Abstract
BACKGROUND Omphalitis is the third most common cause for diseases and infections in newborn calves. Its risk factors are well described in dairy production, but data in beef production is limited. OBJECTIVE To identify and quantify the risk factors of omphalitis in cow-calf operations with seasonal indoor calving period. ANIMALS Nine hundred sixty-four calves included from 22 cow-calf operations in central France were included. METHODS A prospective cohort study involved data collection during two visits for each calf. Simple and multivariable logistic regression analyses evaluated the association between omphalitis and the variables. RESULTS Among 964 included calves, 311 (32.3%) calves had an omphalitis. Accounting for farms' random effect, risk factors for omphalitis highlighted by the univariable analysis were: absence of navel disinfection (odds ratio (OR) = 2.3, [1.45-3.04]), wetness of bedding calving area (OR = 1.8-2.1, [0.78-2.83]-[0.63-3.57]), cleanliness of calves' pen (OR =1.6-2.8, [1.22-2.27]-[2.02-3.84]), wetness of calves' pen bedding (OR = 1.7-3.2, [1.12-2.06]-[3.08-3.84]), calf weight at birth >50 kg (OR = 2.0-5.0, [1.02-2.38]-[1.51-11.1]), umbilical cord length <3 cm (OR = 2.2-2.3, [1.53-3.11]-[1.24-4.38]), and sex (male vs female) (OR = 2.6, [2.08-3.69]). The multivariable analysis, accounting for farms' random effect, showed that the absence of navel disinfection (OR= 2.2, [1.44-3.09]), wetness of bedding calving area (OR = 1.9-2.4, [0.55-2.83]-[0.59-3.28]), calf weight at birth >50 kg (OR = 1.9-2.6, [1.03-2.56]-[1.43-12.5]) and sex (male vs female) (OR =2.4, [2.09-3.49]) were risk factors for omphalitis. CONCLUSIONS AND CLINICAL IMPORTANCE These observations may help identify animals at early risk (>50 kg, male, short umbilical cord) and pay particular attention to the wetness of bedding and cleanliness of housing. This study highlights the importance of calving-pen bedding, calf characteristics and navel disinfection.

Abstract
To support farmers in their decisions related to Q fever, a dedicated economic assessment tool is developed. The present work describes the calculator, its economic rationale, and the supporting assumptions. The calculator integrates a yearly compartmental model to represent population dynamism and the main interactions between disorders linked to Q fever, especially reproductive disorders (abortion, retained foetal membranes, purulent vaginal discharge and endometritis, extra services, and calving-conception delays). The effects of the nontangible cost of the disease on human health, the welfare of the animals, and the workload of farmers were not integrated into the model. The model shows high-level sensitivity to the prevalence of Q fever in the herd prevaccination and to the costs of abortion and extra days of calving-conception intervals. Breakeven points, i.e., cost values that allow us to achieve positive vaccination benefits, are also reported. For herds with moderate or high prevalence rates of Q fever prevaccination (>30%), a vaccination benefit is observed. The vaccine should be considered a type of insurance in herds with low prevalence rates of Q fever prevaccination (≤20%). The calculator was developed to aid decision-making at the farm level, and no conclusion can be extrapolated as a generic trend based on the present work.

Abstract
Veterinarians are a pivotal force in addressing animal health and welfare surveillance, with a critical role in improving public health security and increasing the profits of livestock farmers. Yet, the veterinary profession is adversely affected by personnel shortages, particularly in rural areas. Since the health of people, animals and their shared environment are interconnected in a One Health perspective, a set of policies are required to ensure public health by attraction and retention of veterinarians in rural areas. In France, a tutored internship programme, financially subsiding students and mentors to execute a training period in remote rural areas, was promoted to better integrate and retain veterinary students ending their veterinary training. This paper aims to evaluate how veterinarians' tutored internships influences students' choices for rural practice, using three different statistical methods derived from causal inference theory. Using survey data for the period 2016-2020, we show that: (i) the average effect of the tutored internship on veterinarians' work in food animal sector is not significant; and that (ii) the tutored internship leads veterinarians with a low share of work in the food animal sector to have a rural practise after they graduated between 13 and 20% greater than those who did not participate in the tutored internship.

Abstract
Antimicrobial resistance is a pandemic problem, causing substantial health and economic burdens. Antimicrobials are extensively used in livestock and aquaculture, exacerbating this global threat. Fostering the prudent use of antimicrobials will safeguard animal and human health. A lack of knowledge about alternatives to replace antimicrobials, and their effectiveness under field conditions, hampers changes in farming practices. This work aimed to understand the impact of strategies to reduce antimicrobial usage (AMU) in livestock and aquaculture, under field conditions, using a structured scoping literature review. The Extension for Scoping Reviews of the Preferred Reporting Items for Systematic Reviews and Meta-Analysis guidelines (PRISMA-ScR) were followed and the Patient, Intervention, Comparison, Outcome, Time and Setting (PICOTS) framework used. Articles were identified from CAB Abstracts, MEDLINE and Scopus. A total of 7505 unique research articles were identified, 926 of which were eligible for full-text assessment; 203 articles were included in data extraction. Given heterogeneity across articles in the way alternatives to antimicrobials or interventions against their usage were described, there was a need to standardize these by grouping them in categories. There were differences in the impacts of the strategies between and within species; this highlights the absence of a 'one-size-fits-all' solution. Nevertheless, some options seem more promising than others, as their impacts were consistently equivalent or positive when compared with animal performance using antimicrobials. This was particularly the case for bioactive protein and peptides, and feed/water management. The outcomes of this work provide data to inform cost-effectiveness assessments of strategies to reduce AMU.

Abstract
Chromium (Cr) has been reported to modulate blood biochemistry in dairy cows. However, there is a discrepancy in the literature regarding the effects of dietary Cr supplementation on various blood parameters. This meta-analysis aimed to evaluate the effects of Cr supplementation in dairy cows on blood glucose, insulin, glucagon, nonesterified fatty acid (NEFA), cortisol, and serum total protein (STP) concentrations. Following relevant literature data extraction, a 3-level meta-analytical random effect model was fitted to the data expressed as standardized mean difference (SMD) of outcome measures of control versus Cr-supplemented cows (i.e., difference in mean between control and treatment group or pooled standard deviation). The SMD can be categorized as having a small effect (0.20), a moderate effect (0.50), and a large effect (0.80). The meta-regression identified the potential sources of heterogeneity, including the body weight of cows, experimental duration/duration of Cr supplementation, blood sampling time (3 wk before parturition until 4 wk after parturition categorized as the transition period, else as the nontransition period), and form of Cr complexes. Blood glucose did not differ significantly between control and Cr-supplemented cows with an estimated SMD of μ = 0.0071 (95% confidence interval [CI]: -0.212 to 0.226). The effect of Cr supplementation on blood insulin was also nonsignificant with an SMD of μ = 0.0007 (95% CI: -0.191 to 0.193). Cows receiving Cr supplements had significantly higher levels of glucagon than controls (95% CI: 0.116 to 0.489), with an estimated SMD = 0.303. Combined transition and nontransition data suggest Cr supplementation did not affect the concentration of NEFA. However, in transition cows, Cr supplementation significantly decreased blood NEFA levels as compared with controls (95% CI: -0.522 to -0.0039), with estimated SMD = -0.263. The estimated SMD was μ = -0.1983 (95% CI: -0.734 to 0.337) for cortisol and -0.0923 (95% CI: -0.316 to 0.131) for total protein. In summary, Cr supplementation in the transition cows decreased NEFA concentration. Blood glucose, insulin, cortisol, and STP concentrations were unaffected. However, Cr supplementation increased glucagon concentration.

