Links between food trade, climate change and food security in developed countries: A case study of Sweden

Food security is a global concern affecting even highly developed countries. Ongoing globalisation of food systems, characterised by trading interdependencies, means that agricultural production can be disrupted by climate change, affecting food availability. This study investigated Sweden's food security by identifying major food import categories and associated trade partners (using the World Integrated Trade System database) and vulnerability to frictions in trade deriving from climate change. Vulnerability was assessed through three indicators: exposure based on diversity of sources, dominance and direct trade from supplying countries; sensitivity, assessed using the Climate Risk Index, and adaptive capacity, assessed using the Fragile State Index. The results revealed that Sweden's grain imports may be most vulnerable, and animal products least vulnerable, to climate change. Management strategies based on this preliminary assessment can be developed by integrating climate vulnerability deriving from food trading into the 'Gravity' model, to improve prediction of trade flows.

How Do Collective Efficiency and Norms Influence the Social Resilience of Iranian Villagers Against the COVID-19? The Mediating Role of Social Leadership

The main purpose of the present research was to investigate the effects of collective efficacy and norms on the social resilience against the COVID-19 with the mediating role of social leadership. To this end, a cross-sectional survey was carried out in the Kerman and Fars provinces of Iran. Finally, 206 villagers were selected as the sample for collecting the required information. The research tool was a close-ended questionnaire whose validity and reliability was evaluated and confirmed. The results of testing direct hypotheses using structural equation modeling revealed that collective efficacy, social leadership, and norms had significant positive effects on social resilience against the COVID-19 pandemic. Comparison of the standardized effects demonstrated that collective efficacy is the most powerful predictor of the social resilience of villagers. Furthermore, testing indirect (mediation) hypotheses revealed that social leadership can successfully mediate the effect of collective efficacy on social resilience against the COVID-19. Investigating the moderated indirect hypotheses showed that governmental supports moderated the effect of collective efficacy on social resilience. Taken together, the independent variables could account for 62% of social resilience variance change. In the end, the practitioners, decision-makers, and interveners of the COVID-19 management programs in rural communities were provided with some applicable recommendations to be able to foster social resilience against the COVID-19.

The COVID-19 pandemic reveals an unprecedented rise in hunger: The South African Government was ill-prepared to meet the challenge

Recent research has shown increasing household food and nutrition insecurity in South Africa, indicating weaknesses in the national food system due to historical and current socioeconomic inequalities. The lack of inclusive governance and collaboration among actors and institutions to develop long-term strategies increase the problem. Such weaknesses intensify the government's ill-preparedness to provide food relief during disasters. We drew upon two rounds of the longitudinal University of Johannesburg and the Human Sciences Research Council's COVID-19 Democracy Survey to illustrate how ill-preparedness has resulted in increased hunger. The rollout of food relief was slow because the state ignored established non-governmental food relief structures. Delayed tender processes and corruption have worsened local distribution and access to food relief, increasing households' hunger. Individuals reported higher experiences of hunger above pre-COVID-19 figures of 11% attaining highs of 42% in 2020. We argue that COVID-19 has emphasised the South African food system's inequalities, particularly the state's inability to ensure integration, inclusiveness and rapidly provide emergency food relief. We focused on individual and households’ experiences of hunger and economic circumstances. Challenges were evident where access to food was provided in-kind or through financial aid. The pandemic food relief interventions and the lack of food price controls were serious challenges. The state and stakeholders must prevent high transitory food insecurity levels from resulting in chronic food insecurity. The state's practices and challenges during lockdown must be examined to ensure this situation does not reoccur. Some essential foods require subsidisation and price regulation to ensure long-term access for the poor. To ensure zero hunger and increased food security, these elements of the NDP must be re-examined. Research is required on vulnerabilities in the system, ways to overcome these and the understanding of factors contributing to system-wide resilience, including at individual and household levels.

Effect of COVID-19 Pandemic on Food Systems and Determinants of Resilience in Indigenous Communities of Jharkhand State, India: A Serial Cross-Sectional Study

The COVID-19 pandemic has globally jeopardized food security, with heightened threats for the most vulnerable including smallholder farmers as well as rural, indigenous populations. A serial cross-sectional study was conducted to document effect of COVID-19 pandemic on food environment, agricultural practices, diets and food security, along with potential determinants of food systems resilience, among vulnerable smallholder farmer households in indigenous communities of Santhal, Munda, and Sauria Paharia of Jharkhand state, India. Telephonic household surveys were conducted in two phases i.e., lockdown and unlock phase to assess the impact of the pandemic on their food systems and agricultural practices. Market surveys were conducted during the unlock phase, to understand the impact on local informal markets. Secondary data on state and district level food production and Government food security programs were also reviewed. For data analysis purpose, a conceptual framework was developed which delineated possible pathways of impact of COVID-19 pandemic on food environment, food security and food consumption patterns along with factors that may offer resilience. Our findings revealed adverse effects on food production and access among all three communities, due to restrictions in movement of farm labor and supplies, along with disruptions in food supply chains and other food-related logistics and services associated with the pandemic and mitigation measures. The pandemic significantly impacted the livelihoods and incomes among all three indigenous communities during both lockdown and unlock phases, which were attributed to a reduction in sale of agricultural produce, distress selling at lower prices and reduced opportunity for daily wage laboring. A significant proportion of respondents also experienced changes in dietary intake patterns. Key determinants of resilience were identified; these included accessibility to agricultural inputs like indigenous seeds, labor available at household level due to back migration and access to diverse food environments, specifically the wild food environment. There is a need for programs and interventions to conserve and revitalize the bio-cultural resources available within these vulnerable indigenous communities and build resilient food systems that depend on shorter food supply chains and utilize indigenous knowledge systems and associated resources, thereby supporting healthy, equitable and sustainable food systems for all.

Considering Ecosystem Services in Food System Resilience

The prevalence and severity of natural hazards pose a serious risk to food systems, undermining their function to provide food security and improved nutrition. The impact of such events is extensive, and the level of damage and recovery significantly depend on ecosystem services, including their own resilience capacity. This paper provides evidence that the role, value, and utilization of local ecosystem services are essential for food system resilience and for food security in parts of the world where high vulnerability and lack of coping capacity exist to combat climate change. Patterns of ecosystem services-based strategies were revealed that can be introduced to cope and adapt to climate-related natural hazards at the smallholder food system level. The study suggests that food system diversification, technological innovations and nature-based practices, and traditional and indigenous knowledge operationalized across the food system components have a potential for sustaining smallholder resilience in the face of natural hazards.

