; Heerlen, The Netherlands; Leeds, United Kingdom; Edirne, Turkey; Obuda, Hungary, and; Jelgava, Latvia.

Methods

A controlled trial is performed. A total of 875 participants are recruited (125–177 per study site) to receive the WELLBASED intervention programme for 12 months (intervention condition) and 875 participants act as controls (control condition). Data will be collected with a baseline measurement at inclusion (T0), and follow-up measurements after 6 months (T1), 12 months (T2), and 18 months (T3). In both study arms, effects of the WELLBASED intervention programme are measured: health-related quality of life (HR-QoL), mental health, frailty in older adults, self-perceived health, chronic conditions, and care utilization. At the same time points, household expenditure on energy and energy consumption are obtained. In the intervention arm, health-monitoring data (i.e. peak flow, oxygen saturation, blood pressure, and heart rate) are obtained monthly and sleep quality with a three-month interval. Household data with regard to temperature, humidity and air quality are collected near real-time by home sensors. Qualitative interviews are conducted in each study site to evaluate the impacts of the WELLBASED intervention programme and to help explain findings.

Discussion

The WELLBASED intervention programme will provide new insights into the effectiveness of a comprehensive urban programme to tackle energy poverty and its effects on health and wellbeing across Europe. Hence, this study can contribute to European-wide replicable solutions for policy-makers and city practitioners to alleviate energy poverty.

Revisiting the Energy-Happiness Paradox: A Quasi-Experimental Evidence of Electricity Access in Indonesia

This study revisits the energy-happiness paradox hypothesis using the context of a developing nation. We used Indonesia as a case study, a unique archipelagic country with sparse subnational energy infrastructure, leading to the persistent regional energy access gap. We employed an instrumental variable technique to obviate conventional bias in the happiness regression. The model utilised a newly available national-level household survey on life satisfaction and historical data on digital maps of Indonesia's electricity infrastructure conditions in 1985. Unlike the phenomena known as the energy-happiness paradox found mainly in the developed countries that suggest the null relationship between having energy access and people's happiness, our finding reveals a positive effect of electricity access on people's happiness. We also show that the mechanism in which the effect operates is through individuals' satisfaction with housing conditions. The heterogeneity analysis shows that the impact of electricity access on happiness is more prominent in the lagging region. It justifies the placed-based policy strategy by the government in developing countries for expanding electricity access in favour of disadvantaged areas.

Rural Specificity as a Factor Influencing Energy Poverty in European Union Countries

This study focuses on the empirical verification of the influence of rural specificity on energy poverty across European Union countries, in the period 2010–2020. The research aimed at specifying the role of the agricultural character of a country, as well as economic disparities between rural and urban areas, in inducing problems of energy affordability. Based on the literature consensus about the most important determinants of energy poverty, namely income, energy prices, energy productivity, quality of dwellings, and climate conditions, a standard model was constructed concerning the role of the rural character of an economy, with its traditional features such as agricultural employment, and indices of rural–urban divide, in terms of median income and material poverty. Models for panel data with fixed effects were estimated. The results indicate agricultural employment as a factor increasing the subjective energy poverty of households. However, the scale of rural settlement cannot be specified as a factor determining energy poverty, neither concerning energy consumption nor self-reported difficulties. This suggests that only the traditional agricultural character of rural areas negatively influences energy poverty. The processes of gentrification of rural areas observable in many EU countries changes the typical pattern of the identification of villagers with the most excluded group.

Linking Housing Conditions and Energy Poverty: From a Perspective of Household Energy Self-Restriction

Affordable and warm housing is a basic household living need, which is closely related to human health and well-being. This study attempts to establish the link between household housing conditions and energy poverty in China from the perspective of energy self-restriction using logit and mediation models based on microdata. The results report that: (1) households are more likely to be exposed to energy poverty if they live in larger, older, poorly insulated houses, without basic energy service equipment, and in rental housing; (2) the area of residence and energy installations are the main characteristics that distinguish energy poverty from non-energy poverty; (3) the link between housing conditions and energy poverty is reinforced by the psychology and behavior of households, with those living in poor conditions tending to restrain their energy consumption, thus worsening their energy poverty situation.