Abstract
In this study, the relationships between post-thaw bull sperm characteristics and hyperketonemic conditions after coincubation with cow plasma or media were determined to investigate if such a condition could affect bull sperm characteristics. Two experiments were conducted. In experiment 1, blood samples were collected from 31 cows to prepare plasma. Cows were independently categorized into two groups according to plasma β-hydroxybutyrate (BHB) concentrations (above or below 1.2 mM). Thawed bull semen was diluted and incubated with diluted plasma; motility parameters were evaluated using Computer Assisted Semen Analysis (CASA). In experiment 2, a pooled sample of thawed semen was diluted and divided into three aliquots: without BHB (control) and treated with either 1.2 mM (1.2) or 3 mM (3) BHB. In addition to motility, flow cytometric analyses were carried out. In experiment 1, the overall motility decreased significantly in plasma containing high (≥1.2 mM) BHB compared to plasma containing low (<1.2 mM) BHB. In experiment 2, the overall motility tended to be lower in BHB (3 mM)-supplemented samples. The supplementation of 3 mM BHB increased the proportion of live superoxide-positive sperm and sperm with high mitochondrial potential, while the DNA fragmentation index decreased.

Abstract
Omphalitis is the third most frequent disease in newborn calves after neonatal diarrhea and bovine respiratory disease (BRD), but limited data on the prevalence and risk factors are available in the literature. Failure of passive immunity transfer (FPIT) is recognized as a major risk factor for diseases and mortality in calves. However, the association between omphalitis and FPIT remains poorly described. To assess this association, 964 suckler beef calves from 22 farms were included in a longitudinal cohort study for 5 months. Each calf was examined twice (mean ages: 4.4 and 11.1 days old) to diagnose omphalitis through clinical examination and ultrasonographic evaluation (USE) if necessary. Measurements of the total solids percentage (TS-%Brix) and total protein (TP) were performed on the serum during the first visit to evaluate the calves' passive immunity status. FPIT (fair and poor) was defined as serum %Brix < 8.1 or TP < 5.1 g/dL; among calves with omphalitis, 14% had FPIT and among calves without omphalitis 12% had FPIT. The omphalitis prevalence was 32.3% in calves without any other disease (overall prevalence of 30.9%). No statistical association between the prevalence of omphalitis and FPIT was observed. Further research is needed to identify the risk factors and promote the prevention measures for omphalitis in cow-calf systems, such as calving difficulty, hygiene of housing, and navel disinfection.

Abstract
The objective of this study is to determine the most effective time allocation for digital dermatitis management and to quantify the marginal economic gain from extra time devoted to digital dermatitis management. The model simulating foot disease occurrence and the associated management was Dairy Health Simulator©. Then, an econometric model was applied to identify the relationship between the dairy workshop's gross margin and time for lameness management as well as the hourly marginal gain curve associated with lameness management. The gross margin was optimized under two constraints, i.e., the overall time spent for lameness management and the mean lameness duration (mimicking cow welfare). The results show that allocating less time to lameness detection and more to footbath application can contribute as follows: (i) reduces time spent for lameness management, (ii) maintains the best welfare level, and (iii) obtains the highest gross margin. The optimal time to devote to footbath application ranged from 17.8 to 22.3 h/month. A hiring strategy was investigated, and the break-even point ranged from 16.1 to 19.8 h/month. The recommended time to spend on footbath application is relatively important; therefore, stakeholders should consider the importance of lameness to the dairy industry and should devote enough time for footbath applications.

Abstract
Introduction Chromium (Cr) is an essential mineral that has been demonstrated to enhance milk production in dairy cows. This study aims to evaluate the effects of dietary Cr supplementation on dry matter intake (DMI), milk production and composition using a meta-analysis based on existing literature. Methods A random effects meta-analysis was performed to investigate the effects of dietary Cr supplementation on DMI, milk production and composition. The heterogeneity was assessed using the I 2 statistic and Q test, while Egger's test was used to evaluate publication bias. Results The meta-analysis discovered that Cr-supplemented cows had a significantly higher DMI compared to those not supplemented, with an increase of 0.72 kg/day [95% confidence interval (CI), 0.46-0.97]. The regression model indicated that DMI significantly increased by 0.9 g/kg of body weight (BW) and by 80.5 g for an increase of 1 mg of Cr supplement. The supplementation phase was associated with an increase in DMI, with an increase of 0.4582 kg/day for BFP (before parturition) and 0.853 kg/day for AFP (after parturition). The methionine and yeast forms of Cr increased DMI by 0.714 and 1.137 kg/day, respectively. The DMI was increased by 2.137 and 0.620 kg/day for multiparous (MP)+ primiparous (PP) cows and MP cows, respectively. Milk production was also increased by Cr supplementation, with an increase of 1.20 kg/day (95% CI, 0.65-1.76). The regression model indicated that milk production increased by 2.3 g/day for an increase of 1 kg of BW and by 122.4 g/day for an increase of 1 mg of Cr supplement. Milk production also increased with the duration of the experiment and days in milk. The amino acid and methionine forms of Cr complexes increased milk production by 1.645 and 1.448 kg/day, respectively. Milk production increased by 1.087 and 1.920 kg/day for MP and PP cows, respectively. Milk composition was not significantly affected by Cr supplementation. Egger's test for publication biases was not significant for all responses of interest. Discussion The meta-analysis showed that Cr supplementation improves DMI and milk production in dairy cows. The results suggest that the supplementation phase, form of Cr, and parity should be considered when supplementing dairy cows with Cr. The results have important implications for the dairy industry and can contribute to the development of more effective feeding strategies for dairy cows.

Abstract
Foot disorders are costly health disorders in dairy farms, and their prevalence is related to several factors such as breed, nutrition, and farmer's management strategy. Very few modeling approaches have considered the dynamics of foot disorders and their interaction with farm management strategies within a holistic farm simulation model. The aim of this study was to estimate the cost of foot disorders in dairy herds by simulating strategies for managing lameness. A dynamic and stochastic simulation model (DairyHealthSim) was used to simulate the herd dynamics, reproduction management, and health events. A specific module was built for lameness and related herd-level management strategies. Foot disorder occurrences were simulated with a base risk for each etiology [digital dermatitis (DD), interdigital dermatitis, interdigital phlegmon, sole ulcer (SU), white line disease (WLD)]. Two state machines were implemented in the model: the first was related to the disease-induced lameness score (from 1 to 5), and the second concerned DD-state transitions. A total of 880 simulations were run to represent the combination of the following 5 scenarios: (1) housing (concrete vs. textured), (2) hygiene (2 different scraping frequencies), (3) the existence of preventive trimming, (4) different thresholds of DD prevalence detected and from which a collective footbath is applied to treat DD, and (5) farmer's ability to detect lameness (detection rate). Housing, hygiene, and trimming scenarios were associated with risk factors applied for each foot disorder etiologies. The footbath and lameness detection scenarios both determined the treatment setup and the policy of herd observance. The economic evaluation outcome was the gross margin per year. A linear regression model was run to estimate the cost per lame cow (lameness score ≥3), per case of DD and per week of a cow's medium lameness duration. The bioeconomic model reproduced a lameness prevalence varying from 26 to 98% depending on the management scenario, demonstrating a high capacity of the model to represent the diversity of the field situations. Digital dermatitis represented half of the total lameness cases, followed by interdigital dermatitis (28%), SU (19%), WLD (13%), and interdigital phlegmon (4%). The housing scenarios dramatically influenced the prevalence of SU and WLD, whereas scraping frequency and threshold for footbath application mainly determined the presence of DD. Interestingly, the results showed that preventive trimming allowed a better reduction in lameness prevalence than spending time on early detection. Scraping frequency was highly associated with DD occurrence, especially with a textured floor. The regression showed that costs were homogeneous (i.e., did not change with lameness prevalence; marginal cost equals average cost). A lame cow and a DD-affected cow cost €307.50 ± 8.40 (SD) and €391.80 ± 10.0 per year on average, respectively. The results also showed a cost of €12.10 ± 0.36 per week-cow lameness. The present estimation is the first to account for interactions between etiologies and for the complex DD dynamics with all the M-stage transitions, bringing a high level of accuracy to the results.