Scanning Models of Food Systems Resilience in the Indo-Pacific Region

The Indo-Pacific is a region of the world experiencing rapid growth in population and development. However, it is also exposed to a number of social, economic, geopolitical, and biophysical stressors, which may undermine the region's ability to support its population, ensure food security, and sustain livelihoods. In response to the complex suite of stressors, a number of development initiatives and research programs have been established to build resilience in the region's food systems. These initiatives vary in scope and scale, but also in what they mean by the term resilience and the components of the food system they address. This variation has implications for the outcomes of these efforts and how well they match a theoretical ideal of resilience. This review examines how resilience and food systems are defined, conceptualized, and applied within research studies and projects or initiatives on food systems resilience funded or supported by national, regional, or multilateral government, and non-governmental institutions in the Indo-Pacific region. It also compares how the concepts are treated from an academic or theoretical perspective vs. in practical applications. We take a two-pronged approach: first, identifying organizations engaged in the Indo-Pacific region and developing an inventory of initiatives and projects that have bearing on food systems resilience; and second, carrying out literature searches to record research studies in the region that examine resilience within food systems. We then identify any formalized frameworks or definitions of resilience and/or food systems guiding these projects and studies. The results indicate there is a heavy focus on climate change and natural disasters, and to a lesser extent health-related shocks, in food systems resilience research and practice. Definitions, however, are inconsistently reported, and are often more simplistic than resilience theory depicts, favoring resilience conceptualizations around adaptation and a production-oriented food systems framing. While the specific definitions vary between research and applied projects, the fragmented and ambiguous use of terms presents a challenge for policy applications and coordination. Overall, establishing some clear guiding resilience principles, modified according to contextual factors, could enable more streamlined resilience work in Indo-Pacific food systems.

An Analysis of Agricultural Systems Modelling Approaches and Examples to Support Future Policy Development under Disruptive Changes in New Zealand

Agricultural systems have entered a period of significant disruption due to impacts from change drivers, increasingly stringent environmental regulations and the need to reduce unwanted discharges, and emerging technologies and biotechnologies. Governments and industries are developing strategies to respond to the risks and opportunities associated with these disruptors. Modelling is a useful tool for system conceptualisation, understanding, and scenario testing. Today, New Zealand and other nations need integrated modelling tools at the national scale to help industries and stakeholders plan for future disruptive changes. In this paper, following a scoping review process, we analyse modelling approaches and available agricultural systems’ model examples per thematic applications at the regional to national scale to define the best options for the national policy development. Each modelling approach has specificities, such as stakeholder engagement capacity, complex systems reproduction, predictive or prospective scenario testing, and users should consider coupling approaches for greater added value. The efficiency of spatial decision support tools working with a system dynamics approach can help holistically in stakeholders’ participation and understanding, and for improving land planning and policy. This model combination appears to be the most appropriate for the New Zealand national context.

Local practices and production confer resilience to rural Pacific food systems during the COVID-19 pandemic

Resilience of food systems is key to ensuring food security through crisis. The COVID-19 pandemic presents an unprecedented shock that reveals varying levels of resilience of increasingly interconnected food systems across the globe. We contribute to the ongoing debate about whether increased connectivity reduces or enhances resilience in the context of rural Pacific food systems, while examining how communities have adapted to the global shocks associated with the pandemic to ensure food security. We conducted 609 interviews across 199 coastal villages from May to October 2020 in Federated States of Micronesia, Fiji, Palau, Papua New Guinea, Solomon Islands, Tonga, and Tuvalu to understand community-level impacts and adaptations during the first 5-10 months of the COVID-19 crisis. We found that local food production practices and food sharing conferred resilience, and that imported foods could aid or inhibit resilience. Communities in countries more reliant on imports were almost twice as likely to report food insecurity compared to those least reliant. However, in places dealing with a concurrent cyclone, local food systems were impaired, and imported foods proved critical. Our findings suggest that policy in the Pacific should bolster sustainable local food production and practices. Pacific states should avoid becoming overly reliant on food imports, while having measures in place to support food security after disasters, supplementing locally produced and preserved foods with imported foods when necessary. Developing policies that promote resilient food systems can help prepare communities for future shocks, including those anticipated with climate change.

Military Food Supply Chain during the COVID-19 Pandemic

The outbreak of the COVID-19 pandemic in Wuhan, China, disrupted international trade and changed the global food supply chain. Disruptions affected all food supply chains, including those critical to national security. To the best of our knowledge, this study is the first to reveal the impact of the pandemic on the military food supply chain in Poland. In the analysed single case study, we used process mapping to show the diversity of the types of military food supply chains operating in military units. The attention was focused on the internal and external food supply chains in the context of the disruptions and dysfunctions that appeared in the sphere of management. The contribution of the article is twofold. First, we used a situational crisis management approach to isolate four types of internal military food supply chains. Practical guidance concerns showing actions influencing the modification of system solutions in the military sphere in peacetime in connection with the pandemic. As a member of the North Atlantic Treaty Organization (NATO), Poland applies system solutions similar to those in place in other allied countries. The results of our research can be used as recommendations for solving problems in the military food supply chain in other countries within NATO.

A Shock to the System: What the COVID-19 Pandemic Reveals About Australia's Food Systems and Their Resilience

Australia has managed well through the COVID-19 pandemic, compared to many other developed nations. Through its first and second waves it was relatively successful in terms of control of outbreaks. Nevertheless, like everywhere, the shock to national systems has been profound, and adjustment remains complex and volatile. Food is a critical human need, and the food industry is recognised as a vital economic sector. We present an examination of some of the adaptive responses of Australia's food systems during the early stages of the COVID-19 pandemic, from January 2020 to October 2020, with a focus on three case studies (seafood exports, consumer behaviour and food sector employment). These case studies provide observations of specific stresses experienced, as well as insights into the adaptation strategies carried out by various actors within the nation's food systems. The shock was experienced differently in different parts of given food systems, and the opportunities for adaptation varied. Some supply chains lost business, others had to adapt to rapidly increased demands, and surges. Our analysis reveals features of Australia's food systems, and their relationships to other systems, that have facilitated resilience, and features that have impeded it. We found that international supply chains are highly vulnerable to global shocks, that insecure employment conditions throughout the food system reduce the resilience of the system overall, and that consumers are not fully confident in supply chains. We observed the importance of agency and adaptive behaviour throughout the food systems as actors worked to build their own resilience, with consequences for other parts of the system. Our findings suggest that food system resilience can be enhanced by ensuring that the goals and priorities of those most vulnerable in society are recognised and addressed within decision making processes throughout the system.