Macroeconomic Policy versus Fuel Poverty in Poland—Support or Barrier

: Energy and climate policies play an increasingly important role in the world in the era of climate change and rising energy prices. More often, the importance of the development of the energy sector and climate protection is seen from the point of view of the expenditures that will need to be absorbed in the economy, with the potential for increased energy prices. However, it should be remembered that this is also related to the issue of fuel poverty and the inability to meet basic energy needs by parts of society. The aim of the paper is to assess the importance of macroeconomic policy instruments in reducing fuel poverty, using Poland as an example. It will be examined whether and how the government influenced this phenomenon (directly or indirectly), through which instruments, and which instruments (fiscal, monetary or energy-climate policy) played the most important role in shaping the scale of fuel poverty in Poland, with an emphasis on the role of monetary and fiscal policy instruments. The analysis covered the period from 2004 to mid-2021. The results of the research showed that in Poland there is a lack of policy directly aimed at reducing fuel poverty, and the government affects the scale of fuel poverty indirectly mainly through macroeconomic policy instruments, i.e., fiscal and monetary policy instruments. The main and most effective instruments for reducing fuel poverty in Poland are social transfers. Other instruments that have a statistically significant impact on this poverty rate are the level of tax burdens and short-term interest rates. The analysis also revealed some opportunities for effective fuel poverty reduction policies. It was proven that in addition to fiscal policy, monetary policy, which would stimulate a decrease in short-term interest rates, is also an effective way to reduce the fuel poverty rate in Poland.

A Systematic Review of Associations between Energy Use, Fuel Poverty, Energy Efficiency Improvements and Health

Energy use in buildings can influence the indoor environment. Studies on green buildings, energy saving measures, energy use, fuel poverty, and ventilation have been reviewed, following the guidelines of the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) statement. The database PubMed was searched for articles published up to 1 October 2020. In total, 68 relevant peer-reviewed epidemiological or exposure studies on radon, biological agents, and chemicals were included. The main aim was to assess current knowledge on how energy saving measures and energy use can influence health. The included studies concluded that buildings classified as green buildings can improve health. More efficient heating and increased thermal insulation can improve health in homes experiencing fuel poverty. However, energy-saving measures in airtight buildings and thermal insulation without installation of mechanical ventilation can impair health. Energy efficiency retrofits can increase indoor radon which can cause lung cancer. Installation of a mechanical ventilation systems can solve many of the negative effects linked to airtight buildings and energy efficiency retrofits. However, higher ventilation flow can increase the indoor exposure to outdoor air pollutants in areas with high levels of outdoor air pollution. Finally, future research needs concerning energy aspects of buildings and health were identified.

"It's changed my life not to have the continual worry of being warm" - health and wellbeing impacts of a local fuel poverty programme: a mixed-methods evaluation

BACKGROUND

Living in a cold home and being fuel poor can contribute to adverse physical and mental health. Energy efficiency interventions are considered the simplest ways of tackling fuel poverty and preventing associated negative health, wellbeing, and socio-economic consequences. The overall aim of the current study was to provide a greater understanding of the impact of a locally administered programme, which funded the installation of major heating/insulation measures in areas of high fuel poverty, on the health and wellbeing of beneficiaries of the programme.

METHODS

A mixed-methods approach to explore the health and wellbeing impacts of a fuel poverty programme in East Sussex that took place between October 2016 and March 2018. Beneficiaries completed the Warwick-Edinburgh Mental Wellbeing Scale before and after any heating/insulation work had been completed in their home. Beneficiaries were also asked to retrospectively rate their health pre- and post-installation. Interviews with 23 beneficiaries of the programme were conducted to explore in-depth the impact of the programme on people's health and wellbeing and the wider social determinants of health.

RESULTS

A major heating/insulation measure was installed in 149 homes. The majority of measures installed were boilers (57.7%) and new central heating systems (32.2%). Self-rated health and wellbeing were significantly higher post-installation. Interviewees described clear examples of the positive impacts on physical health and wellbeing such as fewer chest infections, reduced pain, feeling less anxious and depressed, and generally feeling happier and more relaxed. Interviews also highlighted broader areas of impact such as reduced social isolation and increased use of domestic space. Many of the beneficiaries also reported a reduction in their energy bills since their new heating systems had been installed.

CONCLUSIONS

The findings from the evaluation suggest that the installation of major heating or insulation measures such as new boilers have substantial benefits for the health and wellbeing of beneficiaries. The findings also suggest that the programme had a positive impact on wider determinants of health including reduction in stress and isolation that are likely to be part of the pathways between fuel poverty interventions and mental and physical health outcomes.