Abstract
Background The growing evidence of the contribution of antimicrobial use (AMU) in animal agriculture to the public health threat of antimicrobial resistance has highlighted to policymakers the importance of the need for prudent AMU in animal production. Livestock farming is an economic process, where farmers are using inputs such as antimicrobials to minimize their losses. Objectives Using a large and unique dataset combining time-series data on economic performance and health records in conventional broiler production in France, we identify how improved healthcare management and disease prevention impact economic performance, AMU reduction and health outcomes. Methods We analyse the main characteristics of the economic performance of farms measured by the profit per m2, by performing advanced regression models investigating the relative importance of medication and veterinary procedures. Results In our study, 50% of the treatments (expressed as number of new treatments) are attributable to only 30% of all flocks. There is an inverted U-shaped relationship between AMU and economic performance. This finding implies that the marginal profit of antimicrobials is decreasing, meaning that using antimicrobials is only profitable up to a certain threshold. Results also show that the profit increases as the number of preventive treatments increase. Conclusions Our findings suggest that policies encouraging farmers to work upstream from the occurrence of disease have the potential to perform better than regulations, as they would maintain a profitable activity while diminishing AMU. Encouraging adequate infection control practices by subsidizing or providing other incentives would benefit farmers and society.

Abstract
Among the most important recent changes in the veterinary profession is the increasing percentage of women. Understanding trends driving the veterinary labor market is important to enable leaders in the veterinary profession and policy makers to plot strategic actions that will improve the profession. The objective of this paper was to estimate the gender pay gap in the veterinary labor market. We analyzed data from an anonymous online survey conducted in France in 2021 by the veterinary practitioner union. We assessed the gender gap pay using two regression approaches, ordinary least squares method and Blinder-Oaxaca decomposition, while controlling for all other variables (ceteris paribus). We provided evidence that male veterinarians earned wages approximately 9.3% higher (controlling for all other variables). This difference represented the "unexplained variance" that may be due to gender discrimination or unobserved characteristics.

Abstract
Calves are born hypogammaglobulinemic; thus, the newborn calf's immune defense relies on the ingestion and absorption of colostrum, which provides energy, immunoglobulins, immune cells, and cytokines to the newborn calf. A heat treatment applied to colostrum for 60 min at 60°C has been found to be effective at reducing the total bacterial count while preserving the colostrum IgG levels. The objective of this work was to perform a meta-analysis on the association between the characteristics of heat-treated colostrum and the concentration of colostrum IgG, serum IgG concentration, and serum total protein (STP). A meta-analysis was carried out based on existing peer-reviewed literature. Publications comparing colostrum IgG, serum IgG, and STP for heat-treated or raw frozen colostrum were included. The different heating temperatures applied to the colostrum were divided into 2 subgroups: high temperature (HT; > 60°C) and low temperature (LT; ≤ 60°C). Twelve studies, including 21 trials, met the inclusion criteria for colostrum IgG concentration. The results indicated decreases in colostrum IgG by 20.6 g/L [95% confidence interval (CI) = 11.8-29.4] for HT and 5.38 g/L (95% CI = 2.9-7.8) for LT when colostrum was heat-treated compared with raw or frozen colostrum. Heterogeneity was high to moderate (I2 = 82% for HT and 65% for LT). The heat treatment of colostrum was also associated with a nonsignificant decrease in serum IgG by 3.40 g/L for HT (95% CI = 7.54-0.74) but a significant increase in serum IgG by 2.65 g/L for LT (95% CI = 1.51-3.79). The regression model indicated that heterogeneity was not explained by any moderators. The heat treatment of colostrum was also associated with a significant increase in STP by 0.21 g/dL for LT (95% CI = 0.07-0.35). In conclusion, the present work demonstrated that the heat treatment of colostrum ≤60°C decreased colostrum IgG by 5.38 g/L for LT and increased serum IgG by 2.65 g/L and STP by 0.21 g/dL. When compared with the range of values observed in the field for serum IgG, the present results are of high interest for the cattle industry. Because immune colostrum benefits also include cytokines and immune cells, further work is required to evaluate the effect of colostrum heat treatment on these 2 immune components of colostrum.

Abstract
Peste des petits ruminants (PPR), a contagious viral disease affecting small ruminants, has been targeted by the global community for eradication within the next 10 years. However, eradication will require substantial money, human resources, coordination among actors, and individual commitments. The objective was to estimate the cost of PPR at a household level, thereby providing information on the potential economic benefits of PPR eradication and the incentives for small ruminant keepers to actively participate in the PPR Global Eradication Programme. This study focused on four sub-Saharan countries: Ethiopia, Malawi, Mali and Rwanda. Publicly available household level data assembled by FAO were used. A bioeconomic model was built to estimate impacts of PPR for a standardized theoretical area, where each household raised an average small ruminant herd or flock. Model outputs were used to estimate, at a household level, income loss due to a PPR outbreak. We constructed various income scenarios to account for the variability of small ruminant income as a proportion of total household annual income. Household income losses ranged from 2% to 40% of total annual income; percentages varied depending on the income scenario and on the gross annual economic impact of PPR on small ruminant production, which ranged from 20% to 80%, based on results of the bioeconomic model. As expected, the more small ruminant production contributed to household income the greater the impact. Estimates provided herein warn decision makers that, given the heterogeneous impact of PPR on household income, the willingness of small ruminant decision makers to participate in the PPR Global Eradication Programme may vary widely and tailored approaches should be devised and implemented.

Abstract
The provision of healthcare by veterinarians consists of a blend of activities ensuring welfare for animals. It also contributes in the control of infectious diseases and food safety. In general practices, most of the activities generate incomes for veterinarians, notably acts (consultations, surgery, etc.) and sales (drugs, pet food, etc.). Increased size of veterinary practices and the arrival of corporate companies modify the veterinary landscape in many countries. In a context of rapid growth of the companion animal health market, the question of the profitability of veterinary activities is relevant. Indeed, beyond a certain threshold, veterinarians may be tempted to leave behind food-producing animals' acts and focus on companion animals' acts, which are generally recognized to be more profitable and more attractive for new generations of veterinarians. A survey was conducted in French veterinary mixed practices, and a regression analysis was used to quantify the relationships between the turnover and the characteristics of veterinary practices, the time to perform veterinary acts, and the characteristics of veterinarians. We found that the characteristics of veterinary practices are positively associated with the turnover and the price of acts, and that there was an association between the status of veterinarians (associate, collaborator, or employee) and the time required to perform companion animals' and food-producing animals' acts. The present study is the first study showing the association between the characteristics of veterinary practices and the turnover, by investigating the price of veterinary acts and the time required.

Abstract
In Southeast Asia, surveillance at live bird markets (LBMs) has been identified as crucial for detecting avian influenza viruses (AIV) and reducing the risk of human infections. However, the design of effective surveillance systems in LBMs remains complex given the rapid turn-over of poultry. We developed a deterministic transmission model to provide guidance for optimizing AIV surveillance efforts. The model was calibrated to fit one of the largest LBMs in northern Vietnam at high risk of low pathogenic H7N9 virus introduction from China to identify the surveillance strategy that optimizes H7N9 detection. Results show that (i) using a portable diagnostic device would slightly reduce the number of infected birds leaving the LBM before the first detection, as compared to a laboratory-based diagnostic strategy, (ii) H7N9 detection could become more timely by sampling birds staying overnight, just before new susceptible birds are introduced at the beginning of a working day, and (iii) banning birds staying overnight would represent an effective intervention to reduce the risk of H7N9 spread but would decrease the likelihood of virus detection if introduced. These strategies should receive high priority in Vietnam and other Asian countries at risk of H7N9 introduction.

Abstract
Non-steroidal anti-inflammatory drugs (NSAIDs) at the time of embryo transfer (ET) are commonly used to improve pregnancy rates in cows. A meta-analysis was conducted on 16 trials from 9 publications involving control (n = 2335) and NSAID-treated (n = 2849) cows. The meta-analysis explained the relative risk (RR) with its 95% confidence interval (CI) for pregnancy per embryo transfer (P/ET) after NSAID treatment under various circumstances. NSAID treatment with was associated on average with a 15% higher P/ET compared to no treatment (RR = 1.15, 95% CI = 1.07 to 1.2). The results also highlight that the use of NSAIDs at the time of ET was particularly effective in cows with difficulty in passing the catheter from the cervix during ET, with 71% more likely P/ET (RR = 1.71, 95% CI = 1.07 to 2.74) with the use of NSAIDs for these cows compared to other cows. The data were too limited to analyse the influence of NSAID molecules (flunixin meglumine [FM] and meloxicam), cyclooxygenase (COX) inhibitor type (non-selective COX inhibitor [both COX-1 and COX-2] and selective COX inhibitor [only COX-2]), embryo processing (embryo production, embryo conservation and embryo quality), stress, synchronization, breed and parity on the relationship between NSAIDs and P/ET.