A Food Security Indicator Framework for British Columbia, Canada

Food security is a determinant of health and increasingly recognized as a focus for health promotion. Led by the Population and Public Health Program, British Columbia Centre for Disease Control, this article outlines the process of development and the evidence-based conceptual framework that guides the systematic selection of food security indicators in the Province. A phased, iterative approach to develop the food security framework was adopted. Phase 1 consisted of a literature search of food security indicator models, and key informant discussions. Phase 2 consisted of modification of the model based on stakeholder consultation. The framework development occurred between January 2016 and April 2019. A structured scan of the literature found no existing conceptual frameworks specific to food security indicators in the Global North. The most relevant and frequently used frameworks for indicator reporting identified were environmental health indicator frameworks. This article presents a matrix framework based on existing environmental health indicator frameworks. It integrates environmental health causal networks (e.g., determinants-current state-impact-response) with food security elements identified as (a) individual and household food insecurity, (b) food systems, and (c) capacity. This framework contributes to food security performance monitoring in the Global North and fills an important gap in evaluating the impact of the public health response to food security. Use of this comprehensive framework can enable program planners and policy makers to be clear about where and how they are attempting to assess, influence and monitor food security, and illustrate the interconnectedness between indicators.

Towards a Resilient and Resource-Efficient Local Food System Based on Industrial Symbiosis in Härnösand: A Swedish Case Study

The endeavour to align the goals of the Swedish food strategy with the national environmental quality objectives and the 17 global SDGs, presents an extraordinary challenge that calls for systemic innovation. Industrial symbiosis can potentially provide the means for increasing sustainable food production, using locally sub-exploited resources that can reduce the need for land, agrochemicals, transport and energy. This case study of the municipality of Härnösand, aims to assess opportunities and challenges for using waste flows and by-products for local food production, facilitated by industrial symbiosis. A potential symbiotic network was developed during three workshops with the main stakeholders in Härnösand. The potential of the COVID-19 pandemic to instigate policy changes, behavioural changes and formation of new alliances that may catalyse the transition towards food systems based on industrial symbiosis is discussed. The material flow inventory revealed that many underexploited resource flows were present in quantities that rendered them commercially interesting. Resources that can be used for innovative food production include, e.g., lignocellulosic residues, rock dust, and food processing waste. The internalised drive among local companies interested in industrial symbiosis and the emerging symbiotic relations, provide a fertile ground for the establishment of a local network that can process the sub-exploited material flows. Although there are multiple challenges for an industrial symbiosis network to form in Härnösand, this study shows that there is a significant potential to create added value from the region’s many resources while at the same time making the food system more sustainable and resilient, by expanding industrial symbiosis practices.

“Too big to fail”: the resilience and entrenchment of food aid through food banks in the Netherlands during the COVID-19 pandemic

This paper aims to better understand the resilience and further entrenchment of food aid through food banks in the context of the COVID-19 pandemic. During the first months of the pandemic in the Netherlands, concerns quickly rose about the number of people falling into conditions of food insecurity. Adding insult to injury, food banks reported problems in their operations. The analysis shows that after some adaptations to initial problems, food banks were largely able to continue their service. This ability was partly based on organizational flexibility. However, in order to understand the resilience of food aid through food banks, it is imperative to understand food banks as part of a system of food aid that extends beyond the organizational boundaries. This system includes a range of other actors and resources, including donors, public support and governmental backing that contributed to the resilience of the food aid system. While this embeddedness in a system as well as broad public support were essential for the resilience of food aid through food banks, both factors also indicate the further entrenchment of food banks in the understanding and practices of ensuring food security for people in poverty. Ultimately, when the root causes of a need for food aid are not addressed, a resilient system of food aid through food banks can eventually prove detrimental to societal resilience, specifically the ability to ensure dignified access to adequate food.

Agroecological producers shortening food chains during Covid-19: opportunities and challenges in Costa Rica

The Covid-19 pandemic has compounded the global food insecurity crisis, disproportionately affecting the consumers, farmers, and food workers (UN in Policy brief: impacts of COVID-19 on food security and nutrition, 2020, https://www.un.org/sites/un2.un.org/files/sg_policy_brief_on_covid_impact_on_food_security.pdf). The significant disruptions caused by Covid-19 have called international attention to food security and sparked conversations about how to better support food production and trade. Our paper contributes to a small but growing literature on the impacts and responses of agroecological farmers to Covid-19 in Costa Rica. Specifically, we interviewed 30 agroecological farmers about (1) livelihood disruptions during Covid-19, (2) the areas of food production and sales most affected during this pandemic, and (3) how farmers and consumers are adapting during this crisis. Our findings reveal multiple impacts on agroecological farmers including: economic hardships of lower incomes and inability to pay loans, changes in purchasing and consumption patterns, market disruptions, changes in sales, a decrease in agrotourism, and a shortage of farmworkers. Furthermore, we also report the following farmer adaptation strategies: (1) minimizing distance with consumers to facilitate direct delivery, (2) establishing e-commerce platforms. Based on our findings, we recommend the following: (1) building farmer networks for knowledge sharing, (2) increasing technological support for farmers, and (3) providing government support to ensure that such crises do not increase unemployment among farmers and exacerbate food insecurity.

Perceptions and Responses of Diversified Farm Producers in the Northern Great Plains to the Early Stage of the COVID-19 Pandemic

The initial months of the COVID-19 pandemic revealed unique vulnerabilities of the global food system with notable societal consequences, calling for the need to implement resilience strategies to support food security for all. The objective of this study was to elicit perceptions, experiences, and responses of producers of diversified farms in the Northern Great Plains of the United States to the early stage of the COVID-19 pandemic toward identifying factors for strengthening the resilience of agricultural production for supporting livelihoods and food security. Between May and August 2020, a cross-sectional online survey was administered to the emerging community of diversified farm managers in two rural U.S. states, Montana and South Dakota (n = 53), where monocropping and extensive livestock production are prevalent. About two-thirds of surveyed producers (68%) reported that they did not change their farming practices in response to the pandemic up until the survey period in Summer 2020. Almost three-quarters of producers (73%) indicated that access to commodities, farm inputs, and farm labor was not a concern for them during the early stage of the pandemic. Most surveyed producers (88%) were not concerned about their household food security and expressed confidence regarding a long-term increase in the demand for local food. However, almost half of surveyed producers (47%) reported that their anxiety increased because of the pandemic. Findings further highlight that small farms implemented a greater number of practices for enhancing ecological self-regulation while depending strongly on off-farm income compared to larger farms that were economically more autonomous. This study points to the promise of farm system diversification in strengthening the resilience of agricultural systems. We conclude by outlining pathways for increasing diversity on farms toward supporting food security during extreme food system shocks.