Energy Poverty and Depression in Rural China: Evidence from the Quantile Regression Approach

Despite the growing awareness and interest in the impact of energy poverty on depression, studies in developing economies are relative limited, and there is a gap of knowledge of such impact among rural individuals in China. In this study, we investigate the impact of energy poverty on depression among rural Chinese individuals aged 16 and above, and our sample includes 13,784 individuals from 6103 households. With data from the 2018 China Family Panel Studies, we apply the instrumental variable (IV) quantile regression approach to address the potential endogeneity of energy poverty and allow for heterogeneous effects of energy poverty on depression across individuals with different levels of depression. Our estimates from the IV quantile regression suggest a strong positive impact of energy poverty on depression at the upper quantile of depression scores, but no impact at the middle and lower quantiles. The primary results are robust and consistent with alternative energy poverty measures, and we find that energy poverty does not affect depression of low-risk individuals (with low depression scores), but it does affect that of high-risk individuals. We also find individual socio-demographic factors of age, gender, household size, religious belief, education, marriage and employment status play roles in affecting depression. The findings of this study generate policy implications for energy poverty alleviation and mental health promotion.

Linking Energy Poverty with Thermal Building Regulations and Energy Efficiency Policies in Portugal

Energy-poverty (EP) must be considered an energy-related issue since buildings are a central part of people’s daily lives. Thus, it has an important role in energy-related policy implementation. Even though the European Union (EU) has endorsed general energy efficiency through the Energy Efficiency Directive and Energy Performance of Buildings Directive recast, it was the Clean Energy Package for all Europeans that clearly highlighted EP. The growing concerns with EP have also been emphasised in subsequent directives and initiatives. Despite some regulatory framework and the milder climate situation, the proportion of the population experiencing thermal discomfort in southern and eastern European countries, namely in the winter season, is relatively high, reflecting the poor thermal performance of building stock, low family incomes and high energy prices, among others. The current work analysed the EP evolution in Portugal in the EU context, and the Thermal Building Regulations and Energy Efficiency Policies developed, aiming to add insight into the effectiveness of those policies concerning EP mitigation in Portugal as an EU Member state. Moreover, a critical debate on the potential to lower the EP Portuguese situation was also an objective to pursue. It is plausible to admit that reducing EP by acting on residential building stock, namely through the increase of energy efficiency and comfort, plays a key role in improving the living conditions, namely of vulnerable households and deprived areas. This will also decrease energy consumption and dependence while further promoting a smarter, sustainable and inclusive society, contributing to economic growth.

Use, cost-effectiveness, and end user perspectives of a home solar lighting intervention in rural Uganda: a mixed methods, randomized controlled trial

Energy poverty is prevalent in resource-limited settings, leading households to use inefficient fuels and appliances that contribute to household air pollution. Randomized controlled trials of household energy interventions in low and middle income countries have largely focused on cooking services. Less is known about the adoption and impact of clean lighting interventions. We conducted an explanatory sequential mixed methods study as part of a randomized controlled trial of home solar lighting systems in rural Uganda in order to identify contextual factors determining the use and impact of the solar lighting intervention. We used sensors to track usage, longitudinally assessed household lighting expenditures and health-related quality of life, and performed cost-effectiveness analyses. Qualitative interviews were conducted with all 80 trial participants and coded using reflexive thematic analysis. Uptake of the intervention solar lighting system was high with daily use averaging 8.23 ± 5.30 hours per day. The intervention solar lighting system increased the EQ5D index by 0.025 [95% CI 0.002 - 0.048] and led to an average monthly reduction in household lighting costs by -1.28 [-2.52, -0.85] US dollars, with higher savings in users of fuel-based lighting. The incremental cost-effectiveness ratio for the solar lighting intervention was $2025.72 US dollars per quality adjusted life year (QALY) gained making the intervention cost-effective when benchmarked against the gross domestic product (GDP) per capita in Uganda. Thematic analysis of qualitative data from individual interviews showed that solar lighting was transformative and associated with numerous benefits that fit within a Social Determinants of Health (SDOH) framework. The benefits included improved household finances, improved educational performance of children, increased household safety, improved family and community cohesion, and improved perceived household health. Our findings suggest that household solar lighting interventions may be a cost-effective approach to improve health-related quality of life by addressing SDOH.

How to Encourage Energy Savings Behaviours? The Most Effective Incentives from the Perspective of European Consumers

Ongoing climate change and increasing energy consumption are becoming a serious threat to international development efforts. To ensure a secure and sustainable future, local, national and regional authorities, as well as energy companies, need to be involved in improving energy efficiency and promoting rational energy use. The consumer is always at the centre of interest of policy and energy reduction strategies makers. It is their behaviour, motives and beliefs that can lead to optimised and economical energy management. This paper responds to the need to identify the individual preferences of energy consumers. The presented research fills an existing gap in the literature by analysing the strength of the influence of different types of instruments and external stimuli shaping pro-environmental attitudes of consumers of different behavioural types. The analysis presented in this paper is the result of the next stage of the authors’ research on energy consumers modelling, their segmentation and comprehensive characteristics. The analysis was conducted on a representative sample of N = 4332 respondents from 8 European countries (Czech Republic, France, Greece, Spain, Germany, Poland, Romania, and the United Kingdom). The study used multivariate statistical methods, such as: Correspondence Analysis, Factor Analysis and Kruskal-Wallis test. These methods are adequate to the assumptions of the research procedure and allowed for the identification of 4 latent factors that link the incentives into groups, where the motivation to save energy is based on: information (“Information and Knowledge”), social norms (“Social Influence”), investment funding (“Investments”) and energy price changes (“Energy Price”). In addition, the level of effectiveness of the studied incentives and motivators depends on the behavioural type of energy consumers and increases with rising levels of their intrinsic pro-environmental motivation.