Abstract
In France, veterinarians can both prescribe and deliver veterinary medicines, which is a questionable situation from the perspective of antimicrobial use (AMU) reduction to avoid antimicrobial resistance (AMR). This situation places veterinarians in direct commercial relationships with the pharmaceutical industry as purchase contracts are signed between veterinarians and pharmaceutical companies. The aim of the present work is to analyse the relationships between veterinarians and pharmaceutical firms in the oligopoly market context of French veterinary medicine to determine whether the prescription behaviour of practitioners can be biased by joint prescription and delivery. Therefore, we develop an analysis based on principal-agent theory. Contracts between pharmaceutical companies and veterinarians during the 2008–2014 period were analysed based on 382 contracts related to 47 drugs belonging to eight main pharmaceutical firms (2320 observations). The price per unit after rebate of each drug and contract was calculated. The descriptive analysis demonstrated high disparity among the contracts across pharmaceutical firms with regard to the provisions of the contracts and how they are presented. Then, linear regression was used to explain the price per unit after rebate based on the explanatory variables, which included the yearly purchase objective, year, type of drug and type of rebate. The decrease in price per unit after rebate for each extra €1000 purchase objective per drug category was established to be €0.061 per 100 kg body weight for anticoccidiosis treatments, €0.029 per 100 kg body weight for anti-inflammatories, €0.0125 per 100 kg body weight and €0.0845 per animal for antiparasitics, and €0.031 per animal for intramammary antimicrobials. Applying agency theory reveals that veterinarians can be considered agents in the case of monopolistic situations involving pharmaceutical firms; otherwise, veterinarians are considered principals (oligopolistic situations in which at least several medicines have similar indications). The present study does not provide evidence suggesting that joint prescription and delivery may introduce any potential prescription bias linked to conflicts of interest under the market conditions during the 2008–2014 period.

Abstract
As of mid-2020, eradicating COVID-19 seems not to be an option, at least in the short term. The challenge for policy makers consists of implementing a suitable approach to contain the outbreak and limit extra deaths without exhausting healthcare forces while mitigating the impact on the country's economy and on individuals' well-being. To better describe the trade-off between the economic, societal and public health dimensions, we developed an integrated bioeconomic optimization approach. We built a discrete age-structured model considering three main populations (youth, adults and seniors) and 8 socio-professional characteristics for the adults. Fifteen lockdown exit strategies were simulated for several options: abrupt or progressive (4 or 8 weeks) lockdown lift followed by total definitive transitory final unlocking. Three values of transmission rate (Tr) were considered to represent individuals' barrier gesture compliance. Optimization under constraint to find the best combination of scenarios and options was performed on the minimal total cost for production losses due to contracted activities and hospitalization in the short and mid-term, with 3 criteria: mortality, person-days locked and hospital saturation. The results clearly show little difference between the scenarios based on the economic impact or the 3 criteria. This means that policy makers should focus on individuals' behaviors (represented by the Tr value) more than on trying to optimize the lockdown strategy (defining who is unlocked and who is locked). For a given Tr, the choices of scenarios permit the management of the hospital saturation level with regard to both its intensity and its duration, which remains a key point for public health. The results highlight the need for behavioral or experimental economics to address COVID-19 issues through a better understanding of individual behavior motivations and the identification of ways to improve biosecurity compliance.

Abstract
Lameness is a serious concern in the dairy sector, reflecting its high incidence and impact on animal welfare and productivity. Research has provided figures on its frequency using different methodologies, making it difficult to compare results and hindering farm-level decision-making. The study's objectives were to determine the frequency levels of lameness in British dairy cattle through a meta-analysis approach, and to understand the chronological patterns of how lameness cases are detected and classified in scientific research. A systematic review was conducted using PRISMA-P guidelines for article selection. Random-effects models estimated the pooled frequency measure of lameness with heterogeneity managed through subgroup analysis and meta-regression. Sixty-eight papers were identified, 50 included prevalence and 36 incidence data. The pooled prevalence of lameness in British dairy cattle was estimated at 29.5% (95% CI 26.7-32.4%) whilst all-cause lameness incidence rate indicated 30.9 cases of lameness per 100 cow-years (95% CI 24.5-37.9). The pooled cause-specific lameness incidence rate per 100 cow-years was 66.1 (95% CI 24.1-128.8) for white line disease, 53.2 (95% CI 20.5-101.2) for sole ulcer, 53.6 (95% CI 19.2-105.34) for digital dermatitis, with 51.9 (95% CI 9.3-129.2) attributable to other lameness-related lesions. Heterogeneity levels remained high. Sixty-nine papers contributed to a chronological overview of lameness data source. Although the AHDB Dairy mobility scoring system (MSS) was launched in the UK in 2008 and adopted shortly after by the British Dairy sector as the standard tool for assessing lameness, other methods are used depending on the investigator. Automated lameness detection systems may offer a solution for the subjective nature of MSSs, yet it was utilized in one study only. Despite the recognition of under-reporting of lameness from farm records 22 (31.9%) studies used this data source. The diversity of lameness data collection methods and sources was a key finding. It limits the understanding of lameness burden and the refinement of policy making for lameness. Standardizing case definition and research methods would improve knowledge of and ability to manage lameness. Regardless of the measurement method lameness in British dairy cattle is high.

Abstract
The lifting of COVID-19 (coronavirus disease 2019) lockdown requires, in the short and medium terms, a holistic and evidence-based approach to population health management based on combining risk factors and bio-economic outcomes, including actors' behaviors. This dynamic and global approach to health control is necessary to deal with the new paradigm of living with an infectious disease, which disrupts our individual freedom and behaviors. The challenge for policymakers consists of defining methods of lockdown-lifting and follow-up (middle-term rules) that best meet the needs for resumption of economic activity, societal wellbeing, and containment of the outbreak. There is no simple and ready-to-use way to do this since it means considering several competing objectives at the same time and continuously adapting the strategy and rules, ideally at local scale. We propose a framework for creating a precision evidence-based health policy that simultaneously considers public health, economic, and societal dimensions while accounting for constraints and uncertainty. It is based on the four following principles: integrating multiple and heterogeneous information, accepting navigation with uncertainty, adjusting the strategy dynamically with feedback mechanisms, and managing clusters through a multi-scalar conception. The evidence-based policy intervention for COVID-19 obtained includes scientific background via epidemiological modeling and bio-economic modeling. A set of quantitative and qualitative indicators are used as feedback to precisely monitor the societal-economic-epidemiological dynamics, allowing tightening or loosening of measures before epidemic damage (re-)occurs. Altogether, this allows an evidence-based policy that steers the strategy with precision and avoids any political shock.

Abstract
Antimicrobial resistance (AMR) is a global public health threat driven by a combination of factors, including antimicrobial use (AMU) and interactions among microorganisms, people, animals and the environment. The emergence and spread of AMR in veterinary medicine (AMR-V) arising from AMU in veterinary medicine (AMU-V) can be linked to individuals' economic behaviour and institutional context. We highlight the limitations of current microeconomic approaches and propose a mesoeconomic conceptual model of AMR-V that integrates actors' strategic and routine behaviours in their context from a dynamic perspective using the concepts of externality, globality and futurity. The global solution to AMR-V management relies on a trade-off between i) the global externality assessment of AMU-V with respect to AMR-V (public perspective) and ii) farm- or value chain-level marginal abatement cost evaluation (private perspective). The improvements realized by the proposed mesoeconomic conceptual model include i) the simultaneous fight against the emergence and spread of AMR-V and ii) a local decrease in AMU-V without any loss of competitiveness for private actors due to the development of adequate production standards. A set of generic equations describing the stepwise change in the scale of analysis is finally proposed. This original contribution to the global challenge of AMR through a mesoeconomic approach bring substantial improvement for better AMU. This model can be considered a way to smoothly promote institutional change and a call for public policies that support public private partnership in the development of adequate incentives. The model requires further development prior to its application in a given value-chain or territory.