Diverse adaptation strategies helped local food producers cope with initial challenges of the Covid-19 pandemic: Lessons from Québec, Canada

The Covid-19 pandemic has demonstrated the vulnerability of food systems to disturbances. Advocates have promoted short food supply chains as more resilient and adaptable thanks to their embeddedness in local economic and ecological networks. As part of a broader case study on challenges facing farmers in local food supply chains in Québec, Canada, we asked farmers about the pandemic's impacts on food production and marketing in the province, including how food producers coped with these challenges. We sent an online questionnaire to 1,046 farmers who distribute food through direct marketing in Québec, identified through consumer-facing online platforms. We conducted follow-up interviews with 15 of the 133 farmers that completed the questionnaire to gain a better understanding of their pandemic-related challenges and opportunities, as well as their adaptation needs and strategies. We identified four main types of challenges among farmers: workforce shortages, balancing food demand and supply, changes in sales outlets and marketing channels, and other operational and development issues. In turn, six key adaptation strategies helped farmers reorganize their marketing and sales, which we categorize as: redistribution, streamlining, replacement, collaboration, farm adjustment, and outlet adjustment. Most surveyed local farmers felt well-prepared to adapt to the four major challenges that the Covid-19 pandemic forged or escalated, and our findings suggest that they demonstrated remarkable resilience to additional challenges posed by the pandemic. Our study therefore contributes important insights about how flexibility and redundancy among local farmers stabilized the local food system during the onset of a global pandemic.

Food system resilience thinking: from digital to integral

The current food system is directly influenced by the increase in environmental problems and nutritional inequality globally. Financial and political collapses, health crises, excessive urbanization, and rapid industrialization are some of the principal factors threatening the food supply's security. The food system needs a profound transformation to avoid ecosystem destabilization and a global food crisis. Concerning this transformation, we are certain that the first step for a successful food system change is global resilience thinking. To reach an integrated food system, we proposed introducing the resilient concept linked with other known concepts, such as circular economy and sustainability. A resilient food system can recover over time, ensuring the supply of sustainable and quality food and access to all. This would mean redesigning the value chains in the food system, re-educating consumers to implement a healthier diet, and introducing technology such as digital innovation. Re-evaluating these relevant points, redesigning the focus of the food system, not only for economic efficiency but also including significant trade-offs, or valuing other services in the food system, are essential to reaching the desired resilience. © 2021 Society of Chemical Industry.

Cultivating Community Resilience With Agency and Sociality in Gardens for Health and Healing

Communities must develop ever greater resilience as they face the climate emergency and concomitant health and food system challenges. Sustainable food systems research tends to adopt broad and often theoretical social-ecological systems perspectives on resilience. Models theorize that community self-organization for mobilizing change and agency in taking planned action are key processes for community resilience. Empirically, however, how individuals come together to engage in collective action for community resilience remains little explored. In this research, we examine strategies for resilience employed by 19 participants with multiple chronic health conditions in Gardens for Health and Healing, a community-based participatory research project conducted in southeast Wyoming. Through random assignment, participants either received a home garden or designed their own 16-week wellbeing program from a menu of community health and food systems services (e.g., cooking classes, farmers' market gift certificates, home garden). Using a pre-post wellbeing survey, interviews, and 14 months of ethnographic research, we explored the role of choice—or agency—for participants' wellbeing. Survey results suggest that receiving a garden more greatly benefitted participants' physical health while designing and implementing a wellbeing plan more greatly benefitted mental health. Qualitative results find that participants in both the garden and menu conditions identified their intervention as empowering them to take action to improve their own health and wellbeing. Participants attributed their wellbeing less to what condition they were in (garden or menu), and more to the relational processes they engaged in through the project. These processes included bringing the family together; associating with friends, neighbors, and colleagues; caring for garden environments; and engaging with the community-based organization that supported both the gardens and the wellbeing plans. We find that this sociality can help promote and explain a move from individual wellbeing and agency to the collective forms of agency and self-organization necessary to cultivate community resilience for sustainable food systems.

The aquaculture supply chain in the time of covid-19 pandemic: Vulnerability, resilience, solutions and priorities at the global scale

The COVID-19 global pandemic has had severe, unpredictable and synchronous impacts on all levels of perishable food supply chains (PFSC), across multiple sectors and spatial scales. Aquaculture plays a vital and rapidly expanding role in food security, in some cases overtaking wild caught fisheries in the production of high-quality animal protein in this PFSC. We performed a rapid global assessment to evaluate the effects of the COVID-19 pandemic and related emerging control measures on the aquaculture supply chain. Socio-economic effects of the pandemic were analysed by surveying the perceptions of stakeholders, who were asked to describe potential supply-side disruption, vulnerabilities and resilience patterns along the production pipeline with four main supply chain components: a) hatchery, b) production/processing, c) distribution/logistics and d) market. We also assessed different farming strategies, comparing land- vs. sea-based systems; extensive vs. intensive methods; and with and without integrated multi-trophic aquaculture, IMTA. In addition to evaluating levels and sources of economic distress, interviewees were asked to identify mitigation solutions adopted at local / internal (i.e., farm-site) scales, and to express their preference on national / external scale mitigation measures among a set of a priori options. Survey responses identified the potential causes of disruption, ripple effects, sources of food insecurity, and socio-economic conflicts. They also pointed to various levels of mitigation strategies. The collated evidence represents a first baseline useful to address future disaster-driven responses, to reinforce the resilience of the sector and to facilitate the design reconstruction plans and mitigation measures, such as financial aid strategies.

Resilience in Agriculture: Communication and Energy Infrastructure Dependencies of German Farmers

Agriculture is subject to high demands regarding resilience as it is an essential component of the food production chain. In the agricultural sector, there is an increasing usage of digital tools that rely on communication and energy infrastructures. Should disruption occur, such strengthened dependencies on other infrastructures increase the probability of ripple effects. Thus, there is a need to analyze the resilience of the agricultural sector with a specific focus on the effects of digitalization. This study works out resilience capacities of the interconnected technologies used in farm systems based on the experiences and opinions of farmers. Information was gathered through focus group interviews with farmers (N = 52) and a survey with participants from the agricultural sector (N = 118). In particular, the focus is put on the digital tools and other information and communication technologies they use. Based on a definition of resilience capacities, we evaluate resilience regarding energy and communication demands in various types of farm systems. Especially important are the resilience aspects of modern systems’ digital communication as well as the poorly developed and nonresilient network infrastructure in rural areas that contrast with the claim for a resilient agriculture. The result is a low robustness capacity, as our analysis concludes with the risk of food production losses.