Energy poverty and its relationship with health: empirical evidence on the dynamics of energy poverty and poor health in Australia

Does poor health increase the likelihood of energy poverty or vice versa creating a vicious poverty trap? We use data from the Household, Income and Labour Dynamics of Australia (HILDA) survey from 2005–2018 to explore if these two processes are dynamically related across a number of subjective and objective measures of physical and mental health as well as subjective and objective measures of energy poverty. We employ univariate dynamic models, introduce controls for initial conditions, and explore inter-dependence between energy poverty and health using a dynamic bivariate probit model. Our results show that controlling for initial conditions impacts on the magnitude and significance of the lagged coefficients. We only find cross-dependency effects between energy poverty and health for subjective measures of energy poverty. This suggests that individuals’ feelings about being in energy poverty may impact on their health leading to poor health/energy poverty traps. Targeting individuals in financial stress/debt may be one way to reduce these poor health/energy poverty traps.

Fuel poverty and financial distress

Governments and advocacy groups have drawn attention to the precarious position of those members of society who are unable to attain an adequate level of energy services, i.e. the fuel poor. Concerns have also arisen about the ability of fuel poor individuals to adapt to the hardship recently brought about by the COVID-19 pandemic. This paper contributes to the literature by exploring empirically the link between fuel poverty and financial distress prior to and during the first wave the COVID-19 pandemic. The analysis is based on the most recent longitudinal, nationally representative survey of the United Kingdom, Understanding Society (UKHLS, Wave 10, January 2018-February 2020). After correcting for the effects of potential endogeneity in the variables of interest, our results identify a statistically robust relationship between fuel poverty indicators and self-reported measures of current financial distress, with stronger effects for subjective indicators. The fuel poverty indicators however exert only a limited influence on an individual's expectation of their future financial situation. Our analysis of the first wave of the COVID-19 pandemic also confirms that fuel poverty contributed to financial distress. Our main findings are robust to a suite of specification and sensitivity checks. Our results lead to recommend assessing measures which target fuel poverty on the basis of their potential indirect effect on financial distress.

The 'vicious cycle' of energy poverty and productivity: insights from 45 developing countries

This study is the first proper attempt to examine the influence of energy poverty on productivity. Specifically, the study investigates the effects on the level and convergence of total factor productivity of no access to clean fuels and technologies for cooking; no access to electricity in the total population; no access to electricity in the rural population; no access to electricity in the urban population; non-renewable electricity production; and non-renewable electricity consumption. The study examines a global sample of 45 developing countries from 2002 to 2017 and offers three empirical analysis findings. First, the mutual causalities between the five dimensions of energy poverty and total factor productivity are shown by a non-Granger causality test for panel data, except one-direction causality from no access to clean fuels and technologies for cooking to total factor productivity convergence, which hints a 'vicious cycle' of two variables. Second, the two-step system generalised method of moments estimates show significant negative impacts of no access to clean fuels and technologies for cooking and the three variables of no access to electricity on total factor productivity. In contrast, the production and consumption of non-renewable electricity appear to have significant positive effects. Third, the three-stage least squares estimates provide statistical evidence that the effects of energy poverty on total factor productivity are transmitted through human capital accumulation, Internet usage, and the shadow economy.

The Effect of Environmental Degradation, Climate Change, and the European Green Deal Tools on Life Satisfaction

Environmental issues, sustainability, and climate change have become the targets of many policies from international and governmental organizations including the EU’s European Green Deal action plan. This plan provides tools to address them—which include support for the circular economy, implementation of energy and environmental taxes, and investment in environmental protection—with the aim of favoring the well-being of EU citizens. In this context, this study analyses the impact of several parameters (environmental matters, global warming, circular economy, energy and environmental taxes, and expenditure and investment on the environment) on life satisfaction, or subjective well-being, and their effects on 33 European countries. For this purpose, four econometric models were carried out using data collected from the World Values Survey (WVS), the European Values Study (EVS), and the World Bank and Eurostat, reflecting subjective citizen satisfaction data. The findings present a highly significant inverse relationship between life satisfaction variables and both environmental problems and energy taxes. Additionally, there is a highly significant positive relationship between circular economy, environmental tax, and environmental protection expenditure parameters and life satisfaction variables, as well as, to a lesser degree of significance, with noise pollution from neighbours.