The losses of an agriculture holding can be influenced by many factors since farming is a complex system and diseases are closely interrelated. Meta-analysis can be used to detect effects (i.e., change in clinical mastitis losses here) across studies and to identify factors that may influence those effects. This includes the external validity of the published study results with regard to the input parameters and the internal validity of the study, particularly how other diseases related to the target disease were accounted for. Mixed-effect meta-regressions were performed to estimate the mean clinical mastitis losses per case across the literature and to elucidate to what extent clinical mastitis losses are influenced by (i) general factors, such as etiology; (ii) the types of losses that contribute to the total mastitis losses; and (iii) prices. In total, 82 observations from nine studies were included in the meta-analysis to assess mean clinical mastitis losses per case. The multivariate meta-regression showed that etiology significantly influenced the clinical mastitis loss per case. The mean loss was determined to be €224 per case for all published etiologies. In detail, mean losses equalled €457 and €101 per case of clinical mastitis due to gram-negative and gram-positive bacteria, respectively, and €428 and €74 per case of clinical mastitis due to Escherichia coli and Staphylococcus aureus, respectively. Additionally, the mean loss obtained depended on whether diagnostic costs and reduced feed intake in cases of mastitis were included in the clinical mastitis loss calculation. The monetary values of labor cost, drug cost and culling cost, as well as treatment price (all included), significantly influenced the clinical mastitis losses per case. All other tested moderators were not associated with mastitis losses, highlighting the need for more standardized economic studies, for both methods and ways results are presented, and suggesting that the mastitis losses assessed in the literature cannot be extrapolated (limited external validity). Although meta-analyses are useful to overview the burden of diseases across studies, their ability to summarize extensive literature with various economic assessments is limited. These limitations in loss assessments also suggest the need to focus on management strategies rather than on pure monetary estimations of disease costs, at least for production diseases at the farm level.

Abstract
BACKGROUND In animal agriculture, antimicrobials (AM) are used to control infectious diseases whose incidence and severity vary across production systems, but may contribute to select AM resistant bacteria, potentially disseminating in humans. Antimicrobial resistance (AMR) represents a public threat, leading policymakers to implement measures to reduce antimicrobial use (AMU). Investigating AMU patterns at prescriber's level, beyond national AMU trends, enables evaluation of substitutions between AM classes (occurring when one product is replaced by another), or average consumption per production system. Our aim was to identify the influence veterinarians would exert on AMU by quantifying substitution between AM products prescribed and delivered in similar therapeutic indications, in cattle production. METHODS Monthly sales data on four critically important AM in five French areas (representative of production systems) were analysed from 2008 to 2013. We calculated the animal live weight receiving a treatment course and evaluated substitutions between brand-name and generic products, and between products from different AM classes with similar indications. RESULTS Substitutions occurred, between products of the same class (macrolides) with similar indications, between generic and brand-name products (fluoroquinolones, ceftiofur, florfenicol) and between innovative and brand-name products (marbofloxacin, ceftiofur). Innovative products reaching the market represented between 2% and 40% of the yearly sales for a given molecule, depending on the active ingredient and the area. The introduction of generic products of fluoroquinolones and ceftiofur led to a moderate adoption of the generic product at the expense of the brand-name one, unlike in human health care where the adoption reaches up to 80%. CONCLUSION Veterinary prescription remains a strong regulating power of AMU; substitutions only occurred for products with similar indications.

Abstract
A variety of indicators of antimicrobial use are available in veterinary medicine, their choice should depend on the study objective as none has been recognized as the most appropriate metric. Calculation of indicators of antimicrobial use is based on a number of parameters (e.g., treatment dose or weight at treatment) that can be informed using theoretical (also called "standard") or actual (also called "used") values. Although few studies compare the application of several indicators to the same antimicrobial data, the obtained results lead to apparent discrepancies or contradictions. This study aimed to investigate antimicrobial use at the weaning stage in French pig farms and, more specifically, the impact the sources of information regarding doses, body weight at treatment and treatment length, had on the indicators results. A cross-sectional survey was conducted, and data collected from 70 farms made it possible to calculate four indicators at the weaning stage using different input values. The indicator values did not show significant differences when calculated based on the theoretical dose and length of treatment (as recommended by the summary of product characteristics) or when calculated based on the dose used and treatment length as applied by the farmer. However, all of the indicators showed significant differences when calculated using the standard theoretical weight (15 kg) or actual weight (P < 0.05). It appears that if data collection plans cannot be harmonized, clarification of indicator calculations in the literature is needed to allow comparisons between studies.

Abstract
One strategy for improving fertility in cattle is administration of GnRH or human chorionic gonadotropin (hCG) during the luteal phase, which increases progesterone (P4) secretion and delays luteolysis. To provide an overview of how GnRH or hCG treatment between 4 and 15 d after artificial insemination (AI) improves pregnancy per AI (P/AI) in cows, a meta-analysis was performed on 107 different trials from 52 publications. Data from 18,082 treated cows and 18,385 untreated controls were meta-analyzed. The meta-analysis explained the relative risk for P/AI with GnRH or hCG treatment under various circumstances. The results did not show any difference in P/AI between cows treated with hCG and cows treated with GnRH. Compared with no treatment, treatment with GnRH or hCG improved the chances of P/AI in cows with very poor (<30%) and poor (30.1 to 45%) fertility, whereas treatment did not benefit cows with very good fertility (>60.1%). Moreover, treatment with GnRH and hCG improved the chances of P/AI in primiparous cows. The improvement was much better in primiparous cows with very low fertility. Treatment with buserelin at a dose above 10 µg and with hCG at a dose above 2,500 IU was associated with increased chances of P/AI compared with lower doses. Treatment with GnRH 10 d after AI was also associated with increased chances of P/AI compared with earlier treatment. The present meta-analysis showed that the use of GnRH and hCG after AI should be focused on cows expected to have low or moderate fertility. Day and dose of treatment have to be considered as well.

Abstract
French veterinarians are authorised to both prescribe and deliver drugs. This situation of conflict of interest is sometimes denounced as a potential source of over-prescription and overuse of veterinary antimicrobials, even if no evidence is available up to now. This leads to regular calls for separating prescription from drug delivery, even if the consequences of such separation are unknown. The present work aims at describing the business model of French veterinary offices and the expected impact of separation on those offices. A dataset of 15 million observations was built with structural and accounting data collected for the period 2015-2017 from French mixed veterinary offices. Results of the baseline scenario indicate that veterinary offices' profit generated from farm animal activities is mainly driven by drug delivery (about 70%), while profit from companion animal activities is mainly driven by medical acts (i.e., consultation and advice, surgery, and laboratory analysis) and sale of accessory products (about 65%). The net margin rate is higher than 25% for all activities, except for material selling. If drug delivery or sales associated with a medical act (same day, same client, and same animal) do not require additional human resources (alternative scenario), the net margin is reduced for medical acts. For both scenarios, a high variability is observed between veterinary offices. This shows that the profit of each activity is highly driven by time spent on the activities. Our results suggest that, in the case of restrictions on drug delivery by veterinarians, their profit may dramatically decrease, especially for farm animal practitioners and those with low medical acts profitability. Further work is needed to account for the high diversity of situations faced by veterinary offices and the sensitivity of their profitability to production costs.

Abstract
Peste des petits ruminants (PPR) is a highly contagious viral disease of small ruminants; it emerged in countries previously free of the disease following the eradication of rinderpest. PPR is classified by international organizations as the next priority animal disease for global eradication campaign. Assessment of the local situations is the first step in the eradication efforts. The objective of this study was to investigate and compare the seroprevalence of PPR in cattle, sheep, and goats under two livestock production systems in Ethiopia: North Shewa zone of Amhara region represents a highland sedentary life style characterized by mixed livestock-crop production system; Zone Three of Afar region represents a lowland nomadic life style characterized by pastoral livestock production system. N-competitive ELISA PPR test was performed on sera from 2,993 animals ≥6 months old sampled at watering and grazing points. Multivariable logistic regression models comparing the seropositivity between the two production systems were built by classifying doubtful results as positive, negative, or excluding them from the data. The odds ratio (OR) comparing overall PPR seroprevalence in the sedentary North Shewa Zone compared to the nomadic Zone Three ranged from 19 to 27 (P < 0.001), depending on how doubtful results were classified, which contrasts with what has been reported in the literature. This is not likely to be related solely to vaccination, since seroprevalences in cattle and small ruminants were similarly high or low in the respective zones (0-4% for Zone Three and 20-40% for North Shewa Zone), and cattle were not likely to be vaccinated. The OR of seropositivity for goats compared to cattle ranged from 1.9 [95% confidence interval (CI): 1.3-2.7; P < 0.001] to 2.2 (95% CI: 1.5-3.1; P < 0.001) when doubtful results were excluded or classified as negative, respectively. When doubtful results were classified as positive, association between seropositivity and animal species was not significant (P > 0.05). Our results suggest to further investigate cattle as sentinel animals for PPR surveillance.