A planetary boundaries perspective on the sustainability: resilience relationship in the Kenyan tea supply chain

The purpose of this paper is to examine whether agricultural supply chains (ASC) can be simultaneously sustainable and resilient to ecological disruptions, using the Planetary Boundaries theory. The nine different Planetary Boundaries i.e. climatic change, biodiversity loss, biogeochemical, ocean acidification, land use, freshwater availability, stratosphere ozone depletion, atmospheric aerosols and chemical pollution are examined in relation to ASC sustainability and resilience. Kenya's tea upstream supply chain sustainability and resilience from the ecological point of view is questioned. This study adopts a multi-case study analysis approach of nine producer organisations from Kenya's tea supply chain. The data from the in-depth semi-structured interviews and a focus group discussion are analysed using thematic analysis. The Kenyan tea supply chain producers are not aware of all the nine planetary boundaries, although these impact on their resilience practices. They are engaged in pursuing both sustainability and resilience practices. They implement mainly environmental practices in relation to sustainability, while only a few of them are implementing resilience practices. The sustainability and resilience concepts were found to be interrelated, but resilience does not improve at the same pace as sustainability. It is suggested that the relationship between sustainability and resilience is non-linear. Limitations and future research avenues are also provided.

A comparative study of small-scale fishery supply chains' vulnerability and resilience to COVID-19

The COVID-19 pandemic and response has significantly disrupted fishery supply chains, creating shortages of essential foods and constraining livelihoods globally. Small-scale fisheries (SSFs) are responding to the pandemic in a variety of ways. Together, disruptions from and responses to COVID-19 illuminate existing vulnerabilities in the fish distribution paradigm and possible means of reducing system and actor sensitivity and exposure and increasing adaptive capacity. Integrating concepts from literature on supply chain disruptions, social-ecological systems, human wellbeing, vulnerability, and SSFs, we synthesize preliminary lessons from six case studies from Indonesia, the Philippines, Peru, Canada, and the United States. The SSF supply chains examined employ different distribution strategies and operate in different geographic, political, social, economic, and cultural contexts. Specifically, we ask (a) how resilient have different SSF supply chains been to COVID-19 impacts; (b) what do these initial outcomes indicate about the role of distribution strategies in determining the vulnerability of SSF supply chains to macroeconomic shocks; and (c) what key factors have shaped this vulnerability? Based on our findings, systemic changes that may reduce SSF vulnerability to future macroeconomic shocks include: diversification of distribution strategies, livelihoods, and products; development of local and domestic markets and distribution channels; reduced reliance on international markets; establishment of effective communication channels; and preparation for providing aid to directly assist supply chains and support consumer purchasing power.

Who Gets to Adopt? Contested Values Constrain Just Transitions to Agroforestry

Agroforestry is often promoted as a multi-benefit solution to increasing the resilience of agricultural landscapes. Yet, there are many obstacles to transitioning agricultural production systems to agroforestry. Research on agroforestry transitions often focuses on why farmers and land managers chose to adopt this type of stewardship, with less focus on the political context of practitioner decisions. We use the case study of agroforestry in Hawai‘i to explore how agroforestry transitions occur with particular attention to politics and power dynamics. Specifically, we ask, what factors drive and/or restrain transitions to agroforestry and who is able to participate. We interviewed 38 agroforestry practitioners in Hawai‘i and analyzed the data using constructivist grounded theory. We then held a focus group discussion with interview participants to share results and discuss solutions. Practitioners primarily chose agroforestry intentionally for non-economic and values-based reasons, rather than as a means to production or economic goals. Agroforestry practitioners face a similar suite of structural obstacles as other agricultural producers, including access to land, labor, and capital and ecological obstacles like invasive species and climate change. However, the conflict in values between practitioners and dominant institutions manifests as four additional dimensions of obstacles constraining agroforestry transitions: systems for accessing land, capital, and markets favor short-term production and economic value; Indigenous and local knowledge is not adequately valued; regulatory, funding, and other support institutions are siloed; and not enough appropriate information is accessible. Who is able to practice despite these obstacles is tightly linked with people's ability to access off-site resources that are inequitably distributed. Our case study highlights three key points with important implications for realizing just agroforestry transitions: (1) practitioners transition to agroforestry to restore ecosystems and reclaim sovereignty, not just for the direct benefits; (2) a major constraint to agroforestry transitions is that the term agroforestry is both unifying and exclusionary; (3) structural change is needed for agroforestry transitions to be just. We discuss potential solutions in the context of Hawai‘i and provide transferrable principles and actionable strategies for achieving equity in agroforestry transitions. We also demonstrate a transferrable approach for action-oriented, interdisciplinary research in support of just agroforestry transitions.

Developing a Functional Food Systems Literacy for Interdisciplinary Dynamic Learning Networks

The impact of human activity on the planet cannot be overstated. Food systems are at the centre of a tangled web of interactions affecting all life. They are a complex nexus that directly and indirectly affects, and is affected by, a diverse set of social, environmental and technological phenomena. The complexity and often intractability of these interactions have created a variety of food-related problems that people seek to address in a collaborative and interdisciplinary manner through the adoption of a holistic food systems perspective. However, operationalising a systemic approach to address food system challenges is not a guarantee of success or positive outcomes. This is largely due to the partiality inherent in taking a systems perspective, and the difficulty in communicating these different perspectives among stakeholders. A functional food systems literacy is therefore required to aid people in communicating and collaborating on food system problems within dynamic learning networks. The Interdisciplinary Food Systems Teaching and Learning (IFSTAL) programme has been operating since 2015 as a social learning system to develop a food systems pedagogy with a range of multi-sectoral partners. The findings in this paper arise out of iterative reflexive practice into our teaching approach and delivery methods by former and current staff. In order to foster integrative engagement on food system challenges, we propose and define a functional food systems literacy—a theoretical minimum that can aid diverse stakeholders to explore and intervene in food systems through more effective communication and collaboration. Derived from a reflective analysis of instruments and methods in delivering the IFSTAL programme, we provide a framework that disaggregates functional food systems literacy according to four knowledge types, and includes examples of skills and activities utilised in the IFSTAL programme to support learning in these different domains. We argue that claims to comprehensive food systems knowledge are unrealistic and therefore propose that a functional food systems literacy should focus on providing a means of navigating partial claims to knowledge and uncertainty as well as fostering effective collaboration. We believe that this will enhance the capabilities of stakeholders to work effectively within dynamic learning networks.

Efficiency vs resilience: The rise and fall of the German brown shrimp fishery in times of COVID 19

In times of world crisis such as climate change and the COVID pandemic much has been said about the need for resilience. However, in scenarios of less concern about crisis the leading paradigm is often that of efficiency. The current study shows how efficiency might have got on the way of achieving the necessary resilience to face the COVID 19. With the example of the German brown shrimp fishery in the North Sea the interaction between those two paradigms - efficiency and resilience - is shown in the context of the COVID 19 pandemic. For instance, the quest of efficiency for rationalisation may reduce the resources available to set aside buffers to resist shocks, and the standardisation key to efficiency may also hinder more diversity and hence open innovation for solutions to the crisis, all characteristics of resilient organisations. By making use of a literature review including peer reviewed, grey literature and web media as well as of interviews with experts and quantitative data the value chain of the German brown shrimp fishery is analysed under the conceptual framework of organisational resilience.