Bibliometric Literature Analysis of a Multi-Dimensional Sustainable Development Issue: Energy Poverty

Energy plays a critical role in building a sustainable future—economically, socially, and environmentally. Energy poverty holds a similarly prominent position and covers certain economic, social and environmental issues that are underlined by the United Nations’ Sustainable Development Goals. Due to its multidimensional role in plans for achieving sustainable development, there is a growing body of literature focusing on various aspects of energy poverty. This study conducts a bibliometric analysis of this literature by utilizing more extensive data from the Web of Science, covering all information on energy poverty studies. The analysis reveals how energy poverty has attracted attention over time, who the leading authors are, which studies constitute outstanding contributions to the literature, which different sides of the research topic stand out, and also highlights the potential research gaps. The results reveal all the network flows among researchers, publications, journals, keywords, organizations, co-cited publications, and bibliographic coupling for energy poverty studies. The findings confirm the increasing popularity of energy poverty as a topic and demonstrate the increasing awareness of the issue in academia over time.

Beyond technology adoption: Examining home energy management systems, energy burdens and climate change perceptions during COVID-19 pandemic

The COVID-19 pandemic has rapidly changed our lives. While the global impacts of the pandemic are shocking, the implications for energy burdens, climate policy, and energy efficiency are salient. This study examines income differences in the acceptance of and willingness to pay for home energy management systems during the COVID-19 pandemic among 632 residents in New York. Additionally, this study examines energy profiles, energy burdens, climate change issues, risk perceptions, and social-psychological factors. Compared with low-income households, our findings suggest that high-income households use more energy, have higher utility bills during quarantine mandates, perceive a higher risk of COVID-19 infection, and perceive climate change issues to be better than before. Low-income households, however, experience the highest energy burdens. Regarding HEMS acceptance, high-income households are more willing to adopt energy and well-being-promoting features of HEMS and more willing to pay a higher monthly fee for all the features than other income groups. Overall, participants were more willing to pay a higher price for the energy features than the well-being-promoting features. Low-income households indicate lower social norms, personal norms, and perceived behavioral control over adopting HEMS; they also perceive HEMS to be more difficult to use and less useful. Higher-income households express a higher trust in utilities than low-income households. Surprisingly, cost concerns, technology anxiety, and cybersecurity concerns relating to HEMS do not differ across income groups. This paper addresses the interactions among technology attributes and social-psychological and demographic factors, and provides policy implications and insights for future research.

The Association of Energy Poverty with Health and Wellbeing in Children in a Mediterranean City

Children have been identified as being particularly vulnerable to energy poverty (EP), but little empirical research has addressed the effect of EP on children’s health and wellbeing, especially in southern Europe. In this work we aimed to provide an in-depth description of the distribution of EP by sociodemographic, socioeconomic and housing characteristics, as well as to analyse the association between EP and health and wellbeing in children in Barcelona. We performed a cross-sectional study using data from the Barcelona Health Survey for 2016 (n = 481 children under 15 years). We analysed the association between EP and health outcomes through prevalence differences and prevalence ratios (PR) and their 95% confidence interval (CI), using Poisson regression models with robust variance. In Barcelona, 10.6% of children were living in EP and large inequalities were found by sociodemographic, socioeconomic and housing characteristics. EP was strongly associated with poor health in children (PR (95% CI): 7.70 (2.86, 20.72)). Living in EP was also associated with poor mental health (PR (95% CI): 2.46 (1.21, 4.99)) and with more cases of asthma (PR (95% CI): 4.19 (1.47, 11.90)) and overweight (PR (95% CI): 1.50 (1.05, 2.15)) in children. It is urgent to develop specific measures to avoid such serious and unfair health effects on children.

The Role of Renewable Energy Sources in Alleviating Energy Poverty in Households in Poland

Energy poverty is a problem that affects all member states of the European Union to a varying degree, including Poland, where about 9% of the population is at risk of energy poverty. The article aims to show the changes in energy poverty in Poland in 2010–2018. The specific goal, however, is to evaluate government measures aimed at reducing energy poverty through investments based on renewable energy sources. To present changes in the level of energy poverty in 2010–2018, the authors proposed a new synthetic measure that unifies several different measures used by researchers and allows for a comprehensive assessment of this phenomenon. The conducted research showed that in 2010–2018 there was a slow but visible decrease in the level of energy poverty in Poland. In addition, the article indicates investments in renewable energy sources that may have a positive impact on reducing the scale of energy poverty in Poland. The programs implemented with national and EU public funds, which finance investments in renewable energy sources in Poland, are also presented.