Abstract
Infection with bovine viral diarrhoea virus (BVDV) is associated with a loss in productivity in cattle farms. Determining which factors influence monetary losses due to BVDV could facilitate the implementation of mitigation measures to reduce the burden of BVDV. Mixed‐effect meta‐analysis models were performed to estimate the extent to which the costs of mean annual BVDV production losses per animal may be influenced by epidemiological factors such as BVDV introduction risk, initial prevalence, viral circulation intensity and circulation duration (trial 1). Additionally, changes in mean annual BVDV production losses per animal due to specific mitigation measures (i.e., biosecurity, vaccination, testing and culling, cattle introduction or contact with neighbouring cattle herds) were analysed (trial 2). In total, 19 studies were included in the meta‐analysis to assess mean annual BVDV production losses. The mean annual direct losses were determined to be €42.14 per animal (trial 1). The multivariate meta‐regression showed that four of the previously mentioned epidemiological factors significantly influenced the mean annual BVDV production losses per animal. Indeed, the per animal costs increased to €67.19 when these four factors (trial 1) were considered as “high or moderate” compared to “low”. The meta‐regression analysis revealed that implementation of vaccination and biosecurity measures were associated with an 8%–12% and 28%–29% decrease in BVDV production losses on average, respectively, when simulated herds were compared with or without such mitigation measures (trial 2). This reduction of mean annual BVDV production losses per animal due to mitigation measures was partially counteracted when farmers brought new cattle on to farm or allowed contact with neighbouring cattle herds. The influencing mitigation factors presented here could help to guide farmers in their decision to implement mitigation strategies for the control of BVDV at farm level.

Abstract
The reproductive parameters of dairy cattle have continuously declined worldwide over the last 50 years. Nutritional imbalances are identified as risk factors for this decrease of reproductive performance. The present paper aims to quantify the decrease in the pregnancy per artificial insemination (P/AI) in the case of high milk ketones before and after AI. A total of 388,731 test-day from the Brittany Milk Recording Program in France from 226,429 cow-lactations were provided for this trial. For each test-day, information about lactation characteristics, date of AI, date of the following calving, and acetone and β-hydroxybutyrate (BHB) values were included. Ketones were predicted by Fourier transform mid-infrared spectroscopy using MilkoScan Foss analyzers (Foss, Hillerød, Denmark). Many thresholds were evaluated to define cows with hyperketolactia. Hyperketolactia statuses were then categorized into 1 of 4 possible classes according to the milk ketone dynamics for each AI and each threshold of acetone or BHB values (low-low, high-low, low-high, and high-high) within 20 d before and after AI. Similarly, the dynamics of udder health were characterized by changes in somatic cell counts measured at the same test day as ketone bodies. A logistic regression with a Poisson correction was performed to explain the relationship of P/AI with milk ketones and somatic cell count dynamics. Predicted acetone and BHB ranged from -0.51 to 4.92 mM (mean = 0.08 mM, SD = 0.10 mM) and -0.62 to 5.85 mM (mean = 0.07 mM, SD = 0.1 mM), respectively. Hyperketolactia defined by high acetone levels before AI was not associated with decreased P/AI, but high acetone levels after AI were associated with a >10% reduction in P/AI for all thresholds >0.10 mM. Hyperketolactia, defined by high BHB values before, after, or before and after AI, was associated with a 6 to 14% reduction in P/AI compared with cows with low BHB values. These associations are lower than those reported in previous trials in which blood ketones were used. High ketones in advanced lactation are likely to be the result of various primary disorders (secondary ketosis). Because the present work demonstrated that this situation is considered a risk factor for deteriorated reproductive performance, we suggest that high ketones in early and advanced lactation should be of interest to farm advisors.

Abstract
To understand the profitability of reproduction management measures, an economic assessment based on a beef cow life simulation was proposed. It accounted for the discounted feeding costs of the dam and its calves for the different periods of their lives up to their sale and for the overall production from calves adjusted by mortality and culling. The calibration was proposed for various combinations of typical French and European situations. The maximal cash flow was observed for the lowest calving interval, corresponding to the maximal number of calves produced. The marginal cost of the calving interval was not uniform: on average, it was twice as high at a calving interval of 360 days (€1/day) as at 500 days (€0.5/day). It was also higher when age at first calving was lower and when culling was late or the replacement rate was low. The results were sensitive to the costs of the calves' diets and to the market prices for calves. These assessments may assist the evaluation of the profitability of various measures taken in the field when faced with deteriorating calving intervals in beef production.

Abstract
There is extensive literature addressing acceptable practices of colostrum distribution to new-born calves; however, no economic analyses are available concerning the profitability of this practice. Moreover, the health standards associated with colostrum management have been defined through the observation of reference farms without explicit reference to economic assessments. The objective of the current study was to evaluate the profitability of farm colostrum management and to define the optimal economic situations for given livestock systems and farm situations. The herd-level net value was calculated using the value of calf products, the cost of passive transfer failure and the cost of prevention. This value was determined for various beef and dairy scenarios and the various time periods spent managing colostrum. The maximal net values defined the optimal economic situations and enabled the determination of the optimal times for colostrum management and respective health standards (i.e., the prevalence of disorders at optimum). The results showed that the optimal time farmers should spend on colostrum management is approximately 15 min per calf. Furthermore, farmers should err on the side of spending too much time (> 15 min) on colostrum management rather than not enough, unless the cost of labour is high. This is all the more true that potential long term consequences of passive transfer failure on milk yields were not accounted for here due to scarcity of data, leading to consider this time threshold (15 min) as a minimal recommendation. This potential underestimation may arise from the greater nutrient content and bioactive compounds identified in colostrum although the passive immune transfer is here defined through immunoglobulins only. The present results show that for small farms that cannot hire colostrum managers, this work can be performed by the farmer after subcontracting other tasks. Moreover, the method proposed here—the definition of health standards through economic optimisation—is a promising approach to analysing health conventions in the cattle industry.

Abstract
Schmallenberg virus (SBV) was first detected in 2011 in Germany and then in France in 2012. This study simulates the production of different ruminant systems in France and estimates, through partial budget analyses, the economic cost of SBV at the farm level, under two disease scenarios (a high-impact and low-impact scenario). A partial budget is used to evaluate the financial effect of incremental changes, and includes only resources or production that will be changed. In the high-impact scenario, the estimated impact of SBV ranged from €23 to €43 per cow per year and €19 to €37 per ewe per year. In the low-impact scenario, it was approximately half (for cows) or one-third (for ewes) of this amount. These financial impacts represent 0.6% to 63% of the gross margin, depending on the chosen scenario and the livestock system being considered. The impacts of SBV come mainly from: the extra costs from purchasing and raising replacement heifers and losses in milk production (dairy cows); the losses in calf or lamb production (beef systems and meat sheep); and the losses in milk production and from unsold replacement lambs (dairy sheep). The use of integrated production and economic models enabled the authors to estimate the cost of SBV and to tackle the problem of scarce data, which is a difficulty for most emerging diseases, by their very nature. It also allowed the authors to develop an accurate disease impact assessment for several production systems, over a short time span. Extrapolating from this economic assessment to predict the scenario in coming years depends on the immunity period of the disease and the length of the production cycles.