RESULTS

show that, despite being more oriented towards efficiency, the German fleets does not show particularly good results in selected efficiency indicators. Additionally, key stages of the value chain as processing and commercialisation together with the investment strategy fail to present some commonly accepted components of resilient organisations, such as redundancy, flexibility, adaptability, diversity, prudence and embeddedness. Despite developments in the direction of sustainability with the MSC certification, the German fleet should pay attention to its capacity to face disturbances, which should be supported by a more long-term, targeted, resilience-oriented policy support.

Impacts of the COVID-19 pandemic on fish trade and the coping strategies: An initial assessment from China's perspective

The outbreak of the COVID-19 pandemic in 2020 has posed unprecedented challenges for fish trade worldwide. This study examines these challenges through an observation of China's fish import and export activities and a qualitative study on evolving policies in the first nine months of 2020. The results indicate that control measures responding to uncertainty regarding the source of the disease and transmission path, the pressing need for restriction of the movement of people and goods, and fear of a second wave of outbreaks have substantially disrupted fish trade. To meet these challenges, certain coping measures are adopted to offset negative effects in the short term. These measures indicate the government's pivotal role in stabilizing the supply chain and striking a balance between control requirements and efficiency required in trading activities, as well as the importance to find alternative markets to mitigate risks brought by the delayed supply and the plummeting consumption market. It concludes with some suggestions on improving international cooperation and domestic regulation for building resilience in long run.

U. Y, Jiang H. Trade vulnerability assessment in the grain-importing countries: A case study of China

Since the 2008 global food crisis, food security vulnerability has been a prominent topic in the food policy debate. However, vulnerability is inherently difficult to conceptualize and is more challenging to operationalize and measure. This study constructs a mathematical model and takes China as a case study to measure the vulnerability and sensitivity of China with its partners in the international grain trade. The results show that 1) the degree of interdependence between China and its grain trading partners is asymmetric, which generates trade vulnerability or economic power; 2) the vulnerability of China’s food trade shows a high spatiotemporal heterogeneity among countries: the higher vulnerability zones are concentrated in North America and Northeast Asia, and the scope of the higher vulnerability zones tends to expand; 3) Our results also reveal that China also has different sensitivities to fluctuations in grain markets from different countries, and the higher sensitive zones of the grain trade in China are mainly distributed in America, Europe, and Oceania. The main contribution of this paper is the development of a methodology for food trade vulnerability assessment and examines the influence of international food trade on food security in importing countries, measured using the vulnerability index and sensitivity index. Nevertheless, the conclusions of this study can be considered preliminary, and there remains great potential for future studies to deepen and broaden our analyses further.

Identifying Critical Thresholds for Resilient Regional Food Flows: A Case Study From the U.S. Upper Midwest

Improving the regional organization of food flow requires an understanding of system constraints. System transformation is necessary if the system is to include regional, independent wholesale food suppliers and to distribute food in an equitable and sustainable manner. Regional suppliers play a pivotal role in overall food system resilience, an emerging issue in wake of the numerous failures in conventional food supply chains exacerbated by COVID-19-related disruptions. Yet alternative supply chains that link local producers with towns and urban centers regionally, represent a small fraction of our nation's food suppliers. They struggle to compete with larger distribution networks that can supply products in-and out-of-season by global procurement. The upper Midwest harbors numerous local and regional food supply chains consisting of farms, processors, trucking companies, wholesalers and other firms that share a commitment to sustainability and local economic development. A constellation of challenges hamper their emergence, however, even as larger scale food supply chains flounder or fail to effectively serve communities. Informed by Donella Meadows's work on leverage points for systemic change, a collaborative, transdisciplinary and systems research effort examined conventional food supply networks and identified key opportunities for shifting food supply chain relationships. System concepts such as stock and flow, leverage points, and critical thresholds helped us to frame and identify challenges and opportunities in the current system. The second and third phase of our collaborative research effort occurred over 4 years (2013–2016) and involved twenty-six people in co-generation of knowledge as a loose-knit team. The team included farmers, supply chain practitioners, students, academic staff and faculty from multiple departments and colleges. Our primary method was to host public workshops with practitioner speakers and participants to identify dominant narratives and key concepts within discourses of different participants in distribution networks. The literature review was iterative, based on challenges, ideas and specific questions discussed at workshops. Our research exposed two meta-narratives shaping the supply chain: diversity and efficiency. In addition to these high-leverage narratives, we identified and examined five key operational thresholds in the Upper Midwest regional food system that could be leveraged to improve food flow in the region. Attention to these areas makes it possible for businesses to operate within environmental limits and develop social structures that can meet scale efficiencies necessary for economic success. We iteratively shared this co-produced knowledge with decision-makers via local food policy councils, local government, and national policy circles with the goal of supplying actionable information. This phased action research project created the environment necessary for a group of food system entrepreneurs to emerge and collaborate, poised to improve system resilience in anticipation of food system disruptions. It forms the basis for on-going research on food flow, regional resilience, and supply chain policy.

Northern Food Systems in Transition: The Role of the Emerging Agri-Food Industry in the Northwest Territories (Canada) Food System

This paper reports the findings of an ethnographic study that involved working with local organizations, food advocates, and communities to develop strategies for expanding the nascent Northwest Territories (NWT), Canada agri-food industry. The NWT represents a unique case study in that the fledging agri-food industry has been recognized for its promise in contributing to the core goals of the transitioning NWT food system. The study is guided by two research questions: (1) How is the promise of the emerging NWT agri-food industry framed within the context of the broader food system? (2) Given this framing of the NWT agri-food industry, how can it contribute to the sustainability of the NWT food system and to the goals of food security, poverty reduction, nutrition, and economic development? Grounded in a food systems approach, we used a correlative, evolutionary SWOT analysis to profile the nascent NWT agri-food industry within the context of the existing NWT food system. Through further thematic analysis, we identify and describe two dominant narratives (agri-food industry business case narrative and agri-food industry implications narrative) and key themes within the narratives based on an adapted food systems framework. The agri-food business case narrative highlights discourse articulating the business or commercial viability for a local agri-food value chain to function, evolve, and expand. The agri-food industry implications narrative envisions the ways in which the emerging NWT agri-food industry may interact within the existing NWT food system, highlighting potential environmental, social, cultural, and political implications of an expanding commercial-based agri-food value chain. Within the two narratives, certain subcomponents of the NWT agri-food system appear to be more prevalent, including climate, soil, and ecosystems, policy/regulations/governance, socio-cultural norms, knowledge, inputs, finance, production, and consumption. We make policy and practice recommendations for co-designing an agri-food industry that serves the multiple goals of the NWT food system. As an exploratory, descriptive-structural analysis the study provides a critical empirical basis for future in-depth, fully integrated synthesis of the complex social, cultural, economic, political, and ecological dynamics shaping Northern food systems in transition.