Coping with Energy Poverty: Measurements, Drivers, Impacts, and Solutions

Energy is required for socioeconomic development, and the world’s energy needs have significantly increased in the last decades. The lack of energy can have severe impacts on a person’s well-being; therefore, energy access should be ensured for everyone in the world. Energy poverty usually refers to a situation where a household cannot be kept adequately warm, but it is a complex issue with many more aspects. This paper aims to present a comprehensive review of the energy poverty problem, particularly presenting various definitions given in the literature that capture the multi-dimensional nature of the problem and analyzing the different ways of measuring energy poverty (expenditure approach and consensual approach). In addition, the impacts of the problem are identified, including health, socioeconomic, and environmental impacts, as well as the drivers that can worsen energy poverty conditions, such as several household characteristics and various socioeconomic and environmental factors. The situation occurring currently in the world is also presented, including studies that focus on different world regions, and the different solutions that can help address the problem are discussed, including changes to the living environments and the use of new technologies.

Does Energy Poverty Affect Energy Efficiency Investment Decisions? First Evidence from a Stated Choice Experiment

Energy poverty is a multidimensional and continuously growing societal problem, with political roots. In pursuit of mitigating the problem, the European Commission has adopted a bundle of policies, such as consumer protection measures, short-term financial interventions, motivations for energy efficiency (e.g., energy retrofits and replacement of old household appliance) and information campaigns, among others. There is no doubt, however, that increasing the income of vulnerable households would be the most preferred and effective option. Focusing on energy efficiency, a measure typically incorporated in the National Energy and Climate Plans (NECPs) of many Member States as a means to fight energy poverty, this paper aims to shed light on the need to gradually move towards more localized—not to say personalized—actions. In this direction, a labeled choice-based experiment is used, which involves a hypothetical selection between three alternative energy interventions, i.e., house retrofit, upgrading of heating system and upgrading of household electrical appliances. The research aims to integrate the preferences of households from the choice experiment with indicators of energy poverty and establish a connection between energy poverty and energy efficiency investment decisions. The results demonstrate that households’ preferences are affected by qualitative and quantitative aspects of energy vulnerability and sociodemographic characteristics. Furthermore, vulnerable households seem to be more prone to the so-called “discounting gap”, as previous studies also suggest. These findings are worrisome because, without tailor-made support, these households may never escape the vicious circle of energy poverty. To this end, the survey could provide useful information to policy-makers towards developing more robust policies of energy poverty alleviation.

Mapping the Worldwide Trends on Energy Poverty Research: A Bibliometric Analysis (1999-2019)

Energy poverty is one of the main challenges facing humanity in the 21st century. Research on energy poverty is becoming a common focus of scholars in many areas. Bibliometrics can help researchers dig deep into the information of specific research fields from a quantitative perspective. In this study, we collected 1018 research papers in the field of energy poverty published in the period 1999–2019 from the Web of Science databases and conducted a bibliometric analysis on them. Cleaning and screening of sample papers, matrix construction, and visualization were performed using Bibliometrix, VOSviewer, and HistCite, summarizing the internal and external characteristics of the papers. With regard to external characteristics, a total of 982 research institutions in 80 regions conducted research in this field. There is extensive cooperation between the countries, and the UK, the USA, Australia, and Italy play the most active role in the cooperation network. With regard to internal characteristics, we found the two most representative citation paths: one path starts from the concerns of energy-poor groups and stops at an ethical discussion on energy poverty; the second path is based on the existing technological path, continuously developing coping policies, evaluation methods, and a conceptual framework for dealing with energy poverty. Furthermore, through coupling analysis, we discovered four focuses of energy poverty research: improvement of definition, improvement of evaluation methods, effects of coping policy, and energy justice. Through a comprehensive analysis of existing papers, this paper reveals some limitations of previous studies and recommends some promising directions for future research on energy poverty.

Confronting Energy Poverty in Europe: A Research and Policy Agenda

This paper scrutinizes existing policy efforts to address energy poverty at the governance scale of the European Union (EU) and its constituent Member States. Our main starting point is the recent expansion of energy poverty policies at the EU level, fuelled by the regulatory provisions of the Clean Energy for all Europeans Package, as well as the establishment of an EU Energy Poverty Observatory. Aided by a systematic and customized methodology, we survey the extensive scientific body of work that has recently been published on the topic, as well as the multiple strategies and measures to address energy poverty that have been formulated across the EU. This includes the principal mitigation approaches adopted by key European and national institutions. We develop a framework to judge the distributional and procedural justice provisions within the recently adopted National Energy and Climate Plans, as an indicator of the power, ability and resolve of relevant institutions to combat the causes and consequences of energy injustice. We also provide a research and policy agenda for future action, highlighting a series of scientific and decision-making challenges in the European and global context.