Abstract
Concerns are growing over the impact of livestock farming on environment and public health. The livestock industry is faced with the double constraint of limiting its use of natural resources and antimicrobials while ensuring its economic sustainability. In this context, reliable methods are needed to evaluate the effect of the prevention of endemic animal diseases on the productivity of livestock production systems. In this study, an epidemiological and productivity model was used to link changes in Bovine Respiratory Disease (BRD) incidence with the productivity of the beef and dairy cattle sectors in France. Cattle production parameters significantly affected by BRD were selected through literature review. Previous field study results and national cattle performance estimates were used to infer growth performances, mortality rates and carcass quality in the cattle affected and not affected by BRD. A steady-state deterministic herd production model was used to predict the productivity of the dairy and beef sector and their defined compartments (breeding-fattening, feedlot young bulls, and feedlot veal) in case of BRD incidence reduction by 20%, 50% or 100%. Results suggested that BRD should be controlled at a priority in beef breeding farms as eradication of BRD in beef calves would increase the whole beef sector's productivity by 4.7-5.5% while eradication in other production stages would result in lower productivity gain in their respective sectors. However, the analysis performed at compartment level showed that, in both the beef and dairy sector, young bull and veal feedlot enterprises derive more economic benefits from BRD eradication for their own compartment (increase in productivity of 8.7-12.8% for beef young bulls) than the breeding farms (increase in productivity of 5.1-6% for beef calves), which may limit the investments in BRD control.

Abstract
Surveillance at an abattoir allows all animals or carcasses that present a potential public health risk to be withdrawn from the human food chain. Whole-carcass condemnation results in important economic losses, not only for the producer but also for other participants in the meat industry. Access to the personal electronic database of an abattoir in France enabled us to run logistic regression models to investigate the risk factors for whole-carcass condemnation of end-cycle sows in that abattoir. When end-cycle sows that were slaughtered and eviscerated between 22 June 2015 and 8 December 2015 (185 days) were considered (n = 19,866), the results highlighted the importance of the total theoretical time off feed, which represents the fasting period from leaving the farm of origin to the time of slaughter (including transportation and waiting time at the abattoir). Each 10-h increase in the theoretical time off feed was associated with a 31% greater likelihood of whole-carcass condemnation [odd ratio (OR) = 1.31, CI 95% (1.27; 1.34)], and a 10 kg increase in carcass weight before refrigeration was associated with a 23% lower likelihood of carcass condemnation [OR = 0.77, CI 95% (0.75; 0.78)]. The results also indicate the importance of the producer group that the farmer belonged to (P < 0.01). A relatively small number of variables was available in the actual database to study the relevant risk factors for whole-carcass condemnation associated with or without diseases at the farm of origin. This derives partly from the fact that traceability at the abattoir in France is done per batch rather than individually for pigs; further, limited information is available at the farm level. An investigation of the reasons for whole-carcass condemnation could have been informative; however, it was not feasible in a reasonable timeframe because these data were not saved in a database in a systematic way. Some of the difficulties encountered in this study should soon be alleviated by using the meat inspection information system software for collecting livestock meat inspection data. Implemented recently by the French ministry of agriculture, this new tool should allow for broader perspectives in swine surveillance.

Abstract
Dietary proteins play an important role in reproduction, and increased dietary crude proteins, increased degradability of dietary proteins, and elevated blood or milk urea have been associated with decreased conception and pregnancy in many studies. The aim of this work was to provide a meta-analysis on the relationship between high milk or blood urea and pregnancy or conception, with a focus on defining the appropriate urea threshold associated with this issue. The meta-analysis included 61 different models from 21 papers. The thresholds of urea tested in the various models were built by steps of 1 mM urea. This constructed variable reduced heterogeneity by 61% in the meta-regression. The meta-analysis showed 43% lower odds of pregnancy or conception (odds ratio = 0.57; 95% confidence interval = 0.45-0.73) in cases where urea was ≥7.0 mM in the blood (plasma urea nitrogen = 19.3 mg/dL) or where urea was ≥420 mg/L in the milk compared with where urea values were lower. This threshold is the most suitable with regard to pregnancy or conception success, even if a threshold of 6.5 mM cannot be excluded with certainty. The results also highlighted the possibility of a stronger association between high urea concentrations and pregnancy or conception when high nitrogen exposure occurs before artificial insemination compared with after artificial insemination, but this possibility needs to be further studied. Whether the present results also apply to extensively pasture-based countries remains to be determined.

Abstract
The prevention of subclinical ketosis (SCK) is based on maintaining adequate nutrition in dairy cows during the dry period and close to calving. Recently, an oral-route monensin bolus to prevent SCK was approved in Europe. The present study aims to define the allocation of resources for SCK management at the herd level and evaluate the profitability of administering monensin boluses in cows at risk for SCK. A stochastic model was used to calculate the total cost of SCK for a population with a given prevalence of cows at risk for SCK. This model included the ability of the farmer to correctly target and preventatively treat these cows at risk for SCK. The results clearly demonstrated economic synergy between two management practices. First, reducing the prevalence of cows at risk for SCK dramatically reduces the total cost of SCK and seems profitable in most situations. Second, monensin bolus use to reduce the occurrence of SCK in cows already at risk for SCK is cost-effective. The results also highlighted three economic strategies to manage SCK in the dairy industry in Europe. First, monensin bolus use throughout an entire herd when the prevalence of cows at risk for SCK is high is only profitable in the short-term as a tool to correct acute deterioration at the herd level. Second, decreasing the prevalence of cows at risk for SCK through adequate feeding in the dry period is of financial interest as a baseline strategy when prevalence is high, assuming moderate additional cost linked to the new diet. Third, monensin bolus use when the prevalence of cows at risk for SCK is low is also profitable as a long-term strategy when only cows at high risk for SCK (such as cows that are over-conditioned, old, or have a previous history of SCK-related disorders) are targeted for preventative treatment. Authors suggest to use the present results considering that farmers have a correct, but not perfect, ability to target animals to be preventively targeted with the monensin bolus. Further work is required to facilitate the early identification of cows at risk for SCK.

Abstract
Dietary protein levels are a risk factor for poor reproductive performance. Conception is particularly impaired in cases of high blood or milk urea. The objective of this study was to investigate the association between conception and low milk urea or changes in milk urea around artificial insemination (AI). Data were obtained from the French Milk Control Program for a 4-yr period (2009-2012). Milk urea values between 250 and 450 mg/kg (4.3 and 7.7 mM) were considered intermediate (I), and values ≤150 mg/kg (2.6 mM) were considered low (L). Milk urea values before and after each AI were allocated into 4 classes representing the dynamics of milk urea (before-after; I-I, I-L, L-I, and L-L). Subclinical ketosis was defined using milk fat and protein contents before AI as proxies. A logistic regression with a Poisson correction and herd as a random variable was then performed on data from Holstein or all breeds of cows. The success of conception was decreased [relative risk (95% confidence interval) = 0.96 (0.94-0.99)] in low-urea cows compared with intermediate-urea cows after AI; no significant association was found for urea levels before AI. When combining data on urea before and after AI, I-L urea cows exhibited a 5 to 9% decrease in conception compared with I-I urea cows, and L-I urea cows showed no difference in conception success compared with I-I urea cows. A decreased conception success for L-L urea cows compared with I-I urea cows was observed for the analysis with cows of all breeds. This work revealed that a decrease in urea from intermediate (before AI) to low (after AI) is a risk factor for conception failure. Surveys of variation in milk urea in dairy cows close to breeding are highly recommended.

Abstract
The growing concern regarding emergence of bacteria resistant to antimicrobials and their potential for transmission to humans via animal production has led various authorities worldwide to implement measures to decrease antimicrobial use (AMU) in livestock production. These measures are influenced by those implemented in human medicine, and emphasize the importance of antimicrobial stewardship, surveillance, infection prevention and control and research. In food producing animals, unlike human medicine, antimicrobials are used to control diseases which cause economic losses. This major difference may explain the failure of the public policies implemented to control antimicrobial usage. Here we first review the specific factors influencing AMU across the farm animal sector and highlighting the farmers' decision-making process of AMU. We then discuss the efficiency of existing regulations implemented by policy makers, and assess the need for alternative strategies, such as substitution between antimicrobials and other measures for infectious disease control. We also discuss the interests of regulating antimicrobial prices. Finally, we emphasize the value of optimizing antimicrobial regimens, and developing veterinary precision medicine to achieve clinical efficacy in animals while limiting negative impacts on public health. The fight against antimicrobial resistance requires both a reduction and an optimization of antimicrobial consumption. The set of actions currently implemented by policy makers does not adequately address the economic interests of farmers' use of antimicrobials.