Towards food systems transformation-five paradigm shifts for healthy, inclusive and sustainable food systems

Food systems must serve different societal, public health and individual nutrition, and environmental objectives and therefore face numerous challenges. Considering the integrated performances of food systems, this paper highlights five fundamental paradigm shifts that are required to overcome trade-offs and build synergies between health and nutrition, inclusive livelihoods, environmental sustainability and food system resilience. We focus on the challenges to raise policy ambitions, to harmonize production and consumption goals, to improve connectivity between them, to strengthen food system performance and to anchor the governance of food systems in inclusive policies and participatory institutions. Taken together, these shifts in paradigms shape a new discourse for food system transformation that will be capable to respond to current and future policy challenges.

Non-Conventional Agricultural Spaces and Climate Change: The Cases of Le Grenier boréal and Lufa Farms in Quebec, Canada

The objective of this text is to present a reflection on the link between local initiatives to combat food insecurity and actions adapting to climate change. To this end, two case studies of ongoing experiments in the Canadian province of Quebec will be presented and compared. While these two cases are very different in terms of location, production and people involved, they share the objective of bringing fresh and healthy food, produced locally, to the population of their territory and of rethinking the relationship of the community to nature through food production. Despite their significant differences, each of these two cases features actions for responding to problems that have a common cause: an agro-industrial food system that, by decoupling the locations of production and consumption, in order to maximize the economic profitability of the capital invested, has compromised both the health of citizens and the ecological balance.

Effect of the COVID-19 pandemic on food habits and perceptions: A study with Brazilians

Background

Following the COVID-19 pandemic (caused by the SARS-CoV-2 coronavirus) at the beginning of 2020, containment measures have been taken by different countries around the globe. Citizens were forced to stay in quarantine, affecting their food consumption habits and food sector. These impacts have not yet been properly understood. Thus, it is important to describe the consequences of COVID-19 on food consumption habits globally, especially in the context of developing countries, such as Brazil.

Scope and approach

In this study, the Brazilian's food consumption habits and perceptions during the COVID-19 pandemic were assessed, highlighting the food consumption changes and selection of food products. Consumer perceptions about issues related to food safety and food marketing were also assessed. An online survey was performed and data were analyzed by descriptive analysis; independence and per cell chi-square test; and factor analysis.

Key findings and conclusions

Brazilians perceptions indicated that the COVID-19 pandemic context (assessed in May 2020) changed their food consumption and purchase. Respondents stated that they are eating and buying a greater amount of food, indicating a perception of a less healthy diet, mainly by women. On other hand, they are prioritizing homemade preparations and fresh food. Moreover, they reduced their shopping trips to markets and are starting to use delivery services and shopping platforms. Basic products of animal, vegetable, and bakery origin are being preferred during this period, in addition to economical packaging and products. Brazilians also indicated that they are more concerned with food safety and hygienic practices. However, at a time when global health is threatened, government agencies must create measures that ensure the food supply and consumer's awareness, in order to guarantee the country's food security during the current crisis.

Emerging COVID-19 impacts, responses, and lessons for building resilience in the seafood system

The COVID-19 pandemic and subsequent lockdowns are creating health and economic crises that threaten food and nutrition security. The seafood sector provides important sources of nutrition and employment, especially in low-income countries, and is highly globalized allowing shocks to propagate. We studied COVID-19-related disruptions, impacts, and responses to the seafood sector from January through May 2020, using a food system resilience 'action cycle' framework as a guide. We find that some supply chains, market segments, companies, small-scale actors and civil society have shown initial signs of greater resilience than others. COVID-19 has also highlighted the vulnerability of certain groups working in- or dependent on the seafood sector. We discuss early coping and adaptive responses combined with lessons from past shocks that could be considered when building resilience in the sector. We end with strategic research needs to support learning from COVID-19 impacts and responses.

Global relationships between crop diversity and nutritional stability

Nutritional stability – a food system’s capacity to provide sufficient nutrients despite disturbance – is an important, yet challenging to measure outcome of diversified agriculture. Using 55 years of data across 184 countries, we assemble 22,000 bipartite crop-nutrient networks to quantify nutritional stability by simulating crop and nutrient loss in a country, and assess its relationship to crop diversity across regions, over time and between imports versus in country production. We find a positive, saturating relationship between crop diversity and nutritional stability across countries, but also show that over time nutritional stability remained stagnant or decreased in all regions except Asia. These results are attributable to diminishing returns on crop diversity, with recent gains in crop diversity among crops with fewer nutrients, or with nutrients already in a country’s food system. Finally, imports are positively associated with crop diversity and nutritional stability, indicating that many countries’ nutritional stability is market exposed.

Crop diversification could be important for food security. Here, using methods from network science, the authors find that a positive relationship between crop diversity and nutritional stability globally does not necessarily equate to improving nutritional stability in a given country.

Locally-Procured Fish Is Essential in School Feeding Programmes in Sub-Saharan Africa

Fish make an important contribution to micronutrient intake, long-chained polyunsaturated omega-3 fatty acids (n-3 LC-PUFAS), and animal protein, as well as ensuring food and nutrition security and livelihoods for fishing communities. Micronutrient deficiencies are persistent in sub-Saharan Africa (SSA), contributing to public health issues not only in the first 1000 days but throughout adolescence and into adulthood. School feeding programs (SFPs) and home-grown school feeding programs (HGSF), which source foods from local producers, particularly fisherfolk, offer an entry point for encouraging healthy diets and delivering essential macro- and micronutrients to schoolchildren, which are important for the continued cognitive development of children and adolescents and can contribute to the realization of sustainable development goals (SDGs) 1, 2, 3, 5, and 14. The importance of HGSF for poverty alleviation (SDG1) and zero hunger (SDG 2) have been recognized by the United Nations Hunger Task Force and the African Union Development Agency-New Partnership for African Development (AUDA-NEPAD), which formulated a strategy for HGSF to improve nutrition for the growing youth population across Africa. A scoping review was conducted to understand the lessons learned from SFPs, which included fish and fish products from small-scale producers, identifying the challenges and best practices for the inclusion of fish, opportunities for improvements across the supply chain, and gaps in nutritional requirements for schoolchildren which could be improved through the inclusion of fish. Challenges to the inclusion fish in SFPs include food safety, supply and access to raw materials, organizational capacity, and cost, while good practices include the engagement of various stakeholders in creating and testing fish products, and repurposing fisheries by-products or using underutilized species to ensure cost-effective solutions. This study builds evidence of the inclusion of nutritious fish and fish products in SFPs, highlighting the need to replicate and scale good practices to ensure sustainable, community-centred, and demand-driven solutions for alleviating poverty, malnutrition, and contributing to greater health and wellbeing in adolescence.