The impact of household energy poverty on the mental health of parents of young children

BACKGROUND

Energy poverty, typified by cold homes and/or an inability affording energy bills, presents risks to the mental health of occupants. Parents of young children may be especially susceptible to a mental health toll from energy poverty since they have a significant care obligation and spend much of their day at home.

METHODS

Data from the Growing Up in Ireland study inform this longitudinal analysis.

RESULTS

A 1.64 greater odds of maternal depression were estimated for households containing young children characterized by energy poverty [P = 0.000; 95% confidence interval (CI): 1.31-2.05]. For energy poor households with older children (9 years and above), the odds of maternal depression were also higher [odds ratio (OR) 1.74, P = 0.001; 95% CI: 1.27-2.39]. Fathers of young children had greater odds of depression in energy poor households (OR 1.59, P = 0.002; 95% CI: 1.19-2.12), though the deleterious effect on mental health was not statistically significant for fathers of older children.

CONCLUSIONS

Energy poverty increases the likelihood of depression in parents. These findings merit policy attention since a mental health burden is in itself important, and more widely, parental well-being can influence child development and outcomes.

Studying the Level of Sustainable Energy Development of the European Union Countries and Their Similarity Based on the Economic and Demographic Potential

The concept of sustainable economic development takes into account economic, social and environmental aspects and strives to achieve balance between them. One of the basic areas where it is required to revalue the current views on sustainable development is energy. The growing public awareness of environmental protection forces changes in this industry. Despite the global nature of this problem, its solution is perceived differently in various regions of the world. The unquestionable leader in introducing the idea of sustainable development economy is the European Union, where the energy sector is of key importance for the effectiveness of this process. In order to assess the sustainable energy development of the European Union countries, studies were conducted based on 13 selected indicators characterizing this sector in terms of energy, economy and environment. In order to assess the specificity of the European Union countries, these indicators were additionally compared to the gross domestic product value and the number of inhabitants of individual countries. For these cases, multi-criteria analyses were carried out using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method. It allowed the authors to rank the European Union countries in terms of their adaptation to a sustainable energy economy. Based on the determined values of indicators versus the gross domestic product and the number of inhabitants of the countries in question, these countries were also divided into similar groups with the use of the Kohonen artificial neural networks. These groups can pursue a common energy policy in the field of sustainable development. The aim of the research was to present a new approach to the assessment of sustainable energy development of the European Union countries. The extensive ratio analysis (13 indicators of the sustainable energy development), including the economic and demographic potential of individual countries, and the use of modern tools made it possible to acquire new knowledge in the field of sustainable energy development in the European Union countries. The results should be utilized for more effective sustainable energy development of the European Union countries.

The association of energy poverty with health, health care utilisation and medication use in southern Europe

Energy poverty (EP) is defined as the inability of a household to secure a socially and materially required level of energy services in the home. The main objective of this study was to analyse the association between EP and distinct indicators of health status, health services utilisation and medication use in southern Europe, using the city of Barcelona as a case study. We conducted a cross-sectional study using the data of the Barcelona Health Survey for 2016 (n = 3519, 53.3% women). We calculated EP percentages according to age, country of birth and social class. We analysed the association between EP and 26 health-related indicators through prevalence ratios (PR), and quantified the impact of EP on health at the population level by calculating the percentage of population attributable risk (PAR%). In Barcelona, 13.3% of women and 11.3% of men experienced EP. The most frequently affected groups were people born in low- and middle-income countries, those from more disadvantaged social classes, and women aged 65 years and older. We found a strong association between EP and worse health status, as well as higher use of health services and medication. For example, compared with women without EP, those with EP reported poor mental health 1.9 (95% CI: 1.6-2.4) times more frequently. Compared with men without EP, those with EP reported poor mental health 2.1 (95% CI: 1.6-2.8) times more frequently. The combination of high EP prevalence and the strong association between EP and negative health outcomes resulted in high PAR%, indicating the striking impact of EP on health and health services at the population level. EP is an important public health problem in southern European urban contexts that should be included in policy priorities in order to address its structural causes and minimise its unfair and avoidable health effects.

Energy poverty, its intensity and health in vulnerable populations in a Southern European city

OBJECTIVE

To describe and compare the health status between vulnerable population participating in a program to tackle energy poverty (Energía, la justa) and the non-energy poor Barcelona (Spain) population and to analyse among participants the effect of energy poverty intensity on health.