Abstract
One of the main strategies to control the spread of infectious animal diseases is the implementation of movement restrictions. This paper shows a loss in efficiency of the movement restriction policy (MRP) when behavioral responses of farmers are taken into account. Incorporating the strategic behavior of farmers in an epidemiologic model reveals that the MRP can trigger premature animal sales by farms at high risk of becoming infected that significantly reduce the efficacy of the policy. The results are validated in a parameterized network via Monte Carlo simulations and measures to mitigate the loss of efficiency of the MRP are discussed. Financial aid to farmers can be justified by public health concerns, not only for equity. This paper contributes to developing an interdisciplinary analytical framework regarding the expansion of infectious diseases combining economic and epidemiologic dimensions.

Abstract
Low colostrum intake at birth results in the failure of passive transfer (FPT) due to the inadequate ingestion of colostral immunoglobulins (Ig). FPT is associated with an increased risk of mortality and decreased health and longevity. Despite the known management practices associated with low FPT, it remains an important issue in the field. Neither a quantitative analysis of FPT consequences nor an assessment of its total cost are available. To address this point, a meta-analysis on the adjusted associations between FPT and its outcomes was first performed. Then, the total costs of FPT in European systems were calculated using a stochastic method with adjusted values as the input parameters. The adjusted risks (and 95% confidence intervals) for mortality, bovine respiratory disease, diarrhoea and overall morbidity in the case of FPT were 2.12 (1.43–3.13), 1.75 (1.50–2.03), 1.51 (1.05–2.17) and 1.91 (1.63–2.24), respectively. The mean (and 95% prediction interval) total costs per calf with FPT were estimated to be €60 (€10–109) and €80 (€20–139) for dairy and beef, respectively. As a result of the double-step stochastic method, the proposed economic estimation constitutes the first estimate available for FPT. The results are presented in a way that facilitates their use in the field and, with limited effort, combines the cost of each contributor to increase the applicability of the economic assessment to the situations farm-advisors may face. The present economic estimates are also an important tool to evaluate the profitability of measures that aim to improve colostrum intake and FPT prevention.

Abstract
AIMS AND OBJECTIVES The aim of the study was to investigate and compare the financial impact of Schmallenberg disease for different dairy production types in the United Kingdom and France. MATERIALS AND METHODS Integrated production and financial models for dairy cattle were developed and applied to Schmallenberg virus (SBV) disease in a British and French context. The five main production systems that prevail in these two countries were considered. Their respective gross margins measuring the holding's profitability were calculated based on public benchmarking, literature and expert opinion data. A partial budget analysis was performed within each production model to estimate the impact of SBV in the systems modelled. Two disease scenarios were simulated: low impact and high impact. RESULTS The model gross margin obtained per cow space and year ranged from £1014 to £1484 for the UK and from £1037 to £1890 for France depending on the production system considered. In the UK, the net SBV disease costs in £/cow space/year for an average dairy farm with 100 milking spaces were estimated between £16.3 and £51.4 in the high-impact scenario and between £8.2 and £25.9 in the low-impact scenario. For France, the net SBV disease costs in £/cow space/year ranged from £19.6 to £48.6 in the high-impact scenario and £9.7 to £22.8 in the low-impact scenario, respectively. CONCLUSION The study illustrates how the combination of production and financial models allows assessing disease impact taking into account differing management and husbandry practices and associated price structures in the dairy sector. It supports decision-making of farmers and veterinarians who are considering disease control measures as it provides an approach to estimate baseline disease impact in common dairy production systems in the UK and France.

Abstract
Education on the use of economics applied to animal health (EAH) has been offered since the 1980s. However, it has never been institutionalized within veterinary curricula, and there is no systematic information on current teaching and education activities in Europe. Nevertheless, the need for economic skills in animal health has never been greater. Economics can add value to disease impact assessments; improve understanding of people's incentives to participate in animal health measures; and help refine resource allocation for public animal health budgets. The use of economics should improve animal health decision making. An online questionnaire was conducted in European countries to assess current and future needs and expectations of people using EAH. The main conclusion from the survey is that education in economics appears to be offered inconsistently in Europe, and information about the availability of training opportunities in this field is scarce. There is a lack of harmonization of EAH education and significant gaps exist in the veterinary curricula of many countries. Depending on whether respondents belonged to educational institutions, public bodies, or private organizations, they expressed concerns regarding the limited education on decision making and impact assessment for animal diseases or on the use of economics for general management. Both public and private organizations recognized the increasing importance of EAH in the future. This should motivate the development of teaching methods and materials that aim at developing the understanding of animal health problems for the benefit of students and professional veterinarians.

Abstract
Excess dietary nitrogen (EDN) is commonly expected in dairy herds, but no data are available regarding its consequences on cattle immunity. In this study neutrophil functions were assessed during EDN in steers. In experiment 1, 4 one-month periods, 4 diets [16% crude protein (CP; DM basis), 20% CP based on soybean meal, 20% CP based on urea, and 24% CP based on urea and soybean meal], and 4 steers were included in a crossover design to determine the effects of a chronic excess. In experiment 2, the repercussions of an acute excess were assessed with 2 periods of 10 d, the same 4 steers, and 2 diets containing 14 and 20% CP. Sampling was done during the fourth week of each period in experiment 1, and on d 0, 1, 2, 3, 7, and 9 of each period in experiment 2. Individual blood biochemistry parameters were measured and neutrophil factors, such as counts, recovery after isolation, surface expression of CD11b and CD62L, phagocytosis, diapedesis, reactive oxygen species (ROS) production, and bacteria killing, were determined. Data were analyzed by general linear models of R, with period, diet or biochemical component, and animal as explanatory variables. The outcome variables were biochemical or immune variables. The variables diet, period, and animal were forced as fixed effects. Data collected over the entire period of experiment 2 were pooled. Several multiples linear regressions or ANOVA were performed and a Bonferroni correction was applied. In experiment 2 (acute EDN), neutrophil counts were negatively associated with nitrogen intake, conversely to CD62L expression. The observed relative neutropenia may be due to neutrophil margination because CD62L-expressing neutrophils are more likely to stick to endothelium. Interestingly, ROS production was changed by EDN: chronic EDN (experiment 1) was negatively associated with opsonized zymozan (OZ)-induced ROS production and acute EDN (experiment 2) with spontaneous ROS production. For chronic EDN, ROS production upon phorbol 12-myristate 13-acetate was not modified, in contrast to OZ stimulation. Decreased ROS production during chronic EDN probably involves the early events leading to ROS production, as OZ acts through membrane receptors and phorbol 12-myristate 13-acetate directly activates protein kinase C. This is the first study to provide evidence that the modifications of neutrophil functions produced by excess nitrogen depend on the intensity and duration of the excess. Further studies, including epidemiological studies during risk periods, are needed to resolve the issues linked to EDN.

Abstract
Objective The present study aimed to estimate and compare the economic impact of Schmallenberg virus (SBV) in different sheep production holdings using partial budget and gross margin analyses in combination with production models. Participants The sheep production types considered were lowland spring lambing, upland spring lambing and early lambing flocks in the UK, and grass lamb flocks of the Centre and West of France, extensive lambing flocks and dairy sheep flocks in France. Methodology Two disease scenarios with distinct input parameters associated with reproductive problems were considered: low and high impact. Sensitivity analyses were performed for the most uncertain input parameters, and the models were run with all of the lowest and highest values to estimate the range of disease impact. Results The estimated net SBV disease cost per year and ewe for the UK was £19.65–£20.85 for the high impact scenario and £6.40–£6.58 for the low impact scenario. No major differences were observed between the different production types. For France, the net SBV disease cost per year and ewe for the meat sheep holdings was £15.59–£17.20 for the high impact scenario and £4.75–£5.26 for the low impact scenario. For the dairy sheep, the costs per year and ewe were £29.81 for the high impact scenario and £10.34 for the low impact scenario. Conclusions The models represent a useful decision support tool for farmers and veterinarians who are facing decisions regarding disease control measures. They allow estimating disease impact on a farm accounting for differing production practices, which creates the necessary basis for cost effectiveness analysis of intervention strategies, such as vaccination.