Compound climate risks threaten aquatic food system benefits

Aquatic foods from marine and freshwater systems are critical to the nutrition, health, livelihoods, economies and cultures of billions of people worldwide, but climate-related hazards may compromise their ability to provide these benefits. Here, we estimate national-level aquatic food system climate risk using an integrative food systems approach that connects climate hazards impacting marine and freshwater capture fisheries and aquaculture to their contributions to sustainable food system outcomes. We show that without mitigation, climate hazards pose high risks to nutritional, social, economic and environmental outcomes worldwide-especially for wild-capture fisheries in Africa, South and Southeast Asia, and Small Island Developing States. For countries projected to experience compound climate risks, reducing societal vulnerabilities can lower climate risk by margins similar to meeting Paris Agreement mitigation targets. System-level interventions addressing dimensions such as governance, gender equity and poverty are needed to enhance aquatic and terrestrial food system resilience and provide investments with large co-benefits towards meeting the Sustainable Development Goals.

Supply chain resilience in mindful humanitarian aid organizations: the role of big data analytics

Purpose

The purpose of this paper is to understand the nomological network of associations between collective mindfulness and big data analytics in fostering resilient humanitarian relief supply chains.

Design/methodology/approach

The authors conceptualize a research model grounded in literature and test the hypotheses using survey data collected from informants at humanitarian aid organizations in Africa and Europe.

Findings

The findings demonstrate that organizational mindfulness is key to enabling resilient humanitarian relief supply chains, as opposed to just big data analytics.

Originality/value

This is the first study to examine organizational mindfulness and big data analytics in the context of humanitarian relief supply chains.

The Need for a Food Systems Approach in Smallholder Food and Nutrition Security Initiatives: Lessons from Inclusive Agribusiness in Smallholder Communities

Inclusive business models dominate current development policy and practices aimed at addressing food and nutrition insecurity among smallholder farmers. Through inclusive agribusiness, smallholder food security is presumed to come from increased farm productivity (food availability) and income (food access). Based on recent research, the focus of impact assessments of inclusive business models has been limited to instrumental aspects, such as the number of farmers supported, the training provided, and immediate farm outcomes, namely revenue. Furthermore, the assessments limit their scope to participating smallholders, while overlooking other community members. With respect to food and nutrition security, there is no acknowledgement of the diverse household needs that compete with the food requirements with regard to the multi-dimensional nature of poverty. Focusing on recent studies and reviews on the contribution of inclusive business initiatives to smallholders' livelihoods and food security, the present review adopts a food systems approach for broader knowledge and insight analysis. It re-emphasizes that a food systems approach that provides a systemic and broader way of thinking about and working on food issues is critical for development initiatives aimed at ensuring that every person can meet their food and nutrition needs.

The increasing hunger concern and current need in the development of sustainable food security in the developing countries

Background

COVID-19 has affected millions of people worldwide. Recently, international agencies have revealed that poverty and hunger could kill more people than COVID-19 victims. Many global workforces have lost their jobs during this pandemic situation. In developing countries, most of the workers and their families live hand to mouth, depending on daily wage, and loss of income would be a hunger pandemic. Globally, the proportion of undernourished and hungry people have been on an upswing due to climate changes and violent conflicts. The millions of people are facing chronic malnourishment and COVID-19 menaces undermining the endeavour of philanthropic and food security. COVID-19 has increased the risk of livelihood by the shortage of food and distraction of the supply chain especially in the developing countries where rural expanses depend on agriculture production and seasonal jobs. So, if they are forced to limit their activities, their livelihoods will be demolished.

Scope and approach

COVID-19 is increasing the jeopardy of food prices over the world, which would prompt a crisis in several developing countries. The government organizations in developing countries are doing well to protect people from the current pandemic. But they are also in critical situation regarding food supply chains and are facing difficulties in providing nutrient-rich foods. The susceptible people are fraught to secure household income and manage their food. In this review, we have explored the food security approach, food supply chain and risk of food shortage. Every country in the world needs to implement effective interventions to maintain open trade and food supply chains, ensure access to nutrients for all at affordable prices and develop co-operation to preserve the flexibility of universal food markets.

Preliminary lessons from COVID-19 disruptions of small-scale fishery supply chains

The ongoing COVID-19 pandemic and associated mitigation measures have disrupted global systems that support the health, food and nutrition security, and livelihoods of billions of people. These disruptions have likewise affected the small-scale fishery (SSF) sector, disrupting SSF supply chains and exposing weaknesses in the global seafood distribution system. To inform future development of adaptive capacity and resilience in the sector, it is important to understand how supply chain actors are responding in the face of a macroeconomic shock. Comparing across seven SSF case studies in four countries, we explore how actors are responding to COVID-19 disruptions, identify constraints to adaptive responses, and describe patterns of disruption and response across cases. In all cases examined, actors shifted focus to local and regional distribution channels and particularly drew on flexibility, organization, and learning to re-purpose pre-existing networks and use technology to their advantage. Key constraints to reaching domestic consumers included domestic restrictions on movement and labor, reduced spending power amongst domestic consumers, and lack of existing distribution channels. In addition, the lack of recognition of SSFs as essential food-producers and inequities in access to technology hampered efforts to continue local seafood supply. We suggest that the initial impacts from COVID-19 highlight the risks in of over-reliance on global trade networks. The SSFs that were able to change strategies most successfully had local organizations and connections in place that they leveraged in innovative ways. As such, supporting local and domestic networks and flexible organizations within the supply chain may help build resilience in the face of future macroeconomic shocks. Importantly, bolstering financial wellbeing and security within the domestic market both before and during such large-scale disruptions is crucial for supporting ongoing supply chain operations and continued food provision during macroeconomic crises.

Food supply chain resilience and the COVID‐19 pandemic: What have we learned?

A year into the COVID‐19 pandemic, this paper reflects on the changes that occurred in agrifood supply chains in Canada and the United States. The sudden shift in food consumption patterns from food service to food retail required realignment of food supply chains. For the most part, food supply chains have performed remarkably well during the pandemic. Cross‐border food supply chains have continued to function effectively. The most significant disruptions emerged from workforce outbreaks of COVID‐19 in the meat processing sector and in fruit and vegetable production. The paper discusses supply chain resilience and argues that agrifood supply chains are characterized by several important differences that need to be taken into consideration when evaluating resilience. Economies of scale and scope offer economic efficiency advantages in normal times, while investments in adaptability and flexibility can enhance resilience for abnormal times. Potential long‐run changes within supply chains include increased automation and digitalization in food supply chains, while investments in infrastructure for online delivery services have permanently altered the food retailing landscape.