METHOD

Cross-sectional study based on data from program participants obtained before the intervention. Participants (1799 women and 671 men) were compared to non-energy poor population of Barcelona (1393 women and 1215 men) sampled from the Barcelona Public Health Survey (2016). Standardized prevalence and prevalence ratios of self-perceived poor health, asthma, chronic bronchitis, and depression and/or anxiety were estimated, and among participants the association between health status and energy poverty intensity was estimated with multivariate models.

RESULTS

The probability of poor self-perceived physical and mental health ranged from 2.2 to 5.3 times greater in the program participants than non-energy poor Barcelona population. Among program participants, those most affected were found to be the most likely to report poor health outcomes, regardless of other sociodemographic factors.

CONCLUSIONS

The prevalence of poor physical and mental health was considerably higher among women and men participating in the programme compared to the non-energy poor population and was even worse among those who were more severely affected. Public policies that tackle energy poverty and its consequences are urgently needed in Spain.

Multidimensional Energy Poverty and Mental Health: Micro-Level Evidence from Ghana

Regardless of growing interest and awareness of the effect of energy poverty on mental health, studies on this linkage have mainly relied on unidimensional measures of energy poverty with much concentration on advanced economies. Employing a two-wave socioeconomic survey, we analyzed the impact of multidimensional energy poverty on mental health in Ghana. We found energy poverty to heighten the chances of being mentally unhealthy. Using prices of liquefied petroleum gas and electricity as instruments for multidimensional energy poverty, we found that a rise in energy deprivation is associated with a 0.562-, 1.494- and 1.867-fold increase in the odds of being mildly, moderately and severely depressed, respectively. Among the indicators of multidimensional energy poverty, a deprivation in household appliance ownership (refrigerator ownership), recorded the highest impact on the depression levels of household heads. We concluded by urging policymakers to adopt a holistic approach in solving issues of energy poverty where simultaneous attention is given to all the dimensions of energy poverty since they collectively have detrimental effects on mental health, especially in a developing country setting.

Assessing Resilience to Energy Poverty in Europe through a Multi-Criteria Analysis Framework

This study introduces a framework for assessing the resilience of different European countries against the problem of energy poverty. The proposed framework is established upon two major implementation pillars: capturing stakeholder knowledge and employing a multi-criteria analysis framework in order to provide valuable insights and objective results. The implicated evaluation criteria have been identified by the group of stakeholders and incorporate several socio-economic aspects of the problem beyond the energy dimension. The proposed methodology is largely dependent on the engaged stakeholders’ assessments, thus introducing nuggets of subjectivity into the whole analysis. However, it significantly differs from other energy poverty-based approaches, its novelty lying in that it directly attempts to evaluate a country according to its potential to deal with the problem as a whole, rather than deconstructing it in components and partial indicators. The proposed framework is demonstrated in countries in both Southern/Eastern and Northern/Western Europe (Austria, Belgium, Croatia, France, Greece, Ireland, Italy, Latvia, the Netherlands, Romania, Spain), exploiting diversities and particularities associated with their context.

Energy Poverty in European Union: Assessment Difficulties, Effects on the Quality of Life, Mitigation Measures. Some Evidences from Romania

The scope of this research is to explore the relations between energy poverty, quality of life and renewable energy. First, an analysis of concept evolution, economic and social implications and the difficulties in assessing energy poverty was conducted by analyzing the data from Eurostat regarding electricity prices for households and arrears on utility bills between 2009 and 2018 and the solutions for combating energy poverty from the EU. In the next part, a cross-country analysis regarding Granger causality between indicators representing all three dimensions was conducted. The period of the analysis was between 2010 and 2019 for the 28 EU member states. In the final part of the article, the situation of Romania was analyzed. The phenomenon of energy poverty is not marginal but is underestimated and superficially approached. Starting from the dominant discussions on the concepts and tools practiced at international level, this article makes a proposal for a working model for various regions in Romania, taking in consideration the financial potential of the geographic areas and the possibilities of accessing unconventional energies by local communities. Through a case study based on the analysis of relevant energy resource statistics, the article identifies main shortcomings and opportunities for Romania and proposes concrete recommendations of sustainable public policies on the elimination of energy poverty. In some geographic areas where this was not possible, we propose how to diminish the effects of this social phenomenon. Our proposals for the case study focus on supporting populations in areas where access to energy sources is difficult and there is a lack of energy infrastructure, the government programs being an alternative to access green (renewable) energies. Even if this may seem expensive to some specialists in the economy, access to energy sources of any kind brings social advantages by improving quality of life-in this case, a real victory in the fight against energy poverty.
